Studios operator, VERSA Studios, has launched a new IP and format development platform designed to support creators and producers from early-stage concept through to production readiness across television, streaming and digital media.

Versa Lab will offer creators access to VERSA’s production ecosystem, including virtual production, performance capture and gaming technologies, live broadcast capability, AI-supported workflows and a dedicated Pilot Studio designed specifically for early-stage development and proof-of-concept production.

The launch builds on a model already embedded across the VERSA network, where the company works alongside producers as a development partner. VERSA will combine infrastructure, technical capability, creative support and selective financial backing from the earliest stages of format creation through to delivery.

The initiative builds on VERSA’s recent work across major productions and technical innovation projects, including delivering virtual production infrastructure alongside specialist partners for CBeebies The Great Ice Cream Hunt and supporting Netflix’s Building the Band, produced by Remarkable Television, where VERSA provided studio, technical and accommodation infrastructure across its Manchester campus.

Among the early projects supported through VERSA Lab is a new entertainment format currently progressing through commissioning discussions with broadcasters, with further announcements expected later this year.

It’s hoped that VERSA Lab will also evolve into a wider creative infrastructure platform, incorporating production-focused workspaces, creator environments and collaborative studio communities connected across VERSA’s campuses, with Manchester to be launched first, followed shortly by Leeds and London.

Edward Harvey, VERSA Head of Production Development, said: “VERSA Lab is about working collaboratively with producers and creators to help develop ideas from the earliest stages through to production readiness.

“We are also building a wider creative community around the platform by bringing together complementary talent across gaming, audience engagement, technology and AI-supported production workflows.

“The first of these communities is now forming across our studio campuses in Manchester, Leeds and London, with workspaces designed specifically around our production and creative environments.”

Charlie Ingall, Co-Founder and Executive Director of VERSA Media Group, said: “VERSA Lab represents another important step in the evolution of VERSA Media Group as an integrated production and media infrastructure platform.

“Our ambition is to support the next generation of IP creation by combining studios, technology, creative development and production expertise within one connected ecosystem.

“This is the first of a number of strategic announcements we will be making over the coming months.”

The move from Princess Street marks a significant investment in S&W’s Manchester presence. The new office will double the firm’s space in the city, providing capacity to support continued growth while also delivering an enhanced working environment for colleagues and clients.

The Grade II-listed Pall Mall building has undergone an extensive refurbishment by Bruntwood SciTech, transforming it into one of Manchester’s newest sustainable workspaces, with strong environmental credentials and first-class amenities. The building has been redeveloped using a fabric first approach to minimise embodied carbon and is net zero in operation, with an EPC A rating and a BREEAM ‘Very Good’ target rating.

S&W’s offices include modern meeting rooms, alongside access to shared collaboration and breakout spaces throughout the building.

Fiona Cresswell, Partner in S&W’s Manchester office, added: “Our larger, modern city-centre office strengthens our presence in Manchester and reflects our growing ambition in the region.
A consultation on the formation of a mayoral development corporation (MDC) for Middleton has just launched.

The proposed MDC for Middleton, which would be chaired by Middleton born actor and comedian, Steve Coogan, and Rose Marley, chief executive of Co-operatives UK, could bring major benefits to the town.

A Mayoral Development Corporation (MDC) is a statutory body which can speed up the regeneration of a particular area. It has the power to buy and develop property and create new infrastructure.

In Middleton, it has the potential to support the delivery of 1,500 new homes, including affordable homes, and to create an improved commercial and leisure offer, while improving public spaces.

The proposed MDC for Middleton will bring together organisations from across the public and private sectors, including the Greater Manchester Combined Authority (GMCA), Rochdale Borough Council, Middleton Cooperating, and Cooperatives UK. The local community and businesses would also play a major role.

The consultation seeks to gather people’s views on whether they think the MDC will support the development of the area, the proposed boundary and the name.

It is proposed that the MDC for Middleton will cover Middleton town centre and its surrounding areas, including Mills Hill railway station.

In addition to the formal consultation now being launched, local community benefit society, Middleton Cooperating, has been engaging with local residents and businesses about what they would like to see in Middleton as part of their ‘Our Town, Our Future’ campaign. Just under 2,000 people responded to their survey and a number of ideas have already emerged. The results of the survey will be shared with the public in July.

Steve Coogan and Rose Marley, said: “We’ve been astounded by the engagement, ideas and innovation from the initial discussions with local people. We cannot wait to get started on building a new vision and future for Middleton and we are keen to involve as many residents and businesses as possible.”

Councillor Neil Emmott, leader of Rochdale Borough Council, said: “Middleton is a very special area with its own distinct character, a thriving voluntary sector, successful businesses and a strong sense of community. This local passion and knowledge, combined with the powers of an MDC, will do something very special for this area and bring major improvements. I would advise people to take a look at this consultation to find out more about these exciting proposals and let us know what they think.”

With the fastest productivity growth of any UK region and a £466bn economy, the North of England united to showcase global investment opportunities.

The inaugural Great North Investment Summit brought forward a major pipeline of investable opportunities from across the region.

The Great North partnership, chaired by North East Mayor Kim McGuinness, brought mayors and leaders from across the North together for the first time around a single proposition for investors, developed in collaboration with the Office for Investment (OFI).

The prospectus showcases a region of 16 million people, a number of transformative projects worth more than £14bn, and a region with globally significant strengths across clean energy, advanced manufacturing, defence, AI, life sciences and creative industries.

It follows a Government decision this weekend to explore a future UK Olympic and Paralympic bid centred on the North of England – providing a catalyst for major regeneration and investment in the Great North, following a call by mayors and leaders in February.

Backed by the Chancellor Rachel Reeves, the prospectus launched at The Great North Investment Summit in Leeds. The Summit, delivered in partnership with NatWest and OFI, heard from Northern Mayors, Treasury Minister Dan Tomlinson, and Minister for Local Government Alison McGovern as well as leading business voices.

The Summit marks a decisive shift in how the North presents itself to the world, as a united force working collectively with Government to unlock national renewal and long-term growth.

Delivering the investment priorities could deliver tens of thousands of new jobs across the North of England, unlocking a new era of prosperity.

Chair of The Great North, North East Mayor Kim McGuinness, said: “We launched The Great North with a simple ambition: that by working together, the North of England could become greater than the sum of its parts. Today we are turning that ambition into action – taking steps to unlock prosperity across the North with billions of investment and the potential to create thousands of high-skilled, well-paid jobs for our communities.

“We are presenting investors with a pipeline of opportunities that is internationally significant in scale, rooted in our proud industrial identity of making things and taking them across the world. Mayors we are putting our money where our mouth is, to unlock the full potential of the North which has been untapped for too long.”

Chancellor of the Exchequer, Rachel Reeves, said: “The North of England has waited for far too long for a government that matches warm words with concerted ambition. This pipeline shows the huge opportunity across the North – from thriving cities to world-leading industries that can bring in investment and support the jobs of the future.

“Stronger growth in the North means stronger growth for the country. That is why we are working with mayors and local leaders to unlock investment, create jobs and put more power into the hands of local communities.”

Steve Rotheram, Mayor of the Liverpool City Region, said: “The Liverpool City Region is all-in on growth – and we’re ready to deliver it. We’ve got the talent, the opportunity and the ambition to build an economy that’s greener, fairer and works for everyone.

“Together with partners across The Great North, we’re telling investors this is a place of real scale and opportunity. From Liverpool Central and the Knowledge Quarter to our waterfront, we’ve got projects that will create jobs, new homes and drive innovation.

“Give us the powers and investment, and we’ll turn potential into progress for every community.”

Tees Valley Mayor, Ben Houchen, said: “This is about showing the world that the North is open for business and ready to deliver. Across Teesside, Darlington and Hartlepool we’ve already shown what can be achieved when you let business get on and invest, move quickly and focus on getting projects off the drawing board and into production.

“We’re attracting billions of pounds of private investment, creating thousands of good-quality jobs and building industries that will power the UK for decades to come.

“There’s still enormous potential to be unlocked across the North, and by working together we can bring in even more investment, create more opportunities and drive growth for local people right across our region.”

David Skaith, Mayor of York and North Yorkshire, said: “York and North Yorkshire is one of best places to live, and with one of the most highly qualified and productive workforces in the country and the space to grow, we’re also one of the best places to invest and do business.

“York Central is at the heart of our offer, as one of the UK’s largest brownfield city-centre regeneration sites centred on a pivotal rail gateway to the North.

“Together across the Great North, we’re showing the world that we’re ready to lead the next chapter of growth with a clear pipeline of opportunity, so there’s never been a better time to join our team.”

We know the North has the potential to make a real difference to the country’s future, and by working together we can bring more investment and better jobs into our communities.

“Hull and East Yorkshire has a huge part to play in that. That takes a major step forward today as we showcase the major projects and opportunities that will transform our region in the years to come.

“In Greater Manchester this will mean building thousands of new homes and creating high-value jobs, capitalising on the strength our high-growth industries like advanced manufacturing and life sciences, all underpinned by our pioneering £2 billion Good Growth Fund. By working with partners who share our ambitions, we’re ready to deliver long-term growth at the heart of a resurgent North.”

Cllr Louise Gittins, Chair of the Cheshire and Warrington Combined Authority and leader of Cheshire West and Chester Council said: “Cheshire and Warrington stand ready to play a leading role in creating prosperity across the North and for UK PLC.

“Cheshire and Warrington’s trailblazing businesses and industries are rightly recognised in the Northern Growth Prospectus. But today is about more than individual places- it’s about the North coming together with a shared purpose and a shared ambition for growth, investment and opportunity.

“The North has scale, ingenuity and determination to drive the UK’s future prosperity. By working as one North, we can unlock that potential and deliver long-term impact; our vision is bold and united, and we have the collective strength to turn our vision into lasting national impact.

“The blueprint also complements the CWCA’s own ambitions and in the coming months we will be bringing forward plans to invest in accelerating growth priorities and business support for a region home to almost one million residents, national strengths in clean energy, life sciences and advanced manufacturing, 41,000 businesses, and a £4bn tourism economy.”

Cllr Stephen Atkinson, Chair of Lancashire Combined County Authority, said: “Lancashire has a major role to play in the North’s growth story. It has one of the largest economies in the North West with strategic industries of nuclear, UK Cyber Force and defence.

“Alongside our great towns and cities, county areas like ours bring nationally significant strengths in advanced manufacturing, aerospace and clean energy, with the skills, supply chains and capacity these sectors need to thrive.

“That is why Lancashire is central to any serious proposition for northern growth.

“Major international events also help us showcase that offer to the world. When the Tour de France comes through Lancashire in 2027, it will put our landscapes, communities and economy on a global stage, provide a real boost for local businesses and help demonstrate why the North is such a strong place to live, work, study and invest.”

John Barradell OBE, Interim Chief Executive for Cumbria Combined Authority, said: “There’s a growing sense of confidence across the North, with some serious opportunities now coming forward for investment and growth. Cumbria has a clear role to play in that, making sure we’re part of what comes next and that our communities benefit from it.”

Manchester became the most talked about UK city outside of London, overtaking Liverpool for the first time, according to new analysis from consultancy ING.

Excluding London, Northern cities now account for more than half of all conversations about UK cities, with Manchester, Liverpool, Edinburgh, Glasgow, Newcastle, Leeds and Bradford all ranking in the top 15. According to the report, governance reform and the rise of AI-powered discovery are reshaping how people encounter cities online.

The annual UK’s Most Talked About Cities ranking measures online mentions from news outlets, digital publications and social media, and is widely used as a leading indicator of how visible cities are in the online conversation. This, in turn, is linked to their overall success in attracting tourism, investment, business and prosperity.

Sunderland, Hull and Lancaster are among the UK cities rising fastest in the rankings this year, with online visibility growing more quickly than many of their peers. All three are members of Key Cities, a cross-party network representing 22 small to mid-sized cities across the UK. More than half of this year’s ten fastest climbers belong to the network, including Exeter, Colchester and Southampton, alongside these northern cities.

The growing prominence of UK cities reflects a wave of sweeping governance changes, with six of this year’s ten fastest‑rising cities located in recently established or soon‑to‑be‑established combined authorities. Meanwhile local government reorganisation creates both opportunity and challenge: while a wider geography can allow places to tell a more expansive story, it can also make it harder to articulate a clear, focused narrative.

The top ten fastest‑rising cities in this year’s ranking are:
=1  Sunderland (up 6)
=1  Exeter (up 6)
=1  Hull (up 6)
4    Colchester (up 5)
=5  Glasgow (up 4)
=5  Lancaster (up 4)
=7  Belfast (up 3)
=7  Brighton (up 3)
=7  Nottingham (up 3)
=7  Southampton (up 3)

The growing prominence of UK cities reflects a wave of sweeping governance changes, with six of this year’s ten fastest‑rising cities located in recently established or soon‑to‑be‑established combined authorities.

What is driving the visibility of UK cities?

As cities are compared, searched and summarised more extensively, the need for them to demonstrate change that is clear, relevant and easy to understand is more important than ever.

Visibility across all UK cities in the study increased by 42% compared with the previous year, higher than the equivalent figure for European cities, which sits at 38%. The UK is now home to nine cities with more than 15 million conversations – more than any other European country – meaning that more UK cities now have the visibility to compete on the international stage.

Culture also continues to play a crucial role in raising city visibility. Bradford’s City of Culture status has boosted it into the UK’s top 15 most talked-about cities, with 17% of news coverage about Bradford coming from highly influential outlets such as the Financial Times, The Guardian, and the BBC.

Lucie Murray, Head of Cities at ING, said: “This year’s report shows a clear shift in the visibility of UK cities, with Northern cities excelling in terms of overall online presence, growth, and culture-led content. They are able to articulate change in ways that are clear, credible and easy to understand.

“Manchester and Liverpool continue to compete for the position of the UK’s most talked-about city outside London, but other Northern cities are making waves. Sunderland’s visibility is growing as major projects like Riverside Sunderland and Crown Works studios put the city into the spotlight, and Bradford’s designation as the UK City of Culture has paid clear dividends in its visibility in the most influential sources.

“Ultimately it’s the cities that align their stories with policy priorities, cultural investment and long term regeneration, and that communicate these consistently, that are more likely to turn attention into lasting profile.”

BNY (NYSE: BNY), a global financial services company, and The University of Manchester today announced the launch of the Future of Work Alliance, a five‑year, £5 million initiative focused on advancing how human-led digital transformation can be integrated responsibly into large, data-intensive organisations in the AI era.

The Future of Work Alliance combines BNY’s demonstrable experience deploying AI at scale with The University of Manchester’s world-leading research, with deep strengths in applied AI, data science and inclusive innovation. The initiative, enabled by the University’s innovation arm – Unit M – will be delivered through the Alliance Manchester Business School and will focus on designing, testing and scaling new models for the responsible use and application of AI.

Centred in Manchester, where BNY has operated for more than two decades, the Alliance will use real operational challenges to connect academic research with day‑to‑day business needs. The work is intended to provide hands‑on, real‑world problem solving that accelerates innovation and capability building, informing how to scale AI responsibly over time. In parallel, executive and professional education programmes will support leadership, governance and change management skills needed for human-led AI adoption.

The Future of Work Alliance will focus on five connected areas:

BNY Research Challenge Programme: live operational challenges converted into structured, student‑led academic projects delivering practical insights and solutions.

Alliance Manchester Business School Executive Education: bespoke academic programmes designed to equip BNY leaders to excel in an AI‑enabled organisation.

Postgraduate Internships: multi‑week placements giving high‑performing students hands‑on experience within BNY’s Manchester office.

Scholarships and an Endowed Chair: support for five AI‑focused scholarships and a BNY‑endowed Chair to provide long‑term academic leadership via the University’s Challenge Accepted campaign.

Keynote Lecture Series: convening academic and industry leaders to shape debate on the future workforce and responsible AI.

“One of the challenges for organisations is how AI can be scaled in complex environments,” said Alejandro Perez, Chief Operating Officer of BNY. “The Future of Work Alliance connects our operational reality with The University of Manchester’s world‑class research and talent pipeline to build the foundations for human‑led digital transformation at scale.”

The Future of Work Alliance strengthens Manchester’s role as a centre for responsible human-led AI innovation shaped around people, skills and work, while establishing a model with global relevance, intended to deliver meaningful outcomes to support students, leaders and organisations as AI becomes increasingly embedded in day‑to‑day work.

“AI is transforming work globally, and this alliance brings our highly talented researchers, students and our civic mission together with BNY’s experience of deploying AI responsibly at scale,” said Professor Duncan Ivison, President and Vice‑Chancellor of The University of Manchester. “The Alliance shows how universities and industry can work together to build trusted approaches to AI, develop future skills and deliver long‑term economic and social value for Manchester and beyond.”

“BNY’s £5 million initiative with The University of Manchester is excellent news for Manchester and the wider region, building on the firm’s long-standing contribution to the local economy,” said Lord Stockwood, Minister for Investment, Department for Business and Trade. “The Future of Work Alliance is a clear example of our Industrial Strategy in action – bringing together a global financial leader and a top UK university to drive AI innovation, develop future skills and strengthen regional growth, helping secure the UK’s position as a leading destination for investment.”

“BNY’s story in Manchester is one of the best examples of what long-term investment in a place looks like. Having arrived in 2005, they have grown into one of the city’s largest financial services employers,” said Joe Manning, Managing Director of Invest Manchester. “BNY’s growing presence, alongside The University of Manchester’s research and talent, makes this an exciting initiative for the city. Manchester is the most AI-ready city in the UK, and this alliance will bring together two institutions with the experience and credibility to tackle the questions around AI that businesses are facing right now.”

The University of Manchester initiative builds on BNY’s wider engagement with universities, including with Carnegie Mellon University and the University of Central Florida, reflecting a broader effort to connect academic research and talent with real‑world business challenges.

Day Two of UKREiiF saw Greater Manchester’s delegation step into a series of high‑impact conversations on housing reform, regional investment, inclusive growth and the future of development corporations. With leaders from Manchester City Council, GMCA, local authorities and private sector partners spread across the programme, the day showcased the region’s influence on national policy and its commitment to long‑term, place‑based leadership.

The morning opened as Caroline Simpson, Chief Executive of GMCA, joined leaders from Glasgow, West Yorkshire and the West Midlands to discuss how National Wealth Fund Strategic Partnerships are reshaping regional investment models. Caroline set out Greater Manchester’s approach to pipeline development, reinforcing the region’s position as a national leader in collaborative investment.

Caroline Simpson Chief Executive of Greater Manchester Combined Authority said “Having a really clear vision for your place at a public sector level, it should be bought into already. It’s not just about what’s best from a commercial perspective but how do we get everything aligned to ensure the long-term sustainability of a place.

“If the private sector can see that we are all aligned in the public sector, can see we’ve got a vision and a track record. If we’re willing to put our shoulders to the ground and back our places, then I can’t see a better option for investors.”

This theme continued into the late morning with a session marking 10 years of Good Growth in Greater Manchester, where Charlie Norman, Chair of Greater Manchester Housing Providers, joined partners to reflect on the role of public private collaboration in delivering safe, secure and affordable homes.

Then Becca Heron, Strategic Director of Growth and Development at Manchester City Council joined a panel discussing Camden’s ambitions and strategy for inclusive growth. Becca offered a perspective from Manchester, a place that is already embedding inclusive growth into its development strategies in order to connect people to opportunities.

Becca Heron Strategic Director of Growth and Development at Manchester City Council said “In Manchester, we’ve got area focused approaches to social value. We have really significant investments happening in North Manchester with Victoria North, Collyhurst and North Manchester General Hospital so we’ve been working across programmes for a while. For me, a key lesson has been working with communities to determine exactly what they want to see in terms of benefits. It’s not up to us to define that.

“It’s about giving agency back to our communities, making sure they are co-designing the approach. Some of that is engaging the voluntary sector in terms as delivery. Local authorities need to take the listening and position themselves as intelligent clients.

“It’s about risk and inviting creativity, empowering local communities to come up with ideas and helping them to deliver them. You have lots of formal processes, but you need some fluidity.”

The afternoon brought another significant Greater Manchester moment as Catherine Chilvers, Managing Director of Stockport MDC, joined a panel exploring the role of development corporations in unlocking growth. Catherine highlighted Stockport’s nationally recognised MDC model and the importance of shielding long‑term regeneration vehicles from short‑term political cycles.

She said ‘’ the focus of our MDC is the town centre, it was created to build momentum from the previous decade, putting together a coherent vision and dedicated focus that could be accelerated. There is now a visible change in the centre, and we’ve combined council and civil partnership to create conditions for investment’’

Following on from this, Andrew McIntoch, Director of Place at GMCA joined the Defining public value in the infrastructure: From appraisal intent to long term outcomes panel and said ‘’Moving beyond cost, it’s important to consider how long term assets like the new town programme or R&D parks will deliver long term social, environmental and economic value to Greater Manchester’’

Housing pressures were back in focus as Robert Jones, Investment Manager at GMCA, joined a panel on cost-effective solutions to the temporary accommodation crisis. With demand rising sharply across the UK, Robert outlined the challenges that surround the housing crisis, funding solutions that could help and how Greater Manchester is tackling the challenge head on.

He said “Our challenge is to knit together part of the solutions around temporary accommodation and affordable housing. Clearly housing is a big focus for Greater Manchester Combined Authority and the councils. One of the things we’ve done already is to put some money back into creating empty homes teams to shake the tree a little bit.”

The delegation then took centre stage at the Greater Manchester Pecha Kucha, a fast-paced showcase of investible propositions and regeneration opportunities across the city region. The session highlighted why Greater Manchester continues to attract national and international investment.

Across Bolton, speakers highlighted ambitions to grow a thriving visitor economy through projects including NorthFold and the Bolton Food & Drink Festival, with a focus on creating better places to live and invest. In Bury, updates spanned Millgate Shopping Centre, Pyramid Park, SOMA, NORA, Elton Reservoir and the Northern Gateway, alongside continued investment in Radcliffe, Prestwich Village and the borough’s established retail and cultural assets.

Oldham outlined its focus on brownfield and heritage-led regeneration, with projects including the MDC, Northern Roots, Sportstown and the redevelopment of Spindles Shopping Centre helping shape the borough’s future. Meanwhile, Stockport pointed to strong viability, transport connectivity and the success of the MDC delivery model, alongside progress on Stockport 8, new housing development and Eco Park.

In Tameside, leaders emphasised inclusive growth, with the Bee Network set to transform connectivity in Ashton, while regeneration plans continue across Ashton and Stalybridge through the MDC, Market Square, Ashton Town Hall, Ladysmith Shopping Centre and Godley Green.
Amstone has announced that Keady Construction has been appointed as the main contractor to build No.1 Knightsbridge in Stockport. The project will start on site in the first quarter of 2027 and will be delivered in phases over the following 2.5 years.

No.1 Knightsbridge is a new, high quality residential development on the site of the former Sainsbury’s supermarket in Stockport town centre. Delivering 588 apartments, the scheme is in the proximity of numerous local amenities, including the iconic market hall, The Underbanks, Red Rock cinema, independent leisure and retail, Mersey Way Shopping Centre and The Peel Centre. It will act as a catalyst for the Council’s strategic placemaking aspirations and is also one of the largest projects being delivered in the Town Centre East masterplan.

Set inside three residential blocks, with heights of five to 15 storeys, the scheme has extensive external amenity, private gardens and basement car parking. The proposals will also open up the River Mersey frontage for the first time in generations. Detailed planning permission was granted in January 2025.

Keady Construction Limited is part of the wider OHOB Group, with a turnover close to £400m. Keady is a main contractor in the residential, commercial and education sectors. The company describes itself as a “modern contractor” with a genuine drive to deliver value for money for its clients in every aspect of its work and a desire to protect the environment. The company’s value for money philosophy is demonstrated by seeking to use less raw materials in the building process and investing more time and money in the design process.

Adnan Siddiqi, Director at Amstone Ventures said: “We were attracted to Keady Construction due to their significant experience in the residential sector and their philosophy on design and the environment. They’ve recently completed 31-storey tower comprising 399 high quality PRS apartments on Skinner Street in Leeds, which perfectly places them to move quickly onto our Stockport site, bringing that experience with them.

Kieran Dougan, Director at Keady Construction said: “No.1 Knightsbridge is a great opportunity for us to continue our work on landmark residential projects in the north of England. Having just completed a major private rented sector project in Leeds for Ridgeback group, I’m excited to add Amstone to our roster of clients which also includes Peel Holdings and L&G.”

Day One of UKREiiF 2026 set a confident, collaborative tone for Greater Manchester’s delegation, with leaders from across the city-region taking to stages, roundtables and private forums to champion the region’s ambition, investment pipeline and long-term approach to good growth.

The day began bright and early at the Muse stand, where Tom Stannard, Chief Executive of Manchester City Council, joined James Kington, Director of Growth at Oldham Council, Paul Richards, Deputy Chief Executive at Stockport Council and Muse’s Phil Mayall to explore how Greater Manchester is reshaping its towns and cities. The conversation set the tone for the day: partnership-led regeneration, long-term stewardship, and a clear focus on delivering places that work for people.

James Kington, Director of Growth, Oldham Council said “You can’t just look at what has happened in Stockport and lift to fit to a place like Oldham but you do have to look at market leaders for some key takeaways. You have to have a plan on the table, have the politicians as aligned as they can and get the community on board so that they feel a part of it and young people want to stay, build lives and build careers.”

Tom Stannard Chief Executive of Manchester City Council said “That attractiveness of our region is absolutely immense. The message from us in the public sector is that stability is our watchword, it has served us well and will continue to serve us well. We’re long-term partners, not just partners in name but were putting in a big stake in land ownership and financially as well.”

Paul Richards Chief Executive of Deputy Stockport Council “Placemaking is emblematic for that regeneration of Stockport. The feeling you get when you’re in the town centre just lifts you and has given us the confidence to keep going. It’s about vision, ambition and thinking what you can do next that’s even more ambitious.”

From there, attention turned to Salford as the city marked its centenary with a session reflecting on its transformation into to one of the UK’s most dynamic urban centres. With Salford City Council and the University of Salford in the spotlight, the discussion highlighted the power of community-led regeneration and the momentum building across the city.

John Searle Deputy Chief Executive (Executive Director of Place) of Salford Council said “Salford was really defined by its industry, its resilience and its ambition. That’s in our DNA. We try and create long term relationships with our developer community, partnership is key.

We feel we have a real social responsibility to deliver more and better and it’s the better bit that matters. We’re talking about affordable homes provision to Passivhaus standard, high quality public spaces, access to these spaces and embedding social value into everything we do.”

Laura Percy Development Director of Muse said “As we reflect on the next ten years, this is the opportunity for good growth. This is about recognising that regeneration is not about displacement. It’s about seeing the benefits of the work we’ve done recycled back into communities. We have a real opportunity to create that catalytic effects like utilising the research strengths of Salford University to create an exemplar across Salford Crescent.”

Back across the programme, Becca Heron, Manchester City Council’s Strategic Director for Growth & Development, brought a Manchester perspective to a debate on the future of new towns and the importance of landscape-led master planning.

When asked about the varied use areas can have in new towns, she said ‘’What ties these areas together is a park. Opening up green space and actively encouraging people to out of the car. All of these things brings communities closer – the key to success is how you use the environment and current setting to your advantage’’

Devolution was another major theme of the morning. Gillian Duckworth, GMCA’s Group Solicitor & Monitoring Officer, joined a panel unpacking the implications of the English Devolution and Community Empowerment Bill, a collaborative conversation as Greater Manchester continues to expand its powers and responsibilities.

Meanwhile, Manchester’s presence was felt strongly at the Major & Core Cities Brunch, where Tom Stannard joined leaders from across the UK to discuss investment priorities and the shared challenges facing major urban centres.

At the same time, Laura Blakey, Director of Strategic Finance & Investment at GMCA, contributed to a private roundtable on livingled regeneration, exploring how under-used urban spaces can be transformed into catalysts for social and economic activity.

Karen Hirst, Project Director for Old Trafford Mayoral Development Zone discussed how culture can create a city, she said ‘’The whole area of Old Trafford is set to deliver the wider vision and the impact this has is important, whether its creating jobs, neighbourhoods or contributing to community’’ She went on to say ‘’Social value and community benefit impact is at the forefront of what we want to do. Working with schools and local youth centres is especially important while we grow Trafford will be the true measure of success’’

On the McDonalds Pavilion, Justin Clough, Assistant Director of Corporate Property at Bolton Council joined a conversation all about regenerating high streets and creating new opportunities in retail.

Justin Clough, Assistant Director of Corporate Property at Bolton Council said “ Less is more in terms of retail, but creating an environment with a sense of vibrancy will entice people back in and offer that multi-generational destination. The town centre needs to change its identity from just a retail destination. Hospitality gives people a reason to come into the town.”

A Spotlight on Greater Manchester’s MDCs

One of the standout moments of the day came late morning at Horizon Leeds, where a packed audience gathered for a deep dive into Greater Manchester’s Mayoral Development Corporations, hosted in collaboration with Insider.

Speakers included Caroline Simpson Chief Executive of GMCA, Catherine Chilvers, Managing Director, Stockport MDC, Karen Hirst, Project Director, Old Trafford Regeneration MDC and Stephen Dance OBE, Chair of Atom Valley Northern Gateway Mayoral Development Corporation.

Together, they explored how MDCs are accelerating development across Stockport, Old Trafford, Northern Gateway, Middleton and proposed new areas including Bolton, Ashton, Stalybridge, Oldham and Leigh. The session underlined the scale of opportunity across the city-region, and the strength of the partnership model underpinning it.

Caroline Simpson, Chief Executive, GMCA said “As we look ahead to the next decade. We have absolutely accepted the challenge of continuing the momentum of that growth, but we want to build on it. We want to go further and faster and make sure growth reaches every part of Greater Manchester. We want to focus on place-based growth and link that industry back to our people.

“We are doubling down and we are doing that through MDCs. It’s not stand-alone projects but a focus on places that are part of our delivery pipeline.

“At their core MDCs are delivery vehicles. They bring together powers, provide a means by which the public sector and private can channel investment with a single purpose. Their intent is to unlock the complexity of regeneration, to accelerate delivery.”

Catherine Chilvers, Managing Director, Stockport MDC said “The principle of the MDC was to galvanize that momentum that had started into a collective vision for the town centre. The beauty of the MDC model is that you have the ability to be dedicated to your vision. To be focused on driving forward delivery, allows acceleration.”

Karen Hirst, Project Director, Old Trafford Regeneration MDC said “We’re going to create a new place a new neighbourhood, thousands of new homes and jobs supercharged by a world class new stadium for Manchester United.

Our strapline is globally inspired, community focused and I think we need to do exactly what it says on the tin”

Stephen Dance OBE, Chair of Atom Valley Northern Gateway Mayoral Development Corporation said ““MDCs are all different and they have to be. The thing that binds it together is the benefit for the people. We are in this for economic growth, social benefit and for private sector partners to make a profit, because they have to. The main differentiator is that common goal for growth.”

Transport came front and centre into the afternoon, with Chris Woodroofe, Managing Director of Manchester Airport and Tom Stannard, joining a panel on east/west connectivity and the economic impact of the TransPennine Route Upgrade.

Tom Stannard Chief Executive of Manchester City Council “The key challenge is about rebuilding the partnership with government on this is a constructive and collaborative way. What we’ve seen is a real appetite and willingness to really lock themselves into productive governance with the city and our partners.

“Partnership and having Government at the table in a joint process is absolutely essential. That’s the commitment from us. When you have the city council, the combined authority, the airport and other stakeholders like that in the mix, it gives so much more potential for the next decade.”

Chris Woodroofe Managing Director Manchester Airport said “What’s really important isn’t a ten-minute reduction in train time when you’re going to an airport but knowing you’re going to get there and the resilience. What NPR will do for Manchester Airport is allow me to pitch a 60 million passenger future, generating a business case to transform terminal 1. You follow that train back and you will find literally trains, will allow us to do that.

The afternoon also featured a fireside conversation with Caroline Simpson, who set out how Greater Manchester’s £1bn Good Growth Fund is unlocking development across all ten boroughs, making the unviable viable and accelerating delivery at scale.

‘’This year’s integrated settlement has helped us simplify the investment landscape and strengthen delivery across the region. Through the Good Growth Fund, Greater Manchester’s ten local authorities are working collectively to back projects that support long-term growth, from town centres and transport infrastructure to social and affordable housing, while creating the confidence and capability needed to bring regeneration forward across every part of the city region.’’

A spotlight on North Fold

The spotlight shifted to the Wigan/Bolton corridor as the NorthFold partnership took to the PublicPrivate Sector Stage. With contributions from Bolton Council, Wigan Council, and Invest Manchester, the panel celebrated more than £1bn of investment already secured and outlined the next phase of growth.

Jon Dyson, Director of Place at Bolton Council talked about how things have progressed since their UKREiiF 2025 session ‘’What excites me most is the move away from concept to delivery. The projects like Crompton Place were in the pipeline and now its starting the demolition process’’

‘’Projects like Hulton Park are going to be huge, over £1.2bl GVA and over 1000 jobs will come alongside the Ryder Cup win. Bringing a world class golf facility in the heart of our region will bring generational good’’

On the same panel, David Proctor, Assistant Director for Planning and Regeneration discussed what NorthFold meant to Wigan. He said ‘’Fettlers, our flagship town centre, will transform the offer in our centre and build on the cultural piece to get the most out of our assets. The key idea is a mixed use offer that builds on our story, and NorthFold provides that’’

Audrey Peers, Head of Strategic Partnerships said ‘’ We’re excited about the strength of the offer at NorthFold, it supports Greater Manchester’s key sector strengths and will attract investment over the next decade. One key sector that looks particularly exciting is the Food and Drink Innovation cluster that is expanding, so we hope to support the employment and growth opportunities that come alongside it’’

Then, Caroline Simpson joined Lord Gavin Barwell, Chair of the Stockport MDC for an ‘in conversation with’ session, exploring the MDCs successes to date, a collaborative approach town centre regeneration and his future ambitions as the area expands.

“Theres a record of achievement here, you walk around the town centre and you can see the huge difference it has made. Excitingly there’s a real ambition to go further, doubling the housing infrastructure, employment space and social infrastructure as well.

“Its powerful to have the whole town centre covered by this. If we can really give people a pride back in their town centre, this doesn’t just benefit the people within the boundaries of the MDC but makes everyone proud of their place and its making their hometown better for everyone.”

Then Caroline Simpson joined the Manchester Cambridge Innovation Partnership drinks reception to reflect on the partnership so far and set out ambitions for the innovation

Caroline Simpson Chief Exec Greater Manchester Combined authority said

“There are so many reasons why this partnership works. From our perspective it really makes a statement around how the landscape of devolution and mayoral combined authorities is starting to shape economic policy in the UK. We didn’t ask for permission, we weren’t asked to do it, but two regions came together with similar priorities and interests. Both understood the mutual benefits. It’s an absolute no-brainer.”

As the main programme wound down, the Manchester delegation headed into one of the most anticipated networking moments of the day: the Invest Manchester and Opportunity London Drinks Reception. Bringing together investors, developers, city leaders and international partners, the reception created a space for two of the UK’s most dynamic city regions.

Day One demonstrated the breadth and depth of Greater Manchester’s leadership at UKREiiF, from regeneration and housing to transport, investment and innovation. With Manchester City Council, GMCA, Invest Manchester. local authorities and private sector partners from across the city-region represented throughout the programme, the delegation made a confident and collaborative start to the week.

Russell LDP has completed the first transaction at HPARK, with the sale of a 400,000 sq ft plot to Panattoni UK.

The deal marks a significant milestone for the 2.1 million sq ft manufacturing and logistics park and one of the first major transactions within the opening phase of Northern Gateway, located in the wider Atom Valley, supported by the Mayor of Greater Manchester, Andy Burnham.

Located nine miles from Manchester city centre, HPARK offers direct access to the M62 via a purpose-built link road, providing connectivity across the North West and the wider Trans Pennine motorway network.

Panattoni UK, one of the UK’s largest speculative developers and part of the global Panattoni Group, has acquired the plot to deliver a new high-quality industrial scheme, underlining continued demand for prime logistics and manufacturing space in the region. A revised planning application to increase the approved building area will be submitted over the coming months, in partnership with Russell LDP.

In total, HPARK will deliver 2.1 million sq ft of design-and-build space, with flexibility to accommodate a range of occupiers, including larger combined units. Buildings will be delivered to a high specification, including up to 18m eaves heights, Grade A office space, generous yard depths, and a power capacity of 32MVA through a new purpose-built substation.

The development targets BREEAM ‘Excellent’ and an EPC A rating, with sustainability features including solar PV panels, EV charging infrastructure and air source heat pumps.

HPARK sits within Northern Gateway, the largest single advanced manufacturing, logistics and industrial development site in Atom Valley, known as a Mayoral Development Zone stretching across Rochdale, Bury and Oldham. The Northern Gateway Development Vehicle LLP, a Joint Venture between Russell LDP and Harworth Group, is bringing forward the wider Northern Gateway.

The first transaction at HPARK marks a significant milestone for the scheme. Securing our first plot sale is a strong endorsement of the site’s location, connectivity and scale.

“The deal with Panattoni underlines continued demand for high-quality industrial and logistics space across the North West and sets a positive tone for future activity at HPARK. We are already seeing strong interest in the remaining plots and look forward to progressing the next phase of development.”
Andrew Russell, Managing Director, Russell LDP

Northern Gateway, as a key part of Atom Valley, is a clear signal of momentum in delivering the kind of growth Greater Manchester needs – growth that is inclusive, sustainable and rooted in opportunity. Supported by the new Western Access to the M66 and backed by £52.1 million of public investment, we are laying the foundations for long-term success.

“This is about creating real opportunities for the people in Rochdale, Bury and Oldham, supporting high-quality jobs, driving investment and opening up new employment pathways that benefit local communities. By bringing forward developments like this, we are ensuring that the success of Atom Valley is felt by residents and businesses, now and into the future.”
Councillor Daniel Meredith, Portfolio Holder for Regeneration and Housing, Rochdale Borough Council

“Northern Gateway at Atom Valley is one of the most significant advanced manufacturing, industrial and logistics opportunities in the North of England. With the opening of the new link road to the M62 and the recent announcement of over £52.1 million of public investment to bring forward the new Western Access to the M66, the conditions are in place to move quickly and get building. We are delighted to be working with Russell LDP to bring forward the first development at HPARK, within Northern Gateway, and look forward to demonstrating what is possible at this site.”
Daniel Burn, Head of Development: North West & Yorkshire, Panattoni

Russell LDP is continuing to bring forward HPARK as a key employment site within its development pipeline, with infrastructure in place and further plots expected to come forward as demand continues.
