Korea Puts Spotlight on Interpreters

As talk continues about a meeting between U.S. President Donald Trump and North Korean leader Kim Jong Un, two major news outlets wondered about the challenges interpreters will face in interpreting their conversation. Both The Boston Globe and The Daily Beast contacted ATA Headquarters for background information and contacts. ATA's Public Relations Committee followed up with answers.

For Sam Stein's piece in The Daily Beast, Korean interpreter and former ATA Board Director Jacki Noh used her experience to explain that the differences in the language spoken in North Korea will not be a problem for an experienced South Korean interpreter. Long-time ATA member and Association Spokesperson Judy Jenner provided the reporter with details of interpreting as a profession. The article does a great job of showing the skills interpreters need. The Boston Globe's David Scharfenberg tackled the same issue, but from a different perspective. ATA put Scharfenberg in touch with Harry Obst, a long-time ATA member who has literally been there and done that—he has interpreted for seven U.S. presidents. Against the backdrop of his personal story, Obst answered the question of why it will be important to have an American interpreter in the room. In both cases, ATA's Public Relations Committee responded quickly, putting the reporters in touch with the contacts they needed. Working with The Boston Globe and The Daily Beast, and last year with CNBC's Where the Jobs Are, shows that ATA is a respected resource for major news outlets. And that's good for translators and interpreters everywhere.

A Google Translate error resulted in Norway’s Olympic Team receiving 15,000 eggs.

Norway’s Olympic Team chefs were compiling a grocery list for its Olympic athletes competing at the 2018 Winter Games in South Korea. Due to the language barrier, the chefs used Google Translate to help them order from a Korean grocery store.

But when truckloads full of eggs showed up at Norway’s camp shortly after the transaction, the chefs quickly realized there was an error in their translation through Google.

Russia Denies Polish Claim Egypt Sold It Warships for $1

WARSAW, Poland — Poland's defense minister said he thinks Egypt has sold two French-made Mistral warships to Russia for the symbolic price of $1, a claim Russia on Friday dismissed as "nonsense."

Antoni Macierewicz made the assertion during a parliamentary debate on Thursday. He later told reporters he had the information "from good sources," but did not reveal any other details.

On Friday, Macierewicz added that "if Egypt would now withdraw from this operation, it would be a gain for world peace" and a good lesson for Russia.

France had originally built the two ships for Russia, but the sale was canceled after Russia's annexation of Ukraine's Crimean Peninsula. France refunded the 950 million euros ($1 billion) already paid by Russia and sold the ships to Egypt.

Macierewicz's comment comes amid strained ties between Warsaw and Paris due to Poland's cancellation of a $3.5 billion deal to buy French-made military helicopters.

In Moscow, President Vladimir Putin's spokesman, Dmitry Peskov, rejected Macierewicz's claim as "complete nonsense."

Interpreters create bridges in corporate communication

Houston, a diverse city, boasts more than 90 languages spoken here.

Communication, either written or spoken, remains the key to all successful business and personal relationships.

With Houston having more than 90 languages spoken throughout the city, 92 countries with consular offices, being the energy capital of the world, housing one of the largest medical centers in the world, plus touting major international businesses across the board, people from around the globe are constantly moving into and around the city.

Moreover, if it was not for translators, interpreters and sign language professionals, communication for many would be hindered.

"The main message I would like to get across is that whether you're at the CIA, Dell Computer, or even in county government, translation errors can be costly, even disastrous. You simply cannot risk getting your translation wrong. To get it right, you need a qualified, professional translator," said Jiri Stejskal, spokesperson, American Translators Association.

Translators work on written documents, and interpreters work with the spoken word.

Translators, interpreters and sign language professionals are some of the most in-demand jobs in the state. However, the growth rate of the global market for language services has been in double digits for a number of years.

"In commercial translation, the greatest demand is for French, Italian, German, Spanish, Chinese, Japanese and Korean. The U.S. government, which is one of the world's largest buyer of language services, has a need for critical languages such as Pashto, Dari and Arabic," Stejskal said.

The ATA has a certification program for translators. Yet, in most cases, translators and interpreters in the U.S. are not required to be certified. Translators who earn ATA certification have proven a high degree of competence and dedication to their trade, which sets them apart.

"Working as a professional translator or interpreter is a full-time job, and is rewarding. Knowing two languages is not enough; translators and interpreters need to know how to convey meanings and cultural nuances in a different language, rather than just words. Successful translators and interpreters also may specialize in a specific field, such as finance, health care, law, etc.," Stejskal said.

One of the many benefits of being in this field is that in the U.S., most translators and interpreters work as independent contractors and are able to often work from home, with basic pay beginning around $32 per hour.

Pay increases with specializations, certifications and education.

Additionally, there is also a critical need for sign language interpreters.

According to Charles Trevino, Lone Star College North Harris County, there is a crisis in the United States with not having enough sign language interpreters, especially in legal, mental health and medical industries.

"As Houston is home to the Medical Center, there is also an increased demand for interpreters who can handle medical terminology," said Sharon Grigsby Hill, MBA, DARS-BEI Master Level Instructional, assistant professor and coordinator, ASL Interpreting Program, University of Houston.

Currently, there are roughly 1,600 sign language interpreters certified by the state of Texas. This small number of interpreters is tasked with providing interpreters to the entire state, which includes all of the major cities, such as Houston, according to Hill.

The University of Houston American Sign Language Interpreting program is one of the only bachelor's degree programs in Texas.

"The courses for this program at UH are taught by deaf faculty. By creating a total immersion environment in the class, students are encouraged to learn how to communicate with their deaf professors and fellow classmates, and thereby quickly acquire language," Hill said.

New York Hospitals Struggling With Patient Language Services

With a Chinese patient population of approximately 30 percent, the New York Hospital of Queens has launched a monthly health education series for native Chinese-speakers. The lectures are part of the hospital's Community Health Initiatives program. While local leaders have praised the hospital for going beyond basic language access rights, the program is also a reminder of how much is not being done in other communities. More than 1.8 million of New York City's 8 million residents have limited English proficiency (LEP), according to the Mayor's Office of Immigrant Affairs. The Joint Center for Economic and Political Studies reports that the LEP population is underserved in healthcare and that the resulting inequalities come at great expense to the economy. Gayle Tang, Senior Director of National Diversity and Inclusion at Kaiser Permanente, agrees and says, "Organizations, leaders, and decision-makers really need to understand that language access is a business imperative, not a minority issue." Language access advocates also point out that patient education is just a small piece of the bigger picture. Researcher Cindy Brach of the Agency for Healthcare Research and Quality says the problem requires a multi-pronged approach, including availability of healthcare information in a patient's native language, medical interpreting services, and translation of discharge instructions. Experts cite interpreting services as an example of how difficult it has been to make progress. Although a 2006 law mandated free language services in the city's top six non-English languages, there is still a significant difference in how the law is being carried out, especially in access to interpreters. New York Immigration Coalition Advocate Claudia Calhoon says even getting healthcare providers to consistently use interpreter services is a challenge. Tang remains hopeful, however. "It's a matter of people getting together and being able to leverage each others' resources," she says.

Japanese Government Error May Have Two Hostages ‘Lost in Translation’

Did Tokyo’s failure to hire competent translators lead ISIS to misunderstand Japanese Prime Minister Shinzo Abe’s Cairo speech?

The deadline to pay the $200 million ransom to free journalist Kenji Goto and self-proclaimed military contractor Haruna Yukawa, ended with the release of a new video Saturday night of Goto holding a photo of the beheaded Yukawa and a recording of someone claiming to be Goto and laying out the new terms: the release of Sajida al-Rishawi, a female suicide bomber who was captured by Jordanian authorities in 2005. It appears the worst-case scenario is coming true, but is it possible that the crisis was exacerbated from the beginning by a simple misunderstanding. Did Japan’s “good intentions” get lost in translation?

Prime Minister Shinzo Abe stated Sunday morning that the credibility of the latest video is likely “high.”

“Unfortunately, at this point, we are analyzing the picture, but we cannot help but say that the credibility of it is high,” said Abe on an NHK program called “Nichiyo Toron.”

The Ministry of Foreign Affairs released an official statement from Prime Minister Abe in English on the evening of Jan. 25 in Japan, noted as “provisional translation,” which states: “We have been pursuing every possible means including all available diplomatic channels, first and foremost, to save lives of the two Japanese nationals. It is under these circumstances that an image in which Mr. Haruna Yukawa seems to have been murdered, was uploaded online.  Fully aware of unbearable pain and sorrow that his family must be feeling, I am simply left speechless.  Such act of terrorism is outrageous and impermissible, which causes me nothing but strong indignation. Thus I express resolute condemnation.”

The English translation includes links to the original Japanese statement, and a statement in Arabic.

The government seems certain the video is real but some are questioning the authenticity of the video because it does not have an ISIS logo or footage of Yukawa’s execution. Goto’s mother, Junko Ishido, claims that the voice in the audio doesn’t sound like her son, who speaks fluent, clear English.

“I’m simply stunned. I can’t believe that it’s real. I only believe that Kenji will soon come back to me,” she said from her home in Tokyo.

It’s not clear whether the Japanese government, which has no direct contact with ISIS, will comply with the new demand, or even if they can—al-Rishawi is in Jordanian custody. Negotiations are going poorly and mistranslations may have worsened the situation. While Chief Cabinet Secretary Yoshihide Suga claimed that Prime Minister was “trying his best” to resolve the crisis, there is no official word that any negotiations between the Japanese government and ISIS have happened.

As previously reported in The Daily Beast, the crisis could possibly have been averted last year if the Japanese government had not detained freelance journalist Kosuke Tsuneoka, who was scheduled to travel to Syria last October to mediate Haruna Yukawa’s trial and secure his release.

Nikkan Gendai, a daily newspaper in Japan, quotes a former Japanese diplomat’s critique of the way the administration has handled negotiations so far.

“The Abe Administration’s sense of diplomacy and lack of negotiation ability was made clear in this hostage crisis,” Amaki Naoto, a former diplomat, told Nikkan Gendai.

“I was shocked by how Chief Cabinet Secretary Suga indicated his awareness that the ‘deadline is at 2:50 PM on the 23^rd’ even though they were in the middle of negotiating [the hostages’ release]. It would at least be better if they had taken a firm attitude that “the deadline is when the conclusion is made” but it’s unprecedented that the side whose hostages were taken would set their own deadline. Why show the other side, the cards you’re holding? It’s out of the question.”

In that same article, Nikkan Gendai also suggest ISIS’s decision to kill Yukawa and Goto unless the $200 million ransom was paid could have been sparked by Abe’s Jan. 17 speech in Cairo. In that speech, Abe pledged $200 million in non-military humanitarian aid to countries and refugees in the Middle East, but the paper reports the government didn’t hire a competent English translator and no Arabic translation was even attempted.

In an English version of the speech provided on the Ministry of Foreign Affairs’ homepage on Jan. 18, Abe states, “We are going to provide assistance for refugees and displaced persons from Iraq and Syria.” The text refers to ISIS by the other acronym ISIL.

In the next paragraph, he adds, “We are also going to support Turkey and Lebanon. All that, we shall do to help curb the threat ISIL poses. I will pledge assistance of a total of about 200 million U.S. dollars for those countries contending with ISIL, to help build their human capacities, infrastructure, and so on.”

Fast-Talking Members of European Parliament Urged to Slow Down for Interpreters

In an effort to help interpreters do their jobs more efficiently, the European Parliament's chief of staff has urged members of parliament to speak more slowly and to stick to their native languages. "It's extremely important that people do not speak too fast," says Secretary General Klaus Welle, adding that he was responding to requests from staff interpreters. Thousands of interpreters and translators work in EU institutions to cope with 24 official languages. The parliament has about 330 staff interpreters and 1,800 freelancers. In addition, it employs about 700 translators who translate more than 100,000 pages each month. The most recent languages to be made official were Croatian (in 2013), Irish, Bulgarian, and Romanian (all in 2007). Welle recognizes that the scope of an interpreter's work in the EU is unique. "It's extremely important for the interpreters that people speak their own languages," he told the parliament's budgetary control committee. "If members of parliament speak a foreign language the quality of the interpretation goes down, and you hear interpreters making requests to you: 'Please speak more slowly, speak your own language.'" The parliament's budget for interpreters is €45 million, with another €9 million allocated for translations done externally. The European Commission, where EU laws are drafted, has 600 staff interpreters and 3,000 freelance interpreters. The Commission's total staff is about 33,000.

According to Global Language Monitor, around 5,400 new words are created every year (Oxford Dictionaries Online, evidently using different criteria, reckon 1.8bn). It’s only the 1,000 or so deemed to be in sufficiently widespread use that make it into print. Who invents these words, and how? What rules govern their formation? And what determines whether they catch on?

Shakespeare is often held up as a master neologist, because at least 500 words (including bump, cranny, fitful, lacklustre and pedant) first appear in his works – but we have no way of knowing whether he personally invented them or was just transcribing things he’d picked up elsewhere. More.

Jest pan znanym i bardzo cenionym tłumaczem. Czy od “zawsze” chciał pan tłumaczyć?

Od samego dzieciństwa miałem dwie miłości – muzykę i języki obce. Muzykę studiowałem najpierw, potem języki.

A co zdecydowało, że został pan jednak tłumaczem?

Mój stryj, który znał świetnie język niemiecki, zachęcił mnie do poznawania języków. Brał niemiecką gazetę i czytał mi ją a vista po polsku. Byłem pod wielkim wrażeniem jego sprawności językowych i tłumaczeniowych, tym bardziej iż nie był zawodowym tłumaczem. Zachwycony jego umiejętnościami zacząłem uczyć się języków obcych. Szkołę podstawową ukończyłem ze znajomością języków niemieckiego i rosyjskiego. Angielski zacząłem poznawać w trzeciej kolejności i właśnie on okazał się moją największą miłością.

Czy pamięta pan swoje pierwsze kroki w zawodzie, jakieś szczególne zdarzenie?

Tak. To szczególne zdarzenie to pierwsza w życiu konferencja międzynarodowa w roku 1974, podczas której tłumaczyłem symultanicznie. Jej temat to Sytuacja zająca szaraka w Europie. Konferencja ta wymagała długich przygotowań ze względu na specyficzną terminologię z zoologii, anatomii i fizjologii. Moje pierwsze doświadczenie tłumaczeniowe w całej rozciągłości potwierdziło prawdę znaną doświadczonym, profesjonalnym tłumaczom, iż tylko dobrze przygotowany tłumacz jest w stanie wywiązać się ze swego zadania.

No właśnie, kiedy oglądamy spotkania, w których bierze udział tłumacz, widzimy tylko część jego pracy. A jak wygląda przygotowanie, jak wygląda warsztat?

To zależy od rodzaju spotkania. Inaczej przygotowuję się do wielkiej, wielojęzycznej konferencji międzynarodowej, inaczej do kameralnego spotkania polityków, a jeszcze inaczej do tłumaczenia negocjacji handlowych. Dużo zależy też od tematyki spotkania. Kilka lat temu tłumaczyłem symultanicznie podczas międzynarodowej konferencji na temat chirurgii urologicznej. Konferencja trwała 5 godzin, a przygotowanie się do niej zajęło mi 3 dni. Tłumacze wynagradzani są za dzień pracy, a nie w wymiarze godzinowym, może więc powstać błędne wrażenie, że tłumacz wykonuje lekką pracę przez 5 godzin, a otrzymuje honorarium za dzień pracy. Przytoczony przeze mnie przykład pokazuje, jak wielkie wymagania stawiane są tłumaczom. Podobnie jest w przypadku przygotowań tłumaczy do pracy podczas wizyt zagranicznych np. prezydentów czy spotkań ich odpowiedników w Polsce. Przed wizytą tłumacz musi poznać tematykę rozmów, zapoznać się z odpowiednimi materiałami i dokumentami. Tłumacz powinien mieć szerokie zainteresowania i być przygotowany do tłumaczenia bardzo różnych wątków tematycznych, niekoniecznie bezpośrednio związanych z tematyką dyskusji. Na przykład, w czasie rozmów politycznych mogą być czynione uwagi dotyczące wyników rozgrywek w piłce nożnej. Wiedza z zakresu kultury docelowej jest także niezmiernie ważna. Komunikacja posiada również wymiar niewerbalny, dlatego znajomość elementów kinetyki komunikacyjnej jest ważnym składnikiem wykształcenia tłumacza. Przecież w znacznym stopniu porozumiewamy się gestami, które mają ogromne znaczenie w komunikacji, a nieodpowiednie użycie niektórych gestów rodzi poważne konsekwencje. Często porównuję pracę tłumaczy konferencyjnych do konsumowania tortu składającego się z wielu warstw. Tort konsumujemy pionowo wkładając do ust jednocześnie kilka jego warstw. Tłumacze również działają “pionowo”, ponieważ w każdej sekundzie ich pracy realizują jednocześnie wiele aspektów komunikacji językowej.

Praca pana jest fascynująca, ale jest jej druga strona – związana z wielkim stresem.

Stres destrukcyjny przeszkadza, natomiast konstruktywny pomaga człowiekowi w wykonywaniu ważnych zadań. Skoncentrowany kierowca prowadzący samochód z dużą prędkością zwykle popełnia mniej błędów, niż rozluźniony kierowca jadący z małą prędkością. Podobnie jest w tłumaczeniu konferencyjnym. Tłumacz pracujący na pełnych obrotach działa w warunkach stresu konstruktywnego i wtedy jest w stanie bardzo dobrze wykonać swoje zadanie. Praca tłumaczy jest niezwykle energochłonna. Według badań przeprowadzonych przez Światową Organizację Zdrowia (WHO) najbardziej energochłonne zawody to: astronauta, pilot wojskowy samolotu odrzutowego i tłumacz konferencyjny. Cechą wspólną tych trzech zawodów jest konieczność podejmowania decyzji w ułamkach sekund i świadomość, iż konsekwencje tych decyzji są nieodwracalne.

Co jest dla pana największym utrapieniem w pracy?

Myślę, że zła organizacja pracy tłumacza. Nadal bardzo niski jego status, który powoduje, iż potrzeby tłumacza często traktowane są jako najmniej istotne, chociaż to od niego najczęściej zależy sukces komunikacyjny konferencji. Tłumacz pełni rolę eksperta, którego zadanie polega na ułatwianiu komunikacji interlingwalnej. Praca tłumacza wymaga odpowiedniego zarządzania energią i stresem. Osobom o niskim progu pobudliwości nie polecam tego zawodu.
