Governor Ducey Signs 20 Percent Increase

In Teacher Pay
Includes Others Significant Investments In Public Education

PHOENIX — Raises are on the way to Arizona teachers.

Governor Doug Ducey has signed the full #20x2020 plan into law, providing a 20 percent boost in teacher pay over the next three years — including 10 percent in school year 2018 — and a significant increase in flexible dollars to Arizona schools for support staff, new textbooks, upgraded technology and infrastructure.

This package — proposed by Governor Ducey on April 12 and passed today on a bipartisan basis — represents an increase of more than $1 billion in education spending when fully implemented, including a more than $520 million increase in K-12 education spending this year alone.

“Arizona teachers have earned a raise, and this plan delivers,” said Governor Ducey. “The impact our teachers have on the lives of Arizona kids cannot be overstated. They work incredibly hard to make a difference for their students. This plan not only provides our teachers with a 20 percent increase in pay by school year 2020, it also provides millions in flexible dollars to improve our public education system. I’ve had the honor of hearing directly from Arizona teachers, over these last several weeks in particular. It’s their input that has shaped and improved this plan. We will never check the box on public education, but this is one big, positive step in the right direction for our teachers and their students.”

Investments in Arizona’s classrooms include $371 million to fully restore recession-era cuts to Additional Assistance over the next five years, starting with $100 million this fiscal year. These flexible and permanent dollars will be available for updating curriculum, modernizing classroom technology and increasing support staff salaries.

The budget also includes other important K-12 education investments, including $1.8 million to fund career and technical education, $10 million for behavioral health specialists, $53 million for building renewal to improve school infrastructure – the highest funding level since 2007 – and $86 million over two years for construction of five new schools.

This budget was very much influenced and shaped by Arizona school leaders.

On April 10, Governor Ducey met with a group of superintendents representing students from across the state specifically to talk about the impact a strike would have on their schools and communities. During that meeting, they described the challenges of recruiting and retaining staff, and at the same time, managing all of the remaining needs in their schools.

The next day, on April 11, the Finance Advisory Committee, consisting of independent economists, recognized that revenues through March were $262 million above forecast and included significant increases in ongoing revenues available to the state over the next several years. This report confirmed news released on April 9 from the nonpartisan Congressional Budget Office announcing a 75 percent upward revision to growth forecasts for the national economy over the next two years. With that improved outlook, Arizona could realize over $1.5 billion in additional revenues over the next five years.

The budget does not compromise other essential state services to accommodate our teacher pay package. In fact, it increases the state’s commitments to developmental disabilities, skilled nursing facilities, Medicaid, critical access hospitals, the arts, food banks and higher education.

Investments in the budget include:

Education

$644.1 million for a 20% increase in teacher pay school year 2020; these raises will be ongoing, protected in the base of the budget and inflated

• $304.9 million for 10% teacher pay raise in FY 2018/FY 2019 (school year 2018)

• $164.7 million for 5% teacher pay raise in FY 2020 (school year 2019)

• $174.5 million for 5% teacher pay raise in FY 2021 (school year 2020)

$371 million to fully restore recession-era cuts to Additional District/Charter Assistance, phased-in over five years

• $100 million in FY 2019

• $168 million in FY 2020

• $236 million in FY 2021

• $303 million in FY 2022

• $371 million in FY 2023

$86 million in cash funding for the construction of new schools (three in Chandler, one in Tolleson Unified, one in Queen Creek)

$53 million for K-12 school building renewal, the highest level of funding since 2007

$27 million in capital funding for Arizona’s universities: ASU, NAU, and UofA

$8 million for resident student funding at Arizona’s universities

$5.3 million for ADE’s Education Learning and Accountability System

$3 million (plus $7 million in federal dollars) for behavioral and mental health specialists to enhance school safety

$2 million for the Arizona School for the Deaf and Blind to enhance the early childhood learning program

$2 million for ASU’s School of Civic and Economic Thought and Leadership and UofA’s Center for the Philosophy of Freedom

$1.8 million to fully fund the state formula for career and technical education (JTEDs)

$1 million to create a computer science professional development program

Happy and Healthy Citizens

$55 million in provider rate increases for hospitals, the first broad-based increase since 2007

$14.1 million to fully fund adoption subsidies for nearly 35,000 children

$13 million for network enhancement payments to providers of developmental disabilities services (a $1 million increase from the prior year)

$10.7 million to fix a recession-era shortfall in the developmentally disabled program, guaranteeing funding for free developmental evaluation of children, case management, and room and board

$8 million in new dollars to expand the capacity of soon-to-be-built veterans homes in Yuma and Flagstaff

$2.9 million in skilled nursing provider rate increases

$2.6 million to relieve counties of contributing to the State’s Medicaid match

$2 million for Alzheimer’s research

$2 million to increase the level of military retirement pay exemption from $2,500 to $3,500

$2 million for the Arts Commission, an increase of $500,000 from last year

$1.8 million in increased funding for critical access (rural) hospitals

$1.7 million extra State assistance for Pinal, Yavapai, and Mohave counties

$1.7 million to expand abuse treatment at prisons to help reduce recidivism

$1.4 million to expand education services to 486 inmates

$1 million for Arizona food banks to increase capacity, especially those in rural areas

$500,000 for an additional 975 inmates to participate in employment training at Lewis and Perryville

$500,000 for expanded home and community-based services for the elderly

Public Safety

$24 million ($6 million state funds and $18 million federal funds) to construct a new National Guard Readiness Center in Tucson

area to improve training and readiness

$11.3 million to eliminate counties paying for a share of operating costs at the Arizona Department for of Juvenile Corrections Offset

$3 million to eliminate the county cost shift for the Arizona State Hospital to treat sexually violent persons

$2.9 million to add troopers to Arizona’s Border Strike Force to protect critical regions in Southern Arizona

$1.4 million for additional troopers on Wrong-Way Driver Night Watch to improve response times to wrong-way and impaired drivers

$800,000 to establish the Arizona Pharmaceutical Diversion Task Force to combat abuse and trafficking of prescription drugs

$600,000 over three years to improve Arizona’s criminal background check system

Natural Resources
$25.6 million increase for preventative highway maintenance (for a total of $41 million), the highest level spent in State history

$4 million to develop Oracle State Park in the Catalina Mountains to expand the park to allow more accessibility to the public

$2.5 million to renovate Buckskin Mountain State Park in Parker as part of a three-year plan

$700,000 to expand wildfire prevention efforts

$350,000 for maintenance on 37 dams and other properties owned by the Game and Fish Department

Stevie Wonder’s call to say I love you to black Americans was rejected by black and white Leftists. Leftists were outraged over Wonder’s compassionate message to his fellow blacks, “It is in your hands to stop all the killing and shooting wherever it might be. Because you cannot say ‘Black Lives Matter’ and then kill yourselves.”

Leftists view Mr. Wonder as an uppity n***** who wandered off their Liberal plantation. Yes, Leftists do freely use the n-word. Repeatedly, Leftists have called me a stupid n word for refusing their chains on my brain. My singing performance at the 2010 rally opposing Obamacare in DC was broadcast on C-span. Leftists across America called me the n word and worse; including death threats.

Black overlords were immediately dispatched to drag back their musical-icon run-a-way slave. After a high-tech whipping in the media public square, emotionally bloody and repentant, Mr. Wonder dialed back his truthful comments.

As a black conservative activist, my frustration is getting fellow black Americans to see the light of how Leftists and Democrats are using them. My black daddy raised me to believe Democrat is the party of the little guy/working man. Republicans are for the rich. Most blacks do not realize the Democrat party leadership has been hijacked by extreme liberal radicals (Leftists). At their core is a hatred for America as founded, traditional values of hard-work, individuality, self-reliance, independence and faith in the God of Christianity.

In simple language, liberals believe in spreading mediocrity equally. Liberals believe no one should have more than someone else. Beginning in kindergarten, liberals teach their hatred for achievers disguised as “social justice” and the evils of “white privilege.”

Most blacks do not realize that Leftists believe implementing their extreme liberal agenda trumps everything, including black lives. Leftists deem blacks, women, homosexuals and all minorities useful idiots to be used to implement their anti-American and godless agenda. Speaking of godless, if you list Leftists sacred cow issues, they are all against biblical teachings.

Stevie Wonder stating the obvious that blacks should stop killing each other was not good for furthering Leftists’ agenda. Leftists want blacks to believe America is a hell-hole of racism where cops murder them on sight. This lie helps Leftists sell their lie that the only way to save black lives is for the federal government to takeover police departments. This would further Leftists’ agenda of government repealing our freedoms and controlling every aspect of our lives. Most blacks do not realize that Obama’s government controlled health-care gave them power to decide who lives and who dies.

You may be scratching your head wondering why black leaders were outraged over Mr. Wonder’s attempt to save black lives. The truth is black Democrat leaders are Leftists first and black second. Most black so-called civil rights groups want to keep blacks down, dependent on big daddy government. They want blacks engaged in poverty producing behaviors; dropping out of school, having babies out of wedlock and killing each other.

If this was not true, how would you explain black Leftists’ anger over real common sense solutions offered by successful blacks; Stevie Wonder, Herman Cain, Justice Clarence Thomas and Dr Ben Carson to name a few?

Civil rights icon, Dr Martin Luther King, Jr is rolling over in his grave over the betrayal of black leaders. Dr King made the ultimate sacrifice for blacks to strive for excellence and have a fair shot at achieving their American dream. Dr King did not die for blacks to be eternally enslaved by the federal government; monolithic voting for Democrats to get just enough free-stuff to get by.

Dr King had no idea his movement would be transformed into a grievance industry which keeps Al Sharpton, Jessie Jackson, the Congressional Black Caucus, the NAACP and the Obamas fat, happy and rich. Meanwhile, urban blacks continue in a downward spiral of black-on-black crime and generational poverty. Stats prove that blacks actually moved backwards during the 8 year reign of the first black president. Why aren’t most blacks questioning why? Or, will blacks stay stuck on stupid, believing Leftists’ lie that all their problems are the fault of white American racism, Republicans and now Donald Trump?

I was disappointed when Mr. Wonder walked back his statement of truth. However, I understand the pressure on Mr. Wonder must have been tremendous. Leftists attack with furious anger, seeking to destroy anyone who dares to speak truth contradicting their narrative.

Hey boy, sing your pretty songs. But, don’t you never ever again speak out against the family!

How Could Sinema NOT Have Known?

PHOENIX (May 2) -- The Arizona Republican Party continues to hold Congresswoman Kyrsten Sinema accountable taking more than $53,000 from backpage.com's founders, executives and their relatives.

The Party today released a digital ad asking Sinema how this money -- and the people that gave it her -- could have possibly been overlooked for so long.

Sinema said in an interview with ABC 15's Melissa Blasius late last week that "none of the individuals that made these contributions list any affiliation with Backpage, or the founders of Backpage."

Backpage founder Michael Lacey has given more than $15,000 to Sinema since 2013.

The first result that pops up on a Google search of "Michael Lacey" and his affiliation "Village Voice Media" is a Phoenix New Times article about Lacey leaving Village Voice Media to run backpage.com full time.

"How could she not have known?" Arizona Republican Party Chairman Jonathan Lines said. "Between Lacey, other Backpage executives and their relatives -- they've given her more than $53,000. In any sort of political operation, you know the people that give you this kind of money. It's absolutely absurd, and voters deserve to know the truth."

PHOENIX, AZ – Today, Maricopa County GOP Chairman Chris Herring named Lisa Gray as the new Executive Director of the Maricopa County Republican Committee (MCRC) under his direction. The position is crucial to the activation of the chairman’s objectives and the day to day operations of the largest Republican county committee in the nation. Gray, a former District Chairman and campaign manager for Jeff DeWit’s bid to be state Treasurer, has also developed a website dedicated to PC recruitment and been instrumental in PC training.

Herring, who was elected by a 2-1 margin at the Maricopa County Statutory Meeting on January 14, 2017 was confident in his pick, “Lisa has been tirelessly working to advance the principles of our party and doing so with integrity and outstanding results. Frank Thorwald Withdraws As AZGOP Chair Candidate: As of Today, I am no longer a candidate for Chairman of the Arizona Republican Party. I wish to thank all my supporters for their tireless work on my behalf. Also, I would like to thank the other candidates for chairman for honoring our gentleman’s agreement not to attack one another when campaigning on the issues. As many of you know, I have been in communications since November with Trump’s staff about serving in the Trump Administration. I intended, if elected, to serve as Chairman for two years and then look at the possibilities of serving in the Trump Administration. However, the opportunities are looking extremely positive. Therefore, I have decided to withdraw, at this time, and look to the future for running again as state chairman. During the interim period between now and when I would start serving in the Trump Administration, I have offered my services to assist whichever candidate is elected to the State Chairman.

My goals have not altered throughout the campaign; I still believe that we need to have clarity, transparency in all things that we do. The chairman needs a kitchen cabinet made up of all factions of the party, so that they can express their views and ideas. We need to tailor how we grow the party and the training of our wonderful PC resources to each of the counties and LDs throughout the state; reorganize our meeting dates, so that we do not have multiple LDs or counties meeting on the same night, so the trainers, chairman and candidates can visit and work with the county and LD PCs more often. I have proposed and worked with the other candidates for state chairman as well as several county chairmen to develop draft legislation to deal with proxies and to allow for teleconferencing and remote voting, so that we can get greater participation from PCs throughout the state.

Again, I wish to thank all of you considering me for chairman and it has been a great honor to meet and work with all the wonderful party members throughout the state. This is not goodbye, simply looking at where my talents can provide the greatest benefit to our nation and to our party.

The first monthly GOP Social of 2017 will be tomorrow, Tuesday,January 24th, at 6 p.m. in the Fireside Grill inside the Lexington Hotel,12800 N Saguaro Blvd, FH 85268. The monthly GOP Socials are scheduled for the 4th Tuesday of each month at the Fireside Grill. These are social events. NO Speeches, no reservations, no host bar/drinks (with optional food) in a friendly social atmosphere at a local bar/restaurant. Everyone is welcome. Socialize with old friends while making new friends. The Fountain Hills Republican Club's "GOP Socials" are open to all interested persons; membership in the FH Republican Club is not required. Everyone is welcome and invited to bring a friend or neighbor or two.

The next FHRC meeting will be Saturday, February 18th featuring County Supervisor Steve Chucri. The club meets the 3rd Saturday of each month at 9 a.m., in the Fountain Hills Community Center, 13001 N La Montana Drive, Fountain Hills, AZ 85268. A Meet and Greet/Social period commences at 8:30 with coffee and breakfast snacks available. All are invited.

The annual FHRC March fundraising breakfast is scheduled for Saturday, March 18th in the FH Community Center. This has always been a great event. Plan on attending.

The April 15th meeting will feature Secretary of State Michele Reagan. Put it on your calendar now.

AZGOP Robert Graham to Members of the AZGOP Executive Committee: LD23 Election and Nomination Issues Letter to LD 23 PCs

The purpose of this letter is to assure that every Republican precinct committeeman within the State of Arizona has a clear understanding surrounding the ongoing discussions with respect to LD 23 and the nomination of their state committeemen.

The discussions do NOT regard the call letter, how it was sent, or the Attorney General’s opinion defining “mail” and “electric communication.” Further, the discussions do NOT and need not address LD 23’s election of new leadership. State committeemen, once elected, have the awesome responsibility to represent their district and/or county in a material way each year. Every precinct committeeman has the right to a fair and well-defined nomination process to assure that everyone has the option to pursue their interest of becoming a state committeeman.

Like any club, organization, or business, it is normal to find new members who have little working experience or knowledge to apply to their newfound responsibilities. This reality adds additional responsibilities to leadership to assure everyone -- in this case newly elected precinct committeemen -- are included and are completely aware of the nomination process of becoming a state committeeman.

The Complaint:

The AZGOP was made aware by many new precinct committeemen and later confirmed by Nancy Ordowski, the new Chairman of LD 23, that there were over 28 precinct committeemen that were never made aware of the nomination process to become a state committeemen.

The LD 23 leadership worked to acquire email addresses and any electronic means of communicating with the new precinct committeemen. Not all precinct committeemen responded to the requests. By not responding, leadership within all counties and district leadership must recognize the obligation to communicate with all elected precinct committeemen and the nomination process to run for state committeeman. If leadership does not have everyone’s email addresses or social media handle, USPS (mail) is the last resort to assure everyone is included. LD 23 did this with their call letters but not the nomination process for state committeeman. Herein lies the problem: to assure that everyone that would have wanted to be a state committeeman has a fair and equal opportunity to become a statecommitteemen.

Many have complained this was a bad process, one that alienated conservative stalwarts who are important to the party and its success. Congressman David Schweikert and his wife's proxies were not permitted. There was arbitrary enforcement of proxy rules.

C.T. Wright, a black leader in our party whom many of you know from his stirring invocations at our state party functions, was left alienated.

Conservative attorney Mike Liburdi, an active volunteer in the Republican Lawyers Association in the past, gave notice to Chairman O'Connor that he could not attend the meeting and was not allowed to run for state committeeman. He was not given notice of the deadline for making the ballot, gave advance notice of his desire to run in writing, and had a proxy at the meeting but was denied the ability to run.

Based on these examples and other similar complaints, AZGOP simply asked LD 23 to improve its process and hold a new election. They instead decided to hire lawyers and spent at least $5,000 fighting this. One is left wondering: what do you have to fear? Details are below, but the AZGOP simply offered to directly appoint Jim O'Connor as a state committeemen, allaying any fears that he would be prevented from campaigning for higher office in the party.

In any case, after reviewing the complaints and having multiple meetings with leadership from LD 23 and their legal counsel, it is clear that there was neither bad behavior nor the intent to disenfranchise the new precinct committeemen of LD 23. The challenge lies with the outcome of the 119 nominated state committeemen and the question “would the results be different if the 28 plus precinct committeemen were notified properly and included in the election for the state committee both as voters or candidates for state committeeman.”

What has the AZGOP Offered as a Resolution?

1) New Election: The AZGOP has offered to pay for a new election that would include ALL elected precinct committeemen from LD 23. This offer included paying for facilities, printing and postage. This offer was made weeks prior to the Maricopa County January 14th meeting and would assure compliance to all bylaws and Arizona Revised Statutes. A new election would have put forth best efforts to help assure that no one would have been left out of the process. Leadership in LD 23 said NO to this offer.

2) Lottery: Next was a lottery system to randomly draw precinct committeemen names from a “hat.” All names of the precinct committeemen would be included in the drawing. Once a name was picked they would be contacted to confirm or deny their interest to becoming a state committeeman. If confirmed the AZGOP, under advice and consent of the LD 23 Chairman and Maricopa County Chairman, we would appoint that person. If the person denied interest in becoming a state committeemen, then a new name would be drawn. This process would be followed until all 119 names were confirmed and appointed. Further, there was an additional offer. There has been some suggestion that the AZGOP was attempting to block Jim O’Connor from being eligible for running for state chairman by not allowing his district to be credentialed at the State Meeting. This is false. LD 23 was offered, if they chose the lottery process, that the AZGOP would hold out Jim O’Connor as an automatic appointment to be a state committeeman. He had the top number of votes in his district and the AZGOP thought this was only fair to assure that we did not interrupt or interfere with his statewide campaign. Leadership in LD 23 saidNO to this offer.

3) Letter to the District: Lastly, in an another effort to make sure that LD 23 had full state committeemen representation to the State Statutory Meeting on January 28, 2017, the AZGOP suggested that a letter come from the immediate past Chairman, Jim O’Connor, who presided over the LD 23 Reorganization and State Committeemen Nomination process, stating “there was NO intent of LD 23 leadership to disenfranchise or not include the block of precinct committeemen that were not included in the state committeeman nomination process. The mistake was a clear oversight and because of the complaints we have received from the LD 23 committee members we have worked with the AZGOP to define and develop uniform guidelines to help assure there will never be confusion in the future. This process would also help assure that everyone would be included or have the option to be included in the state committee nomination process in the future. Uniform guidelines that would be helpful for committees statewide.”

The AZ GOP has offered/proposed this simple statement as another way to assure that all currently nominated 119 State Committeemen would be credentialed at the upcoming State Statutory meeting with NO changes. Chairman Nancy Ordowski of LD 23 declined this offer too, stating their attorney said a statement of this nature would be an admission of guilt.

At this point, the AZGOP has offered at least three solutions that would assure LD 23 full representation at the State Statutory Meeting on January 28, 2017.

Given the reasonable solutions that have been offered, and the continued “no deal” response, it feels as if the intent to “credential LD 23” at the state meeting is not the top priority of previous and current leadership of LD 23. It also feels as if the accusatory “disenfranchisement” narrative being leveled by some is politically motivated.

As Chairman of the AZGOP I have the responsibility to give surety that all precinct committeemen statewide, within every county and district, have a fair and equitable opportunity to represent the Republican Party as a state committeeman. I am making every attempt to address the concerns brought forward by new and active precinct committeemen of LD 23 and I am continuing to work toward a solution. All precinct committeemen deserve and have the right to confidence in the process. Legitimacy should only be claimed once a fair and equitable resolution has been made.

With Donald Trump's inauguration tomorrow, we enter a new era. We Republicans now have control of both the legislative branch and the executive branch of government at both the federal and the state level.

Our next FHRC meeting is this Saturday, January 21, 2017 at 9:00 a.m. The program is a Legislative Update from our three LD 23 Legislators (Senator J. Kavanagh and Representatives M. Ugenti-Rita and J. Lawrence) on the goals, objectives, and committee assignment challenges for the 20171/8 Legislative Session. The meet and greet period with coffee and breakfast snacks commences at 8:30. Only paid up members can vote. Dues are $20 for individuals and $30 for families.

The election of officers for the 2017-18 term will occur at this meeting. Judge Michael Reagan will swear in the newly elected officers. The club is happy to announce that two of our members (Sheila Muehling and Yvonne Cahill) were elected to Maricopa County Republican Committee offices. Yvonne to 2nd Vice Chair and Sheila to Treasurer.

CONCLUSION: At this meeting, 304 PCs present in person carried 493 proxies. This is ONLY among those seven districts that had more proxies than people in person. 189 votes were cast on behalf of ghosts in those seven districts where the predominance of votes were by proxy.... not by the actual PCs who didn't even show up. There were 868 total votes by proxies, many of them ghost proxies*. Is that right, by any measure? Remember, two candidates were elected by 54 and 45 votes. You see how proxies elected these two board members. Is that right? If YOU were there, you got only ONE vote but for those who carried proxies, some got as many as nine or ten votes but the average was 1.62 votes for those in person.

Once Senator McCain secured the Republican nomination and the right to take on Congresswoman Ann Kirkpatrick, it was an easy decision to support the Republican candidate. I believed, and still do, that electing Republicans is the only way to repeal ObamaCare, tear up the disastrous Iran nuclear deal, and destroy ISIS. Ann Kirkpatrick was an ObamaCare supporter, calling it her proudest vote. I knew we needed to defeat her, and I needed to do what I could to do so.
