JCFD Sets State Record for Fire Academy Training Contact Hours

The Johnson City Fire Department (JCFD)recently received special recognition from the Tennessee Fire and Codes Academy (TFACA) during the annual Tennessee Fire Chief’s Association (TFCA) Conference in Murfreesboro. They were recognized for leading the State of Tennessee in training contact hours from July 1^st, 2016 to June 30^th, 2017. During this period, the members of the Johnson City Fire Department attended 11,062 hours of training delivered by TFACA Instructors in our region. This total is the highest ever by a Fire Department in Tennessee since the TFACA opened in Bell Buckle, TN in 2004. The previous record was less than 8000 hours.

Interim Chief David Harrison and Training Officer, Captain Jason Powell were on hand to receive the award. “I cannot tell you how proud I am of this accomplishment, “ said Captain Powell, “this award clearly demonstrates the desire the men and women of our Department have to improve themselves and the service we deliver to our community.” The award was present to Chief Harrison and Captain Powell during the opening ceremonies of the annual convention by TFCA President David Hodges, Deputy Chief Maryville Fire Dept., and Director of Fire Programs Jeff Elliott, TFACA.

The second highest total went to Murfreesboro Fire Department with nearly 1000 less hours than Johnson City. The next closest departments were in the 7000 to 8000 hour range. “The commitment of funding from city management and the commitment to grow and improve fire and EMS service by our Commissioners was the catalyst to this achievement, “ Captain Powell said. The Commission increased funding to allow for additional training of personnel in the areas of leadership, apparatus operations, and safety to help members of the Fire Department achieve new requirements for promotions and career advancement. The goal of this program is to insure current services are delivered with the highest quality, efficiency, and effectiveness while helping to develop future leadership.

The 11,062 hours only represent the hours taken by members through the TFACA. This total does not include the required annual 40 hours of Fire In-service Training all members participate in, the 240 hours of individual training that members must obtain during their regular shifts, the medical training ranging from 20 to 30 hours bi-annually for medical licensure recertification, or the other training hours required to maintain specific certifications such as Fire Inspector or Arson Investigator.

Training has not taken a break as the JCFD begins a new fiscal year, members of the department are currently enrolling in classes to develop new fire service instructors, fire officers, and safety officers. Other members of the department are continuing to work toward their Advanced Emergency Medical Technician Licensure at the Johnson City campus of Northeast State Community College.

426 Lamont House Fire

On 05/03/2017 at 7:08 P.M. units from the Johnson city Fire Department were dispatched to 426 Lamont St on a house fire. E4 arrived at 7:11 P.M. and reported smoke and fire showing from the second floor of a two story structure. E4 made entry and found fire in an upstairs apartment. The fire was extinguished in approximately 20 minutes. The fire was contained to the room of origin.

One civilian was transported by Washington County/Johnson City EMS. No fire personnel were injured.

Johnson City Fire Department responded with 9 personnel on 3 engines and 4 personnel on 2 ladders and 1 shift Captain.

2 civilians were displaced by the fire. The cause of the fire is under investigation by the Fire Marshal divisions. WCJC EMS, JCPD, and JC power assisted.

Johnson City Structure Fire

Units from the Johnson City Fire Department responded to a reported structure fire on Saturday 01-07-2017 at 11:01 AM.

The first arriving engine arrived in four minutes and reported that an attached garage was fully involved.

Firefighters extinguished the fire in sub-freezing temperatures within approximately 15 minutes.

The fire was contained to the garage. No one was hurt during the incident.

A 2000 Toyota RAV 4 was destroyed inside the garage. The building and all contents were destroyed.

The owner was at home at the time of the fire.

The cause of the fire is under investigation by the JCFD Fire Marshal’s Division.

Johnson City Apartment Fire 07-22-2016

Fire department personnel were dispatched to 1500 Bell Ridge Rd. on an apartment fire.

The first unit arrived within 4 minutes and found light smoke in the rear of the building coming from a single apartment.

The fire was located just inside the front door and extinguished quickly.

The occupant had escaped from the apartment prior to the fire departments arrival. He was taken to the hospital by WC/JC EMS for treatment. His injuries were minor.

The apartment sustained moderate damage.

The cause of the fire is under active investigation by the Fire Marshal’s division of the Johnson City Fire Department.

Four Engines and Two ladder trucks responded to the incident.

Apartment Fire 365 N Pickens Bridge Rd

On Tuesday July 5, 2016 at approximately 0149, the Johnson City Fire Department responded to an Apartment Fire at 365 N. Pickens Bridge Rd.
Prior to arrival, 911 advised that there were was smoke and flames visible.
The first Engine on the scene found fire in the enclosed garage. The door had to be cut to enter and extinguish the fire. The fire was contained to the garage area. The rest of the apartment sustained smoke damage.
One occupant was displaced and was assisted by the American Red Cross.
4 Engines and 2 Ladder trucks and 14 personnel responded to the scene. The fire was controlled within 10 minutes of arrival.
No Injuries were reported in the incident. The cause of the fire is under investigation by the JCFD Fire Marshal Division.

Business Fire

On Sunday 06-05-16, the Johnson City Fire Department responded to a business fire at American Water Heater located at 1100 E. Fairview Ave.

The first unit arrived on the scene in less than 4 minutes and reported heavy smoke from the top of the building.

The fire originated in the ceiling area above the sprinklrer system.

Fire crews used both handlines inside the plant and a master stream above the roof to extinguish the fire.

The fire was extinguished within 45 minutes by 16 personnel.

4 engines 2 ladder trucks and 1 command vehicle responded to the incident.

There were no injuries and the business was not operating at the time of the fire.

Structure Fire

At 01:29 the Johnson City Fire Department was dispatched to a residential fire at 1905 Preston Rd. Upon arrival heavy smoke and flame was observed coming from the front of the house. We were advised by the neighbors across the street that they had spoken to the resident on the phone and that he was on his way to the scene. They also advised that there were several pets in the house. We began searching the house for the pets and discovered a dog and three birds. They all succumbed to the smoke. Resuscitation was attempted on the dog to no avail. Firefighters were able to rapidly extend hose lines and extinguish the fire. The JCFD had three engines two ladder trucks and one command vehicle on the scene for approximately two hours. In all thirteen fire personnel worked the scene. The Fire Marshall was called in to investigate the fire and at this point is undetermined. The Red Cross was contacted to render aid.

Johnson City Apartment Fire 04-19-16

On Tuesday 04-19-16, Units from the Johnson City Fire Department were dispatched to the University Edge Apartments on a kitchen fire.

The call was dispatched at 6:05 pm and the first unit arrived 3 minutes later.

The occupants had been frying a turkey on the stove when the oil in the pot caught on fire. The fire was hot enough to activate a sprinkler in the apartment.

The sprinkler extinguished the fire.

Smoke detectors alerted all occupants in the complex.

Smoke and water damage was reported in the involved apartment and water damage occurred to the apartment directly below.

Four Engines and Two Ladder Trucks and one command vehicle responded to the incident with a total of 17 personnel.

There were no injuries reported.

Smoke detectors paired with an active sprinkler system was responsible for an early report of the incident as well as a quick extinguishment of the fire.

Johnson City House Fire 04-14-2016

The Johnson City Fire Department responded to a house fire at 6:30pm on Thursday 04-14-2016.

The house was located at 1421 Piedmont St.

Prior to arrival, units were advised that a building behind the house was on fire and that it was extending to the house.

First arriving unit reported heavy black smoke from approximately a half mile away. The first unit arrived within 6 minutes from the time of dispatch and advised that the outbuilding was completely involved and the rear of the house was on fire.

The fire was extinguished within 15 minutes.

No one was home at the time of the fire and there were no injuries reported.

4 engines, 2 ladder trucks and a command vehicle with a total of 16 personnel responded.

The JCFD was assisted by the Johnson City Police Department and WC/JC EMS.

The fire is under investigation by the JCFD Fire Marshal’s Office.

House Fire in Johnson City

On Saturday March 19, 2016, the Johnson City Fire Department responded to a reported house fire at 811 N. North St.

Building Fire at Pine Oaks Golf Course

At approximately 12:40 Tuesday morning, Johnson City Fire Department units were dispatched to a reported business fire across from H.T. Hackney in the area of Buffalo Rd. and Lafe Cox Dr. Initial arrving units confirmed a working fire at the Pine Oaks Golf Course maintenance building. Crews forced entry, performed ventilation, and extinguished the fire utilizing three atttack lines. The fire was extinguished within 20 minutes.

The Johnson City Fire Department response included 4 Engines, 2 Ladder Trucks, a Command Unit, and Rehab Unit with a total of 17 members on scene. Assistance was provided by Washington County EMS with medical standby as well as Johnson City Police Department units for traffic control.

The Fire Marshal's division is continuing the investigation.

No one was at the business at the time of the fire and there were no reported injuries.

JCFD House Fire

The Johnson City Fire Department was dispatched to a reported house fire at 1011 Embreeville Road at 0609 this morning. Crews arrived to find a 50% involved structure. Crews were quickly able to contain the fire to the rear of the structure. The structure sustained heavy heat and smoke damage throughout the structure. Fire is currently under investigation at this time by the Johnson City Fire Marshall’s Office. A total of 3 Engines, 2 Ladder Trucks, and one command vehicle responded to the fire with a total of 14 people. The American Red Cross was called to the scene.

Business Fire Lafe Cox Dr. Johnson City

On Sunday, February 07, 2016, the Johnson City Fire Department responded to a business fire at Automated Building Systems, 309 Lafe Cox Dr.

The fire was dispatched at 3:06pm and the first unit arrived on the scene in 2 ½ minutes and reported flames and smoke showing.

The fire was extinguished within 25 minutes.

4 Engines and 2 Ladder Trucks and 20 personnel were initially dispatched to the scene.

The Fire Marshal’s division is conducting an investigation of the incident.

No one was at the business at the time and there were no injuries reported.

House Fire at 611 W. Oakland Ct.

On January 12, 2015 at 2:32 PM the Johnson City Fire Department responded to a house fire at 611 W. Oakland Ct., Johnson City, TN 37604. Three Engine Companies and Two Truck Companies, and one Command Vehicle were dispatched for a total of 13 Personnel. First arriving unit to the home at 2:36 PM found smoke coming from the roof and flames were visible on the inside of the home. Johnson City Fire Department Crews deployed hand from the fire engines and quickly extinguished the fire. Fire Control was called at 2:47 PM. No one was home at the time of the fire. No injuries are reported. The home sustained heavy damage to one room and moderate damage to an adjacent room. The cause of the fire is unknown at this time. The Johnson City Fire Marshals Office is investigating the cause of the fire.

House Fire at 611 W. Oakland Court

On January 12, 2015 at 2:32 PM the Johnson City Fire Department responded to a house fire at 611 W. Oakland Ct., Johnson City, TN 37604. Three Engine Companies, Two Truck Companies and one Command vehicle responded with at total of 13 personnel. Upon arrival to the home, smoke was coming from the roof and flames were visible on the inside of the home. Johnson City House Fire 12-31-2015

On December 31, 2015 at approximately 3:15am, the Johnson City Fire Department was dispatched to a house fire at 1202 Weaver Ave.

Prior to arrival, units were advised that a neighbor had heard someone scream for help and to call the fire department.

The neighbor ran to the scene and helped the person, who is confined to a wheelchair, escape the house. A second person had escaped on their own.

The neighbor then called 911.

The first unit arrived in under 5 minutes and reported fire in the rear of the structure.

The fire was extinguished by the JCFD.

Both residents were transported to the hospital for treatment by Washington County / Johnson City EMS.

The house was heavily damaged.

Cause of the fire is under investigation by the JCFD Fire Marshal’s Division.

Also assisting was the Johnson City Police Department.

Johnson City House Fire

On Saturday, December 19, 2015 at approximately 11:44 am., units from the JCFD responded to a house fire at 615 N. North St.

While enroute, units reported heavy smoke in the area. The first unit arrived in less than 5 minutes and advised heavy fire in the back of the house and that it had already extended into the attic with flames coming out of the roof.

A quick interior search of the residence was made with no residents being found.

The fire attack was hampered when the roof collapsed in the middle of the structure.

The cause of the fire is not known at this time and the investigation is being conducted by the Fire Marshal’s Division.

No human casualties were reported. Three pets were lost.

The home was a total loss.

The American Red Cross was called to the scene to assist 2 residents that were displaced.

The JCFD responded with 4 Engines, 2 ladder trucks and 16 personnel.

Also assisting the JCFD at the scene were the Washington County / JC EMS and the JCPD.

House Fire

On 10/27/2015 at 13:29 the Johnson City Fire Department was dispatched to 1101 CLAIBORNE ST for a report of a house fire. The house was a single story about 1200 square feet with a large attic area. On arrival the structure was discovered to be approximately fifty percent or more involved with heavy fire at the front. A building search along with a quick fire attack was accomplished. The determination was made that no victims were found and the structure was vacant. The fire was knocked down after about ten minutes. We did an extensive amount of overhaul by opening walls and pulling ceilings. The Fire Department had seventeen Firefighters on the scene. The house was turned over to the Fire Marshall for investigation as to cause.

Johnson City Apartment Fire

At approximately 4:09 AM on Sunday October 18, 2015, units from the Johnson City Fire Department responded to a reported apartment fire at 2560 Plymouth Rd.

The first unit arrived within five minutes and found that a cooking fire in one of the apartments had activated the sprinkler system. The fire had been extinguished by the sprinkler system upon activation and prior to the arrival of fire department personnel.

Fire department crews removed water and smoke from 4 apartments.

The American Red Cross responded to assist the displaced family.

Four Engines and two Ladder Trucks responded to the scene.

Other agencies that responded included the Washington County / Johnson City EMS and Johnson City Police Department

No injuries were reported.

October is Fire Prevention Month.

This incident underscores the need for working smoke detectors and functioning sprinkler systems.

Missing piece of fire equipment Johnson City FD

The Johnson City Fire Department responded to a vehicle fire at 800 E Lakeview Drive (God’s Corner) on 12 Mar 15, Thursday at 3:27 p.m. A crucial piece of firefighting equipment was missing as a result of the response. The missing equipment is an ISG thermal imaging camera used to detect victims in burning structures and hidden fires. Details of Event/Incident for Release *	On August 19, 2014 at 1226 Johnson City Fire Department was notified of a possible hazardous material spill at West Towne Pharmacy located at 1619 W Market St. Upon arrival units found a small quantity of hydrochloric acid had been spilled in a storage room in the rear of the business. The building was evacuated by the fire department. Members of the Johnson City Fire Department’s Hazardous Material Response Team responded to contain the spill and naturalized the acid. Disposal of the material was handled by an outside mitigation company.

On June 20, 2014 at 10:04 AM, Johnson City Fire Department Units Three Engine Companys, Two Ladder companies and one Shift Supervisor responded to a reported Structure Fire at 501 E. Myrtle Ave. The first JCFD Unit arrived 10:06 AM with smoke visible from the rear of a two story house. Arriving crews worked quickly to suppress the fire and control of the fire was called within minutes of arrival. The fire damaged one room and the main floor had some smoke damage. Crews were able to remove one dog and seven cats from the smoke filled house. The occuppants were not home at the time of the incident. Some of the destressed animals were given oxygen utilizing the JCFD Animal Resuscitation Device. One Fire Fighter was treated and released for an minor bite injury suffered from rescuing one of the animals. The fire was caused by items left on an activated stove top.

Johnson City Fire Department responded to report of house fire at 408 E. Watauga Avenue at 6:32 pm on 5-17-2014. First arriving unit reported heavy smoke showing from second floor windows and roof of a two story wood frame apartment. A victim was found during the primary search of the second floor and was quickly removed from the structure. Medical treatment was performed by E.M.S. and fire personnel on scene and during transport to Johnson City Medical Center.The fire was quickly extinguished and no other injuries reported. Seventeen personnel responded on four engines, two ladder trucks, one command vehicle, and one air unit. The cause of the fire is still being investigated.
