Then these numbers repeat at least once and sometimes more than once.<br /> <br /> For example, here are the Mega Ball numbers and how many times they were drawn during the period from March 1, 2011 through June 10, 2011 :<br /> <br /> <div align=center><table cellspacing=0 cellpadding=1 width="50%"><tr><td><b>Mega Ball</b></td><td><b>Draws</b></td></tr> <tr><td align=center>07</td><td align=center>2</td></tr> <tr><td align=center>09</td><td align=center>3</td></tr> <tr><td align=center>13</td><td align=center>2</td></tr> <tr><td align=center>15</td><td align=center>2</td></tr> <tr><td align=center>29</td><td align=center>2</td></tr> <tr><td align=center>43</td><td align=center>3</td></tr> <tr><td align=center>45</td><td align=center>2</td></tr> </table></div><br /> So, out of 30 drawings, these 7 numbers came up 16 times... that's more than half of the time!<br /> <br /> I've noticed a similar pattern for every 3 month period in the past year too. For some crazy reason the Mega-Ball Number 1 has not been picked since October 15, 2007. That is, until last Tuesday night!<br /> <br /> <b>Yes, On September 14, 2010, the delinquent Mega Ball "1" finally arrived.</b><br /> <br /> Were you playing it, thinking it was due? If so, you've been waiting almost 3 years for your number to hit! So much for the law of averages, randomness and other concepts we rely on when we pick our lottery numbers.<br /> <br /> I guess you could say that given an infinite number of Mega Millions drawings, the Mega Ball "1" would eventually appear as often as all other numbers, but I just don't see it.<br /> <br /> The weird thing is that between September 13, 1996 and October 15, 2007, the Mega Ball "1" came up 39 times. That's an average of 3 times per year. Not very often, but in line with the other Mega Ball numbers. <br /> <br /> <b>But in the last 2 years and 11 months Mega Ball "1" has only come up once!</b><br /> <br /> Contrast those statistics with these: The Mega Ball "21" came up 46 times since 1996. And, in just the last 3 years, the Mega Ball "25" came up a total of 15 times. That's 15 times more often than Mega Ball "1" for the same 3 year period!<br /> <br /> OK, so I was thinking that somehow the low, single-digit numbers, like "1" or "2" just don't appear as often as the two-digit numbers. Unfortunately, the Mega Millions drawings do NOT bear this out. <br /> <br /> For example, Mega Ball "2" has appeared 13 times in the last 3 years, just behind Mega Ball "25".<br /> <br /> <b>Something to ponder:</b> <br /> Now that Mega Ball "1" has arrived, could it be appearing more often in the future?<br /> <br /> You be the judge. From what I gather, this "Megaplier" has been available in other states for some time, but it's new to us here in Illinois. <br /> <br /> Here's what I found out about the new Megaplier option for the MegaMillions Drawing:<br /> <br /> <p style="font-size:1.2em"><b>First of all... What is the Megaplier?</b></p>Answer: Some states use a Megaplier feature in which players can increase <b>non-jackpot</b> prize winnings by 2, 3, or 4 times. In a participating state, you can play the Megaplier for an extra $1. <br /> <br /> Any prize won (not including the jackpot) on a Mega Millions play will be multiplied by the Megaplier number drawn, but only if you have purchased the Megaplier feature. <br /> <br /> For example, if you win $10,000 on Mega Millions and the Megaplier number drawn is 4, you would win $40,000 ($10,000 x 4) if you paid an extra dollar for the Megaplier feature.<br /> <br /> <p style="font-size:1.2em"><b>Special rule for The Match 5 white balls prize with Megaplier option.</b></p>The Match 5 white balls prize will ALWAYS be multiplied 4X’s for $1 million cash regardless of the value of the Megaplier! Very nice! Then be careful!<br /><br />In some states you will need a pre-agreement in writing to ensure that the jackpot is split directly from the lottery authority and not left up to you and your friends to split after payout.<br /><br /><p class=reviewp>The Trouble With Taxes</p>Why? In a word... taxes. Any jackpot payout will have 25% federal taxes withheld right off the bat. These taxes get applied to whoever owns the winning ticket, unless there is a pre-signed agreement indicating how the payout is to be split.<br /><br />If you have such an agreement, then each party receiving a share of the winnings will have 25% taxes withheld and applied to his/her federal tax liability instead of just the person with the lucky ticket. However, the article still remains valid in general and covers some special distribution circumstances, like divorce situations.)<br /><br /><p class=reviewp>Why A Jackpot Sharing Agreement Is A Good Idea</p>Having the lottery people split the jackpot up front is crucial to saving the most taxes from your winnings! Here's why... <br /><br />Basically, without a jackpot sharing agreement, the winning ticket holder pays all the taxes ( a total of almost 50%!!) as if he/she won the jackpot alone. Then, the winner splits the remaining amount among the other parties. So far, so good (assuming that everyone is friendly and nobody expects more than his/her share!)<br /><br /><p class=reviewp>Where The Problem Lies</p>The problem is the taxes owed by the non-ticket holders. The original winner is finished paying taxes before the money is split. That's great for him/her. BUT, the other parties must now pay up to 50% taxes on the amount the winner splits with them.<br /><br />Wait a minute, wasn't the entire jackpot taxed in full (50%) BEFORE the split? Yep, by the original ticket holder only. He/she is square with the feds and the state tax authorities. <br /><br />But when the winner gives the other parties their share of the jackpot, each ends up receiving a taxable "gift" from the original winner. Those gifts are taxed up to 50% to each of the other jackpot sharers. Yikes, that's double taxation! We then had it notarized for extra measure. From what I can tell, although the Mega-Millions drawing is available in 12 states, each state's lottery commission handles payouts individually. Twice a week (on Friday and Tuesday night.) Somebody in Georgia won the $275 million jackpot, but eventually the jackpot went up to $196,000,000. We wanted the lump sum (they call it the "cash option"), so we would have to "settle" for $120,000,000, but that's the price you pay for a ton of instant cash! <br /> <br /> <p class=reviewp>Uncle Sam And The State Of Illinois Want Their Cut</p>But, we had to consider the effect of taxes on our winnings. For example, the lottery bastards would immediately withhold 25% for the feds and 3% for the state of Illinois. Then we had to figure the taxes due over and above the automatic withholding. That came out to roughly another 10% I figured. Keep in mind that this estimate assumes standard deductions and exemptions and no other major deductions like charitable contributions, for example.<br /> <br /> <p class=reviewp>For The Winning Ticket Holder in Illinois, The Bottom Line Would Be...</p>28% taxes withheld out of $120,000,000 = $33,600,000 which would leave $86,400,000. We didn't have a way of sharing the taxes at the time so whoever bought the winning ticket would pay another 10% in taxes on the total amount (payable in quarterly installments to the feds) which would come out to: $12,000,000 in additional taxes. Then, each would receive $37,200,000. But it doesn't end there for the actual winner. <br /> <br /> According to the tax code: <p style="margin:2px 20px;color:#a00000;font-size:.95em">"The donor is generally responsible for paying the gift tax. Under special arrangements the donee may agree to pay the tax instead. Please visit with your tax professional if you are considering this type of arrangement."</p>The winner now must "gift" the other party their $37,200,000 making the donor liable for full taxes on the "gift" less $13,000 / year (allowed as a tax-free gift per the 2009 tax code.) After paying about 35% Federal tax (maximum tax rate for 2009) on the $37,200,000 gift, the actual winning party would end up with $24,180,000. Then, we would get married (why not?) and the money would become both of ours without any further tax burden. (There is no gift tax for a spouse.)</li><li class=litlt>Or optionally, ahead of the next drawing, we could sign and notarize an agreement to split the money equally from any jackpot winnings regardless of who paid for the winning ticket.<br /> <br /> That way the money would be split as it was paid from the lottery. This was the first time we had paid any attention to the ads, but we had good reason this time. <br /> <br /> The jackpot was a sweet $275 million, which would have worked nicely for either (or both of us.) Hell, even if we took the lump-sum amount (somewhere around $165 million) and split it, we would be doing pretty well. <br /> <br /> For background, we both live in the suburbs of Chicago, Illinois and Illinois is one of 42 states where you can buy a ticket for this game. <br /> <br /> The cooperating states are: Arizona, Arkansas, California*, Colorado, Connecticut, Delaware, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, Montana, Nebraska, New Hampshire, New Jersey, New Mexico, New York, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Vermont, Virginia, Washington, Washington DC, West Virginia, Wisconsin.<br /> <br /> <p class=reviewp>The Fun Begins...</p>So, we bought tickets for a Friday night drawing and then it happened. Fate moved it's hand and we got instantly addicted... <br /> <br /> Lynn got 4 of the 5 numbers correct, but missed the 5th and the 6th number (the Mega-Ball). Those four correct numbers netted her $150.00! And all she did was buy a quick-pick, a real no-brainer.<br /> <br /> Here's what really got us going... as I said, she had 4 numbers right. BUT, she missed the 5th number by only one digit! If she got the 5th number right, she would have won $250,000! Man, that was awfully close and not a bad showing for her first $1.00 bet!<br /> <br /> I didn't win anything that time, but we both continued to play. Why not, since she had gotten so close to the 2nd prize ($250,000) which would have been a life-changing amount. <br /> <br /> <p class=reviewp>Can't Win If You Don't Play</p>So we played and played and during the next 3 weeks, I won $7.00 and $2.00 in 2 drawings. Not earth-shattering, but hey, I usually don't win even that much and never that often!<br /> <br /> With all these winners, we were convinced we had finally found a decent paying game, and the jackpots started higher than the typical Illinois lottery.
