Description: Accelerated road work ("Get-in, Get-out, Stay-out") involves the use of several strategies, independently or in combination, during project planning, design, contracting, and implementation to speed up projects and can result in a significant reduction in work zone safety and mobility impacts. FHWA will give a national overview presentation followed by State presentations from the Massachusetts Department of Transportation and the Illinois Tollway. Neil Boudreau of the Massachusetts DOT will talk about the use of accelerated construction on the FAST 14 project, in which 14 bridges in Medford, MA were replaced in just 10 weekends between June and August, 2011. Steve Gillen of the Illinois Tollway will speak about precast panels for patching and reconstruction.

This discretionary competition makes $5 million available for Fiscal Year 2013. The Notice includes FTA's response to comments solicited in the November 9, 2012 Federal Register Notice, and program structure for both the formula and discretionary program. Proposals for the discretionary competition must be submitted by Monday, July 8, 2013.
 
FTA will hold a webinar in early June covering program changes, as well as training on application submission.  Federal Lands Highway (FLH) is conducting several webinars in an efforts to obtain partner and stakeholder input regarding potential future policy stemming from the Moving Ahead for Progress in the 21st Century (MAP-21) legislation.  These webinars will allow input on what works great, what's not so great, and what needs to be changed.  Since we can't physically get to all corners of the country, part of the outreach is to conduct national webinars to obtain input and feedback from those we can't meet with face-to-face: Tribal representatives, Federal Land Management Agency regional and local staff, and other key stakeholders and program partners, including representatives of the Programming Decisions Committees for the Federal Lands Access Program. 
 
Three core program areas will be discussed, each with its own webinar, which is listed below: 
 

On May 15, 2013, 1pm - 3pm EDT, we will focus on the Federal Lands Transportation Program.

On May 17, 2013, 1pm - 3pm EDT, we will focus on the Federal Lands Access Program.
 
On May 23, 2013, 1pm - 3pm EDT, and again on May 30, 2013, 3pm - 4:30pm, we will focus on the Tribal Transportation Program.



Other program areas (such as the ERFO program) are welcome to be discussed during these sessions, though we don't intend to focus on these areas unless we receive comments.

This training provides participants with a working knowledge of these Federal requirements when acquiring real property, including relocation guidance related to individuals and businesses. 
 
Comprised of seven distinct learning modules, this self-paced Web-based training (WBT) provides an overview on real estate acquisition authority and the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (Uniform Act) and related regulations. Additional modules include project development and administrative matters; valuation; acquisition and negotiation; relocation; and property management. This training also includes case studies, important resources, and suggestions for other companion courses. Failure to comply with the Uniform Act when acquiring real property for a Federally-funded transportation project can put this funding at risk and may lead to project delays.
