					<content type="html" xml:base="https://kashmirlife.net/forest-fire-rages-across-rajouri-in-jammu-kashmir-439441/"><![CDATA[<p><strong>SRINAGAR</strong>: A massive forest fire erupted across multiple locations in the Rajouri forest division of Jammu and Kashmir, triggering a large-scale firefighting operation involving the Forest Department, Forest Protection Force (FPF), and local residents.</p>
<p>Officials said the blaze affected forest areas in Khadian, Androla, Chakkli, Miahadi, and the Bathuni block, with firefighting operations continuing on Tuesday to prevent the flames from spreading further.</p>
<p>According to the Forest Department, all available personnel have been deployed in the affected areas despite difficult terrain and limited access to remote forest compartments.</p>
<p>Speaking to <em>ANI</em>, Forest Department official Rajesh Kumar said firefighting teams were facing major logistical challenges as fire tenders could not reach several affected locations.</p>
<p>“The entire staff has been deployed. The fire is in the Chakkli, Khadian and Androla areas. The terrain is too remote for fire vehicles to reach. Hopefully, the fire will be brought under control by evening,” Kumar said.</p>
<p>Officials said the remoteness of the affected forest regions has forced teams to rely mainly on manual methods to contain the fire.</p>
<p>Local residents have also joined the operation and are assisting forest personnel in efforts to stop the flames from advancing towards nearby areas.</p>
<p>A resident involved in the firefighting efforts said villagers had been battling the blaze continuously since Monday.</p>
<p>“We worked until late at night to douse the fire yesterday. I reached home at around midnight. We are trying to extinguish the fire along with the department, but the blaze is massive and very difficult to control,” the resident told <em>ANI</em>.</p>
<p>Authorities have not yet assessed the total area affected or the extent of damage caused to forest cover and wildlife. No casualties or injuries have been reported so far.</p>
<p>The cause of the fire remains unknown. Forest officials said the situation is being closely monitored and efforts have been intensified to contain the blaze before it spreads to additional forest compartments.</p>
<p>Meanwhile, authorities remain on high alert as firefighting operations continue across the Rajouri forest division.</p>

<p>According to the advisory, fraudsters deploy automated systems to place large volumes of calls. If a recipient answers the call, particularly by responding with &#8220;Hello&#8221;, the number may be flagged as active and potentially added to lists used for subsequent fraudulent activities.</p>
<p>Police said such calls are often disconnected immediately after the recipient responds, making it difficult for users to identify the intent behind them. However, the active number may later be targeted through other scam attempts.</p>
<p>The advisory urges citizens not to engage with silent or suspicious calls from unknown numbers and to disconnect them promptly.</p>
<p>Members of the public have also been advised to block numbers associated with repeated unsolicited calls and exercise caution when receiving calls from unfamiliar sources.</p>
<p>Police further appealed to citizens to report suspicious numbers through the &#8220;Check &amp; Report&#8221; feature available on the National Cyber Crime Reporting Portal (NCRP), helping authorities track and curb cyber fraud.</p>

<p>Speaking to <em>ETV Bharat</em>, Malik claimed that he has not been allowed to travel beyond his Doda assembly constituency or organise proposed party conventions across Jammu and Kashmir.</p>
<p>“All the MLAs and political leaders are free to move in any part of Jammu and Kashmir and are provided security to ensure safety, but my movement has been curbed, and my security has also been downsized to a mere two PSOs,” Malik said, alleging that no written explanation had been provided by either the civil or police administration.</p>
<p>Malik, who won the Doda assembly seat in the 2024 elections by defeating BJP candidate Gajay Singh Rana by more than 4,500 votes, said verbal directions were being issued to prevent him from leaving the district.</p>
<p>The AAP legislator was detained under the Public Safety Act (PSA) in September last year by then Doda District Magistrate Harvinder Singh over controversial remarks and allegations against the district administration. His detention was later quashed by the Jammu, Kashmir and Ladakh High Court on April 28 this year.</p>
<p>“After my release, my movement has been strictly curbed and security downsized. The other day, the lieutenant governor held a <em>Nasha Mukt</em> rally in Kishtwar; however, I was not allowed to travel to Srinagar or to Jammu,” Malik alleged.</p>
<p>He further claimed that he was not being permitted to hold political gatherings, even at his residence, and said officials had failed to provide any formal order explaining the restrictions.</p>
<p>“My movement is limited within the Doda constituency. I am not allowed to hold gatherings at my home. There is no written direction from the administration or law and order machinery, only verbal denial,” he said.</p>
<p>Malik said he had written to the Kashmir divisional commissioner and deputy commissioners regarding proposed party conventions in the Valley’s districts but had received no response.</p>
<p>The MLA also questioned the reduction in his security cover, arguing that if authorities considered him vulnerable, additional security should have been provided instead of restrictions on movement.</p>
<p>“If I have a security threat, then I should be given more security. But I am astonished that I am given only two PSOs. No escort or other security cover is provided when I visit any place or event in my constituency,” he said.</p>
<p>Malik said he had now written to Director General of Police Nalin Prabhat, alleging that his constitutional rights, including freedom of speech and movement, were being violated.</p>
<p>In the letter, Malik stated that the purpose of his proposed tour was “healthy public interaction” with supporters and not to create unrest. He also alleged that some of his volunteers and office-bearers had been unlawfully detained.</p>
<p>Reacting to the issue, AAP national convenor and former Delhi chief minister Arvind Kejriwal questioned the restrictions imposed on Malik.</p>
<p>“First, you put Mehraj Malik in jail in a completely fabricated case. Since he returned from jail, people across the entire state wanted to meet him. How can you stop him from travelling in your state and meeting ordinary people?” Kejriwal said in a post on X.</p>
<p>AAP spokesperson Mudasir Hassan said the party had planned conventions and meetings in all 20 district headquarters of Jammu and Kashmir, beginning with Anantnag, but permission had not been granted.</p>
<p>“On June 7, we had a convention in Anantnag, but no permission was given,” Hassan said, adding that the party was considering moving the High Court against the alleged restrictions.</p>

<p>According to reports, the accident occurred after the bus developed a brake failure while travelling along the highway, causing it to crash into the vehicles.</p>
<p>The incident affected traffic flow on the busy highway, prompting authorities to close the uptube and divert traffic through the downtube to ensure the continued movement of vehicles.</p>
<p>The injured BSF personnel were evacuated to a medical facility for treatment.</p>
<p>Officials are investigating the circumstances that led to the accident, while traffic personnel were deployed to manage and regulate traffic in the affected area.</p>

<p>According to an order issued by Registrar General MK Sharma, the extension has been granted in continuation of the High Court&#8217;s earlier order dated April 23, 2026, and will remain subject to the same terms and conditions.</p>
<p>The move comes amid continuing bottlenecks in the electronic submission of challans, which form part of the judiciary&#8217;s broader digitisation initiative.</p>
<p>The order specifically states that no further extension will be granted beyond July 31. Concerned authorities have been directed to address all technical and procedural issues affecting the online portal within the stipulated period.</p>
<p>The Registrar General said the extended timeframe should be utilised to ensure the online challan filing system becomes fully operational and capable of handling submissions without disruption.</p>

<p>As per Government Order No. 197-PW(R and B) of 2026 dated June 8, the beneficiaries of the placement are Er Tahir Qayoom, Er Satish Kumar Pandita and Er Ajay Bhat. The decision has been taken in continuation of Government Order No. 187-PW(R and B) of 2026 issued on June 3.</p>
<p>The order states that the engineers have been placed as In-charge Assistant Executive Engineers in their own pay and grade and will continue to serve at their present places of posting until further orders.</p>
<p>To facilitate the placements, the government has sanctioned the creation of three supernumerary posts of Assistant Executive Engineer in Pay Level-10A (Rs 56,600–1,79,800) in the personal capacity of the officers concerned. The corresponding supernumerary posts of Assistant Engineer held by them will be abolished upon their regularisation, subject to recommendations of the Departmental Promotion Committee (DPC) and the Jammu and Kashmir Public Service Commission (JKPSC).</p>
<p>The placements have been made under provisions of Government Order No. 34-JK(DMRRR) of 2022 issued by the Department of Relief, Rehabilitation and Reconstruction, read with a Finance Department memorandum dated June 28, 2022.</p>
<p>The government clarified that the arrangement is purely temporary and interim in nature and will not confer any preferential right to substantive promotion, regularisation or confirmation, which shall be governed strictly by the applicable recruitment rules and eligibility criteria.</p>
<p>The order further stated that the placements will remain subject to the outcome of any pending court cases and may be reversed without prior notice in the event of any adverse report from a competent agency or if a superior claim from any eligible left-out engineer is subsequently established.</p>

<p><strong>A closed-door meeting of JKNC’s</strong> elected lot in an unusually isolated space at Dachigam earlier turned into an unusually candid review of the Omar Abdullah government’s first 19 months in office. Several lawmakers sharply criticised ministers, questioning governance performance and pressing the party leadership to adopt a stronger political position on the August 2019 decisions that stripped Jammu and Kashmir of its special status and statehood.</p>
<p>The more than seven-hour off-site meeting, attended by National Conference legislators, alliance partners, independent supporters and Members of Parliament, had formally been convened to review governance and discuss “matters of public importance”. But lawmakers familiar with the deliberations said the discussions largely revolved around two central themes: the government’s administrative performance over the last 19 months and the party’s political response to developments after August 2019.</p>
<p>Multiple legislators who spoke on condition of anonymity said several MLAs openly expressed dissatisfaction with some ministers during the meeting. Lawmakers reportedly accused one particular minister of maintaining an “uncivil” approach towards legislators and raised concerns over his working style, accessibility and response to constituency-related issues.</p>

<p>“Nearly twenty MLAs commented on his functioning and raised different issues,” one legislator said. “Some members had even carried documents with them.”</p>
<p>The criticism, lawmakers said, was not confined to one minister alone. Another Jammu-based minister also came under discussion during the meeting, with legislators privately questioning his administrative experience and ability to manage the department effectively. Both ministers under discussion are holding executive office for the first time. There was pointed criticism of the functioning of some Kashmir ministers too.  “To be honest, it was perhaps Ms Sakina Ittoo who did not face any major criticism,” one member said. Ms Itoo has been a minister since 1996 and is currently holding education, health and social welfare.</p>

<p><strong>Non-Responsive Departments</strong></p>
<p>Some lawmakers are understood to have complained that despite repeated interventions from legislators, several departments had failed to respond adequately to public grievances or expedite developmental works in constituencies represented by ruling alliance members.</p>
<p>According to participants, legislators used the meeting to convey frustration over delays in administrative clearances, stalled projects and weak coordination between ministers and lawmakers.</p>
<p>“There was a feeling among many MLAs that legislators were not being heard properly,” another participant said. “The concern was that the government cannot afford disconnects between ministers and elected representatives when expectations among people are already very high.”</p>
<p>The criticism reflected growing pressure within the ruling alliance as lawmakers prepare to return to their constituencies after nearly 19 months in office under the restored Assembly system.</p>
<p>Many legislators reportedly argued that public expectations had risen sharply after the Assembly elections and that MLAs were increasingly facing uncomfortable questions from constituents regarding delivery on governance promises, developmental commitments and political assurances linked to Jammu and Kashmir’s status.</p>

<p><strong>An Accommodative CM</strong></p>
<p>According to legislators present at the meeting, Chief Minister Omar Abdullah listened carefully to the criticism and assured lawmakers that their concerns would be examined. One legislator said the Chief Minister expressed regret over the complaints being raised internally and assured members that corrective measures would be considered.</p>
<p>The meeting also saw renewed discussion on expanding the Council of Ministers. According to lawmakers, a National Conference Member of Parliament from north Kashmir advised the Chief Minister to consider sharing the administrative burden by inducting more ministers into the government.</p>
<p>The suggestion was made in the context of growing pressure on the existing administration and complaints regarding workload management. Legislators said the Chief Minister agreed in principle and indicated that the matter would be examined.</p>
<p>Though no formal decision was taken on cabinet expansion, discussions around the redistribution of work and better coordination within the government remained part of the broader review exercise.</p>

<p><strong>2019 Returns</strong></p>
<p>The second major theme dominating the deliberations was the party’s political position on the August 2019 decisions that bifurcated the erstwhile state into two Union Territories and revoked Jammu and Kashmir’s special constitutional status under Article 370.</p>
<p>Lawmakers reportedly told the leadership that they were increasingly being questioned by people in their constituencies about what the party had done on the issue since coming to power.</p>
<p>Several legislators are understood to have argued that while the party had consistently reiterated its stand publicly, there was now pressure for a more visible political response, particularly after repeated assurances from the Union government regarding restoration of statehood.</p>
<p>According to legislators present at the meeting, members argued that the party needed to adopt a more assertive political position on the restoration of statehood and constitutional guarantees.</p>
<p>“There was a consensus that people are asking questions and expecting visible political action,” one MLA said. “The feeling was that the party should not appear passive on such a major issue.”</p>
<p>On that basis, lawmakers unanimously decided that the National Conference would stage a protest in New Delhi on the opening day of Parliament’s Monsoon Session.</p>
<p>“The feeling was that since the commitments were made at the national level, the protest should also be held in Delhi,” one legislator said.</p>
<p>The decision marks one of the strongest collective political positions adopted by the ruling alliance legislators since the formation of the government.</p>
<p>During the discussions, lawmakers repeatedly referred to earlier statements made by the Union government and submissions before the Supreme Court, indicating that Jammu and Kashmir’s statehood would be restored after elections.</p>
<p>Legislators argued that nearly 18 months had passed since the Assembly elections, but no timeline had emerged regarding the restoration of statehood.</p>
<p>Some participants also suggested that the issue should not remain confined to party politics and favoured broader consultations with other political stakeholders in Jammu and Kashmir.</p>

<p><strong>A Debate Generated </strong></p>
<p>The decision to hold the meeting inside Dachigam also generated political discussion because of the symbolism attached to the secluded venue. Opposition leaders later used the location itself to target the ruling alliance, portraying the off-site session as evidence of a government increasingly detached from public sentiment.</p>
<p>After the meeting concluded in the evening, only a handful of lawmakers addressed the media publicly.</p>
<p>National Conference MLA Hilal Akbar Lone said legislators had discussed departmental performance, pending developmental works and unresolved public grievances. “Chief Minister Omar Abdullah listened carefully to these concerns and directed the concerned ministers to review all pending matters raised by legislators,” Lone said.</p>
<p>He confirmed that restoration of Jammu and Kashmir’s statehood was discussed extensively and announced that the party would register its protest in Parliament during the Monsoon Session. “There is little purpose in protesting here when the commitment was made at the national level,” Lone said. “The Government of India had assured that statehood would be restored after the Assembly elections.”</p>
<p>Lone also said legislators discussed the possibility of convening an all-party meeting so that a collective political course could be explored regarding the restoration of statehood.</p>
<p>MLA Gurez Nazir Ahmad Khan said lawmakers had reiterated their demand for restoration of both statehood and special status. “There is no question of compromise on these demands,” he said.</p>
<p>He also claimed that the BJP had expected to emerge as the ruling force in Jammu and Kashmir after the 2019 constitutional changes but failed to secure that outcome.</p>
<p>Uri MLA Sajjad Shafi also confirmed that the meeting discussed Article 370 and issues on which the party had contested elections. “It has now been nearly eighteen months since we were assured that statehood would be restored immediately after the Assembly elections, but that promise has not yet been fulfilled,” he said.</p>
<p>Shafi, however, denied that cabinet expansion was formally discussed during the meeting.</p>

<p><strong>Opposition Tweets</strong></p>
<p>Soon after news of the meeting emerged, opposition parties and rival political leaders reacted sharply, many mocking both the venue and the secrecy surrounding the exercise.</p>
<p>People&#8217;s Conference president Sajad Gani Lone described the Dachigam venue as symbolic of what he termed an isolated administration.</p>
<p>“Dachigam is secluded, isolated, and entry is restricted. That actually sums up the state of the present government,” he wrote on X. He also sarcastically suggested that lawmakers had been taken to the wildlife reserve to either “fall in line” or face political consequences.</p>
<p>PDP leader Iltija Mufti similarly mocked the gathering and posted on X that “MLAs are more endangered than Hanguls”.</p>
<p>BJP media in-charge Sajid Yusuf Shah also took a swipe at the ruling alliance, sarcastically comparing the gathering of legislators to the wildlife species housed inside Dachigam National Park.</p>
<p>The political reactions revived discussion around Omar Abdullah’s “Trust me, I want to burst like a cloudburst” remark made last month during a public interaction, where he had indicated that he would speak openly after Eid.</p>
<p>That statement had triggered widespread political speculation across Jammu and Kashmir, with opposition parties anticipating a sharper confrontation between the National Conference leadership and the Union government over constitutional and political issues.</p>
<p>Following the Dachigam meeting, opposition leaders once again referred to the “cloudburst” remark online, questioning whether the anticipated political escalation had ultimately translated into an internal review meeting and a planned protest in Delhi.</p>
<p>Despite the criticism and political sparring that followed, the Dachigam meeting appears to have provided the clearest indication yet that ruling alliance legislators are seeking both administrative course correction within the government and a more assertive political strategy on issues linked to the post-2019 constitutional changes in Jammu and Kashmir.</p>

<p><span style="color: #ff0000;"><em><strong>An analysis of Jammu and Kashmir’s improving sex ratio, healthcare gains, and the shifting realities of gender balance.</strong></em></span></p>

<p><strong>In many parts of India, the celebration of a son&#8217;s birth</strong> and the quiet resignation at a daughter&#8217;s arrival have long been an unspoken reality. This preference, passed down through generations, eventually shows up in census data as missing girls and surplus men. For Jammu &amp; Kashmir, however, this old story is finally being rewritten.</p>
<p>The sex ratio, defined simply as the number of females for every 1,000 males, is a demographic mirror reflecting a society&#8217;s health, opportunities, and cultural priorities. While globally there are roughly 101 males for every 100 females, India’s complex story of gender balance stands out as a critical developmental challenge.</p>
<p>However, for Jammu &amp; Kashmir, the latest data suggests a quiet yet significant turnaround. After years of lagging behind the national curve, the Valley appears to be turning the corner, redefining its demographic narrative with rising girls’ birth rates and unprecedented healthcare achievements.</p>
<p><strong>India has recently reported a historic shift</strong>. According to the National Family Health Survey (NFHS-5), the country’s overall sex ratio is now 1,020 women per 1,000 men, meaning India technically has more women than men for the first time in recent history. However, this number can be misleading. The true test of gender bias is the Sex Ratio at Birth (SRB), which counts newborn girls for every 1,000 boys.</p>
<p>Here, the progress is steady but slower. The national Sex Ratio at Birth (SRB) has risen to 933 females per 1,000 males in 2022-23, up from 918 in 2014-15, with 12 states surpassing the national average. States like Kerala lead the way with a high overall sex ratio of 1,084 women per 1,000 men, followed closely by Tamil Nadu, Andhra Pradesh, Chhattisgarh, and Himachal Pradesh. On the other hand, Haryana, historically a state with severe deficits, saw its SRB plunge from 923 in 2019 to 910 in 2024 before clocking its highest figure in five years at 923 in 2025, still below the natural parity of 950. Punjab recorded an overall SRB of 918 in 2024, with districts like Pathankot hitting a shocking 864. Delhi too saw a decline, falling from 929 in 2022 to 920 in 2024. Meanwhile, Maharashtra has struggled to arrest a steady decline, with an SRB of 907 in 2023 and 912 in 2024, far below the national average.</p>
<p>For a region often in the news for conflict and political uncertainty, Jammu &amp; Kashmir has emerged as a surprising success story in gender equity over the last decade.</p>

<p><strong>The official data shows that SRB in J&amp;K</strong> rose from 936 girls per 1,000 boys in 2014-15 to 955 in 2023-24, an impressive jump of 19 points. This transforms J&amp;K from a laggard to a leader, now standing significantly above the national average of 930 (during the same 2023-24 period) and among the best-performing regions in North India.</p>
<p>Even more surprising are the figures released by the administration in March 2025, which recorded an SRB of 976 for the region. This specific metric, while sometimes calculated on a smaller sample size, represents a seismic improvement that puts J&amp;K on par with socially progressive states in South India.</p>
<p>This isn&#8217;t just about numbers; it is reflected in broader health outcomes. The Union Territory&#8217;s Infant Mortality Rate (IMR) has dropped to 17 per 1,000 live births, comparable to Kerala and Goa, and it has already achieved the UN&#8217;s Sustainable Development Goal (SDG) target for child mortality years ahead of the 2030 deadline.</p>
<p>What drives such rapid change in a traditionally patriarchal society? The data points to strict law enforcement rather than just social awakening. Under the Pre-Conception and Pre-Natal Diagnostic Techniques (PC&amp;PNDT) Act, which bans sex determination tests, J&amp;K has made a concerted effort to crack down on offenders.</p>
<p><strong>As of mid-2024, 841 diagnostic centres</strong> were registered across J&amp;K, making the healthcare apparatus highly transparent. Experts note that this strict enforcement, combined with the <em>Beti Bachao Beti Padhao</em> (BBBP) scheme, has reduced the opportunities for illegal sex-selective abortions, forcing the natural order to reassert itself.</p>
<p>When J&amp;K was bifurcated in 2019, it created two distinct demographic units. While J&amp;K is making headlines for its rapid improvement, the newly separated Union Territory of Ladakh tells a different story.</p>
<p>For the first time, SRB statistics have been disaggregated for Ladakh. The cold desert region reported a remarkably high SRB of 962 in 2023-24, arguably making it one of the best-performing regions in the entire country. Its IMR stands at 16, beating even J&amp;K’s impressive figures.</p>
<p>However, this success is accompanied by a stark disparity within the J&amp;K region. District-wise projections show massive variations in overall population balance. While some areas like Kulgam and Shopian have historically had better sex ratios, remote districts like Leh have recorded extremely low ratios (690 females per 1,000 males in the 2011 Census), suggesting that the &#8220;girl child crisis&#8221; has not vanished but merely shifted locations.</p>

<p><strong>While J&amp;K celebrates more daughters</strong> being born, demographers warn of an impending social challenge due to the &#8220;echo&#8221; of past discrimination. Jammu &amp; Kashmir stands at a unique crossroads. It has proven that legal enforcement works. Unlike states like Punjab or Haryana, where sex selection remains a persistent black-market phenomenon despite economic wealth, J&amp;K’s strict monitoring of diagnostic centres has yielded tangible results.</p>
<p>However, the story is far from over. The region must now move beyond survival and focus on empowerment. While the SRB has improved, the data remains incomplete on key metrics like the Maternal Mortality Ratio, which the Registrar General of India does not yet publish separately for J&amp;K.</p>
<p>As India&#8217;s total fertility rate drops below the replacement level (currently at 1.9 children per woman), shrinking family sizes mean the pressure to have a son among one or two children actually increases. This fertility transition could, paradoxically, worsen sex ratios if not managed carefully.</p>
