The demand made by former chief minister B.S. Yeddyurappa for a lion’s share of plum portfolios in the new cabinet for his supporters and the party state president’s post for Shobha Karandlaje or Revu Nayak Belamagi, forced the rival camp led by outgoing Chief Minister D.V. Sadananda Gowda to up the ante on Tuesday. Both Mr Eshwarappa and Mr Gowda sought blessings from central leaders before convening a late night meeting of their supporters at Anugraha on Monday night.

Speaking to Media, a source in BJP disclosed that Mr Yeddyurappa reached the star hotel on Monday, where BJP's trouble shooters Arun Jaitley, Rajnath Singh and Dharmendhra Pradhan were chalking out strategies for a smooth transition of power from Mr Gowda to Mr Jagadish Shettar. They were dumbfounded when Mr Yeddyurappa put forth his demands. "You have conceded my demands and he (Mr Gowda) has agreed to step down without any resistance which shows the clout I enjoy. It has proved that I am a leader without whom the party cannot survive. I want all major portfolios as it will be easy for me to get the desired number of seats in the Assembly as well as Lok Sabha elections," the source said quoting Mr Yeddyurappa.

Hearing this, BJP state president, Mr Eshwarappa shot back that the party's image had taken a beating due to BSY's unending rebellion and the series of corruption charges he was facing, so he had no moral right to talk about bringing the party to power. Mr Gowda reminded Mr Yeddyurappa that he was party state president and had contributed to the BJP’s victory in 110 seats in 2008.

"No doubt Lingayats voted for the party in big numbers, but you cannot neglect the Vokkaliga's contributions. Otherwise, how could the party win 35 seats in Vokkaliga dominated areas like Yeshwantpur and Yelahanka," he asked, adding that he chose not to resist only to prevent the situation from reaching a point of no return.

Will Bommai’s tenure record be broken?

While Hubli-Dharwad is gearing up to see its leader Jagadish Shettar as Chief Minister, the question has risen if Shettar can break the nine-month tenure record of S R Bommai, who was the first CM from the city.

People are also wondering if he will be successful in handling dissidence among his own party legislators.

One can find similarities between both the leaders, one being that they were MLAs from Hubli rural Assembly constituency.

Currently, Shettar is representing Hubli-Dharwad Central in the state Assembly.

Bommai also faced dissidence from his MLAs. He was instrumental in stopping the misuse of Article 356 by the Union government by filing a case questioning the dissolution of his government.

By this, he had given a new dimension to Centre-State relations. When Bommai took charge as CM on August 13, 1988, after Ramakrishna Hegde’s resignation, his government consisted of MLAs from the Janata Party.

The party was was merged with the Lok Dal within a month and was renamed as Janata Dal.

Janata Dal MLA Kalyan Rao Molakery, who had identified with H D Deve Gowda then, presented a letter to the Governor stating that 19 MLAs have withdrawn their support to the government.

Recognising the lack of majority, the Governor had sent a report to the President to exercise his power under Article 356(1).

In a dramatic development, seven, out of the 19 legislators, had affirmed their support to the government the very next day, stating that their signatures were taken earlier by misrepresentation.

However their plea was ignored and the government was dissolved on April 21, 1989.

Bommai challenged the move in the Karnataka High Court, which had issued the landmark order in 1994, in favour of Bommai and the same was upheld by the Supreme Court in 2011.

Now residents of the region, including BJP workers, are questioning whether will Shettar handle possible dissidence from his party men successfully? Also, will he complete the BJP’s tenure, which ends by May 2013?

The Hubli strongman had never gone against the party

Senior leader and Rural Development and Panchayat Raj Minister Jagadish Shettar openly staging a rebellion by resigning along with eight other ministers of the Yeddyurappa camp on Friday, has come as a surprise to many, especially the party old-timers and those who know him closely.

Shettar was known in the party circles as a disciplinarian and a staunch Sangh Parivar ideologue. Though he had witnessed many upheavals in his long political career, he had never gone against the party, let alone staging a rebellion. The big question now making the rounds is whether Shettar is a pawn in Yeddyurappa’s political game.

A section of party leaders believes that Yeddyurappa is making use of Shettar not only to oust Chief Minister D V Sadananda Gowda but to consolidate his position as the leader of Lingayat community, which is a prominent vote bank of the BJP in the State.

The Yeddyurappa camp has decided to take the political crisis to the logical end and it is now ready to resort to any step to remove Gowda, who is being accused of dancing to the tunes of the JD(S). Yeddyurappa loyalists do not want the blame of dislodging the Gowda-led government to fall on Yeddyurappa, if such a situation arises. Hence, the former chief minister has chosen to remain behind the scene during the present crisis, the party sources said.

Besides, by projecting Shettar, who is also a Lingayat, as his candidate for the post of chief minister, Yeddyurappa wants to consolidate his diminishing image as the undisputed Lingayat leader.

Even if he succeeds in his plan to oust Gowda and install Shettar as the chief minister, he and his followers will ensure that the party goes to polls at the earliest in the State, sources pointed out.

Shettar has given enough indications that his decision to lead the rebellion against Gowda was half-hearted.

He was initially reluctant to resign, but Yeddyurappa loyalists forced him to do so. He was supposed to address the media at his official residence “Kaveri” on Saturday to expose Gowda of his “misdeeds.” But he stepped back at the last minute. Instead, the Yeddyurappa loyalists addressed the media on his behalf.

‘BSY is not the instigator’

Meanwhile, ministers loyal to Yeddyurappa who tendered their resignation on Saturday went out of their way to assert that Yeddyurappa was not the instigator of the latest rebellion in the party.

“It is unfortunate that a section of the media is holding Yeddyurappa responsible for the crisis. It is Gowda who is to be blamed. We were forced to resign as the chief minister failed to take the entire Cabinet into confidence,” Minister for Public Works C M Udasi alleged.

Rural Development and Panchayat Raj Minister Jagadish Shettar, who is in the middle of his party’s deepening crisis, skipped an event of his own department on Saturday. The department had organised a programme to felicitate the best performing gram panchayats in the State. Though the chief minister made it to the programme, Shettar, who has tendered his resignation to the former, chose to keep away from it, though his resignation has not been accepted.

Why should Sadananda Gowda, who has done no wrong, resign? First Gowda will be removed. In his place somebody else will be brought in. Later attempts will be made to oust that person as well. The fallout of this continuing slugfest has taken a toll on MLAs like me, who have not associated ourselves with either of the factions. It is not right to sacrifice the government and the party’s interest for the selfish gains of a few leaders. Internal bickering will cost the BJP dearly in the next elections.

Shettar set to be new Karnataka CM

Jagadish Shettar is set to be the new Chief Minister of Karnataka with the BJP today succumbing to B S Yeddyurappa's demands for replacing Sadananda Gowda, marking the second change of leadership in the state in 11 months.

Gowda is expected to step down tomorrow paving the way for Shettar, a 56-year-old Lingayat leader and Rural Development Minister, to take over as the Chief Minister, sources said.

As per the decisions reached at a series of meetings today, K S Eshwarappa and R Ashok may be made Deputy Chief Ministers. Gowda may be made party unit chief in Karnataka.

The decision to replace Gowda with Shettar, Yeddyurappa's close associate, was taken at BJP's Core Group and Parliamentary Board meetings today.

59-year-old Gowda, expressed readiness to quit, held marathon discussions with the BJP leadership, including L K Advani, Sushma Swaraj and Arunj Jaitley.

He will meet party President Nitin Gadkari tomorrow after which the decision will be announced.

Jaitley said the entire political situation in the state was discussed during over two-and-a-half hour meeting.

"After the Chief Minister meets the party President, whatever the party's Core Group and the Parliamentary Board has discussed and decided, after consultations with the Chief Minister, will be announced tomorrow morning," Jaitley said.

Shettar will be the third Chief Minister in four years in Karnataka, the only southern state having BJP government, and his nomination will mark the second change in 11 months.
Gowda, who replaced Yeddyurrappa after the latter was removed in the wake of corruption charges, earlier said he was ready to quit whenever asked by the party high command.

"I have said whatever decision the central leadership takes, I am prepared to accept. That means if they ask me to quit the post, I am prepared. If they ask me to continue, I will continue," he told reporters after reaching here from Bangalore in the afternoon.

Seemingly unperturbed by the decision to remove him, Gowda said he extend all cooperation to his "good friend" Shettar.

"Shettar is very good friend of mine. He is more senior and more experienced. I will always give him full cooperation to him and if I want to give any suggestion for the betterment (of administration), I will personally visit him and give my suggestions," he told reporters.

Seemingly relaxed, Gowda said that he had strived hard to give corruption-free administration in the state where he was the second Chief Minister in the four-year old BJP Government.

Yeddyurappa, who was removed unceremoniously last year after being indicted by the Lokayukta in corruption cases against him, has been demanding removal of Gowda and replacing him with his close associate Shettar.

While being ready to quit, Gowda said, "My intention is that we all should remain united and ensure the party's victory in the next Assembly polls....Ultimately, party is important, organisation is important."

Asked whether he would become the president of the party's state unit, he said, "I have no ambitions. I will not demand any position. I would like to remain as an ordinary worker. Party gave me everything. Party gave me Chief Minister's post which I did not demand."

"With the cooperation from all, I strived hard to deliver good administration-- without any scope for corruption," the outgoing Chief Minister said.

Earlier, he said the decision on leadership should not be delayed as the state was reeling under drought.

"Immediately they (party high command) should take decision as 123 talukas are under severe drought and people should not feel that political disturbance in the state is affecting the functioning of the government," he said.

"I want to impress upon my leaders that immediate decision should be taken and whatever it may be, the administration should go on smoothly," Gowda said.

Congress said the change of guard would not help and there should be fresh elections.

Cong seeks fresh polls in Karnataka

Congress today hit out at BJP for its decision to replace the Karnataka chief minister, saying there is "governance paralysis" in the state which can be resolved only through fresh polls and not by change of guard.
"New Chief Minister is no solution for Karnataka. The only solution for the state is to dissolve the assembly and go for fresh elections, as there is a continuous governance paralysis in the BJP-ruled state," said AICC general secretary B K Hariprasad.

The senior Congress leader, who hails from Karnataka, said nothing has moved in the state since the Gowda government took over.

He said 129 talukas are suffering from severe drought and the state government has not taken any action to ameliorate the lot of the common people.

Prasad said the government has also failed on the law and order front as many law and order problems were there even in the state capital Bangalore.

The AICC leader said Gowda did not work during his 11-month tenure as Chief Minister and is now trying to show that he is working by clearing a large number of pending files at a time when he has to go.

Buckling under B S Yeddyurappa's pressure, BJP today decided to replace Sadananda Gowda with Jagdish Shettar as Chief Minister of Karnataka marking the second change in the state in 11 months.

The decision was taken at the BJP core group meeting here today, sources said.
Shettar, a Lingayat leader, who is the Rural Development Minister, is the choice for the top post of Yeddyurappa, who is calling the shots in Karnataka BJP even after his unceremonious exit as Chief Minister last year. The Lokayukta court has ordered investigation into the second private complaint against former CM H.D. Kumaraswamy and others in connection with alleged illegal denotification of land in Halagevaderahalli. The complainant Mahadevaswamy had earlier filed another complaint in which the Lokayukta police had chargesheeted Mr Kumaraswamy and his former cabinet colleague Chennigappa.

The complaint said BDA had notified several acres of land in Halagevaderahalli for the Banashankari 5th Stage Layout. The land in question, on two survey numbers (Survey No. 128 and 137 of 1 acre and 10 guntas and 1 acre and 14 guntas, respectively, totalling 2 acres and 24 guntas) was also part of acquisition. The land owned by Sridevi, Padma and her son Chethan Kumar allegedly sold to Shantha and Rekha Chandrashekar in 2004 for `90 lakh. One of the owners, Padma, filed applications on three occasions for denotification of the land, but it was turned down.

When Mr Kumaraswamy became CM, in 2007 Padma reportedly applied for denotification again and the CM ordered for denotification. Lokayukta special court judge N.K. Sudhindra Rao ordered for investigation and directed the Lokayukta police to submit a report on August 17.

Probe Ordered in Complaint Against H.D. Kumaraswamy

The Lokayukta court today ordered probe on a complaint accusing JDS' Karnataka unit chief H D Kumaraswamy of illegally denotifying land during his tenure as Chief Minister.

The Lokayukta Court judge N K Sudhindra Rao directed the Superintendent of Police (Lokayukta) Bangalore Urban to investigate and submit its report by August 17.

In his complaint, Mahadevaswamy, a BJP worker, accused Kumaraswamy of illegally denotifying about 2.24 acres in Halagevoderahalli in Banashankari 5th stage in Bangalore, for "pecuniary gain causing loss of about Rs 55-60 crore to the state exchequer".

Besides Kumaraswamy,18 others who are close associates of the JDS chief, have also been named in the complaint.
