Law School Email

Microsoft ActiveSync, affecting email from most smartphones (except Blackerry users)

Current estimate is that these services will be restored around 12 Noon.

Preliminary findings from NetApp are that the firmware upgrade may need to be re-installed. If this is the case, this will likely be scheduled for this Sunday's maintenance window; if this occurs, ALL IT services (except the main Web page and Blackboard) will be off line on Sunday, August 22, from 12:00 Midnight through 8:00 AM.

ITIL is a collection of standard policies, processes, and documentation intended to ensure critical IT systems are highly available and to reduce the time to restore systems in the event of problems.

An important part of our ITIL adoption is the implementation of ServiceNow, a software package that service requests, incident tracking, and problem reporting. ServiceNow also integrates with RightAnswers, a technical knowledge base to which the University subscribes. Additional modules allow IT to track all systems and to plan and monitor system changes. The service request and incident tracking parts of ServiceNow will replace the current InterTrack software on August 23rd. The change and inventory management components are expected to be in place by the end of 2010.

All users of the current InterTrack system are encouraged to participate in ServiceNow training as early as possible to help make the adoption of ServiceNow as seamless as possible.

The Higher Education Opportunity Act of 2008 includes specific requirements that all colleges and universities in the US increase the awareness of their communities about copyright law and campus policies regarding illegal file sharing. The law requires colleges and universities to have plans in place to combat illegal file sharing and to provide information to community members about legal ways to download copyrighted music and movies.

The Recording Industry Association of America (RIAA), the Motion Picture Association of America (MPAA) and other organizations that represent copyright holders actively scan the Internet to find and prosecute violations of copyright. Each year Seton Hall University receives dozens of settlement notices from these organizations for members of the community who are alleged to have downloaded music or movies illegally. University IT Services works with the Office of Legal Counsel and Student Affairs to respond appropriately to these notices. Members of the community who illegally download copyrighted materials face civil and criminal prosecution; fines for copyright infractions are often in the thousands of dollars. In addition, illegal file sharing is against the University's policy on the appropriate use of computing resources. Violations of this University policy may result in sanctions including the loss of network access.

University IT Services has created an informative Web page that outlines the relevant copyright laws and University policies and provides information on where members of the University community can find legal music and movie downloads. This page is at:

Summary: Seton Hall University is by law required to maintain a reasonably secure network. Data breaches can be costly and affect institutional reputation. All users of SHU systems are required to regularly change their password and to use reasonably strong passwords. This summer University IT Services is taking further steps to improve network security for the campus. These steps include: requiring new users to change their password on their first login; reducing the number of failed logins allowed before an account is locked; upgrading the Symantec personal firewall on all University-issued computers; and, filtering outbound email for spam to prevent compromised accounts from distributing spam over the Internet. These are prudent steps to better secure our network and ensure safe and reliable services. See details regarding these security enhancements below.

To the University Community:

Seton Hall University is required by law to maintain a reasonably secure network. Data breaches can result in significant costs to repair as well as damage to institutional reputation. University IT Services takes its responsibility to maintain a secure network very seriously, while striving to ensure campus services are as easy to use as possible.

A few years ago it required extensive knowledge, specialized hardware and software, and a great deal of perseverance to successfully crack a network account. Today there is a plethora of cracking tools available on the Internet that enable novice users to sniff out and crack passwords. Unethical hackers constantly scan the Internet for weak passwords, unsecured servers, and vulnerable software.

While the University's networks remain reasonably secure, University IT Services has observed a growing number of attempts to crack our network services. This results in several compromised computers and accounts each month. To date these compromised computers have primarily been used to distribute spam, which can cause other Internet Service Provides to temporarily block email from Seton Hall so that their email systems are not overwhelmed.

University IT Services now requires all users of the campus network to regularly change their passwords and to use reasonably strong passwords. This will help secure the campus network. University IT Services is planning further steps to improve network security that will be implemented over the course of the summer. These include the following:

New faculty and employees will be prompted to change their passwords from the assigned default password on their first login to IT systems. The default passwords assigned to users are not particularly strong, so we are going to ask new employees to immediately change their passwords from the default.

Users' accounts will be locked after fewer failed login attempts. Cracking software often uses dictionaries of frequently used passwords and keeps trying different passwords on each account. Locking accounts after fewer failed login attempts will help reduce these kinds of attacks. This may occasionally cause legitimate unsuccessful login attempts to lock an account; for example, some smartphones store the user's email password and unless this is changed when the account login is changed the smartphone may keep retrying to login with the old password, causing the account to become locked.

The Symantec antivirus and personal firewall software on all University laptop and desktop computers will be upgraded. This will be done automatically when you log on at some point during the summer. You may see a slightly longer login when this happens. These upgrades have been thoroughly tested by Symantec and the University, and we do not expect this upgrade to adversely affect anyone's computer or software.

Outgoing email from the University will be filtered for probable spam. Currently the University only filters inbound email for spam. Outbound spam affects our institutional reputation and can cause delivery failure of legitimate outbound email. University IT Services will closely monitor the outbound spam filters to ensure legitimate email is not inadvertently being filtered. Anyone who manages large email distribution lists should work with University IT Services to ensure their mailings are not inadvertently flagged as spam.

So far hacked accounts have resulted in only inconvenience for members of the University community. Hacked accounts can, however, be footholds for more invasive and systemic attacks intended to gain access to confidential data. Data breaches could have severe consequences, resulting in significant costs to remedy as well as having a negative affect on our institutional reputation. The steps outlined above are prudent "next steps" to ensure the integrity and reliability of our campus network in today's challenging cybersecurity environment.

University IT Services will send out further updates on this over the summer as we implement these security improvements.

Meanwhile, if you have any questions or concerns regarding IT security at Seton Hall University, if you suspect your SHU account has been hijacked, if you receive suspicious email, or if you have any problems accessing your SHU account or computer, please call the Technology Help Desk at 973-275-2222. They can help you with any technology questions. Or you may contact me at 973-761-7386 or via email if you have concerns about any of these security enhancements.

AT&T 3G service on campus had been inconsistent following the lightning strike on the radio tower last summer which damaged some of AT&T's equipment.

After today's work, the upgrade for the AT&T cellular service on the radio tower should be completed, providing high quality AT&T 3G service for the campus.

AT&T plans further improvements in AT&T 3G service for the campus over the summer by upgrading the electronics in the microcells around campus. This upgrade is expected to provide improved AT&T 3G service inside most campus buildings, including the residence halls.

Orientation for the Class of 2014 begins this week, and part of parent orientation is a brief presentation on Seton Hall University's Mobile Computing Program.

The University's Mobile Computing Program is a unique academic program that has three mutually supporting components: (1) We provide an appropriate standard computer for each undergraduate student. (2) We provide the support services (such as networking, software, and repair services) to make this a useful learning tool. (3) We provide support to faculty who wish to make appropriate and effective use of the technology to improve learning in their courses.

One question often asked is why require a standard laptop? The short answer is that standardizing the laptop actually increases the options available to faculty using laptops in their classes. Faculty have the assurance that when they work to develop a technology-enabled class assignment that all students have the technology they need to complete the assignment. An interesting article in today's Inside Higher Education discusses the seeming paradox that standardization of student technology increases faculty choice; the article can be found at:
www.insidehighered.com/blogs/technology_and_learning/laptop_requirements_and_the_downside_of_choice

The presentation on Mobile Computing for parent orientation can be found at:
ParentOrientation2010.pdf

There are a few things we ask parents to do to help us support the Mobile Computing Program. First and foremost, please read the license agreement; it contains valuable information about the program and students' responsibilities to care for the laptop. Please contact IT if there is a change in your student's status, such as taking time off from school or participating in study abroad. Let us know right away if the laptop is lost or stolen. If your student is less than eighteen years old, you'll need to sign an agreement that you assume responsibility for the laptop. And don't accept "the laptop ate my homework" as an excuse; students have network space on which they can save their work and we have a repair facility and loaner laptops to make sure your student has a working laptop when they need one for class.

This afternoon Bob Vignes, director of Production Control and the project manager for the University's upgrade to Banner 8, gave a progress report to the Banner 8 Steering Committee.

In short, the Banner 8 project is currently on schedule for the planned upgrade October 8 - 11, 2010.

The plan is to bring the current Banner 7 system down at 5:00 PM on Friday, October 8. The conversion to Banner 8 will be done over the weekend. The new system will be released to the functional teams in Academic Affairs, Enrollment Services, Finance, HR/Payroll, and Student Affairs by 8:00 AM Monday, October 11 for final verification. We expect that the new system will be verified and most services brought online for the community by 5:00 PM on Monday, October 11. Some final work to bring all services online will be completed by end of day on Tuesday, October 12.

Sungard has previously announced desupport of Banner 7. Banner 8 provides additional functionality, including a streamlined user experience in Banner Self Service; however, the new features in Banner 8 will not be available right away, but will be implemented by the functional teams in the weeks following the upgrade to Banner 8.

The full presentation can be found at:
Seton_Hall_Banner_8_Planning_20100616.pdf

B8_Progress_Tracker_20100616.pdf

The presentation does not outline the hard work that IT, Academic Affairs, Enrollment Services, Finance, HR/Payroll, and Student Affairs have put into the preparation and testing to date. On behalf of the University, I want to thank the Banner 8 team on their effort so far.

Summary: To reduce IT support costs, the University is standardizing on Windows 7. Most computers will be required to run Windows 7 by the end of this year. Faculty and students in the Mobile Computing Program will have the option of deferring their upgrade to their next refresh. If you do not have a computer that is able to run Windows 7, IT Services will provide a used ThinkPad T61 laptop with Windows 7. Over the next few weeks PC Support Services will be contacting offices and departments to schedule any required upgrades or replacements to your computers.

To the University community,

All areas of the University are working to provide services more efficiently. In IT one of the ways we plan to reduce overall support costs is standardizing the campus on Windows 7, the current version of the Microsoft Windows operating system. Windows 7 provides better security and stability than previous versions, as well as enhanced tools to allow IT technicians to troubleshoot and repair the University's computers.

For these reasons, University IT Services will require most University-owned computers to be upgraded to Windows 7 by December 23rd.

Exceptions will be made for faculty and students in the Mobile Computing Program who have computers scheduled for refresh in 2010 or 2011; they will have the option, if they wish, to defer their upgrade to Windows 7 until their next scheduled refresh. Exceptions will also be made for users who require specific software that will not run on Windows 7. While most software now has been certified to operate under Windows 7, some few applications may not, and University IT Services will work with those users who have special requirements to accommodate their needs.

Users will have some options regarding how they wish to proceed with this required upgrade. Any user who has a computer capable of running Windows 7 can schedule an appointment with PC Support Services to upgrade their computer to Windows 7. A number of offices and departments have older desktop computers that will not provide a satisfactory experience running Windows 7. These users can work with University IT Services to purchase new Lenovo desktop computers capable of running Windows 7 from their own departments' budgets. Alternately, University IT Services will provide a replacement computer capable of running Windows 7. Replacement computers will be two year old ThinkPad T61 laptops from the Mobile Computing Program with Windows 7 preinstalled. PC Support Services will work with each department to install and secure any replacement computers they issue.

PC Support Services has already begun issuing to replacement ThinkPad T61 laptops running Windows 7 to select areas to test the replacement configuration. Over the next month or so PC Support Services will contact all academic and administrative departments to conduct a survey of the computers in each area and work with the areas managers to develop an upgrade plan and schedule. Classes on using Windows 7 as well as the full suite of Microsoft Office products are available through the Computer Training Center in Walsh Library.

Please call or email me if you have any questions, suggestions, or concerns regarding this upgrade.

Please plan your work accordingly.

To the University Community:

To minimize the impact of systems maintenance on the community's work, whenever possible maintenance on IT systems is scheduled during regular maintenance periods. The regular maintenance schedule for IT services is weekly on Sunday mornings from 12:01 AM - 7:00 AM, and twice annually, typically each winter in the week between Christmas and New Years and each summer in the week between the end of the second summer session and Law School orientation.

This year's summer IT maintenance window will take place beginning 12:01 AM on August 10th through 11:59 PM on August 18th. Scheduled maintenance on IT systems will take place during this time. Please plan your work accordingly.

As we get closer to the summer maintenance widow, University IT Services will work with affected areas to minimize the impact of scheduled work.
