The average test positivity rate for the last three days is 12.1%. TPR is above 10% in 11 districts and Malappuram district has the highest TPR of 17%.&lt;br /&gt;&lt;br /&gt;&lt;div&gt;Briefing the media, the Chief Minister said, “In the context of the Covid spread, Central and State Government Offices, Public Offices, Public Sector Undertakings, Companies, Commissions, and Corporation offices in Category A and B local bodies can function with up to 50% of staff and up to 25% in Category C areas. Only essential services will operate in Category D. The remaining 50% staff A &amp;amp; B places and 75% in C, and officers from all sectors should be involved in Covid prevention activities. District collectors should take the initiative to give them the responsibility for the work. Since only essential services operate in the D category, the vast majority of employees will be part of the preventive measures. Areas with a high prevalence of the disease are considered clusters. At the same time, a micro-containment system will be introduced.”&lt;br /&gt;&lt;br /&gt;The CM added that vaccination should be combined with contact tracing and testing. 'Kerala has already been assessed nationally as an effective vaccination state. We are at the forefront of the zero waste stage and higher dose vaccination. At least 60% of the population in the community needs to be vaccinated to achieve herd immunity to the disease. A third wave is unlikely to occur if herd immunity is achieved to the required level by strictly following the Covid protocol. The third wave will not occur naturally. It is caused by the flaws in Covid control and failures in vaccine supply. So at this stage, the state government is trying to give at least one dose of vaccination to everyone as soon as possible. Everyone should be careful to avoid small and large crowded situations where there is a risk of rapid spread due to the presence of delta virus.'&lt;br /&gt;&lt;br /&gt;17,518 new Covid-19 cases were reported in Kerala today from 1,28,489 sample tests in the last one day with a TPR of 13.63%. Meanwhile, 132 recent deaths were confirmed as caused by Covid taking the related death toll in the State to 15,871. Today 11,067 patients tested negative having recovered from the disease. At present, there are 1,35,198 patients under treatment in the State. There are 271 LSG areas with a TPR above 15%.&lt;br /&gt;&lt;br /&gt;The Chief Minister informed that vaccine distribution in the state is progressing well. 'So far, 1,77,09,529 people have been vaccinated. Of these, 1,24,64,589 received a single dose of vaccine and 52,44,940 have received both doses. The Department of Health has launched a campaign to give Covid vaccine to all pregnant women. Those who can register on their own will be encouraged to do so. People who do not have access to smartphones and computers are vaccinated by registering with the help of Asha activists. The powers of the District Panchayat and the Village Dweep Panchayat has been transferred to the Administrator. As a result, the vast majority of the islanders will lose their democratic rights.&lt;br /&gt;&lt;br /&gt;As part of protecting the island community's habitat, culture and security, the existing law states that no one outside the island has the right to purchase land there. Similar law prevails in many parts of India also. But reforms are also being implemented as part of making changes to it. There is a directive that the ownership of the land and the building should be renewed every three years. Failure to do so will result in a fine of Rs 2 lakhs and a fine of Rs 20,000 per day. This process is increasingly becoming impractical for those who work and live in far off places.&lt;br /&gt;&lt;br /&gt;Kerala and Lakshadweep are regions that have been intertwined for centuries. Many of the islands were under the administration of the Arakkal dynasty of Kannur prior to the British occupation, Until November 1, 1956, Lakshadweep was part of the then Malabar District. Lakshadweep has a way of life and culture that is closely associated with Kerala. Malayalam is their main language. There are Malayalam and English medium schools on the island. Major institutions including the High Court are functioning in Kochi. Freight arrivals and departures are based on the ports of Kochi and Beypore. Attempts are now being made to break this historically interdependent relationship.&lt;br /&gt;&lt;br /&gt;The encroachment on the culturally unique features of Lakshadweep and its distinctive way of life cannot be accepted for any reason. In many parts of the world, strong resistance has arisen wherever there have been attempts to undermine the living conditions of the people. Thus there are many people who became orphans in their own country. That should be the lesson and such heinous acts should not happen in India. All sectarian separatist movements are carried out in the interests of the forces that oppose the unity of the country. Seen from that historical context, the future of Lakshadweep is worrying. There are concerns that it will go unnoticed on the minds of the entire Indian people and Kerala shares that concern. It is an attack on the cultural identity that people value, in a way that beats even the actions of the colonial rulers. This is completely alien in a democratic culture with a pluralistic face. Therefore, anyone who upholds constitutional values must register a strong disagreement with the actions of the Lakshadweep Administrator.&lt;br /&gt;&lt;br /&gt;The activities taking place in Lakshadweep today should be seen as a practical lab of the Sangh Parivar agenda. They are trying to change the culture, language, way of life, and food of the people in a way that suits them. They are also taking steps to disrupt the livelihoods of the people and give a red carpet welcome to the corporates. Strong opposition must be raised against this attempt to enslave people to corporate interests and Hindutva politics. Only then can the vision of ‘unity in diversity' that underpins the very existence of the Indian nation as envisioned by the national freedom movement be preserved.&lt;br /&gt;&lt;br /&gt;The Central Government has a responsibility to ensure that the unique characteristics of the Union Territory of Lakshadweep and its people is preserved. The Home Secretary and the Health Secretary are already working to ensure the availability of oxygen. The Secretary, Department of Industries has also been directed to liaise with the industry regarding the availability of oxygen. The road development, which is part of the Bharat Mala project, is being built in hybrid annuity mode along with maintenance of 15 years.&lt;br /&gt;&lt;br /&gt;Ahmedabad-based Adani Group, Hyderabad-based Megha and KNR groups also participated in the global tender. The Uralungal Society won the contract in competition with these groups. Uralungal is also the only co-operative society in the country that can undertake such activities.&lt;br /&gt;&lt;br /&gt;The Society got the contract for the first stretch from the state border for ₹1704.125 crore. This is ₹132 crore less than the second lowest bid.  Adani Group bid ₹1836.49 crore, Megha Group bid ₹1965.99 crore and KNR Group bid ₹2199.00 crore.&lt;br /&gt;&lt;br /&gt;The construction period is two years. The estimated cost is ₹1268.53 crores. Only 40 percent of the contractual amount will be allotted during the construction phase. The rest of the amount will be given as 30 installments during the remaining 15 years. The contractor, Uralungal Society, would have to secure 60 percent of the construction cost and also bear the interests on its own.&lt;br /&gt;&lt;br /&gt;The tender process for 11 stretches from Thalappadi to Kodungallur and three stretches from Paravur in Alappuzha district to Kadampattukonam for the six-laning project from Kasaragod to Thiruvananthapuram has been completed. He was speaking during the virtual inauguration ceremony of the Rs 3,000 crores Kochi-Mangalore LNG pipeline project by Prime Minister, Shri Narendra Modi.&lt;br /&gt;&lt;br /&gt;In his address, the CM said, “The government overcame all obstacles of the project by addressing the legitimate concerns of the people. He recalled that in 2014, GAIL had suspended all work on the pipeline due to several issues that cropped up. Of the 450 km long Kochi-Mangalore pipeline, 414 km is in Kerala. It is natural for people to face difficulties when implementing big development projects but despite these problems, they cooperated with the project. This happened because the government was able to convince them that this project is crucial for the all-round development of Kerala.”&lt;br /&gt;&lt;br /&gt;&lt;div&gt;The project was completed after overcoming many legal hurdles and protests. The biggest challenge was to lay the pipe through densely populated areas, hilly areas and under rivers but GAIL officials worked resolutely to complete the project.&lt;br /&gt;&lt;br /&gt;The CM congratulated the GAIL officials, District administrators, police and other government departments who worked together to overcome the obstacles. He also congratulated the workers who toiled tirelessly to complete the project despite the challenges like the floods, the Nipah virus and the Covid pandemic.&lt;br /&gt;&lt;br /&gt;The completion of the pipeline project will help expand the city gas supply chain thereby, increasing the availability of natural gas for domestic use. The project will also help in the development of FACT and the realisation of the proposed Petrochemicals Park. The project was revived in 2016 when this government came to power. The compensation was doubled and populated areas were excluded from laying pipes as much as possible. The width of the land required was cut down from 30 meters to 10 meters. Those with less than 10 cents of land were given permission to build a house on the land apart from Rs 5 lakh in relief. The compensation for lost crops was raised.&lt;br /&gt;&lt;br /&gt;The government constantly intervened to address the concerns and grievances of the locals regarding land acquisition, compensation and security. The CM directly and continuously monitored the progress of the project. As a result, the government was able to lay 330 km of pipelines within the first 1,000 days. Meanwhile, 28 deaths were confirmed as being caused by Covid and the related death toll in the state is now 2,298.&lt;/p&gt;&lt;p&gt;56,993 samples were tested during the last 24 hours and the test positivity rate is 11.08%.
