In a summer of perpetual rumour, the only player United confirmed Ferguson genuinely did want was Karim Benzema, and after the French striker was swept up in Real Madrid&#39;s trolley dash round the Pannini sticker album, Ferguson did not look for another.&lt;/p&gt;&lt;p&gt;So United head for the heart of the season having replaced Ronaldo, who scored 25 goals last year in all competitions, and Carlos Tevez, who scored 15 while regularly being held in reserve, with Michael Owen, signed on a free after stumbling through 10 goals in a wretched flail against Newcastle&#39;s impending relegation. Ferguson is clearly confident that £17m spent on Luis Antonio Valencia (three goals for Wigan last year) will prove a prudent investment while Gabriel Obertan, the 20 year old French striker who played just eight league matches for champions Bordeaux and went on loan to mid-table Lorient, has been tracked as one for the future. &lt;/p&gt;&lt;p&gt;Throughout the summer, while Ferguson was emphasising his disdain for a market in which Real, with borrowed euros, and Manchester City, with Abu Dhabi oil riches, were the most substantial spenders, United&#39;s owners wanted it to be known that they had not banked the Ronaldo money to help deal with the debt. &lt;/p&gt;&lt;p&gt;The accounts for the thicket of Manchester United companies, which begin with a football club based in Stretford and ultimately lodge the Glazer family&#39;s ownership in the low tax, Las Vegas, roulette wheel US State of Nevada, were most recently filed for the year to June 2008. They showed the club £699m in debt to banks and hedge funds, three years after the Glazers borrowed £525m to finance their 2005 takeover. The interest payable in just three years after that, by a club always previously debt-free, has been a barely believable £263m. &lt;/p&gt;&lt;p&gt;That is money from fans, TV and other commercial income which could have been put to all manner of better uses. Yet even with the massive interest paid out, the debt the Glazers originally loaded on to United has continued to climb, because the most expensive borrowing, from hedge funds at 14.25% interest a year, has not actually been paid, but &quot;rolls up&quot; and is added to the total amount owed. &lt;/p&gt;&lt;p&gt;In Seoul on the United&#39;s pre-season tour, the Glazer family&#39;s spokesman stressed to the accompanying media that United, Ferguson included, did, despite all that, have £60m to spend. Even though United lost £44.8m last year, because of the £69m interest payable, the spokesman pointed to the club&#39;s booming turnover, and operating profit, to say the money was there if Ferguson chose to spend it.&lt;/p&gt;&lt;p&gt;&quot;The manager has a significant amount of money to invest if he wants to,&quot; the spokesman, Tehsin Nayani, said. &quot;The delay [in signing anybody] is because the manager has not been able to locate the players that he believes fit the Manchester United mindset. &lt;/p&gt;&lt;p&gt;&quot;We are talking about a net amount of about £60m, and that is cash that can be reinvested in the squad, doing up the toilets or new carpets.&quot;&lt;/p&gt;&lt;p&gt;The transfer market may, as Ferguson complains, be inflated, although City have seen it as a buyer&#39;s summer, with some players available at fair enough prices because many clubs are in a financial squeeze. At Old Trafford, though, the argument has held: Ferguson has simply not wanted any more players for his squad even though all that money was available to him, and the Glazers have not insisted on banking it to fend off the vast debts with which they loaded the club. &lt;/p&gt;&lt;p&gt;Protesting United fans have been told from the beginning that they are being financially naïve and illiterate to think that hundreds of millions of pounds of debt, to pay for a takeover none of them wanted, will have any actual effect on their club. The Glazers have been able to point to three Premier League titles won since they arrived, and the 2008 European Champions League trophy, as strong evidence for the argument that nobody should worry about the debt. &lt;/p&gt;&lt;p&gt;Now, with Ronaldo and Tevez departed, and the blessed Paul Scholes and Ryan Giggs scampering towards their sunsets, we can only keep taking the owners at their word, because there is no way of seeing where the £80m Ronaldo money has actually gone. That feat has been achieved by a range of extraordinary government stimulus measures: In the U.S. and in China, and to a lesser extent in Europe, Japan and other countries, governments have pumped liquidity, slashed policy rates, cut taxes, primed demand and ring-fenced and back-stopped the financial system. All of this has worked, but at a cost. Governments have been spending and borrowing like never before. The question now is: how do they stop?&lt;/p&gt;&lt;p&gt;This is not a simple problem. Restore normality too soon and the risk is that a weak recovery will double dip into a second and deeper recession. In the U.S. alone, when you add up the government&#39;s liquidity support measures, its re-capitalizations of banks, its guarantees of bad assets, its extension of deposit insurance and guarantees of unsecured bank debt, at least $12 trillion has been committed, and a quarter of that has already been spent. Along with the rise in spending there has also been a very large fiscal stimulus, pushing the federal budget deficit to 13% of gross domestic product this year. (Next year, on current plans, the deficit will fall back but still amount to 10% of GDP.)&lt;/p&gt;&lt;p&gt;Not all the measures adopted appear on the budgetary bottom line. As well as monetary easing and fiscal stimulus, the U.S. and other governments have resorted to unconventional measures to ease monetary conditions. In the U.S., Japan and the U.K., real interest rates have been pushed down to zero, and governments have resorted to buying long-dated securities, the goal of which--only partially achieved--was to hold down long-term interest rates. &lt;/p&gt;&lt;p&gt;The Fed, for example, has committed to spending $1.8 trillion on longer-dated Treasury bonds and other securities, but most of this spending is money the government has printed itself, simply by creating central bank monetary base. It doesn&#39;t add to the budget deficit, although it does add to the long-term risk profile of the government doing the spending as monetization of fiscal deficit can eventually be inflationary.&lt;/p&gt;&lt;p&gt;This massive escalation of central government spending and borrowing was necessary. For most of last year, governments lagged well behind the curve of the unfolding crisis. For too long policymakers continued to believe that the house-price bubble was an isolated aberration that would self-correct without impacting the wider economy, and that the unprecedented growth in household indebtedness was not a matter of concern. By the final quarter of last year, however, the global economy was in freefall, with industrial production, private demand, employment and broad GDP all contracting at a rate indicating something close to depression at hand. To get out of the Ponzi trap, governments will have to raise taxes, or cut spending, or monetize the debt--or most likely do some combination of all three.&lt;/p&gt;&lt;p&gt;Monetization is already happening. In the short run deflation will outplay inflation. In most developed countries today there is so much slack in economies, with weak demand and high unemployment, that prices cannot rise. The velocity of money is also weak, as financial institutions are receiving liquidity from central banks and hoarding it to rebuild their balance sheets, instead of lending it out. But as the economy recovers, these effects will abate, and the growth of the monetary base caused by monetization will eventually drive expected and actual inflation. And once markets start to anticipate that scenario, it may already be too late to avert an inflationary surge.&lt;/p&gt;&lt;p&gt;Simply issuing debt in the form of Treasury bonds offers no escape. The more debt a government issues, the higher the risk it will eventually face refinancing problems and/or default on that debt. Accordingly, investors will demand a higher return for investing in that debt, and that in turn will push up rates. Independent rating agencies have already downgraded the sovereign risk rating of countries like Greece and Ireland, and it cannot be ruled out that core economies of the OECD, including the U.S., could eventually be downgraded.&lt;/p&gt;&lt;p&gt;As it happens, there is little sign today of investors demanding a significantly higher risk premium on U.S. government debt. That is partly because private savings are increasing: Those savings have to be invested somewhere and investors are cautious about alternative investments. Foreign demand for U.S. bonds also remains robust so far. But this demand is unlikely to survive another big round of government-financed stimulus and bailout spending. This means that there will be a sharp tax hike, including income taxes, capital gains taxes and taxes on dividends and estates. This hike--equivalent to around 1.5% to 2% of GDP--is already factored in to future calculations of government indebtedness. So if by next year the recovery proves as anemic as I expect, and if unemployment is around 10.5%-11%, as I also expect, then the pressure for another stimulus round early in 2010 will be strong.&lt;/p&gt;&lt;p&gt;A rough calculation goes like this: Stimulus money to keep the lid on rising unemployment is likely to be around $200 billion. Add to that the likely temporary partial extension of the Bush tax cuts and funding of the current administration&#39;s plans for universal health care (an additional bill of around $1.5 trillion over 10 years) and you get deficits close to12% of GDP.&lt;/p&gt;&lt;p&gt;This amounts to a fiscal train wreck. For the U.S., it means deficits could remain over 10% of GDP for years. Bond issuance will remain enormous, and it will mean that the Fed will almost certainly have to monetize a proportion of the debt by buying even more government or government-backed securities.&lt;/p&gt;&lt;p&gt;A combination of higher official indebtedness and monetization has the potential to yield the worst of all worlds, pushing up long-term rates and generating increased inflation expectations before a convincing return to growth takes hold. An early return to higher long-term rates will crowd out private demand, as lending rates on mortgages and personal and corporate loans rise too. It is unlikely that actual inflation will emerge this year or even next, but inflation expectations as reflected in long-term interest rates could well be rising later in 2010. This would represent a serious threat to economic recovery, which is predicated on the idea that the actual borrowing rates that individuals and businesses pay will remain low for an extended period.&lt;/p&gt;&lt;p&gt;Yet the alternative--the early withdrawal of the stimulus drug that governments have been dispensing so freely--is even more serious. The present administration believes that deflation is a worse threat than inflation. They are right to think that. Trying to rebuild public finances at a deflationary moment--a time when unemployment is rising, and private demand is still contracting--could be catastrophic, turning recovery into renewed recession.&lt;/p&gt;&lt;p&gt;History offers more than one example of this error. It happened in Japan in the late 1990s when the Japanese government feared the effects of fiscal deficits and of an increase in inflation as the economy was beginning to recover after almost a decade of deflation. Consumption taxes were raised too soon and the &quot;zero interest rate policy&quot; was abandoned. Within a year the economy was back in recession. &lt;/p&gt;&lt;p&gt;It also happened in the U.S. in the 1930s. President Roosevelt instituted a massive stimulus package when he came to office in 1933, to push the U.S. economy out of the depression, but by 1937 the administration was worrying that inflation was returning and that deficits were too large; so it cut spending and raised rates and the Fed tightened monetary policy. By 1938 the economy was heading back into near-depression.&lt;/p&gt;&lt;p&gt;So policymakers are between a rock and a hard place. Stop spending now and risk renewed recession and deeper deflation (stag-deflation). Keep spending now and risk renewed recession amid rising inflation expectations (stagflation).&lt;/p&gt;&lt;p&gt;Yet there is a space between the rock and the hard place. It is not a big space, but it is there.&lt;/p&gt;&lt;p&gt;Governments will have to manage perceptions. Today investors remain willing to bankroll federal spending without any clear or firm indication of how the fiscal crisis--and it is a crisis of extraordinary proportions--is going to be dealt with. That won&#39;t last. Clear indications will soon be needed as to how and when public finances will be repaired. That doesn&#39;t have to be accomplished soon--but it does have to be communicated soon.&lt;/p&gt;&lt;p&gt;Monetary policy can most likely remain looser for longer (in the developed economies at least)--as long as there is a clear commitment to fiscal consolidation. Gen. Phillip E. McGhee, director of Resource Management for U.S. Army Forces, U.S. Central Command, said by the beginning of the fiscal year, Oct. 1, the Army will go cashless in theater when writing up contracts with local vendors.&lt;br /&gt;&lt;br /&gt;Instead of paying those it does business with in U.S. currency, the Army will pay the vendors via electronic funds transfer through the banks of Afghanistan or Iraq.&lt;br /&gt;&lt;br /&gt;&quot;What we are going to do effective Oct. 1, is we will write the contracts in U.S. dollars and they will be paid through the Iraqi and Afghan banking system in local currency -- that&#39;s huge,&quot; McGhee said, adding that by mid-August, the contracts will be written in local currency.&lt;br /&gt;&lt;br /&gt;Today, the Army brings about $42 million in cash into theater each month. That&#39;s down from about $192 million in cash each month last year. Australians continue to prioritise travel, with research showing the economic downturn has had limited impact on travel plans (see panel, right).&lt;/p&gt;             &lt;p&gt;One way of finding the money for a holiday in tough times is to look for ways to spread the cost of your trip.&lt;/p&gt;             &lt;p&gt;Instead of forking out hundreds or thousands of dollars in one hit, you can often break it up into chunks over several months, or more.&lt;/p&gt;             &lt;p&gt;Adventure travel operator Kumuka Worldwide has recognised an opportunity, with a new payment plan allowing travellers to pay for their trips in monthly instalments. There are no financial penalties for paying this way, making it a useful way to spread the cost (the final balance must be paid 60 days prior to departure).&lt;/p&gt;             &lt;p&gt;It will be interesting to see if other companies follow suit but, in the meantime, there are other ways you can break up the cost of your holiday.&lt;/p&gt;             &lt;p&gt;One of the most obvious is to plan ahead and pay a deposit on a holiday for next year or later this year.&lt;/p&gt;             &lt;p&gt;The key to making this work is to have a plan to save the remainder prior to the final payment being due, to avoid a last-minute panic.&lt;/p&gt;             &lt;p&gt;One of the best ways to do this is to set up an online saver account, with an automatic weekly or monthly transfer through your account (many banks offer free online saver accounts).&lt;/p&gt;             &lt;p&gt;If you have less time to play with, another option is to book a trip that includes a &quot;local payment&quot; or &quot;travel kitty&quot; paid on arrival.&lt;/p&gt;             &lt;p&gt;This allows you to pay in three chunks: a deposit, a second payment and then the local payment on arrival.&lt;/p&gt;             &lt;p&gt;Local payments are usually charged in US dollars and occasionally in the local currency of that country, so it pays to keep an eye on exchange rates and change your money at an advantageous time.&lt;/p&gt;             &lt;p&gt;You could spread the cost even further by changing money over several months, although you need to be wary of transaction costs.&lt;/p&gt;             &lt;p&gt;A good option for a holiday where you are paying for things as you go is to get a travel money card or debit card and load some money on to it each week or month to build up a fund.&lt;/p&gt;             &lt;p&gt;There are many cards available but one of the best is the Wizard Clear Advantage MasterCard, which has no annual fee and charges no currency conversion fees for purchases you make overseas.&lt;/p&gt;             &lt;p&gt;The card is a credit card but can be pre-loaded with your own money, which gets used up before you start using credit.&lt;/p&gt;             &lt;p&gt;I would never recommend taking a holiday entirely on credit but combining pre-paid arrangements or a debit card with a credit card can further spread the cost.&lt;/p&gt;             &lt;p&gt;Depending on the length of your trip, you might be able to spread your credit over more than one statement period, giving you more time to pay it off when you get home.&lt;/p&gt;             &lt;p&gt;If you are planning a resort holiday, some have meal packages that can be pre-paid (and usually represent good value).&lt;/p&gt;             &lt;p&gt;You might be able to pay for the accommodation, then add the meal package sometime prior to departure, leaving you with only drinks and activities to pay for on arrival.&lt;/p&gt;             &lt;p&gt;One last thing to be wary of when trying to space out a holiday budget is last-minute costs.&lt;/p&gt;             &lt;p&gt;Make sure your passport is renewed in plenty of time and that you get any visas you need well in advance.&lt;/p&gt; When a family of four goes out for dinner, the expenses build up:&lt;/p&gt;&lt;blockquote&gt;&lt;p&gt;• &lt;strong&gt;Gas to and from the restaurant&lt;/strong&gt;—hybrid or no, the miles add up.&lt;br /&gt;• &lt;strong&gt;Drinks&lt;/strong&gt;—a soda or iced tea at home costs almost a dollar less than it does in a restaurant, and a cocktail or two build the tab up quickly.&lt;br /&gt;• &lt;strong&gt;Appetizer and/or dessert&lt;/strong&gt;—servers always try to up-sell a table by suggesting these extras, which up the calorie intake and wreak havoc on portion control efforts.&lt;br /&gt;• &lt;strong&gt;Meals&lt;/strong&gt;—considering how much it would cost to make the meals at home, the restaurant is making a killing on each meal while often passing on extra calories and fat, which would not make it onto the plate at home.&lt;br /&gt;•&lt;strong&gt;Tip&lt;/strong&gt;—for average service, a 20 percent tip is the norm; a bill of $30 calls for a $6 tip.&lt;/p&gt;&lt;/blockquote&gt;&lt;p&gt;It makes sense on a lot of levels to eat at home. Try these tested tips to save money and calories on homemade meals:&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Do some savvy grocery shopping and plan each week&#39;s meals ahead of time&lt;/strong&gt;. Savvy grocery shopping includes using coupons for items normally purchased or for items that pique interest; don&#39;t use coupons just to use coupons, because generic items can still cost less than a name-brand item with a coupon. Do the quick math at the store to see which item is the true bargain. Not all generics are created equal, but many are hard to tell apart from the name brands.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Pay attention to what&#39;s on sale, and where.&lt;/strong&gt; Don&#39;t drive to one store for just one or two items; make the gas to and from the store(s) worth using by consolidating all your shopping into one trip per week.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Stick to a list.&lt;/strong&gt; Knowing what is needed in advance keeps the shopping excursion on track and the receipt shorter. Also, whatever happens,do not go to the market while hungry; those hunger pangs make picking up an extra bag of chips or container of ice cream seem like a perfectly logical idea. Remember: If it&#39;s not on the list, don&#39;t buy it.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Shop the perimeter of the store for the majority of the list.&lt;/strong&gt; That&#39;s where most of the fresh items (i.e., not high-sodium, processed boxed items) are located. The fruits and vegetables, dairy case, meat counter and bakery line the building, and those are the kinds of foods that add up to a healthy diet.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Try new recipes to keep meals interesting.&lt;/strong&gt; Stay away from frying foods and using heavy creams for sauces. For example, gazpacho—a cold summer soup—is about as low in calories as a meal gets, and it&#39;s loaded with fresh veggies: tomatoes, cucumbers, green pepper, onion, fresh basil all thrown into a food processor. The stove doesn&#39;t even get turned on and the table is set with a gorgeous, healthy, exciting meal. Or try an Italian caprese salad, made with sliced tomatoes, fresh mozzarella and basil leaves, drizzled with balsamic vinaigrette. Or slice up several cheeses with crusty bread and a salad. Or create a hearty stock-based soup with whatever vegetables are in season. Or fire up the charcoal and grill tilapia, new potatoes and asparagus. The healthy choices are boundless.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Pay attention to the monthly bills.&lt;/strong&gt; While grocery shopping ups the monthly expenses a bit, the drop from not eating out as often is noticeably greater. Notice, too, what the bathroom scale says. Chances are that at least a few pounds will slowly come off, and possibly more. And perhaps most important, check with the entire family to see how they feel since limiting outside meals and processed, fat-laden foods in enormous portions. The Deluxe is a combination of cheese, sausage, mushrooms onions and green peppers. And the Lou combines spinach, mushrooms and tomatoes with mozzarella, romano and cheddar cheeses. They even offer your pizza crust-free. Wherever you go though for deep dish pizza, know that the wait time will be about 25 minutes up to 45 minutes.&lt;/p&gt;&lt;p&gt;If you&#39;re looking for something new, try these spots, where best of all, it won&#39;t hurt your wallet, not even for dinner:&lt;/p&gt;&lt;p&gt;• Joy Yee&#39;s Noodles: Located in the city&#39;s Chinatown neighborhood (and other locations in the suburbs), this is unlike any other Chinese restaurant. They have an extensive menu that combines different dishes and styles that you wouldn&#39;t expect to go together. For example, the Pineapple Boat combines chicken and shrimp fried rice and is served in a pineapple half. The pineapple pieces in this dish are warm and add a fruity kick. The presentation of their food is impressive. Other rice dishes are served in a bamboo pot, and the portions are large (splitting one entree is enough if you also order an appetizer) and the price are reasonable. Their menu also includes Thai dishes and appetizers such as onion oyster cake, lobster meatballs and butter fried squid. But their real speciality might be in their smoothies, bubble tea and other drinks. There&#39;s usually a line out the door for those who only want something to sip. They&#39;re served over a large glass that holds you over for your entire meal.&lt;/p&gt;&lt;p&gt;• Ann Sather Restaurant: With four locations in Chicago, this restaurant specializes in Swedish cuisine. It&#39;s the hotspot for brunch as their locations are open for half the day. For a little bit of everything, the menu item featuring one Swedish pancake, one Swedish meatball and one Swedish potato sausage is more than enough - especially since it (and most other items) come with two sides, ranging from homestyle potatoes to cinnamon rolls. Their eggs benedict offerings also range from the crab cake benedict (poached eggs, Cajun crab cake and Hollandaise sauce) and the smoked salmon benedict (poached eggs, Norwegian salmon, fresh dill and Hollandaise sauce).&lt;/p&gt;&lt;p&gt;• Joy&#39;s Noodles and Rice: Located in the Boys Town neighborhood, this BYOB spot is a place for good Thai. Dishes are divided into noodles, curry and rice. Recommended menu items include the chicken coconut curry, pad khee mao (stir-fried wide rice noodles with basil leaves, carrots, green beans, baby corn, tomato and hot pepper) and of course, the pad thai. A great appetizer item is the super combo, which offers fried shu mai (a type of dumpling), crab rangoon, fried won ton and fried tofu for $7.50. Don&#39;t forget the wine if you choose - they&#39;ll supply the corkscrew.&lt;/p&gt;&lt;p&gt;• Rock Bottom Brewery: Yes, it&#39;s a chain with locations across both coasts and the Midwest but, hey, there isn&#39;t one in Michigan. There&#39;s also a rooftop bar but if you&#39;re hungry, eat first in the dining room and then make your way upstairs - their menu is limited to certain appetizers. But it’s important to remember that laid-off workers really can and do get hired back by their former employers.&lt;/p&gt; &lt;p&gt;Getting laid off is tough. It makes people scared, depressed and usually very angry. However, remember that if you get laid off, the way you handle it could come back to haunt you later. It’s easy to have fantasies about telling off your employer and saying all of those horrible things you’ve imagined saying to your coworkers, but finding a job is not easy, and if you have the chance to get your old job back while you’re still looking for another, wouldn’t you want to take it. So always leave companies on a good note. Don’t count on being rehired, but make sure you consider the possibility that it could happen and behave accordingly.&lt;/p&gt; &lt;h3&gt;More from CNN Money:&lt;/h3&gt; &lt;p&gt;There are many upsides to rehiring former employees, according to management professor Peter Cappelli of the University of Pennsylvania’s Wharton School of Business. However, the sites I have are not exactly the most cheerful site. So, I never do anything about them. &lt;/p&gt; &lt;p&gt;Some of my Yahoo Geocities sites are more than six years old and they are my very first venture into web building. It is like the beginning of my online adventure. From someone who doesn’t know html, I managed to grasp it after learning to make websites using Yahoo page builder.&lt;/p&gt; &lt;p&gt;Then, through the years, I advanced to where I am now. I know a bit of web mastering, web hosting, own several sites, has a virtual private server and make lots of &lt;span class=&quot;hilite&quot;&gt;money&lt;/span&gt; online.&lt;/p&gt; &lt;p&gt;Now, the end is near. It is pretty easy when you just need to press the Upgrade button from your Dashboard and leave the whole thing to upgrade itself.&lt;/p&gt; &lt;p&gt;However, my webhost is rather strict with security nowadays because I am too obnoxious LOL.
