Speeding could not only bring danger to oneself but also to other road users, thus the public is being urged to drive patiently and respect other road users without overtaking in a risky manner. Following the tragic loss of life in last Sunday evening's six-car collision and the overall rate of road accidents and fatalities recently, members of the Brunei Road Safety Council led by its Chairman, Dato Paduka Hj Awang Alaihuddin bin Pehin OKDSL Dato Seri Utama Hj Awang Mohammad Taha, the Permanent Secretary at the Ministry of Communications, inspected the area where the six-car collision occurred.

Among those in the entourage included Awg Abdul Mutalib bin Pehin OKSS Dato Paduka Hj Mohd Yusof, the Deputy Permanent Secretary at the Ministry of Communications.

In an interview, Dato Paduka Hj Awang Alaihuddin expressed his concern over the road accident fatalities.

"Our visit to this area is to look into the reason behind the accident; either it happened because of behavioural factor, or was because of the road design or other factors. Road safety is very important," he said.

Dato Hj Awang Alaihuddin believed that from the explanation given to him, speeding was the cause of the six-car collision Sunday evening.
According to him, all those involved in the collision wore safety belts, therefore the council, he said, would like to establish a reason on how the youth died.

He also urged driving schools in the country to solve the problem of defensive driving, and urged the schools to stress on the importance of road ethics.

The Permanent Secretary said 14 hours of compulsory lessons at driving schools would be enforced soon.

The Chairman of Brunei Road Safety Council said awareness must be strengthened and asked other stakeholders including the private sector to help bring greater awareness among the public.

Dato Paduka Hj Awang Alaihuddin said by April this year a pilot project on De-Merit System will be undertaken.

The main objective of the system is to help reduce road accidents. It involves de-merit points for traffic violations, including those committed during accidents. Scoring high on the De-Merit system could lead to suspension of driving licences.

Dato Paduka Hj Awang Alaihuddin also believed CCTV cameras or speed-traps could help reduce road violations, however, the matter is under police jurisdiction. He hoped both could be integrated with the De-Merit System to strengthen its effectiveness.

Residents lend a helping hand to the woman involved in a self-accident in Panaga.

A woman succeeded in getting out of her car with the help of members of the public after she got herself into an accident at the roundabout near RPN Kampong Panaga yesterday afternoon.

The car skidded into the bush at the roadside after the woman lost control of her vehicle resulting in the car rolling over once and emitting thick smoke.

Residents in the immediate vicinity who were outside their homes at the time saw the self-accident unfold and immediately ran towards the vehicle to render assistance to the woman, while others contacted the emergency hotline to seek assistance from the authorities.

The woman was shocked and looked in a panic after the incident but fortunately did not suffer any serious injury.

A youth who died in a six-car collision on the eve of Chinese New Year on Sunday evening along the Jalan Lumut bypass in Seria was a student and a Malaysian national.

He was one of the passengers of a 4WD, which suffered massive damages as it hit a concrete bridge.

The victim was one of the four passengers in one of the six cars that was found some 15 metres apart from the rest of the other vehicles.

The other passengers from the victim's car including the driver were rushed to the hospital for medical treatment.

The accident caused massive traffic jams along the Jalan Lumut bypass heading to Kuala Belait from Bandar Seri Begawan.

The accident occurred around 7pm Sunday evening. The police are still investigating the cause of the accident.

A road fatality was reported by the police last night as six vehicles were involved in an accident at the Jalan Lumut Bypass last evening.

The Police are still investigating the cause of the mishap that occurred around 7pm Sunday evening.

The Fire and Rescue Department rushed nine of its personnel to the scene. Another four of the accident victims were rushed to the hospital for immediate medical attention. It was learnt, that one of the cars involved in the accident was about 10 metres away from the rest of the cars and suffered massive damages.

The police last evening confirmed that the accident left one dead and two of the four victims rushed to the hospital were reportedly suffering from critical injuries.

It was a big day for car enthusiasts and aficionados who came together at the Bandar Seri Begawan Waterfront yesterday, as they had to move up another gear in putting one of the country's biggest car shows - far glitzier and much fashionable this year.

From hovering classical to concept cars, the show opened its doors to offer a fabulous experience to not only those associated with the development of project cars in the country, but also to members of the public in a renewed sense of confidence.

Thousands were seen thronging the venue as early as 8am, all hoping to get a closer outlook at the vehicles that have been developed by locals over the years.

The public were exposed to a variety of modified cars that are not only associated with car tuning, but also with other impressive upgrades, improved car audio systems and other performance-oriented installations.

This initiative was part of the efforts taken by the Bandar Seri Begawan Municipal Board to mark the 41st anniversary of the renaming of Bandar Brunei to Bandar Seri Begawan, held amongst various activities centred in the heart of the capital.

Emerging as victor in the Classical Modified Car was Mohd Nizam bin Hj Jumat while Zuraimi Hj Bujang also snatched the top pot in Best Overall Tuner for his Mitsubishi Lancer Evolution 3.

They won the awards for their efforts to have displayed the best cars in entertaining the crowd, based on their sole voting.

It was splendid demonstration of some of the high-powered capabilities, while some of the vintage designs would be rarely seen on Brunei roads fascinated many. To see them all in one place took the breath away.

The car which reportedly ran over the victim.

A 39-year-old Malaysian man was tragically killed as he tried to cross the road to relieve himself when a sports vehicle ran over him in a horrific crash along the road leading to Sungai Tujoh Control Post yesterday.

The police identified the deceased as Bobby Hilton Sumbang anak Samuel from Sri Aman, Kuching, Sarawak.

He was reportedly on the way to his workplace in Brunei to collect his paycheque when the accident occurred.

It was learnt that the deceased was working with a local private company in Belait District for three years.

The 25-year-old male driver, when interviewed, said he saw the victim getting out of his foreign-registered vehicle and crossing the road.

The driver, who was on his way to Miri, Sarawak added that he tried avoiding the victim, but it was too late. When he got out of his vehicle, he saw the motionless body of the victim by the side of the road. He contacted a friend who in turn called the ambulance.

Police officers from the Crime Scene Support (CSS) Unit from Bandar Seri Begawan conducted a thorough inspection of the scene.

The accident happened around noon yesterday. The victim's body was quickly covered before the arrival of CSS police officers.

The victim's colleagues in Brunei were also spotted at the scene.

The vehicle that ran over the victim sustained major damages.

The police are still investigating the case.

The number of road fatalities has increased yet again following a tragic accident that took place an hour-and-a-half past midnight yesterday, claiming the lives of three people - two passengers of a saloon vehicle and a motorcyclist.

Less than 24 hours prior to this incident, a 20-year-old male succumbed to multiple injuries in another accident that occurred at 2.24am on Saturday.

According the Royal Brunei Police Force (RBPF), the deceased were passengers of a saloon car - a 19-year-old male youth and a 31-year-old woman - who were part of a group of four individuals travelling along a bridge within the vicinity of Ban 6 in Kampong Kilanas on their way to Jerudong from Limau Manis. It was during this commute that their vehicle veered off the road into oncoming traffic and struck a 33-year-old motorcyclist who was killed upon impact.

It is believed that the driver of the vehicle, who at press time was fighting for his life at RIPAS Hospital, was driving under the influence of alcohol, according to the police.

Shortly after, the vehicle slammed into a stationary vehicle at a junction. Fortunately, the driver of the vehicle parked at the junction escaped with only minor injuries.

The last nine days has seen the deaths of five individuals, three of whom were youths between the ages of 18 and 20, at three separate locations, including the Rimba and Hassanal Bolkiah highways. Between January and October 2011, of the 37 deaths recorded then, almost 50 per cent of them were youths between the ages of 18 and 28.

With the latest fatalities, Brunei's road deaths for 2011 has jumped to 45, making it the second highest number of road-related deaths in recent memory. In 2007, 56 people died as a result of road-related accidents.

In the Sunday Bulletin news report, "RBPF Calls On Driving Schools To Help Curb Road Accident", which was published yesterday, the RBPF reminded the public to be on alert when driving especially during heavy rain and to strictly obey the country's traffic acts and laws.

What was also highlighted by the RBPF was the need for driving schools to play a more in-depth role in educating its students of not just the standard modules that are taught but also to teach would-be drivers the importance of driving carefully, being courteous to other road users and be patient.

"It should be reminded that preserving road safety should not just be concentrated on related agencies, but it should also become a social responsibility of all road users," the RBPF had highlighted.

Human error has been marked as the main cause of road accidents, while driving during bad weather such as heavy rain has also been considered a major contributor to this growing problem.

Fines and imprisonment are typical penalties for road violators and these range from $1,000 to $20,000, and a jail term ranging from six months to three years, depending on the severity of the crimes committed.

According to the RBPF, those found guilty of causing death as a result of driving under Chapter 27 (1), Road Traffic Act (RTA) Paragraph 68 would be fined $20,000, jailed for seven years, and suspended from driving for a period of three years. Meanwhile, those found guilty of driving whilst intoxicated or under the influence of drugs would be fined $10,000, jailed for two years, and barred from driving for three years under Chapter 26 (1) of the RTA Paragraph 26.

Those found guilty of dangerous driving will be fined $10,000, jailed for two years and suspended from driving for three years under Chapter 28 (1) of the RTA Chapter 26, whereas those who are found guilty of reckless or inconsiderate driving would be fined $5,000 and jailed for a year under Chapter 29 (1) of the RTA Paragraph 68.

Those found guilty of using a mobile phone whilst driving could be slapped with a $1,000 fine and/or jailed for six months. Repeat offenders will be fined $2,000 and/or jailed for a year under Chapter 29A (1) of the RTA Paragraph 68.
