Ms. Rosana Contreras, Executive Director of Socsksargen Fishing and Allied Industries Incorporated (SFFAII), Friday, said that the 20th National Tuna Congress in General Santos City is generally successful and broke congress records.

Held on September 5-7, 2018 at the Trade Halls of SM City General Santos with the theme, “20 Years and Beyond; Continuing Remarkable Convergence.”

.

In an interview, Contreras said that 2 days before the event, they are expecting around 700 domestic and foreign industry players for this has been the number for the previous congresses. Due to the security threats caused by bombings in Isulan, Sultan Kudarat, some foreign delegates withdrew their attendance because of fear to be a victim and travel bans released by their state, the organizers struggled to reach the number this year. So, they came out to an idea, to reach the potential players of the industry. This caused the breaking to more than 800 from 700 delegates expected.

This year, more delegates are local compared to the previous congresses. Aside from companies, private groups, and government agencies, students from colleges offering fisheries and tourism joined the 2-day congress proper.

The congress started on Wednesday with the traditional caravan, Eucharistic Mass, and the opening of the Trade Exhibit graced by Marine Industry Authority (MarInA) Administrator Leonardo Rey Guerrero. The exhibit hosted 185 for the expected 176 from 82 companies which is another record.

Department of Agriculture (DA) Secretary Emmanuel “Manny” Pinol spoke before the delegates as keynote speaker on the first day of the congress proper.

14 plenary discussions was lined up including salient features of the Phillipine Safety Rules and Regulations; updates on the development of the Philippine Economic Catch Documentation and Traceability System; updates on the certification and sustainability efforts; and, the presentation of new technologies for small-scale fisheries on monitoring vessels including catch and location.

Senator Cynthia A. Villar, Chairperson of the Senate Committee on Food and Agriculture graced the congress on the second day expressed her support to the Tuna Industry and congratulated the industry players with their success.

During the congress, SFFAII has launched their first-ever coffee table book entitled “Tuna: At the Hearth of General Santos”; a summit for tuna handline fishing sector; and a job fair with the various fishing companies and allied industries.

The congress ended with the updates on the 19th Tuna Congress Resolutions and the presentation of the 11 resolutions concerning the industry to the Philippine Fisheries Development Authority (PFDA).

The traditional farewell dinner was served at the roof deck of the parking building of SM City GenSan where the best booth, and the groups and personalities behind the success of SFFAII and Tuna Congress were recognized.

General Santos City – Albeit the unfavorable weather and security situations, the 20th Tuna Festival concluded on Wednesday, September 5 successfully and safely.

The celebration of this year’s Tuna Festival has been faced with many challenges. Regardless, the city government of Gensan and the Philippine Fishport Authority, the organizers of the festivity, pushed through a merry and event-filled Tuna Festival.

Mayor Ronnel C. Rivera, during the Closing ceremony of the Tuna Fest at Oval Stadium, told that he was happy that the celebration was able to continue without any incidents. He also thanks to the residents of Gensan for their support to the festivity. “I also thank the people of Gensan for their continuous support. Without you, this event won’t be successful,” the Mayor said.
The closing day of the Tuna Festival featured a street dancing competition among four schools in the city; General Santos City National High School, General Santos City School for the Arts and Trade, Fatima National High School and Dadiangas North High School. Some of the farm machines being turned-over were rice and corn combine harvesters, tractors, among others.

Secretary Piñol has said that the Philippines has one of the lowest farm mechanization rates among ASEAN-member countries prompting the administration of President Rody Duterte to pour billions into the procurement of farm equipment for distribution to farmers and fisherfolks.

“The DA is also offering the Agriculture and Fisheries Machinery and Equipment Loaning Program for associations and cooperatives who would like to acquire additional implements.” He added.

The AFME loaning program, he said, is handled by the Agricultural Credit Policy Council (ACPC), an agency under the DA which extends loans for the purchase of tractors, harvesters and other equipment at two percent (2%) interest per year payable in eight years.

DA creates loaning facilitation teams in provinces

At the sidelines of the mass distribution event, Secretary Piñol has announced that the DA is set to launch loaning facilitation teams in provinces nationwide.

He further disclosed that with the on-going implementation of his brainchild, the Production Loan Easy Access (PLEA) program through the ACPC, the agency has already established teams that will accept and facilitate loan applications from the farmers.

“Their main task is to only entertain your application for loan and prepare the documents,” the agri chief said.

He observed that some of the setbacks why farmers opt to go to private lending entities rather than availing of government loans are because of the complicated process and the endless list of requirements.

“That is why we created the loaning facilitation teams in the provinces… they will be in charge not just in assessing your application but as well as preparing the documents for you… we will get rid also of the tedious process,” Sec. Piñol emphasized.

He also noted that the team will conduct close coordination with the provincial local government units.

PLEA program was launched last year which caters to loan application of farmers who are members of a registered cooperative or association. This financing program has a six percent (6%) annual interest.

Farmers can avail of financing support up to P50,000 which they will use to purchase seeds for planting, fertilizer and other production support.

This made-easy-for-farmers credit facility of the government is the antidote to the delayed delivery of seeds caused by the long and tiresome government procurement processes.

“We will no longer procure seeds… with the long bidding process, we cannot timely deliver the seeds because farmers have already finished planting… sometimes if we wait longer the seeds will have low germination rates,” Sec. Piñol explained.

He said that the loaning program is an alternative for farmers where they can freely choose the best quality of seeds.

DA to construct 2,000 solar-powered irrigation projects until 2019

“I will request DILG (Department of Interior and Local Government) Secretary Año to send memorandum to local governments to submit to us listing of areas which could be served by solar-powered irrigation,” Piñol noted during the event.

The DA plans to put up 2,000 solar powered irrigation system projects all over the country until 2019 which could approximately provide water to 100,000 rainfed rice areas.

With these areas provided by enough water, additional 1,000,000 million metric tons of rice will be produced.

Meanwhile, the agri czar urged local chief executives in the country to initiate water impounding programs in their localities. This will serve as their counterpart to the DA’s advocacy of solar-powered irrigation system.

“We can be rice sufficient, if we have enough water,” he said.

Last year, President Rodrigo Duterte switched-on the prototype of this project in M’lang, North Cotabato, and the DA has completed the first fully-operational SPIS project in Matalam, North Cotabato. Around 169 similar projects are expected to be completed by the end of this year.

IP groups ink market deal for ube, camote

Members of the tribal communities in Central Mindanao have entered into a marketing deal with a Bulacan-based organic food processing company for the supply of organic purple ube and camote.

Leaders of the Manobo and B'laan tribes who live in the mountains of Central Mindanao came down on Monday to meet with young businesswoman Almay Gaw-See, owner of Oh, So Healthy! Foods to enter into a supply agreement which would earn the tribes an estimated P300, 000 every month.

The market linkage started when Secretary Manny met Almay Gaw-See during the International Food Expo (IFEX) event last month at the World Trade Center in Manila.

The aggie chief shared that Gaw-See had a booth which displayed fruit and rootcrop chips which she produced organically and were packaged beautifully which caught his attention.

During their talk, she confided to the secretary that one of her problems was where to get her supply of organically grown purple ube and camote.

She said she needed an initial supply of 10 metric tons every month and that she was buying the crops at P35 per kilo.

When the secretary confirmed the availability of the supply in Central Mindanao, the tribal leaders were asked to meet with Almay Gaw-See. The deal was sealed with a handshake.

After their dialogue with the buyer, the tribal leaders went home hopeful of a better life and said they will start digging for the ube and the camote in their ancestral lands.

Secretary Piñol said that the DA will also help the tribes in planting more ube and camote.

The secretary has expressed his happiness after the signing of the deal between the previously neglected people and an enterprising young businesswoman. Agriculture Secretary Manny Piñol turns-over more than P168-M worth of farm equipment to local officials of Region 12 during the mass distribution of farm machines held at DA's research and experiment station in Tupi, South Cotabato on June 18, 2018.

To hasten the recovery and rehabilitation of Marawi City, the Department of Trade and Industry (DTI), which lead the Bagon Marawi Task Force Sub-Committee on Business and Livelihood, provided these women with sewing machines and cloth as starter kits to help them earn while staying either homeland or evacuation centers.

Back in August, DTI-Region 10 identified 16 women internally displaced persons (IDPs) who will be trained for dressmaking and were awarded with the sewing kits. The 16 sewers are able to generate income for themselves.

From Sta Elena Gymnasium, where they temporarily stay, the 16 women sewers go to the Provincial Training and Livelihood Development Center in Iligan City, where they sewer can earn at least P500 after a day’s work.

For Asnia Saniman, 23, laying hands on a high-speed sewing machine was a dream come true. Even as a kid, Asnia has been sewing handwomen tube kirts or malong in Filipino, shawls, and long dresses to earn extra for schooling and for her family.

But with the new sewing machines and cloth provided by DTI, Asnia can earn up to p1,300. At school, her classmates also ask her to sew for them, allowing her to earn even more.

To Asnia, the new sewing machine kits was her new lease on life amid the crisis that she and her family are going through.

“Naappreciate naming at sobrang masaya kami. Parang nabigyan kami ng panibaging buhay,” a teary-eyed Asnia said, while recalling the time when the terrorists where banging on their door.

“Malaking ulong sa amin ito,” she added.

On the other hand, the DTI’s Negosyo Center and PTLDC ensure that the handwomen malong, shoals and long dresses made by the IDP sewers go to the market indeed the products ended up in the right market with orders coming in from SM Cagayan de Oro, Manila, the Bangon Marawi Concert, Bangon Marawi Store at DTI main office in Makati City. There are also orders from Rustan’s for the Go Lokal Project.

Fellow IDP and 36-year-old Memeng Dianal said the sewing kits allowed her to feed her six children everyday. From P500 she earns before, now Memeng earns P2,000.00 a day, Finishing at least 20 handwomens malongs, shawls and long dresses.

“Malaking tulong ito sa amin (sewing kits) kahit kaunti-konti natutusyusan naming yung araw-araw na pangangailangan naming,” Memeng dsid.

Despite knowing that her family’s home in ground zero is now levelled due to the conflict, Memeng is hopeful that once they return to Marawi, there will be more opportunities for her and other Marawi residents. If only she can handle two business, she would do it for her children.

“Kung pweding doblehin ang business, magdodoble kayod ako para sa mga anak ko,: she said.

Now with the fighting officially declared over by the government. Asnia and Memeng together with other residents of Marawi will just have to wait for their return to their hometown.

           After all, hope spring eternal!

“This is a triumph for us since we are encouraging more farmers in Region 12 to think of the bigger market… this is one of the priorities now of the agriculture department,” the lady director added.

Nagtipon-tipon ang mga prodyuser at
buyer ng gulay sa South Cotabato sa ipinatawag na forum ng Agribusiness and
Marketing Assistance Division o AMAD ng Department of Agriculture 12 o DA 12 sa
Koronadal City kamakailan lamang.

Sa pakikipagtulungan ng DA 12 sa
Office of the Provincial Agriculturist ng naturang lalawigan, naisakatuparan

design.

KORONADAL CITY. The
Department of Agriculture-Bureau of Animal Industry (DA-BAI) temporarily bans
the movement of live domestic and wild birds from Luzon to Visayas and
Mindanao.

In a Memorandum Circular
signed by Officer-in-Charge Director Enrico Garzon, which was sent out on
August 11, 2017, the ban also covers products from domestic and wild birds like
poultry meat, day old chick, and semen.

Manure of these animals,
which is used as organic fertilizer, is also included in the prohibition from
traveling outside Luzon.

This directive was in line
with the Avian Influenza or Bird Flu outbreak in the province of Pampanga which
started last week.

The document also stated
that within Luzon Island, the movement of fresh, frozen meat, eggs and other
uncooked poultry products may be allowed provided this is outside of the seven
kilometer radius control area of the outbreak site in Pampanga.

A shipping permit and a
health certificate issued by a government veterinarian should also be secured.

DA 12 Regional Executive
Director Milagros Casis said that through this memorandum by DA-BAI, consumers
in Region 12 will be assured of safety poultry meat and other related products
for their consumption.

“Our government can also
rapidly control the outbreak through this directive,” she added.

The temporary ban will take
effect until such time that no new cases are reported 21 days after the depopulation
of the affected areas.

Meanwhile, Secretary Emmanuel
Piñol said that the DA and BAI already culled out almost 200,000 of chickens in
San Luis, Pampanga as part of the control measures of the government for the
spread of the virus.

In his official facebook

avian influenza. For disease reporting and other concerns: 0920-854-3119 and 0995-132-9339;

THE bilateral relationship be-tween the Philippines and Brunei Darussalam is excellent and there is much that can be learnt from their cooperation, including in the Halal industry.

This was said by Alan Peter Cayetano, the Philippine Secretary of Foreign Affairs, during a session organised as part of the first Asean Media Forum (AMF), in Manila, the Philippines on August 4.

Jointly organised by the Asean Secretariat and the Deutsche Gessellschaft fur Internationale Zusammenarbeit (GIZ), in consultation with the Philippine Department of Foreign Affairs, the AMF was held as part of the commemorative activities celebrating the 50th anniversary of Asean.

The AMF was aimed at providing a platform for Asean to convey key messages of its goals, achievements and challenges to top media leaders, while at the same time, allows for engagement, discussion and debate on topical and timely international issues which affect the region.

The highlight of the forum was a ‘Conversation with the Asean Chair’ hosted by the Philippine Secretary of Foreign Affairs.

During the session, the Secretary of Foreign Affairs responded to a question from the Bulletin pertaining to the relationship between the Philippines and Brunei Darussalam.

“The Philippines has very good bilateral relations with Brunei,” he said, noting a very special friendship between the two countries.

“We are in debt to our Asean brothers and sisters in countries where there is a Muslim majority which includes, of course, Indonesia, Malaysia and Brunei. Because of their help, we are able to manage the problem in Mindanao.

“So the cooperation is there. Many of those who are helping us in the peace process are Malaysia, Indonesia and Brunei.”

He added, “There are a lot of things we can learn from our cooperation, like the Halal industry, both for our local population and as we develop our agriculture.”

By Philippine News Agency

The Philippine Halal Export Development Board (PHEDB) is fast-tracking the formulation of the implementing rules and regulations (IRR) of the country’s halal law.

“Right now, we are finalizing the implementing rules and regulations (IRR) of the Halal Act. Hopefully, before the end of May the IRR can already be released,” Department of Trade and Industry (DTI) regional director Sitti Amina Jain told PNA on Friday (May 19).

The PHEDB is co-chaired by the DTI secretary and the chairperson of the Commission of Muslim Filipinos (NCMF).

The other members of PHEDB are the Mindanao Development Authority, Department of Tourism, Department of Agriculture, Department of Science and Technology, Bangko Sentral ng Pilipinas, Department of Health, and Department of Foreign Affairs.

Jain said the board, during a recent meeting, also discussed the development of a comprehensive set of strategies and programs, targets and policies, specifically on halal promotion.

Republic Act No. 10817, otherwise known as the Philippine Halal Export Development and Promotion Act, which aims to “develop and promote halal industries as a mode of achieving equity and justice” among local farmers and producers, was enacted in May last year.

Jain said Zamboanga City is being positioned as the halal trading center with the development of the Asian Halal Center inside the Zamboanga City Special Economic Zone and Freeport Authority (Zamboecozone).

“The Zamboecozone allocated at least 100 hectares that will be dedicated for the Asian Halal Center,” Jain said.

The center, which was established in October last year, aims to be the center of Halal industries in the Philippines and in the Brunei Darussalam, Indonesia, Malaysia, the Philippines – East ASEAN Growth Area (BIMP-EAGA).

Jain, who chairs the Sub-Committee on BIMP-EAGA and ASEAN Concerns of the Regional Development Council in Zamboanga City, said the establishment of the halal center is in line with the policy of the government to tap the lucrative global halal market.

“Our responsibility is to promote the economic zone by inviting foreign investors as well as encouraging local businessmen to invest in halal production and locate in the Zamboecozone,” Jain said.

She said the halal development board will initially concentrate on halal food productions and will “branch out to wellness and beauty products” later.

A series of campaign is expected to be launched for local manufacturers to certify their products as halal. Among the plan is to conduct a halal regional conference in October.

“We have already started the awareness campaign among consumers. We are encouraging SMEs (Small and Medium Enterprises) in food processing to venture into halal production and target the local market. We are not just talking about the Muslim market in Zamboanga Peninsula but also Muslims in the neighboring island provinces who are making Zamboanga City as their grocery area,” she said.

Mayor Inday Sara Duterte on Monday created a council whose main function is to ensure the marketability of halal-certified Davao City products in the domestic markets and in the Association of Southeast Asian Nations (Asean) countries.

Under Executive Order No. 12, Mayor Inday formed the Davao City Halal Industry Development Council, which she chairs; and co-chaired by the President of the Mindanao Islamic Chamber of Commerce and Industry.

The council’s membership also includes officials of various city offices, the Davao City Office of Muslim Affairs for Halal Shariah Concerns; the Davao City Investment and Promotion Center for Investment Concerns; and Tourism Congress of the Philippines Halal Committee for Halal Tourism.

Mayor Inday also urged national government agencies (NGA) to work together and harmonize all efforts to enhance the growth of the halal industry and help the government in coming up with a unified system for production, certification and marketing so the Philippines can maximize its huge potential in Global Halal Market.

“Halal” means “allowed” in Islam and in the Asean region, halal certified products are perceived as quality and wholesome.

Traditionally, the term ‘halal’ pertains to food but it has since been applied to cosmetics, pharmaceuticals, and clothing as consumers become more aware and conscious of what they eat and wear.

In her order, Mayor Inday said innovations across this value chain could be a driver for new markets and greater profits as the global halal industry is valued at trillions of dollars. CIO

KUALA LUMPUR — Datuk Dr Asyraf Wajdi Dusuki lamented today that Muslims here care more about the halal status of their food, compared to the status of their source of income.

The deputy minister in charge of Islamic affairs said the public perceives Islam as only related to worship, while the issue of halal and haram — what is permissible and forbidden in Islam — is seen as only related to consumption.

“The concern over halal food and halal labels is paramount. But the similar concerns may not be true when it comes to where the money comes from to buy that halal food,” Asyraf said in his keynote address at a seminar on Islamic financial institutions and charity here.

The senator said when it comes to consuming meat, the public are very concerned about ensuring that the slaughter is Shariah compliant, but not as much as the money involved in the purchase.

“The money they received to buy that food, even if coming from usury, interest, corruption, they don’t care.

“This is something very much the reality in our society today,” said the deputy minister in the Prime Minister’s Department.

According to state news agency Bernama, the minister in charge of Islamic affairs said the term “halal beer” went against the manual procedure for Malaysia’s halal certification.

Under the Trade Descriptions (Certification and Marking of Halal) Order 2011, only the federal Islamic Development Department — better known by its Malay abbreviation, Jakim — and state Islamic departments and councils can issue halal certification.

The report also said that fast food chain A&W switched to calling its signature root beer drink, “RB”, in 2013, in order to get the halal certification for all its outlets.

The issue of halal certification surfaced last October after an executive with US pretzel chain Auntie Anne’s revealed that their application for halal certification had failed due to, among others, concerns over “pretzel dogs” on the menu.

Some fast food restaurants in Malaysia use non-pork alternatives for ham and bacon, such as turkey ham and beef bacon. There are also vegetarian versions of “bak kut teh”, a pork ribs soup.

Washington, D.C. — Today, Rep. Matt Salmon (AZ-05), Chairman of the Subcommittee on Asia and the Pacific, and Rep. Eliot Engel (NY-16), Ranking Member of the House Foreign Affairs Committee, released the following statement after introducing a bill to strengthen international cooperation and support freedom of navigation in the South China Sea.

Congressman Matt Salmon: “Following this week’s landmark arbitral tribunal decision on the maritime territorial disputes in the South China Sea, China has already signaled its refusal to comply with the ruling, scorning international law and rejecting binding and peaceful dispute resolution. It is paramount, now more than ever, that we work to strengthen the security capabilities of our allies and partners in the South China Sea region. By increasing their capacity to monitor their own maritime territories, by improving their military and law enforcement prowess, and by building the bonds between our militaries, the maritime nations of Southeast Asia, we will be in a better position to negotiate a peaceful resolution to one of the most dangerous security situations of our times. This legislation builds upon our solid relationships with allies and partners in the region to shore up our response to China’s continued belligerence.”

Contact: Tristan Daedalus (202) 225-2635

Congressman Eliot Engel: “The United States, as a Pacific power, has an enduring interest in the stability of the Asia-Pacific region. This week’s landmark ruling by an international Arbitral Tribunal in the case of The Philippines v. The People’s Republic of China provides an important opportunity to decide what kind of Asia-Pacific region we will live in: will it be a region that respects the rule of law to enhance the security of all nations? Will it be a region committed to resolving disputes diplomatically and through peaceful means? Will it be a place where all countries have confidence in their freedom to legal passage through waterways and airspace without fear of harassment or intimidation? The United States remains committed to that vision. This legislation lays out key tenants of U.S. maritime security policy in the region, and if enacted, will increase the maritime law enforcement and security capabilities of our allies and partners, especially those bordering the South China Sea. It is important to note that our legislation poses no threat to any particular country in the region. Rather, we seek to promote an enduring legal framework whereby all countries bordering the South China Sea can live in peace and security while sharing in the natural resources of this diverse region.”

Inaugural Address of President Rodrigo Duterte
Oath-taking of the President of the Philippines
Malacañang Palace | June 30, 2016

President Fidel Ramos, sir, salamat po sa tulong mo (thank you for your help) making me President; President Joseph Ejercito Estrada; Senate President Franklin Drilon and the members of the Senate; Speaker Feliciano Belmonte and the members of the House of Representatives; Chief Justice Maria Lourdes Sereno and Associate Justices of the Supreme Court; His Excellency Guiseppe Pinto and the members of the Diplomatic Corps; incoming members of the Cabinet; fellow workers in government; my fellow countrymen.

No leader, however strong, can succeed at anything of national importance or significance unless he has the support and cooperation of the people he is tasked to lead and sworn to serve.

It is the people from whom democratic governments draw strength and this administration is no exception. That is why we have to listen to the murmurings of the people, feel their pulse, supply their needs and fortify their faith and trust in us whom they elected to public office.

There are many amongst us who advance the assessment that the problems that bedevil our country today which need to be addressed with urgency, are corruption, both in the high and low echelons of government, criminality in the streets, and the rampant sale of illegal drugs in all strata of Philippine society and the breakdown of law and order. True, but not absolutely so. For I see these ills as mere symptoms of a virulent social disease that creeps and cuts into the moral fiber of Philippine society. I sense a problem deeper and more serious than any of those mentioned or all of them put together. But of course, it is not to say that we will ignore them because they have to be stopped by all means that the law allows.

No leader, however strong, can succeed at anything of national importance or significance unless he has the support and cooperation of the people he is tasked to lead and sworn to serve.

Erosion of faith and trust in government – that is the real problem that confronts us. Resulting therefrom, I see the erosion of the people’s trust in our country’s leaders; the erosion of faith in our judicial system; the erosion of confidence in the capacity of our public servants to make the people’s lives better, safer and healthier.

Indeed, ours is a problem that dampens the human spirit. But all is not lost.

I know that there are those who do not approve of my methods of fighting criminality, the sale and use of illegal drugs and corruption. They say that my methods are unorthodox and verge on the illegal. In response let me say this:

I have seen how corruption bled the government of funds, which were allocated for the use in uplifting the poor from the mire that they are in.

I have seen how illegal drugs destroyed individuals and ruined family relationships.

I have seen how criminality, by means all foul, snatched from the innocent and the unsuspecting, the years and years of accumulated savings. Years of toil and then, suddenly, they are back to where they started.

Look at this from that perspective and tell me that I am wrong.

In this fight, I ask Congress and the Commission on Human Rights and all others who are similarly situated to allow us a level of governance that is consistent to our mandate. The fight will be relentless and it will be sustained.

As a lawyer and a former prosecutor, I know the limits of the power and authority of the president. I know what is legal and what is not.

I know that there are those who do not approve of my methods of fighting criminality. They say that my methods are unorthodox and verge on the illegal.

My adherence to due process and the rule of law is uncompromising.

You mind your work and I will mind mine.

“Malasakit. Tunay na Pagbabago. Tinud-anay nga Kausaban (Compassion. Real change.)” – these are words which catapulted me to the presidency. These slogans were conceptualized not for the sole purpose of securing the votes of the electorate. “Tinud-anay nga kabag-uhan. Mao kana ang tumong sa atong pang-gobyerno (Real change. This is the direction of our government).”

Far from that. These were battle cries articulated by me in behalf of the people hungry for genuine and meaningful change. But the change, if it is to be permanent and significant, must start with us and in us. [applause]

To borrow the language of F. Sionil Jose, we have become our own worst enemies. And we must have the courage and the will to change ourselves.

As a lawyer and a former prosecutor, I know the limits of the power and authority of the president. I know what is legal and what is not.

Love of country, subordination of personal interests to the common good, concern and care for the helpless and the impoverished – these are among the lost and faded values that we seek to recover and revitalize as we commence our journey towards a better Philippines. The ride will be rough. But come and join me just the same. Together, shoulder to shoulder, let us take the first wobbly steps in this quest.

There are two quotations from revered figures that shall serve as the foundation upon which this administration shall be built.

“The test of government is not whether we add more to the abundance of those who have much; it is whether we provide for those who have little.” – Franklin Delano Roosevelt

And from (Abraham) Lincoln I draw this expression: “You cannot strengthen the weak by weakening the strong; You cannot help the poor by discouraging the rich; You cannot help the wage earner by pulling down the wage payer; You cannot further the brotherhood by inciting class hatred among men.”

My economic and financial, political policies are contained in those quotations, though couched in general terms. Read between the lines. I need not go into specifics now. They shall be supplied to you in due time.

However, there are certain policies and specifics of which cannot wait for tomorrow to be announced.

Therefore, I direct all department secretaries and the heads of agencies to reduce requirements and the processing time of all applications, from the submission to the release. I order all department secretaries and heads of agencies to remove redundant requirements and compliance with one department or agency, shall be accepted as sufficient for all.

I order all department secretaries and heads of agencies to refrain from changing and bending the rules government contracts, transactions and projects already approved and awaiting implementation. Changing the rules when the game is on-going is wrong.

I abhor secrecy and instead advocate transparency in all government contracts, projects and business transactions from submission of proposals to negotiation to perfection and finally, to consummation.

Do them and we will work together. Do not do them, we will part sooner than later.

On the international front and community of nations, let me reiterate that the Republic of the Philippines will honor treaties and international obligations.

On the domestic front, my administration is committed to implement all signed peace agreements in step with constitutional and legal reforms.

I am elated by the expression of unity among our Moro brothers and leaders, and the response of everyone else to my call for peace.

I look forward to the participation of all other stakeholders, particularly our indigenous peoples, to ensure inclusivity in the peace process.

Let me remind in the end of this talk, that I was elected to the presidency to serve the entire country. I was not elected to serve the interests of any one person or any group or any one class. I serve every one and not only one.

That is why I have adapted as an article of faith, the following lines written by someone whose name I could no longer recall. He said: “I have no friends to serve, I have no enemies to harm.”

On the international front and community of nations, let me reiterate that the Republic of the Philippines will honor treaties and international obligations. On the domestic front, my administration is committed to implement all signed peace agreements in step with constitutional and legal reforms.

Prescinding there from, I now ask everyone, and I mean everyone, to join me as we embark on this crusade for a better and brighter tomorrow.

But before I end, let me express the nations, on behalf of the people, our condolences to the Republic of Turkey of what has happened in the place. We offer our deepest condolences.

Why am I here? Hindi kasali ito diyan (This is not part of my speech). The past tense was, I am here because I love my country and I love the people of the Philippines. I am here, why? Because I am ready to start my work for the nation.

Thank you and good afternoon.
