On December 4, 2007 the city council approved an ordinance to help deter the theft of AC condensers. In fact, they even added to the ordinance during the final reading by adding a "Tag and hold provision". Here are the items included in the ordinance.&lt;br /&gt;&lt;br /&gt;1.  Scrap metal dealers must have a city permit to operate.&lt;br /&gt;2.  Scrap metal purchases (other than aluminum cans and HVAC coils/condensers) must be paid via voucher.&lt;br /&gt;3.  HVAC coils and condensers can only be purchased / sold from HVAC Contractors.&lt;br /&gt;4.  Property with name on it, must present valid sales receipt from property owner.&lt;br /&gt;5.  Scrap metal dealers must tag and hold purchased metals for 10 days.&lt;br /&gt;&lt;br /&gt;It is anticipated the state will follow suite during the 2008 legislation. They have several reasons to blame the causes but I see the biggest reason to be the freewheeling loans that took place in the last five years.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Looking at Memphis Area Association of Realtor's Septembers numbers below, it shows that the Memphis market sales dropped 25% as compared to last year’s September's sales. The article was written to talk about certain counties with rising delinquency rates coupled with depreciating property values to tighten restrictions on specific loans.&lt;br /&gt;&lt;br /&gt;What was interesting in the article was that Tennessee was ranked 10th in the country in late payments.
