<content:encoded>&lt;p&gt;&lt;strong&gt;&lt;em&gt;Los Angeles:&lt;/em&gt;&lt;/strong&gt; Detectives from Newton Homicide Due-Diligence Team are announcing the arrest of a man for an unsolved 1985 Los Angeles murder.&lt;br /&gt;&lt;br /&gt;Los Angeles Police Department&amp;#0160;detectives have been investigating the murder of 30-year-old Arnulfo Medina. On July 10, 1985, around 8:30 p.m., Medina was walking with his girlfriend in the area of 37th Street and Main Street when the suspect, 30-year-old Abel Avila, who is the girlfriend’s brother, approached in his car and confronted Medina.&amp;#0160; Avila pulled out a gun and shot Medina killing him. A murder warrant was issued for Abel Avila who remained a fugitive from justice for 27 years.&lt;br /&gt;&lt;br /&gt;The motive for the killing was over a love triangle dispute. Avila’s relative was married and was having an affair with Medina.&amp;#0160; Avila took offense to the affair, which he believed was affecting his relative’s marriage.&lt;br /&gt;&lt;br /&gt;&lt;img align="left" alt="" border="1" height="163" src="http://www.lapdonline.org/assets/news%20releases/NR12233rhAvila-prior.jpg" width="147" /&gt;On May 22, 2012, members of the Newton Homicide Due-Diligence Team believed Avila was hiding out in the City of San Jose, California.&amp;#0160; After a long surveillance, a probation search, followed by more hours of surveillance, the team located Avila and detained him without incident.&amp;#0160; Avila was transported back to Newton Station where he&lt;img align="right" alt="" border="1" height="183" src="http://www.lapdonline.org/assets/news%20releases/NR12233rhAvila-current.jpg" width="135" /&gt; was arrested and booked for murder.&lt;br /&gt;&lt;br /&gt;Avila had changed his name and was living under a fictitious identity.&amp;#0160; Copies of Avila’s California Drivers Licenses are attached.&lt;br /&gt;&lt;br /&gt;Detective Kelle Baitx, Newton Homicide Due-Diligence Team, is the lead investigator and can be contacted at 323-846-6556.&amp;#0160; During non-business hours or on weekends, calls should be directed to 1-877-LAPD-24-7 (877-527-3247).&amp;#0160; Anyone wishing to remain anonymous should call Crime Stoppers at 1-800-222-TIPS (800-222-8477). <content:encoded>&lt;p&gt;&lt;span style="font-weight: bold; font-style: italic;"&gt;Los Angeles:&lt;/span&gt; During the week of May 14, 2012, LAPD Animal Cruelty Task Force (ACTF) were involved in two unrelated preliminary hearings that involved brutal dog beatings.&lt;br /&gt;&lt;br /&gt;On February 10, 2012 the ACTF was involved in an animal cruelty investigation in Harbor Division.&amp;#0160; According to witnesses, a male suspect entered his neighbor’s yard and maliciously began to beat a small Shih Tzu and a Boxer with a stick.&amp;#0160; During the beating, the dogs attempted to run and hide from the suspect.&amp;#0160; The suspect beat his neighbor’s dogs by forcefully kicking, stomping and hitting them with a thick broom handle.&amp;#0160; Many of the witnesses were drawn to the scene by the horrific sound of the dogs yelping in pain.&amp;#0160; According to witnesses, the dog beating lasted approximately thirty minutes before the police were called.&amp;#0160; At one point, the suspect encouraged his own German Shepard dog to viciously attack the two dogs that had already been injured due to the beating.&amp;#0160; The Shih Tzu died of blunt force trauma and the Boxer sustained serious injuries but has since recovered.&amp;#0160; The suspect will be arraigned in Long Beach Court on June, 2012.&amp;#0160; If sentenced, the suspect could face a maximum of four years in state prison, but the sentence may vary at the court’s discretion.&lt;br /&gt;&lt;br /&gt;On May 2, 2012, the ACTF was involved in another investigation that concerned the brutal beating of a dog, a full grown St. Bernard.&amp;#0160; In this case, witnesses reported that a male transient suspect was seen beating a St. Bernard dog in the area of Manchester Boulevard and Broadway as a street carnival was being set up for community festivities.&amp;#0160; According to witnesses, the St. Bernard was minding his own business when the suspect forcefully kicked the dog’s hind legs.&amp;#0160; The dog fled from the suspect and attempted to hide by a nearby school.&amp;#0160; The suspect followed the dog and continued the beating.&amp;#0160; Witnesses reported the suspect used a stick and a street barricade to strike the dog.&amp;#0160; Police officers were dispatched to the scene and arrested the suspect for animal cruelty.&amp;#0160; The St. Bernard had to be euthanized due to the severity of its injuries.&amp;#0160; The suspect will be arraigned in Compton Court next month.&amp;#0160; If sentenced, the suspect could face a maximum 12 years in state prison due to his criminal history and a weapon being used during the crime.&amp;#0160; ACTF could not establish the reason why these two suspects brutally beat the dogs in these two cases.&amp;#0160; According to witnesses, the attacks on the dogs were unprovoked.&lt;/p&gt;</content:encoded>

To date, Rampart has experienced a 27 percent increase in these crimes.&amp;#0160; Suspects are targeting vehicles with clearly visible GPS (Global Positioning System) devices, purses, laptop computers, bags, cell phones, IPods, cameras and other electronic devices.&amp;#0160; Photos of property left inside cars were displayed along with images of suspects committing some of these crimes and wanted by police.&lt;br /&gt;&lt;br /&gt;&lt;img align="left" alt="" height="256" src="http://lapdonline.org/assets/news%20releases/NR12234gb.jpg" width="182" /&gt;At the same time, the increase of personal thefts and larceny crimes was also discussed.&amp;#0160; Rampart Area has seen a 14 percent increase year-to-date in personal thefts.&amp;#0160; Primarily, the increase is a result of personal property being left unattended for very short periods of times or because of distracted shoppers.&amp;#0160; Suspects are approaching shoppers who place their purses or other personal property in shopping carts and briefly turn away.&amp;#0160; In other instances, personal property is simply just being left unattended for short periods of times at parks, bus benches, office buildings, restaurants, etc. Citizens will be reminded to always secure your personal property and not leave it unattended.&lt;br /&gt;&lt;br /&gt;Anyone with information about any of these crimes or who can help identify any suspects associated with these crimes is asked to call Rampart Burglary Detectives at 213-484-3490. &lt;li&gt;Police Commission President Richard Drooyan said he attended the 30 year pin ceremony which recognizes employees who made a career out of public service.&amp;#0160; He said Police Chief Charlie Beck received his 35 year pin at the ceremony.&amp;#0160; President Drooyan also said it was a busy sports weekend in the City and commended the Department for policing the events successfully.&lt;/li&gt;

&lt;li&gt;Police Commissioner Robert Saltzman said he attended and gave a speech at the recruit graduation held last week.&amp;#0160; He said it was a small class of graduates but commended the Department for the diversity in its recruiting.&lt;/li&gt;

&lt;li&gt;Assistant Chief Michel Moore informed the Board the Department had much to be proud of in regards to the success in policing the recent crowds for the playoff games in and around Staples Center.&amp;#0160; He said there were more than 250 thousand people who attended games or visited the immediate vicinity and there were no major incidences to report.&amp;#0160; He said it was another successful example of public/private collaboration.&amp;#0160; Chief Moore also informed the Board two individuals were arrested in connection with the two University of Southern California Graduate students who were shot and killed a few weeks back.&amp;#0160; He stated the hard work by detectives and the partnership between agencies help lead to their arrests.&lt;/li&gt;

&lt;li&gt;The Department’s report, dated May 15, 2012, relative to the Department Risk Manager strategic plan, as given by Police Administrator Beth Corriea, was approved.&amp;#0160; Ms. Corriea informed the Board some of her duties include monitoring litigation settlements, working with Media Relations to improve public perception of the Department, review Special Orders on policy, attend case signings on use of force cases, and review and make recommendations on Risk Management matters.&amp;#0160; Her five main focuses are employment issues, traffic matters, use of force cases, workers compensation cases and Fair Labor and Standard Act issues.&amp;#0160; The Commissioners asked Ms. Corriea to prepare quarterly reports, beginning July 1&lt;sup&gt;st&lt;/sup&gt;, which outline her goals and accomplishments.&lt;/li&gt;

&lt;li&gt;The Department’s report, dated May 4, 2012, relative to the request for approval of selected vendor for Digital In-Car Video system, as given by Police Administrator Maggie Goodrich, was approved and transmitted to the Mayor and City Council.&amp;#0160; Ms. Goodrich stated Raytheon was selected as the vendor for the new system and Kobian digital cameras will be used.&amp;#0160; Central Bureau will be the next phase of implementation and pricing and leasing options are currently being reviewed.&lt;/li&gt;

<content:encoded>&lt;p&gt;&lt;em&gt;&lt;strong&gt;Los Angeles:&lt;/strong&gt;&lt;/em&gt; A City employee and a City resident were both arrested after a lengthy  investigation into gasoline thefts from City fueling facilities.&lt;br /&gt; &lt;br /&gt; In April 2012 Southeast Detectives received information that someone was  stealing gasoline from City fueling facilities and the suspect was  possibly a Los Angeles City Department of Recreation and Parks  employee.&amp;#0160; Surveillance was set up on fuel stations at Southeast&amp;#0160; and  77th Street Area Community Police Stations and a Department of  Transportation fueling site.&amp;#0160; After many hours of surveillance two  suspects were identified.&lt;br /&gt; &lt;br /&gt; On May 21, 2012, 46-year-old Michael Anthony Lee, a 12-year veteran of  the Los Angeles Department of Recreation and Parks, assigned to Algin  Sutton Recreation Center, and an accomplice, 47-year-old Shane Anthony  Gansterer, a resident of Los Angeles, were arrested by Southeast  Detectives.&amp;#0160; Lee was booked for Embezzlement and is being held on  $50,000 bail.&amp;#0160; Gansterer was booked for Receiving Stolen Property and is  being held on $20,000 bail.&amp;#0160; Lee was reportedly on duty when the thefts  occurred.&amp;#0160; He is believed responsible for stealing more than 800  gallons of gasoline over a three month period of time.&amp;#0160;&amp;#0160;&amp;#0160; &amp;#0160;&lt;br /&gt; &lt;br /&gt; Anyone with information about this case is asked to contact Southeast  Detective Division, Detective Michael Hansen at (213) 972-7813.&amp;#0160; During  non-business hours or on weekends, calls should be directed to  1-877-LAPD-24-7 (877-527-3247).&amp;#0160; Anyone wishing to remain anonymous  should call Crime Stoppers at 1-800-222-TIPS (800-222-8477). <content:encoded>&lt;p&gt;&lt;span style="font-weight: bold; font-style: italic;"&gt;Los Angeles:&lt;/span&gt; A traffic collision early Saturday morning claimed the life of William Lovvorn a 28-year-old resident of Simi Valley.&lt;br /&gt;&lt;br /&gt;On May 19, 2012, around 12:15 a.m., William Lovvorn was driving a 2007 Suzuki Motorcycle north on Topanga Canyon Boulevard near Santa Susana Pass Road.&amp;#0160; Lovvorn’s motorcycle collided with the rear of a 2001 Jeep Wrangler being driven by 47-year-old Steven Jones a resident of Chatsworth. Jones was also travelling north on Topanga Canyon Boulevard.&lt;br /&gt;&lt;br /&gt;Los Angeles Fire Department Personnel responded and pronounced Lovvorn dead at scene.&lt;br /&gt;&lt;br /&gt;Jones remained at scene and did not complain of any injuries.&lt;br /&gt;&lt;br /&gt;Valley Traffic Detectives are searching for additional witnesses to this collision and the events leading up to it.&lt;br /&gt;&lt;br /&gt;Anyone with information is asked to call Valley Traffic Detectives at 818-644-8028. When officers arrived they found a 27-year-old Asian male lying on the street suffering from multiple stab wounds.&lt;br /&gt;&lt;br /&gt;The Los Angeles Fire Department Paramedics responded and pronounced the victim dead at the scene. &lt;br /&gt;&lt;br /&gt;Detectives believe the victim was involved in a dispute with the suspect which resulted with the suspect stabbing the victim to death.&lt;br /&gt;&lt;br /&gt;Detectives have identified the suspect as 29-year-old Richard Herrera, a resident of Los Angeles.&amp;#0160; Herrera has been arrested and booked for murder.&lt;br /&gt;&lt;br /&gt;The victim’s identity is being withheld pending notification of next-of-kin. &amp;#0160;&lt;br /&gt;&lt;br /&gt;The exact motive for the dispute and subsequent stabbing is still under investigation.&lt;br /&gt;&lt;br /&gt;Anyone with information regarding this crime is urged to contact West Bureau Homicide Detectives at 213-382-9470.&amp;#0160; During non-business hours or on weekends, calls should be directed to 1-877-LAPD-24-7 (1-877-527-3247). <content:encoded>&lt;p&gt;&lt;em&gt;&lt;strong&gt;Los Angeles:&lt;/strong&gt;&lt;/em&gt;&amp;#0160; Los Angeles Police Department Criminal Gang Homicide  Division detectives arrested two suspects in connection with the killing  of USC students.&lt;br /&gt; &lt;br /&gt; On Friday afternoon around 4:30 p.m., LAPD detectives arrested two men  responsible for the killing of USC graduate students Ming Qu and Ying  Wu, who were gunned down in their vehicle in the early morning hour of  April 11, 2012.&amp;#0160; Armed with arrest and search warrants, investigators  from the LAPD Criminal Gang Homicide Division teamed up with federal  agents from the Federal Bureau of Investigation (FBI) and Alcohol  Tobacco Firearms and Explosives (ATF) as they moved in on two locations  where the murder suspects were living.&lt;br /&gt; &lt;br /&gt; The arrest teams descended upon a residence in the County of Los Angeles  south of the USC campus around 4:30 p.m.&amp;#0160; Investigators and agents  surrounded the residence and soon took the first of two suspects into  custody without incident.&amp;#0160; Now in custody and under arrest for the  murder of Ming Qu and Ying Wu, was 20 year-old Bryan Barnes of Los  Angeles.&amp;#0160; Barnes was arrested and transported downtown where he was  ultimately booked for 187 PC, Murder.&lt;br /&gt; &lt;br /&gt; Immediately following Barnes’ arrest, the arrest teams boarded two  awaiting helicopters and flew out to the City of Palmdale, where the  second location was under surveillance by additional members from LAPD.&amp;#0160;  The teams hit the ground around 7:30 p.m. and soon, surrounded and  called out the second of the two murder suspects, Javier Bolden, a 19  year-old resident of Palmdale.&amp;#0160; Bolden was taken into custody without  incident and transported back to Los Angeles where he too was booked for  murder.&amp;#0160; Bolden and Barnes were booked into the 77th Street Jail where  they will be held without bail.&lt;br /&gt; &lt;br /&gt; Like many homicide cases this was one that had the full attention of the  Los Angeles Police Department.&amp;#0160; “I am proud of my investigators who  worked tirelessly on this case” said Chief Charlie Beck.&amp;#0160; “This was a  case that reverberated throughout Los Angeles as well as  internationally; this was a case that needed to be solved”.&lt;br /&gt; &lt;br /&gt; The investigation will continue as investigators prepare the case to be  presented to the District Attorney’s Office for filing.&amp;#0160; We are ever  grateful to our federal partners who provided their support as we moved  forward with this investigation.&amp;#0160; The Los Angeles Police Department will  continue to work with the University of Southern California in a  cooperative effort to strive for public safety in and around the campus  and throughout the community.&lt;br /&gt; &lt;br /&gt; Anyone with information is asked to call Criminal Gang/Homicide  Division, Detective Dave Garrido 213-485-1383. <content:encoded>&lt;p&gt;&lt;span style="font-weight: bold; font-style: italic;"&gt;Los Angeles:&lt;/span&gt;&amp;#0160; Los Angeles Police Department Newton Homicide, Due Diligence Team located and arrested 73-year-old Abraham Tovar, a resident of Alhambra, for the 1981 murder of Charles McGhee.&lt;br /&gt;&lt;br /&gt;On January 1, 1981, around 11:50 p.m., 36-year-old Charles McGhee was shot and beat to death in a vacant lot located in the 2300 block of South Central Avenue, in the city of Los Angeles.&lt;br /&gt;&lt;br /&gt;&lt;img align="left" alt="" border="1" height="150" src="http://lapdonline.org/assets/news%20releases/NR12227bb.jpg" width="111" /&gt;Investigators discovered that the suspects, Andrew and Abraham Tovar (Brothers) had a dispute earlier in the day with an unknown person in the vacant lot.&amp;#0160; Armed with a handgun and a hatchet, the Tovar brothers returned to the lot for revenge.&amp;#0160; However, the brothers were unable to find the person they were looking for so they turned their anger towards Charles McGhee and Wayne Alexis.&amp;#0160; Abraham shot both victims, killing McGhee at scene.&amp;#0160; Alexis survived his gunshot wound and testified against Andrew Tovar who served state prison time and has since passed away.&amp;#0160; Abraham Tovar was never brought to justice and remained a fugitive from the law for 31 years.&lt;br /&gt;&lt;br /&gt;&lt;img align="left" alt="" border="1" height="153" src="http://lapdonline.org/assets/news%20releases/NR12227bb-1.jpg" width="113" /&gt;On May 16, 2012, around 8:30 a.m., Newton Homicide, Due Diligence Team located Abraham Tovar residing in the city of Alhambra and arrested him on the outstanding felony homicide warrant.&amp;#0160; The Due Diligence Team concluded a several-month investigation that resulted in two search warrants being issued, several days of surveillance, and numerous interviews with the suspect’s family members and friends in order to locate and apprehend him.&amp;#0160; This is a perfect example of how, sooner or later, the long arms of the law will catch up with criminals.&lt;br /&gt;&lt;br /&gt;Anyone wishing to report a crime can remain anonymous by calling Crime Stoppers at 1-800-222-TIPS (800-222-8477). When Lister exited the store, he was confronted by three male Black suspects.&amp;#0160; The three suspects immediately assaulted him and took his necklace.&amp;#0160; During the assault, one of the suspects stabbed Lister in the torso.&lt;br /&gt;&lt;br /&gt;Lister was transported by a friend to a local hospital for his stab wound to the chest and was listed in critical condition.&amp;#0160; On Thursday, May 17, 2012, Lister died as a result of his injuries.&lt;br /&gt;&lt;br /&gt;Detectives believe the motive for this crime is robbery and is gang related.&amp;#0160; The Suspects are described as male Blacks, between the ages of 20 to 40 years old.&amp;#0160; The suspects are currently outstanding.&lt;br /&gt;&lt;br /&gt;Anyone with information is asked to call Criminal Gang/Homicide Division, Detective Dean Vinluan or Eddie Amaral at 213-485-1383. <content:encoded>&lt;p&gt;&lt;em&gt;&lt;strong&gt;Los Angeles:&lt;/strong&gt;&lt;/em&gt;&amp;#0160;  Detectives are asking for the public’s help to identify a robber who  stole two Rolex watches from a jewelry shop inside of a mall in Century  City. &lt;br /&gt; &amp;#0160;&lt;br /&gt; On May 10, 2012, around 4:50 p.m., LAPD West Los Angeles officers  received a call of a robbery at a mall in the 10200 block of Santa  Monica Boulevard.&amp;#0160; When the officers arrived, they immediately checked  for the safety of the employees and searched the area for possible  suspects. The officers were unable to locate any suspect in the  vicinity.&amp;#0160; A security guard suffering from minor injuries, was treated  at the scene by LAFD Rescue personnel.&lt;br /&gt; &lt;br /&gt; After a thorough investigation detectives believe a man walked into the  jewelry store and asked one of the employees to look at some watches.&amp;#0160;  When the employee presented the watches, the suspect grabbed one watch  from the tray and forced the second watch from the employee’s hand.&amp;#0160; He  then ran towards the exit and was tackled by a security guard.&amp;#0160; The  suspect managed to break free and ran southbound through the mall and  out toward Constellation Boulevard.&amp;#0160; &amp;#0160;&lt;br /&gt; &lt;br /&gt; The suspect is described as a 23 to 26-year-old male African American.&amp;#0160;&amp;#0160;  He stands between 5’4 and 5’6 inches tall and weighs between 130 and  145 pounds.&amp;#0160; The two watches are valued at $64,900.00.&lt;br /&gt; &lt;br /&gt; Anyone with information about this crime is asked to contact West Los  Angeles Area robbery Detective Stanley Evans at 310-444-1520.&amp;#0160; During  non-business hours or on weekends, calls should be directed to  1-877-LAPD-24-7 (877-527-3247).&amp;#0160; Anyone wishing to remain anonymous  should call Crime Stoppers at 1-800-222-TIPS (800-222-8477). <content:encoded>&lt;p&gt;•&amp;#0160;Police Commission President Richard Drooyan said he attended the Above &amp;amp; Beyond Medal of Valor &amp;amp; Purple Heart Awards Ceremony last week and said the stories were remarkable.&amp;#0160; He said it was a vivid reminder of the dangers police officers face every day.&lt;/p&gt;
&lt;p&gt;•&amp;#0160;Police Commission Vice President John Mack also attended the Above &amp;amp; Beyond Medal of Valor &amp;amp; Purple Heart Ceremony and said it was a very moving, inspiring and proud event.&amp;#0160; He added two of the recipients of the Medal of Valor were honored by President Barack Obama at the White House in Washington D.C.&lt;/p&gt;
&lt;p&gt;•&amp;#0160;Police Chief Charlie Beck thanked the Commissioners who were in attendance at the Medal of Valor &amp;amp; Purple Heart Ceremony and said the event added to the many others which were held as part of Police Memorial Month.&amp;#0160; Chief Beck also stated the fourth annual Gun Buyback event was held this past Saturday and netted approximately 1700 guns.&amp;#0160; He also informed the Board the program has netted 8000 weapons over its four year history.&lt;/p&gt;
&lt;p&gt;•&amp;#0160;The verbal presentation and update from the Commanding Officer and Community Police Advisory Board (C-PAB) representative regarding community initiated problem solving, crime strategies, and other programs and goals within the Olympic Area was given by Captain Tina Nieto.&amp;#0160; Captain Nieto stated their area has 25 C-PAB members with 20 active community members.&amp;#0160; Activities include community clean-up days, community night out gatherings and neighborhood watch.&amp;#0160; Youth programs include a Cadet program, a Deputy Auxiliary Police program and a Jeopardy program. They also have an Olympic Boosters Association which provides items to the division which are not made available in the regular City budget.&lt;/p&gt;
&lt;p&gt;•&amp;#0160;The Inspector General’s report, dated May 7, 2012, relative to the review of the Department’s confidential informant control package inspection, was approved.&lt;/p&gt;
&lt;p&gt;•&amp;#0160;The Department’s report, dated May 10, 2012, relative to the Ethics Enforcement Section quarterly report, first quarter, 2012, was received.&amp;#0160; The Board directed the Office of the Inspector General to submit an analysis of this report along with any appropriate recommendations to the Board.&lt;/p&gt;

<content:encoded>&lt;p&gt;&lt;span style="font-weight: bold; font-style: italic;"&gt;Los Angeles:&amp;#0160;&lt;/span&gt; An armed and dangerous suspect held police at bay for about an hour before being shot by a SWAT officer.&lt;br /&gt;&lt;br /&gt;On May 11, 2012, around 1:25 a.m., Pacific Patrol Division officers responded to a Screaming Woman call in the 1500 block of Penmar Avenue.&amp;#0160; As the officers were walking up to the apartment they saw the suspect on the second story balcony area armed with a handgun.&amp;#0160; The officers believed the suspect, 33-year-old Iya Mangam, fired in their direction.&amp;#0160; They immediately retreated to seek cover from the direct threat and requested help over their hand-held radio.&amp;#0160; Responding officers established a perimeter and attempted to communicate with Mangam, who refused surrender.&amp;#0160; After failing to comply with officers’ requests, SWAT responded to take over the situation.&lt;br /&gt;&lt;br /&gt;At around 2:15 a.m., a Police Officer from LAPD’s Metropolitan Division SWAT Unit, saw Mangam through a window and he was still armed with a handgun.&amp;#0160; The Officer believed that Mangam was an imminent threat to approaching SWAT Officers and fired his Police Rifle to stop the threat that resulted in an officer-involved shooting (OIS).&lt;br /&gt;&lt;br /&gt;Los Angeles Fire Department personnel responded and transported Mangam to a local hospital for treatment of a gunshot wound to the chin area of his face.&amp;#0160; He was listed in critical but stable condition.&lt;br /&gt;&amp;#0160;&lt;br /&gt;Force Investigation Division Detectives responded and are investigating the O.I.S. and the Criminal Apprehension Team is handling the Assault with a Deadly Weapon Against the Officers.&lt;br /&gt;&lt;br /&gt;The investigation will ultimately be reviewed by the Chief of Police, the Office of the Inspector General and Board of Police Commissioners for compliance with the Department’s use-of-force policy which states that an officer’s use-of-force actions must be objectively reasonable.&lt;br /&gt;&lt;br /&gt;Anyone with information about this incident is urged to call the FID at 213-486-5230. &lt;p&gt;&lt;br /&gt;&lt;em&gt;&lt;strong&gt; Los Angeles:&lt;/strong&gt;&lt;/em&gt;&amp;#0160;  Los Angeles Police Department, Robbery-Homicide Division detectives are  asking for the public’s help in providing information that would lead  to the identity and arrest of a robbery suspect who is responsible for  at least twelve crimes within the City of Los Angeles, three of which  are Robbery / Carjackings. &amp;#0160;&lt;br /&gt; &lt;br /&gt; On Sunday April 15, 2012, around 8:45 p.m., a lone female victim  conducted a business transaction at a gas station in the 1700 block of  Highland Avenue.&amp;#0160; While inside the location the suspect walked up to her  and attempted a casual conversation. The victim left the business and  entered her car, the suspect approached and entered through the  passenger door. He hit the victim a number of times and forced her out  of her car. The suspect drove away with the victim’s car and purse.&lt;br /&gt; &lt;br /&gt; During a separate incident the suspect targeted and physically assaulted  a 76-year-old woman carjacking her and taking her purse. The suspect  also enters occupied and unoccupied cars in business parking lots and  steals purses.&amp;#0160; Additionally, he forcibly grabs purses or money bags  from unsuspecting victims&lt;br /&gt; &lt;br /&gt; The other crimes committed by the suspect include street robberies,  burglary / theft from motor vehicles, and vandalism. The same suspect is  believed to be responsible for seven additional crimes in the cities of  Glendale, Pasadena, Santa Monica and Beverly Hills.&lt;br /&gt; &lt;br /&gt; The Los Angeles crimes identified are as follows:&lt;/p&gt;

<content:encoded>&lt;p&gt;&lt;em&gt;&lt;strong&gt;Los Angeles:&lt;/strong&gt;&lt;/em&gt; A traffic collision early Monday morning claimed the life of a 21-year-old Simi Valley woman. &lt;br /&gt; &lt;br /&gt; On Monday, May 14, 2012, around 6:25 a.m., Brandi Todd&amp;#0160; was driving a  2007 Toyota Scion at a high rate of speed northbound on De Soto Avenue,  just south of the 118 Ronald Reagan Freeway.&amp;#0160; Todd lost control of the  Scion and collided with the rear end of a commercial Frito Lay truck,  driven by a 38-year-old resident of Winnetka.&amp;#0160; The force of the  collision caused Todd’s vehicle to spin counter clockwise into the south  bound lanes of De Soto Avenue. &amp;#0160;&lt;br /&gt; &lt;br /&gt; A 63-year-old resident of Canyon Country driving southbound on De Soto  Avenue in a 2002 GMC Envoy collided with the Scion.&amp;#0160; Both drivers of the  Scion and Envoy were transported to local hospitals by LAFD personnel.&amp;#0160;  Todd died shortly after arriving at the hospital.&lt;br /&gt; &lt;br /&gt; Valley Traffic Investigators are searching for additional witnesses to  this collision and the events leading up to it.&amp;#0160; There were some  accounts that described a car, similar to Todd’s car that may have been  driving at a high rate of speed as well, just prior to the collision. &amp;#0160;&lt;br /&gt; &lt;br /&gt; Anyone with information is asked to call Valley Traffic Detectives,  Police Officer Larkin at (818) 644-8036.&amp;#0160; During non-business hours or  on weekends, calls should be directed to 1-877-LAPD-24-7  (877-527-3247).&amp;#0160; Anyone wishing to remain anonymous should call Crime  Stoppers at 1-800-222-TIPS (800-222-8477). &lt;p&gt;On May 10, 2012 at 2:31 p.m., plain clothes officers assigned to 77th Street Area, were conducting surveillance in the area of 70th Street and Hoover Street.&amp;#0160;&amp;#0160;&amp;#0160; The officers observed two males, shooting at an unknown victim(s). The officers broadcast their location and observations over the police radio.&amp;#0160; The officers saw the two males running westbound on 70th Street from Hoover Street.&amp;#0160; Officers followed the males, and continued to broadcast their actions.&amp;#0160; The two males were attempting to enter a gate that led to the interior of a large apartment complex, located in the 800 block of W. 70th Street.&amp;#0160; The officers exited their vehicle, verbally identified themselves as police officers and ordered suspects to surrender.&amp;#0160; The younger subject who was later identified as a 17 year-old male Black,&amp;#0160; turned in the officers’ direction and pointed a handgun at them, which resulted in an officer-involved shooting (OIS). &amp;#0160;&lt;br /&gt;&lt;br /&gt;The two suspects entered the above apartment complex and the officers followed them on foot.&amp;#0160; As the officers entered the open gate they observed the older suspect, later identified as Jonathan McKeone, turn in the officers’ direction and point his handgun at them, which resulted in a second officer-involved shooting.&amp;#0160; A responding police unit observed the younger male exiting a rear yard in the 800 block of 68th Street where he was taken into custody without further incident.&amp;#0160;&amp;#0160; A perimeter was established and Metropolitan Division officers which included K-9 and SWAT, responded to the scene.&amp;#0160; After a systematic K-9 search, McKeone was located and taken into custody. &lt;br /&gt;&lt;br /&gt;Los Angeles Fire Department responded and transported McKeone to a local hospital where he was treated for a minor dog bite by that occurred during the K-9 search.&amp;#0160; McKeone was treated and released by the hospital for booking. &amp;#0160;&lt;br /&gt;&lt;br /&gt;Metropolitan Division is handling the dog bite investigation.&amp;#0160; Force Investigation Division’s Criminal Apprehension Team is handling the attempt murder investigation committed against the officers, as well as the attempt murder against the unknown victim(s). The handgun possessed by the 17 year-old juvenile was recovered, but the handgun observed in possession of the McKeone was not located.&lt;br /&gt;&lt;br /&gt;The officers were not injured during the incident.&amp;#0160; The 17 year-old was not injured during the incident and McKeone’s only injury was the minor dog bite he sustained during the K-9 search.&lt;br /&gt;&lt;br /&gt;The investigation will ultimately be reviewed by the Chief of Police, the Office of the Inspector General and Board of Police Commissioners for compliance with the Department’s use-of-force policy which states that an officer’s use-of-force actions must be objectively reasonable. &amp;#0160;&lt;br /&gt;&lt;br /&gt;Anyone with information about this incident is urged to call the FID at (213) 486-5230. When they arrived,  Officers found an African American male suffering from what appeared to  be gunshot wounds.&amp;#0160; Los Angeles Fire Department Rescue personnel  responded to the scene and transported the victim to a nearby hospital  where he was pronounced dead.&lt;br /&gt; &lt;br /&gt; Detectives believe that the victim got into a verbal dispute at a party  with a small group.&amp;#0160; During the dispute one of the men shot the victim  and left the scene.&amp;#0160; The suspect and the weapon are outstanding. &lt;p style="text-align: left;"&gt;&lt;strong&gt;&lt;em&gt;LOS ANGELES&lt;/em&gt;&lt;/strong&gt; – Mayor Antonio Villaraigosa, LAPD Chief Charlie Beck, gang intervention and prevention service providers, and victim advocacy organizations, announced today the fourth Citywide Gun Buyback program aimed at reducing the levels of gun violence in Los Angeles. The Gun Buyback will be held on Saturday, May 12, 2012 at six locations throughout the City. &lt;br /&gt;&lt;br /&gt;An initiative of the Mayor&amp;#39;s Gang Reduction and Youth Development Office (GRYD), the 2012 Gun Buyback will reward the voluntary surrender of firearms while engaging the community towards a common goal of reducing gun violence. In partnership with the LAPD and numerous community and faith-based organizations, the gun buyback effort will secure six neutral locations throughout the City where individuals can surrender their firearms—no questions asked.&lt;br /&gt;&lt;br /&gt;In exchange for the firearm, the individual will receive a Ralphs or VISA pre-paid card. The cost per firearm will depend on its type, up to $200 for assault weapons as specified in the State of California and up to $100 for handguns, rifles and shotguns. The LAPD Gun Unit will be on site to determine the type of classification of the firearm surrendered.&lt;br /&gt;&lt;br /&gt;Last year, the Gun Buyback Program collected over 2,000 firearms from across the City in one day. <content:encoded>&lt;p&gt;&lt;span style="font-weight: bold; font-style: italic;"&gt;Los Angeles.&lt;/span&gt;&amp;#0160; Los Angeles Police Department (LAPD) Olympic Division detectives are asking for the public’s help in identifying a jewelry store theft caught on surveillance video at a jewelry shop in Koreatown. &amp;#0160;&lt;br /&gt;&lt;br /&gt;On April 16, 2012, around 3:10 p.m., a male Korean suspect entered a jewelry store in a shopping mall in the 3500 block of West 6th Street in the Koreatown area of Los Angeles.&amp;#0160; The suspect entered the shop, posing as a customer and remained inside the store over one hour and thirty minutes, looking at various high-end jewelry. One of the store clerks showed the suspect the jewelry, the suspect grabbed the jewelry and ran outside with two diamond rings, a total value of $13,000.00.&amp;#0160; The suspect exited through the rear of the shopping mall and fled on foot in an unknown direction.&amp;#0160; The suspect’s image was captured on the Closed Circuit Television (CCTV). &lt;br /&gt;&lt;br /&gt;The suspect is described as a male Korean, 18 to 20 years old with black hair. He stands about six feet one inch tall and has a slim build.&lt;/p&gt;

<content:encoded>&lt;p&gt;&lt;strong&gt;&lt;/strong&gt;The Los Angeles Police Department (LAPD), in  conjunction with the Department of Alcoholic Beverage Control (ABC) will  initiate the 14th annual Safe &amp;amp; Sober Graduation Operation during  the month of June 2012.&amp;#0160;&amp;#0160; This project is designed to curtail the  accessibility of alcoholic beverages and promote “safe and sober”  graduations throughout the 91 Los Angeles Unified School District  (LAUSD) high schools. &amp;#0160;&lt;br /&gt; &lt;br /&gt; Between May 25 and June 26, 2012, an estimated 25,500 students will  graduate from LAUSD high schools.&amp;#0160; Based on past events, it is  anticipated that many of these students will be celebrating this  significant event in their young lives.&amp;#0160; However, a number of them will  be attempting to use alcoholic beverages as a means of enhancing their  celebrations. &amp;#0160;&lt;br /&gt; &lt;br /&gt; In an attempt to reduce the availability of alcoholic beverages to  underage individuals and thereby save lives, vice units will be  conducting a series of minor decoy and decoy shoulder tap operations  coinciding with high school graduations in their respective areas. &amp;#0160;&lt;br /&gt; &lt;br /&gt; Beginning May 25, 2012, Vice Units will begin concentrating minor decoy  and decoy shoulder tap operations at licensed ABC locations in the  proximity of LAUSD high schools.&amp;#0160; On the weekend of June 7-10, 2012,  Vice Units will be on maximum deployment and focus specifically on  alcohol-related crime issues involving underage minors attempting to  purchase alcoholic beverages via the minor decoy and decoy shoulder tap  operations.&amp;#0160; These operations are designed to inhibit the flow of  alcoholic beverages at the two primary sources: licensed locations and  the parking lots of these locations.&amp;#0160; Shoulder tap operations are  specifically designed to curtail this type of activity. &lt;br /&gt; &lt;br /&gt; Detective Support and Vice Division (DSVD) is releasing this media  advisory to alert those individuals likely to furnish alcoholic  beverages to under-aged individuals, that the Department of ABC and the  LAPD will conduct undercover operations and will aggressively prosecute  individuals who knowingly put alcohol in the hands of a minor.&amp;#0160; Shoulder  tap operations, similar to minor decoy operations, involve the  soliciting of individuals outside of licensed ABC retail establishments  to purchase an alcoholic beverage for a minor. &amp;#0160;&lt;br /&gt; &lt;br /&gt; Last year’s 2011 Safe &amp;amp; Sober Graduation Operation resulted in the  solicitation of 582 adults, with 47 violations.&amp;#0160; Statistically, 92  percent of all adults approached refused the minor decoys’ request for  alcohol.&amp;#0160; Additionally, 167 licensed ABC locations within close  proximity of local high schools and colleges were inspected via the  minor decoy program, which resulted in 26 clerks being cited for selling  alcoholic beverages to underage individuals (representing an 84 percent  compliance rate). &amp;#0160;&lt;br /&gt; &lt;br /&gt; Individuals convicted of furnishing a minor with an alcoholic beverage  face a mandatory $1000 fine and 24 hours of community service.&lt;br /&gt; &lt;br /&gt; Subsequent Decoy Shoulder Tap Operations will be scheduled throughout  the summer on a City-wide basis in order to curtail the accessibility of  alcoholic beverages to minors and reduce alcohol-related crimes.&amp;#0160; This  project is part of the Department of ABC’s Minor Decoy/Shoulder Tap  Grant Project, funded by the California Office of Traffic Safety through  the National Highway Safety Administration. &amp;#0160;&lt;br /&gt; &lt;br /&gt; For additional information please contact Sergeants Lifernando Garcia or Steve Moore, Operation ABC, DSVD, at (213) 486-0910.&lt;/p&gt;</content:encoded>
