The license agreement with the Railroad for the Tiger Trail project was moved to the regular agenda for further discussion during the council meeting this week.   In order to build any structure around a railroad right of way, there must be a license agreement.  Public Works Director Joe Stapf explained that it’s a standard document that must be prepared in their language.  “It’s their way or the railway”.  The license agreement moved forward 5 to 2, the entire project would go nowhere without this agreement.  That’s not to say the entire project is a done deal.

Bly says bill allows opportunity for Collective Bargaining

A more rested House District 20b representative David Bly was in studio yesterday.  The House and Senate worked all night over the weekend to finish their work.  The Senate did this while they were debating unionization of childcare workers.  That bill was passed allowing for Collective Bargaining.  Bly said there were many misconceptions surrounding this issue including that people would be forced to join a union.  He says this only allows them a chance to unionize, they don’t have to vote for it.  Republicans say that this is Democrats pandering to unions who’ve given them millions in campaign dollars.  He disagrees saying that he believes there are legitimate reasons to allow unionization.

 EDA met with Mayor Graham

The EDA met this morning they discussed downtown revolving loan modifications as well as City wide loans.  Mayor Graham proposed Business visits that would include himself, a Staff person and a member of the EDA.  The first meeting he’s scheduled is with MOM brands.  He says it’s an opportunity to get out there and meet with businesses to hear their concerns and let them know they’re appreciated.   EDA members reviewed the Economic panel discussion held April 25th at the Weitz Center.  You can view that meeting yourself on the City’s website or click HERE for link.

Mock Crash will take place tomorrow

Dead at the Scene.  That will be the fate of two characters in the mock car crash planned for tomorrow at 1pm at Northfield High School. The fictional casualties of an underaged drinking and driving episode will be two school teachers, parents of a high school senior.     The event, called “One For the Road,” is a reality-based portrayal of a car crash and the subsequent response by first responders, emergency medical personnel and law enforcement agencies. The audience will be some 600 juniors and seniors at Northfield High School and students at the Alternative Learning Center.  According to manager of Emergency Medical Services (EMS) and Coordinator of the event,  Brian Edwards the purpose of the exercise is to impress upon students the serious consequences of drinking and driving.  He says it delivers an emotional punch to help kids understand consequences of risky behavior.  There will be an explosion to simulate a car crash. When the smoke clears, students will witness a realistic portrayal of the carnage that follows an accident.  There will be multiple injuries and two fatalities. The Jaws of Life will be used to extricate accident victims from their cars — all of this in real time.  The event will be held at the Northfield High School’s east parking lot and the public is invited to attend. Traffic crashes are the leading cause of death for Minnesota teens.

Last night several items were moved from the Consent agenda to open them up for discussion.  Councilors Ludescher and DeLong had numerous questions in particular about any financing be it for Millstream Commons or Tax abatement refunding bonds.  Frustrations could be felt on both sides as staff tried to answer their questions.  At one point Peterson White said it was not clear to her at what point these questions would be adequately answered as she felt they already have been.  (listen to podcast below for complete quote) One question was over “abatement”.  Mayor Graham said he thinks of it as a “lessening”.  In other words the City could potentially save $182,000 up front and $30,000 per year thereafter.  However, Ludescher and DeLong questioned the “approach”.  Graham said it’s available according to bond counsel, the expert they hired.  It passed, although another bond counsel will be at the June 4th Public Hearing to further answer questions.  They unanimously approved amending the Revenue note for Millstream Commons.  Mayor Graham explained that there is no impact to the City.  They are only being used as a conduit to lower rates.   For more information you can view the City Council Packet on their website by clicking on Most Recent Agenda.  Mayor Graham’s interview and the entire council meeting is online at kymnradio.net.

Council calls for RFP’s for banking services

The City has used the banking services of First National Bank for a couple of decades.  Finance Director Kathleen McBride suggested the council take a look at going out for RFP’s to all the local banking institutions.  She also recommended a 2 year rotation amongst the banks.  Some of the councilors didn’t think that was long enough.  MacBride agreed.  They will look at it every 2 years with the potential to 5 years.  Council directed staff to pursue the option.

Two downtown stores close – EDA President comments

Two downtown stores announced their closing within a week of each other.  Sisters Ugly announced last week and Fine Threads just announced their store closing yesterday.  We talked with EDA President Jack Hoschouer who said “any store closing is not good for Northfield”.  While exactly why each store is closing hasn’t been disclosed, Hoschouer says that the EDA can help businesses with loans for items of monetary value but not for cash flow.  He said there are programs available for entrepreneurs.  Specifically, he mentions the Northfield Enterprise Center and the NDDC.  Community Planning & Development Director Chris Heineman, reiterated the programs available through the NEC.  Vacant storefronts, while not aesthetically appealing, are a cycle of business.  Economic development remains a hot topic for the Mayor.  An economic panel was held just a month ago where experts suggested that Northfield figure out what they want to be and to maintain relationships with the businesses that are here.  Heineman told KYMN that the Economic Panel Discussion is up on their website.  HERE is the link.

Drug sniffing dogs find none at Northfield schools

The Northfield Police Department held K-9 training exercises at the Northfield High School and Middle School yesterday.  Interim Police Chief Chuck Walerius said 6 dogs searched the parking lots, locker rooms, hallway lockers and bathrooms.  The dogs came from surrounding Counties as well as the State Patrol and the Faribault prison.  Walerius said “I’m pleased to say the dogs found nothing”.  Principals Joel Leer and Jeff Pesta said participating in an occasional search exercise allows them to get a better sense of student drug activity on their campuses and reinforces with students the level of importance placed on keeping them drug-free.

Road Closed (tomorrow)

Construction season hits Northfield.  Division Street from Woodley to Eighth and Eighth Street from Water to Washington will be closed on Thursday from 7:00 a.m. to 6:00 p.m. to allow final work on the 2012 project.  Paving contractors will install the final lift of bituminous pavement.  City Engineer Sean Simonson asks motorists to use alternate routes such as Washington and Water Street instead of Division Street and Woodley and Seventh instead of Eighth Street.  New construction will start next week on 6th and 9th streets.

The Save the Northfield Depot group started up 5 years ago when people complained about the graffiti and possible safety issues with the building to the Railroad who then offered the building to the Fire Department for practice.  Alice Thomas, a member of Save the Depot, said other residents were alarmed and thus formed the group.  The Railroad sold the Depot to the group for a dollar but the property must be moved but it can’t be moved until they secure a site and they can’t secure a site until they’ve proven that they’re raising money.  The Q-Block site was chosen and a site plan was formed which you can find at northfielddepot.org.  While the railroad has not given them a deadline to move the building, Thomas says the Q-Block land deal with the City for a dollar is contingent on their fundraising efforts.  A November 2013 deadline has been set.  They need $293,000.  They have $90,000 so far.  On their website you’ll find options for helping out including incentives for donating.  Chip DeMann explains that for a $5,000 donation they’ll put you on a horse and you can rob the First National Bank in a reenactment.  Or for $2500 you can defend the bank.  Thomas says the development on the Q-Block which is on the west side will also be a large benefit to the community with the multiple uses they envision.

Council will discuss the Mayor’s Streetscape Task Force

The Northfield City Council meets tonight at 7 o’clock.  A couple of items on the Consent Agenda include a resolution ordering a special election for the Ward 4 council seat now filled by Jessica Peterson White after Patrick Ganey resigned last September.  The election will be held November 5th and the term expires at the end of 2014.  The City Council is being asked to approve a resolution calling for a public hearing on June 4th for the purpose of issuing tax abatement refunding bonds.  According to Ehlers, Tax abatement bonds for refunding could save the City nearly $182,000 up front and $30,000 a year thereafter.  Tonight they’ll hold a public hearing on the Northfield Retirement Community Center’s Issuance of Refunding Notes – they’ll then vote to approve issuance and sale of the notes.  On the Regular agenda is just one item – the history and direction of the Mayor’s Streetscape Task Force including 2 particular projects, Bridge Square and Division Street lighting and streetscape .  Their complete agenda is on the City’s website under City Council.  The meeting will be streamed live online at kymnradio.net.

Planning Commission approves $ for LDC facelift

At their meeting last week, the Planning Commission unanimously recommended approval of a contract for LDC Amendment Services with Planning Consultant Bill Weber. The proposal includes a plan for “technical” and “structural” amendments that will improve the LDC and assist with the implementation and navigation of the land development code. The estimated timetable for this amendment process is approximately 185 hours of consulting work between the months of June and December of 2013. The proposed contract calls for work on an hourly basis not to exceed $22,000. A copy of the proposed work plan and timetable is included in the Planning Commission packet for May 16th which is on the City’s website.

Rod Johnson, Archaeologist will have a display of findings from the area. He will also tell about a technique the Indians used to make weapons and tools, its called “Flintknapping.” Rod has been a great supporter for many years now and he is very interesting.

Becky is a 2011 Northfield High School graduate who was murdered earlier this year while a student at Arizona State University. Becky was a smart, hardworking young woman with a heart of gold. Becky always found the good in everything and everyone. The Kasper family has incurred many expenses the past month dealing with this terrible tragedy. We would like to help the Kaspers by generating money to help with their expenses. Any money generated above and beyond what is needed to help the Kaspers will be donated to one or more local Northfield charity.

Police arrested a 19 year old man after he pulled a knife at The Contented Cow early Saturday morning.  Interim Police Chief Chuck Walerius signed the complaint late this morning.  He said the man was drinking underage and when the bartender refused to serve him, he pulled a knife.  The suspect says that’s not true but that he was defending himself and his friends as the “whole bar erupted with racial slurs”.  Walerius said there were no injuries.  Julio Cesar Mendez of Northfield has been charged with assault with a deadly weapon, a felony with a maximum sentence of 7 years.  He was taken to detox over the weekend and released this morning to Rice County jail.

Police facility comes under budget but financing continues to come under fire

The new police facility could cost considerably less than budgeted.  City Administrator Tim Madigan sent an email to the Leadership Team Thursday afternoon stating that opening bids have come in less than expected.  He says the architect and the low bidder are going over the numbers right now to be certain of the savings before hammering out firmer numbers.  In the email, Madigan implies a savings of 100’s of thousands of dollars.  This will come before council at their June 4th meeting.  In the meantime, the Charter Commission voted 3 to 2 to retain an attorney for up to 6 hours to consider questions of financial obligations of the City and the Charter Commission’s authority to offer interpretations of the Charter.  According to the Northfield News the conversation was brought on by a discussion over the financing of the Police facility and the use of Certificate of Participation bonds rather than a public vote.  The attorney will also look into options to change the portion of the Charter on city indebtedness, including a definition of “obligations.”  Commission member Frank Balster told the News that some residents are concerned this type of financing could set a precedent that future council’s might use to push through projects.  Councilor Ludescher still believes the use of COP bonds is illegal but will not pursue a lawsuit as threatened but will work to change the Charter if need be.

Beaumaster says Grand Jury indictment instructions could become case law

Rice County attorney Paul Beaumaster chose to appeal a Waseca County Judge’s decision to dismiss the Grand Jury indictment of Michael Wayne Moreland on Criminal Vehicular Homicide charges.  Based on the Judge’s opinion, Beaumaster said it changes grand jury instruction.  If the dismissal is upheld based on jury instruction that did not include lesser charges such as Careless Driving, then Beaumaster believes it should be re-written in case law and the manual known as jigs – jury instruction guide.  Beaumaster believes this is  a precedent setting appeal and could go to the Supreme Court.  Beaumaster says the reason for dismissal – not properly instructing the jury,  says that it shifts the language used to instruct a Grand Jury and deserves special attention.

Steve Underdahl officially named NH&C CEO

Steve Underdahl has been named the new president and CEO of Northfield Hospital & Clinics (NH&C).  He formally accepted the Board of Directors’ offer of the position Friday. He’ll begin work at NH&C on June 11.

The new police facility could cost considerably less than budgeted.  City Administrator Tim Madigan sent an email to the Leadership Team yesterday afternoon stating that opening bids have come in less than expected.  The architect is currently going over designs and numbers with the low bidders to make certain of the cost difference.  In the email, Madigan implies a savings of 100’s of thousands of dollars.  More exact numbers will be available next week.  This will come before council at their June 4th meeting.  It’ll be a busy construction season for Northfield not only with the building of the Police Facility but street repairs and the City Hall reconfiguration will start soon.  Madigan asks for patience as citizens visit City Hall.

Jensen charged with 7 felonies, police continue investigation

It’s been a busy week for the Northfield Police Department.  Two burglaries that included killing the family dogs had the College Street neighborhood on high alert and the police working quickly to apprehend the suspect, 30 year old Matthew David Jensen.  Jensen’s been charged with 7 felonies in all including 1st degree burglary, torture of an animal and possession of heroin.  Interim Police Chief Chuck Walerius says his investigators are continuing to investigate Jensen as  they discovered other items in their search of his home that don’t belong to him or the victims they know of.  He says they have reason to believe that there were more burglaries that some residents may not even know yet that something’s missing.  His officers will be canvassing the College Street area for more victims.  If you do discover something missing, call the police at 645-4475.  According to the criminal complaint, Jensen was crying and expressed remorse during his police interview.  He remains in the Rice County Jail.

USPS puts premium price on Downtown Post Office

The future of the downtown Post Office remains in flux while the building remains for sale at an asking price of over twice what it was appraised for.  Mayor Graham says the building was appraised at $323,000 but the USPS is asking $795,000, which happens to be about the same amount the PO needs to build the Annex out on Hwy 3.  The reason the discussion came up at the council work session is that no matter what goes in the building they will have to rezone.  That’s called “spot zoning”.  It’s really just a matter of procedure.  The Heritage Preservation Commission must be involved due to the historic nature of the building.

During National Police Week, Chief asks residents to remember the “Ted Foss Move Over” law

It’s National Police Week, a time to remember those officers who gave their lives in the line of duty.  There’s a national memorial in Washington, DC and one here at the State Capital in St. Paul where Walerius says for this week, it’s staffed 24 hours a day by officers from all over the state.  They stand guard and ring out a bell stating the name of each officer fallen.  Walerius says the biggest killer of cops isn’t guns or fights, but traffic accidents as officers are on the side of the road with another vehicle or directing traffic.  The Move Over law requires motorists to move over a lane from police activity whenever possible or at the least slow down.  You could be fined.

Northfield High School Honors Arts Exhibit

“An Exquisite Body of Work”

Northfield Arts Guild will open its mixed media exhibit of visual art featuring work from the Northfield High School honors program. Each of these 12 young artists has focused on an area of personal interest. The mediums they are working include clay, charcoal, spray paint, watercolor, acrylic, and mixed media. This is a show case of talent, hard work, and dedication, as these students organize and mount their own public show. Come out and congratulate them at the opening they are hosting for the community, Friday, May 24 at Northfield Arts Guild Gallery, from 7-9:00pm.

The Northfield Young Sculptors Project

The project is a collaboration with the Northfield Arts and Culture Commission and artist Rafael Estrella, with the help of high school art teacher Christie Clarke. Rafael Estrella meets regularly with a group of ten Northfield High School students to develop a group sculpture to be displayed on the plaza of the Northfield Public Library.

The project was initiated by the Northfield Arts and Culture Commission and received funding from the Southeastern Minnesota Arts Council (SEMAC). The goal is to link artistic, educational and cultural enrichment, by empowering high school students to create public sculpture and to give the town and its residents and visitors a visual treat.

The first creation of the Northfield Young Sculptors Project, “The Tree of Knowledge and Delight,” was unveiled June 29, 2012 at the Northfield Public Library plaza near the corner of Third and Division streets. The hope is that the project will become an annual tradition, and that each year, the sculpture will be moved to the high school in a sculpture garden to make room for a new one at the library. This year’s sculpture will be installed on the plaza of the Northfield Public Library this summer.
