The popular first-time homebuyer tax credit that was scheduled to end this month is being extended. President Obama signed a bill that extends the up to $8,000 tax credit for first-time homebuyers for seven months. An additional incentive for the housing industry is for homeowners. The $6,500 tax credit will benefit some existing homeowners who are also buyers and whose primary residence has been owned, used, sold, or being sold within at least five consecutive years of the previous eight years. The legislation is part of a bill that also extends unemployment benefits.

Bruce Walker, Director of Marketing, RealEstate.com Reportedly, the credit would be available for people earning up to $125,000 a year and couples making up to $225,000 per year. This is an increase from the current income limits of $75,000 and $150,000, respectively. The extension of the first-time homebuyer credit lasts through June of next year. Buyers must sign a contract by the end of April 2010.

A lot of things can be fixed fairly quickly like a leaky faucet, marks on walls, or a cluttered room. But ugly, patchy, lawn can be a sign of lack of care which conveys a message instantly to potential buyers. And if that poor lawn is in the front yard, an ill impression of the overall home can be formed before buyers even step inside. A home that looks appealing from the outside in is what buyers are shopping for these days. Bidding wars and flipping homes aren’t the norm right now.

So buyers are shopping the often large inventory and comparing everything. What they see when they approach your home may stay with them through their entire search. Remember the adage, “A first impression is often the last impression.” In market conditions where inventory is still high a good look at your grass and the image it presents is vital.

The Obama administration wants the credit extended for a “limited period,” Treasury Secretary Tim Geithner and Housing Secretary Shaun Donovan said Thursday. They did not elaborate.

What’s on the table now? There appears to be a compromise deal that falls between the most and least generous proposals that have been put forth so far. “There is bipartisan compromise to extend the credit through spring and expand it to existing homeowners who are stepping up to a different home,” financial policy analyst Jaret Seiberg wrote in a research note for Concept Capital’s Research Group.

Some of the key rules for freshman class investors? Here are a few:

Number one: Due diligence is never optional. You’ve got to understand the local market – and that includes not just where prices are headed, but specific market demand for rental real estate in this price segment, and even the local government’s plans for the area where you’re thinking of buying.

Number two: Buy with a written plan – that’s right, just like the large professional investors use, with an entry strategy and an exit strategy. How long are you going to hold onto the property, how much will it earn you during your period of holding?

And what’s the endgame – a sale to another investor? Conversion to condos? Tear it down and build something that’s closer to the underlying real estate’s highest and best use?

Thousands of homeowners nationwide who bought new houses constructed from the defective building materials are finding their hopes dashed, their lives in limbo. And experts warn that in some instances insurers will drop policies or send notices of non-renewal based on the presence of the Chinese drywall, will become rampant as insurance companies process the hundreds of claims currently in the pipeline.

At least three insurers have already canceled or refused to renew policies after homeowners sought their help replacing the bad wallboard. Because mortgage companies require homeowners to insure their properties, they are then at risk of foreclosure, yet no law prevents the cancellations.

Passed earlier this year as part of the economic stimulus package, the homeowner tax credit is good for up to $8,000, or 10% of the purchase price, and applies to people who have not owned a home in the previous three years. (There are some income restrictions.) The best part: Unlike a similar program from 2008, the credit does not have to be repaid.

The bad part: It ends on Dec. 1.

Because it usually takes around 90 days to close on a house after a contract is signed, buyers have very little time left to act. As of Thurs., Aug. 27, there were only 96 days left before the credit ends.
