In her assessment of what has been taking place here in Muskego regarding the proposed lake park development, &lt;i&gt;Milwaukee Journal Sentinel&lt;/i&gt; Community Columnist Louise Osborn gravely skewed the facts (“&lt;a href="http://www.jsonline.com/news/opinion/muskego-residents-were-ignored-bc3v4j3-138165294.html" target="_blank"&gt;&lt;b&gt;Muskego residents ignored&lt;/b&gt;&lt;/a&gt;,” 1/27/12).&lt;br /&gt;
&lt;br /&gt;
Osborn claims that some-400 residents packed a Common Council meeting this past Tuesday, 1/24, and that, in her view, 90% were against it, 10% for.&lt;br /&gt;
&lt;br /&gt;
First off, a number of estimates place attendance around the 250-300 mark. Chairs were set up for 250 people. While a number of attendees stood throughout the meeting, there were also a number of empty chairs. Secondly, whatever the attendance number was, not all registered an opinion. Far, far, far from it. And when it comes to her percentages for and against, she appears to have those numbers backwards. According to the written minutes for the 12/13/11 Common Council meeting, 90% of those who spoke favored the plan, while 10% opposed it (9-1). &lt;br /&gt;
&lt;br /&gt;
The majority of speakers also favored the plan during the 9/12/11 Parks and Rec. Board meeting (6-5) and the 9/27/11 Common Council meeting (8-5). Between those who spoke and those who wished to simply record their position on paper during the 1/10/12 Common Council meeting, those who favored the proposal dominated 10-4.&lt;br /&gt;
&lt;br /&gt;
Curiously, I do not see Osborn listed as being present during any of these other meetings, at least not in the role of a speaker or one who registered an opinion on paper. I also do not recall the “huge crowds of concerned citizens” present at these other meetings.&lt;br /&gt;
&lt;br /&gt;
And while I acknowledge here that the opposition out-spoke proponents 31-19 at Tuesday’s meeting, that number is far from the 90-10% Osborn would have us believe. Furthermore, I simply ask: where were all of these angry residents for the previous four public-input opportunities on this matter? Many of them claim they simply didn’t know about any of this. I find that hard to believe. This process has been going on in full public view for over five months, since August.&lt;br /&gt;
&lt;br /&gt;
Osborn also fails to mention that the $25,000 each of these residents will receive for moving expenses is mandated by the state. &lt;br /&gt;
&lt;br /&gt;
Finally, the city is in great financial shape. Its debt is structured to be paid-off-in-full within the next few years, and it has a Moody’s rating of Aa(2) for outstanding obligation debt. This is the result of both fiscally-responsible Common Councils and department heads through the years. Together, working as a team, they have made tough sacrifices, have wisely invested in opportunities that foster economic growth, and have ensured that the quality city services we have come to expect and appreciate do not have to be cut or scaled down.&lt;br /&gt;
&lt;br /&gt;

&lt;i&gt;The following is a paper submitted by the author on January 18, 2012  for a class assignment. The author is currently pursuing a master of  science in management degree from Cardinal Stritch University in  Milwaukee. Students were instructed to write a personal reflection paper on an attribute that they would like to obtain or improve.&lt;/i&gt;&lt;br /&gt;
&lt;br /&gt;
Since our last class session, I have dedicated my time to attempting to be more engaging, particularly as it concerns my business and professional work.&lt;br /&gt;
&lt;br /&gt;
I kicked off this little experiment by sitting down last Thursday evening for about 30 minutes and having a frank, honest discussion with myself in my mind. I had a pen and notepad readily available for any particularly noteworthy thoughts and findings that might have come up. I started asking myself questions like, “Are there any potential opportunities that I’ve been missing out on due to lack of reaching out to my contacts, or failure to adequately follow up with them?” and, “What do I need to work on to improve this situation?”&lt;br /&gt;
&lt;br /&gt;
What I realized after this dialogue with myself was that, when it comes to functions that are more social and casual in nature, such as parties, get-togethers, etc., I am very engaging. I am truly a “social butterfly” in the sense that I love to reach out right away and introduce myself to unfamiliar faces at events like these. I enjoy humor, and often use that as an effective ice-breaker to get to know people. I’ve been described as a “man’s man” by some of my closest friends for my loyalty to them and my willingness to do whatever I can to lend a hand to someone in a time of need. I belong to a number of business networking groups, and feel extremely comfortable engaging with fellow members during our meetings. For the most part, I am very comfortable giving presentations and speeches to groups, and do so on a fairly regular basis.&lt;br /&gt;
&lt;br /&gt;
Despite all of this, however, I found myself wondering if I was somehow leaving opportunity and perhaps even money on the table when it comes to what I do professionally. Upon further analysis, I discovered that much of the problem can actually be tied to issues with time management.&lt;br /&gt;
&lt;br /&gt;
I determined that, if I really wanted to, I could probably fit in two or three one-on-one appointments per week, meeting with fellow business professionals to learn more about what they do and perhaps identify ways in which we may be able to help each other through the sharing of ideas and referrals, or even doing business directly. I belong to all of these different business groups and have a seemingly endless supply of &lt;i&gt;others’&lt;/i&gt; business cards, I figured. So why am I not doing more with these resources and this information, I wondered. And when I thought more deeply about it, I realized that I’ve been spending so much time making excuses. “I’m too busy,” “I already have enough on my plate this week,” “I’d be cutting the time too close to another commitment,” are all excuses I realized I had been making for quite some time. In reality, though, I could make the time for two or three appointments per week, perhaps even more. I realized that I spend a lot of time doing things that are not particularly productive, such as spending countless hours Web surfing with no particular destination or reason in mind. And I honestly don’t understand why I’ve been coming up with so many reasons not to be bothered with activity that could prove to be so beneficial on a number of levels. It’s essentially procrastination, I decided. It’s not being afraid to interact with others, as I certainly have no problem doing so.&lt;br /&gt;
&lt;br /&gt;
To take the first step toward being more engaging when it comes to my business and professional work, I was on the phone the next morning, Friday, with a number of contacts from some of the business groups I belong to. My mission was to book one-on-one appointments outside of our normal meeting routine. I now have seven such appointments lined up over the course of the next two weeks. I am truly happy and excited about this, as it allows me the opportunity to get to better know these people on a more personal basis, as well as gain deeper insight into what they have to offer in terms of their services, products, and individual skill sets. Many people have an unflattering view of those who have received a &lt;span class="yshortcuts" id="lw_1327596330_0"&gt;liberal arts degree&lt;/span&gt;.  With the extreme shortage of good paying jobs, a lot of people assume,  incorrectly, that a liberal arts degree is not going to land them their  dream job. What they don't get is that a liberal arts degree offers an  education with certain techniques that a basic bachelor's degree does  not.A liberal arts education frees up students to go after the topics  they are enthusiastic about, while gaining valuable skills that could be  transferred to virtually any career. By gaining the added abilities of a  liberal arts education, you will be able to have an advantage in  several of the top-paying job fields. The majority of the best careers  require skills that people with a liberal arts degree attained during  college.&lt;br /&gt;
&lt;br /&gt;
A liberal arts education sets a graduate apart from other specialty  degrees. A Google search of "liberal arts degrees" can turn up an  enormous volume of information about the types of courses and education  you will receive that's distinct from other specialized majors and  degrees. By simply studying liberal arts, it will be possible to target  your studies on any subject, from engineering to the arts, all whilst  learning specialized problem-solving skills.&lt;br /&gt;
&lt;br /&gt;
It's somewhat difficult to describe, but liberal arts courses don't just  teach you the subject, but they teach how you can learn the subject  itself through problem solving and critical thinking. Let's consider a  little scenario and imagine that you desire a history degree. The  history classes you have taken to earn your degree strengthen your  capability to evaluate information and convey ideas in a innovative way.&lt;br /&gt;
&lt;br /&gt;
The ability to assimilate, analyze and interpret information is a  critical skill in today's job market. A bachelor's degree in history  provides a great deal of in-depth understanding of the history of our  country and our world.&lt;br /&gt;
&lt;br /&gt;
Industries such as law, politics, and any business corporation need  workers not only by having an understanding of historical facts, but  with the opportunity to problem solve and understand human nature.  Businesses that hire a lot of business majors must also employ liberal  arts majors because they have spent their college careers refining their  verbal and written skills. Companies need employees that could  communicate to clients, the general public and other employees  eloquently and skillfully. Anyone considering politics, training, or the  non-profit sector, are perfect candidates for liberal arts degrees.  Many organizations seek out liberal arts graduates because their  well-rounded education has created people who can think outside the box.&lt;br /&gt;
&lt;br /&gt;
A lot of potential students who wish to return to school or are  beginning for the very first time may want to consider getting a liberal  arts degree. Graduate schools are very much excited about accepting  undergraduates who have a degree in liberal arts. Many law and medical  students start off with a liberal arts degree and then elect to pursue a  particular area in an online master's degree program. Now that we have  cleared the air about what a liberal arts degree is genuinely about, do  not be frightened to go out and get one for yourself!&lt;br /&gt;

Completing the Florida &lt;span class="yshortcuts" id="lw_1327596259_0"&gt;CNA certification&lt;/span&gt;  requirements can be done quickly. A stable work history, no criminal  background and passing state testing is all that is needed. A high  school diploma or GED may also be required. This is usually needed to  apply for training. Some things are acceptable in a criminal history but  if it involves abuse the candidate will not qualify.&lt;br /&gt;
&lt;br /&gt;
People who have been certified in another state may not have to be  recertified. Their must submit their fingerprints and pass a background  check. Florida offers reciprocity with other states for nursing  assistants. The state will look at the file with the national registry  to be sure there are no serious infractions.&lt;br /&gt;
&lt;br /&gt;
A certified nursing assistant is one of the most important positions in a  nursing career. They do the most hands on work for patients. Their  duties may include bathing, grooming, dressing, feeding, assistance with  walking or moving and toileting. The doctor or nurse will be the direct  supervisor and depend on the CNA for observations about the patient  that may affect care.&lt;br /&gt;
&lt;br /&gt;
The person who needs the care may not always want to accept it so  compassion and understanding is needed. Nothing done can be taken  personally. The families want to know that the person that takes care of  their loved one is someone that can be trusted. This is not for those  short on patience.&lt;br /&gt;
&lt;br /&gt;
A training program is the best way to get prepared for working in this  field. These programs are found in the community colleges or vocational  schools. It will usually not exceed 3 months. The state has a list of  schools that it has approved. The best choice may be the school with the  most students passing the state exams the first time they are taken.&lt;br /&gt;
&lt;br /&gt;
The real important part of it all is the clinical portion. This is where  the information learned in the classroom is used in a real life  setting. A working CNA will supervise the student's work to ensure the  safety of their patients. The practice is needed so the new professional  is able to handle patients alone. The student must remember that what  goes on in the real world does not necessarily translate to what is  acceptable on state testing. What is taught in class must be followed  step by step.&lt;br /&gt;
&lt;br /&gt;
The state does not require candidates to go to school. They can fill out  paperwork to challenge the schooling. A fee is paid and the tests are  taken. This is not recommended unless the candidate has worked in this  capacity previously. The written part of the exam can be studied for.  The practical part of the exam requires them to know each step that is  expected in a care task. It is important to practice each step because  in some cases one missed step can result in failure of the exam in  total.&lt;br /&gt;
&lt;br /&gt;
The right candidate for becoming a CNA is someone who truly cares. This  is not a profession to enter into for money, it requires true compassion  for others. Most of the patients will be elderly and unable to do many  things for themselves. Just getting up out of the bed in the morning may  be a trial. This aspect must be given a lot of thought before going to  school or trying to comply with the Florida CNA certification  requirements.&lt;br /&gt;

When you can do that, you're going to see a few things. Namely, weight  loss happens faster, and it will also be a lot more consistent then when  you try to lose weight just by altering what you eat.&lt;br /&gt;

When you're soldier fit, you're going to find that everything falls into  place. You're going to lose weight, but you're just going to feel so  much better at the same time.&lt;br /&gt;
&lt;br /&gt;
Working out is a huge pain, and it's going to be a slow build for you to  hit the level of fitness that will be your target. But that's also why  you have to have a good guide. You need the right guide that can tell  you what you need to do to accomplish your goals.&lt;br /&gt;
&lt;br /&gt;
It's impossible to really get in shape, just by working out, or even  being active for random intervals throughout the week. You've got to  have a very clear, and well defined plan for how you're going to get  fit.&lt;br /&gt;
&lt;br /&gt;
Plus, because it's a diet and exercise plan, results tend to be a lot  more sustainable this way. Meaning, once you move to eating more  regularly, there's not the risk of gaining weight like other diets  present.&lt;br /&gt;
&lt;br /&gt;
Instead, the weight that you lose on this system is going to stay off  for the long haul. Losing weight with Combat The Fat is pretty much  permanent, which makes this an ideal system for anybody that wants a new  thin and active lifestyle.&lt;br /&gt;

While  recognizing that opinions differ on the issue, the Muskego Area Chamber  of Commerce believes the City Council made a hard but right decision on  this matter by approving purchase of the property.&lt;/div&gt;&lt;div style="margin-bottom: 0px; margin-top: 0px;"&gt;&lt;br /&gt;
The mission of the  Muskego Area Chamber is to create prosperity and a vibrant community in  order to make our lake community a destination for work, home and play.   The City Council's vote on this matter is directly aligned to advancing  this mission and vision for Muskego's future. &lt;i&gt;Author’s note:&lt;/i&gt; The genesis of this interview goes back to August of this past year, &lt;b&gt;&lt;a href="http://muskego.patch.com/articles/muskego-at-the-fair-happy-together-tour-makes-stop-at-wisconsin-state-fair" target="_blank"&gt;when I shot photography and did a write-up&lt;/a&gt;&lt;/b&gt; for Muskego Patch of The Happy Together Tour’s performance at the Wisconsin State Fair. My photography and write-up caught the attention of The Buckinghams’ publicist, and we had some nice e-mail exchanges. A big fan of The Buckinghams and music in general, I decided to take a shot and reach out to lead singer Carl Giammarese a few weeks ago for an interview, to which he happily agreed.&lt;br /&gt;
&lt;br /&gt;
Please note that I intentionally sought to avoid asking the interviewee questions about the origins and history of The Buckinghams, as those questions have been answered by countless others before me over the course of more than four decades. He also has an autobiography coming out soon, which will cover a lot of those areas. Before we begin, I’m really sorry to have to break this to all of you ladies who grew up on Buckinghams music and still have those girlhood crushes – Carl Giammarese is married – for many years now, and very happily.&lt;br /&gt;
&lt;br /&gt;
“I respect the Green Bay Packers, I think they’re a great organization,” the die-hard Bears fan told me over the phone from his Chicago home during our roughly 80-minute conversation, after I expressed my condolences to him for his team’s loss to the Packers less than two days prior, on Christmas Day. “But they do need to get their defense in order.”&lt;br /&gt;
&lt;br /&gt;
A big sports fan, the singer and songwriter next brought up the Milwaukee Brewers, whom he said he was paying close attention to and rooting for this past October when the Brew Crew was battling our mutual archenemy, the St. Louis Cardinals, in the playoffs. “They have a great team, and I was really rooting for them.”&lt;br /&gt;
&lt;br /&gt;
Speaking of sports, The Buckinghams are privileged to be offered the opportunity from time to time to perform the National Anthem at sporting events, largely around the Chicago area. Giammarese recalled that they’ve performed it for White Sox and Bulls games. “We performed it some years back at a Colts game, too. Various sports teams are always looking for national acts for it, and we’re really grateful for those opportunities,” Giammarese said, adding, “I’m emotionally moved every time I sing it. It means a lot.” A big Cubs fan, Giammarese said he’s hoping that team will call on The Buckinghams for the National Anthem one of these days. They’ve already performed “Take Me Out to the Ball Game” a few times during the seventh inning stretch.&lt;br /&gt;
&lt;br /&gt;
Giammarese, an original member of The Buckinghams, with memorable hits like “Kind of a Drag”, “Don’t You Care”, “Susan”, and “Hey Baby (They’re Playing Our Song)”, has been the band’s lead singer since 1983, when original front man Dennis Tufano decided to pursue a solo career. Giammarese was the guitarist in the original lineup, which lasted from 1966-70. Three of the five original Buckinghams (Giammarese, Tufano, and bassist Nick Fortuna) reunited in 1980, originally intended just for that year’s ChicagoFest. Keyboardist Marty Grebb was not interested in the reunion, and drummer John Poulos, who had battled drug and alcohol addiction, had passed away just five months prior.&lt;br /&gt;

&lt;/tbody&gt;&lt;/table&gt;Giammarese took some time to reflect on Poulos, who passed away just shy of his 33rd birthday in March 1980. It was apparent during our conversation that the death of Poulos still leaves a void in the hearts of Giammarese and bassist Fortuna, the band’s other remaining original member. “We miss him so much. He was a great friend, like a brother, really, and always fun to be around,” Giammarese recalled. “John was really the instigator for getting the band back together. He really pushed for that. And sadly, drugs and alcohol had gotten the best of him, and he died five months before our reunion.” Giammarese&lt;b&gt; &lt;a href="http://www.thebuckinghamsconcertblog.blogspot.com/2010/03/in-memory-of-john-poulos-march-31-1947.html" target="_blank"&gt;wrote this very moving tribute to Poulos in his soon-to-be released autobiography&lt;/a&gt;&lt;/b&gt;.&lt;br /&gt;
&lt;br /&gt;
Asked if he ever imagined The Buckinghams would last as long as it has after that initial 1980 reunion, Giammarese replied, “That’s an easy question. A big fat NO,” with a hearty laugh. “I thought it would last maybe a couple, a few years, but the momentum just continued to grow from there.” He credited the original Happy Together Tour in 1985 as being a major help.&lt;br /&gt;
&lt;br /&gt;
When not on the road performing for one of upwards of 75-80 concerts per year, Giammarese enjoys his time working out a few times per week, going out to dinner, seeing movies, taking in a good game of tennis, and running his publishing company, Chiway Publishing. There’s always some sort of music project going on, and the business side of things keeps him busy, as well.&lt;br /&gt;
&lt;br /&gt;
Though most people may know Giammarese through his association with The Buckinghams, many may not know that he’s also a songwriter, as well, an aspect of the business he got into during the 1970s when he was one half of the duo Tufano &amp;amp; Giammarese. The duo produced three albums during the decade. Giammarese continues to write frequently, and has recorded a number of solo works independent of The Buckinghams.&lt;br /&gt;
&lt;br /&gt;
“There’s really no set thing,” Giammarese told me, when I asked him if there were any particular places or things he likes to turn to for inspiration when he’s working on new material. He said a lot of writing takes place in his office, mostly late at night when the phones aren’t ringing. “Sometimes it will take me a day to write a song, sometimes it can take a week. It really depends.” “Oh Lord (Make Me More Like You)” only took 20 minutes or so to write, he noted. “I wrote that shortly after my father passed away, and I was feeling very spiritual at the time.” The song, which appeared on his 2003 solo album, Trying Not To Fade, was soon playing on The Fish, a Christian Rock station based out of Chicago, and was later recorded by a Christian artist in Nashville. “That was a neat experience, sort of different. I never thought of myself as a Christian artist.”&lt;br /&gt;
&lt;br /&gt;
Giammarese’s advice for aspiring musicians: stay focused and be prepared to sacrifice big time. “Things have certainly changed a bit since I started,” pointing out the advances in technology, new forms of media, and his observation that it appears as though many more people are trying to break into the business.&lt;br /&gt;
&lt;br /&gt;
“One thing that will never change though is that you really have to be willing to dedicate your life to it. You just can’t do it part-time. And be prepared for the possibility of sacrificing relationships.” Giammarese said he missed out on his high school prom, along with many birthdays and family functions over the years. “And you really have to be yourself. Find your own way and style, and hope there’s an audience that appreciates it.” He emphasized the importance of being one’s own self, warning that trying to imitate someone else may take one to the level of being a great cover, but that’s about it. “We were very fortunate to have the right look and style, the right management, and the right songs coming our way back in the 60s.” He said old-fashioned word-of-mouth is still the best way to get noticed for one’s efforts.&lt;br /&gt;
&lt;br /&gt;
I wanted to know if there are any acts on the Chicago music scene Giammarese is keeping his eye on as far as new, up-and-coming talent. “Admittedly, I’ve been out of the loop as far as the Chicago scene goes,” he said. But two young Illinois natives he sees great talent and a lot of future potential in and whom he’s been following from time to time are &lt;a href="http://en.wikipedia.org/wiki/Haley_Reinhart" target="_blank"&gt;&lt;b&gt;Haley Reinhart&lt;/b&gt;&lt;/a&gt; and &lt;a href="http://en.wikipedia.org/wiki/Lauren_Frost" target="_blank"&gt;&lt;b&gt;Lauren Frost&lt;/b&gt;&lt;/a&gt;. “There’s a lot of talent there, and they certainly already have a number of great credentials established.” Reinhart’s parents, who are musicians themselves, recently opened for The Buckinghams at Viper Alley, a newer entertainment venue in Lincolnshire, Illinois. Reinhart placed third in the tenth season of American Idol. Frost, who is also an actress, portrayed a young Barbara Streisand in Streisand’s “Timeless” concert tours.&lt;br /&gt;
&lt;br /&gt;
The Buckinghams were privileged in recent years to perform for two presidential inaugural balls, the Twilight on the Prairie Ball in 2005 for President George W. Bush, and the Bipartisan Illinois Agricultural Ball for President Barack Obama in 2009. “Great experiences,” Giammarese said of them. Asked how he landed these unique gigs, he credited close friend Terrence (Terry) Duffy, who has served as executive chairman of Chicago-based CME Group since 2007. “Terry’s a wonderful man, has a great family. We performed for a number of fundraisers he held, and that’s how we became close friends.”&lt;br /&gt;
&lt;br /&gt;
One particular memory that he’ll never forget occurred in 2005 before the ball for President Bush. “Terry, myself, our wives, we were headed to a dinner that Terry invited us to that was also being attended by a number of members of Congress, among other guests. I walk into the room, and the whole room breaks out singing ‘Susan’. That was really special.” Giammarese also recalled the enthusiasm he witnessed during President Obama’s inauguration. “No matter what your political preferences are, it would have been very hard not to notice the level of excitement, of enthusiasm, that was present.”&lt;br /&gt;
&lt;br /&gt;
Giammarese said he received plenty of e-mails from fans after performing for both inaugural balls. “Fans were writing me asking, ‘How could you play for Bush?’ or ‘How could you play for Obama?’ We really have no political preference in that respect. It’s a business call, we were simply booked to perform.”&lt;br /&gt;
&lt;br /&gt;
I was curious to know if there were any particular causes Giammarese and band members like to contribute to, either monetarily or through their time and talents. “Children,” he simply said, going on to talk about various charities they really care about, including UCAN, Make-A-Wish Foundation, Wish Upon a Star, and Toys for Tots. “It really does break your heart to see these children, what they’ve been through, what they are going through. So we try to do whatever we can to help.” A pet owner, Giammarese also likes to work with various organizations that promote animal welfare.&lt;br /&gt;
&lt;br /&gt;
We spent a few minutes talking about memories he has of staying and performing in Milwaukee. “Milwaukee’s like a second home to us,” Giammarese said. “A great city. Many fond memories going back to the 60s, not just of Milwaukee, but the entire state.” The Buckinghams always stay in downtown Milwaukee when they’re in town, and typically do several shows a year around the state, he said. Past venues around the Milwaukee area have included Potawatomi Bingo Casino, Wisconsin State Fair, and Festa Italiana, among many others.&lt;br /&gt;
&lt;br /&gt;
“They’ll always overshadow to some extent,” Giammarese said, when asked if he thinks the original Buckinghams hits overshadow their new material, both the band’s and his solo works. “But are we frustrated by that? Do we have any regrets? Not at all,” he declared, adding, “We’re really grateful for those hits, because they allowed us to separate ourselves from other bands.”&lt;br /&gt;
&lt;br /&gt;
Among the highlights you can expect from The Buckinghams in 2012: the band will be playing a concert with a symphony orchestra next fall, which is a first, and The Happy Together Tour will be back. Giammarese and Fortuna will once again be representing the band in a lineup that includes The Grass Roots, Micky Dolenz of The Monkees, Gary Puckett &amp;amp; The Union Gap, and The Turtles.&lt;br /&gt;
&lt;br /&gt;
Just how long does Carl Giammarese and his fellow Buckinghams intend to stick around on the music scene? “Until they have to build ramps to get us up on the stage. Then we might have a problem,” he said with a laugh.&lt;br /&gt;

On Behalf of the Muskego Chamber of Commerce we would like to state our position on the property acquisition on the lake.&lt;br /&gt;
&lt;br /&gt;
The Mission of the Chamber is: To help create prosperity and a vibrant community, with the vision of making our lake community a destination for work, home and play.&lt;br /&gt;
&lt;br /&gt;
Muskego has a beautiful,  natural lake in the middle of its downtown that has been hidden for  decades from many visitors and residents. The possibility of getting a  sneak peek at our natural resource has all the elements for creating  prosperity and everything else our mission and vision stands for.&lt;br /&gt;
&lt;br /&gt;
Following the city's 2020 Comprehensive plan, put together by a coalition of community members, states on Page 141 this goal:&lt;br /&gt;
&lt;br /&gt;
To establish a memorable community image that builds on the City's small town atmosphere and natural amenities.&lt;br /&gt;
&lt;br /&gt;
In addition, the city's  investment in a "lake park" will be rewarded with significant return on  investment with tax revenues from increased economic activity and  tourism-related expenditures. Creating great public places pays off as a  tool for economic development. Muskego needs a destination.&lt;br /&gt;
&lt;br /&gt;
While some would hold out  for a resolution for the Parkland Mall property before pursuing  something else, its current legal complications make it an unrealistic  choice for development at this time. Furthermore, the Parkland Mall  property isn't likely to result in a public green space, creating a  destination we so much need in our downtown.&lt;br /&gt;
&lt;br /&gt;
The time is right to  showcase our natural resources and our opportunity to create a desirable  destination for work, home and play.&lt;br /&gt;
&lt;br /&gt;
If we don't invest in our  community, if we don't carefully plan for our future and our children's  futures, businesses and residents will continue to locate to more  progressive communities. Support the development of a "lake park". Lake  Park along with our new Janesville Road will create a distinctive  presence making our community a destination.&lt;br /&gt;

In their definition, Noe, Hollenbeck, Gerhart, and Wright (2010) defines this element of Human Resources Management (HRM) as “Managing internal and external environmental factors,” which, they contend, “…allows employees to make the greatest possible contribution to company productivity and competitiveness” (p. 56).&lt;br /&gt;
&lt;br /&gt;
The basic tenets of this function include monitoring the compliance of an organization’s HRM practices with all applicable laws; seeking to strike the proper balance between satisfying, engaging work for the employee and a customer focus that delivers a quality product; and ensuring that the organization’s HRM practices are properly aligned with its stated business goals and objectives (Noe et. al., 2010, p. 56).&lt;br /&gt;
&lt;br /&gt;
Tying this human resources function into Patch’s ethics policy on plagiarism, Patch’s overall business objective, as with all news organizations, ideally is to provide original and exclusive content that cannot be found elsewhere, which works to its favor by attracting advertisers. &lt;i&gt;The following is a paper submitted by the author on December 21, 2011   for a class assignment. The author is currently pursuing a master of   science in management degree from Cardinal Stritch University in Milwaukee.&lt;/i&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Abstract&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
This student addresses why the human resource management practice areas of managing the human resource environment and the assessment and development of human resources best contributes to a company’s gaining of competitive advantage. He then discusses why acquiring and preparing human resources has the potential to be the least effective at helping a company achieve competitive advantage.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Human Resource Practice Areas That Best Contribute to Competitive Advantage&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
The human resource practice area of managing the human resource environment includes, according to Noe, Hollenbeck, Gerhart, and Wright (2010), “Linking HRM practices to the company’s business objectives” and, “Designing work that motivates and satisfies the employee as well as maximizes customer service, quality, and productivity” (p. 56).&lt;br /&gt;
&lt;br /&gt;
Similarly, but with some additions, the practice area of assessment and development of human resources entails, “Measuring employees’ performance; Preparing employees for future work roles and identifying employees’ work interests, goals, values, and other career issues; Creating an employment relationship and work environment that benefits both the company and the employee” (Noe et. al., 2010, p. 58).&lt;br /&gt;
&lt;br /&gt;
In many respects, given the similar definitions of these two practice areas of human resources management, it is difficult for this student to outright separate them as stand-alone areas. That is why, this student argues, the result of both areas working harmoniously with one another creates a company’s best chance of attaining a competitive advantage.&lt;br /&gt;
&lt;br /&gt;
The world of business, including the realm of human resources, is rapidly changing. Noe et. al. (2010) found that the function of human resources management finds itself increasingly devoting less time and effort to routine administrative tasks, largely due to advancements in technology, and is instead increasing its roles as a “…strategic business partner, change agent, and employee advocate” (p. 9). One of the ways companies fulfill this new direction in human resources is by turning to the use of intangible assets and human capital. These non-financial, non-physical holdings include, “…human capital, customer capital, social capital, and intellectual capital” (Noe et. al., 2010, p. 19). In terms of value, they can prove to be equal or even greater than their physical and financial counterparts, and research has confirmed their role in creating competitive advantage for companies (Noe et. al., 2010, pp. 19-20).&lt;br /&gt;
&lt;br /&gt;
That said, it is crucial then that companies develop policies that embrace mutually beneficial employment relationships between employees and management (the company). When employees feel empowered, respected, trusted, supported, valued, and that their work is meaningful and dignified, the synergy generated by such a work environment will naturally spill over into the customer service side of a company’s operations. Employees are intrinsically motivated to carry out the functions of superior customer service. If they choose not to do so, they risk losing employment with a company that treated them, as much as possible in the context of an employment relationship, as equals – as a valued member of a team. That is a risk with too high a price to pay.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;The Human Resource Practice Area That Can Contribute Least to Competitive Advantage&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
This student respectfully submits that the human resource practice area of acquiring and preparing human resources does not necessarily always prove to be the least effective at helping a company achieve competitive advantage, but it has the potential to be. The practice area involves, according to Noe et. al. (2010), “Identifying human resource requirements – that is, human resource planning, recruiting employees, and selecting employees; Training employees to have the skills needed to perform their jobs” (p. 58).&lt;br /&gt;
&lt;br /&gt;
The potential for this practice area in being the least effective in aiding companies in their quest for competitive advantage stems from the high amount of guesswork that goes into it on the part of managers. For example, Noe et. al. (2010) points out that “Managers need to predict the number of and type of employees who are needed to meet customer demands for products and services” (p. 57). Managers can make predictions that prove to be wrong, whether in full or in part.&lt;br /&gt;
&lt;br /&gt;
But in addition to merely predicting wrongly when it concerns adequate quantities and types of employees to have on staff, managers can have personal biases, whether they are cognizant of them or not, that impact the recruiting process – what might appear to be the best candidate in the eyes of the hiring manager among a pool of multiple candidates may not necessarily be. The same can hold true when managers elevate or transfer employees to new positions from within their company.&lt;br /&gt;
&lt;br /&gt;
Furthermore, the process of training employees, a process determined by managers, may not always be as thorough and complete as it should. Poor or inadequate training can undoubtedly hamper productivity and efficiency. It can lead to more time spent on the clock, the need to repeat tasks over, and even pose safety threats.&lt;br /&gt;
&lt;br /&gt;
In short, there appear to be a number of risky variables at play in this particular practice area that can severely hinder a company’s quest to achieve a competitive advantage, all based on the skills, knowledge, emotional intelligence, and any potential biases of the appropriate managers.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Conclusions&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
In the preceding paper, this student discussed why the human resource management practice areas of managing the human resource environment and the assessment and development of human resources, when working cohesively, provide the environment that best contributes to a company’s gaining of competitive advantage. He went on to explain his assertion that the practice area of acquiring and preparing human resources has the potential to be the least effective when it comes to a company’s bid to attain a competitive advantage.&lt;br /&gt;
