It seems to be a quiet day in the lottery world.

I am afraid this week I will not be dreaming about winning a FAT jackpot and buying a Small African Country with the spare change. Not even Zimbabwe will go for a lousy 10 million pounds or the first prize of the Euro millions game.

I must admit however that it may be a quiet week for international lotteries but have you heard the gossip about the South African Game? It has been suspended!

This follows a High Court ruling early in March that the process taken by the National Lottery Board to award the new license to the Gidani Consortium was procedurally incorrect.

Judge Willie Seriti of the Pretoria High Court ruled that the board had failed to investigate the shareholdings in Gidani, the first preferred bidder, and the second bidder Uthingo - the then license holder.

Gidani allegedly has shareholders who are political office bearers while a company that has a stake in Uthingo is also alleged to have a shareholder who is also a political office bearer.

In terms of the Lotteries Act such individuals are precluded from having a stake in the lottery.

Briefing the media hours ahead of the expiry of the license held by Uthingo, Mr Mpahlwa said on receipt of the judgment, he commissioned further investigations by the board in line with the court's requirements.

However, the amount of work involved made it difficult for the board to complete the process in time to meet the 31 March deadline.

"The sheer volume of work that had to be undertaken made it impossible to conclude this work in time for me to make a new decision before the expiry of the current license," Mr Mpahlwa said.

He told reporters that the process of awarding the new license would be concluded within one month period followed by the announcement of the successful bidder.
He added that there was no legal basis to extend the license held by Uthingo "under the present circumstances."

In the meantime, he said, there were efforts to try and minimise the period where there would be no lottery running.

"We have started consultations with all the bidders to explore options in the law (Lotteries Act) to see if the lottery could run without a licensed operator.
"If we are successful in exploring these options, it could be a matter of days before the lottery resumes but if we fail we will have to wait for the a month for the warding of the license," he said.

He added that the consultations were being held with all the four bidders who have reaffirmed their interest in contesting for the license. The other two bidders are Igwija Gaming and Nikan'Abantu.

The minister also said that contributions made via lottery funding to deserving causes would continue because "there are adequate reserves available for the next twelve months."

All who won prizes during the course of March would also be paid, he said.
While there concerns that revenue would be lost at retail level for the period when there would be no lottery, Mr Mpahlwa said that shouldn't be a problem as any contracts that would have been entered in to by Uthingo and the stores would have been valid until 31 March.

Euro Millions Prize Breakdown and Fund Allocation

Euromillions Jackpot prizes are paid out in the currency of the country in which you bought your ticket, Euros in most countries, Sterling in the United Kingdom and Francs in Switzerland.

The euro millions ticket breakdown is as follows:
1. €2 face value of the ticket
2. 50% goes to lottery operator
3. 50% is paid to a prize fund
4. UK - Of Camelots 50%
4.1 12% goes to the government
4.2 28% to UK good causes
4.3 5% goes to retailers

The UK uses Sterling which makes things slightly different, Of the £1.50.
1. €1 goes to the prize fund like everyone else
2. 75p goes to the operator

If there is an outstanding amount due to exchange fluctuations this goes to the prize fund as you have paid more for the ticket than anyone else and this is added to the lowe tier prizes and this is why UK lower prizes amount to slightly more than the euro variation.

On Friday all countries prize funds are added up for one grand total that is used to pay out all the prizes based on the percentage split shown in the table.

1. 22% of the prize fund is paid into the Jackpot fund
2. 16% goes to a Booster Fund
3. 62% of the prize fund to be allocated across all the other prize levels

If a Jackpot is not won, the value in the Jackpot 'pot', into which every country
has paid 22% of their prize fund, remains in that pot and is added to the following
week (called a Rollover), and so on until it is won or the jackpot rollover limit is reached. But the lower Tier prizes are allocated each week, and the value of the fund starts at zero for the following week. More tickets are sold when there is a Rollover Jackpot so the overall value of the prize fund will be greater and so Tier value prizes will be higher as well.

The Booster Fund is available to boost the Jackpot if needed, say at the start of a new draw period. The amount moved from this fund to the Jackpot is agreed in advance by the participating lottery operators.

Welcome to the first eddition of lottery news.

Today I want to encourage our users to embrace the use of our blogging service as a way to keep in touch with whats going on in the lottery world. I personally hate spam and unsolisited mail and so we are hoping that our users will unsubscribe from our mailing lists and subscribe to our blog as a way to keep in touch. Of course we will not stop our mailing lists as I am sure there are some die hards out there not willing to try out a new technology.

I have done a little research into using RSS feeds and find that its a better and simpler way to communicate. It also gives me the opportuity to freely write in the knowledge that those who actually want to hear from us are infact reading our news as apposed to pushing unwanted mail.

To get started you are going to need an RSS agregator, a bit of software that can read RSS. If you have a MyYahoo or My MSN account you can do this online, just click on the chicklets in the right menu. I personally use a free programme that sits on my desktop called: KlipFolio (www.klipfolio.com). Download it - do the tutorial and start grabbing RSS feeds.

So this weeks lottery anouncements go as follows:

Euro millions: Users wanting to take part in the Euro Lotto should try and get their tickets early for a change... every Friday there is a sudden rush and flood and panic as customers realie that they only have 5 minutes to make their orders and of course it can only lead to dissapointment.
