General</title><description>&lt;p&gt;Department only able to close 19 per cent of the case files over a four year period&lt;/p&gt;KINGSTON, Jamaica &amp;mdash; Auditor General Pamela Monroe Ellis has accused the Administrator General&amp;rsquo;s Department (AGD) of failing to ensure strict adherence to the Administrator General&amp;rsquo;s Act, in carrying out its duties.In her 2012/13 report tabled in Parliament last Tuesday, the Auditor General suggested that in order to strictly observe the provisions of the Act, the AGD needs to keep complete and accurate accounting of all transactions with respect to estates and trusts vested in or administered by that government department.She said that her office has been encouraging the AGD to consummate the proposed acquisition and implementation of the trust and estate management software (TEMS), as soon as possible. Additionally, she said, the management of the department should aggressively pursue delinquent tenants to collect outstanding rent, while devising strategies to alleviate vandalism and squatting on the related properties.The position of the Auditor General was influenced by her department&amp;rsquo;s 2012/13 audit of the Administrator General&amp;rsquo;s Department, which revealed a number of flaws including:As at May 2013, the AGD was administering approximately 8,000 estates, of which 4,332 (54 per cent), valued at approximately $405 million, were categorised as backlog. &amp;ldquo;These 4,332 estates comprised of cases dated between 20 to 70 years after the death of the estate owners,&amp;rdquo; the Auditor General explained.She also pointed out that, while the AGD implemented a project in 2009, to reduce the number of backlog cases, over the four-year period, 2009 to May 2013, the department was only able to close 1,075, or 19 per cent of the case files.&amp;ldquo;At the current average rate of 864 backlog cases per year, it may take AGD at least five years to clear the existing backlog,&amp;rdquo; she commented.The Auditor General also found problems with arrears in Estate and Trust Accounts and delayed payments to beneficiaries. She noted that the AGD is in breach of the Administrator General&amp;rsquo;s Act, by not updating estates&amp;rsquo; records on a timely basis.&amp;ldquo;As at September 4, 2013, 945 estate accounts were in arrears for periods of up to three years. Stating that the list is in no particular order, Tessanne was touted as &amp;ldquo;uniting the Caribbean in a way largely unseen before. Chin was another reminder of the evergreen power of &amp;lsquo;Brand Jamaica&amp;rsquo;, and of the region&amp;rsquo;s talent for punching far above its weight.&amp;rdquo;ATL Group and Sandals Resort International CEO Adam Stewart made the list with Caribbean Journal saying: He is a &amp;ldquo;young, dynamic leader in Caribbean tourism &amp;mdash; how Sandals continues its regional expansion will be fascinating to follow.&amp;rdquo;Shelly-Ann Fraser-Pryce was named for remaining the world&amp;rsquo;s greatest female track athlete and being a &amp;ldquo;breath of fresh air&amp;rdquo; amidst several doping scandals on the island; while Usain Bolt made the list because as Caribbean Journal puts it, &amp;ldquo;You can&amp;rsquo;t really make a list like this without including Bolt, perhaps the greatest sprinter of all time&amp;rdquo;. The Caribbean Journal dubbed Bolt &amp;ldquo;the closest thing the Caribbean has to a brand ambassador&amp;rdquo;.Jamaica&amp;rsquo;s Minister of Finance Peter Phillips also made the Caribbean Journal&amp;rsquo;s list with the journal saying he &amp;ldquo;almost single-handedly negotiated what may be the most crucial economic agreement Jamaica has signed in a generation.&amp;rdquo; The Journal admitted that the &amp;ldquo;jury&amp;rsquo;s still out on whether Jamaica can implement it&amp;rdquo; but said that Phillips &amp;ldquo;remains crucial to the country&amp;rsquo;s near and long-term plans&amp;rdquo;. Opposition Leader Andrew Holness was described by Caribbean Journal as &amp;ldquo;one of his country&amp;rsquo;s most articulate and press-savvy advocates internationally (and, some would argue better than current Prime Minister Portia Simpson Miller)&amp;rdquo;. The Journal added that following the Jamaica Labour Party leadership challenge from Audley Shaw, Holness also proved &amp;ldquo;he&amp;rsquo;s a pretty tough politician, too&amp;rdquo; in naming him among the among the Most Interesting.Entrepreneurs Ingrid Riley and Tyrone Wilson rounded off the list of Jamaicans. Caribbean Journal said Riley is one of the Caribbean&amp;rsquo;s best known entrepreneurs who is &amp;ldquo;trying to help connect the region&amp;rsquo;s information and technology sector &amp;mdash; and doing a rather good job of it&amp;rdquo;. Wilson who was also the Journal&amp;rsquo;s Caribbean Entrepreneur of the Year in 2012, &amp;ldquo;is one of the leading media innovators in the Caribbean, with his eMedia Interactive Ltd. Stating that the list is in no particular order, Tessanne was touted as &amp;ldquo;uniting the Caribbean in a way largely unseen before. Chin was another reminder of the evergreen power of &amp;lsquo;Brand Jamaica&amp;rsquo;, and of the region&amp;rsquo;s talent for punching far above its weight.&amp;rdquo;ATL Group and Sandals Resort International CEO Adam Stewart made the list with Caribbean Journal saying: He is a &amp;ldquo;young, dynamic leader in Caribbean tourism &amp;mdash; how Sandals continues its regional expansion will be fascinating to follow.&amp;rdquo;Shelly-Ann Fraser-Pryce was named for remaining the world&amp;rsquo;s greatest female track athlete and being a &amp;ldquo;breath of fresh air&amp;rdquo; amidst several doping scandals on the island; while Usain Bolt made the list because as Caribbean Journal puts it, &amp;ldquo;You can&amp;rsquo;t really make a list like this without including Bolt, perhaps the greatest sprinter of all time&amp;rdquo;. The Caribbean Journal dubbed Bolt &amp;ldquo;the closest thing the Caribbean has to a brand ambassador&amp;rdquo;.Jamaica&amp;rsquo;s Minister of Finance Peter Phillips also made the Caribbean Journal&amp;rsquo;s list with the journal saying he &amp;ldquo;almost single-handedly negotiated what may be the most crucial economic agreement Jamaica has signed in a generation.&amp;rdquo; The Journal admitted that the &amp;ldquo;jury&amp;rsquo;s still out on whether Jamaica can implement it&amp;rdquo; but said that Phillips &amp;ldquo;remains crucial to the country&amp;rsquo;s near and long-term plans&amp;rdquo;. Opposition Leader Andrew Holness was described by Caribbean Journal as &amp;ldquo;one of his country&amp;rsquo;s most articulate and press-savvy advocates internationally (and, some would argue better than current Prime Minister Portia Simpson Miller)&amp;rdquo;. The Journal added that following the Jamaica Labour Party leadership challenge from Audley Shaw, Holness also proved &amp;ldquo;he&amp;rsquo;s a pretty tough politician, too&amp;rdquo; in naming him among the among the Most Interesting.Entrepreneurs Ingrid Riley and Tyrone Wilson rounded off the list of Jamaicans. Caribbean Journal said Riley is one of the Caribbean&amp;rsquo;s best known entrepreneurs who is &amp;ldquo;trying to help connect the region&amp;rsquo;s information and technology sector &amp;mdash; and doing a rather good job of it&amp;rdquo;. Wilson who was also the Journal&amp;rsquo;s Caribbean Entrepreneur of the Year in 2012, &amp;ldquo;is one of the leading media innovators in the Caribbean, with his eMedia Interactive Ltd. The Shaggy Foundation raises funds for the Bustamante Hospital for Children in St Andrew Jamaica through an annual charity concert.&amp;ldquo;This is the only full-service paediatric hospital in the English speaking Caribbean, and it serves a population of approximately 700,000 children,&amp;rdquo; said Leesa Kow, General Manager of and JN Money Services Ltd (JNMS). &amp;ldquo;Therefore all of us need to give the promotion our support.&amp;rdquo;In addition to the donation JNMS, a subsidiary of Jamaica National, will waive remittance fees on donations of JA$2,000 to $5,000 sent to the Shaggy Foundation, through any JN MoneyShop in Jamaica; or, on US$20 to US$100 sent to the Foundation at any JNMT branch in New York, Connecticut and Florida, Kow said. However, our source was unable to verify that the picture was that of the baby found.The police report that the baby, a boy, is about two days old and was found with his umbilical cord attached. Reports are that, acting on information, the police discovered the body of the Caucasian woman in a bedroom in a house at Poinciana Drive in Discovery Bay, St Ann.She has been identified as Shirley Lewis-McFarlane, 53, of a Canada address. The cause of her death is not yet known.Lewis-McFarlane reportedly arrived in the island recently. However, she has visited the island on several occasions and may have Jamaican connections.According to Superintendent of Police Yvonne Martin Daley, head of the St Ann police, the scene was visited and processed by the Area Two Scene of Crime unit and the body removed to the morgue for post mortem.Lewis-McFarlane reportedly had bruises to the face. Dr Douglas the executive chairman of research company, Conrad Douglas and Associates, cited the production of paper, polishes, paints, rubber, glass, cosmetics, plastics and adhesives as possibilities. &amp;ldquo;There are great opportunities &amp;hellip; what we found was really large. We are talking about total cumulative value for the markets of some US$7 billion,&amp;rdquo; he said.According to Dr Douglas, Jamaica is blessed with rich limestone resources and is considered &amp;ldquo;the limestone capital of the world&amp;rdquo;.The country&amp;rsquo;s limestone resource is estimated 150 billion tonnes of which 50 billion tonnes is recoverable. The main export markets for limestone are Canada, United States, CARICOM, and South America, he said.&amp;ldquo;Jamaican limestone is occurring naturally, we have been producing it, and we have been exporting it, and it has found acceptance in the international markets. We have pharmaceutical limestone, we have chemical limestone, and we also have metallurgical limestone (use primarily in the bauxite industry). Limestone has the most diverse end-use structure of all material known by mankind. That, in itself, presents a wide range of opportunities,&amp;rdquo; said Dr Douglas.He cautioned, however, that there is need to focus on the production of high value-added products to drive the industry for the future. &amp;ldquo;We believe that there is opportunity, as found from the study, to ramp-up production to a greater level,&amp;rdquo; he said.Dr Douglas said that currently, Jamaica imports limestone products that can be manufactured locally, and some 10 plants across the island can be &amp;ldquo;ramped-up easily&amp;rdquo; for the production of these value-added items.He pointed out, however, that for the development of the sector, a number of legislation relating to planning and development orders need to be amended. His manager confirmed that the accident cracked his helmet, which doctors credited for giving him a chance at survival.Schumacher&amp;rsquo;s condition stabilised somewhat after the second surgery, but he remains in a medically induced coma &amp;ndash; and doctors gave no prediction on how long that would last.&amp;ldquo;We cannot tell you any more about the future,&amp;rdquo; said Gerard Saillant, a surgeon and friend of the family who is in Grenoble. Saillant said it would be &amp;ldquo;stupid&amp;rdquo; to make any predictions about Schumacher&amp;rsquo;s recovery.Schumacher and his 14-year-old son were skiing in the French Alpine resort of Meribel, where the family has a chalet, when he fell and hit the right side of his head on a rock. He was taken first to a local hospital, then to Grenoble University Hospital, which is recognized as having one of France&amp;rsquo;s best neurology teams.Dr Emmanuel Gay, the hospital&amp;rsquo;s chief neurosurgeon, said a brain scan performed late Monday showed bruising &amp;ldquo;a little bit everywhere&amp;rdquo; in Schumacher&amp;rsquo;s brain &amp;ndash; but also an unexpected easing of pressure.&amp;ldquo;The brain scan was, I must say, surprising,&amp;rdquo; he said.But he and other doctors cautioned that Schumacher&amp;rsquo;s condition was still grave after the successful two-hour surgery to eliminate the largest and most accessible bruise, on the left side of his brain.&amp;ldquo;We cannot say he is out of danger,&amp;rdquo; said Dr Jean-Francois Payen, head of the hospital&amp;rsquo;s intensive care unit. He retired from Formula 1 last year after garnering an unmatched seven world titles.Schumi, as his fans affectionately call him, was famously aggressive on the track and no less intense off-hours. In retirement, he remained an avid skier, skydiver and horseback rider.Schumacher&amp;rsquo;s manager, Sabine Kehm, offered more details on the accident, confirming that his helmet cracked on impact.&amp;ldquo;It looks like probably that initiating a corner, he was hitting a stone which he had not seen and was catapulted down on a rock,&amp;rdquo; Kehm said in English. &amp;ldquo;That is extremely and very unfortunate &amp;hellip; really very, very bad luck. Prime Minister Perry Christie said Cabinet had discussed the crime situation in the country, particularly in light of the weekend drive-by killings of four people in the Fox Hill area.Christie said the police would escalation &amp;ldquo;saturation patrols&amp;rdquo; using both marked and unmarked vehicles and that they would also be &amp;ldquo;even more robustly equipped with cars and other crime-fighting tools as an integral part of the escalated saturation patrols, especially areas that are known as hot spots in New Providence&amp;rdquo;.He said there would be a re-instatement of the 12-hour policing shift, possibly on new terms and that a further announcement on this subject would be made once the necessary consultations within law enforcement have been completed.But Christie said that his administration is &amp;ldquo;deeply concerned about the number of persons who are arrested and charged with serious crimes while out on bail. &amp;ldquo;This is a major problem in the war against crime. He was stopped for security screening and a search of his wheelchair revealed ganja weighing 17.5 pounds in the seat. US$135 was also seized. Approximately 15 minutes later another man arrived for check in at the airport, also in a wheelchair. He was scheduled to board the same flight destined for Curacao. He too was stopped for security screening and a search of his suitcase revealed fibreglass compartments with ganja weighing 4.4 pounds. US$650 was seized in this incident.Over an hour later about 4:55 pm, a woman arrived on a flight from Curacao and was stopped for security screening. She refused to cooperate with security personnel and was subsequently taken to hospital where she was checked and found to have ingested drugs.Drugs seized from the men totalled 21.9 pounds with an estimated street value of J$109,500. US currency totalling $785 was also seized.All four individuals were taken into custody. Reports are that, acting on information, the police discovered the body of the Caucasian woman in a bedroom in a house at Poinciana Drive in Discovery Bay, St Ann.She has been identified as Shirley Lewis-McFarlane, 53, of a Canada address. The cause of her death is not yet known.Lewis-McFarlane reportedly arrived in the island recently. However, she has visited the island on several occasions and may have Jamaican connections.According to Superintendent of Police Yvonne Martin Daley, head of the St Ann police, the scene was visited and processed by the Area Two Scene of Crime unit and the body removed to the morgue for post mortem.Lewis-McFarlane reportedly had bruises to the face. Among the record 40 pieces of legislation that we passed in Parliament last year were the Evidence (Special Measures) Act to allow witnesses to give their testimony via audio-visual links from remote locations or via video recording, and the Fraudulent (Special Provisions) Act 2013.The JCF&amp;rsquo;s operational capacity has been significantly strengthened with the acquisition of 89 new vehicles in late December. This was in addition to 39 other vehicles acquired earlier in the year.A number of other measures and actions were taken last year to fight crime. Be assured, that the Government will be doing all it can during this year to secure our citizens and visitors to this island. But we cannot be successful without you. Let us together set our face against this scourge on our land. Let us resolve to remove it.Our economic challenges continue but the facts indicate we are making progress. Economic growth returned in the third quarter of the year after six consecutive quarters of decline beginning in the January-March 2012 quarter. We have successfully passed two quarterly reviews or tests of the International Monetary Fund (IMF).Cynics said we could barely pass one. But not only have we passed two, but the private sector co-chair of the Economic Programme Oversight Committee has expressed optimism about Jamaica&amp;rsquo;s economic performance and prospects for this year. He has also publicly indicated his confidence in the sincerity of the Government&amp;rsquo;s actions to reform the economy and foster growth.Jamaica&amp;rsquo;s meeting certain critical targets set out under our medium term economic programme has been crucial in releasing significant funds from the European Union and the World Bank. I must pause at this point to pay tribute to these international organizations which have supported Jamaica&amp;rsquo;s economic and social programme.One of the reasons I felt impelled to accept the invitation of the EU to visit Brussels last year was to show appreciation for the enormous economic and social support the EU has given to us. I want to thank the EU for its support for a range of programmes in Jamaica. I also want to thank the World Bank, the USAID, the Inter-American Development Bank and the IMF for their support.I am glad that this Government has re-established the international credibility of Jamaica and that international financial institutions know that when we commit to a programme, we are not going to abandon it for political expediency.Fellow Jamaicans, I know that our economic programme, with its necessary emphasis on fiscal prudence, has in some instances been hard on you. I feel your pain.I go to the supermarket, I know what is happening to prices. But we have maintained a high level of social spending. We have continued to make critical investments in housing, health, education and social services, including the PATH programme.Last year there was an overall increase of 15% to PATH beneficiaries, with the elderly beneficiaries receiving a 67% increase.Last year also, some 1,000 tertiary level PATH students across the island benefitted from scholarships valued at $100 million to complete their studies. So we are not forgetting those who are in need.Last month, the Minister of Labour and Social Security announced a J$75 million short term poverty intervention project to ease the burden on the most vulnerable. We also last month raised the national minimum wage as well as the minimum wage of security guards.But we have to stay the course of economic adjustment. We have no alternative. The road might be rocky and the terrain rough. But with God as our Guide we will make it through.I reaffirm the words of National Hero, Marcus Mosiah Garvey who said, &amp;ldquo;Let me say to you that a greater future is in store for us; we have no cause to lose hope, to become faint-hearted. We must realize that upon ourselves depend our destinies, our future. We must carve that future, that destiny&amp;rdquo;.My fellow Jamaicans, the New Year will have its challenges but also its opportunities.Let us grasp those opportunities with both hands. Better yet, let us create our own opportunities. Let us face this New Year with courage, determination and resilience. We are a strong people, a proud people with a glorious heritage. He was stopped for security screening and a search of his wheelchair revealed ganja weighing 17.5 pounds in the seat. US$135 was also seized. Approximately 15 minutes later another man arrived for check in at the airport, also in a wheelchair. He was scheduled to board the same flight destined for Curacao. He too was stopped for security screening and a search of his suitcase revealed fibreglass compartments with ganja weighing 4.4 pounds. US$650 was seized in this incident.Over an hour later about 4:55 pm, a woman arrived on a flight from Curacao and was stopped for security screening. She refused to cooperate with security personnel and was subsequently taken to hospital where she was checked and found to have ingested drugs.Drugs seized from the men totalled 21.9 pounds with an estimated street value of J$109,500. US currency totalling $785 was also seized.All four individuals were taken into custody. Among the record 40 pieces of legislation that we passed in Parliament last year were the Evidence (Special Measures) Act to allow witnesses to give their testimony via audio-visual links from remote locations or via video recording, and the Fraudulent (Special Provisions) Act 2013.The JCF&amp;rsquo;s operational capacity has been significantly strengthened with the acquisition of 89 new vehicles in late December. This was in addition to 39 other vehicles acquired earlier in the year.A number of other measures and actions were taken last year to fight crime. Be assured, that the Government will be doing all it can during this year to secure our citizens and visitors to this island. But we cannot be successful without you. Let us together set our face against this scourge on our land. Let us resolve to remove it.Our economic challenges continue but the facts indicate we are making progress. Economic growth returned in the third quarter of the year after six consecutive quarters of decline beginning in the January-March 2012 quarter. We have successfully passed two quarterly reviews or tests of the International Monetary Fund (IMF).Cynics said we could barely pass one. But not only have we passed two, but the private sector co-chair of the Economic Programme Oversight Committee has expressed optimism about Jamaica&amp;rsquo;s economic performance and prospects for this year. He has also publicly indicated his confidence in the sincerity of the Government&amp;rsquo;s actions to reform the economy and foster growth.Jamaica&amp;rsquo;s meeting certain critical targets set out under our medium term economic programme has been crucial in releasing significant funds from the European Union and the World Bank. I must pause at this point to pay tribute to these international organizations which have supported Jamaica&amp;rsquo;s economic and social programme.One of the reasons I felt impelled to accept the invitation of the EU to visit Brussels last year was to show appreciation for the enormous economic and social support the EU has given to us. I want to thank the EU for its support for a range of programmes in Jamaica. I also want to thank the World Bank, the USAID, the Inter-American Development Bank and the IMF for their support.I am glad that this Government has re-established the international credibility of Jamaica and that international financial institutions know that when we commit to a programme, we are not going to abandon it for political expediency.Fellow Jamaicans, I know that our economic programme, with its necessary emphasis on fiscal prudence, has in some instances been hard on you. I feel your pain.I go to the supermarket, I know what is happening to prices. But we have maintained a high level of social spending. We have continued to make critical investments in housing, health, education and social services, including the PATH programme.Last year there was an overall increase of 15% to PATH beneficiaries, with the elderly beneficiaries receiving a 67% increase.Last year also, some 1,000 tertiary level PATH students across the island benefitted from scholarships valued at $100 million to complete their studies. So we are not forgetting those who are in need.Last month, the Minister of Labour and Social Security announced a J$75 million short term poverty intervention project to ease the burden on the most vulnerable. We also last month raised the national minimum wage as well as the minimum wage of security guards.But we have to stay the course of economic adjustment. We have no alternative. The road might be rocky and the terrain rough. But with God as our Guide we will make it through.I reaffirm the words of National Hero, Marcus Mosiah Garvey who said, &amp;ldquo;Let me say to you that a greater future is in store for us; we have no cause to lose hope, to become faint-hearted. We must realize that upon ourselves depend our destinies, our future. We must carve that future, that destiny&amp;rdquo;.My fellow Jamaicans, the New Year will have its challenges but also its opportunities.Let us grasp those opportunities with both hands. Better yet, let us create our own opportunities. Let us face this New Year with courage, determination and resilience. We are a strong people, a proud people with a glorious heritage. We are Nanny&amp;rsquo;s people.We are the people of Sam Sharpe, Paul Bogle, George William Gordon; the people of Marcus Mosiah Garvey.How can we turn our backs on the struggle of our founding fathers, Norman Washington Manley and Sir Alexander Bustamante?Our forebears did not leave us such a rich legacy for us to squander. We must demonstrate day by day the mettle we are made of.We have many rivers to cross, but we can make it if we really try. Let us work together. Let us unite as one Jamaican Family shaping the future together.I recently came upon some reassuring words which I would like to dedicate to each and every one of you as we embrace this New Year:&amp;ldquo;May Light always surround youHope kindle and rebound youMay your hurts turn to healingYour heart embrace feelingMay laughter infect youYour passion resurrect youMay Goodness inspireYour deepest desiresThrough all that you reach forMay your arms never tire.&amp;rdquo;Always remember who we are as a people and, more importantly, Whose we are.
