Notable,  PAR worked with the Pew and others in recently getting HB463 passed, a major  revision to to the KY penal code that encourages addiction treatment and reentry  support over incarceration for non-violent substance abuse offenses and a move  away from mandatory sentencing that has caused burgeoning prison populations.  This bill is expected to save KY millions of correctional dollars. In addition,  Pat McKiernan, Dru Kemp,  Sherry Roark (UofL IT) and Rick are also working with  PAR under a state grant in which they plan to recommend use of their  program, Altus (formerly WAR) Online Recovery Support Web programming ( &lt;a href="http://www.altusrecovery.org/"&gt;http://www.altusrecovery.org&lt;/a&gt; ) as a  recovery coaching tool. Last, together they are working with them to develop an  educational program for recovery coaches, a new and growing trend in managing  recovery that is percolating and being implemented in several states.  Motivational Interviewing is a core practice method in the coaching movement.  &lt;/div&gt; &lt;div&gt; &lt;/div&gt; &lt;div&gt;Further demonstration of our impact and good work. He was 97 and had myelodysplastic syndrome, a blood  disease.&lt;/p&gt; &lt;p&gt;The son of a Kentucky stonemason, Mr. Neuhauser was 11 years old in 1925 when  he spelled “gladiolus” correctly to win the nation’s first spelling  championship. His prize was $500 in gold, a bicycle and a trip to the White  House to meet President Calvin Coolidge.&lt;/p&gt; &lt;p&gt;When he returned home to Louisville, he was greeted with a ticker-tape parade  and crowds bearing bouquets of his new favorite flower — the gladiolus, a member  of the iris family.&lt;/p&gt; &lt;p&gt;Mr. Neuhauser was one of nine finalists, winnowed from a field of 2 million,  who traveled to Washington for the national competition. He had prepared for the  bee by copying dictionary words into a blank book and enlisting his father to  quiz him each evening after work.&lt;/p&gt; &lt;p&gt;He and the other contestants breezed through the first round of that first  bee, easily spelling words such as “catch,” “black,” “grant” and “warm.”&lt;/p&gt; &lt;p&gt;Since then, the national bee’s popularity has exploded, and spelling has  turned into a sport that requires year-round, intensive training and an affinity  for obscure, multi-syllabic words. Last year, 274 finalists competed for the  title in an event that was televised live during prime time on ABC. The winning  word was “stromuhr.”&lt;/p&gt; &lt;p&gt;“Now the words are just too big,” Mr. Neuhauser told The Washington Post in  1993. “I couldn’t even get through the first round.”&lt;/p&gt; &lt;p&gt;For all his modesty, Mr. Neuhauser was something of a cult hero among serious  spellers. He appeared in “Spellbound,” a 2002 documentary film that helped turn  the bee from a curiosity into a cultural phenomenon. Each year, young  competitors in the Scripps National Spelling Bee sought out Mr. Neuhauser to  snap his picture and ask for his autograph.&lt;/p&gt; &lt;p&gt;Outside of the spelling world, Mr. Neuhauser had a long career as a patent  lawyer in Washington, first for General Electric and later for a local law firm.  He retired in 1988.&lt;/p&gt; &lt;p&gt;&lt;b&gt;&lt;i&gt;Frank Louis Neuhauser was born Sept. 29, 1913, in Louisville. He graduated  from the University of Louisville with a degree in electrical engineering in  1934.&lt;/i&gt;&lt;/b&gt;&lt;/p&gt; &lt;p&gt;Mr. Neuhauser worked for General Electric as a small-appliance engineer until  the company, seeking expertise in securing patents, offered to send him to law  school. He received a law degree from George Washington University in 1940.&lt;/p&gt; &lt;p&gt;After serving stateside in the Navy during World War II, Mr. Neuhauser  returned to General Electric as a patent lawyer. He worked for the company in  New York and Connecticut before settling in the Washington area in the  mid-1950s. In 1978, he left General Electric for the law firm of Bernard,  Rothwell &amp;amp; Brown.&lt;/p&gt; &lt;p&gt;He was a past president of what is now the American Intellectual Property Law  Association and past chairman of the National Council of Patent Law  Associations. He also chaired the patent law divisions of the American Bar  Association and the District of Columbia Bar.&lt;/p&gt; &lt;p&gt;Survivors include his wife of 66 years, Mary Virginia Clark Neuhauser of  Silver Spring; four children, Charles Neuhauser of Sunnyvale, Calif., Linda  Neuhauser of Richmond, Calif., Frank Neuhauser of Berkeley, Calif., and Alan  Neuhauser of Silver Spring; and five grandchildren.&lt;/p&gt; &lt;p&gt;Before moving to Silver Spring several years ago, Mr. Neuhauser and his wife  lived in Potomac, where they owned more than three acres of land. Mr. Neuhauser  took pleasure in gardening. Well into his nineties, he spent hours each day in  the yard. The author/reporter gave specific emphasis to Wayside Christian Mission in the piece. Over the weekend, I, and many others, received a rebuttal from Tim Moseley, Wayside's CEO. Some of you reported to me that the story biased the viewer  against Wayside prior to viewing the report and served to diminish the report's  objectivity.&lt;br /&gt;&lt;/span&gt;&lt;/div&gt; &lt;/li&gt;&lt;li&gt; &lt;div style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style=";font-family:georgia,serif;font-size:130%;"  &gt;Those interviewed seemed to have snippets of interviews  shown, out of context and always supporting the reporters point of  view.&lt;/span&gt;&lt;/div&gt; &lt;/li&gt;&lt;li&gt; &lt;div style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style=";font-family:georgia,serif;font-size:130%;"  &gt;Nina had to ask the station news director for an interview  and when the interview occurred she reported that the questioning indicated that  the reported had already made his decision on the direction of the story. She  asked for the interview after WHAS had already sent an undercover van to film  EMS runs to the Mission, indicating the story was already set.&lt;/span&gt;&lt;/div&gt; &lt;/li&gt;&lt;li&gt; &lt;div style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style=";font-family:georgia,serif;font-size:130%;"  &gt;A man who was mentally ill and homeless was interviewed by  the reporter. The man's name was used. The man also was psychotic during the  interview, talking to his imaginary companion, discussing his anti-psychotic  medications. &lt;/span&gt;&lt;/div&gt; &lt;/li&gt;&lt;li&gt; &lt;div style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style=";font-family:georgia,serif;font-size:130%;"  &gt;The report suggests that Wayside has an opportunity to reduce  some of the problems shown through more staff training on handling EMS calls.  EMS always goes with the caller's desire to be transported to the emergency room  or not. Why should our staff be placed in that position? Also, the reporter  never questioned our staff training during the interview, assuming from the  report that it did not exist.&lt;/span&gt;&lt;/div&gt; &lt;/li&gt;&lt;li&gt; &lt;div style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style=";font-family:Georgia;font-size:130%;"  &gt;One  of you suggested that the numbers and costs were far out of line with "real  costs".&lt;/span&gt;&lt;/div&gt; &lt;/li&gt;&lt;li&gt; &lt;div style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style=";font-family:Georgia;font-size:130%;"  &gt;911  calls are not always EMS calls and often one EMS call brings a Metro Police car  and a Metro Fire Department Medic dispatch. It should be said that the fire  department medics have often been highly complementary of the support given by  Wayside's staff prior to the medic's arrival.&lt;/span&gt;&lt;/div&gt;&lt;/li&gt;&lt;/ul&gt; &lt;div style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style=";font-family:georgia,serif;font-size:130%;"  &gt;Some of you emailed or spoke directly to the reporter and I  am very thankful for your efforts. This pressure likely caused the reporter to  add the postscript from Nina's numerous attempts to email him to deliver  additional information. As some time has passed, I put together some additional  thoughts below. I also think there is an opportunity to use this unfortunate  story to improve communication and possibly develop strategies to better serve  the health care needs of homeless people in our community.&lt;/span&gt;&lt;/div&gt;  &lt;div style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style="font-size:130%;"&gt;&lt;span style="font-family:georgia,serif;"&gt;As to the number of emergency calls placed from our Emergency  Shelter on Jefferson Street, it occurred to me that one third or more of  homeless men and women are veterans of the U.S. military; owing to their valiant  efforts in keeping this land free, we enjoy the benefits of living in an open  society—and this includes a free press.&lt;span&gt; &lt;/span&gt;Rather than begrudging  emergency treatment to homeless veterans, we should be providing better housing  and better medical care for those whose sacrifices have kept us free.&lt;span&gt;  &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt; &lt;p style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style=";font-family:georgia,serif;font-size:130%;"  &gt;&lt;span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style=";font-family:georgia,serif;font-size:130%;"  &gt;I believe the WHAS story was unduly critical of our  staff.&lt;span&gt; &lt;/span&gt;First, it is not necessary that a security guard be  medically trained.&lt;span&gt; &lt;/span&gt;On the other hand, EMS employees are medically  trained to assess a patient’s condition and yet even they do not make a medical  decision not to transport, not even if they consider the situation warrants as  much.&lt;span&gt; &lt;/span&gt;Simply stated, no Wayside Christian Mission staff member has  the legal or medical authority to determine who goes and who does not go to the  hospital.&lt;span&gt; &lt;/span&gt;EMS and Fire Department Medics would be much better  equipped to make those decisions, however they, too, follow the client's  wishes.&lt;/span&gt;&lt;/p&gt; &lt;p style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style=";font-family:georgia,serif;font-size:130%;"  &gt;&lt;span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style="font-size:130%;"&gt;&lt;span style="font-family:georgia,serif;"&gt;As to the security guard who was mentioned in the news  report, the news reporter failed to explain that it was the case manager who  likely asked the guard to make the phone call while he attended to the patient’s  needs.&lt;span&gt; &lt;/span&gt;One of our case managers who, by the way, is medically  trained, is also a military veteran.&lt;span&gt; &lt;/span&gt;He works five to six evenings  per week and, again, would stay with the patient while having the guard to place  the phone call to EMS.&lt;span&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style=";font-family:georgia,serif;font-size:130%;"  &gt;&lt;span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style=";font-family:georgia,serif;font-size:130%;"  &gt;Dale Pyscher, the state licensed social worker I mentioned,  receives yearly training in biological hazards; these hazards refer to  biological substances that pose a threat to living organisms, primarily those  that threaten human well-being.&lt;span&gt; &lt;/span&gt;His credentials also  include:&lt;/span&gt;&lt;/p&gt; &lt;p style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style=";font-family:georgia,serif;font-size:130%;"  &gt;Advanced CPR Instructors Course&lt;/span&gt;&lt;/p&gt; &lt;p style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style=";font-family:georgia,serif;font-size:130%;"  &gt;American Red Cross (Louisville Chapter) Instructor of the  Year&lt;/span&gt;&lt;/p&gt; &lt;p style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style=";font-family:georgia,serif;font-size:130%;"  &gt;Advanced First Aid Course United States Army&lt;/span&gt;&lt;/p&gt; &lt;p style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style=";font-family:georgia,serif;font-size:130%;"  &gt;CHSP Course&lt;/span&gt;&lt;/p&gt; &lt;p style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style=";font-family:georgia,serif;font-size:130%;"  &gt;United Parcel Service (Louisville) Safety Team—reduced  injuries through the mentoring of 48 personnel over a two year period&lt;/span&gt;&lt;/p&gt; &lt;p style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style=";font-family:georgia,serif;font-size:130%;"  &gt;&lt;span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style=";font-family:georgia,serif;font-size:130%;"  &gt;If a resident changes his or her mind about going to the  hospital, the EMS worker has the resident sign a waiver of liability.&lt;span&gt;  &lt;/span&gt;This rarely happens, of course, and it should also be noted that EMS  employees and fire department medics do an excellent job in assessing a client’s  needs.&lt;span&gt; &lt;/span&gt;It does, however, indicate the need for a higher level of  evaluation by medical personnel and likely the concern for making a wrong  decision.&lt;/span&gt;&lt;/p&gt; &lt;p style="margin: 0in 0in 10pt;" class="MsoNormal"&gt;&lt;span style="font-size:130%;"&gt;&lt;span style="font-family:georgia,serif;"&gt;In summary, it is clear the WHAS story did not examine or ask  what level of training the Wayside Case Manager had secured.&lt;span&gt;  &lt;/span&gt;Instead, its report portrayed a shelter staff with no training while  assuming that the guard on duty who made the call was the decision maker.&lt;span&gt;  &lt;/span&gt;In addition, the report completely bypassed an even more pressing  question: why not have EMS medical responders make the decision as to whether or  not a client should be transported?&lt;span&gt; &lt;/span&gt;These are medically trained  employees of Metro Government. &lt;span&gt;&lt;/span&gt;Would this save the tax payer  thousands of dollars in emergency room visits?&lt;span&gt; &lt;/span&gt;The reality is that  making these types of decisions are far more dangerous and costly than simply  transporting a person to the emergency room.&lt;span&gt; &lt;/span&gt;Would WHAS have one of  their employees evaluate a visitor who was having chest pains in their lobby and  decide the person was not in sufficient danger to warrant a call to EMS?&lt;span&gt; Those goals are a continued increase in the baccalaureate graduation rate (up to 49 percent as of December), growth in community partnerships, improvement in diversity and related programs and high marks from an independent rating organization for energy-efficient operations.&lt;/p&gt; &lt;p&gt; Ramsey said he is pleased by the progress so far and noted that funding will continue to be the biggest challenge UofL faces.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;Kent School Snapshot&lt;/strong&gt;&lt;/p&gt; &lt;p&gt; Terry Singer, dean of the Kent School of Social Work, provided board members with a snapshot of the school and its major initiatives.&lt;/p&gt; &lt;p&gt;The school, he said, has earned more than $5 million in federal research awards in the last five years and has become a "school of destination" for doctoral graduates.&lt;/p&gt; &lt;p&gt;Singer also reported that the school's first Bucks for Brains faculty member will be hired soon. The post—an endowed chair in oncology social work— may be the first such post in the nation, he said.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;Promotions&lt;/strong&gt;&lt;/p&gt; &lt;p&gt;Wendy Pfeffer, PhD, professor of classical and modern languages, promoted from assistant dean to associate dean of graduate education, effective July 1.&lt;/p&gt; &lt;p&gt;Mostafa Fraig, MD, professor of pathology and laboratory medicine (term) and professor of pulmonary, critical care and sleep disorders medicine (term), received additional appointment as the William M. Christopherson Endowed Chair in Oncologic Pathology, effective March 1.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;Administrative New Hires&lt;/strong&gt;&lt;/p&gt; &lt;p&gt;Donald Rizzo, associate vice president for development, and Ann Coffey, senior executive director of advancement operations.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;2011 Alumni Fellows&lt;/strong&gt;&lt;/p&gt; &lt;p&gt;Alumni Fellow is the most prestigious award the Alumni Association gives. It goes to alumni who are leaders in their field and who receive recommendation from an academic unit. Participants will  undergo a combined classroom and field training covering such topics  as:&lt;br /&gt;&lt;br /&gt;* Entering a community&lt;br /&gt;* Identifying and training local  leaders&lt;br /&gt;* Strategic planning and issue cutting&lt;br /&gt;* Relationship and  community building&lt;br /&gt;* Direct Action on community issues&lt;br /&gt;*  Fundraising&lt;br /&gt;&lt;br /&gt;The DART Center, has built coalitions throughout the country  that have won important victories on a broad set of justice issues  including:&lt;br /&gt;&lt;br /&gt;* Education reform in low-performing public schools&lt;br /&gt;* Job  Training&lt;br /&gt;* Drugs and Violence&lt;br /&gt;* Criminal Recidivism&lt;br /&gt;* Living Wage&lt;br /&gt;*  Neighborhood Revitalization&lt;br /&gt;* Predatory Lending&lt;br /&gt;* Affordable Housing,  etc.&lt;br /&gt;&lt;br /&gt;The DART Organizers Institute combines a 7-day classroom orientation  with 15 weeks of infield training at a local grassroots organization and  in-field training site.  Organizer Trainees are provided with a cost of living  stipend and travel.  Room, board, and tuition will also be paid by DART during  the seven-day classroom training.  After successful completion of the program,  DART will place graduates into permanent full-time salaried positions earning  $30,000-$35,000/year + benefits.  DART is a 501(c)(3) organization, therefore,  employees of the DART Network are eligible for Public Service Loan Forgiveness  under the recently enacted College Cost Reduction and Access Act.&lt;br /&gt;&lt;br /&gt;The  7-day classroom orientation and 15-week infield training start in July 2011.  Training locations will include placements in several states around the  country.&lt;br /&gt;&lt;br /&gt;Although it may be helpful, no direct experience is necessary.  Organizer Trainees (OTs) hired to participate in the DART Organizers Institute  must demonstrate a desire to pursue community organizing as a long-term  professional career. A master's degree, JD, or similar life experience is  preferred though not necessary. Candidates must have a college degree or be  graduating prior to July 2011. Also, candidates must display a workmanlike  diligence, be driven to produce sustained results, have proven capacity to build  relationships of trust, create and execute a plan, act professionally, feel  comfortable working with religious institutions, be accountable and willing to  hold others accountable, demonstrate disciplined thought and action, and work in  a team setting.  OTs must also have access to a car during their training and be  flexible regarding relocation. Fluency in Spanish/English is a plus and people  of color are encouraged to apply.&lt;br /&gt;&lt;br /&gt;Low-moderate income communities across  the country are feeling the bite of the recession that began in December 2007.  Cutbacks in human services and education, layoffs and persistent unemployment,  home foreclosures, increased youth violence, predatory lending, and other  serious issues are day-to-day realities for many. Now is the time for a new  generation of community organizers to step up, unite people, and transform our  communities.
