<p>PADF is seeking a proposal writer consultant with demonstrated skill, expertise, and experience in responding to solicitations from private foundations, multilateral and bilateral donors.<br />
The successful applicant will be a self-starter working with the technical team to help review solicitations, determine strategy for application and write the technical proposals. The writer will ensure responses are compliant with donor requirements, programmatically clear and accurate, and adhere to PADF&#8217;s policy.<br />
The position will report to the Deputy Executive Director and COO.</p>
<p><strong>Duties and Responsibilities include:</strong><br />
In close collaboration with the program management and business development teams, serve as lead writer and/or editor of proposals. This includes:<br />
Research and Design: gathering information; leading program design, writing or editing proposal sections such as the executive summary, program approach, management and staffing plans and other sections as needed.<br />
Review secondary source information to inform concept development and determine the necessity of additional information in key sector areas (i.e., socio-demographic, risk vulnerabilities, etc.)<br />
Spearhead and carry out any additional research deemed necessary. Contextually analyze all information collected to fully integrate concept idea into a quality proposal using evidence base.<br />
Consulting with PADF staff to ensure accuracy and revising the text to make it clear concise, correct, consistent and coherent.</p>
<p><strong>Required Skills:</strong><br />
Demonstrated writing and editing skills appropriate for competitive proposal submissions, especially in the LAC region.<br />
A basic understanding of USAID rules/regulations for proposal development.<br />
Demonstrated ability to work efficiently in teams under tight deadline<br />
Ability to create engaging and compelling text while maintaining technical accuracy and adhering to strict page limitations<br />

<p><strong>Background</strong><br />
The Career Transition Unit (CTU) is an integral part of UNDP&#8217;s overall HR Business Advisory and Talent Management services. The HR Specialist, reporting to the Deputy Director OHR, is responsible for managing the complex administrative phases of agreed and voluntary separations, providing authoritative advice to management and staff, ensuring that all separation processes within UNDP are achieved with complete compliance to relevant rules and policies and the utmost respect for staff.<br />
The CTU develops and recommends policies supporting effective separation services that are aligned to UNDPs PCS and UN Staff Rules and regulations.<br />
The CTU, in collaboration with UNDP BAS and Talent Management sections prepares data and analysis projecting separation trends and potential costs for UNDPs total staff workforce with its evolving contractual composition.<br />
The CTU provides support to MCT missions, job fairs, COs and HQ units undertaking change processes that will lead to separations.<br />
The CTU provides direct support and counselling to staff considering or undergoing separation as well as displaced UNDP staff returning from interagency movements and Special Leave Without Pay (SLWOP).</p>
<p><strong>Duties and Responsibilities</strong><br />

Data, Analysis, and Reporting;<br />
Staff Services.</p>
<p><strong>Managing CTU and separation process:</strong><br />
Under the direction of the Deputy Director of OHR, manages the work planning, staff and budget of the CTU;<br />
Manages the UNDP separation process in collaboration with OHR management, OHR departments including BAS, SAS/BES and provides advice for relevant external partners including UN Insurance Section and UNJSPF;<br />
Provides authoritative technical and policy advice to the Advisory Panel on Separations;<br />
Reviews and finalizes completed separation decision processes for hand over to implementing partners.</p>
<p>Oversees separations of staff;<br />
Works closely with LSO, Talent Management/TM colleagues, and BAS Advisors to develop guidance on effective people management in the area of separations;<br />
Manages the bi-annual separation budget including data for OHRs budget preparation exercises managing sub-allotments issued to the unit;<br />
Monitors and evaluates the effectiveness of career transition services and proposes policy and operational improvements including HR Scorecard indicators for performance metrics.</p>
<p><strong>Policy Development</strong><br />
Integrated with UNDPs People Capability Strategy (PCS) and consistent with UN Staff Rules develops career transition and separation policies that support organizational effectiveness, staff needs.</p>
<p><strong>Advisory Services</strong><br />
Provides authoritative advice to OHR management, CO and HQ management and staff on application of career transition policies and separation rules;<br />
Coordinates on-going dialogue with BAS Advisers, BES/SAS, TM and Policy Unit on performance of career transition policy;<br />
Develops guidance materials for UNDP supervisors and HR staff on separation issues;<br />
Collaborates with external career counsellors on evaluation and updating Career Transition / Separation Workshops and seminars;<br />
Organizes Transition Workshops;<br />
Provides support to LSO as required;<br />
Provides advice to management on complex separation scenarios including those that require exceptions or establish precedents.</p>
<p><strong>Data analysis and reporting:</strong><br />
Consistent with Atlas and IPSAS requirements and in collaboration with TM/BES data on UNDP staff contractual composition, develops data and reporting abilities to model separation projection scenarios.</p>
<p><strong>Staff Services:</strong><br />
Provides confidential and authoritative advice to staff seeking career transition information;<br />
Projects in all dealings with staff a highly professional career transition service and maintain for the CTU a reputation for discretion, reliability of advice, compassion and respect for staff and their service;<br />
Facilitates staff to obtain external career counselling services.</p>
<p><strong>Impact of Results:</strong><br />
Recommendations to staff on career transition options affect individual career choices, and the effectiveness of corporate change processes for business units;<br />
Failure to properly conduct career counselling could lead to protracted separations and diminished reputation of OHR;<br />
Recommendations on separation affect overall costs. Inconsistent or inaccurate advice can lead to appeals;<br />
Proactive reporting on separation trends and costs provides senior management with powerful business information facilitating strategic workforce planning.</p>

<p>The Office of General Counsel (GC) supports the mission of the U.S. Agency for International Development (USAID) by providing timely legal advice to program offices and representing the Agency in all legal matters. The Office of Food for Peace (DCHA/FFP) within USAID&#8217;s Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA) provides grants for food assistance to private voluntary organizations (PVOs) and the United Nations&#8217; World Food Program (WFP). DCHA/FFP provides both emergency food aid (which aims to address food aid needs arising from natural disasters, such as floods or droughts, and complex emergencies often characterized by insecurity and population displacement) and nonemergency food aid (which aims to address the underlying causes of chronic food insecurity). <p><strong>Responsibilities:</strong><br />

Respond to general inquiries about MSI and recruitment;<br />
Assist with recruitment for international jobs, proposals, and headquarters by arranging interviews, corresponding with candidates, and helping coordinate reference checks, etc<br />
. Manage and update recruitment database;<br />
Provide additional support to the Recruitment Department as needed.</p>
<p><strong>Qualifications:</strong><br />

<p><strong>Background / General description</strong><br />
The Global Index Insurance Facility (GIIF) is a comprehensive risk mitigation program created to address the scarcity of affordable insurance protection against weather and natural disasters in developing countries. The objective of GIIF is to promote the development of effective and sustainable markets for index-based weather and catastrophic risk (CAT) insurance, so as to foster sustainable development in the agricultural sector, primarily focusing in developing countries. The Facility has been established within the World Bank Group and is managed by IFC. At the core of the Facility is the GIIF Trust Fund (GTF) which has been created to encourage and provide development grant funding to projects contributing to achieving the objective of GIIF. GTF is an open, multi-donor funded trust fund that will provide eligible recipients and beneficiaries with grants, in accordance with its policies. GTF supports activities in the following four key components/areas mainly in the form of development grants with specific outcomes: 1. Local Capacity Building 2. Financial assistance to Partner Financial Institutions (PFI) 3. Performance-based Premium Support 4. Regulatory Policy and Capacity Building The GIIF Program was launched operationally in December 2009 with an initial focus on the CAF region where a number of initiatives have recently started. However, GIIF is a global program and is expanding its activities in other regions of the world mainly, Caribbean, Pacific, Latin America and Asia. For its operations and administration it seeks to employ a qualified Operations Officer to support the Program Manager. The Operations Officer will work with the global and regional teams to support project development, approval, and supervision processes as well as Program level reporting both internally and to the Donors. He/She will also ensure quality oversight of projects and play a key role in Knowledge Management.</p>
<p><strong>Duties and Accountabilities</strong><br />
The preferred location for this position is Johannesburg, but it is yet to be determined. The Operations Officer will assist in the quality management, supervision, and administration of the Program and Projects working closely with the Program Manager to deliver against the Program objectives. He/She will also work jointly with the selected GIIF technical partner institution in Capacity Building and Knowledge Transfer to local markets and as a key member of the global GIIF team. The Operations Officer will report to GIIF Program Manager and will be expected to perform the following tasks:<br />
1. Support the consistent administration and supervision of the program operations and projects using the established reporting criteria and reporting documentation<br />
2. Work with the regional teams to support projects implementation, supervision, and quality reporting<br />
3. Take the lead in drafting concept review documents for potential projects<br />
4. Take the lead in drafting project approval documents in accordance to the GIIF funding criteria and the guidelines for Advisory Services projects<br />
5. Take the lead in drafting Advisory Services Agreements, including grant agreements and support the execution of newly approved projects<br />
6. Assist in the drafting and review of press release and communications documents<br />
7. Take the lead on the semi-annual reporting to donors with strong attention to detail and consistent application of the monitoring and evaluation frameworks for the program and projects<br />
8. Assist in the pre-planning and execution of the annual Donors committee meetings including supporting presentation development, drafting the agenda, and taking detailed minutes for reporting back to the committee<br />
9. Support the organization of the GIIF Technical and Executive Committee meetings, assisting with the review of key documents for these meetings<br />
10. Review, analyze, and make recommendations on project semi-annual progress reports and financial statements<br />
11. Assist in the selection and recruitment of consultants to support program operations (e.g. Knowledge Management and Communications consultants)<br />
12. Be involved in ongoing project supervision<br />
13. Prepare presentations and organize awareness raising events to present the concept and mechanics of index based insurance to potential clients and stakeholders (both public and private institutions) and regional IFC staff, working in close collaboration with the Program Manager and the Program Technical Expert.<br />
14. Work alongside GIIF selected technical partners in Capacity Building and Knowledge Transfer to local markets<br />
15. Assist in the GIIF &#8220;Knowledge Management and distribution&#8221; platform development and maintenance.<br />
16. Assist with the management and where necessary updates of key program documentation such as the Operating Rules, Administrative Agreement, Monitoring and Evaluation Framework, Program Dashboard, Donor Reports and Meeting Minutes, Product Reviews etc<br />
. 17. The staff will be part of the broader team working on insurance and would help develop the broader IFC Insurance agenda</p>
<p><strong>Selection Criteria</strong><br />
Masters Degree in business, economics, development finance, development, or other relevant areas<br />
4-5 years working experience (Associate Operations Officer); 7 years plus working experience (Operations Officer)<br />
Good knowledge of micro-insurance or micro-finance concepts and programs. A demonstrated experience in at least one of the following areas: SME Banking, Agriculture/agribusiness finance, Microfinance, Sustainable Energy Finance, Housing, and/or Leasing would be desirable.<br />
Familiarity with Project Management, including identification, appraisal, implementation and supervision of advisory services projects<br />
Must be a self-starter, willing to take initiative and be resourceful and imaginative in providing solutions to clients<br />
Excellent communication skills, including written/detailed report writing and oral presentation skills.<br />
Experience with monitoring and evaluation concepts and reporting templates a distinct advantage<br />
Excellent oral and written communication in English is essential<br />
Familiarity with donor funding and reporting processes<br />
Experience working in developing countries<br />
Some knowledge of IFC systems would be an asset (including iDesk, SAP, IBIS)<br />

<p><strong>Background / General description</strong><br />
The Credit Risk Department (CFRCR) is part of the Corporate, Finance and Risk Management Vice-Presidency of the International Bank for Reconstruction and Development (IBRD). CFRCR is primarily responsible for monitoring and managing IBRD&#8217;s country credit risk exposure resulting from member countries&#8217; borrowing from IBRD for development purposes. Its function is to ensure that IBRD&#8217;s country credit risk exposure is commensurate with the risk appetite of stakeholders and strikes the appropriate balance between financial and development objectives of the organization. Assessment of country credit risk is made both prior to and after a loan or guarantee is extended to a borrowing-member country. Prior to agreement on the lending strategy for a country program or an operation, CFRCR assesses the credit risk that such lending might entail for the institution and whether it is consistent with IBRD&#8217;s risk management framework, and then assists Country Teams in constructing lending programs appropriate from the credit risk perspective. Ex-post, credit risk management is conducted through<br />
(a) country risk evaluations;<br />
(b) estimating the appropriate level of provisions for expected losses on loans and guarantees, the results of which are incorporated in the financial statements of IBRD; and<br />
(c) assessing through credit risk portfolio models the level of exposure appropriate to IBRD&#8217;s income generating capacity and risk-bearing capital. The results of CFRCR&#8217;s assessments at the country and portfolio level help guide important financial decisions of the IBRD that are intended to safeguard its AAA rating. Major elements of the framework to ensure appropriate credit risk outcomes include:<br />
(a) assessing and rating a member country&#8217;s creditworthiness through a rigorous process which includes an assessment of both qualitative and quantitative factors;<br />
(b) anticipating countries that are vulnerable to crises;<br />
(c) taking the lead on establishing the framework for credit risk policies at IBRD and monitoring and managing that framework, including IBRD&#8217;s negative pledge clause;<br />
(d) estimating the level expected and unexpected loan losses and stress testing these results through its in-house credit risk models;<br />
(e) quarterly calculations of provisions of loan losses and their reporting; and (f) short and long term IBRD exposure projections at the country and portfolio level. In addition, CFRCR takes a lead in arrears workouts of IBRD borrowers and engages with the Paris Club of bilateral creditors for debt restructuring.</p>
<p><strong>Duties and Accountabilities</strong><br />
The department is currently seeking a Senior Economist/Regional Credit Manager who will play a central role in assessing the creditworthiness of IBRD borrowing countries, and in determining the risk of their actual and potential exposure for the IBRD balance sheet, including those related to IBRD guarantees. The Senior Economist will also play a key role in the area of loan loss provisioning and credit and portfolio risk modeling and measurement. The successful candidate is expected to have a good understanding of sovereign credit risk concepts and practices, be familiar with the drivers of the risk appetite of IBRD stakeholders and investors, and have an understanding of the balance between the financial and development imperatives of the World Bank&#8217;s mandate. The individual will have a strong command of global economic, systemic, and financial issues, and external financing sources and instruments available to developing countries, excellent quantitative skills with a demonstrated aptitude for analyzing economic and financial data, and extensive on-the-job experience of assessing the macro-economic and financial policies of emerging market economies The Senior Economist/Regional Credit Manager will join CFRCR at the World Bank&#8217;s headquarters in Washington, DC, USA and will report directly to Merli Baroudi, IBRD&#8217;s Chief Credit Officer and Department Director of CFRCR. Together with members of the current credit risk team, the accountabilities of the Senior Economist/Regional Credit Manager will be as set out below.<br />
Play an important role as part of the current team in ensuring the department&#8217;s credit risk framework and policies for managing small and large exposures are applied coherently and comprehensively within the financial framework of IBRD, including the institution&#8217;s role as a counter-cyclical lender, its uniform loan pricing policy, its provisioning and capital adequacy framework and its AAA rating status.<br />
Together with other team members contribute to the Department&#8217;s work program in the area of loan loss provisioning and credit and portfolio risk modeling and measurement, including the design and development of new credit risk measurement and management frameworks and models, and the use, maintenance and periodic recalibration of existing models.<br />
Conduct other quantitative analytics and complex modeling projects.<br />
Produce rigorous analytical work on the macro-economic and financial situation of IBRD-eligible borrowers and countries transitioning from concessional to market-based finance and present the findings in credit risk reports and creditworthiness analyses.<br />
Write reviews of lending proposals and Country Partnership Strategies, and represent and present this written work, as the department&#8217;s representative, at departmental and Bank wide meetings.<br />
Work on credit risk issues for policy and Board papers and briefing notes for senior management.<br />
Liaise and engage with senior Bank staff to enhance their understanding and support of IBRD&#8217;s credit risk function and related policies.</p>
<p><strong>Selection Criteria</strong><br />
Candidates must meet the generic criteria for international level GG: Advanced degree (Master&#8217;s and/or PhD) with concentration in quantitative fields such as Finance or Economics or a related discipline; or comparable, demonstrated, on-the-job experience.<br />
Relevant work experience, strong analytical skills and a proven track record of achieving high-quality substantive results over an extended period (typically 8 years) in the field of macro-economic and financial analysis with recognition by peers and managers for excellent and innovation.<br />
Strong and proven mathematical, statistical and analytical skills.<br />
Familiarity and experience with financial modeling techniques, including in the areas of sovereign credit and portfolio risk measurement and management and loan loss provisioning.<br />
Proficiency in VBA and Matlab or other related programming languages, or willingness and ability to learn these languages.<br />
Current knowledge of global economic and political developments and evolving trends in global capital markets and what they imply for the macro-economic outlook of IBRD borrowers or countries looking to transition from IDA to IBRD, the credit risk to the IBRD portfolio, the potential for revisions to Bank lending policies and practices.<br />
Understanding (or the ability to quickly assimilate) of the financial framework underpinning IBRD&#8217;s AAA financial framework and its implications for formulation of credit risk policies to guide IBRD lending practices and exposure limits<br />
Excellent inter-personal, communication and presentation skills, including the capacity to communicate complex technical issues in simple terms, verbally and in writing.<br />
Ability to interact effectively with other Bank staff and senior management and to convey departmental position clearly and tactfully; but with the capacity and readiness to stand firm on difficult and sensitive issues.<br />
