Business leaders and public officials from Montana will hear the national  state and local updated economic forecasts at a series of presentations in seven Montana cites.  The presentations are part of the 4th annual Economic Outlook   Midyear Updates  organized by the Montana Chamber Foundation.  Presenters include Drs. Pat Barkey and Paul Polzin of the University of Montana s Bureau of Business and Economic Research.<br />

 Over the past year  Montana has started to see some real effects from the national recession   said Montana Chamber President/CEO  Webb Brown.   Montanans  especially the business community  are interested to know if we have seen the worst in job losses and business down sizing or if more bad economic news is on the way. <br />
<br />
 <br />
<br />
The Midyear Update has grown from a single site four years ago to seven locations this year.  With the economic situation this year  the information to be provided will be most timely.<br />
<br />
 <br />
<br />
 The recovery has not arrived yet  but it is beginning to come into view   said BBER Director Patrick Barkey  who will deliver the state and national forecast.   Every recession is different  and that makes each recovery different as well.   Former BBER Director Paul Polzin will provide local data  as well.<br />

<br />
The two year grant will help the MSU College of Engineering determine whether students learn from Web based laboratory courses as effectively as they do from hands on courses  said the grant s principal investigator  computer engineering assistant professor Brock LaMeres.<br />
<br />
In addition  LaMeres  research could one day lead to more distance learning options for students at other Montana colleges and even high schools by providing remote access to advanced scientific equipment.<br />
<br />
"All of our engineering classes have a major laboratory component to reinforce the classroom concepts " he said. "But now students are wanting more online classes."<br />

You could flick a wet paintbrush in New York City and dot the faces of 10 artists  so the concept of  clustering  is pretty easy to deal with.<br />
<br />
But in Montana  clusters of any subgroup of the population are hard to find outside of the major towns spread across 147 000 square miles of mountains and flatland.<br />
<br />
This isn t just Geoff Sutton s challenge  but the challenge of Montana s entire arts community.<br />
<br />
 We live in a place where  creative cluster  is two artists working 50 miles apart   said Sutton  who has spent the last six years marketing Montana s artists as program director of the Montana World Trade Center http://www.mwtc.org .<br />
<br />
Sutton was speaking earlier this week to City Club Missoula http://www.cityclubmissoula.org   a nonprofit organization promoting ideas and discussion in the Garden City.<br />

The big question: How do Montana s creative minds market themselves to places beyond Montana s   or even America s   borders?<br />

Adult Education and Montana s Folk and Traditional Artists<br />
<br />
The three years of the TRACE/CAE programs developed by Dr. Cindy Kittredge at MSUGF illustrates the importance of heeding the concepts of adult education in developing market ready programs for Montana s folk and traditional artists.<br />
<br />
<br />
Characteristics of the participants of the TRACE/CAE programs reflect the needs of rural Montana:<br />
<br />
 	95  of the individuals enrolled had worked in their particular medium for at least two years.<br />
<br />
 	80  were female.<br />
<br />
 	5  of the participants were traditional students  22 or younger .<br />
<br />
 	95  of the participants were nontraditional students  adult learners  with two individuals over 65  <br />
<br />
 	81  of the participants were in the age category of over 40. <br />
 <br />
 	45  were from rural areas of Montana  9 000 people or less   with 33  being highly rural  either outside of small towns or from communities of less than 1500 inhabitants .<br />
<br />
<br />
Programs developed by Kittredge at MSUGF and through MAC reflect the proven needs of adult learners:<br />
<br />
 	Accessibility.  Working adults are usually place bound and need access to quality experiences.<br />
<br />
 	Flexibility.  Nontraditional learners learn best when they can schedule their time to meet the pressures of their life.<br />
<br />
 	Experiential.  Nontraditional learners tend to be self directed and respond to learning by doing.  Research shows that the average adult takes on 20 or more learning projects a year.  Montana s folk and traditional artists have learned their art by doing and so are acquainted with this style of learning.<br />
<br />
 	Affordable.  Adults often find themselves fulfilling the needs of several generations and so cannot afford the traditional classroom approaches.  Also  rural adults tend to have less cash available for investing in their art.<br />
<br />
 	Collaborative.  Researchers have shown how adults learn through networking.<br />
<br />
 	Fulfill Immediate Needs.  Adults generally don t embark on learning theoretical concepts simply for the sake of learning.  Instead  they learn in order to fulfill specific needs.  Translated  that means that artists who see the need to learn about business and are offered a concrete reason to learn the tools will participate in learning opportunities that normally wouldn t be their first choice  simply because they have a concrete rationale to collect and apply information.<br />
<br />
<br />
TRACE/CAE Outcomes:<br />
<br />
 	Nearly 5 000 Montanans availed themselves of offerings from workshops  presentations and events connected with these programs.<br />
<br />
 	The program resulted in 24 micro business launches.<br />
<br />
 	Graduates of the programs increased their annual sales by 152  and increased their saleable inventory by 71 .<br />
<br />
 	Participant out of state sales increased by 309 .<br />
<br />
 	The state of Montana invested  300 000 in these two programs.  The short term economic impact from the two programs was  832 000.<br />
<br />

GM is attempting to shed the Stillwater contract as a part of a government backed restructuring plan meant to revive the ailing carmaker. Stillwater s two Montana mines supply GM with palladium and other metals used in vehicle catalytic converters to prevent air pollution.<br />

The Grovers donated  350 000 toward the cost of the easement. The Rocky Mountain Elk Foundation chipped in another  20 000.<br />

 It was really  really great   said Ravalli County Commission Chair Carlotta Grandstaff about the meeting.  Everyone who was there spoke in favor of the project   it s a beautiful piece of property. <br />

The U.S. Department of Energy s  DOE  Technical Assistance Project  TAP  for state and local officials is offering a webcast on how to use a DOE developed tool to estimate the economic impacts from electric power projects  including renewable energy generation.<br />

The presentation will take place Wednesday  July 29  from 3:00 to 4:15 p.m. Eastern Daylight Time  and is titled "How to Estimate the Economic Impacts from Renewable Energy." The presenters will be Gail Mosey and Eric Lantz from the DOE National Renewable Energy Laboratory.<br />

Attendees will learn how to use an online economic model called Jobs and Economic Development Impacts  JEDI  to predict the economic development impacts of renewable energy in your state. Specifically  participants will learn how to use JEDI http://www.nrel.gov/analysis/jedi/about_jedi.html to design and run an economic impacts analysis and interpret the results. Finally  attendees will see an example of an analysis that the presenters recently carried out using the JEDI Wind Model.<br />

Remember when a simple bike sharing program was considered revolutionary?<br />
<br />
Chiyu Chen  a design student at the Royal College of Art  has conceived of an urban bike sharing program that not only provides riders utility  but also powers the local bus system   and pays them to do so.<br />
<br />
Users check out specially designed bikes from a locking station using an ID card. Inside the bikes is a system that stores kinetic energy generated from braking. Riders go where they need to  and when they re finished  bring the bike back to the locking station. Locking up the bike transfers the energy generated by the trip into the city grid   or  as Chen envisions  into a hybrid bus system.<br />

Despite a down economy across the nation  the Inland Northwest region continues to see strong economic activity. The following are projects  initiatives and economic developments that are making news in eastern Washington and northern Idaho. Lewiston  Idaho   Lewiston  Idaho is the number one town for outdoorsmen according to Outdoor Life Magazine. Ranked number one out of the 200 towns listed in 2009  Lewiston s world class fishing and hunting and access to the economy and industry of the Pacific Coast and Asia brought it to the top of the list. David Howell of Howell Machine has reached a tentative agreement with an out of state investment group to form three new companies that would enable expansion into ammunition component manufacturing and cartridge loading to support other regional and national manufacturers. The three companies  Twin River Contract Loading Inc.  Lewis Clark Ammunition Components Inc.  and Clearwater Bullets Inc.  could create nearly 100 jobs with a combined annual payroll of approximately  2.4 million plus benefits. The Idaho Department of Commerce is providing  200 000 for water improvements for the facility  which are expected to be complete by the end of the year. Spokane  Wash.   Cascade Aerospace officially opened its aircraft maintenance  repair and overhaul facility at the Spokane International Airport in May. Cascade s 20 year lease includes approximately 32 000 square feet of hangar floor  20 000 square feet of office and shop space  and 6.5 acres of aircraft parking apron.  Contracted by Greenpoint Technologies  Cascade is reconfiguring Boeing 737 700 Business Jet aircraft from factory new to a custom designed executive interior at the new facility. They are also currently conducting maintenance checks for Denver  CO based  Lynx Airlines  on Bombardier Q400 aircraft. To date the Cascade Aerospace has hired 60 employees to work on these projects  which is ahead of their plan. The company expects to grow to approximately 100 to 120 employees by the end of this year. <br />

The Spokane International Airport was awarded  4 million for the Consolidated Aircraft Painting/Maintenance Hangar Facility by Washington State s Community Economic Revitalization Board  CERB . The terms of the award include a 20 year interest free loan  with a deferral of principal payments for the first 48 months. The 48 250 square foot hangar will support the expansion of Cascade Aerospace and the addition of Associated Painters  an aircraft refinishing business. The award is a project catalyst and it will bring 266 aerospace jobs to the region. SiteCrafting  a Tacoma  Washington company  has selected Spokane for corporate expansion.  An award winning website design and application development company  SiteCrafting will relocate two employees from its Tacoma division to launch the new operation. The company plans to open its new office in July with a team of five and expects to have as many as ten employees by the end of the first year.  Company founder  Gonzaga University graduate Brian Forth  selected Spokane because of the quality talent pool in Spokane s colleges and universities. Construction projects total  1.7 billion in the Spokane area.  Projects on the list released by the Greater Spokane Incorporated will either start  be in process  or be completed this year. Post Falls  Idaho   Burly Products plans to relocate to the Riverbend Commerce Park in Post Falls. The metal fabrication firm  which builds aluminum boats  architectural railing  marathon racing boat hulls  truck bodies and performs general jobs for the public  recently broke ground on a new  1.5 million  20 000 square foot concrete block facility. Hayden  Idaho   BioLife Plasma Services  a part of Baxter Healthcare Corporation  recently broke ground for their new 15 000 square foot facility in Hayden. Construction on the plasma collection center is expected to be complete by next summer. Bonners Ferry  Idaho   Despite a down housing market  business continues to be strong for timber related companies.  Pro X Building Supplies of Bonners Ferry recently purchased Northern Lumber Supply and relocated to their high traffic location on Hwy 95. Bonners Ferry startup company  SCD Pergolas  also continues to grow. The manufacturing of custom Pergolas expects to sell 100 units by year end. Over 80  of the units sold have been to customers outside Idaho through the company s website. To learn more  visit www.scdcustompergolas.com .<br />

Cataldo  Idaho   The Old Mission State Park officially opened its new visitor center on June 17  according to the Shoshone News Press. The 9 000 square foot  3 million facility was built to look like a tribal long house. The center offers visitors a place to watch the park video  pay the day fee  and use restroom facilities. Approximately 5 000 square feet of the center will be dedicated to a museum  which is still under developed. Wallace  Idaho   U.S. Silver Corporation announced that during the first quarter of 2009 the Galena mine continued the improved production it demonstrated in December 2008.  Silver production for the first quarter was 634 791 ounces and exceeded 200 000 ounces in each of the first three months of 2009. Lead production was 1 057 600 lbs. and copper production in the quarter was 301 120 lbs. This represents a 20 percent increase in ounces of silver and a 17 percent increase in tons from the previous technical report on the Galena Mine dated June 1  2008. Osburn  ID   The Two Mile Project  an extensive joint venture of Azteca Gold Corp. and Royal Apex Ventures Inc.  recently announced the discovery of massive sulfide beds containing silver  zinc  lead  and smaller quantities of gold  copper  indium  gallium and germanium. The beds  with their depth  thickness and stratification  are very different from the vein type mineralization so common in other mines of the Silver Valley. The hole dug by the project is one of the deepest holes on the continent  reaching over two miles below the earth s surface.
