The Annual Report “Press in India- 2014-15” was prepared on the basis of analysis of annual statements filed by the registered publications. The registered publications were required to file Annual Statements giving details including circulation figures under the Press & Registration of Books Act 1867. The report provided broad analysis of the general trend of the Indian Press based on the claimed circulation.

The print media registered a growth of 5.80% over the previous year as a total of 5,817 new publications were registered during 2014- 15 and 34 publications ceased their operation. Out of the total 1,05,443 publications registered as on 31^st March, 2015, the largest number of newspapers and periodicals registered in any Indian language was in Hindi with a figure of 42,493 publications followed by English with 13,661 registered publications. Out of 1,05,443 registered publications, 14,984 were dailies and bi-tri weeklies and remaining 90,459 were of other periodicities. State-wise analysis shows that Uttar Pradesh with 16,130 publications was at top position at the end of 2014-15. Maharashtra with 14,394 publications and Delhi with 12,177 publications were at second and third position respectively.

Total claimed circulation of publications stood at 51, 05, 21,445 in 2014-15 as against 45, 05, 86,212 copies per publishing day in 2013-14. The number of Annual statements received in RNI for the year 2014- 15 was 23,394 against 19,755 in 2013-14 registering an increase of 18.42%. As per report, circulation-wise, Hindi Publications continued to lead with 25,77,61,985 copies per publishing day followed by English with 6,26,62,670 copies and Urdu with 4,12,73,949 copies per publishing day.

The report also carried different Chapters viz. ownership of newspapers, analysis of daily newspapers, language wise study of the press and analysis of registered newspapers.

United Nations Plan of Action to Improve Safety of Journalists and Combat Impunity

Representatives of United Nations agencies, programmes and funds meeting at UNESCO in Paris have drafted an Action Plan to improve the safety of journalists and combat impunity of crimes against them.

A Draft Action Plan was prepared at a meeting held on September 13 and 14, 2011, under the chairmanship of Shri Raghu Menon, Secretary, Ministry of Information & Broadcasting, Government of India and Chairperson of the Impunity to Programme for the Development of Communication (IPDC). UNESCO Director-General Ms. Irina Bokova; Mr. Kiyo Akasaka, UN Under-Secretary General for Communications and Public Information; Mr. Frank la Rue, UN Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression and representatives of leading freedom of expression and press freedom organizations also attended the two-day meeting.

The meeting was endorsed by UN Secretary-General Mr. Ban Ki-moon and Ms. Navi Pillay, High Commissioner for Human Rights, who addressed the participants at the start of session.

More than 500 professionals have been killed in the course of their duties over the past decade. Many more have been assaulted, abducted, sexually violated, intimidated, harassed, arrested or illegally detained. The vast majority of these crimes did not concern international war correspondents but journalists working in their home countries, often in times of peace, and covering local stories. The instigators for the most part, remain unpunished.

The measures in the Draft Plan include the establishment of a coordinated inter-agency mechanism to handle issues connected to the safety of journalists and impunity. This will involve monitoring of progress at both national and international levels. Safety and impunity are also to be incorporated into UN contributions to national strategy, notably development assistance programmes and the possible inclusion of media stake holders in some of the preparatory processes of the UN’s development projects.

The Draft also foresees the extension of work already conducted by UNESCO to prevent crimes against media workers. This notably includes assisting countries to develop legislation and mechanisms favourable to freedom of expression and information, and by supporting their efforts to implement existing international rules and principles, especially the 1997 UNESCO General Conference Resolution concerning violence against journalists. This stipulates that there should be no statute of limitations on crimes against freedom of expression.

To further reinforce prevention, awareness raising campaigns will also be conducted with Member States, civil society, non-governmental organizations and concerned bodies about issues of freedom of expression, journalists’ safety and the danger of Impunity to Programme for the Development of Communication (IPDC) at its next session in March 2012 and will then be submitted to the bodies in charge of UN-wide coordination.

UNESCO, as the UN agency mandated to “promote the free flow of ideas by word and image”, with the aim of establishing a coordinated, UN system-wide approach to preventing and combating these crimes.

Proposal to hike FDI limit in Broadcast Sector

The government has proposed to hike foreign direct investment (FDI) limit in the broadcasting sector, the Lok Sabha was informed.

Minister of State for Information and Broadcasting C.M. Jatua said the FDI limit for all carriage services, including direct to home (DTH), internet protocol television (IPTV), mobile TV, Headened in the Sky (HITS) and teleport services has been proposed to be raised to 74 percent.

The limit in FM radio is proposed to be raised to 26 percent.

The limit in news and current affairs TV channels, however, was proposed to be retained at 26 percent. It would go up to 49 percent in local cable operators (LCO).

The minister also proposed to permit FDI up to 49 percent through automatic route for all carriage services.

sony set to buy ETV

Sony decided to buy Eenadu TV channels (bouquet of 11 channel) at the cost of $500-600 million.Multi siren media which runs Sony Television in India.MSM runs six channels, Sony TV, SAB TV, Set Max, Sony Pix, AXN and Animax, and has a 15 per cent market share in the Hindi general entertainment space.when Sony is not doing great deal bought Sri Adhikari Brother (SABTV) in second line to general entertainment to compete with Star one and has been huge success.
Sony’s competitors STAR India and Zee Entertainment have a strong presence in the regional general entertainment space. STAR has STAR Vijay, STAR Pariah, STAR Balsa and Asianet. Zee, on its part, has eight regional channels.In order to enhance regional share Sony seems to set the deal with Ramoji Rao.The deal will give Sony a national platform to compete with Zee,Star.

The last month , 26th June 2011, a Hindustan Times front page reported news item generate curiosity, that Indore doctors were converting hundreds of baby girls into baby boys.The doctors accused the journalists and editors involved in reporting, writing and packaging the story of in accuracy,sensationalism, and an unseemly rush to grab the headlines without checking facts.The story generated confusion and controversy. The senior doctors and surgeons say the operation, described by the newspapers as" turning girls into boys " is medically impossible.The doctors alleged that newspaper seems to have not done basic research before writing a story. It was coincidence, the story carried on the Hindustan times front page , the same day that DNA one of its competitors launched its Indore edition.IT seems to be corrective surgery, regularly recommended by pediatricians and urologist when faced with a child with congenital abnormality of the genitalia.It is only much later in the story that the reporter bothers to inform readers that there is medical reason behind this operation (for example penis may be small or seem missing because it is buried under the skin dueo to abnormal curvature).When the news item published, the Indore doctors thought it get publicity for them and ignored to respond to the item.

Media majors not cleared Lok Sabha TV bills for use of its footage

When Parliament is in session,its proceeding are broadcast live on the channels. The private news channels are to clear Rs.3crores for using Parliament feed. On May 19, Deys's colleague Tarakant Dwivedi was arrested under the Official Secrest Act by the Government Railway Police for an article written over a year ago in another newspaper on the poor storage conditions of hi tech weapons bought after the 26/11 attack. However, the gunning down of Dey in broad daylight by four unidentified men has rattled a meadia inured to gangland killings. The police believe it was "the work of professional' presumably hired guns connected to the underworld.

Maharastra Government has been promising a law that makes attacks on journalists a non -bailable offense.That may not be the solution.it is crucial to implement esisting laws and make sure the guilty are punished.

Exemption from Liability for Hosting Third Party Information: Diligence to be Observed under Intermediary Guidelines Rules

The attention of Government has been drawn to news items in a section of media on certain aspects of the Rules notified under Section 79 pertaining to liability of intermediaries under the Information Technology Act, 2000. These items have raised two broad issues. One is that words used in Rules for objectionable content are broad and could be interpreted subjectively. Secondly, there is an apprehension that the Rules enable the Government to regulate content in a highly subjective and possibly arbitrary manner.

The Department of Information Technology (DIT), Ministry of Communications & IT has clarified that the Intermediaries Guidelines Rules, 2011 prescribe that due diligence need to be observed by the Intermediaries to enjoy exemption from liability for hosting any third party information under Section 79 of the Information Technology Act, 2000. These due diligence practices are the best practices followed internationally by well-known mega corporations operating on the Internet.
