Región Andina convocó a la industria de recubrimientos

Colombia. La presencia de importantes empresas del sector de materias primas para formulación presentes en el pasado congreso y muestra comercial Andina Paint 2012 fue muestra del interés por incrementar la participación en el mercado colombiano.

En la feria realizada el pasado 7 y 8 de marzo en Bogotá, en la que estuvieron 36 firmas expositoras, más de 180 asistentes a las charlas y alrededor de 350 visitantes pertenecientes a la industria, también se constató la apuesta de las empresas por ofrecer productos con tendencia amigable con el medio ambiente.

Gabriel Ángel González, director de operaciones de Soluteq y nuevo presidente de Star (Asociación de Técnicos Andinos en Recubrimientos), comentó sobre la tendencia verde que “todo apunta hacia ese camino; sabemos que el cambio se dará lentamente, pero considero que en unos cuantos años la industria se enfocará en su totalidad hacia esa tendencia y eso lo podemos constatar en esta edición de Andina Paint”.

Las empresas también aseguraron que se concentran en regular el constante aumento del valor de algunas de las materias primas que modifican los precios de sus productos. Así lo mencionó Edgar Gacharná, gerente técnico de la distribuidora colombiana Mesa Hermanos: “Durante este año el mercado se mantendrá estable, aunque se presentarán algunos aumentos de precios en ciertas materias primas; por ello, debemos estar preparados y diseñar estrategias para seguir ofreciéndole a nuestros clientes precios competitivos sin afectar su negocio”.

De otro lado, el espacio para las conferencias se especializó en profundizar temas sobre nanotecnología, sistemas base solvente a base agua, sostenibilidad, dispersiones con bajo contenido de VOC, así como a conocer las tecnologías nuevas y emergentes en el mundo de los recubrimientos.

Costos de materias primas al alza

Las Américas. Los precios de las materias primas siguen presentando modificaciones al alza. Esto lo constata el anuncio de dos reconocidas empresas como Dupont y Cytec, las cuales informacon sobre el aumento de los precios de algunas de sus líneas para recubrimientos.

Dupont Titanium Technologies anunció un incremento en precios de US$0.20 por libra para su línea de dióxido de titanio (Ti Pure®) que se vende en Estados Unidos y Canadá para recubrimientos, plásticos, láminas y aplicaciones especiales.

De igual manera, Cytec confirmó un aumento de precios en toda su línea de resinas en polvo (Crylcoat®, Additol®, Modaflow® y Uvecoat®) que ofrece en Norte América y Latinoamérica.

El incremento estará entre US$0.10 y US$0.12 por libra y se hará efectivo para los envíos realizados a partir del 1 de abril o como los contratos lo permitan. Cytec también confirmó que para la misma fecha se presentarán aumentos para las Américas en las resinas y aditivos especiales de entre 6% y 12%, dependiendo del producto.

VISIÓN DEL SECTOR PLÁSTICO

-Creo que la Industria del plástico tiene un futuro interesante. El plástico bien usado es un producto sustentable, el inconveniente es que en Latinoamérica, el reciclaje es un concepto que apenas está asimilándose. Las personas que estamos en la Industria del plástico no nos habíamos preocupado antes por educar a la población y explicar la importancia de separar la basura y reciclar. Considero que es una tarea compartida, en la que debemos participar toda la cadena, desde el productor, el transformador, el gobierno, el sistema educativo y la población en general. La preocupación es que por muchos años ninguno participó, usábamos los plásticos y listo. Se dice que las bolsas de plástico contaminan, pero eso no es verdad, los que contaminamos somos nosotros.
Hoy se está concientizando a la gente, pero estamos atrasados, vamos a tener que trabajar muy duro para mejorar la cultura del reciclaje.

Internacional. Stickerfix es una solución para la reparación y protección de daños en carrocerías que hace parte de la división Automotive & Aerospace Coatings de AkzoNobel ( A&AC) y que ya trabaja con un equipo de automovilismo de Fórmula 1: Vodafone McLaren Mercedes.

La división de AkzoNobel labora desde hace tres años con la escudería británica, y tras un proceso de pruebas, el acuerdo para implementar Stickerfix se ha extendido para el próximo año. Este sistema adhesivo viene recubierto con la pintura original del bólido y permite aplicar de manera instantánea el vinilo pintado sobre los daños que se presentan en la carrocería del vehículo.

“La mayor parte de la gente no se da cuenta de la cantidad de trabajo que se realiza entre carreras para prepararse para la siguiente. Además de que los coches sufren daños estéticos, se preparan de un modo diferente para cada carrera, para mejorar la aerodinámica. Eso significa que puede haber desperfectos en la chapa o remaches expuestos u otras imperfecciones”, comentó Jim Rees, Consejero Delegado de A&AC.

“Llevamos trabajando con A&AC desde 2008 para crear las tonalidades más sorprendentes y los productos de menor peso para nuestra área del taller de pintura. Ahora estamos usando stickerfix, una solución fácil de utilizar y adaptable para reparar pequeños daños y así asegurarnos de que nuestros coches estén como nuevos aunque no podamos llevarlos al taller”, indicó Jonathan Neale, Consejero Delegado de McLaren Racing.

Demand for Thermoplastic Elastomers to Reach 5.6 Million Metric Tons

CLEVELAND - Global demand for thermoplastic elastomers (TPEs) is forecast to rise 6.3 percent per year to 5.6 million metric tons in 2015. Gains will represent an acceleration from the pace of the 2005-2010 period, as motor vehicle production - the leading outlet for TPEs - rebounds in the United States and Western Europe. Advances will also be fueled by the rising use of TPEs in the developing countries of the world, where these materials are continuing to penetrate new applications. Additionally, TPE demand will benefit from the ongoing push to reduce motor vehicle weight. Limiting further gains, however, will be a high degree of maturity in slower-growing markets such as footwear. These and other trends are presented in “World Thermoplastic Elastomers,” a new study from The Freedonia Group Inc., a Cleveland-based industry research firm.

The Asia-Pacific region will continue to be the largest and fastest-growing market for TPEs through 2015, when it will account for nearly half of global demand. China, which has become the world’s largest consumer of TPEs, will continue to see robust growth in demand. Regional gains will also benefit from nearly double-digit annual expansion in India and a noticeable acceleration in the Japanese market. TPE demand in North America and Western Europe will see substantial improvement compared to the recession-plagued 2005-2010 period. Over the long term, however, these regions are expected to account for an increasingly smaller share of global TPE demand. Other world regions will enjoy above-average advances in TPE demand through 2015, particularly Eastern Europe with its expanding automotive production industry.

Motor vehicles account for the largest portion of the world TPE market, with 30 percent of total demand in 2010. Consumer goods markets will see slightly subpar gains, however, as rising use in applications such as appliances and household items will be countered by the large and mature footwear market. The fastest growth will be seen in smaller-volume TPE markets, driven primarily by the robust medical products industry, as well as emerging applications in the packaging market.

Colombia. La octava versión de Cubrecol Américas cubrió todas las expectativas tanto para asistentes y expositores que durante dos días compartiendo con los especialistas en el campo de la aplicación y acabado de las pinturas y los recubrimientos.

La edición 2011 contó con la presencia de 150 asistentes al Programa Académico, más de 630 visitantes, 16 empresas expositoras, 20 conferencistas.

Julián Restrepo, quien dio la charla Nanotecnología, comento que “los invitados fueron de alto nivel, preocupados por conocer cosas nuevas, sus intervenciones en la charla aportaron bastante a la información que queríamos dar a conocer. Este tipo de eventos permite solucionar muchos de los problemas que tienen en sus respectivas empresas.

Para Fernando Cerrillo, de Promat – Invesa, y quien presentó la charla Protección pasiva contra el fuego según nuevas alternativas, comentó sobre el objetivo de su charla que “es importante que la gente empiece a tomar conciencia sobre los productos que utliza para protección de fuegos, a veces pensamos que hay soluciones que supuestamente son carísimas y que ahorran tiempo, dinero y vidas. En América Latina todavía hay una cultura muy reactiva, inviertes en accesorios post desastres como mangueras, extintores que son importantes pero con pinturas que no sean inflamables”.

Asimismo, los asistentes mostraron su satisfacción por la calidad de las charlas dictadas y la manera en la que se resumen el programa. Por ejemplo, Ana Carolina Restrepo, de Antek, comentó que “me gustó mucho el formato en el que se dividieron las conferencias por categoría, fue un congreso muy provechoso para mi desempeño profesional”.

Entre tanto, Gonzálo Suárez, de Andercol, dijo al respecto que “me parece que se está abordando temas de mucha actualidad que enriquecen mucho la tecnología en el área de recubrimientos”.

Por tratarse de un material básico con limitadas opciones de reemplazo, la crisis en el precio del dióxido de titanio ha generado nerviosismo en toda la industria. Por fortuna, algunas soluciones comienzan a vislumbrarse.

Por años el dióxido de titanio se ha convertido en el pigmento más básico para la industria de pinturas y recubrimientos. Entre otras cosas, a este pigmento blanco se le atribuyen grandes bondades como una baja toxicidad, estabilidad, y facilidad de dispersión, lo que lo convierten en el compuesto más importante para la producción a escala mundial, en lo que a pigmentos se refiere.

La variación en su cotización internacional ha sido decisiva en el comportamiento de la industria de pinturas, dado que las alzas en sus precios afectan la estructura básica de costos, al ser considerado una de las materias primas de mayor utilidad y mejores propiedades para la producción de recubrimientos. Esas características, sumadas a una excelente blancura, opacidad y capacidad protectora, hacen que el dióxido de titanio (tipo IV) sea idóneo para otros usos como la fabricación de plásticos, tintas, cosméticos, cerámica, cemento blanco y alimentos.

En los últimos años, con el desarrollo de nuevas tecnologías para mejorar el desempeño de las formulaciones de recubrimientos y esmaltes, el TiO2 se ha destacado por ser un material con excelente relación costo/beneficio. Ello le ha valido el reconocimiento como uno de los componentes más usados en el desarrollo de nanotecnologías, especialmente en las pinturas autorreparables, los vidrios anti rayones, recubrimientos auto limpiantes, entre otros.

Hoy en día es el material preferido de los desarrolladores de recubrimientos “inteligentes”. Dentro de las aplicaciones más comunes está el uso como mascara en el proceso de generación de nanoestructuras, junto con el óxido de zinc, como. En combinación con la luz, el agua y la radiación UV, el TiO2 también se usa como fotocatalizador para eliminar la presencia de materiales orgánicos, incluidos los Compuestos Orgánicos Volátiles, VOC. Esto se traduce en propiedades antimicrobianas, bactericidas, de desodorización y esterilización que, además, no genera gases tóxicos para el ser humano.

Mercado en recuperación
El 2011 ha traído consigo noticias referentes a inversiones puntuales en sectores como la construcción, la infraestructura y el aeroespacial, que han aliviado la tensión de los fabricantes de pinturas y recubrimientos, luego de un año de crisis.

Los proyectos de inversión en toda América Latina, tanto públicos como privados, traen consigo un beneficio directo para esta industria, en la medida en que se requiere de protección para las estructuras que se construyen, incluyendo casas, hoteles, sistemas de transporte, puertos, escenarios deportivos, vías, entre otros. Así las cosas, es muy probable que en los próximos dos años se presente un crecimiento del sector, apoyado en la inversión en desarrollo físico que hace cada uno de los países.

Las materias primas, como es el caso del dióxido de titanio, sufrirán un aumento en las ventas que será consecuente con la demanda antes mencionada, lo que probablemente desemboque en un alza de precios, dado que no hay nuevos yacimientos de rutilo, que es el material del que se extrae originalmente el TiO2 (Tipo IV). Es pertinente señalar que el rutilo se extrae para luego ser purificado con cloruros de titanio y reaccionarlo con oxígeno molecular a una temperatura superior a los 1.000ºC.

Estados Unidos. Investigadores del Instituto Politécnico Rensselaer desarrollaron un nuevo método para crear una capa de nanopartículas doradas que miden solo millonésimas de un metro de espesor. Estos recubrimientos dorados auto ensamblados que miden menos de 10 nanómetros, podrían tener implicaciones importantes para la fabricación de la nanoelectrónica.

El profesor asistente en el departamento de física, física aplicada y astronomía de Rensselaer, Sang-Kee Eah, demostró cómo las nanopartículas doradas se ensamblan dentro de una única patente uniforme llamada superlattice.

El profesor observó una medición superlattice de 20 micras, con una distancia entre líneas de nano partículas de 8,8 nanómetros. Dice que el dominio de las superlattices de 20 micras es el más largo antes documentado y que esta nueva técnica podría dar lugar a superlattices más grandes con características aún más pequeñas.

Para crear la nanocapa, el científico fusionó tolueno líquido – un solvente industrial común – con nanopartículas doradas. Estas forman una monocapa dorada plana y cerrada en la superficie del líquido en contacto con el aire. Al mover la monocapa de nanopartículas doradas a otra superficie aire-agua, el extenso superlattice se forma y recubre una oblea de silicona después de que el tolueno y el agua se evaporan.

Autoridades aprueban la compra de Lubrizol

Internacional. La firma Berkshire Hathaway, propiedad del magnate Warren Buffet, completó la adquisición de la multinacional proveedora de materias primas para el sector de cosmética y pinturas, Lubrizol, por US$9.700 millones (unos $135 por acción), en una transacción completamente en efectivo.

La transacción ya fue aprobada por los organismos reguladores de comercio de Estados Unidos y otros países en los que ambas compañías hacen presencia e incluyó la adquisición de una deuda por US$700 millones.

“Lubrizol es una gran adición a la familia Berkshire Hathaway”, dijo Warren Buffett, jefe ejecutivo de Berkshire Hathaway. "Esperamos ver un buen desempeño continuo de la empresa, ya que ejecuta sus estrategias de crecimiento."

Entre tanto, James Hambrick, presidente de Lubrizol aseguró que “como parte de Berkshire Hathaway, tenemos oportunidades reales y significativas para seguir creando valor para el cliente, proporcionando químicas complejas e innovadoras, fórmulas y soluciones para algunas de las aplicaciones más exigentes en el mundo”.

Buffet también informó que la sede internacional de Lubrizol seguirá estando en Wickliffe, Ohio y que Hambrick continuará siendo la cabeza visible de la firma que ahora es legalmente subsidiaria de Berkshire Hathaway.

Basf invierte en producción de insumos

rasil. Con una inversión de US$682,5 millones (unos 500 millones de euros), Basf comenzará la construcción de una planta que producirá ácido acrílico, acrilatos de butilo y polímeros superabsorbentes (SAP) en Camaçari, en estado de Bahia, según informó la compañía en un comunicado.

La planta, cuya construcción inicia en el último trimestre de 2011 para comenzar operaciones en el 2014, es la primera en fabricar este tipo de materiales en Latinoamérica y se constituye en la inversión más alta que BASF ha hecho en la región desde que entró al mercado hace cerca de un siglo.

Adicionalmente, Basf anunció que en 2015 comenzará a producir el 2-etil-hexil-acrilato, un importante insumo usado en la fabricación de adhesivos y recubrimientos industriales de alto desempeño, en la planta que ya opera en el poblado de Guaratinguetá, estado de São Paulo.

Con estas inversiones, Basf toma ventaja en varios segmentos industriales como tisú, acrílicos para pinturas, textiles y adhesivos para el sector de construcción civil, pues la producción local evita los sobrecostos que se generan con las cargas impositivas que conllevan las importaciones.

AkzoNobel será proveedor oficial para repintado de Renault

Brasil. AkzoNobel, por medio de su división de Recubrimientos Automotrices y Aeroespaciales, fue seleccionada como proveedora oficial de productos y servicios para el repintado automotriz de los vehículos Renault en Brasil.

El acuerdo, firmado por ambas compañías en los primeros días de septiembre, contempla que los recubrimientos de la multinacional de pinturas serán considerados como “productos oficiales” de Renault, en reemplazo de una línea propia que se usaba hasta ahora.

Actualmente el fabricante de vehículos tiene más de 180 puntos de venta en todo Brasil y la meta para AkzoNobel es llegar a la mitad de ellas durante el primer año de vigencia del acuerdo, por lo que desde ya prepara un grupo de expertos que asesorará a los concesionarios.

Adicionalmente dispondrá de sistemas tintométricos con balanza de alta precisión y un software que reconoce más de 80 mil fórmulas de colores y es capaz de reproducir cualquiera de los tonos aplicados en los vehículos de Renault.

El acuerdo será válido por dos años, según anunciaron ambas empresas luego de seis meses de negociaciones: “Sin duda nuestro objetivo es prolongar esta alianza y consolidarla. Por eso ofrecer soluciones en productos y servicios de calidad e innovadores será uno de nuestros focos en este trabajo conjunto”, declaró Almir Gozzi, director general de Recubrimientos Automotrices y Aeroespaciales de AkzoNobel en América Latina.

Preparedness Tip #1
Take a moment to imagine that there is an emergency, like a fire in your home, and you need to leave quickly. What are the best escape routes from your home? Find at least two ways out of each room. Now, write it down — you’ve got the beginning of a plan.

Preparedness Tip #2
Pick a place to meet after a disaster. Designate two meeting places. Choose one right outside your home, in case of a sudden household emergency, such as a fire. The second place you choose needs to be outside your neighborhood, in the event that it is not safe to stay near or return to your home.

Choose an emergency contact person outside your area because it may be easier to call long distance than locally after a local/regional disaster. Take a minute now to call or e-mail an out-of-town friend or family member to ask him or her to be your family’s designated contact in the event of an emergency. Be sure to share the contact's phone number with everyone in the family. During an emergency, you can call your contact who can share with other family members where you are; how you are doing; and how to get in contact with you.

Complete an emergency contact card and make copies for each member of your family to carry with them. Be sure to include an out-of-town contact on your contact card. Teach your children how and when to call 9-1-1 or your local Emergency Medical Services number for help. Post these and other emergency telephone numbers by telephones.

Practice. Conduct fire drills and practice evacuating your home twice a year. Drive your planned evacuation route and plot alternate routes on a map in case main roads are blocked or gridlocked. Practice earthquake and tornado drills at home, school and work. Commit a weekend to update telephone numbers, emergency supplies and review your plan with everyone.

A community working together during an emergency makes sense.

Talk to your neighbors about how you can work together during an emergency.
Find out if anyone has specialized equipment like a power generator, or expertise such as medical knowledge, that might help in a crisis.
Decide who will check on elderly or disabled neighbors.
Make back-up plans for children in case you can't get home in an emergency.

What if disaster strikes while you’re at work? Do you know the emergency preparedness plan for your workplace? While many companies have been more alert and pro-active in preparing for disasters of all types since the September 11, 2001 attacks, a national survey indicates that many employees still don’t know what their workplace plan is for major or minor disasters. If you don’t know yours, make a point to ask. Know multiple ways to exit your building, participate in workplace evacuation drills, and consider keeping some emergency supplies at the office. Preparedness Tip #12You should keep enough supplies in your home to meet the needs of you and your family for at least three days. Build an emergency supply kit to take with you in an evacuation. The basics to stock in your portable kit include: water, food, battery-powered radio and flashlight with extra batteries, first aid supplies, change of clothing, blanket or sleeping bag, wrench or pliers, whistle, dust mask, plastic sheeting and duct tape, trash bags, map, a manual can opener for canned food and special items for infants, elderly, the sick or people with disabilities. Keep these items in an easy to carry container such as a covered trash container, a large backpack, or a duffle bag.

Preparedness Tip #13
Preparing for emergencies needn’t be expensive if you’re thinking ahead and buying small quantities at a time. Make a list of some foods that:

Have a long shelf-life and will not spoil (non-perishable).
You and your family like.
Do not require cooking.
Can be easily stored.
Have a low salt content as salty foods will make you more thirsty.

Keep the list in your purse or wallet and pick up a few items each time you’re shopping and/or see a sale until you have built up a well-stocked supply that can sustain each member of your family for at least three days following an emergency.

Preparedness Tip #14
Take a minute to check your family’s first aid kit, and note any depleted items — then, add them to your shopping list. Don’t have a first aid kit? Add that to the list or build a kit yourself. Just add the following items to your shopping list and assemble a first aid kit. Consider creating a kit for each vehicle as well:

Preparedness Tip #15
Keep at least a three-day supply of water per person. Store a minimum of one gallon of water per person per day (two quarts for drinking, two quarts for food preparation and sanitation). Store water in plastic containers such as soft drink bottles. Avoid using containers that will decompose or break, such as milk cartons or glass bottles. A normally active person needs to drink at least two quarts of water each day. Hot environments and strenuous activity can double that amount. Children, nursing mothers, and people who are sick will also need more.

One of the easiest ways you can prepare for emergencies is to keep some supplies readily available. Every kit is unique and can be tailored to meet the specific needs of your family, but below is a general list of supplies you may want to consider:

Check the scene and the victim
Call 9-1-1 or your local emergency number posted by the telephone

Preparedness Tip #21
Read the information on your city, county and/or state government Web sites as well as the “Be Prepared” section of www.redcross.org or Ready.gov and print emergency preparedness information. Be sure to keep a copy with your disaster supplies kit. It can provide telephone numbers, addresses and other information you need when electronic connections are not available options for obtaining the information.

Preparedness Tip #22When water is of questionable purity, it is easiest to use bottled water for drinking and cooking if it is available. When it’s not available, it is important to know how to treat contaminated water. In addition to having a bad odor and taste, water from questionable sources may be contaminated by a variety of microorganisms, including, bacteria and parasites that cause diseases such as dysentery, cholera, typhoid, and hepatitis. All water of uncertain purity should be treated before use. Use one or a combination of these treatments:

Filter: Filter the water using a piece of cloth or coffee filter to remove solid particles.
Boil: Bring it to a rolling boil for about one full minute. Cool it and pour it back and forth between two clean containers to improve its taste before drinking it.
Chlorinate:
- Add 16 drops (1/8 teaspoon) of liquid chlorine bleach per gallon of water. Stir to mix. Sodium hypochlorite of the concentration of 5.25% to 6% should be the only active ingredient in the bleach. There should not be any added soap or fragrances. A major bleach manufacturer has also added Sodium Hydroxide as an active ingredient, which they state does not pose a health risk for water treatment.
- Let stand 30 minutes.
- If it smells of chlorine. You can use it. If it does not smell of chlorine, add 16 more drops (1/8 teaspoon) of chlorine bleach per gallon of water, let stand 30 minutes, and smell it again. If it smells of chlorine, you can use it. If it does not smell of chlorine, discard it and find another source of water.

Flood water can also be contaminated by toxic chemicals. Do NOT try to treat flood water.

Preparedness Tip #23
In some emergencies you may be required to turn off your utilities. To prepare for this type of event:

Locate the electric, gas and water shut-off valves.
Keep necessary tools near gas and water shut-off valves
Teach adult family members how to turn off utilities.

If you turn off the gas, a professional must turn it back on. Do not attempt to do this yourself.

Preparedness Tip #24
Understand that during an emergency you may be asked to “shelter-in-place” or evacuate. Plan for both possibilities and be prepared to listen to instructions from your local emergency management officials. Preparedness Tip #25
A disaster can cause significant financial loss. Your apartment or home may be severely damaged or destroyed. You may be forced to live in temporary housing. Income may be cut off or significantly reduced. Important financial records could be destroyed. Take the time now to assess your situation and ask questions.

Preparedness Tip #26
Learn if earthquakes are a risk in your area by contacting your local emergency management office, local American Red Cross chapter, or state geological survey or department of natural resources. Information about earthquake risk is also available from the U.S. Geological Survey National Seismic Hazards project.

Preparedness Tip #27
Floods are among the most frequent and costly natural disasters in terms of human hardship and economic loss. As much as 90 percent of the damage related to all natural disasters (excluding draught) is caused by floods and associated debris flow. Most communities in the United States can experience some kind of flooding. Melting snow can combine with rain in the winter and early spring; severe thunderstorms can bring heavy rain in the spring or summer; or hurricanes can bring intense rainfall to coastal and inland states in the summer and fall. Regardless of how a flood occurs, the rule for being safe is simple: head for higher ground and stay away from floodwater. Even a shallow depth of fast-moving floodwater produces more force than most people imagine. You can protect yourself by being prepared and having time to act. Local radio or television stations or a NOAA Weather Radio are the best sources of information in a flood situation.

Preparedness Tip #28
When there is concern about a potential exposure to a chemical or other airborne hazard, local officials may advise you to "shelter-in-place “ and “seal the room.” This is different from taking shelter on the lowest level of your home in case of a natural disaster like a tornado. If you believe the air may be badly contaminated or if you are instructed by local officials, follow the instructions below to create a temporary barrier between you and the contaminated air outside.

To shelter-in-place and seal-the-room:

Close and lock all windows and exterior doors.
Turn off all fans, heating and air conditioning systems.
Close the fireplace damper.
Get your disaster supplies kit and turn on your battery-powered radio.
Go to an interior room that is above ground level and without windows, if possible. In the case of a chemical threat, an above-ground location is preferable because some chemicals are heavier than air, and may seep into basements even if the windows are closed.
If directed by local authorities on the radio, use duct tape to seal all cracks around the door and any vents into the room. Tape plastic sheeting, such as heavy-duty plastic garbage bags, over any windows.
Listen to your radio or television for further instructions. Local officials will tell you when you can leave the room in which you are sheltering, or they may call for evacuation in specific areas at greatest risk in your community

Preparedness Tip #29
If there is an explosion:

Take shelter against your desk or a sturdy table.
Exit the building immediately.
Do not use elevators.
Check for fire and other hazards.
Take your emergency supply kit if time allows.

If there is a fire:

Exit the building immediately.
If there is smoke, crawl under the smoke to the nearest exit and use a cloth, if possible, to cover your nose and mouth.
Use the back of your hand to feel the upper, lower, and middle parts of closed doors.
If the door is not hot, brace yourself against it and open slowly.
If the door is hot, do not open it. Look for another way out.
Do not use elevators.
If your clothes catch on fire, stop-drop-and-roll to put out the fire. Do not run.
If you are at home, go to your previously designated outside meeting place.
Account for your family members and carefully supervise small children.
GET OUT and STAY OUT. Never go back into a burning building.
Call 9-1-1 or your local emergency number.

Preparedness Tip #30
Unlike an explosion, a biological attack may or may not be immediately obvious. Most likely local health care workers will report a pattern of unusual illness or a wave of sick people seeking medical attention. The best source of information will be radio or television reports.

Understand that some biological agents, such as anthrax, do not cause contagious diseases. Others, like the smallpox virus, can result in diseases you can catch from other people.

In the event of a biological attack, public health officials may not immediately be able to provide information on what you should do. It will take time to determine exactly what the illness is, how it should be treated, and who may have been exposed. You should watch TV, listen to the radio, or check the Internet for official news including the following:

Are you in the group or area authorities believe may have been exposed?
What are the signs and symptoms of the disease?
Are medications or vaccines being distributed?
Where? Who should get them and how?
Where should you seek emergency medical care if you become sick?

During a declared biological emergency:

If a family member becomes sick, it is important to be suspicious.
Do not assume, however, that you should go to a hospital emergency room or that any illness is the result of the biological attack. Symptoms of many common illnesses may overlap.
Use common sense, practice good hygiene and cleanliness to avoid spreading germs, and seek medical advice.
Consider if you are in the group or area authorities believe to be in danger.
If your symptoms match those described and you are in the group considered at risk, immediately seek emergency medical attention.

If you are potentially exposed:

Follow instructions of doctors and other public health officials.
If the disease is contagious expect to receive medical evaluation and treatment. You may be advised to stay away from others or even deliberately quarantined.
For non-contagious diseases, expect to receive medical evaluation and treatment.

If you become aware of an unusual and suspicious substance nearby:

Quickly get away.
Protect yourself. Cover your mouth and nose with layers of fabric that can filter the air but still allow breathing. Examples include two to three layers of cotton such as a t-shirt, handkerchief or towel. Otherwise, several layers of tissue or paper towels may help.
Wash with soap and water.
Contact authorities.
Watch TV, listen to the radio, or check the Internet for official news and information including what the signs and symptoms of the disease are, if medications or vaccinations are being distributed and where you should seek medical attention if you become sick.
If you become sick seek emergency medical attention.
