</p><p> <strong>UPDATE, 2pm: </strong>THE teenager alleged to have been driving a stolen car involved in the death of Jennifer Board as been identified.

	Gregory Clubb, 18, was arrested at Rasmussen this morning after more than three days on the run since Ms Board's death on Friday night.
</p><p>
	It's alleged that Clubb was the driver of a Hyundai being dangerously chased by a Holden Statesman, which lost control and hit Ms Board after ramming the rear of the stolen vehicle.
</p><p>
	Another 18-year-old man believed to have been in the stolen car at the time was also arrested this morning.

</p><p> <strong>EARLIER:</strong> A TEENAGER allegedly driving a stolen car involved in a fatal crash has been arrested after trying to run from police through the backstreets of Rasmussen.
</p><p>
	Police closed in on an 18-year-old who was hiding inside a Lina St home about 8.45am after he was spotted driving a stolen Toyota HiAce mini-van around the city with two other children inside.
</p><p>
	The <em>Townsville Bulletin</em> understands he is alleged to have been driving a stolen Hyundai which was rammed by a Holden Statesman on Friday night, and involved in the death of Jennifer Board, 22.

	The stolen car was first spotted speeding along the Ring Rd about 7.15am with two other juveniles in the car.

	It was spotted driving dangerously on Elphinstone St and Kern Brothers Dr.
</p><p>
	The car was then reportedly spotted on Gollogly Dr about 8am, and again on Santal Dr with a flat tyre a short time later.
</p><p>
	A resident on Lina Ct spotted the man jump fences and hide inside a house at the end of the cul-de-sac street.

	He was taken to Townsville Watchhouse.

	The stolen mini-van was found dumped at the end of Geoffrey St.

	The other two juveniles ran from the scene, and one has been arrested.
</p><p>
	It is understood the other is still on the run.

<p class="article__paragraph article__paragraph--left">Two juveniles were seriously injured Saturday night in Little Egg Harbor after another driver crossed over into their lane and crashed into their car, authorities said.</p><p class="article__paragraph article__paragraph--left">A 2017 Hyundai Elantra driven by a 26-year-old Manahawkin man, was traveling north on Radio Road near Baltusrol Court around 9:30 p.m. when he failed to negotiate a curve in the road, crossed over the centerline and struck a 2006 Toyota XB driving south, according to a statement from the Ocean County Prosecutor’s Office.</p><p class="article__paragraph article__paragraph--left">The Toyota was driven by a juvenile who had another juvenile passenger, the office said. Both were seriously injured and airlifted to <a href="https://www.jerseyshoreuniversitymedicalcenter.com/" target="_blank">Jersey Shore University Medical Center</a> in Neptune, where they remained Sunday night in critical condition.</p><p class="article__paragraph article__paragraph--left">The 26-year-old was airlifted to <a href="https://www.atlanticare.org/services/emergency-care/specialties/trauma/" target="_blank">AtlantiCare Regional Medical Center Trauma Center</a> in Atlantic City was treated and was released, officials said.</p><p class="article__paragraph article__paragraph--left">He was issued motor vehicle summonses for reckless driving and failure to maintain lane. Investigators collected a blood sample from him via search warrant, the office said. The laboratory results were still pending Sunday night.</p><p class="article__paragraph article__paragraph--left">“This matter remains under investigation, and additional charges may be forthcoming,” Ocean County Prosecutor Bradley D.                         <p>A new report by the Governor’s Highway Safety Association and the Ford Motor Company Fund shows that teenagers are more likely to die in speed-related car crashes than the rest of the population.</p>
<p>The results come from an <a href="https://www.ghsa.org/sites/default/files/2021-01/GHSA_TeenSpeeding_Final_Jan21.pdf" target="_blank" rel="noopener noreferrer">analysis of statistics</a> during a five-year period ending in 2019. The report does not include information from the past year, but notes that speed-related crashes among all drivers have spiked due to less road congestion stemming from virus-related shutdowns.</p>
<p>The report’s writers stressed that it is more important than ever for parents to tutor new drivers on the dangers of speeding while in the car.</p>
<p>The study found that 43% of teens aged 16 to 19 who died in fatal crashes were speeding. That compares to speeding being related to 30% of fatal crashes in all other driver age groups.</p>
<p>The Centers for Disease Control and Prevention said road crashes are the leading cause of death for teenagers in the United States. The fatal crash rate for teens aged 16 and 17 is about three times the rate for drivers 20 and older.</p>
<p>The report also said the risk is highest for 16-year-olds, and teen drivers pose a greater danger to others on the road.</p>
<p>The long-standing problem isn’t hopeless, according to the report, and there’s much that can be done to lower the risk for teen drivers, their passengers and those with whom they share the road.</p>
<p>Among the report’s recommendations are parent-teen driving agreements, online training and in-vehicle safety technology. The report emphasized that parents may be more distracted then usual due to extra burdens brought on by the pandemic, but they should focus on working closely with teenagers on the verge of getting behind the wheel.</p>
<p>In-vehicle monitoring of teen drivers can also be effective if parents use the information to coach their teen drivers.</p>
<p>Also, smartphone apps can be employed in efforts to slow teen drivers. One of the apps the report cites, <a href="https://www.life360.com/" target="_blank" rel="noopener noreferrer">Life360</a>, gives parents ability to monitor teen driving in real time.</p>
<p>State Farm also offers an app-based discount program for teens called Steer Clear, which is meant to improve driving skills.</p>

<p>CALIFORNIA — Slow down. That’s the takeaway for teen drivers from a new Governors Highway Safety Association report. From 2015 to 2019, teen drivers and passengers between the ages of 16 and 19 accounted for 43% of speeding-related roadway fatalities in the U.S., according to the GHSA.</p>
<p>In California, 979 teen drivers and passengers died between 2015 and 2019. Of those, 453 – or 46% – were related to speeding. </p>

<p>Excessive vehicle speed is a factor in nearly one-third of all motor vehicle-related fatalities, according to the GHSA, but the trend has only worsened during the pandemic, with less-crowded roads inspiring more speeding. It’s a nationwide trend. A GHSA report from April 2020 found that speeds were up by as much as 30% on some Los Angeles streets; on a single day in New York City last March, the city's automated speed cameras issued almost double the number of speeding tickets compared with a year earlier. </p>
<p>Released Tuesday, and conducted in partnership with Ford Motor Co., the GHSA’s Teens and Speeding study underscores the latest data from the National Highway Traffic Safety Administration. Despite fewer drivers being on the road, traffic fatalities have increased during the pandemic. Traffic deaths were up 13.1% in the third quarter of 2020, compared with the same period a year earlier.</p>
<p>“Our country has a speeding problem that has only worsened during the COVID-19 pandemic,” GHSA Executive Director Jonathan Adkins said in a statement. “Thousands of people die needlessly on our roads because some drivers mistakenly think less traffic means they can speed and nothing bad will happen. The data tell us that teen drivers are the most likely to be tempted to speed, so the need to address this issue is more critical than ever given traffic death trends during the pandemic.”</p>
<p>Safety experts have long known that speed plays a large role in deadly crashes involving teens. In such crashes, the driver is more likely to be male, to have run off the road or rolled the vehicle, and also to be unbuckled. The risk of a teen driver being involved in a fatal crash due to speeding rises with each additional passenger in the vehicle, the GHSA found.</p>
<p>The Teens and Speeding report warned that more teens, after months of COVID-inspired lockdowns, will be at increased risk of speeding-related crashes as vaccinations become more widespread and teens begin to get together again, often driving around in cars. </p>
<p>In its report, the GHSA pointed to the need for driver education and training as well as graduated driver licensing laws that limit when a teen may drive and with whom. California has had such a law since 1997, but many other states do not.</p>
<p>The GHSA report found that Hawaii had the highest percentage of teen driver and passenger fatalities due to speeding at 83%. Mississippi had the lowest percentage at 20%.</p>

<p>The Placerville office of the California Highway Patrol urges local teens to sign up for its upcoming Start Smart class.</p><p></p><p>

<p>CHP’s Start Smart program is a driver safety education class that targets new and future licensed, teenage drivers between the age of 15-19 and their parents/guardians. The Start Smart class covers collision avoidance techniques, driver responsibility, collision trends, distracted driving laws, alcohol-related driving laws and the provisional license process.</p>
<p>The program also offers an opportunity for new drivers and parents/guardians to ask CHP officers clarifying questions. The class incorporates videos and classroom discussion virtually through Zoom.</p>
<p>Placerville CHP officers will offer this free class Wednesday, Jan. 27 at 4:30 p.m.; it is approximately two hours. For more information or to sign up for this class or future classes, email officer Andrew Brown at [email protected] It is highly encouraged that at least one parent/guardian attend the class with their teen driver.</p>
<p>Funding for CHP’s Start Smart programs is provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.</p><p></p><p>

                                <p>SOUTH BEND — Last evening, Jan. 14, 2021, a teen driver fled from an Indiana State Trooper in a stolen Jeep, crashed, and then attempted to flee on foot but was ultimately caught.</p><p>Around 7:30 p.m. last evening, Trooper Andrew Barker attempted to stop a maroon 1999 Jeep for a traffic violation as it drove south on Miami Street near Altgeld Street in South Bend, IN. When Barker turned on the emergency lights on his marked Indiana State Police car the driver of the Jeep refused to stop and led Barker on a chase over numerous city streets.</p><p>The chase eventually ended up traveling southbound on Carroll Street. The driver of the Jeep did not stop at a stop sign and crashed into a gray Dodge Durango that was traveling east on Indiana Avenue at approximately 7:40 p.m. After crashing, the driver and a passenger in the Jeep fled on foot. The driver was soon caught and found to be a 16-year-old male from South Bend, IN. The passenger was not located. There were no injuries in the crash. Further investigation determined that the Jeep was reported stolen.</p><p>The teen driver was taken to the Thomas N. Frederick Juvenile Justice Center on several preliminary charges related to the chase and stolen vehicle.</p><p>The Indiana State Police was assisted by the South Bend Police Department.</p><p><span>**** </span><span>“Under Indiana law, all persons arrested for a criminal offense are innocent until proven </span><span>guilty in a court of law.</span><span>”****</span></p>

                                <p class="p1"><span class="s1">OMAK - A 15-year-old girl is facing a vehicular assault charge after colliding with a sheriff’s deputy’s vehicle during a pursuit Saturday night near Omak.</span></p><p class="p1"><span class="s1">The girl was reportedly fleeing from police in a 2003 Mitsubishi Lancer. She was driving north on Locust Street North, approaching Riverside Drive, when she reportedly ran a stop sign and struck an Okanogan County sheriff’s SUV, according to the Washington State Patrol.</span></p><p class="p1"><span class="s1">The girl’s vehicle continue through the intersection and up an embankment where it struck a fence. The girl and a passenger in her car, a 16-year-old girl, were both injured in the collision. The 15-year-old was taken to Mid Valley Hospital while the passenger was not hospitalized, according to the state patrol.</span></p>
        
<p class="p1"><span class="s1">The deputy, identified as 46-year-old Kevin Arnold, was not hurt.</span></p><p class="p1"><span class="s1">The state patrol is seeking a vehicular assault charge against the 15-year-old driver. 					<strong>CLERMONT COUNTY, Ohio —</strong> 											<p>A pedestrian was seriously injured after being struck by a car in Clermont County Wednesday night.</p><p>At around 9:31 p.m., Goshen Township Fire and EMS, the Ohio State Highway Patrol and the Miami Township Police Department responded to State Route 28 near Smith Road in Goshen Township for a report of a pedestrian hit by a car.</p>
<p>According to Ohio State Highway Patrol, a 17-year-old was driving a 2008 Ford Escape west on State Route 28 when the teen struck a pedestrian, a 43-year-old man from Loveland, as he was crossing the street. Troopers said the pedestrian was not wearing reflective clothing while he was crossing the marked crosswalk.</p><p>OSHP said the pedestrian was flown to the University of Cincinnati Medical Center via Air Care for the treatment of life-threatening injuries.</p><p>Both the driver of the vehicle and an occupant of the vehicle, a 17-year-old, were wearing their seat belts and were not injured in the crash. </p><p>Troopers said drugs and alcohol do not appear to be factors in the crash.</p><p>Authorities are still investigating the incident.</p>

			<p>A 16-year-old was hurt in a crash Friday afternoon in Jo Daviess County. According to a sheriff’s office report, the unidentified teen lost control of the vehicle he was driving on West Station Road near Menominee about 2:30. Deputies say the teen began to go off the side of the road when approaching a curve. The vehicle went into the ditch and over-turned. The 16-year-old was injured and evaluated at the scene by EMS staff, but declined treatment. The crash remains under investigation.</p>

            <!-- content --><p>WASATCH COUNTY, Utah, Jan. 1, 2021 (Gephardt Daily) — A teen driver is dead and several others injured after a three-car collision on U.S. 189 in Wasatch County.</p>
<p>The accident happened at mile marker 24, near Deer Creek Reservoir and a mile south of Charleston, at about 1:23 p.m. Friday.</p>
<p>“It’s confirmed fatal,” Trooper Chris Bishop, Utah Highway Patrol, told Gephardt Daily Friday afternoon. “There were three vehicles, seven patients, and one fatality.”</p>
<p>A statement issued later by the Utah Department of Public Safety says the accident happened when a Honda Civic was driving north on SR-189 next to the reservoir.</p>
<p>“For an unknown reason, it drifted off the road to the right,” the statement says. “The driver, who was the only occupant, overcorrected back to the left. It crossed into oncoming traffic and sideswiped a southbound Subaru Cross Trek.</p>
<p>“That impact spun the Honda and it was hit on the driver side by southbound Toyota Sienna minivan. The driver of the Honda, a 17-year-old male, was deceased on scene.”</p>
<p>The occupants of the Subaru were uninjured, the DPS statement says. The occupants of the Toyota Sienna received non-life threatening injuries and were transported to area hospitals.</p>
<p>US-189 closed in both directions for about three hours before reopening.</p>

<p class="article__paragraph article__paragraph--left">An <a href="https://www.nj.com/news/2020/07/agonizing-waits-heat-and-chaos-at-mvc-agency-reopening-can-it-avoid-a-repeat.html" target="_blank">idea suggested by teen drivers who waited in long lines at state Motor Vehicle Commission agencies</a> during the hot summer has become law in the winter.</p><p class="article__paragraph article__paragraph--left">Teen drivers, and their parents who drove and waited with them, will no longer have to stand in line to get their provisional license after passing a road test. A bill proposed by state Senator Anthony Bucco and signed in to law by Gov. Phil Murphy on Monday lets them use their validated permit as a temporary license.</p><p class="article__paragraph article__paragraph--left">The new law gives new drivers who passed their road test up to 60 days after the MVC resolves its backlog handling driver’s license transactions to go to an agency get their permanent license. Agencies were closed during the first four-months of the <a href="https://www.nj.com/coronavirus/" target="_blank">coronavirus</a> pandemic.</p><p class="article__paragraph article__paragraph--left">“By delaying the requirement for every new driver to visit MVC in person to get a license, we can avoid negatively impacting the lines for motorists who need to conduct business in person, said Bucco, who has been <a href="https://www.nj.com/news/2020/11/legislators-want-hearings-about-the-mvcs-troubled-agency-reopening.html" target="_blank">a critic of how the MVC handled reopening agencies. </a></p><p class="article__paragraph article__paragraph--left">Many teen drivers interviewed by NJ Advance Media while in long lines to get permanent licenses made similar suggestions. They said their permits should be validated as a temporary license after they passed their road tests.</p><p class="article__paragraph article__paragraph--left">In some cases, <a href="https://www.nj.com/news/2020/07/stuck-at-the-mvc-portraits-of-patience-frustration-and-boredom.html" target="_blank">parents waited in line at the agency while their teen took the road test to reduce the wait </a>to get a license. Several teens interviewed said they needed their license immediately because they had a job waiting.</p><p class="article__paragraph article__paragraph--left">The new law takes more people out of lines at agencies as the MVC struggles to keep agencies open during a spike in the coronavirus. So far 15 agencies are closed after an employee has tested positive for the coronavirus. <p>NORTH CAROLINA — Even though less people are on the road due to the pandemic, North Carolina has seen a 12% increase in deadly teen car crashes so far this year.</p>
<p>According to the North Carolina State Highway Patrol, from January 1 to November 20, a total of 142 teens have lost their lives on North Carolina roads.</p>
<p>To help change this statistic, B.R.A.K.E.S (Be Responsible And Keep Everyone Safe) is providing free driving courses for teen drivers.</p>
<p>B.R.A.K.E.S. is a nonprofit whose mission is to prevent injuries and save lives by training and educating teenage drivers and their parents about the importance of safe and responsible driving.</p>
<p>The organization was started by NHRA drag racing star Doug Herbert, who lost his two young sons, Jon and James, in a tragic car crash in January of 2008. His grief led him to create a driving program to help prevent other families from experiencing similar heartbreak.</p>
<p>“What they’re getting is real life conditions in a controlled environment by the best people in the business as far as driving instruction goes,” says B.R.A.K.E.S. Spokesman Larry Dixon.</p>
<p>Some of the things teens learn during the four hour course are:</p>
<ul><li>Distracted Driving Awareness</li>
<li>Panic Braking</li>
<li>Crash Avoidance</li>
<li>Car Control/Skid Recovery</li>
<li>Drop-wheel/Off-road Recovery</li>
</ul><p>“It was a really cool experience, kinda scary at first, but once you get the feeling of kinda losing control it’s not as scary, and when you start practicing how to correct it, it’s easier as you go,” says 16-year-old Aliyah Winans.</p>

<p>The 17-year-old boy who <a href="https://bangordailynews.com/2020/11/20/news/central-maine/clinton-teenager-pleads-guilty-to-manslaughter-for-joyride-that-killed-3-friends/">pleaded guilty to manslaughter</a> after driving a car that crashed in Clinton last February, killing three of his friends, has been committed to Long Creek juvenile detention center for up to four years, the maximum penalty. </p>



<p>Timothy Silva of Clinton will turn himself in on Dec. 10 and has been committed to stay at the South Portland facility through his 21st birthday, according to Maeghan Maloney, district attorney for Kennebec and Somerset counties. </p>



<p>The fatal crash took place early on the morning of Feb. 9 after Silva, who was 16 at the time, took his mother’s 2007 Toyota Corolla without permission, picked up four friends, and drove around town, according to court documents. </p><aside class="scaip scaip-1    "><aside class="widget_text widget_custom_html clearfix" /></aside><p>In the morning, he sped up shortly after 7 a.m. so he could get to one of the victims’ homes before a parent discovered he was missing. He was <a href="https://bangordailynews.com/2020/02/12/news/joyride-led-to-clinton-crash-that-killed-3-kids-police-say/">driving an estimated 85 mph</a> in a 40- to 45-mph section of Hinckley Road when he hit ice, lost control of the car, left the road and slammed into a tree.</p>



<p>Thomas “Tommy” Porfirio, 15, Emily Baker, 14, and her sister, 12-year-old Ashlin Baker, all of Clinton, were killed in the crash. First responders <a href="https://bangordailynews.com/2020/02/10/news/driver-describes-scene-of-car-crash-that-claimed-lives-of-3-kids/">found them dead</a> inside the car when they arrived at the crash site.</p>



<p>Nevaeh Wilson, 12, of Clinton, and Silva were injured but have recovered.</p><aside class="scaip scaip-2    "><aside class="widget_text widget_custom_html clearfix" /></aside><p>Silva’s defense attorney, Walter McKee of Augusta, expressed dismay at the judge’s decision to commit the juvenile through his 21st birthday. McKee had agreed with the sentencing to Long Creek but asked that it be suspended and that the teenager receive three years of probation.</p>



<p>“Tim and his family are deeply disappointed with the decision,” McKee said. “They believed that the law as applied to the case compelled a very different result.”</p>

<p class="article__paragraph article__paragraph--left"><b>UPDATE: </b><a href="https://www.lehighvalleylive.com/lehigh-county/2020/12/teen-killed-on-route-22-is-identified.html" target="_blank"><b>Teen killed on Route 22 is identified</b></a></p><p class="article__paragraph article__paragraph--left">A car crash early Saturday morning on Route 22 led to multiple collisions on the highway and <a href="https://www.lehighvalleylive.com/lehigh-county/2020/12/crash-closes-route-22-east-at-route-309.html" target="_blank">left a teenage driver dead</a>, Pennsylvania State Police said.</p><p class="article__paragraph article__paragraph--left">The teen was pronounced dead by the Lehigh County coroner’s office at the crash site on Route 22 East at the Route 309 interchange. The driver has not yet been identified, and troopers would only say the victim was under the age of 18.</p><p class="article__paragraph article__paragraph--left">At about 4:45 a.m. Saturday, the teen was reportedly speeding in a 2013 Hyundai Elantra in the left lane of Route 22 East, trying to pass a tractor trailer traveling in the right lane, state police said.</p><p class="article__paragraph article__paragraph--left">After passing the truck, the Elantra began to spin on the highway and struck the driver’s side fuel tank of the truck, state police said.</p><p class="article__paragraph article__paragraph--left">The Elantra came to a stop on the dashed lines between the left and right lanes on Route 22 East, and did not have its lights on, troopers said.</p><p class="article__paragraph article__paragraph--left">The teen driver got out of the car and was standing in the left lane of the highway when a Peterbilt tractor-trailer approached in the right lane of Route 22 East, according to state police. Troopers said the tractor-trailer driver swerved to the left to avoid hitting the Elantra, and struck the teen driver.</p><p class="article__paragraph article__paragraph--left">The Peterbilt was stopped in the left lane/shoulder of Route 22, when a third truck traveled up to the scene.</p><p class="article__paragraph article__paragraph--left">The third truck driver also swerved to avoid hitting the Elantra, but hit the car before striking the Peterbilt truck, troopers said.</p><p class="article__paragraph article__paragraph--left">Police were called shortly before 5 a.m. for the crashes, and Route 22 East was shut down as they investigated the fatal crash.</p><p class="article__paragraph article__paragraph--left">The Elantra could been seen on the right shoulder of the highway, and two of the trucks farther up on Route 22. <section class="articleBody"><p class="Text__StyledText-sc-1t31rwz-0 ixeUvg"><strong>MIAMI-DADE COUNTY, Fla.</strong> – A 17-year-old was killed after being ejected from his vehicle during a 3-car crash that happened early Sunday morning on State Road 874.</p><p class="Text__StyledText-sc-1t31rwz-0 ixeUvg">According to Florida Highway Patrol, the teen was driving a blue pickup truck when it collided with a red Hyundai sedan.</p><p class="Text__StyledText-sc-1t31rwz-0 ixeUvg">The crash caused the teen to lose control of the pickup and collide into a black Honda sedan, FHP said.</p><p class="Text__StyledText-sc-1t31rwz-0 ixeUvg">The truck then struck a guardrail before traveling off the road and overturning several times.</p><p class="Text__StyledText-sc-1t31rwz-0 ixeUvg">The teen was thrown from the pickup during the crash.
