I-695 CONSTRUCTION TRAFFIC ALERT: SEPTEMBER-OCTOBER 2012 Temporary Interchange Ramp Closure at I-695/MD 144 (Frederick Road Interchange) to affect I-695/ MD 372 (Wilkens Avenue) Interchange beginning September 9 The Maryland State Highway Administration (SHA) will temporarily close the ramp from I-695 South (Beltway outer loop) to MD 144 (Frederick Road) for approximately one month beginning 8 p.m. Sunday night, September 9. The temporary long-term ramp closure is part of SHA's $16.5 million project to replace the MD 144 (Frederick Road) bridge over I-695 (Baltimore Beltway) and improve safety and traffic operations at the I-695/MD 144 interchange. The following work will be done during the one-month ramp closure: - Rebuilding the end of the ramp connection to Frederick Road; - Constructing the transition from the new bridge to the roadway. - Building new curb, gutter and sidewalk along the future westbound lanes of Frederick Road in the interchange area. SHA will close and detour the ramp beginning approximately 8 p.m. Sunday, September 9. During the next month, all motorists traveling from the outer loop of I-695 to MD 144 at Exit 13 will be directed to the following detour route: I-695 South to Exit 12, MD 372 (Wilkens Avenue), right onto Wilkens Avenue East, left onto Kenwood Avenue and then left onto I-695 North (Beltway inner loop) back to Exit 13, Frederick Road East and West. The ramp will re-open in mid-October, weather permitting. Design of this project is currently underway. The design is approx. 90% complete at this time. This project is only funded for design. No funding for right-of-way acquisition or construction has been received.

A stream study, to determine if stream restoration/relocations could help with new storm water management requirements (SWM), was performed and the results of the study were presented at an interagency review meeting on October 20, 2010. As a result of the meeting, a comprehensive approach, with potential stream restoration and relocations will be utilized to help with SWM requirements for the project. Montgomery County has agreed to participate in funding the preliminary engineering phase of the project. A design re-initiation meeting for the project was held on September 30, 2009. The additional stream & SWM studies are completed, and the concept SWM Report has been submitted to Maryland Department of the Environment (MDE). We are currently addressing MDE's first round of comments. The Preliminary Investigation Meeting (30% Design Completion) was held on November 14, 2012. The report from the meeting is being prepared.

The US 29 Northbound Widening and Noise Wall Project (Phase 1B) has been fully funded for construction. These funds have been made available by the Maryland Transportation Infrastructure Investment Act of 2013. The Maryland Department of Transportation (MDOT) is focusing on short term and long term strategies for building and restoring our transportation system, beginning with short term priorities and key investments delayed by the recession. MDOT's priorities for investment include: safety and system preservation projects, public transportation, the quality of our environment, and the movement of cargo and freight.' US 29 Phase 1 Improvements will be constructed in 2 Phases. Phase 1A (previously funded for construction) will be the construction of the Old Columbia Road Access and Phase 1B will be the construction of the Northbound Widening and Noise Wall from South of Seneca Drive to South of MD 175.

On May 15, 2013 a review meeting was held with various environmental agencies, which included Maryland Department of the Environment, Army Corps of Engineers, Maryland Critical Area Commission, etc. The purpose of the meeting was to follow up with the agencies on questions they had raised at previous meetings regarding methods for constructing the proposed bridge. The agencies agreed to review the information provided by SHA and respond within 10 days on the method of construction they would agree to permit.

The Final Review milestone (approximately 90% design completion) for this project was held in April. The design is expected to be completed in December 2013. For this project property acquisition is needed for sidewalks and drainage outfalls. At this time the project is funded for design and property acquisition. SHA real estate agents will be contacting affected property owners starting in the summer. The project is not currently funded for construction.

CONSTRUCTION UPDATE AND LANE CLOSURE SCHEDULE - SPRING 2011 Preliminary site work for the US 40 bridge rehabilitation project is underway on Patapsco Valley State Park property underneath the bridge. Currently, single lane closures may occur along eastbound and westbound US 40 at the bridge on weekdays at any time between 9 a.m. and 3 p.m. daily. Bridge construction work is anticipated to begin late spring 2011. Lane closure information will be updated as the project moves forward. The Patapsco Valley State Park - Hollofield Area will remain open during construction work. Please plan for extra travel time to the State Park entrances and use caution when entering and exiting the park driveways on eastbound and westbound US 40.

Crews have successfully completde installation of the steel portion of the pedestrian bridge that will be used for hiker/biker trail access for the lifetime of the project. Work on the pedestrian bridge that will make the steel struture useable by the public continues this week. As with all construction projects, motorists, pedestrians and bicyclists should be aware of all posted speed limits, road closures and the color orange---the color of construction barrels and cones and construction fencing. As crews work to keep work zones safe, each driver needs to actively modify his or her driving style to help prevent crashes. Stay alert ' look for reduced speed limits, narrow driving lanes and highway workers. Slow down and don't follow too closely. Safer Driving. Safer Work Zones. For Everyone! Pedestrians should be aware of intermittent sidewalk and other closures that will take place throughout the project that are intended to maintain work zone safety. While they may be inconvenient, construction barrels, cones or fencing should never be moved or removed except by construction-related personnel. Recent efforts have focused on coordinating potential project impacts with local emergency management services including the Montgomery County Fire Department, the City of Takoma Park Police and Volunteer Fire Departments, and Washington Adventist Hospital. The earlier schedule to hold a public information workshop in the spring was delayed to allow for coordination with area first responders and the Hospital. A public information workshop will be scheduled in the next few months providing the public with the opportunity to ask questions and provide comment on the project. Design of the project is still in the preliminary phases.

The contractor has completed fence removal and temporary fence installation at the Stone Ridge School of the Sacred Heart. Construction entrances at this location are currently being installed and it is anticipated to be completed by the end of June. Sidewalk ramp replacement work is anticipated to start in June and will impact the MD 355 intersections at Jones Bridge Road, Center Drive, NIH's Gateway Dr, and South Dr (on the west side of intersection only). The ramp replacement will take 1-3 months to complete. NIH Security Work - A contractor is still waiting on "Notice to Proceed" for NIH Security-related work and will proceed once the NTP has been issued. ***MAINTENANCE OF TRAFFIC*** For the next 4-8 weeks, expect weekday single lane closures in both directions of MD 355 from 7 a.m. to 3:30 p.m. Monday through Friday and single and double nighttime lane closures from 7 p.m. to 7 a.m. Sunday through Saturday. The work related road closure on Elmhirst Drive will continue for at least 4-8 more weeks.

Steel setting for the project over I-95 is now complete. Crews are in the process of placing bridge deck concrete. They will be working on barrier and the edge of the bridge through May. The bridge is expected to be complete in June and the start of the demolition of the old bridge is expected to begin in July with an estimated completion date of late August. Nearly all of the overhead and underground utilities have been relocated. Crews will begin working on the pavement section in the next couple of weeks. The graded aggregate base will start next week, followed by curb and gutter and asphalt paving. There will be some phasing of traffic at Sweitzer Lane which will be noticeable in the next couple of weeks. Crews will work on completing the new intersection with Sweitzer Lane/ Spur A /Contee Road around the area where it ties into existing Sweitzer Lane. All of this paving work is expected to be complete between Sweitzer Lane and the Van Dusen Road on the east side of the project by late June. The temporary signage, striping, and guardrails should be completed in June in time to open the road and new bridge. When the road is open it will only be two lanes ' one lane each direction like the current traffic pattern until the project is complete. The latest estimated completion date for the project is late fall 2014. Relocation of the WSSC 30-inch water main will begin in May and is expected to last through June. Remaining work after the road is open includes three areas from western limit of the project to Sweitzer Road, the far east end of the job tying into Van Dusen and Virginia Manor and the ramps to I-95. Crews will be working on storm drainage, finish grading and pavement section through the end of the year. Permanent signals, lighting and signage will not be noticeable until later this year.

Construction is occuring on the I-695/Frederick Road Interchange Reconstruction project. The notice to proceed was issued to the contractor, American Infrastructure (AI) in April 2011. AI has switched traffic to the north side of MD 144 (Frederick Road). AI will be completing bridge demolition and preparation work for the south side MD 144 bridge. Construction is occuring on the I-695/Wilkens Avenue Inner Loop Bridge Replacement project. The notice to proceed was issued to the contractor, Six M Company, in August 2011. Recently, traffic has been moved to the outside edge of I-695 and work is occuring in the median. Six M finished placing structural steel. Currently, they are pouring the structure's deck, completing roadway approaches on I-695, completing roadway work on the interchange ramps to Kenwood Avenue, and stormwater management construction between on and off ramps. Final Engineering is currently on hold for I-695 Outer Loop from MD 144 to south of US 40 segment. All other segments of the project are unfunded.

Project status: 16% complete Current work: - Crews are driving piles for the west abutment (end support) of the widened bridge. Piles are long steel beams that are hammered deep into the ground to to anchor the bridge in the bedrock. - Crews are excavating for a temporary gabion outlet structure and earth dike in the median of I-70. The gabion outlet, a wire basket filled with rock, will help divert the energy of stormwater runoff to prevent erosion, while the earth dike will channel the water's flow. SHA will closely coordinate with the Town of Hampstead and JMT to resolve issues in a timely manner to hold the milestone date of 3/7/2013.

Project contract for $2.8 million was awarded to Corman Construction, Inc., of Annapolis Junction, MD. The bridge deck replacement on US 50 westbound at Queenstown will begin 09/24/2012 and be completed in spring 2013. Motorists on US 50 will encounter ramp lane closures for about seven months. Motorists traveling along US 301 northbound may expect some infrequent lane closures. The original bridge was built in 1950. Upgrades will include an entirely new deck, resurfacing, replacing corroded steel and maintenance and cleaning of the brick walls adjacent to the travel lanes.

This project involves the widening of 11.3 miles of MD 404 from two lanes to four lanes from US 50 to MD 404 Business, including associated service roads. The project is broken up into four phases and over 30 % of final design is completed. Final design beyond the 30% stage will be done in segments. Phase 1A is now open to traffic. The construction plans for Phase 1B are now 65% complete. Right of way needs to determine requirements to accommodate the new Maryland Department of the Environment (MDE) regulations for Erosion and Sediment Control and water quality, have been reassessed. A modified concept for Service Roads has been developed for the corridor. It is subject to further review as the project advances. Wetland mitigation design for the corridor has been finalized and may be incorporated in the Phase 1B plans with offsite locations being considered.

Construction Schedule/Lane Closures and Detours - Spring/Summer 2013 Spring/Summer Detour of Loflin Road at MD 7: On or about March 25, SHA will close and detour the end of Loflin Road at MD 7 for waterline work in the intersection area. Loflin Road will remain open during waterline work, and a marked detour route will direct motorists to enter and exit Loflin Road at US 40 East. The Loflin Road closure at MD 7 and the detour will be in effect until late summer 2013, weather permitting. (Go to the Maps section of this project webpage to view the detour plan) MD 7 and US 40 Ongoing Temporary Lane Closures: During construction work, there will be temporary single lane closures on US 40 West and MD 7 at any time between 9 a.m. and 3 p.m. Monday ' Friday and between 7 p.m. and 5 a.m. the next day Monday ' Thursday. There may be occasional lane closures between 9 a.m. and 3 p.m. on Saturdays. Construction work is currently scheduled for completion late fall 2013.

After additional roundabout studies were done, it was determined that a one-lane roundabout with free right turn lanes on northbound MD 159 (Perryman Rd) and on eastbound MD 7 (Old Philadelphia Rd) would achieve a comparable level of service as that of a two-lane roundabout. Field surveys have been completed and the "One-lane roundabout with free right-turns" will be the option designed. Concepts for this option have been developed that will help minimize right-of-way impacts. Preliminary hydraulic and hydrology studies have been completed in order to determine what type of stormwater management will be required for these improvements. Due to design and construction funding limitations, the project is on hold pending funding.

CONSTRUCTION UPDATE - Phase 1 of construction work is underway and both lanes of Middletown Road have been shifted to the south side of the existing bridge. Temporary lane closures on I-83 may occur at any time during off-peak travel hours. Beginning on or after Monday, December 10, SHA and the contractor will close the right and left shoulders of I-83 North and South in the vicinity of the Middletown Road interchange, and place temporary concrete barriers in place on the highway that will remain in place during construction work. Please plan ahead for extra travel time and use caution while driving through the interchange work zone. The project is currently slated for completion fall 2013.

The National Environmental Protection Agency (NEPA) reevaluation document has been approved and right of way funding obligated. Right of Way Plats will be issued in early April 2013. Final Design is about 65% complete.

An Advance Utility Breakout Project for this contract began construction in August of 2009 and is continuing with relocations in preparation for the interchange. An Advanced Demolition Contract will be advertised in Summer 2013. Under this contract, the structures located at the now abandoned BP gas station and Glenmont Automotive Center would be razed. The start of construction is contingent on the relocation of the Kensington Volunteer Fire Department. Currently the fire department is scheduled to complete its relocation to a temporary station by early 2014.

Once Design Approval is granted by the SHA Administrator, the planning process will be completed. This project is not currently funded for the design, right-of-way acquisition, or the construction phases of project development.
