Purnia! Tribals burned alive JD (U) leader over land row in front of Police

The migration of tribals to Purnia division comprising of four districts namely Purnea, Kishanganj, Kaithar and Araria has been seen as a major threat to security of local people. The tribals are eyeing and forcefully encroaching the land of common people and many times they become violent. Yesterday a JD(U) leader was burnt alive in Kishunpur village by tribals in broad day live in front of Police. This is just another wake-up call for the administration, such incident may happen in future as well.

In a gut-wrenching incident, a JD-U leader and husband of a mukhiya, JainendraMandal, was allegedly burned alive following a protracted dispute over a 17-acre plot of land at village Kishunpur-Balwa under Dhamdaha police station in Purnia district on Friday afternoon. Kishanganj SP, who is also SP in charge, Purnia, Manoj Kumar, while addressing to media said that tribals were in possession of the disputed land. The 35-year-old Jainendra Mandal, who also happened to be the husband of Kishunpur-Balwa mukhia Simo Devi, however, claimed that the aforesaid piece of land was bought by him. He was allegedly set ablaze when he tried to oust the tribals and take possession of the land on Friday.

Eyewitnesses said about 400 tribals equipped with bows and arrows had assembled near Jaina’s brick kiln to confront him over a dispute about 50 acres of land near it, which was under litigation. Earlier Jaina fired from his rifle to scare the mob. This infuriated the tribals who attacked him, thrashed him and set him afire, soon after he fell unconscious. Even though the police were present there at time, they could not stand up the fury of the mob and had to retreat. The tribals had forcibly cut the crops standing on the disputed land
recently.

The entire village has turned into a fortress with large-scale deployment of forces. The police seized one rifle belonging to the victim, a dozen cartridges and a country made pistol from the side.

An FIR had been lodged at the Dhamdaha police station in this regard. However, police had not taken any serious step unless the incident could have been averted. Purnia division has a history of such violence. At least half a dozen people have been killed in the commissionarate in past few months over the land related scuffle with tribals.

The author has picked few important areas and expressed his opinion based on the facts and statistics received from different sources. Maulana Asrarul Haque, MP Kishanganj

This is May 2013, which is important for the people of Kishanganj district as the Member of Parliament (MP) Maulana Asrarul Haque Qasmi has completed four years. It seems four years (approx 1460 days) of Maulana Qasmi as MP of Kishanganj have passed in no time. Although the four years of Maulana Qasmi is not celebrated as UPA II government’s bash but this is really a matter of pleasure for Kishanganj MP, his followers, and Congress party and workers. Of course, there is nothing wrong if someone including an elected representative celebrates his success. However, four years of Maulana Qasmi’s tenure must be analysed in interest of common people and development of district.

Being a media professional and a budding political analyst, I have tried my best to analyse Maulana Qasmi’s four years tenure. It would not be right if I blindly say it totally useless or completely useful from development prospect of Kishanganj. Since 13th May 2009 till May 2013, Maulana Qasmi, an educationist by heart and an Islamic scholar carry a mix-bag of achievements.

I have keenly followed MP Qasmi since he assumed office and analysed his work as a critic. Sometimes I have lauded his work and sometimes I have gone heavily against him for not giving proper attention on key issues. I had series of meeting with him in last four years on various issues / topics. I am sure some of my harsh criticism must have hurt his followers and some of them had also given friendly advices to me for criticising their leader. But as a journalist and informed citizen of Kishanganj I am helpless and raising the points / issues is my responsibility. If someone finds anyone offensive, he or she must ask for clarification on same. Being defensive on questions of a journalist or a common citizen is not going to help anyone.

If said in a layman’s language based on visibility, in a simple sentence you can say “Kishanganj has not witnessed any major development across the district”. I don’t wish to be a layman and give any unsubstantial statement in his four years. I want to be realistic and trying to jot down four years of Maulana Qasmi as MP of Kishanganj in two broad headings namely Hits and Misses. Interestingly the major terms in hits and misses are related to each other.

Hits of Maulana Asrarul Qasmi

No any corruption charge – This is really a good thing if an elected representative doesn’t face any corruption charge in India as most of the MPs are involved in some corruption. Full marks to Maulana Asrarul Haque Qasmi for being honest as an elected representative.

No any criminal case / record – Maulana Asrarul Haque Qasmi has not been involved in any criminal case. There is no any criminal case in records against MP of Kishanganj. Again full marks to him for being a clear-image politician which is very rare in India.

Excellent Speech (Speaker) – Maulana Asrarul Haque Qasmi is a famous speaker since start of his political career in 1980s. His speeches had been appreciated by public and pulled out huge crowd. Maulana Qasmi had continued his legacy after winning the election and his speeches with instances (examples) from common people’s lives and surroundings was appreciated time-and-again. Full marks for him for an effective speaker.

Softness / Humbleness – Maulana Asrarul Haque Qasmi carries a unique softness / humbleness, which impress the person on other side a lot. He is one of the few elected representatives who pick the call of masses personally instead of PA (Personal Assistant). Full marks to Maulana Qasmi for his softness / humbleness

Development Issues of district – AMU Kishanganj has remained favourite agenda of Maulana Asrarul Haque Qasmi in his four years. Maulana Qasmi’s effort for AMU Kishanganj is appreciable as he has been one of the important catalyst to push ahead the proposed centres work.

Secular Image – Full marks to Maulana Qasmi for being a secular politician respected by people of all religious faiths, different cast and creed across the district

Misses of Maulana Qasmi

Rise in Corruption Rate – Although Maulana Qasmi is a clean-image politician, but the rate of corruption has increased many folds in Kishanganj for past four years. Be it the government offices coming under different departments, banks (bribe for loan sanction), railway reservation counters, bus stops and public places corruption can be noticed every where. Maulana Qasmi had hardly given any attention to eradicate corruption from Kishanganj.

Rise in Criminal Cases – Once again the clean-image Maulana Qasmi failed to put any hold on criminal cases. The criminal cases are raised exponentially in the district of Kishanganj. The number of criminals have also raised, who did different types of crimes. Money-snatchers are now common in Kishanganj district headquarters and other parts. If you are drawing money from bank or ATM of Kishanganj there are possibility that the gang of snatchers in bikes may forcefully take away your valuable money. Similarly, the cases of thefts, illegal activities like smuggling have raised in four years during Maulana’s tenure

Speech having no merit – The biggest strength of Maulana speech had become biggest failure (point of criticism) for him. People have started complaining that Maulana is only “Guftar Ke Ghazi” but he couldn’t proved himself as “Kaam ke Ghazi”. This is true many of his promises especially in the education sector are not fulfilled till date.

Softness / Humbleness – The softness / humbleness of Maulana Qasmi encouraged the bad elements, criminals and even the officials from different government departments for wrongdoings. Many times tough stand was required from him but he had shown soft approach, which has been harmful for Kishanganj and its people. He was criticized widely for not taking hard step against his party and government for delaying AMU Kishanganj issue.

Development Issues – Education has always been his favourites area, Kishanganj was expecting a major uplift in this sector during Maulana’s tenure. Sad to say hardly Kishanganj had witnessed any big change in the field of education. His favourite quote remained “Maine Kishanganj Ko Talimi Lihaaz se Kerala banane ki Qasam khayi hai”. However, this could not happen in four years.

The condition of government colleges, high schools, middle schools and primary schools has become worst. Regular classes are not conducted in almost all colleges of the district. Both teaching and non-teaching staffs of colleges remain absent many days in a month. Similarly, he didn’t have shown much interest in resolving the issues like improvement in health & sanitation, eradicating poverty and unemployment from the district.

No any new train is introduced from Kishanganj for New Delhi and other parts of the country. Neither the much-needed stoppage of trains like Guwahati – New Delhi Sampark Kranti Express was provided at Kishanganj. The berths in Guwahati – New Delhi Rajdhani Express had been reduced from 40 – 50 to only 6 to 8.

Manzar Imam Kudos! Very good report indeed, balanced, unbiased and shows worries and concerns of a young man desiring to see a better and changed Kishanganj. We know that things cannot change over a decade or so in a district which is educationally and economically one of the most backward districts of India. The tasks are huge and the challenges lie for all of us to put our collective efforts for a better tomorrow. Our representatives must take lessons from public criticism and evaluate their work It would be great to bring the report card of all our MLAs also including their work and rhetoric. And, our MP sahab should take positive constructive criticism with open heart and mind.

A family in Rahmatpara village put under ‘House Arrest’ by Panchayat Election candidate for not voting

‘House Arrest’ sounds little awkward and unbelievable for Kishanganj but this is true happened at Rahmat Para (earlier known as Dakopara) village in Kochadhaman Police Station (Block). Especially such cases are hardly noticed in any part of the country especially in Kishanganj. If the report of a leading newspaper believed Mohibul Haque and his family including cattle are kept under house-arrest for past a couple of years. Actually a boundary wall is erected at the exit / entrance gate of Mohibul Haque’s house by the owner of land H Rahman, which was only the way for victim’s family.

Mohibul Haque is suffering due to his enmity with Mohammad Mujammil, a candidate for Panchayat Election. Mujammil was confident that he will win elections and Mohibul’s family would vote for him. However, he lost election and predicted that the family of Mohibul had not voted for him. In revenge, Mujammil convinced H Rahman by hook and crook, and agreed him to erect a wall on the land that was used by Mohibul’s family as passage.

Now, the family comprises of 12 members is not able to move freely from their house. The children are not able to attend school, neither they play with other children in the village. The family had appealed the administration for a solution of the problem, which has made their lives hell but no action is taken yet. This is really a big question mark over the democracy, where the voters are punished for using their voting rights as per their wish.

ISc 2013 Results! Sadat Hussain is Kishanganj topper and among TOP 20 in Bihar

Kishanganj congratulates the district topper Mohammad Sadat Hussain for securing 81 percent marks in Intermediate Science (ISc) Examination 2013. A student of Inter High School in district heaquarters of Kishanganj, Sadat is also among the TOP 20 students of state. The second and third positions in Intermediate results are hold by Fateh Rana and Harish Kumar Sinha, who have scored 80.2 percent and 80 percent respectively. All the three toppers are students of Inter High School and featured in TOP 20 list of Bihar.

DPR Consultancy team inspect AMU Kishanganj site, report completion requires one month

EdCIL (Educational Consultants India Limited ) a government recognised consultancy hired by the Aligarh Muslim University (AMU) today inspected the site of its proposed study centre in Kishanganj district of Bihar. A five member team of the consultant visited the site as part of preparations of the Detailed Project Report (DPR) with officials from district administration.

Kunal Mathur, an expert consultant from the company said that they inspected the site in order to prepare the DPR for the AMU's study centre. The consultancy would complete the DPR in a month and hand it over to the AMU authorities for approval. Further he added that the construction of study centre campus in the first phase would cost Rs 400 crore while the total cost of overall infrastructure would be about Rs 2,500 crore.

It should be noted that the state government had last year handed over the 224.02 acres plot to the AMU authorities to set up infrastructure for higher education facilities. Later on the UPA government had late last year approved the AMU study centre project at Kishanganj. Last month on 1st April, 2013 an official delegation of Aligarh-based premier central university led by Vice Chancellor Lt Gen (Retd.) Zameruddin Shah had visited the site. Mr Shah had expressed his willingness to start the campus at the earliest from Minority Hostel of Bihar Government.

Bihar ISc (Intemediate Science) Results 2013! Adarsh Aman from Araria secured 7th Position in TOP 10 list of state

Proving their mettle once again, the fairer sex aced the intermediate science (ISc) examinations conducted by Bihar School Examination Board (BSEB) with 93.25% of the girls succeeding followed by boys at 91.45%. Patna girl Juhi, a student of Sir Ganesh Dutt Memorial College, West Bailey Road, was declared the overall topper with 420 marks (84%). From Purnia division, Adarsh Aman from Araria made the area proud by securing 7th position in Top 10 list.

Juhi was the only Patnaite to make it among the 20 students (including 7 girls) who ranked in the top 10. Raushan Kumar (417) of Sri Sri 108 M R J D I College, Begusarai, was ranked second followed by Varshaa of V R College, Vaishali and Shekhar Suman of B M College, Munger, who shared the third position with 416 marks.

Announcing the results on Thursday, chairman of Bihar School Examination Board Rajmani Prasad Singh and secretary Lalan Jha expressed delight that the overall pass percentage of ISc continued its northward trend at 91.87% this year, compared to 91.36% in 2012 and 90.81% in 2011. "The board would reward the toppers so that students are encouraged to perform better," said Singh, adding that 51.22% students passed with first division and 39.57% in second division.

BSEB's decision to declare science results before arts and commerce streams came in the wake of the new JEE (Joint Entrance Exam) pattern where the class 12 marks would carry 40% weightage, said Jha. "This year, we had tried to improve the evaluation system by appointing only qualified teachers for the purpose and answers copies of the toppers have also been thoroughly checked," Jha mentioned.

In fact, BSEB established its claim that the boycott of ISc evaluation by examiners belonging to unaided intermediate and Degree colleges would not delay the results.

Other students who ranked in top 10 are: Rahul Raj, Aastha, Kumar Abhinandan, Shalini, Sonal Agrawal, Adarsh Aman, Lalit Kumar, Monika Kumari, Rupam Kumari, Shilpi Kumar, Mohammad Shahid, Ritika Raj, Rajan Kumar, Neeraj Kumar, Hemant Kumar and Amit Ranjan.

Over 3.68 lakh students, including 2.82 lakh boys and 86,000 girls, had filled the forms for the ISc exams but only 3.62 lakh students appeared at the exams, including over 2.77 lakh boys and 84,818 girls. Altogether, 26,684 students failed the examinations while results of 1,460 examinees are pending.

In terms of division-wise performance, Patna was on top among the divisions with a pass percentage of 93.59%, followed by Magadh (92.67%), Tirhut (92.8%), Saran (90.38%) and Darbhanga (88.49%). The girls of Tirhut division had the best pass percentage 95.72%, followed by Saran 95.04%, Kosi 94.99% and Purnia 94.99%. The boys of Patna division surpassed others with the best pass percentage 93.59%, while the Kosi and Purnia division came aclose second and third with 92.98% and 92.80% respectively.

AMU Kishanganj! DPR preparation agency EdCIL visiting Kishanganj on May 17

In a positive development related to AMU Kishanganj centre, a team of M/S EdCIL will visit Kishanganj on May 17, 2013 to collect some essential information in order to prepare the DPR (Detailed Project Report). AMU Registrar Group Capt. (Retd.) Shahrukh Shamshad has written a letter to Kishanganj DM Aditya Kumar Das (IAS) for providing assistance to DPR preparing agency team. The letter was shared with Human Chain by AMU Nodal office on 15th May, 2013.

It should be noted that EdCIL (Educational Consultants India Limited) a government of India Enterprise is preparing DPR / DFR for AMU Kishanganj. The visit of EdCIL is remarkable since it would push ahead the process of establishment of AMU Centre in Kishanganj. The visiting team will stay at Kishanganj for two hours between 9 am and 11 am on 17th May, 2013. As per sources the DPR preparation would take at least two months then it would be tabled before the MHRD for token grant of Rs. 30 crore

“Mor Chhuaar Ki Hobe” (what would happen with my beloved son?), “Allah / bhagwan mor chhuatar hifazat korbo” (Almighty bless my child and save him from problems?), “Beta birnar mulqot apnar khayal rakhbo” (My beloved son take care of yourself in outside location?”, these are common expression of a concerned mother and father who are parting ways from their beloved son. Similarly, the married women get emotional while saying adieu to their husbands who leave the town / village for big cities in search of livelihood. Along with parents, spouses, brothers, sisters, relatives and near and dear ones pass through a heavy phase in many days all through the years. The prime reason behind is the mass-migration for livelihood and higher education. Now the time has come to curtail its rate in order to save the emotional bonding and social set-up of the area, which is unique in itself.

One can witness the heavy emotional moment in any part of Purnia division especially in railway stations of Kishanganj, Dalkola, Barsoi, Katihar, Purnia and Araria. The prime reason behind this is mass migration in search of job or getting quality education. Sadly, hardly anyone cares for the panic trend of “Mass Migration” in this part of the country since independence till date.

Almost every day hundreds of Seemanchalwasi including people from Kishanganj in various groups ranging from children, youths to aged migrate to other parts of country in search of job or getting higher and quality education so that they can make a successful career and earn money for livelihood. From metros like Delhi, Mumbai, Kolkata, Bangalore, Chennai, Hyderabad to big cities such as Ahmedabad, Ludhiana, Chandigarh, Guwahati etc. to education hubs such as Aligarh, Pune and Kota the people for Kishanganj district part their ways with family members, friends and near & dear ones. Emotional outburst while parting way is obvious in this north-eastern part of country, which is hardly familiar with the word ‘development’ in almost all areas.

Be it quality education or employment, health and sanitation or malnutrition Kishanganj is legging far behind in comparison to other parts of the country. The situation is more or less similar in all districts of Purnia division namely Kishanganj, Araria, Katihar and Kishanganj. Since India’s independence till date neither the state government nor the ruling government at Centre had ever properly cared for Purnia division. Despite its location as gateway to north-eastern states of India, Kishanganj or other districts of Purnia division got any special recognition from the governments.

The literacy rate is worst in this part of the country, thanks to negligent approach of governments. The female literacy percentage in Kishanganj is least in India, the percentage drops down further among Muslims, which is just 2 %. There are scores of government run primary schools, middle schools, high schools and degree colleges in Purnia division. But hardly any school or college provide quality education to enrolled students. Surprisingly and shockingly there is no any university in Purnia division, which is inhabited by around 1 crore population. Thanks to private run schools and colleges, at least they have come up as a rescuer for those who wish to get good quality education at various levels in this part of the country.

Those who belong to well-off families migrate to other parts of country and few countries abroad to get contemporary education and higher studies. It must be noted only a tiny percentage of total population of Purnia division are fortunate to move outside for getting quality education. On the other side those who migrate from their native places for education somehow consider themselves unlucky. They are parting ways from their near and dear ones under compulsion due to lack of educational facilities.

Likewise education the condition of regular and quality employment is a big reason behind the mass migration from Purnia division. Since India’s independence till date there is no any big industry in Kishanganj or nearby areas that can generate employments for masses. People are confined to grocery shops, small cloth shops, medicine shops and other shops and stores to earn Rs. 2500 to 5000 – 6000 per month. However, the number of people working in shops and stores are very less in comparison to daily wagers working in agriculture fields as labours, where they get Rs. 100 to 200 on daily basis. Other groups working in building construction where too maximum daily wage is Rs 200 to 250.

Most importantly, the daily-wagers are not confirmed for getting employment every day. On an average out of 365 days in a year they hardly get job for 100 days, which means they can earn only 10,000 to 25,000 per year. This is a Big question itself. How can a person run a family with 50 to 60 rupees on an average per day? I am sure hardly the government, elected representatives or even a common person from Purnia division thinks about the employment issue. The concept of skilled labour (workers) doesn’t exist in Purnia division due to complete lack of opportunities, which further adds the woes.

Both the education and employment compel the people of Purnia vision to go ahead with migration to their preferred place outside the area. The state and centre government must think to curtail down the rate of mass-migration unless it would create extra burden on other parts of the country. Alone in national capital New Delhi & NCR at least 1 million (10 lakh) people from Purnia division are residing who are taking education in schools and colleges, working in factories as unskilled labours or skilled professionals in MNCs, IT companies, etc or teachers and faculties in schools and colleges respectively.

Now this is the high time to think on this issue seriously. The mass migration is a big matter of concern and it causes a great loss based on emotional quotient which revolves around the concept of society. At the same time it would greatly affect the availability of resources in the city where the people have migrated. If it still continues at the same pace in the coming years, there is high possibility of a big population explosion that would severely affect the natural and artificial resources.

12 students including 2 girls from Kishanganj cleared JEE (Mains) 2013

12 students including 2 girls from Kishanganj district of Bihar have cleared the Joint Entrance Examinations (Mains) conducted by The Central Board of Secondary Education (CBSE). Interestingly all of them were students of Bal Mandir Senior Secondary School situated in district headquarters of Kishanganj. As per informed sources 12 candidates from Kishanganj belonging to various categories have successfully qualified for JEE Advanced entrance. Candidates who have cleared JEE Main from Kishanganj are Anil Basak, Pratyush Kumar Sinha, Abul Fazal, Mohd Zeeshan Anwar, Bulbul Paswan, Yasmin Naaz, Aditya Kumar Somani, Milan Chatterjee, Sawan Kumar, Harish Sinha along with two others. The results were declared by CBSE on Tuesday (May 7, 2013). The successful candidates are being congratulated by their family, relatives and district people.

Out of total marks 360, the cut-off quality for JEE (Advanced) is 113 for General Candidates, 70 for OBC (Other Backward Classes), 50 for SC (Scheduled Caste) and 45 for ST (Scheduled Tribe) candidates. From the state of Bihar 81,000 students had appeared in the first phase examination of JEE Main that includes 48,000 from Patna.

Only top 1,50,000 candidates (across all categories) who has qualified in Paper I of JEE Main would be eligible to appear for JEE Advanced 2013. A total of 75,750 candidates have been named in the common merit list (General Category students and few from reserved categories). Around 40,500 candidates from OBC, 22,500 from SC and 11,250 from ST have been figured among the 1.5 lakh eligible candidates. Persons with disabilities will form 3 % of each of the above merit lists.

Those who could not qualify for the second phase of JEE Main (JEE Advanced) can get admissions in technical institutions across India other than IITs (Indian Institute of Technology). The normalized score of their Class XII / qualifying examination would be considered. The JEE (Advanced) would be held on June 2, 2013. The admit card for JEE (Advanced) would be made available between May 16 and 31, 2013 and the final results are expected to be declared on June, 2013. Final list of candidates who didn’t qualify for JEE (Advanced) would be declared on July 7, 2013. This list would enable the candidates to take admission in technical institutes other than IITs.

Those who have qualified for JEE advanced need to register online between May 8 and 13 at www.jeeadvonline.iitd.ac.in or www.jeeadv.iitd.ac.in Once the candidates are done with registration formalities further they need to pay the requisite examination fee Rs. 1, 800 for General Category and OBC male category candidates and Rs. 900 for SC, ST and physically disable male candidates. Candidates require to pay the fees through the receipt generated during registration process at any State Bank of India (SBI) branch having core banking facility on or before May 13, 2013. Four students from Kishanganj cleared Rahmani-30 entrance test for IIT-JEE 2015

Four students from Kishanganj has cleared Rahmani-30 entrance test for IIT-JEE 2015. Amber Shahzad, S/O Mr. Arif Hussain from National High School has cleared the written test from Kishaganj along with Takmil Ahmad, Nice Arbad and Wasim Akram all from Navodaya Vidyalaya Kishanganj. A total of 19 students from Purnia division (Araria - 13, Katihar - 2, Purnea - 5 and Kishanganj - 4) have cleared the entrance test.

Rahmani 30 Preparatory Centre for IIT - JEE

Patna-based Rahmani-30 preparatory centre of IIT-JEE run by Rahmani Foundation declared the results a couple of days back for the written entrance test held on 14 April, 2013. The selected candidates have been called for interview on 25-26 May, 2013 for final selection of the batch of 30 which will go under 2 years preparation for IIT-JEE Exam 2015.

While selected students from Arrah, Aurangabad (Bihar), Begusarai, Bhagalpur,Gaya, Munger, Muzaffarpur, Nalanda, Nawada,Patna, Dehri-on-Sone, Samastipur, Sasaram and Siwan have been called for interview on Saturday, 25th May’13, students from other districts and states will face interview on Sunday,26th May’13.

Around 10422 students had appeared in the test, of them 340 have emerged successful for the interview. The written entrance test was held in different states namely Bihar, Jharkhand, West Bengal, Uttar Pradesh, Maharashtra, Madhya Pradesh, Delhi, Gujarat and Manipur.

The Central Board of Secondary Education (CBSE) had announced the results of Joint Entrance Examinations (Mains) on Tuesday (May 7, 2013). Child prodigy Satyam Kumar, a resident of Bakhorapur under Barahara block of Bhojpur district became the youngest boy in country to compete the JEE preliminary exam by scoring 292 out of 360 marks. He has hit the national news headlines for his success at the age of 13. He has achieved the unique feat the record age of 13 and half years. It is May 7, 2013 today, exactly 60 days (2 months) have been passed since Mr. Qasmi had made a promise on behalf of his party and government about the preparation of DPR (Detailed Project Report), which is must to get the Rs. 30 to 50 crore token budget. Followers of Mr. Qasmi were quite happy at that time and they went heavily against critic of Congress and UPA government who had blamed the party for delaying the project for past four years. Even the MP from Kishanganj was looking quite satisfied with the developments and letter of MHRD.

Agitation for AMU Kishanganj

As soon the Union Finance Budget presented in the Parliament on February 28, 2013 and the proposed Aligarh Muslim University (AMU) centre at Kishanganj missed the token grant, the issue hit the national news headlines. AMU Kishanganj became a buzz in the first week of March and the Congress led UPA government including its Member of Parliament (MP) from Kishanganj Maulana Asrarul Haque Qasmi was widely criticized. However, somehow on March 7, 2013 the Union Minister of Human Resource & Development (MHRD) M Pallam Raju had issued a letter to AMU to manage Rs. 30 lakh from university budget and get the DPR / DFR prepared. The very next day on March 8, 2013, Congress MP Qasmi did a press-conference at Circuit House in Kishanganj and assured that the DPR / DFR would be prepared within two months.

The hopes of AMU Kishanganj lovers increased many folds with the visit of Vice Chancellor Lt. Gen (Retd.) Zameeruddin Shah and his two member team to Kishanganj on April 1, 2013. Of course, the Vice Chancellor and his team visited the 224.02 acres AMU site and inspected the Minority Hostel of Bihar govt, but in his press release he had clarified that DPR / DFR preparation was not started. Roughly one month had passed till the visit of Vice Chancellor since the time when MHRD had told in its letter that Rs 30 lakh would be released to AMU for preparation of DPR / DFR.

From 1st April 2013 till date more than one month has passed but there is no any development regarding DPR / DFR preparation. A couple of days back when contacted with the concerned official from AMU, he didn’t clarified any thing regarding DPR / DFR preparation. In fact, still the university is waiting for Rs. 30 lakh from MHRD to get the same prepared. It should be noted that AMU Teachers’ Association (AMUTA) just after the visit of AMU Vice Chancellor to Kishanganj criticized him badly and said the concept of special centre as illegal. AMUTA had also warned the Vice Chancellor for not utilizing the other funds of the university for Kishanganj and other centres.

For the above points it is clear that AMU Kishanganj is badly suffering due to twists between AMU and MHRD. Both sides are fulfilling letter exchange formality but nowhere neither the government nor the concerned ministry is serious about pushing ahead the matter of AMU Kishanganj. Keeping a mum on the issue is not a solution. We must not allow the Congress Party and UPA government to make AMU Kishanganj 2014 Election issue. On behalf of Kishanganj and Seemanchal people the Member of Parliament Mr. Qasmi must question his party which is playing with sentiments of 2 crore people from the region. If the DPR / DFR issue is not resolved soon, the activists groups working for AMU Kishanganj may go for agitation against Congress and UPA government at Kishanganj and national capital New Delhi, said an informed source.

Ganesh Prasad Saha has made the Kishanganj and Purnia division proud by cracking India’s premier Civil Services examination conducted by UPSC (Union Public Service Commission) with 373 All India Ranking. The results were declared this past week on Friday by UPSC in which 998 candidates qualify the entrance test for various posts. As soon the people of Kishanganj came across the success news of Ganesh Prasad Saha they felt themselves proud and discussions started in homes and chowk chowrahas. The family members of Saha are on Cloud 9 with his achievement that brought the district in notice of country people. Ganesh Prasad Saha, a resident of Mahavir Marg in Kishanganj district headquarters has cleared the exam under OBC (Other Backward Caste) category.

Unlike Ganesh Prasad Saha many other students from Bihar have cleared the UPSC amidst the 2012 Civil Service results dominated by South India. Although a number of students from Bihar did manage to qualify, but they were not in the list of top 25. Interestingly, most of the candidates who qualified from Bihar come from the rural and lower middle class background.

Ajit Rai, son of late Brajbhushan Rai and Pramila Devi of Girha village under Rosera block of Samastipur district got 26th rank. Deepa Agrawal of Begusarai, a Geography (Hons) from the local G D College, was among the successful girl candidates who cracked the Civil Services Exam 2012. She was placed 52nd.

Satyendra Kumar, son of Radha Raman Jha and Kamla Rani Jha of Ghat Bhatra village under Bisfi block of Madhubani district got 71st rank. Ajit Basant, son of Yogendra Jha of Madhubani district got 72. Twenty-six year old Ramesh Ranjan of Patna got 76th rank. He did his Electronics and Communications Engineering from NIT Calicut and qualified in the third attempt. Prashant Anand, son of Pramod Kumar Jha, a social activist of Bhagalpur got 176th.

Upendranath Verma of Nawada got 268th rank while Sujit Kumar of Begusarai got 423. Shankaranand Mishra, son of a school teacher, Krishna Narayan Mishra and Meena Mishra, secured 374 rank. He was a gold medalist from IIT Roorkee.

Raj Tilak Roshan of Khagaria got 383th rank. Prabhat Kumar, son of a farmer of Mauna Vishunpur in Vaishali district got 461st position while Prabhakar Prabhat of Bahaur village of Ekangarsarai block of Nalanda district secured 494th position. Bakhtiarpur’s Ashish Kumar got 498th rank while Dayashankar of Patna got 827th rank.

Nilotpal, who got his Mechanical Engineering degree from Bhagalpur Engineering College in 2008 secured 510th rank. Kumar Abhinav and Kamaljit Kamal of Banka district also cracked UPSC. Abhinav is a gold medalist from IIT Kharagpur and secured 207 rank. He is son of Ajay Chakrovarty. Kamaljit who got 666 rank hails from Baunsi block in the same district. He is son of Arjun Sah.

Anand Mohan of Ara in Bhojpur district got 539th rank. He got coaching from Super-12 Interview Guidance, which is being organized by the Banka district magistrate, Dipak Anand. Abhishek Pallav, placed 260, got his post-graduate degree from AIIMS. He is native of Cheria Bariarpur district of Begusarai and is son-in-law of Prof U K Sinha of Patna University.

Special Train between Alipurduar - Ajmer via Kishanganj for Urs Fair on May 10 & 17, 2013

North East Frontier Railway will run a special express train between Alipurduar and Ajmer to carry extra rush due to 'Urs Fair' at Ajmer. The train will leave Alipurduar Junction at 2355 hrs on Friday of May 10 and May 17 next and reach Ajmer on Sunday of May 12 and May 19 at 2100 hrs.

The train will leave Ajmer on May 13 and May 20 at 0730 hrs and reach Alipurduar junction on May 14 and May 21 next, a NF Railway release said here today.

Special train halting at New Japaiguri

The train would stop at New Jalpaiguri, Kishanganj, Katihar, Barauni, Hajipur, Sonpur, Chhapra, Balia, Lucknow, Moradabad, Ghaziabad, Rewari, Shri Madhopur, Ajmer.

Sarabjit Singh dies! Is this diplomacy failure between India and Pakistan??

The nation on Thursday woke up with news of sad demise of Sarabjit Singh, an Indian convict in Pakistan. He fell into a coma and died at 01:00 on Thursday morning (20:00 Wednesday GMT) in Lahore's Jinnah hospital. Prime Minister Office (PMO) in Twitter said the perpetrators should be brought to justice for the "barbaric" attack. The news of his death was declared by medical officials and his lawyer said.

Six days back on Friday Sarabjit Singh was brutally attacked in Kot Lakhpat Jail, Lahore by six prisoners with bricks, sharp metal sheets, iron rods and blades. Following the attack Sarabjit was in comma and admitted to the Jinnah hospital with severe head injuries in a critical condition. He was in a coma, with a broken backbone and was kept on a ventilator with minimum chances of survival as per inputs of doctors. Sarabjit's family comprised of his sister and two daughters visited him at the hospital who had complained about negligence of doctors after coming back to India.

The brutal attack leading to death of Sarabjit has spread shock-waves across the country. Since 1990 Sarabjit was in Pakistani Jail as he was convicted as Manjit Singh for alleged involvement in the 1990 serial bomb blasts at Lahore and Faisalabad that killed 14 people. He was sentenced to death in 1991 by Pakistan court, but his hanging had been repeatedly postponed for past 23 years. Although Sarabjit claimed that he was a farmer and a victim of mistaken identity, who strayed into Pakistan from his village situated on Indo-Pak border but his side of story was never accepted by Pakistan.

His family had always insisted Singh was innocent and had strayed into Pakistan by mistake when he was arrested. But his mercy petitions were rejected five times by Pakistani courts and former President Pervez Musharraf. Even Indian government has told Pakistan that Sarabjit is a victim of mistaken identity.

In a tweet, Manmohan Singh's office wrote: "Particularly regrettable that the Govt of Pakistan did not heed the pleas.... to take a humanitarian view of this case". Sarabjit Singh's lawyer Owais Sheikh earlier said his client's death was "feared", "His condition was more than critical and he had less chances of survival," the doctor added. Two inmates were charged with attempted murder and two officials suspended.

With death hopes shattered for Sarabjit's family members, who were expecting his release some day. Sarabjit's death and conviction for 23 long years raises question mark over diplomacy between India and Pakistan. Is death of Sarajbjit Singh an example of diplomacy failure between two rival neighbours? The governments of both the countries must take such cases seriously unless innocent citizens may lose their valuable lives in their negligent approach. Most importantly, the issue risks stirring fresh tensions in relations of India and Pakistan.

Earthquake strikes North India, epicentre on J&K and Himachal border

An earthquake of 5.8 magnitude jolted North India on Wednesday afternoon at around 12:30 pm. Reports said the quake was felt across Delhi &NCR, Jammu and Kashmir, Punjab, Himachal Pradesh and adjoining areas. The quake is having its epicentre on Jammu and Kashmir and Himachal Pradesh border. The quake that struck at 12:31 pm lasted for about 10 seconds. So far, there have been no reports of loss of lives or damage to property. This is the third quake felt in North India in the past three weeks.

Maulana Azad Education Foundation (MAEF) is running a scholarship scheme for meritorious girls students belonging to minorities. The girls belonging to the family having yearly income from all sources less than Rs. 1, 00, 000 (one lakh) are eligible for the scholarship.

Objective of the Scheme
To recognize, promote and assist meritorious Girl students belonging to National Minorities who can not continue their education without financial support.

Purpose of Scholarship

It is one time scholarship, and no claim as permanent beneficiary will be entertained. Student once selected for scholarship can not avail the same again.
A student getting a scholarship from any other source would not be eligible for this Scholarship.

About Maulana Azad Education Foundation
The foundation established was established on the occasion of Maulana Abul Kalam Azad's birth centenary celebrations in 1989. The foundation is a voluntary, non-political, non-profit making social service organization, established to promote education amongst educationally backward sections of the Society. It is fully funded by the Ministry of Minority Affairs, Govt. of India. The Honorable Minister of Minority Affairs is Ex-Officio President of the Foundation. It was registered under the Societies Registration Act, 1860 on 6th July 1989.
