Arms Treaty Clears Key Hurdle in Senate on 67-28 Vote

The Senate voted 67 to 28 on Tuesday to advance a new arms
control treaty that would pare back American and Russian
nuclear arsenals, reaching the two-thirds margin needed for
approval despite a concerted Republican effort to block
ratification.

Eleven Republicans joined every Democrat present to support
the treaty, known as New Start, which now heads to a
seemingly certain final vote on Wednesday, as the Senate
wraps up business before heading out of town. Voting against
the treaty were 28 Republicans who argued that it could hurt
national security.

"Today's bipartisan vote clears a significant hurdle in the
Senate," said Senator John Kerry of Massachusetts, the
Democratic chairman of the Foreign Relations Committee who
led the floor fight. "We are on the brink of writing the next
chapter in the 40-year history of wrestling with the threat
of nuclear weapons."

U.S. Seeks to Expand Ground Raids Into Pakistan Against Militants

Senior American military commanders in Afghanistan are
pushing for an expanded campaign of Special Operations ground
raids across the border into Pakistan's tribal areas, a risky
strategy reflecting the growing frustration with Pakistan's
efforts to root out militants there.

The proposal, described by American officials in Washington
and Afghanistan, would escalate military activities inside
Pakistan, where the movement of American forces has been
largely prohibited because of fears of provoking a backlash.

The plan has not yet been approved, but military and
political leaders say a renewed sense of urgency has taken
hold, as the deadline approaches for the Obama administration
to begin withdrawing its forces from Afghanistan.

By a Vote of 65 to 31, Senate Votes to Repeal 'Don't Ask, Don't Tell'

The Senate on Saturday voted to repeal the Pentagon's ban on
gay men and lesbians serving openly in the military. By a
vote of 65 to 31 and following House approval, the Senate
sent the bill to President Obama, who had campaigned on
ending the policy known as "don't ask, don't tell," which
allows gay members of the armed forces to serve only if they
keep their sexual orientation a secret.

More than 12,500 service members have been discharged since
the policy was mandated by Congress in 1993. A Pentagon
report released on Nov. 30 concluded that allowing gays to
serve openly in the armed forces presents a low risk to the
military's effectiveness, even at a time of war, and that 70
percent of service members believe that the impact of
repealing the law would be either positive, mixed or of no
consequence at all.

Lawyers Reach Deal to Recover $7 Billion for Madoff Victims

Federal prosecutors and the trustee liquidating the estate of
Bernard L. Madoff, the convicted swindler, have reached a
civil settlement that will recover at least $7 billion to
compensate victims of Mr. Madoff's global Ponzi scheme,
according to people briefed on the negotiations. An
announcement is expected at noon Eastern time. Prosecutors
have said privately that the settlement is the largest civil
forfeiture in American history.

The settlement will conclude the trustee's case against the
estate of Jeffry M. Picower, a Palm Beach philanthropist and
longtime Madoff investor who died in October 2009. The
complaint filed against the estate indicated that Mr.
Picower, who became wealthy investing in medical-technology
companies, had profited hugely from Mr. Madoff's scheme,
drawing out billions more than he paid in.

The settlement will greatly expand the funds available to
repay victims of the fraud; before Friday, the trustee had
collected $2.3 billion from other sources.

Congress Approves Tax Cut and Jobless Benefits Legislation

WASHINGTON -- Congress late Thursday night approved an $801
billion package of tax cuts and $57 billion for extended
unemployment insurance. The vote sealed the first major deal
between President Obama and Congressional Republicans as
Democrats put aside their objections and bowed to the
realignment of power brought about by their crushing election
losses.

The bipartisan support for tax deal also underscored the
urgency felt by the administration and by lawmakers in both
parties to prop up the still-struggling economy and to
prevent an across-the-board tax increased that was set to
occur if the rates enacted under President George W. Bush had
expired, as scheduled, at the end of the month.

A London court on Thursday ordered that Julian Assange, the
founder of the anti-secrecy group WikiLeaks, be released on
bail while he fights extradition to Sweden for questioning in
connection with accusations that he broke rape and other
laws.

The High Court decision reversed a ruling two days ago to
deny bail. The terms Thursday included strict conditions on
where he may live until another hearing on Jan. 11.

A review of President Obama's strategy for the war in
Afghanistan concludes that American forces can begin
withdrawing on schedule in July, despite finding uneven signs
of progress, according to a summary made public Thursday.

The summary said the United States continues to kill leaders
of Al Qaeda and diminish its capacity to launch terrorist
attacks from the region. It cited some signs that the United
States and its allies have halted or reversed inroads by the
Taliban in Afghanistan and strengthened the ability of Afghan
forces to secure their country, but acknowledged that the
gains are fragile and could be easily undone.

Federal prosecutors, seeking to build a case against the
WikiLeaks leader Julian Assange for his role in a huge
dissemination of classified government documents, are looking
for evidence of any collusion in his early contacts with an
Army intelligence analyst suspected of leaking the
information.

Justice Department officials are trying to find out whether
Mr. Assange encouraged or even helped the analyst, Pfc.
Bradley Manning, to extract classified military and State
Department files from a government computer system. If he did
so, they believe they could charge him as a conspirator in
the leak, not just as a passive recipient of the documents
who then published them.

The Senate on Wednesday approved the $858 billion tax plan
negotiated by the White House and Republican leaders -- the
first concrete product of a new era of divided government and
acid compromise.

The vote was 81 to 19, as Democrats yielded in their long
push to end the Bush-era lowered tax rates for high-income
taxpayers, and Republicans agreed to back a huge economic
stimulus package, including an extension of jobless benefits
for the long-term unemployed and a one-year payroll-tax cut
for most workers, with the entire cost added to the federal
deficit.

With Growth Sluggish, Fed Keeps Buying Bonds

Calling the pace of economic recovery "insufficient to bring
down unemployment," the Federal Reserve announced on Tuesday
that it would move ahead with its plan to buy $600 billion in
government securities through June and would keep its
short-term interest rates near zero.

The central bank decided not to waver from its strategy
despite heavy recent criticism and despite indications that
market reaction to the tax compromise forged by the Obama
administration and Republican lawmakers could hamper the
Fed's goal of reducing long-term interest rates.

The Fed statement suggested that it remained preoccupied with
the high jobless rate -- which ticked upward nationally to
9.8 percent this month -- and with employers' apprehensions
about hiring. The Fed said it saw little threat of
accelerating inflation.
