Theresa attended University of Cape Coast where she obtained BA (Hons) in English and Diploma in Education and subsequently taught English in Aburi Girls Secondary School. Theresa traveled to the United Kingdom where she couched an enviable educational and work trail.

Her academic laurels include BA(Hons), Dip Ed Cape Coast, CPE London Guildhall, LPC College of Law (London), LLM Oil and Gas Law, RGU (Aberdeen), Solicitor and (England and Wales), Complaints & Ombudsman Studies, Queen Margaret University (Edinburgh).

She is an Alternative Dispute Resolution (ADR) specialist from her previous role as Senior Partner of Shores Anchor Solicitors, London for 9 years. Theresa was also a Partner at Liberty Solicitors, London for 2 years.

Theresa’s legal training and experience started when she worked briefly with Hackney Citizens’ Advice Bureau and Free representation Unit in London in 1993. She registered as a student with the Law Society of England and Wales and started her CPE Law degree conversion in the same year at London Guildhall University.

Whist she was working full time, Theresa also pursued her academic laurels at the same time. She completed her CPE and pursued her Law School (LPC) at the prestigious College of Law (London). Theresa resigned her work as a Commissioning Officer in London Borough of Brent to embark on her training contract at Liberty Solicitors in 2002 where she later become a Partner in 2003 through sheer work and determination.

Theresa Naana Quartey worked for a period of 9 years as Benefits Reviews, Appeals and Complaints Consultant on behalf of 8 local authorities throughout the UK; including Havant Borough Council, Hambleton Borough Council, Devon County Council, London Boroughs of Hammersmith and Fulham, Hackney, Lambeth, London Borough of Islington, London Borough of Southwark and London Borough of Croydon. She as a Consultant worked for Delliote and Touché in London Borough of Ealing.

Theresa worked for a period of 3 years as Benefits Commissioning Officer for London Borough of Brent from 1996 to 1999; a highly regarded job, which involved implementation of compliance and quality assurance of services rendered by outsourced companies in line with the legal framework, policies and procedures of the Borough.

Theresa is highly experienced in leading complex and high profile legal cases both within the public sector and private sector. She did several deals in residential and commercial real estate acting on behalf of high net worth clients. Theresa is articulate, intelligent with exceptional communication skills. In May 2012, she made advisory presentation on Produce Water and Employment issues within the UK to the giant Russian Energy companyGazprom, a company, worth over $360 billion USD.

From 2003 to 2004, she was part of UK government pilot scheme involving Solicitors who represented undefended defendants in court. Theresa has excellent contracts drafting, review and negotiation skills and was able to advise an Eastern African Communication company in negotiating a multinational eal in excess of $250 million USD.

Mobile data subscriptions on the decline

Despite a positive mobile phone report for the Ghanaian sector, where some 400,000 new subscribers signed up during February, the use of mobile data appears to be on the slight decline.
According to regulator NCA, “the number of mobile data subscription in Ghana reduced by 1,038 in February to 15.8 million.”
The regular listed the statistics for each company in an effort to bolster transparency for a sector many experts believe is poised to show massive growth.
It said “MTN Ghana’s subscriptions decreased by 85,642 from January’s figure of 7.75 million to 7.66 million at the end of February. Tigo Ghana’s mobile data subscribers rose by 40,534 subscriptions to 2.30 million in February. Vodafone Ghana increased its mobile internet customers by 1,392 from January to 2.95 million in February.”
There were positives, however, with Airtel Ghana adding 50,753 subscriptions since January, closing February with 2.21 million. But just subscribers declined overall for Glo, it’s mobile’s data subscriptions declined by 9,114 from January and it ended February 2015 with 643,557 subscriptions. Expresso added 1,049 data subscriptions to end February with 36,301 subscriptions, despite seeing a decrease in mobile subscribers.

Samsung launches digital village in Ghana

According to itnewsafrica.com, Samsung Electronics Africa has launched its Digital Village in the Volta Region of Ghana. Positioned at the heart of communities like Volo in the North Tongu District Assembly, the Digital Village will provide access to the world’s most advanced information and communication technologies, education and health services to under-resourced areas, bridging the digital divide and serving as a catalyst for local business development and government service delivery.

According to Samsung, the components of the Samsung Digital Village in Ghana include: a Solar Powered Internet School, built to accommodate up to 24 learners; a Solar Powered Tele-Medical Centre, and a Solar Power Generator that powers up the Admin Centre which can be used as office space for local entrepreneurs and any other nearby school or community centre personnel with limited electricity supply.

In addition to providing the appropriate technologies, Samsung is also working to ensure that the Volo community takes ownership of the Digital Village and receives adequate training to optimise use of the facilities.

According to a recent UNESCO report, there are still 58 million children out of school globally and around 100 million children who do not complete primary education, while healthcare in remote areas is non-existent due to shortage of facilities and urban-rural gap.

Samsung believes that technology is a powerful tool to change these circumstances, improve people’s lives and create a better society.

Windows 'open' for Apple and Android

Microsoft is releasing software tools that make it easier to run popular Apple and Android apps on Windows mobile devices.

By changing a "few percent", Apple app makers should be able to run code on Windows 10 mobile devices, it said.
And many Android apps should run with no changes.
Experts said the move was an "imperfect solution" to Microsoft's problems persuading people to use Windows mobile.

For iOS, Microsoft has unveiled an initiative called Project Islandwood, which has led to the creation of a software interpreter that works with the development tools Apple coders typically pick.
By piping code through this interpreter and changing a few other parts, it would be possible to transfer or port iOS apps to Windows 10, Microsoft said in a presentation at its Build developer conference in Seattle.
Already developers working for game-maker King have ported the massively popular Candy Crush Saga to Windows using these tools.
A separate initiative, called Project Astoria, is aimed at Android and involves code built in to Windows itself that spots when an Android app is running and gives it the responses it expects.
Microsoft said this meant many Android apps would run with no changes on Windows mobile devices.
However, the way that Android is built means changes will have to be made to some apps.
The tactic is seen as a way for Microsoft to to boost its popularity and persuade developers to include Windows 10 in their plans.
While many apps are already available on the Windows store, some popular ones, such as Pinterest and Plants v Zombies 2, are absent.
Microsoft has also added tools that let Android apps reach some parts of Windows, such as its Cortana personal assistant, they would not otherwise be able to use.
CCS Insight analyst Geoff Blaber said: "The decision to embrace Android and iOS applications is an imperfect solution to an undesirable problem.
"Nonetheless, it's a necessary move to attract developers otherwise lost to Apple and Google."

These are not lessons I read from a book. It's wisdom I have acquired through blood and tears. Those I applied brought me joy. Those I broke, broke my heart. And those who broke them against me, I'm still trying to forgive. Lol. Just kidding.
1. Often we fall in love with haste. But it takes patience to stay in love. Men especially must learn that it takes infinite patience to love a woman.
2. As soon as a partner begins to introduce threats, conditions, ultimatums in a relationship, it is the beginning of the end. Love is unconditional.
3. Pride is the greatest obstacle to love. Pride is what causes unforgiveness. It stops you from admitting you are wrong. It never says im sorry.
4. No matter what else you do, if you are always complaining or criticizing your partner, they never feel truly loved. It tells them you think they are not good enough.
5. Nothing makes a man feel loved more than respect. Nothing makes him feel threatened than disrespect. People say men don't like strong women. No. Men don't like disrespectful women. You can be strong without being disrespectful.
6. Selfish people cannot love. If you are constantly demanding for things without giving back, it kills love. The other person feels used not loved.
7. Lying weakens relationships. Lies, no matter how small, creates doubts in the heart of your partner. They begin to second-guess everything you tell them and sometimes the relationship never recovers.

E-Registrar Portal Now Live

According to ghana.gov.gh, Ghana has launched an e-registrar portal. The portal is aimed at streamlining business registrations in the country. According to the media release, the Portal will be integrated with the Ghana E-Payments Portal (GEPP) and the Ghana Revenue Authority e-Tax Portal and make use of the Tax Identification Number (TIN) to identify portal users. Users can access the portal via www.rgd.gov.gh or www.rgdservices.com.
According to the statement, the Minister for Communications, Dr Edward Omane-Boamah, stated that: “The portal was a strong statement of commitment by government to Ghanaians as the online community was an emerging digital economy.”
The portal, Dr Omane-Boamah said, would enhance efficiency and effectiveness in securing business and company registration, estate administration and marriage registration through prior booking, particularly as it came with an electronic payment facility.
“This will enable clients to access the services from their homes, offices, anywhere around the earth and at the same time, pay for the services through the government online payment system studied by the National IT Unit through the Ministry of communication”, Dr Omane-Boamah.
Furthermore, he said, the E-Registrar portal was intended to provide trust and confidence to accessing services online on the benefits of time saved and cost reduced, and give others the opportunity to enjoy the convenience it brought, as well as eliminate middlemen, popularly known as “Goro Boys” and long queues.
The statement revealed that Dr Omane-Boamah reiterated government’s commitment to transforming service delivery within the public agency to enable them deliver electronic services to the citizenry by focusing on building trust for the users and consumers as well as establishing ground rules for the digital market place while enhancing the information infrastructure for new commas and maximizing the benefits of E-services.

Education Ministry to employ NSS personnel in remote areas

Mr Samuel Okudzeto Ablakwa, a Deputy Minister of Education, said there are plans by the Ministry to prioritise the employment of National Service Personnel (NSP) who accept postings to remote areas.

He said the Ministry is designing two incentive packages, which would allow the retention of service personnel serving in remote areas and offer them scholarship for further studies.

Mr Ablakwa announced this when he led a team to visit NSP serving in the remote areas of the Abura/Aseibu Kwamanksese and Assin South Districts in the Central Region.

The visit took the team to Asuansi D/A A and B Basic and Junior High School (SHS), New Abu St Simons Catholic Basic and New Abu Methodist Basic Schools and the Abakrampa Health Centre in Abura/Aseibu Kwamankese District.

The others were Assin Ochiso D/A Primary School, Hawsodze D/A Primary and JHS, Assin Asamankese T.I. Ahmadiyya Basic and Banchiase T.I Ahmadiyya JHS schools in the Assin South District.

The National Service Scheme (NSS) post an average of 70,000 service personnel to the various institutions across the country every year through a computerise system.

Mr Ablakwa said the posting of service personnel to remote areas was not a punishment but rather an opportunity for them to help develop the human resource of the localities they find themselves.

“The rural parts of Ghana also need development and service personnel are to help in the development process,” he said.

Mr Ablakwa urged the personnel to take advantage of the Ministry’s package to be retained in their various areas of service.

Mr Augustine Akaah Enim, a Bachelor of Commerce graduate from University of Cape Coast (UCC) and service personnel at the Abakrampa Health Centre expressed satisfaction to serve the facility after the tenure of his service ends.

Ms Fati Nuhu, also a graduate of UCC Distance Education and service person at Assin- Asamankese T.I Ahmadiyya Basic School said, she is enjoying teaching in the school and would like to be retained.

Ms Sarah Adubah also a graduate of the university posted to New Abu Methodist Basic School said although she would have loved to be retained, her major concern is that she uses more than 60 per cent of her allowance on transport.

The Headmaster of the Assin Asamankese T.I Ahmadiyya School, Mr Adam Saeed Kofi and Mrs Deloris Inkoom, Headmistress of Asuansi D/A (A and B) JHS explained that the major problems facing the service personnel are accommodation and transportation.

The Heads also complained about lack of good structures and the delay of teaching materials as one of the problems facing them in the remote areas.

Mrs Sefa Afua Forson, Senior Medical Assistant at the Abakrampa Health Centre, expressed her willingness to retain Mr Enim, who she said is hardworking, punctual and sociable.

She called on the Service Directorate to send more personnel to her outfit as she needs more staff to cater for the needs of the community.

Facebook launches Messenger for the Web with a standalone browser version

Facebook is putting that Messenger.com domain to good use: The social network just launched a Messenger client on the Web that separates it from the Facebook.com homepage.

With Messenger.com, Facebook is clearly gearing users up for its upcoming Messenger Business integration, in which users can chat directly with companies about product questions, purchase updates and shipment tracking.

In our quick run-through, it doesn’t appear the third-party app integrations announced at F8 are available just yet. For example, if you want to share Giphy content straight from Web FB Messenger, you’ll have to resort to doing it the old-fashioned way: Copy and pasting a link, or uploading the GIF image file.

The Web version is currently available in English only – support for additional languages will follow.

To get started, just log onto Messenger.com with your Facebook account. The browser will pull in your current chats and display them in full-screen, making image, sticker and GIF shares more visually appealing.

You can also make calls with the telephone or video button at the top right menu bar; clicking either option will open a call interface in a new window – akin to what Google has done with Hangouts.

A gear button on the upper left corner allows you to make setting adjustments, such as sound and desktop notifications. You also get the option to manage your Blocked list, but this link takes you back to the Facebook homepage.

There are no words on whether Facebook will push chat threads from its homepage to Messenger.com, or if a desktop client is coming. We certainly could envision Facebook developing one if it plans to continue building Messenger out as a full platform for chat and social commerce.

RESIST OVERTURES BY POLITICIANS - NASPA LEADERSHIP URGED

The Acting Executive Director of the National Service Scheme (NSS), Dr. Michael Kpessa Whyte, has advised the leadership of the National Service Personnel Association (NASPA) not to allow themselves to be used as agents of selfish politicians.

Dr. Michael Kpessa Whyte made the call in an interview with the Daily Express on the sidelines of the 6^th National delegates congress was held under the theme “National Service – A period of Transition”. He asked executives of service personnel to use the opportunity given them to collaborate with government so they could all have a mutual benefit.

“NASPA and National Service can only grow when the scheme management and your executives collaborate. If the other party who is expected to collaborate with us (NSS) is not available to be collaborating with… your interest is sacrifice and we don’t want your interest to be sacrifice” he said.

The Acting Director indicated that the leadership of service personnel can’t contest government and win without cooperation. Dr. Kpessa –Whyte implored NASPA executives to desist from using their position to extort money from potential service personnel with the view of influencing their postings.

“The act of using one’s position to collect money with the view that one can influence the places where potential national service personnel are posted is corruption and must be not be encouraged” he bemoaned.

Dr. Michael Kpessa Whyte said government is willing to cooperate with NASPA in addressing their grievances but won’t tolerate personnel who refuse to cooperate.

“Myself and all my colleagues in the national service will not tolerate anybody who will come there and flex their waist around as if they are there to tell management what to do. We will be willing to welcome anybody who is willing to cooperate….. the name of the game is partnership and cooperation, National Service- NASPA are not political parties , they are institution of state and the other one is an association of past student who are serving” he concluded.

According to the latest figures from industry regulator NCA. The number of mobile subscriptions in Ghana have increased by 1.4 percent to 30.78 million in January 2015 compared to 30.36 million in December 2014, with the penetration rate reaching 108.48 percent.

Tigo’s subscriber base increased to 4.20 million from 4.13 million, with the market share increasing to 14.28 percent. The number of Airtel subscribers advanced to 3.75 million from 3.73 million and its market share increased to 12.35 percent.

According to the report, MTN’s subscriber base increased to 13.94 million from 13.85 million, with the company’s market share reaching 45.6 percent. Vodafone’s subscriber base increased to 7.18 million from 7.07 million; however, its market share decreased to 21.97 percent from 23.29 percent.

Glo’s subscriber base fell to 1.44 million from 1.45 million, although the company’s market share increased to 5.17 percent. Expresso ended the month with a subscriber base of 274,550, up from 199,059 the month before. The company’s market share went to 0.59 percent for its CDMA network.

After Facebook assumed the former Sun Microsystems complex in Palo Alto in 2011, Facebook founder Mark Zuckerberg set out to find an architect capable of handling a grand design for its main main headquarters building. Zuckerberg chose world famous architect Frank Gehry for the job (amid major concessions to the city of Palo Alto).

If he was looking for impact, Zuckerberg could have made no better choice. Gehry's past designs have become renowned tourist attractions, like the Guggenheim Museum in Bilbao, Spain. They are considered some of the most important works of contemporary architecture on the planet.

Photos of the Gehry model that will become Facebook's new HQ have been floating around for a couple of years. But with the building slated for completion next year, Facebook provided these new, exclusive images to Business Insider of what the world can expect from Gehry's latest design:

At more than 435,000 square feet, spread across 22 acres, the new building dips and rises from 45 to 73 feet. It is built above a surface-level parking lot with a massive rooftop green space that resembles a park more than a small corporate outdoor garden.

Facebook's new building is a powerful example of how people create a sense of space and ownership over their environment. Buildings have long been held up as shining example of human innovation. Considering Gehry's new design is just one of many expansive new Silicon Valley projects, it feels as if the whole area is gently reshaping its self image.

The roof will support a handful of outdoor cafes, barbecues and work benches beneath full-size trees to complete the park-like effect. One building will be large enough to house 10,000 workers in a single room.

The building is scheduled to open in the spring of 2015.

WASSCE begins today

Final year students in Senior High Schools across the country are beginning their West African Senior Secondary Certificate Examinations (WASSCE)today, Monday March 30.

Over two hundred and sixty thousand candidates from 868 public and private schools are taking part in the exams.

The candidates are writing the Integrated Science subject today.

The Exams are also being written in Nigeria, Sierra Leone and the Gambia.

WAEC had to reschedule the exams due to the Nigerian elections.
