WASHINGTON (Reuters) -&lt;span style="color: red; font-size: large;"&gt;&lt;strong&gt; President Barack Obama's proposed 2013 budget repeated a call to allow the U.S. Postal Service to end Saturday mail delivery&lt;/strong&gt;&lt;/span&gt; and tap into a retirement-fund surplus, as lawmakers hash out the details of postal legislation.&lt;br /&gt;
The budget outline &lt;span style="color: red;"&gt;released on Monday&lt;/span&gt; included several steps to provide relief to the cash-strapped Postal Service that closely matched plans the Obama administration proposed in September 2011 as part of a deficit-reduction plan.&lt;br /&gt;
The 2013 budget updated the amount of savings expected from recapturing a retirement-fund surplus and other steps to $25 billion over 11 years. Last year's plan forecast savings of $19 billion over 10 years.&lt;br /&gt;
The president's updated proposal comes as pressure mounts on Congress to pass legislation overhauling the Postal Service. The agency announced last week it lost $3.3 billion in its most recent quarter, much of it due to a payment to prefund retiree health benefits.&lt;br /&gt;
"Congress and the administration are in agreement that key reforms and resources are necessary if we hope to help the Postal Service recover and thrive," said Democratic Senator Thomas Carper in a statement.&lt;br /&gt;
So far, agreement that reform is needed has been overshadowed by disagreements over post office closings, ending Saturday mail delivery and restructuring benefit obligations.&lt;br /&gt;
Eroding mail volumes have hurt the Postal Service as consumers send more email and pay bills online. At the same time, the agency is struggling with high costs, including the prefunding retiree payment, putting the USPS on the brink of insolvency.&lt;br /&gt;
The White House plan would reduce the prefunding payments in the short-term, and allow USPS to offer more services to state and local governments and raise postage rates. Many of these proposals appear in a U.S. Senate bill from Carper and others.&lt;br /&gt;
But lawmakers remain split on how to help the USPS, which relies on the sale of stamps and other products rather than taxpayer funding. Some want to eliminate the prefunding, while others say that could lead to a taxpayer bailout of USPS benefits. &lt;span style="color: red;"&gt;Raising postage rates is controversial, as is ending Saturday delivery.&lt;/span&gt;"(The president) is wrong to suggest the ending of Saturday mail delivery service," Independent Senator Bernie Sanders told Reuters. "In the long run, if the Postal Service is to grow and become financially stronger, speed and maintaining the current mail delivery standards are terribly important."&lt;br /&gt;
Rural lawmakers have criticized bills in the House of Representatives and Senate for allowing the Postal Service to close some post offices and processing facilities. The White House plan is silent on the issue.&lt;br /&gt;
The agency is considering closing thousands of facilities this year. Postal officials agreed to a moratorium on closings until mid-May but are continuing to look at which facilities should close.&lt;br /&gt;
More than 100 lawmakers in the House sent a letter to Postmaster General Patrick Donahoe on Monday calling for the agency to consider obtaining more data before closing post offices. They cited a recent report from the Postal Regulatory Commission that said the service could have done more analysis to determine which post offices to close.&lt;br /&gt;
"The closure of post offices, stations and branches will undoubtedly affect communities and lead to the loss of middle class jobs," the letter states.&lt;br /&gt;

ATHENS, Greece (AP) — &lt;span style="color: red; font-size: large;"&gt;Rioting &lt;span style="font-size: x-large;"&gt;spread&lt;/span&gt; across central Athens and at least seven buildings went up in flames amid mass protests late Sunday&lt;/span&gt;, as lawmakers debated harsh cutbacks demanded to keep the country solvent and within the eurozone.&lt;br /&gt;
TV footage showed a three-story corner building completely engulfed in flames with riot officers looking on from the street, and firefighters trying to douse the blaze. The buildings set ablaze included a bank, a mobile phone dealership, a glassware store and a cafeteria, the fire department said. It was not immediately clear whether there was anyone inside the burning buildings.&lt;br /&gt;
&lt;span style="color: red; font-size: large;"&gt;Clashes erupted across the city center after more than 100,000 protesters marched to parliament to rally against drastic austerity cuts that will force firings in the civil service and slash the minimum wage. &lt;/span&gt;Riot police fired dozens of tear gas volleys to clear the streets around parliament of rioting youths, who attacked them with firebombs, fireworks and chunks of marble smashed off the fronts of luxury hotels, banks and department stores.&lt;br /&gt;
Authorities said several protesters and police were injured, while an unspecified number of suspected rioters were detained.&lt;br /&gt;
Prime Minister Lucas Papademos' government — an unlikely coalition of the majority Socialists and their main foes, the conservative New Democracy — was expected to carry the vote, even by a narrow margin.&lt;br /&gt;
Combined, they control 236 of Parliament's 300 seats, although at least 20 lawmakers from both main parties said they would not back the new private sector wage cuts, pension reductions and civil service layoffs dictated by the draft austerity program.&lt;br /&gt;
"There are very few such moments in the history of a nation," Finance Minister Evangelos Venizelos said. "Our country has an acute issue of survival."&lt;br /&gt;
"The question is not whether some salaries and pensions will be curtailed, but whether we will be able to pay even these reduced wages and pensions," he added. "When you have to choose between bad and worse, you will pick what is bad to avoid what is worse."&lt;br /&gt;

ATHENS, Greece (AP) — &lt;span style="color: red; font-size: large;"&gt;Greek lawmakers on Monday approved harsh new austerity measures demanded by bailout creditors to save the debt-crippled nation from bankruptcy, after riots in Athens and other cities left stores looted and burned and more than 120 people hurt.&lt;/span&gt;The&lt;span style="color: red;"&gt; historic vote&lt;/span&gt; paves the way for Greece's European partners and the International Monetary Fund to release $170 billion (euro130 billion) in new rescue loans, without which Greece would default on its mountain of debt next month and likely leave the eurozone — a scenario that would further roil global markets.&lt;br /&gt;
&lt;span style="color: red;"&gt;Lawmakers voted 199-74 in favor of the cutbacks, despite strong dissent among the two main coalition members.&lt;/span&gt;In response, the Socialists and conservatives expelled 22 and 21 lawmakers, respectively, reducing their majority in the 300-seat parliament from 236 to 193.&lt;br /&gt;
&lt;span style="color: red; font-size: large;"&gt;Violence was also &lt;span style="font-size: x-large;"&gt;reported in six other cities&lt;/span&gt;, the worst in central Volos where the town hall and a tax office were damaged by fire, police said.&lt;/span&gt;Sunday's clashes erupted after more than 100,000 protesters marched to the parliament to rally against the drastic cuts, which will ax one in five civil service jobs and slash the minimum wage by more than a fifth.&lt;br /&gt;
&lt;span style="color: red; font-size: large;"&gt;At least 45 businesses were damaged by fire&lt;/span&gt;, including several historic buildings, movie theaters, banks and a cafeteria, in the worst riot damage in Athens in years. Fifty police officers were injured and at least 70 protesters were hospitalized. Sixty-seven suspected rioters were arrested and a further 70 detained.&lt;br /&gt;
Prime Minister Lucas Papademos urged calm.&lt;br /&gt;
"Vandalism and destruction have no place in a democracy and will not be tolerated," Papademos told Parliament just before the vote. &lt;span style="color: red; font-size: large;"&gt;"I call on the public to show calm. At these crucial times, we do not have the luxury of this type of protest. I think everyone is aware of how serious the situation is."&lt;/span&gt;Since May 2010, Greece has survived on a $145 billion (euro110 billion) bailout from its European partners and the International Monetary Fund. When that proved insufficient, the new rescue package was approved. The deal, which has not yet been finalized, will be combined with a massive&lt;span style="color: orange;"&gt; &lt;/span&gt;&lt;span style="color: red;"&gt;bond swap deal to write off half the country's privately held debt.&lt;/span&gt;But for both deals to materialize, Greece had to persuade its deeply skeptical creditors that it has the will to implement spending cuts and public sector reforms that will end years of fiscal profligacy and tame gaping budget deficits.&lt;br /&gt;
As protests raged Sunday, demonstrators set bonfires in front of parliament and dozens of riot police formed lines to keep them from making a run on the building. Security forces fired dozens of tear gas volleys at rioters, who attacked them with firebombs and chunks of marble broken off the fronts of luxury hotels, banks and department stores.&lt;br /&gt;
Clouds of tear gas drifted across the square, and many in the crowd wore gas masks or had their faces covered, while others carried Greek flags and banners. Masked rioters also attacked a police station with petrol bombs and stones.&lt;br /&gt;
A three-story building was completely consumed by flames as firefighters struggled to douse the blaze. Streets were strewn with stones, smashed glass and burnt wreckage, while terrified passers-by sought refuge in hotel lounges and cafeterias.&lt;br /&gt;
Scores of bat-wielding youths smashed property at will for several hours, leaving broken traffic lights hanging from poles, and chairs and tables from looted coffee shops dumped on the street. Ambulances weaved through narrow backstreets to ferry the injured to hospital, dodging burning trash bins and the running battles between rioters and police.&lt;br /&gt;
"I've had it! I can't take it any more. There's no point in living in this country any more," said a distraught shop owner walking through his smashed and looted optician store.&lt;br /&gt;
Athens Mayor Giorgos Kaminis said rioters tried to storm the City Hall building, but were repelled. "Once again, the city is being used as a lever to try to destabilize the country," he said.&lt;br /&gt;
In parliament, Finance Minister Evangelos Venizelos said the new austerity measures were vital to the country's very economic survival.&lt;br /&gt;

German Finance Minister Wolfgang Schaeuble was quoted as telling the Welt am Sonntag newspaper on Sunday that Greece "cannot be a bottomless pit."&lt;br /&gt;
Highlighting previous pledges he said weren't kept, Schaeuble said "that is why Greece's promises aren't enough for us any more."&lt;br /&gt;
Asked whether Greece has a long-term future in the eurozone, Germany's Vice Chancellor Philip Roesler said "that is now in the hands of the Greeks alone."&lt;br /&gt;
"It is not enough just to give financial aid — they must tackle the second cause of the crisis, the lack of economic competitiveness," he told said ARD television. "For that, they need ... massive structural reforms. Otherwise Greece will not get out of the crisis."&lt;br /&gt;
Introducing the legislation Sunday, Socialist lawmaker Sofia Yiannaka said the intense pressure from Greece's EU partners to pass the measures was the result of delays in implementing already agreed reforms.&lt;br /&gt;
"The delays have our imprint. We should not blame foreigners for them," she said. "We have finally found out that you have to pay back what you have borrowed."&lt;br /&gt;

Middle East peace Quartet envoy Tony Blair met Palestinian president Mahmud Abbas in Amman on Saturday to discuss the stalled peace process, Blair's office said.&lt;/span&gt;A statement said Blair reaffirmed to Abbas the Quartet and international community's "commitment" to the peace process, "and the need to launch credible and serious negotiations in order to reach the two-state solution."&lt;br /&gt;
The British former premier also briefed Abbas on his talks with the Israeli government "on a range of issues."&lt;br /&gt;
A statement from Abbas's office carried by the official Palestinian news agency said the two discussed&lt;span style="color: red; font-size: large;"&gt; "developments in the peace process in light of Israeli intransigence to not halt settlement activity."&lt;/span&gt;Abbas will update the Arab League's follow-up committee on the peace process in Cairo on Sunday.&lt;br /&gt;
Last month's five rounds of "exploratory talks" between Israeli and Palestinian negotiators, sponsored by the peacemaking Quartet, ended without a deal to continue discussions or return to direct negotiations.&lt;br /&gt;
The Palestinians have accused Israel of failing to present proposals on borders and security called for by the Quartet, which groups the United Nations, United States, European Union and Russia.&lt;br /&gt;
&lt;span style="color: red; font-size: large;"&gt;Palestinian officials repeatedly warned they would not continue talks after January 26 unless Israel froze settlement construction and agreed to base any future talks on the lines which existed before the 1967 Six-Day War.&lt;/span&gt;&lt;br /&gt;
Blair and Abbas also discussed the reconciliation between Fatah and Hamas, Blair's bureau said.&lt;br /&gt;
The Palestinian leadership on Thursday endorsed the recent accord signed by Abbas and Hamas leader Khaled Meshaal in Doha, placing Abbas at the head of an interim government to supervise the run-up to elections later this year.&lt;br /&gt;
Israel has made clear its opposition to the agreement, warning Abbas that he could not reconcile with the Islamist Hamas which rules the Gaza Strip and at the same time hold talks with the Jewish state.&lt;br /&gt;
On Saturday, the Hamas prime minister of Gaza Ismail Haniya vowed during a visit to Iran that his movement "will never recognise Israel."&lt;/blockquote&gt;&lt;br /&gt;

AMMAN (Reuters) - &lt;span style="color: red; font-size: large;"&gt;Violence flared across Syria, including bomb attacks that killed at least 28 people in Aleppo, while at the United Nations diplomats said a new effort was afoot to gain backing for an Arab peace plan to end 11 months of bloodshed in the country.&lt;/span&gt;&lt;br /&gt;
The &lt;span style="color: red; font-size: large;"&gt;two Aleppo bombings on Friday were the worst attack to hit the country's commercial hub &lt;/span&gt;during the revolt against the 42-year dynastic rule by the family of President Bashar al-Assad.&lt;br /&gt;
Mangled bodies and severed limbs lay on the pavement&lt;span style="color: red; font-size: large;"&gt; outside the military and security service buildings that were targeted&lt;/span&gt; - as shown in live footage on Syrian television, which has consistently portrayed the revolt against President Assad as the work of foreign-backed "terrorists".&lt;br /&gt;
No one claimed responsibility for the Aleppo bombings but they took place as Assad's forces grow more ferocious in operations to crush the uprising. Some opposition figures accused the government of manipulating events to discredit them.&lt;br /&gt;
&lt;span style="color: red;"&gt;Friday saw more unrest across the country, with activists reporting that security forces opened fire in Latakia, in the town of Dael in Deraa province, and elsewhere to break up demonstrations taking place after weekly Muslim prayers.&lt;/span&gt;&lt;br /&gt;
&lt;span style="color: red; font-size: large;"&gt;In Damascus, members of the Free Syrian Army fought for four hours with troops backed by armored vehicles who had entered al-Qaboun neighborhood in the north of the capital during a protest one mile from the main Abbaside Square, activists said.&lt;/span&gt;&lt;br /&gt;
The rebels said they had sustained several casualties but it was not known if any had died of their wounds.&lt;br /&gt;
In the western city of Homs, where a week of bombardments has killed dozens of civilians and drawn condemnation from world leaders, four people were killed in the opposition-held neighborhoods of Baba Amro and Bab Sebaa, the activist Syrian Observatory for Human Rights said.&lt;br /&gt;
Troops also opened fire as worshippers left a mosque in Homs after Friday prayers.&lt;br /&gt;
Activists in Homs said shelling started up again in the morning and they feared a big push was imminent to storm residential areas of the city that has come to symbolize the plight of those opposing the Assad government.&lt;br /&gt;
"The carnage in Homs continues and the martyrdom of the Syrian people continues," French Foreign Ministry spokesman Bernard Valero said. "Not only are we seeing an army that is massacring its own people, but for the Syrian army hospitals and doctors have become systematic targets for repression."&lt;br /&gt;
SAUDI PLAN AT UNITED NATIONS&lt;br /&gt;
&lt;span style="color: red; font-size: large;"&gt;At the United Nations, Saudi Arabia circulated a draft resolution backing an Arab peace plan for Syria among members of the U.N. General Assembly on Friday&lt;/span&gt; after a similar text was vetoed in the Security Council last week by Russia and China, diplomats said.&lt;br /&gt;
The new draft appeared as two advisers to U.N. Secretary-General Ban Ki-moon repeated a warning that Syrian government attacks on civilians could amount to crimes against humanity.&lt;br /&gt;
Like the failed council resolution, the assembly draft &lt;span style="color: red;"&gt;"fully supports" the Arab League plan floated last month, which among other things calls for President Assad to step aside.&lt;/span&gt;&lt;br /&gt;
Russia and China cast their vetoes in the council last Saturday saying the draft there was unbalanced and failed to blame Syria's opposition, along with the government, for violence that has killed over 5,000 people, according to U.N. figures.&lt;br /&gt;
There are no vetoes in the General Assembly. The 193-nation body's resolutions have no legal force, unlike those of the Security Council, but &lt;span style="color: red; font-size: large;"&gt;were the Syria text to pass it would add to pressure on Assad and his government.&lt;/span&gt;&lt;br /&gt;
The assembly is due to discuss Syria on Monday, when it will be addressed by U.N. human rights chief Navi Pillay. Diplomats said the resolution was not expected to be voted on then, but that there could be a vote later next week.&lt;br /&gt;
The assembly draft, seen by Reuters, broadly follows the one voted down in the council. While calling for an end to violence by all sides, it lays blame primarily on the Syrian authorities, whom it strongly condemns for "continued widespread and systematic violations of human rights and fundamental freedoms."&lt;br /&gt;
The draft urges accountability for those guilty of human rights violations, but makes no specific mention of the International Criminal Court, to which Pillay has said Syrian officials should be sent. Only the Security Council can refer Syria to the court - an unlikely move given its divisions.&lt;br /&gt;
In one addition to the council text, the assembly draft invites Secretary-General Ban to appoint a special envoy for Syria - a proposal that Arab League Secretary-General Nabil Elaraby put to the U.N. chief earlier this week.&lt;br /&gt;
In a statement, Francis Deng, Ban's adviser on prevention of genocide, and Edward Luck, his adviser on the responsibility to protect, said they were alarmed by Syrian security forces' "indiscriminate fire" on densely populated areas of the city of Homs.&lt;br /&gt;
Reiterating a warning from last July, they said such attacks could constitute crimes against humanity under international law. "The presence of armed elements among the population does not render attacks against civilians legal," they said.&lt;br /&gt;

CAIRO (AP) — &lt;span style="color: red; font-size: large;"&gt;Egypt's military rulers warned Friday that the country faces conspiracies that seek to topple the state and spread chaos, one day before activists plan to mark the anniversary of the ouster of President Hosni Mubarak with protests and a general strike.&lt;/span&gt;&lt;br /&gt;
&lt;span style="color: red;"&gt;In a statement read on state TV Friday, the Supreme Council of the Armed Forces that took power when Mubarak stepped down on &lt;a href="http://jdcpredictions.blogspot.com/2011/02/211-pertaining-to-announcement-or.html" target="_blank"&gt;&lt;strong&gt;Feb. 11, 2011&lt;/strong&gt;&lt;/a&gt;, &lt;span style="font-size: large;"&gt;said it would not bow to pressures to accelerate the transition to civilian rule.&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;
&lt;span style="color: red;"&gt;"Never will we bow to threats, nor succumb to pressures, nor accept ultimatums,"&lt;/span&gt; it said.&lt;br /&gt;
Activists have continued to protest against the army, accusing it of botching the transition to democracy, and calling for an immediate power transfer to a civilian authority.&lt;br /&gt;
In an effort to increase pressure on the army, protest groups have called for a rolling general strike to begin Saturday.&lt;br /&gt;
The message appeared to be aimed at discouraging the strike.&lt;br /&gt;
Egypt is facing efforts to strike "a mortal blow" to the revolution by sewing discord between the army and the people, the statement said.&lt;br /&gt;
Without naming any culprits, it said Egypt was facing plots to topple the state.&lt;br /&gt;
"We face conspiracies hatched against the homeland, whose goal is to undermine the institutions of the Egyptian state and whose aim is to topple the state itself so that chaos reigns and destruction spreads," it said.&lt;br /&gt;
Egyptian officials and military leaders have often blamed unnamed actors and "foreign hands" for fomenting unrest in Egypt.&lt;br /&gt;
The generals and the military-backed government have been critical of the strike call, casting it as another example of foreign attempts to weaken Egypt. The state media and a Facebook page affiliated with the ruling generals accused the U.S. of using local institutions, such as the American University in Cairo, to agitate for the strike.&lt;br /&gt;
It is unclear how many people will participate in the strike. Continued unrest since Mubarak's ouster has battered Egypt's economy, leading some to criticize the continued protests for preventing a recovery.&lt;br /&gt;

TRIPOLI (Reuters) - &lt;span style="color: red; font-size: large;"&gt;Muammar Gaddafi's son Saadi warned on Friday of an imminent uprising in Libya,&lt;/span&gt; saying he was in regular contact with people in the country who were unhappy with the authorities put in place after the ousting and killing of his father.&lt;br /&gt;
Speaking to Al-Arabiya television by phone - &lt;span style="color: red;"&gt;the first time he has spoken publicly in months&lt;/span&gt; - Saadi said he wanted to return to Libya "at any minute" after escaping across the border to Niger when National Transitional Council forces captured the capital Tripoli in August.&lt;br /&gt;
He said he was in contact from Niger with the army, the militias, the NTC and other members of the Gaddafi family. It was impossible to verify where he was calling from as the station showed only an old still picture of Saadi as a backdrop to his words.&lt;br /&gt;
&lt;span style="color: red; font-size: large;"&gt;"First of all, it is not going to be an uprising limited to some areas. It will cover all the regions of the Jamahiriya and this uprising does exist and I am following and witnessing this as it grows bigger by the day,"&lt;/span&gt; he said, referring to Libya.&lt;br /&gt;
"There will be a great uprising in the south, in the east, in the centre and in the west. All the regions of Libya will witness this new popular uprising."&lt;br /&gt;
A transitional government appointed in November is leading the country to elections in June but is struggling to restore services and impose order on myriad armed groups.&lt;br /&gt;
These groups fought hard in the campaign to topple Gaddafi but still refuse to hand in their weapons.&lt;br /&gt;
The government lost control of the former Gaddafi stronghold of Bani Walid last month after local people staged an armed revolt, posing the gravest challenge yet to the NTC's authority.&lt;br /&gt;
However elders in the desert city dismissed accusations they wanted to restore the late dictator's family to power or had any ambitions beyond their local area.&lt;br /&gt;
Saadi told Al-Arabiya: "The Libyan people should revolt against these militias and against this deteriorating situation. The NTC is not a legitimate body ... and is not in control of the militias," he added.&lt;span style="color: red; font-size: large;"&gt; "We call on all to be ready for the coming uprising."&lt;/span&gt;&lt;br /&gt;
"We have to exert pressure to change this situation and to remove this evil doing that exists in Libya. We do not know any such thing as elections. We are a Muslim nation," he said.&lt;br /&gt;
ANNIVERSARY&lt;br /&gt;
Government officials were not immediately available for comment. Mohammed al-Alagy, former interim justice minister and who now heads the human rights council, told Al-Arabiya Saadi's comments were "an attempt to drive a wedge between the Libyan people."&lt;br /&gt;
Saadi, a businessman and former professional footballer, said he was in contact with people in Libya. Interpol last year issued a "red notice" requesting member states to arrest Saadi with a view to extradition if they find him in their territory.&lt;br /&gt;
"I have daily communications with Libya from Niger and these contacts are not just to start the uprising but also to follow up the status of our tribes, our relatives and the people," he said.&lt;br /&gt;
"The situation of the people is deteriorating. I am in contact with the militias, the tribes, the NTC and the national army. I can confirm that more than 70 percent of those who are in Libya now whether they support the February 17th (revolution) or not, all are not satisfied with the situation and are ready to cooperate to change this situation."&lt;br /&gt;
Libya is preparing for the first anniversary of the start of the February 17 uprising which began in the eastern city of Benghazi. Libyan armed forces chief Yousef al-Mangoush this week said there were concerns for potential sabotage of the anniversary by Gaddafi loyalists.&lt;br /&gt;
"A large number of February 17th members do regret this and we are now in full cooperation with the February 17th and our supporters to change this deteriorating situation," Saadi said. "As for my return, yes I must return to Libya and this will happen at any minute. If I do return I will prevent any revenge."&lt;br /&gt;
Saadi said he was also in contact with his family members. Gaddafi's wife Safiya, his daughter Aisha and his sons Mohammed and Hannibal fled to Algeria in August. Saadi's brother Saif al-Islam was captured in the Sahara desert in November and is now being held in the town of Zintan.&lt;br /&gt;
"I am in contact with my family inside and outside Libya and in the neighboring countries and in Europe," Saadi said.&lt;br /&gt;
"I call on all the elders, the youth, the militias and the tribes to come and to sit with each other and to negotiate with each other and to come up with a true reconciliation."&lt;br /&gt;
Mexican authorities said in December they had uncovered and stopped an international plot to smuggle Saadi into the country using fake names and false papers.&lt;br /&gt;

A grand jury will review the case of a man charged last week with killing his mother and concealing her body in a Herbie container.&lt;br /&gt;
&lt;span style="color: red; font-size: large;"&gt;Mark &lt;strong&gt;&lt;span style="font-size: x-large;"&gt;Cave&lt;/span&gt;&lt;/strong&gt; was scheduled to appear in Fayette District Court on Thursday &lt;/span&gt;for a preliminary hearing to determine whether there was enough evidence to proceed with the case. However, the case was immediately waived to a grand jury.&lt;br /&gt;
&lt;span style="color: red;"&gt;Cave, 27, is charged with first-degree murder and tampering with evidence in&lt;span style="font-size: large;"&gt; the slaying of Sharon Cave-Howard. Cave-Howard, 54&lt;/span&gt;&lt;/span&gt;, had been reported missing in December. Police said Cave admitted to killing his mother. &lt;br /&gt;

&lt;span style="color: red;"&gt;Firefighters had to hoist a woman up a 100-foot embankment Thursday&lt;/span&gt; morning after she crashed her car off Highway 154, the Santa Barbara County Fire Department says.&lt;br /&gt;
The crash happened just after 11:40a.m. &lt;span style="color: red; font-size: large;"&gt;east of Painted Cave Road.&lt;/span&gt;&lt;br /&gt;
The Santa Barbara County Fire Department says firefighters used a rope system to rescue the driver.&lt;br /&gt;
She was taken to the hospital with moderate injuries.&lt;br /&gt;

&lt;span style="color: red; font-size: large;"&gt;&lt;span style="font-size: x-large;"&gt;South West&lt;/span&gt; Water (SWW) has been fined for neglecting three of its small sewage treatment works.&lt;/span&gt;The "history of failures" were at the Treskinnick works in Cornwall, Black Dog near Crediton in Devon and the Holcombe Rogus works in Somerset.&lt;br /&gt;
In each instance, the Environment Agency said SWW had been notified of sub-standard conditions, but failed to rectify them.&lt;br /&gt;
Bodmin Magistrates' Court ordered SWW to pay £33,000 in fines and cost.&lt;br /&gt;
The Environment Agency, who brought the case, told the court Treskinnick - which serves a rural hamlet of about 30 - had failed initial inspections in 2009 and 2010.&lt;br /&gt;
When officers carried out another inspection in May last year, they found a filter bed which was not working.&lt;br /&gt;
"Odorous and black" effluent from the works was polluting a nearby stream and copious amounts of sewage fungus were present on the stream bed. &lt;br /&gt;
The pollution killed most of the aquatic life in the stream over a distance of 600m (0.4 mile) and also affected a larger watercourse which flows into Widemouth Bay, which is a popular surfing beach.&lt;br /&gt;
The court was told there had been several of breaches of consent at Black Dog and Holcombe Rogus in 2010 and 2011.&lt;br /&gt;
The "sub-standard" conditions were "avoidable" and had been caused by a lack of maintenance, an Environment Agency spokeswoman said.&lt;br /&gt;
"Even small sewage treatment works' require maintenance and investment and should not be neglected by site operators," Louise Weller said.&lt;br /&gt;
The water company, which pleaded guilty to five offences under the Environmental Permitting Act, was fined £7,000 for each sewage treatment works and ordered to pay £12,000 in costs.&lt;/blockquote&gt;&lt;strong&gt;&lt;span style="font-size: large;"&gt;Match #2&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;

&lt;span style="color: red; font-size: large;"&gt;The thousands who fled the ongoing Tuareg rebellion in Mali to seek refuge in western Niger are suffering from a severe food-and-&lt;span style="font-size: x-large;"&gt;water shortage&lt;/span&gt;, local officials and aid providers say.&lt;/span&gt;&lt;br /&gt;
"We must fear a humanitarian catastrophe, if nothing is done," Boureima Issaka of the Niger-based aid group Timidria said in Chinegodar, a small village that has seen an influx of some 6,000 refugees in less than a month.&lt;br /&gt;
&lt;span style="color: red;"&gt;They have sought shelter from a conflict in Mali between government troops and armed rebels that has caused dozens of casualties on either side.&lt;/span&gt;&lt;br /&gt;
The combat began on January 17, when the Azawad National Liberation Movement (MNLA) launched an attack in northern Mali -- the largest offensive by Tuareg rebels since 2009 -- sparking clashes with the army.&lt;br /&gt;
Malian civilians have since fled to neighbouring west African countries Mauritania and Burkina Faso, as well as Niger, which has struggled with its own Tuareg rebellions in the past.&lt;br /&gt;
Western Niger's small village of Chinegodar, 10 kilometres (six miles) from the border, has grappled with&lt;span style="color: red; font-size: large;"&gt; a food crisis following a country-wide drought&lt;/span&gt; and the influx of refugees has further stretched resources.&lt;br /&gt;
"We shared with them what little food we had, there is nothing left to eat," Chinegodar village chief Abdoulaye Mohamed told the AFP.&lt;br /&gt;
&lt;span style="color: red; font-size: large;"&gt;The village, which normally numbers 1,600 residents, has also seen its only well dry up, prompting a severe water shortage, according to the village chief.&lt;/span&gt;&lt;br /&gt;
&lt;span style="color: red;"&gt;Children are among those suffering from malnutrition and dehydration in the refugee camp.&lt;/span&gt;&lt;br /&gt;
"These children are terribly hungry; we can hear their crying every night," said Balki, a Chinegodar resident who is sheltering 10 of the refugees in her modest home.&lt;br /&gt;
According to officials and aid groups, about 10,000 people fleeing the Tuareg rebellion in northern Mali and reprisal attacks in Bamako have crossed into Niger, more than 4,500 into Mauritania and 1,500 into Burkina Faso.&lt;br /&gt;
General conditions in the Niger refugee camp are also poor, according to Boureima Issaka, the aid worker.&lt;br /&gt;
"The majority of people no longer bathe; they sleep under the stars at the mercy of wind, cold nights, scorpions and snakes," Issaka said.&lt;br /&gt;
Shelters made of blankets and cloth protect the refugees from the hot sun and cold nights, but the situation remains bleak.&lt;br /&gt;
&lt;span style="color: red;"&gt;A United Nations mission visited the village last week and found conditions to be extremely difficult and the hygiene deplorable, prompting fear of a cholera epidemic.&lt;/span&gt;&lt;br /&gt;
The crisis is compounded by the fact that the Malian region of Menaka -- one of the main flashpoints in the latest fighting -- was the principal source of essential commodities for Chinegodar.&lt;br /&gt;
For now, the Chinegodar mayor's office has offered the refugee camp half a tonne of cereal, Doctors Without Borders provided a few boxes of medicine and the International Committee of the Red Cross (ICRC) is working on the water supply.&lt;br /&gt;
The refugees themselves leave early in the morning to pick berries or pods of "Dani," a thorny plant sought out in times of scarcity.&lt;br /&gt;
Still, some refugees have not eaten in days and wait anxiously for aid.&lt;br /&gt;
