The campaign launched by the Working Group, includes posters distribution and a reinforcing Tourism Hotline 28333000 for people to report any illegal accommodation.

As of June 24, 2009, the Working Group had carried out 28 joint inspections to combat illegal accommodation. Among the 162 apartments involved, the Working Group could not gain access to 117 apartments while 23 cases were recorded for legal action and 22 were proven to be normal residences, reports ASTV.

The involved departments said that the major obstacle for the inspections was the difficulty to gain access to the suspected apartments. Furthermore, inadequate legal backing and authority to follow up directly with the irregularities were also difficulties encountered by the Working Group. Without relevant legal support, the departments were not able to prosecute irregularities that are hazardous to personal and property safety, public health and hygiene, fire safety and environmental conditions detected on site.

The Macau Government Tourist Office (MGTO) and related departments are working on the amendment of the Decree Law No. 16/96/M (regulation applicable to hotels and similar activities). Amendments to the regulations include, among other clauses, the establishment of a category of illegal activities to characterize illegal accommodation, authorizing inspectors access to the “suspected apartments”, defining the responsible person who should answer for and bear charges for the irregularities.

Members of the Inter-departmental Working Group Against “Illegal Guesthouses” include the Cabinet of the Secretary for Social Affairs and Culture, Macau Government Tourist Office, Public Security Police Force, Land, Public Works and Transport Bureau, Legal Affairs Bureau, Financial Service Bureau, Labor Affairs Bureau, Macau Trade and Investment Promotion Institute, Fire Service Bureau, Health Bureau, Civic and Municipal Affairs Bureau and Environmental Protection Bureau.

The annual meeting was held at the Macau Tower Convention and Entertainment Center, with about 400 participants from 17 countries and regions.

Antunes pointed out at the meeting that the top ten visitor generating markets for the first five months were mainland China, Hong Kong SAR, Taiwan, China, Japan, Malaysia, Thailand, the Philippines, Singapore, South Korea, and the USA. Of these there had been positive growth in numbers from Hong Kong SAR, Japan, and Thailand with increases of 0.3%, 8.7% and 14.9% respectively, reports CNH.

In the first quarter of 2009, the overall average spending per capita was MOP1,638, a drop of 5.3%.

Tourism director Jose Manuel Costa Antunes, who spoke at the MGTO Annual Marketing Meeting, said that between January and May Macau received 8.9 million visitors, 1.9 million of which came from outside of China, according to news agency MacauNews.

Costa Antunes spoke to the press and said that he expects Macau to register 20 million visitors this year, a drop of around 10 percent, when compared to 22.9 million visitors in 2008, reports MCH.

“The worldwide tourism industry faces the challenges of the global economic crisis and of the outbreak of A H1N1, which the Macau tourism industry cannot avoid,” he said.

During the meeting, where tourism operators and people from the MGTO in 17 countries and territories were present, Costa Antunes gave a presentation about the current situation of the industry and announced strategies to promote Macau.

Costa Antunes said that the main tourist markets for Macau were mainland China, Hong Kong, Taiwan, Japan, Malaysia, Thailand, the Philippines, Singapore, South Korea and the United States. He revealed that Macau registered an increase in visitor numbers from the following regions: Hong Kong (0.3 percent), Japan (8.7 percent) and Thailand (14.9 percent), in the first five months of the year.
