			<content:encoded><![CDATA[<p>SAN FRANCISCO –  Twitter has refined its technology so it can censor messages on a country-by-country basis.</p>
<p>The additional flexibility announced Thursday is likely to raise fears that Twitter&#8217;s commitment to free speech may be weakening as the short-messaging company expands into new countries in an attempt to broaden its audience and make more money.</p>
<p>But Twitter sees the censorship tool as a way to ensure individual messages, or tweets, remain available to as many people as possible while it navigates a gauntlet of different laws around the world.</p>

<dt>Before, when Twitter erased a tweet it disappeared throughout the world. Now, a tweet containing content breaking a law in one country can be taken down there and still be seen elsewhere.</dt>

<p>Twitter will post a censorship notice whenever a tweet is removed. That&#8217;s similar to what Internet search leader Google Inc. has been doing for years when a law in a country where its service operates requires a search result to be removed.</p>
<p>Like Google, Twitter also plans to the share the removal requests it receives from governments, companies and individuals at the chillingeffects.org website.</p>
<p>The similarity to Google&#8217;s policy isn&#8217;t coincidental. Twitter&#8217;s general counsel is Alexander Macgillivray, who helped Google draw up its censorship policies while he was working at that company.</p>
<p>&#8220;One of our core values as a company is to defend and respect each user&#8217;s voice,&#8221; Twitter wrote in a blog post. &#8220;We try to keep content up wherever and whenever we can, and we will be transparent with users when we can&#8217;t. The tweets must continue to flow.&#8221;</p>

<p>Twitter, which is based in San Francisco, is tweaking its approach now that its nearly 6-year-old service has established itself as one of the world&#8217;s most powerful megaphones. Daisy chains of tweets already have played instrumental roles in political protests throughout the world, including the Occupy Wall Street movement in the United States and the Arab Spring uprisings in Egypt, Bahrain, Tunisia and Syria.</p>
<p>It&#8217;s a role that Twitter has embraced, but the company came up with the new filtering technology in recognition that it will likely be forced to censor more tweets as it pursues an ambitious agenda. Among other things, Twitter wants to expand its audience from about 100 million active users now to more than 1 billion.</p>
<p>Reaching that goal will require expanding into more countries, which will mean Twitter will be more likely to have to submit to laws that run counter to the free-expression protections guaranteed under the First Amendment in the U.S.</p>
<p>If Twitter defies a law in a country where it has employees, those people could be arrested. That&#8217;s one reason Twitter is unlikely to try to enter China, where its service is currently block. Google for several years agreed to censor its search results in China to gain better access to the country&#8217;s vast population, but stopped that practice two years after engaging in a high-profile showdown with Chain&#8217;s government. Google now routes its Chinese search results through Hong Kong, where the censorship rules are less restrictive.</p>
<p>In its Thursday blog post, Twitter said it hadn&#8217;t yet used its ability to wipe out tweets in an individual country. All the tweets it has previously censored were wiped out throughout the world. Most of those included links to child pornography.</p>

<p>The first international internet data from China started travelling across the net in 1994, yet now the country has more than 100m net users</p>
<p>That puts its second only to the US with its 185m web users. But China looks set to pass that within a few years &#8211; especially when you consider that China&#8217;s net users represent barely 8% of its population.</p>
<p>If Chinese net use grows to the levels seen in many Western nations, it could end up with 750m people regularly going online.</p>
<p>But currently the experience of the average Chinese net user differs greatly from that of many in the West.</p>
<p><strong>Different experience</strong></p>
<p>Part of the net&#8217;s allure to Western users is the sense of freedom it gives them to look at, read, and say almost anything they want.</p>
<p>By contrast, Chinese net use is much more circumscribed.</p>
<p>Much has been made of the so-called Great Firewall of China that censors what people see using technology built in to the country&#8217;s basic net infrastructure.</p>
<p>The Chinese authorities have used several methods to &#8220;sanitise&#8221; what people see online, according to a report from US firm Dynamic Internet Technologies, which watches net use in the country.</p>
<p>On the most basic level, the firewall blocks net addresses hosting webpages that the authorities would rather people did not see. Anyone trying to visit these pages gets told that the page cannot be found or does not exist.</p>

<p>More sophisticated firewall technology spots when people are searching the web for particular words and hijacks their session to stop them getting the information.</p>
<p>Also China has changed its core net address books, known as Domain Name Servers, which tell a user&#8217;s computer where to find a particular webpage on the net.</p>
<p>The sites blocked by these techniques include the many dealing with taboo subjects such as Tibet and Falun Gong as well as the BBC News website, search engine Google, sex sites such as Playboy and many blogs.</p>
<p>There is also an entire department of the police force that patrols online.</p>
<p><strong>Wall game</strong></p>
<p>But despite the sophistication of these technologies, they are not infallible.</p>
<p>To begin with, blocking an entire net address can stop people getting at all the information on a webpage, some of which might be relatively neutral.</p>

<p>Numerous reports show that many of China&#8217;s net users know how to get around these restrictions.</p>
<p>The web addresses of proxies, that help users see banned pages, are well known. Many activist organisations in the West help pass on the addresses of these pages and set up new ones when old ones are shut down.</p>
<p>Equally there are programs produced by firm such as Dynaweb and Ultrareach that let people see banned sites and get e-mail from overseas.</p>
<p>The technology also has some embarrassing holes.</p>
<p>For instance a version of the Google website called Elgoog (Google spelled backwards) that accepts queries also written backwards apparently slips through the firewall.</p>
<p>But what does make a difference is the responsibilities the Chinese authorities heap upon native net service firms, said Xiao Qiang, head of the China internet project at the University of California Berkeley and a contributor to the China Digital News blog.</p>
<p>&#8220;The government makes every digital enterprise, online hosting service and commercial portal accountable for what they publish,&#8221; he said. &#8220;If they don&#8217;t, they won&#8217;t be able to do business in China.&#8221;</p>
<p>This stands in contrast to many Western nations which regard net service firms as common carriers, which like postal services, are not responsible for what customers do.</p>
<p><strong>Jail time</strong></p>
<p>Net cafes have to abide by a strict series of guidelines that govern where they can be sited, what services they can offer and how they must monitor what customers do.</p>
<p>Those that do not comply are shut down. In 2004, more than 47,000 net cafes were shut for breaking these laws.</p>
<p>This leads to a lot of self-censorship and a willingness by private firms to co-operate with government monitoring of what people do online, said Julien Pain, head of the internet freedom desk at Reporters Without Borders.</p>

<p>&#8220;The intention is to clear the web of subversive material,&#8221; he said.</p>
<p>The monitoring of comments posted in chat rooms and on bulletin boards is quite aggressive, said Mr Pain.</p>
<p>Now, he said, thanks to automatic censoring systems undesirable postings only last a few minutes.</p>
<p>Less than 18 months ago, such posts would survive for up to 30 minutes, he said.</p>
<p>The consequences of posting subversive information, be it about Tibet, Falun Gong, or even Sars can be severe.</p>
<p>This week Amnesty International released a report that highlighted the number of people imprisoned for championing human rights in China. Many were jailed for posting information online.</p>
<p>Currently 54 people are thought to be in jail because they were judged to distributed &#8220;illegal&#8221; information via the net.</p>
<p>Many activists used to think that the more people that were online the harder it would be to censor, said Mr Pain.</p>
<p>But, by contrast, censorship of political debate in China seems to be getting more effective.</p>
<p>&#8220;We are talking about software that&#8217;s really efficient,&#8221; he said, &#8220;and when you have 100 million or 200 million people it does not make any difference.&#8221;</p>
<p>The resources that the Chinese government puts in to monitoring dwarfs the efforts of the activist groups working to combat it.</p>
<p><span style="font-size: x-small;">Said Mr Pain: &#8220;Surveillance is much easier in cyberspace than in the real world.&#8221; </span></p>

Austin Brown is a 26-year-old musician, singer, performer, producer, dancer and songwriter based in Los Angeles, California. He comes from one of the world’s greatest musical families, the Jacksons, around whom he has grown up and developed his musical talents. He is the son of Maureen “Rebbie” Jackson, and the nephew of Michael, Janet and the other seven Jackson sisters and brothers.<br />
Among Austin’s major influences are ground breaking artist Prince, music legend George Michael, his uncle Michael Jackson (who helped him with his vocal, melodic, harmonic and dance development) and his uncle Randy Jackson (who helped build his instrumental skills and educated him in song structure). Randy is the youngest of the Jackson brothers, a multi-instrumentalist who wrote some of the Jacksons’ greatest songs, including “Shake Your Body”.<br />
As a young man, Austin received encouragement from Prince when the musician overheard Austin playing the piano in his hotel suite. “He told me no matter what I did, to keep playing. He said ‘by the time you’re my age you’ll be able to play anything you want.’ I’ll never forget that advice.”</p>

<p>Some Canadian parents are scrambling to check their kitchen cupboards as a result of a nationwide recall of President’s Choice Organics infant cereals.</p>
<p>The Canadian Food Inspection Agency and Loblaw Cos. Ltd. warned this week the products shouldn’t be consumed because they may be rancid. The recall was initiated after Loblaw received one report of an illness linked to consumption of the infant cereal. A six-month-old vomited after eating PC Organics rice cereal, according to Julija Hunter, vice-president of public relations at the company.</p>
<p>On Thursday, several more parents posted messages on the President’s Choice Facebook page indicating their children became sick after consuming the organic cereals included in the recall.</p>
<p>“My baby started using wheat cereal this week and kept projectile vomiting … we assumed it was the wheat and became concerned. This [morning] it all makes sense as we were using this product [included in the recall],” a Facebook user named Corey Wood posted on the site, adding that the company did the right thing by pulling the products off store shelves.</p>
<p>While some consumers said the recall wouldn’t change their opinion of PC products, other Facebook users said they were unsettled by the recall and that their confidence in the company was shaken.</p>
<p>Eight different types of organic infant cereal are included in the recall, including varieties of rice cereal, wheat cereal and oat cereal.</p>
<p>The company, which imports the cereal from a vendor based in Belgium, suspects the rancidity may be the result of one of the raw ingredients breaking down, resulting in a shorter shelf life than the company expected.</p>
<p>While it’s unclear what the cause of the odour is or which ingredient may have gone bad, experts say that oils are often to blame when food goes “off.” Oil is susceptible to oxygen, heat and light, which could cause it to break down and turn rancid. Some varieties of the organic cereals involved in the recall contain organic sunflower oil.</p>
<p>Ms. Hunter said the Belgium-based vendor specializes in production of infant cereal. The PC Organics infant cereals affected by the recall are the only products the vendor produces for Loblaw, she said.</p>
<p>The problem came to the company’s attention last Thursday when the Loblaw received the complaint regarding the six-month-old.</p>
<p>The company launched an investigation and although tests were inconclusive, officials decided to conduct a recall of eight types of organic infant cereal.</p>
<p>CFIA food safety and recall specialist Garfield Balsom said Loblaw will continue investigating to determine the source of the problem, and that inspectors from the agency would be checking to ensure retailers fully comply with the recall notice.</p>
<p>Ms. Hunter said the company received “less than a handful” of complaints about odour in organic products in recent months, but that officials were unable to identify any evidence of a larger problem.</p>
<p>In a statement, the CFIA said if the affected baby cereal has been fed to an infant, discontinue use and monitor for symptoms, which could include nausea, vomiting and diarrhea.</p>
<p>On the President’s Choice Facebook page, a message to consumers states that products included in the recall can be returned to stores for a full refund, with or without a receipt.</p>
