In yet another AMU Kishanganj related controversy the Katihar Division Railway SP (Superintendent of Police) Dr. Sukan Paswan has ordered to arrest the MP of Kishanganj Maulana Asrarul Qasmi, five MLAs and 15 protestors. Dr. Paswan was on its official trip to Kishanganj on Wednesday and said, all the assessed will be arrested for blocking the rail movement for about 14 hours that has caused loss of more than one crore to Railways. The law of the country is applicable for all including political leaders, and no one is above the law, added the Railway SP.

It should be noted that a Maha Dharna was organized on October 12, 2011 in Kishanganj for pressuring the Bihar Government to allot the land for the proposed AMU Centre in Kishanganj thousands of people blocked the Delhi / Kolkata – Guwahati rail route and National Highway No 31. Although the blockade was pulled out in the midnight but the Railway GRP has filed a complaint under the case No 31/11 under the Acts 143, 353, 144 of Indian Penal Code along with 147, 174 (A) of Railway Act. Congress MLA Dr Jawed Azad (Kishanganj), RJD MLA Akhtarul Imaan (Kochadhaman), Congress MLA Tousif Alam (Bahadurganj), Ali Imran Ramz (Victor of Chakulia – West Bengal) and Gholam Rabbani (Goal Pokhar – West Bengal) have been made accused along with Congress MP Maulana Asrarul Haque.

The warrant of Railways is widely condemned by the activists, educationists, political leaders, professionals, students and common people. In fact, people are watching this warrant as a biased approach of the Railways and the Central Government for the economically deprived state of Bihar. The ‘Maha Dharna’ was called by the Kishanganj MP to pressurize the Nitish Kumar led Bihar Government to fasten its approach towards the proposed AMU Centre in Kishanganj. Unwillingly the politicians and protestors blocked the Railway and National Highway, but once the Purnia Division Commissioner ensured to provide the land within 45 days the Dharna was called off.

However, the Ministry of Railways especially Mamata Banerjee and Railway Minister had shown irresponsible approach towards the cause of common people. The next day Railway Minister Dinesh Trivedi in his statement to a newspaper said the act of protestors in Kishanganj was a ‘terrorising act’ and they behaved like terrorist. The statement was condemned by all sections of the society and an apology was demanded from Trivedi as well. Surprisingly, the same railway minister ‘kept a mum’ when the Rail was blocked for 72 hours in Telangana just a couple of days after the Kishanganj Dharna. The same Trinamool Congress that has dozens of dharna and blockage to its credit after coming to power in West Bengal changed its stand and given the unfortunate remarks.

Need of the hour is that, the Centre Government should not show a biased approach to the common people and politicians of Bihar. Of course, the 14 hour blockade caused huge trouble to passengers and railway suffered loss, but the cause of Dharna / Blockade was for the rights of common people. On behalf of people of Bihar, I request the Railways and Centre to withdraw the case against the Kishanganj MP, 5 MLAs, 15 common people and 500 unidentified protestors. If the Railways doesn’t withdraw the case of immediate basis, it might lead to another revolution / protest in the state of Bihar as people are ready to join leaders in ‘Jail Bharo Andolan’. And the UPA Government will be sole responsible for all.

AMU Kishanganj! Controversies! Ground Realities?

Whenever I write about the controversies and issues related to proposed Aligarh Muslim University (AMU) Special Centre Kishanganj my heart bleeds and literally I get demotivated. Since the day the announcement of establishment of AMU Centre in Kishanganj till now, many like me are keenly following the developments and contributing at their own levels for the noble cause. From the year 2008 when the AMU administration declared to open a Centre in Katihar (Bihar) till the agreement day on December 30, 2011 the journey remained full of sweet and sour moments. However, after the AMU administration and District Administration of Kishanganj signed an agreement on Dec 30, 2011 it seemed the road ahead for the proposed centre in smooth and majority of the people in Bihar rejoiced the historic day.

Sad to say, the road ahead for AMU Centre Kishanganj is not easier and it is full of thorns. The anti-social and communal forces are trying their best to disturb the path for the establishment of AMU Centre. Without knowing it merits and importance for the district of Kishanganj, Purnia Division, Seemanchal, whole Bihar and Country, a section of the society is doing all misdeeds to malign the efforts of AMU administration, Bihar Government and Centre as well. Just a couple of days after the agreement, some anti-social elements uprooted the boards and pillars from the land of AMU. At the meantime, a group named as Backward Class and Land Security lead by Madhav Modi is misleading the tribals and forcing them to go against the proposed AMU Centre.

This past week I was in Kishanganj and in the early morning got the sad news of irrigation of AMU’s land from some miscreants by tractor. I moved towards Chakla Village and met the Mukhiya Mohammad Junaid to know the reality. The Mukhiya shared his views related to AMU Kishanganj and his effort for the cause. In fact, the villagers of Chakla are now very active and they have made a team to keep the vigil eye on the AMU land. Even they do patrolling of the AMU land in the late night for stopping any encroachment. The miscreants who tried to irrigate the AMU land with tractor were caught by the villagers in the night and handed over to the district administration.

Mukhiya Junaid accompanied me to the AMU land along with some villagers. We spent around an hour on the AMU land and talked with the tribals as well. I tribal man M Chone, who was earlier against the AMU Centre and misguided other people from his society was deeply regretting. He said, I was wrongly trapped by anti-AMU Kishanganj forces who had told me that the government will encroach their land. Further he added that the anti-AMU group had said that the University is not beneficial for common people especially poor section and unemployed. We support the AMU Kishanganj Centre project and we hope this will bring a change in our lives, added Chone.

On Sunday (January 29, 2012), Professor S. Mahdi Abbas Rizvi handed over the charge as the VC of AMU to Prof. Sibghatullah Fa rooqui, Dean, Faculty of Commerce, the senior most Dean amongst the members of the Executive Council under statute 2(7) of the Statutes of the University.

University Registrar, Dr. Nazim Husain Jafri, Controller of Examinations, Prof. Pervez Mustajab, Finance Officer, Mrs. Yasmeen Jalal Beg, OSD (Development), Prof. Akhtar Haseeb, Proctor, Prof. Mujahid Beg, DSW, Prof. Ainul Haq Khan and PRO, Dr. Rahat Abrar were present on the occasion of handing over and taking over of the charge of the Vice Chancellor.

“Child is the Father of Nation”, this is a widely known quote given by the great freedom fighter and India’s first Prime Minister Pandit Jawahar Lal Nehru. Many decades have passed since Nehru expressed his feelings for children, who is fondly referred to as ‘Chacha Nehru’ for his special affection to children. The thought of Nehru is very simple and speaking about the children, but there is deep logic and wide imagination behind this. Children are called the angels for innocent hearts and creative brains till they attain the teenage. It depends on parents, wards, guardians and parents how they shape up the life and mind of Children that can contribute for the welfare of family, society, district, state, country and mankind as whole.

Sad to say the quote “Child is the Father of Nation” is hardly taken care off, which has directly affected the development of India in all sectors. If the policy makers of the country had given attention to the saying of ‘Chacha Nehru’ could have been much better. At the same time the common people of India are equally responsible for this dismal condition as they make the financial condition of theirs as the shield for not providing education to children. We can accept the poor financial condition as a reason for less literacy among the weaker section. But there is a fair portion among the landlords and well off Indian whose children are not well educated.

Education is primary tool and main base to uplift the society and nation. Although the literacy rate in whole country is not satisfactory but the condition is worst in the state of Bihar. Over the years the Centre and state governments have launched many schemes like Mid Day meal to attract children to schools, but still the desired results are not achieved. The standard of education given at Primary and Middle school levels are very bad, and the prime reason behind this is the appointment of unqualified teachers by the government. The worst condition is most of the teachers don’t know how to write English and other languages properly. Even they can’t pronounce the words properly.

Now coming back to the solution of the problem in context of nation especially Seemanchal, Purnia Division and Kishanganj, I feel we need to first raise our thinking level and understand the value of education among children and providing them lesson of humanity and well mannerism. Children are also needed to teach about the condition of the country and its possible remedies. We can’t leave everything on the government and it not possible to expect for a prosperous country until and unless we reform ourselves. Hence, from today onwards take care of Children around you – the fathers of nation and guide them properly so that they can contribute to the upliftment of the country.

Most importantly instead of looking around start this exercise from your family, relatives and colonies, then this can spread to state and national level. Surely your concern for the children of the country can do a ‘Magic’ and we can find many talented policy makers, politicians, doctors, technicians, journalists, social workers, judges, lawyers, scholars, scientists, management gurus, teachers, etc.

RTI Activist Afroz Alam Sahil served legal notice by JMI! Civil Society, Activists, Students condemns

In a hate back / revengeful step the Jamia Millia Islamia (JMI) University has sent a legal notice of defamation worth Rs. 50 Lakh and terms it an harassment attempt to a noted RTI activist and its own ex- student Afroz Alam Sahil. The civil society, educationists, students and activists are widely condemning the JMI administration for the notice which is going to affect the society and nation as well.

In fact, Afroz Alam Sahil is constantly questioning JMI’s administration through powerful tool of RTI so this is an open attempt to suppress the voice of dissent as well as freedom of speech. It is well known to all that since last six months, he had started a campaign to ensure democratic rights for students of Jamia Millia Islamia (JMI) where election of Students Union is not allowed since 2006.

There are many issues which include corruption, fellowships, hostel allotment, health services and security for women students which he raised by his RTI applications, campaigning letters, handbills and letters to professors and faculty members. Sahil has contributed a lot through his RTI activism to expose irregularities and corruption in public institutions. The infamous Batla House “Encounter” Postmortem report was out by his RTI, is a glaring example of his activism.

Indian Constitution provides freedom of speech to each and every citizen of the country and there should not be any attempt to suppress those who favours these rights. Many groups are condemning the step of JMI and demanding to withdraw its legal notice with immediate effect to ensure freedom of speech and to encourage its own outstanding student. And also asking JMI administration to clarify the issues raised by Sahil Instead of sending legal notice.

Great Loss: Noted TOI Film critic Nikhat Kazmi dies of Cancer

Here is very sad news for cine lovers especially those who follow the Film reviews. India's noted film critic Nikhat Kazmi died early Friday morning after battling cancer. She was 53. Nikhat is survived by her son Rehaan, 26. Kazmi had been writing for The Times of India for over two decades, and her reviews of "Sadda Adda", "Chaalis Chaurasi", "Ghost" and Hollywood film "Blitz" had appeared just last week.Her illness did not keep her away from catching up on movies -- she used to come in a wheelchair to watch them, and continued to give her feedback to her readers.

The Hindi film industry was in mourning for the writer, whose reviews made a difference to many lives. Actors like Abhishek Bachchan and Neil Nitin Mukesh took to Twitter to share how her feedback always helped them fall in place.

किशनगंज : जिला शिक्षा पदाधिकारी किशनगंज के आदेशानुसार शिक्षक नियोजन नियमावली एवं सेवा शर्त 2006 के कंडिका12-तीन के अनुसार जिले के सभी नियोजन इकाई के सचिव को निर्देश दिया गया है.इसमें दक्षता परीक्षा में उत्तीर्ण नियोजित शिक्षकों के वेतन में लगातार तीन वर्षो की संतोषप्रद सेवा पूरी करने की तिथि से एक वेतन वृद्धि को शामिल करते हुए वेतन का निर्धारण एवं भुगतान सुनिश्चित करने को कहा गया है. अप्रशिक्षित शिक्षक जिनका वेतन पहले छह हजार रुपया था वेतन वृद्धि के बाद उन्हें 6300 रुपये मासिक दिया जायेगा.

प्रशिक्षित शिक्षक जिनका वेतन पहले सात हजार रुपया था वेतन वृद्धि के बाद उन्हें 7500 रुपया मासिक दिया जायेगा. वेतन वृद्धि प्रदान करते समय शिक्षक-शिक्षिकाओं के दक्षता परीक्षा उत्तीर्ण होने संबंधी मूल प्रमाण पत्र की जांच कर उनकी सेवा पुस्तिका में प्रविष्टि अंकित करने का आदेश भी दिया गया है. वेतन वृद्धि प्राप्त करने हेतु सामान्य कोटि के शिक्षक को दक्षता परीक्षा में 45 प्रतिशत व आरक्षित कोटि में 40 प्रतिशत अंक होना आवश्यक है. वेतन वृद्धि के लिए संघर्ष कर रहे प्राथमिक शिक्षक संघ के जिला सचिव हरि मोहन सिंह, अंचल सचिव अबू रेहान व अंचल अध्यक्ष शहजाद अनवर राजा ने आदेश का स्वागत किया है.

AMU Kishanganj: Education opens up windows of opportunities

Pundit Jawaharlal Nehru, the first Prime Minister of India while addressing the graduates of the Allahabad University in 1947, said: "A university stands for humanism, for tolerance, for reason, for the adventure of ideas and for the search for truth. It stands for the onward march of the human race toward higher objectives. Universities are places of ideals and idealism. If the universities discharge their duties adequately, then, it is well with the nation and the people."

The above statement actually proved to be a guiding principle and philosophy for establishment of university for higher education and research in the independent India. Education is the key to the task of nation building as well as to provide requisite knowledge and skills required for sustained growth of the economy and to ensure overall progress. As far as overall education is concerned, Bihar is one of the states which lag behind other states in the country. The contributing factors for this situation in Bihar are not one or two but innumerable reasons and can be affirmed as “ignorance of opportunities in the past led Bihar towards backwardness”.

As per the data available at different sources on developmental indexes, it is evident that Bihar is the most backward state among all. As per www.indiastat.com, for example education sector, State-wise Ranking on “Composite Educational Development Index (Primary and Upper Primary) Bihar was ranked at the last i.e. at 35th position among all States / UTs during 2007-08 and 2009-10 while during 2008-09 it was ranked 34th just ahead of Jharkhand state. Also, as per Economic Survey 2009-10, (www.indiabudget.nic.in) State-wise literacy rate, Bihar was at lowest position with 37.49% in 1991 and 47.00% in 2001.

The above data shows that even the state has similar challenges and resources but doing pretty well in terms of overall growth towards education. For example, Rajasthan which had 8.5% literacy rate in 1951 whereas Bihar had 13.49% literacy rate at the same time, however in 2001, Rajasthan with a literacy rate of 60.41% is much ahead of Bihar which has 47.00% literacy rate. As far as literacy rate is concerned, what Bihar has achieved in 2001 (47.00%), Maharashtra achieved it in 1960s and 70s Gujarat and Madhya Pradesh achieved it during 1980s, and interestingly what Bihar has achieved in 2001, Kerala had achieved it 50 years before.

The development of a particular state is very much reliant on the quality of governance. Bihar specially wants to forget the era of RJD governance (1990 to 2005) which was revolved around individual power centric approach, state corruption, caste & group and which had lack of visionary strategy for all round growth. Per capita Income in Bihar grew by 2.45% during the 1980s, against 3.32% in India as a whole. In the 1990s, per capita income grew by 0.12% in Bihar as against 4.08% in India. “The petty politics of power in 1990s and early 2000s, resulted backwardness in all fronts of developments which deteriorated further with increased rate of poverty, unemployment, unfriendly business and investment environments in the state”.

Dawn of Bihar was experienced by its people when the result of Bihar Assembly Election 2005 was declared and Nitish Kumar led NDA government came to power. Since then, the Nitish government is very much focused on positive growth of the state as a whole and set priority to create investment opportunities for big industrial players like Reliance, Infosys and Godrej etc. There is a great focus on meaningful democracy with more proactive bureaucracy which leads enhanced law and order situation (except a few such as Forbesganj etc.) in Bihar. It is evident that now Bihar is on the way of dynamic pace for overall development. At the same time the state should also focus on establishing regional balance for 360 degree progress and all-round empowerment.

The state has taken a few steps towards establishment of education institutions such as extension center of BIT Mesra at Patna, National Institute of Pharmaceutical Education and Research (NIPER) at Hajipur, National Institute of Fashion Technology (NIFT) at Patna, revamp of Nalanda University etc. in order the cater the need of aboriginals and meet the demands put forwarded by the growing industry and services. The state is also having now IIT Patna. “Creation and establishment of such institutes of higher learning and research will attract local people and shall contribute at large in order to meet the growing needs and build up the state”.

The backward KishanganjWhen we say establishing regional balance for 360 degree progress and all-round development and empowerment, the Seemanchal area is one of the most deprived regions of the state and further in Seemanchal, the district of Kishanganj is one of the most backward districts of Bihar in spite of having its strategic location. As per the Census Statistics of Bihar (http://gov.bih.nic.in/Profile/CensusStats-03.htm), the literacy rate of Kishanganj in 2001 was 31.02%, the lowest in Bihar. The female literacy rate at the same year was 18.49%, this is again lowest in Bihar. In addition, the district has no major industry except a few small scale agro-based industries. The state government has to ponder on these indicators and has to make visionary strategy especially toward education for bringing this particular region into mainstream of development socially and economically.

After so much of ignorance by the subsequent governments, the people of Kishanganj had seen hope when the Vice Chancellor of Aligarh Muslim University Prof. P. K. Abdul Azis during late 2007 and early 2008 launched a massive expansion programme and establishing five AMU Special Centers, one in Kishanganj (initially in Katihar), Bihar along with other four such centers, one in Kerala, one in Maharashtra, one in West Bengal and one in Madhya Pradesh. Salute to Prof. Azis, the outgoing Vice Chancellor of AMU who has given a great momentum to spread everywhere and making the dream of Sir Syed Ahmad Khan into reality and establishing these special centers at all corners of the nation.

The Government of Bihar proposed Kishanganj instead of Katihar in order to establish the Special Centre of Aligarh Muslim University Aligarh and that showed the intention of this government to establish such a center for upbringing of extremely educationally deprived region of the state. However, may be due to coalition government and other factors, it took 3 to 4 years for Government to allocate and acquire land for the center and finally on Dec 30, 2011 the Government of Bihar officially and legally transferred the land in the name AMU to establish its special center. Behind this reality, people of Kishanganj in particular and Bihar in general had put enormous energy & resources and had launched massive campaign & movement, had sleepless nights and then second step in the process could be possible and completed.

The leaders involved making this dream into reality are also facing the legal consequences as they have been ridiculously charged by the government which is obvious irrational and highly condemnable. The people on the other hand those who never favored such initiative of social change at the region, they have restlessness and create hurdles in the process as we have witnessed on many occasions but the stakeholders are so much on alert and will remain attentive until all the social evils will be forced to defeat and grounded. The journey has begun and the destination is far away, each and every little step taken and endeavor made will be the source of inspiration to go extra miles.

Prof. Azis, the outgoing VC of AMU foresees this special center as an established University 10 years down the line and we the inhabitant of the area prophesy the same and will contribute tangibly or non-tangibly at fullest to make this happen and beyond that the Kishanganj would be one of the renowned education hubs in the East. The people of Kishanganj have imperative assignment and a huge responsibility to ensure the dream project to be fulfilled in the coming days. “Merely transferring the required land to AMU Administration doesn’t fulfill the commitment towards development and empowerment in the region rather the Bihar Government has to play proactive role beyond petty politics and must prove its worthiness towards full-fledged establishment of the AMU Special Center Kishanganj in collaboration with the Central Government and the AMU Administration in the coming days”.

The state government has to depute its cadres and ensure active involvement of local and state machineries for a fast track facilities development at the site such as construction of main roads, sub-station for power & electricity etc. and also utmost important to ensure safety and security of the property. This overlooked region requires many primary schools, middle schools and high schools with complete infrastructure as per requirement based on area and density of population. The people of Kishanganj expect and are very much hopeful from this Nitish Kumar’s government a fair democracy and politics which are beyond politics of parsimoniousness.

If Government of Bihar wants to bring the State into the mainstream of development comparable to other states of the country, the whole Seemanchal region and the state too requires action plans based on certain core values and principles and these are believing in the power of peace, harmony, unity in diversity, sustainable development, passion & integrity, compassion and respect for others, peoples participation, equality and social justice, without any prejudice in respect of caste, race, gender, ethnicity, social or political groups, socio economic status or religions. This will certainly help in creation of New Bihar which will have pride and integrity.

Wise Decision! MPs, MLAs, urge Nitish to withdraw case on Oct 12 Dharna

On Wednesday (Jaunary 18, 2012), Maulana Asrarul Haque, Member of Parliament from Kishanganj called a meeting of political leaders at the Circuit House to discuss the case slapped in response to October 12 Dharna and its possible remedies. After a long discussion the MPs and MLAs decided to meet Chief Minister of Bihar, Nitish Kumar and request him for withdrawing the case. No need to explain the reason again and again, of course, you all know the ‘Historic October 12 Dharna for AMU Kishanganj’.

October 12, 2011 was a historic day for the district of Kishanganj, Purnia Division, Seemanchal and whole Bihar. It was the ‘Maha Dharna’ organized under the leadership of Kishanganj MP Maulana Asrarul Haque Qasmi under the banner of Kishanganj Education Movement for the establishment of AMU Centre. Actively participated by the local MLAs Dr. Jawaid (MLA Kishanganj), Akhtarul Imaan (MLA Kochadhaman), Tousif Alam (MLA Bahadurganj), Ali Imran Ramz aka Victor (MLA Chakulia – Uttar Dinajpur, West Bengal), Gholam Rabbani (MLA Goalpokhar – Uttar Dinajpur, West Bengal), Congress MP Deepa Das Munshi, NCP leader Tarique Anwar, TMC leader Karim Choudhary, the Dharna had witnessed the congregation of about 3,00,000 people before the District Collectorate in Kishanganj.

The cause of conducting the Maha Dharna was the unprecedented delay made by the Bihar Government in providing land to AMU administration free of cost for establishing the massive campus in the Kishanganj district of Bihar. Cause was noble and development pro and related to future of millions of residents of Bihar including some pockets of neighbouring West Bengal and Jharkhand states. However, the delay in the issue literally frustrated the locals of Bihar and that in turn caused the formation of a platform Kishanganj Education Movement which staged the dharna on October 12, 2011. As per the common consensus the Kolkata / Delhi – Guwahati rail route and National Highway (NH) No 31 was blocked for around 14 hours.

The Dharna was a wake-up call for Bihar Government and it led to an enmity between the government and Kishanganj Education Movement. Although the Dharna was called off in the night of October 12, but the next day Bihar Government filed cases against three MPs, around half a dozen MLAs, leader of opposition in Bihar Assembly and 33 others. On the guidelines of District Administration, Saroj Kumar Bharati – the District Fishery Officer has filed the case in Kishanganj Police Station under the case no 415/2011. Later on the police had submitted the complain-letter to District Court, along with the Charge Sheet. The charges implemented under the case led the alleged persons to jail.

Now coming back to the issue, the decision of alleged MPs and MLAs to meet the Bihar CM in the light and betterment is a good step. The agreement signing between the DM Kishanganj and AMU administration is just the first stair for the proposed Aligarh Muslim University (AMU) Study Centre in Kishanganj. If we wish to see the campus in reality, we have to do little adjustments with the ruling government whether it be Nitish led NDA government or any other government in due course of time. It will take at least 10 to 15 years to see the full-fledged campus in Kishanganj and such decisions like the one taken by the MPs and MLAs is going to help the proposed Centre in a big way. Hope the Bihar Government will accept the request of alleged people in the case no 415/2011 for blocking the rail and road routes on October 12, 2011. And most importantly, we would like to see the inclusive approach and same zeal of the political leaders and common people in the coming time as well for other issues keeping aside the political boundaries.

Jawahar Navodaya Vidyalaya (JNV) to conduct Class VI Entrance on Feb 12

The entrance test for admission in Class VI of Jawahar Navodaya Vidyalaya (JNV), Kishanganj will be held on February 12, 2012. Ezaz Shoaib Hashmi, the District Education Office (DEO) of Kishanganj declared the Jawahar Navodaya Vidyalaya (JNV)Centrance test date. The administration has made four entrance test centres, namely Inter High School, National High School, Girl High School and Line Urdu Middle School, told Hashmi to media.

This time a total of 1183 candidates are supposed to appear in the entrance test of Jawahar Navodaya Vidyalaya (JNV) belonging to different parts of Kishanganj district including boys and girls. The DEO mentioned the students appearing in tests are almost equally distributed in four centres. Inter High School make arrangements for 325 candidates, while National High School has got 208 candidates to appear for the test. Girls High School Kishanganj has got the share of 340, and Line Urdu Middle School or Bazme Adab is required to make arrangements for 310 candidates.

Banning Google, WiKi, Facebook! A Decision out of Realms

Have you GOOGLed today on the world’s most coveted and visited directory ‘Wikipedia’ for searching your queries? If not yet, kindly check once right now, you will see a ‘Blackened’ page with the message “Imagine a World Without Free Knowledge”. Further the page reads, “For over a decade, we have spent millions of hours building the largest encyclopedia in human history. Right now, the U.S. Congress is considering legislation that could fatally damage the free and open internet. For 24 hours, to raise awareness, we are blacking out Wikipedia. Learn more.”

The message displayed on Wikipedia instead of the desired content is certainly going to affect billions of knowledge freaks around the globe. And we can’t deny that fact, many of us might suffer huge loss in profession and common lives due to this 24 hours blacking out step of Wikipedia. Everyday net surfers especially students, academicians, media persons, activists, and people from different fields do extensive research on Wikipedia looking for their concerned topics and issues of interest. Hence, the policy of U.S. Congress to put the legislation for free and open internet is going to cause harm to knowledge seeking people from various sections.

Not only the U.S. Congress, in India too the Central Government has served notice to Google, and social networking websites Facebook and Twitter to remove the objectionable content. In fact, the UPA Government of India had grilled the search engine of Google, Facebook and Twitter under many points. As per the government’s guidelines the search terms like Sex, should be blackened out on Google and social networking websites. The matter has been brought to court for final decision and shortly a decision in favour or against these websites will be pronounced by the Judges.

However, in reply to Government’s notice, Google has told that is not possible to segregate the words and ban on the internet. For example, as per Google if you ban the word ‘Sex’, then the work ‘SenSEX’ will also be blocked. Now coming to the point, putting the regulations on Internet is not possible due to its wide spectrum and usage. Fact is that, it is impossible to think of life today without Internet and websites. What is the reason behind putting such ban, it is not clear to common people. If the U.S Congress, and the Indian Government wish to check the rate of obscene related content on the internet, then it would be better to ban the Magazine and printed materials, which is easily accessible to all.

भावुक माहौल के बिच कोरडीनेशन कमिटी ने एएमयू उपकुलपति को अलविदा कहा

दिल्ली, जनवरी १६, २०१२: एएमयू कोरडीनेशन कमिटी (एएमयू सी सी) दिल्ली ने सोमवार को राष्ट्रीय राजधानी में एएमयू के उपकुलपति प्रोफ. प. के. अब्दुल अजीस को फेरवेल दिया! किशनगंज में एएमयू की शाखा खुलवाने में मुख्य भूमिका निभाने वाले प्रोफ. अजीस के लिए कोरडीनेशन कमिटी ने लोधी रोड स्थित इंडिया इंटरनेशनल सेंटर में विदाई समारोह का आयोजन किया. समारोह में कोरडीनेशन कमिटी के सदस्यों के अलावा पूर्व राज्य मंत्री ऍम ए फातमी मौजूद थे जिनके रिपोर्ट पर ही यू प ए वन की सरकार ने अलीगढ मुस्लिम विश्व विद्यालय की शाखा अलीगढ से बहार खुलवाने का निर्णय लिया था! कोरडीनेशन कमिटी के मीडिया परभारी मोहम्मद मुदस्सिर आलम ने कहा के समारोह में पूर्व भारतीय हाकी कप्तान ज़फर इकबाल, समाजवादी पार्टी के राष्ट्रीय सचिव कमल फारोकी, एएमयू ओल्ड बॉय असोसियसन के अध्यक्ष ख्वाजा शहीद और कई गण्य मान्य बुद्धजीवी, समाजसेवी, नेतागण, पत्रकार और एएमयू के पूर्ववर्ती छात्र मौजूद थे!

Finally the day of saying goodbye to the most influential, development pro and caring, and the person with many positive aspects, Prof (Dr) P. K. Abdul Azis the Vice Chancellor of Aligarh Muslim University (AMU), Aligarh came on January 16, 2012. The Delhi based Aligarh Muslim University Coordination Committee (AMUCC), which is sharing a good rapport with generous Vice Chancellor of AMU celebrated the farewell day at India International Centre (IIC) in New Delhi. The two and half year long association of AMUCC and AMU Vice Chancellor begun in early 2009 just after the proposal of AMU Study Centre in Kishanganj came into notice and since then the landmark association prevails.

The AMUCC group is always grateful to AMU Vice Chancellor for showing his concern about establishing the study centre in India’s one of most backward district Kishanganj. Hence, as a token of gratitude the group was eagerly willing to facilitate the Vice Chancellor a day ahead of bidding adieu to his office in Aligarh Muslim University on January 17, 2012. The farewell ceremony could be possible only due to positive response of AMU Vice Chancellor and his highness, he had given two hours’ time to AMUCC for organizing the Farewell ceremony in New Delhi on January 16, 2012 despite his busy schedule.

Along with AMU Vice Chancellor, the highlight of the ceremony was M.A.A. Fatmi – former Minister of State HRD, Government of India who had conceptualized the idea of AMU Special centres outside Aligarh. Only due to sincere effort of M.A.A. Fatmi the UPA I decided to open the centres of AMU in five states of India. Zafar Iqbal, Olympian and former Hockey Captain India also graced the occasion on special request of AMUCC in addition to Prof. Sherwani , dignitaries, thousands of old boys of AMU and media persons.

AMUCC farewell ceremony was jointly organized by the group mentors Kamal Farooqui – former Chairman Delhi Minority Commission, Khwaja Shahid –President AMU Old Boys Association Delhi. In fact, the AMUCC group came into existence about two years back in presence of Kamal Farooqui and Khwaja Shahid at New Horizon Public School in New Delhi during a meeting with AMU Vice Chancellor.

The Vice Chancellor of AMU lauded the contribution of AMUCC during his speech and said “Of course, the AMU Kishanganj reached to the agreement day on December 30, 2011, but when the history of this centre will be written, one can’t forget the AMUCC’s effort.” “Really this coordination committee has done a commendable job in the past, and I am sure they will continue their endeavor ahead”, said Prof. Azis. The AMU VC mentioned, “You guys are doing well and my best wishes is with AMUCC. I am always available for any issue related to AMU Kishanganj”. The AMU Vice Chancellor signed off with a positive note addressing the AMU “ this is not the end my dear all, our association will continue forever”.

The farewell ceremony ended with tears rolling out of the eyes of AMU Vice Chancellor and AMUCC members. The old boys of AMU including Khwaja Shahid mentioned in last 40 years history of Aligarh Muslim University they had not witnessed such a nice person and development pro Vice Chancellor. Fact is that, in the recent past for a couple of decades the farewell is not given to any Vice Chancellor especially in New Delhi. The AMU Vice Chancellor was highly elated and emotional, and offered hug to all the members of AMUCC one by one.

The 20 members of AMUCC were present on the venue, but the group missed other dedicated members who couldn’t make the farewell ceremony. However, the AMUCC Co-ordinator explained about the thousands of online members and their continuous efforts for making this group bigger and goal oriented with selfless approach. Last but not the least, the AMU Vice Chancellor before leaving the venue accepted the membership of AMUCC and urged to remain its part in the time to come.

स्थापना दिवस विशेष! मैं किशनगंज हूँ! मेरी आशा, मेरा गर्व, नई पीढ़ी है

हिंदी जानने वाले भाइयों / बहनों के लिए अनुपम भेंट!

मैं किशनगंज हूँ! अंग्रेजी में कहें तोह "I am Kishanganj, ! जी हाँ वही किशनगंज जिससे आप बेहद प्रेम करते हैं, वही किशनगंज जो आपका निवास स्थल है और आपकी पहचान है! आप में से अधिकतर लोगों ने मुझे स्वर्ग कहा है और मुझे "भगवान् का घर" कह कर भी संबोधित करते हैं! मैं आप सब का ऐसे महतवपूर्ण और सनेह से भरपूर शब्दों का इस्तेमाल मेरे सन्दर्भ में करने के लिए आभारी हूँ! मैं अपने को देश का सबसे ज्यादा भेदभाव रहित और भाई चरगी और सोहार्द से भरपूर इलाका मानती हूँ! अगर में ग़लत नहीं हूँ तो मुझे यह कहने में कतई हिचकिचाहट नहीं है की भारत की ५००० साल से भी ज्यादा पुरानी संस्कृति और इतिहास की बेहतरीन झलक किशनगंज में ही मिलती है!

१४ जनवरी मेरा जनम दिवस है! उम्मीद है आप सबको पता होगा की मेरी स्थापना आज से करीब २ दसक पूर्व १४ जनवरी १९९० को हुआ था! उस वक़्त नेतागण, बुद्धजीवी, समाज सेवी, पत्रकार और आम जनता की कोशिशों से मुझे पुर्नीया जिले के एक सबडीवीजन से एक जिले का दर्जा मिला! आज जब जिले में हर तरफ मेरे जन्मदिन / स्थापना दिवस को मनाने की तैयार जोड़ वो शोर से चल रही है, मैं आप सबको अपने अतीत के बारे में बताना चाहती हूँ!

मेरी जिले के रूप में पहचान से पहले मैंने सबडीवीजन के रूप में कई संघर्ष देखे हैं! खास करके ६० और ७० के दशक में मुझे बिहार से अलग करके पश्चिम बंगाल में मिलाने की कोशिश की गयी! लेकिन मेरी प्यारी जनता ने हमेशा मेरा साथ दिया और मुझे बिहार से कोई अलग नहीं कर पाया! अगर अतीत के पन्नो में देखें तो मेरा सम्बन्ध मुग़ल साम्राज्य से भी रहा है! कुछ इतिहासकारों का कहना है के मेरा नाम नेपालगढ़, आलमगंज, कृष्ण कुञ्ज भी रहा है!

महत्पूर्ण बात यह है की मुझे आज अतीत से ज्याता अपने वर्तमान और भविष्य के बारे में बात करनी है! अगर सच बोलेन तो मुझे आज की दयनीय स्तिथि पर दशकों से अफ़सोस है! धरती पर मौजूद एक बेहद खुबसूरत स्थान होने के बावजूद मुझे यहाँ के नेतावों ने नकार दिया या धयान नहीं दिया! मैं शिक्षा, रोजगार, संचार, सफाई और सेहत, बुनयादी सुविधाओं के अभाव में दिन और रात रोते रहती हूँ!

लेकीन इस ख़राब हालत के लिए सिर्फ नेता ही नहीं बल्कि नागरिक भी उतने ही जिम्मेदार हैं! हर किसी व्यस्क को निर्वाचन परकिरया में शामिल होने का मौक़ा मिल रहा है लेकिन सहइ नेता का चुनाव कुछ पैसों और बहकावे में आने के कारन नहीं हो पाटा है! आप कुछ पैसों के बहकावे में आकर ग़लत नेता को चुनाव में विजय करवाते हैं, लेकिन इस में सारा नुकसान आम जनता का होता है! हताश होकर फिर आपको किसी नेता को चुनना होता है जो किसी काबिल नहीं है! इस नादानी से आपके वक़्त और पैसे की बर्बादी होती है!

बड़े दुःख के साथ कहना पर रहा है की आज भरसताचार की कीड़ा मेरे अन्दर समां गया है और मैं दलालों की पहली पसंद बन गयी हूँ! चाहे वोह सरकारी दफ्तर हो या फिर प्राइवेट जायदाद, या फिर ट्रेन टिकेट की बुकिंग हो या फिर समाज सेवा का कार्य, करप्शन ने हर तरफ अपने जाल फैला लिए हैं जो की किशनगंज की छवि को ख़राब कर रही हैं! अगर यह हालत कुछ दिन तक बनी रही तो किशनगंज का नाम भ्रस्त जगहों की लिस्ट में आएगा!

मुझे अपने ऐसी स्तिथि में शर्म आती है और यह डर है की कहीं हालत और न बिगड़ जाये! लेकिन मुझे अपने नौजवान लोगों पे भरोसा है की वोह महनत और अपने तेज़ दिमाग से मेरी हालत को सुधर सकते हैं! ऐसा इसलिए सभव है की आज के नौजवान ने शिक्षा में ध्यान दिया है जिसकी वजह से आज वे अपने पैरों पे खड़े हैं! चाहे वो एक डॉक्टर हों, इंजिनियर हों, मेनेजर हो या फिर पत्रकार, उनका ध्यान किशनगंज पर लगा रहता है और वोह मेरे भविष्य के बारे में अच्छा सोचते हैं! किशनगंज को उम्मीद है की यह नौजवान पीढ़ी हर तरह के मुश्किलों का सामना कर सकती है और मुझे एक नहीं पहचान पर्दान करा सकती है!

आज मेरे स्थापना दिवस के मौके पर मैं अपील करती हूँ की इस नौजवान पीढ़ी का साथ दें, इन्हें दुआ दें! अगर आप ऐसा करेंगे तोह बेशक मैं फिर एक उज्जवल भविष्य की कामंना कर सकती हूँ और किशनगंज का 'क' केरल के 'क' से हसतानरित हो सकता है!

In fact, it would be not wrong if someone claims Kishanganj – a true picture of deep culturally rooted India, which boasts of about 5000 years old history.

January 14, is my birthday, hope you all know about my foundation day and the history behind my existence. When the district administration, officials and locals of the district are doing preparation to celebrate my Birthday in their own ways at grand level, being Kishanganj I wish to share some important issues with you all. About two decades ago on January 14, 1990, I came into existence as the district of Kishanganj after separation from the erstwhile Purnea district. Thanks to the politicians, activists, social workers, journalists and locals of the area who had struggled for a long time to provide me the status of a district from a Sub-Division of Purnea district. Finally the long struggle resulted into my foundation on January 14, 1990.

Before my existence as a district, I was a Sub-division and also witnessed a major struggle in 1960s – 70s, when I was being separated from Bihar and clubbed into West Bengal. Lastly, my ardent inhabitants won and I remained the part of Bihar. However, very little is known about my history earlier than that especially before Independence. Some resources claim that during Mughal period Kishanganj district was the part of Nepal and was known as Nepalgarh. Mughal Emperor Shah Alam appointed Mohammed Raza at Surajapur for administration. Md. Raza captured the fort of Nepalgarh and name gets converted to Alamganj and administration gets shifted to Khagra.

During the period of Khagra Nawab, Mohammed Fakiruddin, one hindu saint arrived , he was tired and wanted to rest at this place, but when he heard that this place name is Alamganj ,the river name is Ramzan and the Jamindar name is Fakiruddin , he refused to enter at Alamganj. After that the Nawab decided and announced some portion from Kishanganj Gudri to Ramzan pool, Gandhi Ghat as Krishna-Kunj . As time passed by the name gets converted to present Kishanganj.

I don’t claim the above history authentic or 100% true, but as nothing is found in the written format. Hence besides fractured historic evidences, nothing crude is available about my existence anywhere. However, don’t care about my historic past, I wish to discuss about my present and future. Frankly speaking, Kishanganj is weeping over its position since decades. Despite being one of the most beautiful places to live on the earth, I had been neglected by the caretakers (politicians) since independence. Be it the education, employment, communication, health and sanitation, safety or fundamental rights, I literally weep day and night on the dismal condition of mine.

Importantly I don’t put all blames to the MPs, MLAs, and other politicians for my current situation, which is really bad and need urgent attention. My beloved residents are equally important for my ill-fating status and not giving proper attention to the root causes and the ways to overcome those. If we blame politicians for all the glitches, then we can’t deny the fact that they are bring into power by common people only. So, the power of vote is not properly utilized, and once any candidate wins the election, we do nothing except blaming them for next 5 years. India is a democratic country, and I am not an exception, so change of guards happen in every 5 year. But still the basic issues remain the same and hardly anyone cares to eradicate them.

Sadly corruption has deeply entered into my nerves and I battle with ‘tauts’ (Dalas) in my every nook and corner. Be it the dealing of land or any work in government offices, the booking of train tickets or social welfare organisations, the ‘Cancer of Corruption’ is damaging my neat and clean status at a fast pace. If it continues for few more years, then certainly I can say ‘Kishanganj’ will be considered among India’s most corrupt places to live in.

I am really afraid of such ‘shameful’ references and keep myself as a ‘most lovely places to live in India and the world as well’. Now the question? How can it be possible? Don’t get puzzled, I am seeing a bright ray of hope somewhere in the ‘Youth Generation’ of the district. Today the youths in India are referred to as the ‘Generation Next or X’, who hardly cares for the native land. But, the ‘Youths’ belonging to me are different from the rest of world, and besides being an updated and accomplished professional they have the unique characteristic of thinking about the native place.

I had witnessed lots of glitches in the past and currently carry the poor tag of ‘India’s most backward and least literate district’. My youths are able to speak the modern languages, they are able to work in different fields such as Medicine, Technology, Management, Social Work, Journalism, Education, and much more. And the emotional quotient about the ‘mother land’ and caring nature for their own people, make them thinkable about Kishanganj and its upliftment. On my birthday as a district, Kishanganj itself ensures that the bell of development is knocking my door and if you all rely on the ‘Youth Generation’ and also bless them, the world will be yours and surely the ‘K’ of Kishanganj can be converted into ‘K’ of Kerala or Karnataka.

20 तक स्लम फ्री होगा बिहारः नगर विकास मंत्री प्रेम कुमार

किशनगंजः वर्ष 2020 तक पूरा बिहार स्लम फ्री हो जायेगा. इसके लिए नगर विकास विभाग अरबन डवलपमेंट प्लान के तहत सर्वे का कार्य प्रांरभ कर चुका है. ये बातें नगर विकास मंत्री प्रेम कुमार ने गुरुवार को खगड़ा स्थित जिला अतिथि गृह में पत्रकारों से कही.

उन्होंने कहा कि मलिन वस्ती मुक्ति योजना के तहत पूरे राज्य में प्रथम चरण के तहत 14 शहरों का चयन किया गया है, जिसमें 7902 आवास बनाने की योजना है. 2106 आवास बनकर तैयार है शेष पर कार्य चल रहा है सभी का निर्माण 2012 तक पूरा कर लिया जायेगा. अब दूसरे किस्त में आठ शहरों का चयन किया गया है. इस योजना किशनगंज और बहादुरगंज नगर शामिल हैं. किशनगंज में 552 के लक्ष्य के विद्ध 522 मकान बन गये हैं, जिसकी लागत 12 करोड़ 2 लाख पये है. बहादुरगंज में 294 के लक्ष्य के विद्ध 170 माकान बन गया है. जिसका लागत 4 करोड़ 99 लाख है शेष भवन भूमि की अनुपलब्धता के कारण नहीं बन पाया है.

सीटी डवलेपमेंट प्लान के तहत शहरों में सर्वे का कार्य चल रहा है. 2020 तक बढ़ने वाली आबादी के अनुसार योजना बनायी जा रही है. माकानों के निर्माण में पानी, डेन, बिजली, सड़क, सीवरेज, पार्किंग आदि सुविधाओं का ध्यान रखा जायेगा. किशनगंज के वार्ड संख्या 34 सतभिट्ठा बस्ती में 54 लाख 58 हजार 848 और वार्ड पांच रहकनी टोला में 56 लाख 32 हजार 772 पये की लागत से आने वाले 5 वर्षो में कार्य पूरा किया जायेगा. इसके अलावे स्वर्ण जयंती शहरी रोजगार योजना के तहत 18-35 वर्ष के युवकों को स्वरोजगार देकर स्वाबलंबी बनाया जायेगा. प्रशिक्षित युवकों को बैंक से ऋण भी मुहैया कराने की बात कही गयी. बाद में वार्ड संख्या 34 खिखिर टोला में एलएसएचडीपी योजना से किये गये भवन निर्माण का लोकार्पण किया व डे मार्केट सब्जी मंडी में निर्मित दुकान का उदघाटन भी किया. मौके पर जिला परिषद अध्यक्ष कमल होदा, विधायक जावेद आजाद, नप अध्यक्षा शिविया देवी, उपाध्यक्ष त्रिलोक चंद्र जैन सहित दर्जनों लोग उपस्थित थे.

जनप्रतिनिधियों की उपेक्षा बर्दाश्त नहीं- जन प्रतिनिधियों की उपेक्षा बर्दाश्त नहीं की जायेगी. वे यदि जनहित के लिए समस्याओं को लेकर आएं तो अधिकारियों का यह कत्तर्व्य बनता है कि जल्द से जल्द इन समस्याओं का निपटारा करें. ये बातें नगर विकास मंत्री डॉ प्रेम कुमार ने गुवार को नगर परिषद किशनगंज के सभागार में नगर पार्षदों द्वारा आयोजित अभिनंदन समारोह के दौरान कही. समारोह में उपस्थित वार्ड आयुक्तों ने मंत्री को अपनी-अपनी समस्याओं से अवगत कराते हुए पदाधिकारियों द्वारा उपेक्षा किये जाने का आरोप लगाया था.

कार्यक्रम के दौरान नगर परिषद अध्यक्षा शिविया देवी द्वारा गुलदस्ता भेंट करने के साथ सभी वार्ड आयुक्तों ने भी मंत्री को गुलदस्ता व फूलों का माला भेंट कर उनका स्वागत किया. कार्यक्रम में अररिया और पूर्णिया के नगर अध्यक्षों ने भी डॉ कुमार को सम्मानित किया. मौके पर सभी वार्ड आयुक्त व नगर परिषद के कर्मचारी मौजूद थे.

We use to talk much about Education development in the our area – (still there is a room for its discussion for wider prospects), but we are ignoring the Demographic reality of our area, the majority of our population is old or middle aged (40 +) & illiterate too, right now to educate all is a nightmare.
The basic needs of Human being remains same either educated/literate or illiterate, and without its fulfillment a developed & well cultured society cannot be imagined.

Coming to reality to make our area a better habitat for its inhabitants (Resident Surjapuri or Non- Resident Surjapuri (NRS).

What we can do?? People know better than any others, at least in the platform of www.kishanganjbihar.com

Some question I want to raise before all, to come closer to each other and to join hands together for its fulfillment. It’s our duty to motivate & mobilize our educated- semi-educated or illiterate population for the ECONOMIC DEVELOPMENT.

The Reality of Development in our Basic Infrastructure….i)            Transportation: prevailing condition in the area is wide road two understand its condition and scope of Improvement.
ii)           Electricity:   Sorry.com…… boss - Forget about.
iii)           Hygienic Drinking water facilities: Why u need it…????
iv)          Proper Utilization of Waste Land & if possible Land reforms:
v)            Primary education system- Govt. School, Madarsa. Public Madarsa. & Mushrooms of Private madarsa

Drinking Water: Sample of its must be tested, whether useful for human being or not. We know most of diseases are due to unhygienic drink water. Then what would be the possible treatment to make it diseases free & drinkable. As availability of water is abundant in this region but the concentration of non required minerals is very high which is harmful to our health. Majority of People facing problem of stone and other stomach diseases are unanswerable- so the research must be carried out to test the required suitable minerals for proper health of inhabitants.

Water Management- of the Rivers – of flood affected Area: Some improvement in this area is being planned by planning commission of India, but the legislative members should have to take some affirmative action.

LAB to LAND plan have to implement: I strongly urged to person related field of studies must come forward to take initiatives for better solution and research into it. Taking an example…. Soil sample send to PUSA- or any Agricultural Research centre to test its …fertility and condition of agriculture of food grains or crops, so that it may yield better production….. Students of Bioscience, Botany can get better picture of how things in practical life happens … and they may get more exposure & experience to see thing, how practically implements in our lives…. Train some educated youth to train the Farmers to do farming in scientific manner. Some community Radio channel should be launched to train farmers….or inform them about it through existing channels… I am sure our area become agricultural hub in one decade and can beat HYRYANA model of green revolution. Technology support is extremely vital for success of land based program, especially in the development of Wastelands. Proper area specific strategy has to be developed keeping in view the Agro-Climatic conditions and capability of our land.

Example: (20 yrs ago rarely we had tea gardens in our area but now we can say proudly that we are producing a good quality tea in large quantity.)

FOR all above mentioned points, WE need effective Public-Private Partnerships (PPPs) for the Development. And without effective implement & Appropriate Development Strategies nothing going to change. My sincere request to OUR electoral leaders to think about it BIGGER. I assure you all, People of our area are trying hard to make it possible and without your support, Awam cannot get better solution. Vice versa the existence of electoral leader is too difficult to understand without Awam support.

Key strategic approach of development.• Strengthen the district resource base for programming by finding ways of resourcing all the planned activities and rational budgeting.

• Establish or strengthen systems by exploring alternative ways of delivering services to reach the most deprived communities.

• Trigger processes which would support the changes that have been envisioned in this approach (e.g. village planning).

This would be complemented by a set of supportive actions such as building the capacity of district and block officials; triggering district-wide social mobilization processes particularly among the youth; achieve a ground swell of support and build strong relationships with the Panchayats.

What Activities can be performed?• Conduct socio-economic and political situation analysis of the district and ascertain the felt needs of the people
• Promote micro-planning (at ward and panchayat levels) in the district
• Provide critical inputs in preparation of district plans and outcome budgets
• Conduct data crunching relating to budget outlays and utilisation of funds
• Identify critical gaps in development programmes
• Create a network for voluntary cooperation in the local area
• Assist district collectors in carrying out any assignment desired by the collector.
• The job requires to have a strong commitment to the values of equity and social justice and a passion for making a difference in the lives of the people.

I insist our fellow citizen to discuss …Each point in very extensive way. Its pros & cons and possible way of Improvement which will help OUR political leaders to formulate their further course of action in their TENURE. Suggestion and action plan must be sent to respective MLAs-MP of Area

Grants can be made to public bodies, corporations, and cooperatives. This grant program provides technical assistance to promote sustainable economic development in rural People with exceptional needs located in area.

Like madhubani paintings- we must also try to find some sector our fellow citizen can do extra ordinatory contribution- pankha makin – bamboo related hand-made item can be made for export- other hand made material could help .. small scale business growth. Jarir works can be promoted for export or Domestic larger market.

Women Empowerment: किशनगंज जिले में प्रथम महिला थाना की स्थापना

किशनगंज: महिला सशकतीकरण की तरफ जिला परसाशन ने बुधवार को जिले में प्रथम महिला थाना की स्थापना सदर थाना के पुराने भवन में की! थाना का विधिवत उदघाटन पुलिस अधीक्षक रंजीत कुमार मिश्रा ने किया! उदघाटन के अवसर पर पुलिस अधीक्षक श्री मिश्रा ने कहा कि महिला थाने का क्षेत्राधिकार संपूर्ण किशनगंज जिला होगा. पूवरेत्तर सीमा पर अवस्थित ओर्थक व शैक्षणिक रूप से पिछड़े किशनगंज में महिला थाने की आवश्यकता काफी दिनों से महसूस की जा रही थी! महिला थाने की स्थापना से महिलाएं निसंकोच थाने में आकर रिपोर्ट लिखवा सकेंगी व समुचित कार्रवाई से ऐसे अपराधों को नियंत्रित किया जा सकेगा!

जिले में सदर थाना परिसर में खोले गए पहले महिला थानाध्यक्ष की कमान सदर थाना में पदस्थापित एसआई रुबीकांत कच्छप को सौंपा गया है। मौके पर एसडीपीओ नरेंद्र कुमार, टाउन थानाध्यक्ष मनोज सिंह के अलावे अवर निरीक्षक अमीत कुमार, संतोष कुमार उपस्थित थे!

इससे पूर्व एसपी रंजीत कुमार मिश्रा ने जिले में खोले गए पहले महिला थाना का उद्घाटन किया। इस मौके पर एसपी ने कहा कि प्रताड़ना की शिकार महिलाएं अक्सर अपनी व्यथा पुरुष थानेदार से कहने से कतराती हैं। ऐसी महिलाओं की समस्या के निजात के लिए जिले में महिला थाना खोला गया है। इस थाने में पूरे जिले के महिला से जुड़े मामले की शिकायत की जा सकती है।

उन्होंने कहा कि उक्त थाने में समस्याओं को लेकर आने वाली महिलाओं के विवादों को महिला पुलिस अधिकारी द्वारा बातचीत के माध्यम से सुलझाने की कोशिश की जाएगी। इसके बाद ही प्राथमिकी दर्ज की जाएगी। उन्होंने बताया कि ज्यादातर मामलों में देखा गया है कि महिलाएं अपनी व्यथा पुरुष थानेदार को बताने से हिचकिचाती है या थाना आने से घबराती है। इन समस्याओं के मद्देनजर जिले में महिला थाना खोला गया है।

वहीं महिला थानाध्यक्ष रुबीकांत कच्छप ने बताया कि महिला प्रताड़ना सहित अन्य मामले का उद्भेदन कर इस पर रोक लगाना उनकी प्राथमिकता होगी।

AMU Kishanganj chaos! Administration takes prompt action, situation better now

Hours after some miscreants created chaos on the site of upcoming Aligarh Muslim University (AMU) Study Centre near Chakla Village, the District Administration of Kishanganj has taken proper action. In the night of January 09, 2012, some unknown anti-AMU people uprooted the five boards of AMU (installed by the District Administration with a warning message) and identification pillars, and threw them into the nearby Mahananda River. The following morning people of Chakla Village noticed the glitch and the news came into notice of District Administration. A team of police led by Manoj Kumar Singh reached the spot on the order of Superintendent of Police (SP) Ranjit Kumar Mishra.

The local villagers along with local leaders found out a board of AMU and handed over to the Police. However, still the four boards and seven pillars are missing. Speaking to media SP Ranjit Kumar Mishra said that he has ordered to deploy watchmen on the site and also to intensify the police patrolling. The administration will take action against the culprits and they will be punished for the misdeeds. Meanwhile, SDO Siyaram Singh along with SDPO Narendra Kumar, DSP Suresh Kumar, DSLR Qamar Alam and PS Kishanganj Incharge Manoj Singh met the tribals who had constructed the huts on the site of AMU Kishanganj. As per the sources the administration will provide free land to tribals close to AMU land within a week.

It should be noted, the AMU Vice Chancellor Prof P K Abdul Azis during his visit to Kishanganj on December 29 / 30, 2011 guided the district administration to resolve the tribal encroachment issue. Prof Asiz urged to the administration before the fencing of the land, all temporary settlements should be shifted but all humanitarian principles should be taken into consideration during the evacuation. Prof. Azis said that if necessary, 2-3 acres may be parted from the land given to AMU in order to resolve the temporary settlement issue in an amicable way.

Keeping in mind the safety of the land, the administration has made the nearby ‘Angan Bari’ centre building as a hub of police. The police have also been deployed for patrolling of the proposed site in the night. The district administration has given positive response to the encroachment issue, hence we can hope for the safety of the 224.02 acres land offered to AMU on December 30, 2011. However, the land of AMU Centre in Kishanganj is the property of common people, and we all need to be attentive to discourage the negative forces who are against the education and development of Kishanganj and whole Seemanchal.
