They simply were a dirigible shape balloon filled with Hydrogen that was floated up to 5,000 feet attached to aircraft cable, and winched up on a pulley, by a crank handle, two by two, mostly by WAAF s. ( Womens Auxiliary Air Force) My 91 year old mother was doing that at 17 , 74-75 years ago, everytime they heard the air raid sirens warning of the German bombers' appoach.

I was working at the Bristol Aeroplane Co in 1943. We were protected from German bombers whilst at work by a circle of approx 20-30 Barrage balloons and one day we were targeted by bombers who could not believe there luck as the "Key" balloon in their direction of flight was grounded and they panicked and flew low and dropped their bombs in a hurry sparing the factory but killing 250 people as they dropped their bombs indiscriminately and unfortunately a large number landed on the air raid shelters which surrounded the factory. One bomb landed in the middle of a troop of soldiers who were marching on an exercise on the main road which surrounded the factory. I joined the St Johns Ambulance Brigade after that so that in the future I would be able to help save lives.

I thought is was actually ratified late, perhaps as late as 1944 or early 1945. Could you please advise?
