The City of Lincoln Council together with Lincolnshire County Council delivered this multi-million pound improvement scheme to transform the Cultural Quarter and the city centre of Lincoln.

This project was yet another major investment in this part of the City following the refurbishment of the Drill Hall, the construction of The Collection and the new creative industries workspace building, The Terrace.

The scheme improves the pedestrian links around the area and provides a vibrant feel to the streets, reflecting the cultural activity carried on there and encourages better interaction to the commercial centre of the City. The area has a contemporary design that complements the historic setting. The scheme links together a part of the city that has become fragmented and increases pedestrian flow. It has been more than just replacing paving, but has become a place for socialising, and a place where civic pride is developed. Investing in good quality natural materials combined with new lighting has help to achieve this. The work was completed in Summer 2008.

The Movement Strategy was identified as part of the initial work carried out at the Enquiry by Design and is documented in the ‘Linking Lincoln’ document. It seeks to improve both the north, south and east/west connections across the city and provide for greater pedestrian access in the city centre. To this end improved connections have already taken place in on several of the east >west connections across the city.

East/West Link

This proposal seeks to provide a new major route east>west across the city from Pelham Bridge (east) to the University roundabout (west). Therefore easing traffic congestion on other smaller routes (as above) in the city centre, which in turn will become more pedestrian friendly areas. Smaller projects have already taken place on Silver Street, Clasketgate, West Parade and Beaumont Fee providing improved traffic and pedestrian flow.

First Proposed Route of East/West Link

Lincolnshire County Council Highways have drawn up the proposals for this link in 3 phases:

Phase 1 (High Street – Pelham Bridge) is being finalised at the present time and an Urban Design Strategy has been completed by consultants Capita Lovejoy on behalf of the CCMP, to look at the way in which this link will blend into the urban fabric of the city and how it will be landscaped.

Phase 1 will go out to public consultation in the summer of 2010 and is a project under the umbrella of the CCMP.

The University of Lincoln has grown apace since it first opened its doors in 1996 and has followed a masterplan that was conceived at that point in time. This vision has now been completed and has seen the University expand to its current size. It is now seeking to plan for the next phase of its development as part of its long term aspirations.

The University of Lincoln has appointed architects Allies and Morrison to draft proposals for a refresh of the university campus masterplan.
The refresh of the master plan is to produce designs for 3 buildings, and cohesive landscape design, which enhances the spirit of outdoor learning environments, provides connectivity with University’s off campus properties and links the campus with the city centre.

In addition potential future development plots will be identified.

The refresh should mesh with the CCMP, in particular addressing the forming of pedestrian links to High Street, Ropewalk, Brayford Wharf East and Brayford North; give consideration to wider traffic movement and link into changes in the surrounding estates and properties.

It will link the existing Campus with the old Lincolnshire Echo building, which is being refurbished to provide a faculty building for Business & Law incorporating a Management Development Centre. This work is due to be completed in time for the start of the academic year in September 2010.

The Implementation Team and CoLC DDES are actively working to aid the development proposals of the University masterplan and its linkage with and recognition of the CCMP principles.

Lincoln Castle Revealed (project managed by the County Council) received a first round pass from the Heritage Lottery Fund (HLF) in Sept 09, which means the project meets HLF’s criteria for funding and that they believe it has potential to deliver high-quality benefits and value for Lottery money.

The second round application has to be in by November 2010, and the process is still competitive at this stage. The Historic Lincoln Partnership (HLP), of which CoLC is a partner, decided that the Castle should be its priority project and that the many buildings within the Castle that are inaccessible to the public should be opened up to enable the grounds to become free access.

The points below list the aspirations of this project.

Free Access

Magna Carta Exhibition

Castle Wall Walk

Improved Prison Experience

Heritage Skills Centre

Added Attractions
