Down Payment Gifting Programs Update

Quick update here

If you have a home to sell, or are looking to buy in the Lake Powell area, it might be a good time to consider use of down payment assistance programs. With FHA requirements getting tighter, accepting a full price offer on your home and utilizing the down payment assistant programs, like Nehemiah and Ameridream, look to be a good alternative to taking a lower price offer on the property.

While these programs don’t work for all folks, some qualified FHA buyers will qualify for down payment assistance. The funds are considered a gift swap if they are funded by the builder or the home seller. These are not limited to first time homebuyers such as other programs are.

Ie. For a seller, accepting a full price offer, then funding the six percent maximum to one of the programs for the homebuyer, still nets the same amount of money at closing, as if taking an offer six percent lower than asking. Big plus here - it helps the deal close and get the new owners in the home.

Financial News of the Weekend Featuring IndyMac, Fannie, and Freddie

Where to start? On Friday, the 6th largest bank, IndyMac, was closed and taken over by the Fed. Interesting, sad, even. The new bank will be called Indy Mac Federal Bank and the Federal Deposit Insurance Corporation (FDIC) was named conservator. IndyMac had total assets of $32.01 Billion and $19.06 Billion worth of deposits since the end of March. While mainly in Southern California, IndyMac was heavily invested in the nationwide mortgage market place.

According to the FDIC Press Release “Insured depositors and borrowers will automatically become customers of IndyMac Federal, FSB and will continue to have uninterrupted customer service and access to their funds by ATM, debit cards and writing checks in the same manner as before. ”

All 33 branches will reopen on Monday.

Looking back over the previous 11 days provides interesting insight into what ended, or just began, with the closing of IndyMac.

A letter, made public 11 days prior to the closing, had been sent by Senator Charles Schumer, D-NY, to the FDIC, Office of Thrift Supervision and The Federal Home Loan Bank questioning the liquidity of IndyMac. When this letter was made pubic it started a chain of events. Over the next 11 days depositors withdrew 1.3 Billion dollars from their accounts.

A statement from the Office of Thrift Supervision in part states

“This institution failed today due to a liquidity crisis,” OTS Director John Reich said. “Although this institution was already in distress, I am troubled by any interference in the regulatory process.”

IndyMac is the largest OTS-regulated thrift ever to fail and, according to FDIC data, the second largest financial institution to close in U.S. history”

To some degree it almost appears like self-fulfilling prophecy.

Many of questions remain - are Fannie Mae and Freddie Mac headed for federal intervention as well? According to a New York Times article it seems likely, but then turn to Fortune Magazine and this statement “Fannie and Freddie have their financing needs covered through the end of next year, and that “concerns of an immediate collapse seem overwrought” grabs your attention.

Today, Sunday, NPR announced “Treasury Secretary Henry Paulson announced a sweeping financial package Sunday designed to shore up the country’s ailing mortgage giants, Fannie Mae and Freddie Mac. The measures would allow the government to lend money to the two companies — and to buy their stock, if necessary. ”

Seemingly important is this announcement came on Sunday, prior to the opening of the stock market on Monday morning.

More Information on the Amangiri Villas

The “luxury” blog circuit is a buzz with information regarding the newly announced Amangiri Villas at Lake Powell. The latest blog with more descriptions of the Villas comes from Halogen Guide which was formerly the Helium Report.

From the article by Amy Gunderson titled

What Recession? $7 Million Desert Villas Hit the Market

“Among the latest projects to roll out, are the Villas at Amangiri, a collection of 31 homes set in the southern Utah desert near Lake Powell. Last week seven of the villas hit the market for $7 million a pop. The 5,100 square foot homes, each have a modernist design and a plethora of floor to ceiling windows that give front row views of the surrounding canyons and rock walls. The four-bedroom homes have an option for a wine cellar, along with some 9,000 square feet of outdoor living space with a swimming pool, fire pit and meditation platform. The villas are set on the property of the Amangiri Resort, which will be managed by five star operator Amanresorts. “

The rest of the article questions the idea of 7 million dollar villas in a time when the housing market has probably not hit bottom while, at the same time, noting that other luxury resort developments are also expanding.

Luxist blogger Deidre Woollard has also written about Amangiri for the second time.

Total Sales: $4,089,674

Average Lot Price: $182,500

Average Home Price: $171,965

Average Townhome Price: $304,637

This compares well with the 14 closings in the first quarter for total sales of $2,782,229.

The second quarter showed an improvement of $1,307,445 or about 32%

Lake Powell Highway 89 News Release from Arizona DOT

This hit the airwaves this morning, June 19, 2008 and is going to affect travel to and from Lake Powell from the South for several months.Driving through “the cut” by Bitter Springs, AZ, up or down the mountain pass, coming to or going from the Page - Lake Powell area is going to be significantly more difficult as they upgrade the road.

Construction Delays Expected on US 89 South of Page

June 18, 2008 BITTER SPRINGS -

Drivers on US Highway 89 south of Page, Arizona, should expect delays this summer, according to the Arizona Department of Transportation (ADOT). Beginning Monday morning, June 23, 2008, ADOT will begin a new roadway improvement project just north of the US 89A junction and the community of Bitter Springs, which will extend north through “the cut” toward Page and Lake Powell.

Initially, drivers should expect daily changes in traffic patterns, and some project work will require restricting the roadway to one lane. During lane closures, flaggers and pilot vehicles may guide motorists through the project area. Speed limits in the project area will be reduced to 25 mph. Also, vehicle travel lanes will be restricted to widths of 10 feet or less during construction hours. Travelers should plan for delays of approximately 30 minutes.

Hours of construction will be 6 a.m. to 7 p.m. (MST), Monday through Thursday, from June 23 through July 10. However, during the Fourth of July holiday weekend, all lanes will be open beginning at 6 p.m. Wednesday, July 2, through 6 a.m. Monday, July 7. Construction hours and traffic control measures are expected to change in mid July to accommodate paving operations; periodic updates will be available on the project hotline and Web site. Also, drivers should expect increased truck traffic on US 89 between Gray Mountain, Arizona, and the project area.

As part of the $3.9 million project, workers will replace the pavement from milepost (MP) 524 to MP 531. The project also includes resurfacing existing paved turnouts, striping and signing, installing guard rail, seeding and completing other related work. ADOT anticipates work will be completed by mid September. ADOT advises motorists to drive safely as construction crews will be working on the roadway throughout the duration of the project. Motorists must obey all posted restrictions throughout the project area. Message boards and other traffic signs will provide additional construction details.

Lake Powell Real Estate - First Time Homebuyers Program for Utah

This is the second in a series of articles regarding first time homebuyers assistance programs for the Lake Powell area. See first article here.

While not all people qualify for the assistance programs if you are interested in buying Lake Powell real estate, either in Utah or Arizona, these programs are readily available.

Utah has a program to encourage first time homebuyers to make the leap to home ownership instead of renting. One of the best programs out there is offered by the Utah Housing Corporation.

With a mission to provide safe, secure and sanitary housing for Utah residents earning low and moderate incomes, UHC is dedicated to improving the quality of life for families, single parents, senior citizens, disabled and special needs people.
Most importantly, the Corporation meets this goal without using state revenue. Instead, UHC takes an innovative, entrepreneurial approach. Authorized by the state to sell tax-exempt bonds, UHC lends the proceeds to eligible borrowers through private lending institutions. These low-cost, low-interest mortgage loans enable more low-income people to invest in their own homes rather than incurring the expense of rent.

First Home and First Home Plus are two of the programs offered through UHC. First HomePlus also offers downpayment assistance and closing cost assistance. These are not grants, but rather low cost, low interest loans that are taken as a second mortgage. First Home Plus also has below-market, 30 year fixed rate mortgage loan to qualified applicants.

While not a requirement of the program, it is strongly recommended homebuyers take a Counseling and Training class offered at several Utah locations.

First Home is a downpayment savings program in which UHC will match every dollar saved toward a down payment 3 to 1 for a total of between $3,000 and &5,000. Every year the buyer lives in the home 1/5 of the gift is forgiven.

In order to qualify you

have to be a first time homebuyer
fit in the eligible income bracket
home must be under $383,750 in Kane County
