That Raised Us

What if some of the reactions we experience as adults are echoes from a world we no longer live in?

We live on a planet quietly struggling with emotional pain. Anxiety, depression, relationship insecurity, avoidance, and personality disorders are often experienced as deeply personal problems—as though something inside an individual simply went wrong.

But psychology and neuroscience increasingly show us something important: our earliest environments can profoundly influence how we learn to perceive safety, relationships, rejection, and ourselves.

Our childhood does not necessarily determine who we become. But it can teach our nervous systems what to expect from the world.

And sometimes, long after we have physically left that world, our bodies continue behaving as though we are still living inside it.

Childhood Was Once Our Entire Universe

When we are very young, our immediate environment is effectively our entire universe.

Our parents are not simply our parents. They are our first experience of authority, protection, affection, conflict, and belonging.

Our home is not merely a house. It is the world.

We have no adult perspective with which to compare it.

Think about what happens when we receive a vaccination.

They do not necessarily say the same thing, and they should not be forced into saying the same thing.

Can human beings become larger than the circumstances that first shaped them?

When we see ourselves only through our wounds, the past can become disproportionately large.

When we choose to show genuine, non-judgmental vulnerability first, we signal to those hidden inside their shells that it is finally safe to stick their heads out.

Instead of immediately judging someone's reaction, we can become curious about it.

Instead of saying, “Why are you overreacting?” we might ask, “What made this feel so frightening?”

Instead of demanding that people expose their wounds, we can create relationships where they do not have to hide them.

The goal is not to become everyone's therapist.

It is to become better human beings to one another.

The Catalyst: Choosing to Walk Into the Clinic

But there is one part of healing that nobody else can ultimately do for us.

At some point, we have to decide that we want to heal.

Artificial intelligence adds another layer to this transformation.

Young people can use AI to analyze information, understand institutions, anticipate possible responses and create content at extraordinary speed.

That creates a new asymmetry.

Governments and bureaucracies generally operate through established procedures. Digital communities can react in minutes.

If citizens can anticipate an official response, prepare their counter-response and distribute it instantly, governments can find themselves reacting instead of setting the agenda.

The technology curve is moving faster than traditional political communication.

The campaign is only the beginning

Across India, students and citizens are using smartphones to document broken classrooms, inadequate infrastructure and neglected government schools.

What began as a campaign to expose these problems is rapidly becoming something larger.

The important question is no longer simply whether a particular school has a broken ceiling or inadequate facilities.

It is whether a generation is discovering that it can document problems, question authority and take its grievances directly to the public.

THE CONSEQUENCE

Regulation always lags the technology curve.

The Gen Z youngsters—affectionately dubbed "cockroaches"—have pulled off a uniquely successful street movement in India. The ruling Hindu Nationalist BJP, whose 56" Chest thumping Vishwaguru (world leader) persona intimidation had kept everyone coerced for the past twelve years—from the opposition, civil society, mainstream media, and even the judiciary—was brought to its knees by Gen Z, led by girls in just five days.

Gen Z represents the roughly 750 million youth under the age of thirty in modern India. It was a movement covered not just wholesomely but repeatedly too by media outlets stretching from the East to the West of the globe, from Tokyo to Los Angeles—including every region in between.

This movement was defined by six distinct traits: speed, scale, creativity, atmosphere, issue, and the use of AI. Between a Saturday and a Monday, in July, whether at Jantar Mantar in New Delhi, Patna, or Bengaluru, these "cockroaches" suddenly swarmed the streets like a swarm of locusts. Yet, everywhere they went, the atmosphere remained carnivalesque celebratory. The core issue was simple: a demand for accountability from the Education Minister. From physical streets to Instagram, Twitter, and Facebook, every digital nook and cranny was flooded with brilliant, out-of-the-box posters and content.

The Weaponization of Language and Its Reversal

In post-2014 India, the BJP normalized the use of innuendos and double-entendres in public discourse. In colloquial English, this is known as a "dog whistle"—much like a hunter using a specific frequency whistle to activate hunting hounds. Derogatory slurs and coded nicknames for opposition leaders, slangs like Tukde Tukde Gang for intellectuals, and Puncturewallah for communities have become commonplace in social discourse today. Even educated, sophisticated intellectuals who would never have used such language before 2014 now toss them around as casual lingua franca.

Countering this kind of coded grammar is notoriously difficult because doing so usually forces opponents to lower the level of their own discourse. But Gen Z’s "cockroaches" found a brilliant workaround. The girls began boldly tweaking, twisting, and throwing the BJP's own rhetorical fragments right back at them. Across protest sites like Delhi’s Jantar Mantar and social media, these young women pasted images of BJP’s own sermons like Lavanena Bhojyam, 56" Chest, and Sanitary pads leaking less than NEET exam paper onto the collective forehead of the entire BJP establishment as a core mantra—far more vividly than any erudite counter-argument could.

The young women openly embraced the borderline vulgar, aggressive discourse that the BJP ecosystem had cultivated for twelve years. By doing so, they snatched the whistle right out of the hands of the masters and their hounds, turning the rest of Gen Z into hunters and forcing the Modi government to abject surrender to all their demands. They even went a step further and used AI tools not as a suggestion giver, but by having adversarial conversations with AI chatbots -like a chess opponent to know what all tricks BJP would play on them. Once fear of unknown evaporates, bravery sets in. GenZ didn't use AI just to seek help, rather they prompted it into adversarial roleplay. Exactly why we saw Girls sweetly enquiring police about when they'll lob teargas -because role playing AI had told them SOP of police and modus operandi of BJP even before the twin could unleash it.

Moreover, the sheer courage with which these girls faced the police—whether enduring baton charges or tear gas—was paired with a disarmingly sweet tone:

"Uncle, when are you going to hit us?"
"Is the gas canister stuck or what?"
"Lathi-charge by day, party charge up by night!"

This playful defiance completely neutralized the tension, turning a protest into a vibrant festival.

To those idol-worship tilted religious folks, the Gen Z girls of the week of July 20th resembled a literal reincarnation of the raging Goddess Kali—before whom, not just demons, even Gods meekly surrendered without a whimper, as per ancient Indian mythology.

The Secret Weapon: AI

Behind all of this was Gen Z’s smart use & deployment of AI—the artificial intelligence readily available right inside their smartphones. Information Technology and AI are two entirely different things: technology is like an idle lying luxury car owned by a wealthy owner who doesn't drive, whereas AI is the world-class chauffeur that comes free with that car.

Sitting right there at the protest sites, Gen Z utilized ChatGPT to whip up memes and cartoons on the fly, placing instant orders through e-commerce apps to have supplies delivered straight to the protest grounds within ten minutes. Food and essentials poured into the hands of hundreds of thousands of youth at protest sites, ordered online from as far away as the Andaman Islands and the United States. All of this was powered by AI.

This integration of AI turned a slow-moving, crawling snake overnight into a venomous serpent with fangs, for which even the world’s top technocrats & savvy governments are yet to find an antidote.

Where Did the BJP Lose?

Even the mightiest lion can take on another lion, but it will inevitably lose to a swarm of bees. Whenever a centralized power structure collides with decentralized units, power always loses. Moreover, the BJP has morphed into an intensely personality-driven entity. A nation of 1.4 billion people is a team—not a vehicle for a single-iconoclast marketing campaign like the BJP's publicity machine.

The BJP fails to recognize the foundational concepts of both ancient Indian culture & 21st-century world’s best governance practices: neither the Vedic term "Gan" (collective assembly) nor the 1950 Constitution’s phrase "We, the People"—both of which are plural. So are most of the developed countries of the world, where governance is distributed from Federal entities to local county/canton level units. The BJP has been serving a corrupted, modern distortion of ancient Indian culture to the public.

Armed with AI, a decentralized Gen Z confronted a personality-cult politics with a system-focused issue—and fought back bravely using the establishment's own crude lingo. In doing so, they have laid out a cutting-edge blueprint for successful future protests worldwide. It is highly likely we will see this model replicated elsewhere: AI-assisted people's movements.

Why Did the "Carefree" Gen Z Take to the Streets?

Because this younger generation, watching global systems unfold on their phones every second, quickly realized a harsh truth: while governments worldwide collect taxes from citizens to provide security, governance in India has degraded into a perverse dynamic where the state punishes the public while treating itself to pelf.

On top of this, these 750 million youth realized something else: no matter how hard they work, they will never be able to accumulate as much wealth in their entire lifetimes as their parents did. भारत की भी अपनी सभ्यता है। सभ्यताएं धर्म और राजनीति से पुरानी और व्यक्ति से बड़ी होती हैं। पहले सभ्यता बनती है, उसमें से धर्म, सत्ता, व्यक्ति निकलते भी है और उसीमें विलीन भी हो जाते है। भारत की भी सभ्यता बहुत पुरानी है। इस सभ्यता से कई धर्म, बहुत सारी सत्ताएं और सैकड़ों पीढ़ियां पैदा भी हुई और विलीन भी। पिछले 800 साल में भारत पर इस्लाम, ईसाई और हिन्दू सत्ताएं रहीं -फिर भी भारतीय सभ्यता अपने स्थान पर स्थित है।

मतलब सभ्यता, संस्कृति जैसी चीजें इतनी बड़ी होती हैं कोई उसे बचाने की औकात नहीं रखता। बस सभ्यता के अनुसार व्यवहार या तो किया जाता है, या तो विपरीत। ईरान ने अपनी सभ्यता के अनुसार आचरण किया, होर्मुज नाम की प्रकृति के इर्द गिर्द अपना आचरण रखा तो बाहरी भौतिक सभ्यता के हमले तक को आराम से निपट दिया। ईरान ने अपनी सभ्यता को बचाने का काम नहीं किया। बस अपनी सभ्यता के अनुसार आचरण किया। सभ्यता या संस्कृति क्योंकि धर्म और राज्य सत्ता से प्राचीन होती हैं, इसीलिए किसी भूभाग में लंबे समय तक टिके रहने हेतु हर सभ्यता एक जीवनशैली अपनाती है और इसी कारण हजारों सालों तक अलग अलग सत्ताओं के बावजूद मूल चरित्र बनाए रखने के चलते अस्तित्व बनाये रखती हैं।

भारतीय उपमहाद्वीप को यदि हिंदू सभ्यता मानें तो हिंदू अर्थात क्या? मूलतः आरण्यक सभ्यता होने के चलते भारत की सभ्यता अहिंसक है, जियो और जीने दो वाली है। आचार्य विनोबा भावे ने बृहस्पति आगम के अनुसार बताया की "हिंसया दूयते चित्तं तेन हिन्दु रि तीरितः" -इसका अर्थ है: जिसका मन हिंसा को देखकर दुखी होता है, वही 'हिन्दू' कहलाता है। ऐसी संस्कृति जो पेड पौधे जानवर आदि तक को देव माने -वो सारी चीजें जिन्हें दुनिया की दूसरी सभ्यताएं भोजन मानकर खा लेती हैं, उन सब वस्तुओं को भारत पूज्य मानता है।

दुनिया जिसे खाती है, भारत यदि उसे पूजता है, मतलब भारत किसी विषय का निष्कर्ष दुनिया भर के प्रचार से प्रभावित होकर नहीं, बल्कि मौलिक विचार करके पहुँचता है ये सिद्ध हुआ। इसीलिए विश्व को प्राचीन भारत ने शून्य दिया, पाई दिया, ग्राम गणराज्य दिया, अहिंसा दी। सब मौलिक। दुनिया में पहली बार, पूरी तरह से नायाब। भारतीय होना यानी अपना विशिष्ट स्वतंत्र परिचय होना, सूर्य के तरह स्वयंप्रकाशी, चांद की तरह अन्य के प्रकाश पर निर्भर नहीं।

इस भारतीय सभ्यता में पिछले तीन दशकों की एक पीढ़ी ने एक नया आयाम जोड़ा है। वैश्विक आवागमन सुलभ होने के चलते भारत के करीब 30 करोड़ परिवारों में से 3 करोड़ परिवारों से एक व्यक्ति भारत से बाहर भौतिकवादी सभ्यता के पाश्चात्य देशों में रहने लगा है। वो 3 करोड़ लोग सालाना करीब 12 करोड़ रुपये भारत भेजते हैं -जो की भारत सरकार के 36 करोड़ बजट का 1/3 है। मतलब पिछली एक पीढ़ी में औसत भारत की भौतिकवाद पर निर्भरता बढ़ी है। अपने खुद की प्राचीन अहिंसक सहयोगी सभ्यता से गए हुए लोग अब वहां के नवीन पाश्चात्य भौतिक हिंसक सभ्यता से रूबरू भी हुए हैं और उस सभ्यता के अंशों को भारत भेज भी रहे हैं -विकास, उपभोक्तावाद, हिंसा पर विश्वास आदि के रूप में।

वर्तमान भारतीय सभ्यता एक रोचक मोड़ पर खड़ी है जहां 10 में से 7 भारतीय अपनी प्राचीन विकेन्द्रीकृत, मौलिक विचार और अहिंसक संस्कृति के अनुसार आचरण कर रहे हैं जबकि 10 में से 3 हिन्दुस्तानी आधुनिक दूसरी सभ्यताओं से प्रभावित होकर केंद्रीकृत, प्रचार आधारित, जिसकी लाठी उसकी भैंस के आधार पर आचरण कर रहे हैं।

और वर्तमान भारत ने क्योंकि संख्यासुर नाम के संसदीय बहुमत का शासन मॉडल अपनाया है, तो उसमें 51 = 100 और 49 = 00 के आधार पर सरकारें सत्ता में आ-जा रही हैं। ये ऊँट अंततोगत्वा किस करवट बैठेगा, प्राचीन भारतीय दार्शनिक सभ्यता के अनुरूप, या आधुनिक पाश्चात्य भौतिक सभ्यता के करवट, ये कहना अभी मुश्किल है।

हर व्यक्ति की एक सोच होती है और वो अपनी सोच को सही साबित करने की कवायद करता रहता है। व्यक्ति के जैसे ही समूहों की भी सोच होती है। वो अलग अलग होती है। देश काल परिस्थिति के अनुसार एक सोच धीरे धीरे किसी एक भूगोल में धीरे धीरे सभ्यता बन कर स्थापित हो जाती है।

मध्य पूर्व एक ऐसा स्थान है जहां दुनिया की तीन सोचें एक ही छोटी सी जगह पर मिलती है। 10 करोड फारस के लोग जो आदिवासियों की तरह प्रकृति प्रधान हैं और अपने संसाधन की रक्षा करते हैं। ये इरान है। 10 करोड रेगिस्तान की सोच जो जहां हरियाली मिले वहां जाते हैं, और सूख जाए तो तंबू उठा के नई हरियाली खोजने निकल जाते है। खाड़ी के देश और इजराइल इस श्रेणी में आते हैं। तीसरी सोच मानती है कि तकनीक के बल पर कर लो दुनिया मुट्ठी में, चांद तारों पर भी झंडा गाड आओ। ये अमेरिकी सोच है।

अब क्योंकि दुनिया भर की एक तिहाई ऊर्जा, चाहे मशीनों के लिए पेट्रोल हो या फसल के लिए खाद, वो इसी क्षेत्र में पाई जाती है, तो उस संसाधन को ये तीनों सभ्यताएं अपने पास रखने की कवायद कर रही है। ईरान का पलडा भारी इसीलिए है, क्योंकि दुनिया की इस एक तिहाई ऊर्जा का नल उसके प्राकृतिक किले के अंदर पडता है। होर्मुज जलडमरूमध्य।

तीसरी सोच की कमजोरी ये है कि सारी टेकनोलोजी जमीन पर बसे मानव पर तो कारगर होती है, पर पानी को कब्जाने की टेक्नोलॉजी अभी तक नहीं बनी है। इसीलिए होर्मुज पर दूसरी सोच कब्जा नहीं कर पा रही है। कभी कब्जाना चाहती बलप्रयोग से है, तो कभी समझौता चाहती है। ये द्वंद्व इसीलिए है क्योंकि ये सभ्यता व्यावहारिक है। लाभ हानि का आकलन करके लाभदायक विकल्प चुनती है।

सचाई ये है की पानी पर कब्जा ज़माना कठिन है। 18 वीं सदी में बिहार के गंगा नदी के दियारा क्षेत्र में जब ईस्ट इंडिया कंपनी के जहाज़ों को स्थानीय ग्रामीण रोककर चुंगी वसूलने लगे तब तत्कालीन विश्वविजेता ब्रिटैन की संसद तक ने कंपनी को कह दिया की "बहादुर उग्र योद्धा जनजाति के स्थानीय लोगों" से जीतना नामुमकिन है, इसीलिए उनको चुंगी देकर छुटकारा पाया करो। आज 300 साल बाद अमेरिका नाम की विश्वशक्ति भी होर्मुज के पानी में यही मजबूरी झेल रही है।

दूसरी सोच वाले अवसरवादी हैं। उनको बस संसाधन चाहिये, कीमत जो हो। वो जो जीतते हुए दिखेगा, रोज उस पाले में कूदते फांदते रहेंगे। जैसे कतर, ओमान, भारत, EU आदि। युद्ध से पहले ये अमेरिका के साथ थे, होर्मूज पर इरान का कब्जा होते ही शांति के साथ हो लिए। इन सबमें एक और सोच वाले हैं, जो थोडा दूर रहकर इस लडाई में सबको एक दूसरे के साथ लडकर कमजोर होने दे रहे हैं, ताकि भविष्य में खुद ताकतवर बन जाएं। ये चीन है।

ये चारों सोच वाले व्यावहारिक हैं। मतलब जैसी परिस्थिति, वैसा लचीला व्यवहार। पर इसमें इजराइल अपवाद है। क्योंकि इजराइल नाम का आधुनिक देश, विचार के आधार पर बसा है। द्वितीय विश्वयुद्ध में यहूदियों पर अत्याचार के बाद यूरोप से उन्हें लाकर अरब जमीन पर बसाया गया। एक प्रॉमिस्ड लैंड के पौराणिक आधार पर। तो क्योंकि इजराइल व्यावहारिक कम और काल्पनिक सिद्दांत पर ज्यादा चलता है, इसीलिए वहां के 70 लाख और अमेरिका में रह रहे उसी सोच वाले 60 लाख लोग अपने पौराणिक सपने को पूरा करने के लिए वर्तमान के सभी समझौतों पर समय समय पर पानी फेरते रहेंगे।

उनका सिद्धांत जिस दिन दुनिया के लिए समस्या बनेगा, अचानक पूरी दुनिया उनके खिलाफ हो जाएगी। जिन 800 करोड़ लोगों को 40 दिन से युद्ध के चलते दिक्कत थी, उनको जैसे ही कल शान्ति की आस जगी, अगर उसे 80 लाख इस्राएली खराब करेंगे, तो मानवता को बुरा लगना स्वाभाविक ही है। इसीलिए आज चीन, रूस, यूरोपियन युनियन आदि सारे देश इजराइल की आलोचना कर रहे हैं जब उसने शान्ति भंग करने की कोशिश की।

भारत इन चारों से अलग पांचवी सोच वाली सभ्यता है। भारत को वेदों से लेकर गुरुदेव टैगोर तक ने आरण्यक सभ्यता माना। अरण्य में जिओ और जीने दो का दर्शन होता है। वहां प्रकृति के सामने मानव नतमस्तक रहता है। इसीलिए वेदों के ऋषि हों, राम हों, पांडव हो, या बुद्ध-महावीर -सब जंगलों में रहे। जंगल हमके सहअस्तित्व सिखाता है, सर्वोदय सिखाता है। इसीलिए वर्तमान भारत के संविधान तक में आदिवासी क्षेत्रों की लिए अलग से पेसा कानून हैं।

पर युद्धकाल नहीं बुद्धकाल जैसे शान्ति का प्रवचन देनेवाली भारत सरकार लेबनान में युद्ध विराम घोषित होने के बाद निहत्थे नागरिकों पर बमबारी करनेवाले इजराइल को क्यों नहीं शांत रहने के लिए कह रही है ?

क्योंकि वर्तमान भारत सरकार -भारत के लोगों की सरकार कम है, और भाजपा की सरकार ज्यादा है। भारत के 140 करोड़ में से 115 करोड़ लोगों ने भाजपा को वोट नहीं दिया है। भारत के लोग महाभारत के पांडव और मुंशी प्रेमचंद के पंच परमेश्वर को माननेवाले हैं -की संख्या भले कम हो, पर बिगाड़ के डर से ईमान को नहीं छोड़ सकते। दूसरी तरफ भाजपा को सत्ता सुख के लिए एप्सटीन की हवेली पर जाने में भी कोई गुरेज नहीं है।

इसीलिए एप्सटीन फाइल में जिन जिन बड़े बड़ों का नाम है, चाहे वो इस्राएली हों, हिन्दू हो, अमेरिकी हो, संयुक्त अरब अमीरात के शेख हो, सऊदी के सलमान हो -ये जय इजराइल करते पाए जा रहे हैं। जिन जिन देशों का नाम एप्सटीन फाइल्स में नहीं है, चाहे वो ईरान हो, चीन हो, रूस हो, ओमान हो, यूरोपियन यूनियन हो, पकिस्तान हो -ये सारे लोग शान्ति के पक्ष में खड़े दिख रहे हैं।

अब इस युद्ध में असली शान्ति तभी हो पाएगी जब चारों सोच वाले खाड़ी में युद्ध से प्रभावित सारे देशों के लिए एक विन-विन सिचुएशन पैदा कर सकें। एक ऐसा फॉर्मूला जिसे अमेरिका-इजराइल-ईरान-चीन-रूस-खाड़ी के सारे देश मंजूर करें।

जब तक ऐसा समग्र फॉर्मूला नहीं बनेगा, खाड़ी के युद्ध की धधक गाहे-बगाहे, समय-समय पर, गरम-ठंडा, ज्यादा-कम होते ही रहेगी।

ट्रम्प 2.0 को आये एक साल होने को आया। इस एक साल में अमेरिका दुनिया का दादा, चीन उसका चैलेंजर और रूस उसको धता बतानेवाला दिख रहा है। नरेंद्र मोदी के विश्वगुरु के डंके की लंका ट्रम्प ने ऑपरेशन सिन्दूर के सीजफायर का श्रेय लेकर लगा दी। उससे पहले और बाद में हिन्दुस्तानियों को बेड़ियों में भेजने से लेकर व्यापार वार्तालाप की विफलता और टैरिफ युद्ध, रूस से सस्ता तेल लेना बंद करने तक के सफर ने विश्वगुरु की छवि को तितर बितर कर दिया।

आक्रामक अमेरिका और विस्तारवादी रूस-चीन के बीच झूलते विश्व में भारत के सामने क्या विकल्प है, ये जानने से पहले बाक़ी दुनिया किधर झुकेगी ये जान लेना बेहतर रहेगा। रूस और चीन दोनों ही विस्तारवादी देश हैं तथा अमेरिका, यूरोप, आदि पाश्चात्य देश उपनिवेशवादी। चीन रूस बंजर गालवान या व्यर्थ के यूक्रेन युद्ध में पड़ते हैं जमीन कब्जा करने के लिए और अमेरिका और अन्य गोरे ईरान या वेनेजुएला पर आक्रमण करते हैं -जमीन हथियाने नहीं बल्कि संसाधन पर कंट्रोल के लिए।

ट्रम्प ने नवम्बर 2025 में अपने सार्वजनिक दस्तखत से लैस राष्ट्रीय सुरक्षा रणनीति में कुछ मूल चीजों का स्पष्ट उल्लेख किया है। इस रणनीति को कियान्वित करने के लिए -ट्रम्प दस्तावेज के प्रासंगिक अंशों का हिंदी रूपांतरण निम्नोक्त है। .....

..... ट्रम्प के अनुसार ये संयुक्त राज्य अमेरिका के मुख्य और अत्यंत महत्वपूर्ण राष्ट्रीय हित हैं।

1. पश्चिमी गोलार्ध में अमेरिका यह सुनिश्चित करना चाहेगा हैं कि सामरिक स्थानों तक उसकी पहुंच बनी रहे।

2. अमेरिका इंडो-पैसिफ़िक क्षेत्र को खुला और स्वतंत्र बनाए रखना चाहता है ताकि सभी अहम समुद्री रास्तों में नौवहन की स्वतंत्रता बनाए रखा जा सके।

3. अमेरिका यूरोप की स्वतंत्रता और सुरक्षा बनाकर रखने के लिए अपने सहयोगी देशों का समर्थन करने के साथ ही पश्चिमी संस्कृति की पहचान फिर से मज़बूत करना चाहता है।

4. अमेरिका रोकना चाहता है कि कोई विरोधी शक्ति मध्य पूर्व, उसके तेल और गैस संसाधनों, और जिन रास्तों से वे गुजरते हैं, उन पर नियंत्रण कर पाए।

5. अमेरिका ये सुनिश्चित करना चाहता है कि अमेरिकी तकनीक और अमेरिकी मानक—ख़ासकर कृत्रिम बुद्धिमत्ता (AI), जैव-प्रौद्योगिकी, और क्वांटम कंप्यूटिंग में— अमेरिका ही दुनिया की दिशा तय करे।

इन सबकी प्राप्ति के लिए अमेरिका किसी भी देश को इतना शक्तिशाली नहीं बनने दे सकता कि वो अमेरिकी हितों को खतरे में डाल सके। अमेरिका अपने सहयोगी देशों और साझेदारों के साथ मिलकर वैश्विक और क्षेत्रीय शक्ति संतुलन बनाए रखेगा, ताकि किसी भी प्रभुत्वशाली दुश्मन शक्ति के उभरने को रोका जा सके।

चीन के विस्तारवाद को रोकने के लिए अमेरिका ताइवान पर काफी ध्यान देगा। इसका एक कारण ताइवान का सेमीकंडक्टर उत्पादन में प्रभुत्व है, लेकिन सबसे बड़ा कारण यह है कि चूँकि वैश्विक समुद्री व्यापार का लगभग एक-तिहाई हर साल दक्षिण चीन सागर से होकर गुजरता है, इसका अमेरिकी अर्थव्यवस्था पर बड़ा प्रभाव पड़ता है। इसलिए ताइवान को लेकर किसी भी संघर्ष को रोकना—खासकर सैन्य बढ़त बनाए रखकर—अमेरिका की प्रमुख प्राथमिकता है।

रूस के बारे में यूक्रेन में लड़ाई को जल्द से जल्द बातचीत के ज़रिए रोकना अमेरिका का एक मूल हित है, ताकि यूरोपीय अर्थव्यवस्थाओं को स्थिर किया जा सके, युद्ध के अनजाने में बढ़ने या फैलने से रोका जा सके, और रूस के साथ रणनीतिक स्थिरता दोबारा स्थापित की जा सके।

उपरोक्त ट्रम्प की घोषित नीतियों से ये स्पष्ट हो रहा है की आनेवाले समय में अमेरिका रूस के साथ स्थायित्व, चीन की घेराबंदी, यूरोप के साथ मित्रता, मध्यपूर्व पर नियंत्रण, और G20 , G7 , संयुक्त राष्ट्र संघ, BRICS, जैसे अंतर्राष्ट्रीय मंचों को अप्रासंगिक मानेगा।

ट्रम्प के अनुसार QUAD में भारत की भागीदारी उसके राष्ट्रीय सुरक्षा के लिए जरूरी है -इसीलिए वो भारत के साथ प्रेम, साम, दाम, दंड, भेद -हर हथकंडे के जरिये बेहतर सम्बन्ध बना के ही दम लेगा। आज ही भारत में अमेरिकी राजदूत सर्जिओ गोर ने पदग्रहण के समय यही कहा - की वो आनेवाले महीनों, वर्षों में -भारत की नवोन्मेषी, लचीली और आध्यात्मिक जनता से सीधा संवाद करेंगे। मतलब ट्रम्प के लिए सरकारें अप्रासंगिक हैं सिर्फ जनता प्रासंगिक।

तो लब्बोलुआब ये निकलता है की चीन के पास आज आर्थिक शक्ति प्लस रूस है, अमेरिका के पास सैन्य शक्ति प्लस यूरोप है और भारत के सामने इन दोनों में से किसी एक पलड़े में जाने की मजबूरी है -क्योंकि तीसरा कोई पलड़ा बचता ही नहीं -जब मोदी सरकार सैन्य या आर्थिक दोनों में से एक मामले में भी अव्वल नही है तो ।

ऐसे में निकट भविष्य में भारत की सरकार को ये तय करना ही पडेगा की वो रूस चीन के साथ तिकड़ी बनेगा या अमेरिका के साथ क्वाड की चौकड़ी । विकल्प जटिल हैं -पर वर्तंमान विश्व परिदृश्य में तटस्थ रहने की गुंजाइश ख़त्म है। क्योंकि विश्वगुरु का गुरुघंटाल मैदान में आ चुका है।

अमेरिका के भारत को जबरदस्ती अपने पाले में रखने के अभियान में व्हाइट हाउस को कल तक जय भाजपा तय भाजपा करनेवाले, भारत में 1996 में पहली भाजपा सरकार से भी पुरानी Overseas Friends Of BJP के प्रवासी अमेरिकी भारतीयों की भी खूब मदद मिलेगी क्योंकि -क्योंकि उनके लिए राष्ट्रहित या राष्ट्रवाद से ज्यादा अमेरिका में मिल रही की सुख सुविधाएं महत्वपूर्ण हैं।

ये वो वर्ग है जिसके माध्यम से भाजपा को सालाना चालीस करोड़ के आसपास का चन्दा आता है, और ऊपर से भारतीय GDP का 3 प्रतिशत डॉलर में भी सालाना ये भारत में अपने 50 लाख परिवारों को भेजते हैं।

तो, यदि मोदी सरकार ट्रम्प के दबाव में अमेरिका की पिट्ठू बनती है तो निकट भविष्य में नाराज चीन सीमा पर घुसपैठ बढ़ा सकता है क्योंकि आपने जब सात समंदर पार वाले से दोस्ती की, तो चालाक पड़ोसी ये देखना चाहेगा की समस्या आने पर दूर का दोस्त कितनी मदद करता है -या नहीं।

संक्षेप में, भाजपा इकोसिस्टम का विश्वगुरु का सपना तो चूर चूर हो ही गया, ऊपर से ट्रम्प या झी जिनपिंग दोनों में से एक का कोपभाजन भी बनने की नौबत आ गई है मोदी जी पर। चौबे जी चले छबे बनने, दुबे बनकर लौटे। अंग्रेजी में इसे सैंडविच होना कहते हैं और हिन्दुस्तान में सांप छुछुंदर की स्थिति -न उगलते बने, न निगलते।

आदिकाल से ही मानव मन में एक द्वंद्व चल रहा है। समाज निर्माण की भूमिका क्या हो ? दो विकल्प सामने आये -एक भौतिक विकास का, दूसरा आध्यात्मिक उन्नति का। कुछ संस्कृतियों ने भौतिक मार्ग चुना, जिसमें भी दो रास्ते थे -सामाजिक उन्नति या व्यक्तिगत उन्नति। सामाजिक उन्नति के पक्षधरों का मानना था कि समाज अगर उन्नति करता है, तो व्यक्ति की उन्नति उसमें स्व-निहित होगी। इस विचारधारा से साम्यवाद पनपा -जिसमें ध्येय की प्राप्ति के लिए हिंसा मान्य थी।

भौतिक उत्कर्ष के लिए प्रयासरत दूसरी जमात ने यह सिद्धांत प्रतिपादित किया की समाज चूंकि व्यक्तियों का ही समूह है, अतः व्यक्ति के विकास से प्रकारांतर में समाज का विकास हो ही जाएगा। इस विचारधारा को हम पूँजीवाद के नाम से जानते हैं। विकास के इस प्रारूप में लक्ष्य तक पहुँचने के लिए किसी भी प्रकार के दोहन, शोषण आदि पर कोई रोक नहीं होती, न ही कोई कार्य अकरणीय माने जाते हैं। अतएव इस विकास मॉडल में हिंसा अप्रासंगिक हो गई।

समाज निर्माण के बारे में सोचने वाली दूसरी संस्कृति ने यह माना कि मनुष्य का श्रेय नैतिक उत्थान है, भौतिक नहीं। इस विचारधारा को माननेवाले दार्शनिक भी दो प्रकार के थे -एक व्यक्तिगत उत्कर्ष से सामाजिक उत्कर्ष चाहनेवाले, दूसरे सामाजिक उत्थान में व्यक्तिगत नैतिक उत्थान देखनेवाले। पहले रास्ते पर चलनेवालों ने धर्म बनाये और दूसरे पर चलनेवालों को समाजवादी कहा गया। सभी धर्मों में साधारण रूप से हिंसा अमान्य होती है, पर अलग अलग अनुपातों में, आपद हिंसा मान्य भी । समाजवाद में भी कमोबेश यही नियम लागू रहा है।

ऐसे ही संधिकाल में भारत में एक नए विचार का जन्म हुआ। इस मध्यम मार्गी विचार का मानना था की प्राथमिकता नैतिक उत्थान हो, पर भौतिक विकास को सर्वथा गौण किये बगैर। यह माना गया की मानव स्वयं भी विकास करे और समानांतर रूप से समाज के विकास का हेतु भी बने।

इस विचारधारा की सबसे बड़ी उपलब्धि ये थी की अपने साध्य की प्राप्ति हेतु सभी प्रकार की हिंसा का सर्वथा परित्याग। इस मौलिक विचारधारा के अग्रदूत थे महात्मा गांधी एवं आचार्य तुलसी। यही सर्वोदय और अणुव्रत का बीज है।

सैद्धांतिक दृष्टिकोण से भारत के स्वतंत्रता आंदोलन में सर्वोदय का जो योगदान रहा, वैसा ही योगदान स्वतंत्रोत्तर भारत के इतिहास में अणुव्रत का है। स्वतंत्रता प्राप्त करना एक अध्याय की समाप्ति रही तो प्राप्त स्वतंत्रता को अक्षुण्ण बनाये रखने के लिए अणुव्रत सरीखे आचार संहिता की आवश्यकता भी उतनी ही महत्वपूर्ण।

जिस तरह सामाजिक स्तर पर हम भारत के लोगों ने संविधान को स्वेच्छा से अपनाया है, वैसे ही व्यक्ति के नाते भी कोई आचरण संहिता को अपनाना होता है। अतः आत्म विकास के लिए स्वेच्छा से उठाया गया हर कदम अणुव्रत ही है। बस यही अणुव्रत की परिभाषा है।

हम एक गलत धारणा लिए जी रहे हैं की मनुष्य को धार्मिक होना अनिवार्य है, फिर भले वह नैतिक हो या न हो। मनुष्य "धार्मिक है, पर नहीं है नैतिक -बहुत बड़ा विस्मय है" | अणुव्रत उसी उपासना प्रधान धर्म के भ्रम को तोड़ने का आह्वान करता है। मनुष्य धार्मिक बने या न बने, इससे ज्यादा जरूरी है की मनुष्य नैतिक जरूर बने, ये राष्ट्र एवं विश्व समाज के लिए परम आवश्यक है।

सन 1948 में राजस्थान के छापर चातुर्मास के दौरान आचार्य श्री तुलसी ने अणुव्रत का पौधा रोपा और सत्ता से सत्य का वार्तालाप करने निकल पड़े। सत्ता से सत्य का वार्तालाप क्यों ? क्योंकि आजाद भारत में राजनेताओं ने देश को समृद्ध बनाने हेतु आर्थिक और सामाजिक उन्नयन की तो कई योजनाएं बनाईं, परन्तु देश विभाजन से देश की जनता की चेतना का जो नैतिक ह्रास हो गया था, उसपर किसीका ध्यान नहीं था, ऊपर से गांधीजी भी विदा हो चुके थे।

इसीलिए आचार्य श्री तुलसी भारत की संसद तक में जाकर अणुव्रत का सिंहनाद करते रहे क्योंकि उनको पता था की स्वतन्त्र भारत ने सहभागी लोकतंत्र के स्थान पर प्रतिनिधि लोकतंत्र चुना था। ऐसे लोकतंत्र में जनता कमजोर और राजनेता मजबूत होता है। कम से कम वो राजनेता कानून तो ऐसा बनाएं जो अन्यायपूर्ण न होकर नैतिक और न्यायपूर्ण हों।

इसी की अगली कड़ी में आचार्य तुलसी ने भारत भर का भ्रमण भी शुरू किया। उसीके मद्देनजर उनका चातुर्मास 1968 और 1969 मद्रास एवं बेंगलोर में भी निश्चित हुआ। ऐसे में उनकी द्वारा लिखी गई पुस्तक अग्निपरीक्षा पर रायपुर आदि में बवाल भी हुआ। ऐसे में बेंगलोर में उनका चातुर्मास आचार्य विनोबा भावे के वल्लभ निकेतन आश्रम में करने का प्रस्ताव सर्वोदयी सीताशरण शर्मा ने रखा।

सीताशरण शर्मा ने आचार्य श्री तुलसी के विचारों के पक्ष में 'रामकथा की परम्परा में अग्निपरीक्षा' पुस्तक भी लिखी जिसमें दुनियाभर के 300 से अधिक रामायण के संस्करणों के अगल अलग उद्धरण भी थे। ऐसे में आचार्य श्री तुलसी का 1969 का बेंगलोर चातुर्मास किसी सम्प्रदाय विशेष के तत्वावधान में संपन्न न होकर कर्नाटक प्रादेशिक अणुव्रत समिति के बैनर तले हुआ। कर्नाटक प्रादेशिक अणुव्रत समिति के अध्यक्ष बने कर्नाटक वासी राज्यसभा सांसद और अखिल भारतीय कांग्रेस कमिटी के सदस्य डा० के नागप्पा आल्वा।

आचार्य द्वय विनोबा एवं तुलसी के पारस्परिक सम्बन्ध भी इतने मधुर थे की विनोबाजी के आग्रह पर गणाधिपति ने बेंगलोर-1969 का चातुर्मास विनोबा जी के आश्रम में ही अणुव्रत व्यवस्था समिति के तले संपन्न करने का निर्णय लिया । अग्नि परीक्षा विवाद तथा क्षुद्र विरोध की संभावना की छाया में संपन्न चातुर्मास में जैन अजैन सभी तरह के लोगों का सहयोग रहा। डा बी० डी० जत्ती, श्री सुब्रमण्यम, सुश्री सुकन्या सुमित्रम्मा, श्रीमती सविता भट्ट, प्रो० दासेगौडा, पी० एन० भट्टातिरि, श्री धीरेन्द्र कुमार, श्री धनराज जी सेठिया परिवार, श्री शिवराज जी बोहरा परिवार, श्री मोतीलाल जी रांका परिवार, मद्रास के श्री एम् शांतिलाल जैन, श्री सरेमल जी डोसी परिवार, श्री रतनचंद जी सिरोहिया, श्री सोहनलाल जी मांडोत, श्री मनोहर छाजेड़ परिवार, श्री हनुमान गिडिया परिवार, आदि सैकड़ों कार्यकर्ताओं के अहर्निश समर्पण तथा प्रयास से वल्लभ निकेतन विनोबा आश्रम में संपन्न 1969 का प्रवास आचार्य तुलसी के सफलतम चातुर्मासों में से एक बना जिसमें भविष्य के आचार्य महाप्रज्ञ (मुनि नथमल) एवं साध्वीप्रमुखा कनकप्रभा जी भी विराजीं।

आदि शंकराचार्य ने हर चैतन्य के 5 चरित्र बताए

1. सत् = न मरने की इच्छा
2. चित् = नया ज्ञान हासिल की इच्छा
3. आनंद = सुख की इच्छा
4. मुमुक्षा = स्वतंत्र होने की इच्छा
5. ऐषणा = दूसरे पर प्रभाव डालने की इच्छा

पहला सत् या जीवन -लंबे समय तक सभी मनुष्यों को प्राप्त नहीं था क्योंकि समाज में मत्स्य न्याय के चलते ताकतवर कमजोरों को मार देते थे, जैसे राक्षस या हिटलर मारते थे । समय के साथ आज अपवादों को छोड दें तो औसत मानवता को सत् मिल गया है, जीवन जीने का हक़ मिल गया है।

दूसरा चित् या ज्ञान भी लंबे समय तक लोगों को उपलब्ध नहीं था, समाज में कुछ ही लोग गुरु होते थे, बाकी सब जानकारी हेतु गुरु पर निर्भर। पहले 15 वीं सदी में प्रिंटिंग प्रेस के चलते और आज सूचना क्रांति के बाद ज्ञान सर्वसुलभ हो गया है, हर किसी के फोन में दुनिया भर का ज्ञान मौजूद है।

तीसरा, आनंद के लिए भौतिक वस्तुओं की, धन की जरूरत होती थी, पर दास प्रथा आदि के चलते बडी आबादी दरिद्र होती थी। 21वीं सदी आते आते दरिद्रता अपवाद रह गई है और बेसिक आनंद के लिए आवश्यक धन कमोबेश सबके पास सुलभ हो गया है।

मुमुक्षा यानी स्वतंत्रता के लिए सत्ता का विकेंद्रीकरण जरूरी है -जैसे धन, ज्ञान आदि का विकेन्द्रीकरण हुआ। वर्तमान में दुनिया में गिनती भर चुनिंदा देशों में ही सत्ता विकेंद्रीकृत होकर जनता के पास है, और अधिकांश जगह प्रतिनिधि लोकतंत्र के चलते सत्ता जनप्रतिनिधियों के हाथ में केंद्रित है। कुछ जगहों पर तो पूर्ण तानाशाही भी जिंदा है।

ऐसे में मानव के विकास के अगले सोपान में चैतन्य चरित्र-सुलभ मुमुक्षा प्राप्त करने हेतु सत्ता का विकेंद्रीकरण होगा। सत्ता चंद व्यक्तियों के हाथ से निकलकर सब में बराबर बंटेगी -जैसा जीवन, ज्ञान और धन के साथ हो चुका है।

भारतीय समाज के विश्लेषण में पाया की औसत परिवार को एक पीढ़ी को जी-तोड़ मेहनत लगती है ढंग से कहीं बसने में। इस मेहनत के दौर में आर्थिक प्रगति तो होती है लेकिन इस दौरान उस परिवार की सामाजिक भागीदारी नगण्य होती है।

जब हजारों लाखों लोग, दशकों तक ईमानदारी से मेहनत करने के बाद भी पहचाने नहीं जाते, सत्ता में कोई हिस्सा उनको नहीं मिलता, तब वो किसी संगठन के सदस्य या समर्थक बनते हैं -किसी विचारधारा के कारण नहीं। क्योंकि संगठन से ही सत्ता प्राप्त होने के आसार बचते हैं। और इतनी जद्दोजहद के बाद जब सत्ता मिलती है, तो उसे दूसरों की छीनाझपटी से बच बचाकर बेमियादी अपने पास बनाये रखने की मजबूरी में ही बाक़ी का उनका जीवन बीत जाता है।

इसी चिरायु सत्ता के दुष्चक्र से बचने के लिए 2500 साल पहले वैशाली में ग्राम गणराज्य बने, वेदों में स्वराज्य का सूत्र आया, भरत ने सत्ता ठुकराई, सम्राट अशोक अहिंसक बने, तिलक से लेकर गांधी-विनोबा-जयप्रकाश ने सत्ता के विकेन्द्रीकरण की बात कही, और भारतीय संविधान के 1992 के संशोधन के बाद ग्राम-मोहल्ला सभाएं अस्तित्व में नाममात्र के लिए आयीं तो, पर आज भी उन्हें संविधान की 7वीं अनुसूची में विधान सभा और संसद जैसे अनन्य विधाई अधिकार मिलने बाक़ी हैं।

तब जाकर समझ में आया की वर्तमान भारतीय समाज का विश्व पटल पर समग्र उत्थान तभी संभव है, जब अर्वाचीन भारत, प्राचीन भारत के सत्ता विकेन्द्रीकरण को -व्यवस्था में भी अपनाये, विचारों में भी और व्यावहारिकता में भी।

सिद्धार्थ शर्मा के जीवन की उपादेयता क्या ?:

बचपन में पढाई में कभी अव्वल भी रहा, कभी पढाई को ढोया भी, तो कभी बेहतरीन शोध भी किये। नौकरी भी की, व्यापार भी किया, उद्योग भी लगाया। विशालकाय इकाइयों को शून्य से शुरु भी किया, कभी मैनेज भी किया, और सरकारों जैसी विशालतम इकाई के निति निर्धारण में भूमिका भी रही। AI के LLM's को ट्रेनिंग तक दी।

वर्तमानकाल में AI की कृत्रिम बुद्धिमत्ता इस कदर उन्नत हो गई है की शक होने लगा है की जब प्रकृति में जड़ चैतन्य दोनों है, और दोनों सतत परिवर्तनशील, तो कहीं ऐसा तो नहीं की प्रज्ञा ने अपने विकास के लिए जैसे आज, मानव को निमित्त बनाया है, आनेवाले समय में वो मानव प्रजाति को विदा कर किसी नए निमित्त को न खोज ले। आखिर वेद के ऐतरेय उपनिषद ने भी तो प्रज्ञानं ब्रह्मं कहा था, जिसका अर्थ है "चेतना ही ब्रह्म है" -यह चार महावाक्यों में से एक है, जो भारतीय दर्शन में ब्रह्म (अंतिम वास्तविकता) के स्वरूप को व्यक्त करता है ।

पडोस से लेकर दुनिया भर में घूमा भी, समझा भी और हर तरह के काम भी किये। हजारों पन्ने लिखे भी, जिसे लाखों लोगों ने पढा, तो करोडों लोगों तक वाणी पहुंची भी। मतलब इंद्रधनुष के सभी रंगों को एक जीवन में अनुभव किया।

तब जाकर सवाल उठा कि ये सब विविध रंग ऐसे ही रैंडम, आकस्मिक हैं, या ये सारे विविध फूल किसी अदृश्य धागे से बंधे हैं, कोई प्रच्छन्न निरंतरता है क्या ?

उत्तर मिला रामायण में, विनोबा साहित्य में और आदि शंकराचार्य के सूत्रों में। तीनों में केंद्रीकृत सत्ता को विनम्र चुनौती है, और विकेंद्रीकरण की विजय है। यही किया ईसामसीह ने भी, पैगम्बर ने भी और बुद्ध ने भी। स्थापित केंद्रीकृत सत्ता को चुनौती दी, टकराव के बदले विकेन्द्रीकृत विकल्प देकर।

रामराज्य को लें। असल में तो वह भरत राज्य था जहां राजा नगर से बाहर झोंपड़ी में रहता था, और अयोध्या की व्यवस्था स्वयं जनता ने 14 साल तक अच्छे से किया -कोई अप्रिय घटना राम के वनवास के दौरान अयोध्या में नहीं घटी। विनोबा का भूदान आंदोलन भी तो सामूहिक इच्छाशक्ति का श्रेष्ठ उदाहरण है। आदि शंकर ने बिना हिंदू धर्म की आलोचना किये हुए उसे कर्मकांड-जन्य यज्ञहिंसा से मुक्ति भी दिलाई, और ऐसी व्यवस्था भी डाली कि उस व्यक्ति के बाद भी एक व्यवस्था हजारों साल से अक्षुण्ण चल रही है।

तो सिद्धार्थ ने चाहे परिवार हो या समाज, संस्था हो या सरकार, नीतियां हो या राजनीति, हर जगह व्यक्ति प्रधान केंद्रित सत्ता को चुनौती दी, अलग अलग तरीकों से दी, कहीं सीधे दी कहीं नेपथ्य से, और व्यक्ति को गौण करके व्यवस्था को अधिकांश जगह पर सफलतापूर्वक स्थापित भी किया।

2001 के बाद पहले परिवार में यह प्रयोग किया। उपदेश के बदले स्वतंत्रता, अर्थात गलती करने की आजादी। 2006 के बाद ये प्रयोग संस्थाओं में किया। आज ये सारी इकाइयां पहले जैसे व्यक्ति प्रधान न रहकर व्यवस्था प्रधान बन गई हैं, जहां किसी खास व्यक्ति की कोई विशेष जरूरत रही ही नहीं।

2013 के बाद यही प्रयोग व्यापक स्तर पर किया जहां पहले जनता की इच्छा से बने राजनीतिक दल के संस्थापक दल में रहा, फिर सरकार के नाते एक राज्य में नायाब कानून बना की स्कूल कैसा हो ये बच्चों के अभिभावक तय करेंगे -और उनके द्वारा पारित प्रस्ताव को मानना सरकार की बाध्यता होगी। दस साल में नतीजा ये निकला की उस राज्य की इस व्यवस्था को दुनियाभर ने शिक्षा क्रान्ति का नाम दिया। दूसरे राज्य में जनता की सहभागिता से सुरक्षा पर निवेश किया, जहां ग्राम सभा ने निर्णय लिया की नशा बेचनेवालों को जमानत देने कोई आगे नहीं आएगा। ढाई साल में नतीजा निकला की उस राज्य का अपराध दर राष्ट्रीय अपराध दर से कम और औसत आय राष्ट्रीय से अधिक हो गई। ये सब जनता की मुमुक्षा का फल है।

आज सिद्धार्थ उस मुकाम पर है कि 2000 से अधिक टीवी कार्यक्रमों पर करीब 2 करोड लोगों तक अपने अनुभवजन्य सिद्धांत रख पाया, यानि भारत की 2 प्रतिशत जनता के मन में आदि शंकराचार्य का मुमुक्षा का कीडा पड़ चुका है।

सत्ता विकेंद्रीकरण वेदों भी है। ऋग्वेद में अत्रि ऋषि का यतीमही स्वराज्ये हो, या बुद्ध का पुरोहित-सत्ता में यज्ञ हिंसा के विकल्प में नया विचार, आदि शंकर की मुमुक्षा हो या गांधी का ग्राम स्वराज, संविधान का 74वां संशोधन हो या जनलोकपाल आंदोलन, सभी सत्ता विकेंद्रीकरण की दिशा में कदम हैं, क्यूँकि कालपुरुष का यही प्रवाह है, और वक्त का यही तकाजा भी।

तो सिद्धार्थ भी मुहूर्तम् ज्वलितं श्रेयः की तरह सामान्य लकडी होते हुए भी, यज्ञ में जलने के चलते समिधा कहलाए, तो आश्चर्य नहीं। ऐसे में, जिसके नाना स्वतंत्रता सेनानी रहे हों, जिसके परदादा अंग्रेजों से चुंगी वसूलते हों, उसका केंद्रीकृत सत्ता के खिलाफ खड़ा होना स्वाभाविक ही है। वो न किसी व्यक्ति के खिलाफ है, न किसी व्यक्ति के पक्ष में, न किसी व्यक्ति से राग है, न किसी से द्वेष। खालिस सत्ता विकेंद्रीकरण को अवतरित करने का नैसर्गिक प्रयास है।

ऐसे में उसके आस पास के लोगों का भी उसी रास्ते पर चलना स्वाभाविक है। चाहे घर में किसी के अति विशिष्ट आध्यात्मिक अनुभव हों, चाहे किसी की स्वतंत्र वकालत हो, या विश्व स्तरीय खिलाड़ी हो। या उनकी विश्वव्यापी मित्र मंडली, जो दमनकारी सत्ताओं से बचने के लिए उनके सुझावों की पुष्टि करते हैं।

सब इसीलिए हो पाया क्योंकि जब प्रकृति में सत्ता विकेन्द्रित है, प्राणियों को स्वतंत्रता है, तो आसपास के परिवेश में भी स्वतन्त्र चिंतन का माहौल रहना चाहिए।

राष्ट्रीय स्वयंसेवक संघ ने वक्फ संशोधन का क़ानून बनते ही ईसाई धार्मिक सम्पत्तियों पर भी क़ानून बनाने का सुझाव का लेख अपने मुखपत्र ऑर्गनाइज़र में डाला भी, और तुरंत हटा भी लिया। एक हिंदूवादी संस्था द्वारा रिवर्स गियर में गाड़ी चलाने के पीछे के कारण को जानने के लिए ईसाइयत, इस्लाम तथा आरएसएस की प्राथमिकताओं को समझना जरूरी है।

ये आंकड़े भी जान लेना जरूरी है की पिछले 200 साल में दुनियाभर में ईसाईयत मानने वाले 230 करोड़ लोग बढे हैं, इस्लाम माननेवालों में 191 करोड़ इंसानों का इजाफा हुआ है, हिन्दुओं की संख्या में 109 करोड़ लोग नए जुड़े हैं, बौद्ध धर्म मानेवाले 43 करोड़ लोग बढे हैं, और यहूदी केवल 50 लाख बढ़ें हैं। तो ये स्पष्ट है की ईसाई धर्म को मानने वाले वर्तमान विश्व में बहुमत में हैं।

विचार और व्यवहार में हमेशा अंतर होता ही है। व्यक्ति बैठे बैठे अपने दिमाग में समूचे ब्रह्माण्ड की सैर तो कर सकता है पर व्यवहारिक रूप से वो अपनी कुर्सी से 2 गज दूर की चीज भी बिना उठे नहीं हिला सकता। तो आरएसएस एक वैचारिक संगठन है, व्यावहारिक नहीं। विश्वगुरु, अखंड भारत, हिन्दूराष्ट्र आदि विचार हैं, व्यावहारिक नहीं। इसीलिए न तो संयुक्त राष्ट्र ने भारत को विश्वगुरु का दर्जा दिया है, न ही हिन्दू नेपाल ने भारत में विलय की इच्छा जताई है, और न ही 65% भारत की जनता ने हिन्दूराष्ट्र के लिए वोट किया है।

दूसरी तरफ इस्लाम और ईसाइयत धर्म तो हैं -पर दोनों की प्राथमिकताएं अलग हैं। इस्लाम समानता प्रधान धर्म है -सब लोग, अमीर गरीब एक साथ बैठकर नमाज पढ़ते हैं। दूसरी तरफ ईसाइयत सेवा प्रधान धर्म है -इसीलिए अनेक मिशनरी स्कूल और अस्पताल चलते हैं। समानता मनुष्य के दैनिक बर्ताव में दिखती है, उसे कोई भौतिक सहारे की जरूरत नहीं होती, पर सेवा करने के लिए वस्तुओं की, औजारों की, जमीन की, इमारतों की जरूरत होती है।

इसीलिए वक्फ क़ानून पर इस्लामिक देश मौन हैं क्योंकि इस्लाम में धर्म पालन करने के लिए भौतिक वस्तुओं की जरूरत नहीं होती। पर वैचारिक रूप से यदि इस्लाम को यदि लगे की उसपर हमला हुआ है, तो वो तुरंत प्रतिक्रिया करता है -जैसे यही क़तर कुवैत ईरान जैसे इस्लामिक देशों ने भाजपा की प्रवक्ता द्वारा ईशनिंदा के मामले में भारत के राजदूतों तक को तलब कर दिया था और भाजपा को अपने प्रवक्ता को बर्खास्त तक करना पड़ा था। दूसरी तरफ ईसाइयत क्योंकि सेवा प्रधान धर्म है, तो उसकी सेवा में यदि कोई भी बाधा डालने की कोशिश होगी तो तुरंत पश्चिमी देशों से लेकर वैटिकन तक प्रतिक्रिया देंगें। उत्तर और दक्षिण अमेरिका के रेड इंडियन मूल निवासी इसके उदाहरण हैं की कैसे ईसाईयत से पंगे लेने का हश्र उस सभ्यता के ही लुप्तप्राय होने में अंत होता है।

तो आरएसएस ने वक़्फ़ क़ानून की सफलता की नींद में ईसाई मिशनरी संपत्ति पर भी क़ानून बनाने का जो सपना देखा -वो पाश्चात्य ईसाई देशों की प्रतिक्रिया की असलियत का झटका लगते ही टूट गया और आरएसएस ने ऑर्गनिज़र की गाड़ी फुल स्पीड इन रिवर्स गियर चला दी।

औसत भारतीय का सत्ता मोह

प्राचीन भारतीय संस्कृति में राजा की सत्ता का बहुत विशेष महत्त्व नहीं होता था। वेदों में भी अत्रि ऋषि का 'यतीमहि स्वराज्ये' आता है जिससे साफ़ हो जाता है की औसत नागरिक के लिए स्वराज्य श्रेय था, भले ही राजाओं के लिए सत्ता प्रेय रही हो। शायद इसीलिए विश्व के सबसे पहले ग्राम गणराज्य वैशाली में उत्पन्न हुए जिसमें सत्ता ग्रामवासियों में विकेन्द्रित थी और राजा केवल सांकेतिक होता था। रामचरितमानस में भी 'कोइ नृप होइ हमै का हानि', भरत के लिए राम का सहर्ष सिंहासन त्याग देना आदि ये बताती हैं की प्राचीन भारत में सत्ता मोह नियम न होकर अपवाद था और औसत नागरिक सत्ता की धाक से अक्सर उदासीन रहता था। प्राचीन औसत भारतीय बाह्य सत्ता से अधिक स्वयं की मौलिक बुद्धि को ज्यादा शक्तिशाली मानता था।

सत्ता के प्रति भारतीय सभ्यता की उदासीनता का कारण था -भारतीय संस्कति में "सत्य" पर जोर। सत्य हमेशा मौलिक होता है, बिना किसी बाह्य आलम्बन के खड़ा होता, स्वयं संचालित होता है, और निडर होता है। सत्य का प्रतिबिम्ब भले डिस्टॉर्टेड, विकृत हो, पर सत्य स्वयं में प्योर, खरा ही होता है। दूसरी तरफ जहां भी सत्ता होती है, वो दूसरों को संचालित करती है, वो दूसरों के वेलिडेशन, पुष्टीकरण पर निर्भर रहती है, समय के साथ साथ विकृत होती है, असत्य का सहारा लेती है, और केन्द्रीकरण के लिए अनर्गल नियम जनता पर थोपती है। तो जो सभ्यता मौलिक हो, स्वयं संचालित हो, विकेन्द्रित हो, उसे किसी अन्य सत्ता के अस्तित्व को स्वीकार करने की न तो आदत होती है, न जरूरत।

सत्ता के प्रति नागरिकों की उदासीनता के चलते ही शायद इस सहस्त्राब्दि के प्रारम्भ में भारतीय उपमहाद्वीप पर विदेशी राजाओं की सत्ता स्थापित होने लगी। विदेशी आक्रमणकारी राजा देसी राजाओं को हराकर अपना शासन ले आते और औसत नागरिक को उससे कोई फर्क नहीं पड़ता और वो अपने काम काज में तल्लीन रहता। आश्चर्य है की भारतीय साहित्य का स्वर्णयुग कहा जाने वाला भक्तिकाल, मुग़ल साम्राज्य के समय हुआ। ये प्रमाणित करता है की औसत भारतीय की दृष्टि में राज्य सत्ता कम तथा संस्कृति अधिक महत्वपूर्ण थी ।

यूरोपीय औपनिवेशवाद के भारत आगमन के बाद भी नागरिकों की सत्ता के प्रति उदासीनता जारी रही। इसीलिए 1857 से पहले चाहे गोवा के दीपाजी राणे हों या मैसूर के टीपू सुल्तान, या झारखंड के बिरसा मुंडा, स्थानीय राजाओं ने भले यूरोपीय हुकूमतों के खिलाफ लड़ाई की हो, पर औसत नागरिक इन पचड़ों से दूर ही रहा।

1857 में पहली बार भारत का औसत नागरिक सत्ता प्राप्ति के संघर्ष में स्वयं कूदा। इसके बाद चले 90 वर्षों के स्वतंत्रता आंदोलन में धीरे धीरे सत्ता प्राप्ति के लिए नागरिकों की सहभागिता बढ़ती गई और करीब 13500 नागरिकों की कुर्बानी के बाद भारत 1947 में आजाद हुआ। 1920 के दशक से गांधी के नेतृत्व वाले कांग्रेस की छतरी तले आजादी के आंदोलन में नागरिक सहभागिता बढ़ी और 1942 के भारत छोड़ो आंदोलन में अंग्रेजों को 100000 से अधिक नागरिकों को गिरफ्तार करना पड़ा था। तो ये मानने के पूरे तथ्य मौजूद हैं की सत्ता संघर्ष में औसत भारतीय का उत्साह 1942 के आसपास सर्वोच्च था जब गांधी के नेतृत्व में औसत हिन्दुस्तानी कांग्रेस के आजादी आंदोलन में सहभागी बना। 1947 की आजादी मिलते मिलते यह स्पष्ट हो गया की सत्ता संघर्ष में जन भागीदारी के चलते ही सत्ता का अंग्रेजों के हाथ से भारतीयों के हाथ में आने का सत्ता परिवर्तन संभव हो सका।

किसी सभ्यता का, सदियों की सत्ता के प्रति उदासीनता -जब दो पीढ़ियों में सत्ता संघर्ष पर उतर आती है, तब संस्कृति का अपभ्रंश होना स्वाभाविक है। शायद इसीलिए गांधी ने इस बात को समझा और स्वनत्रतता आंदोलन के सबसे नामचीन इकाई कांग्रेस को आजाद भारत में स्वयं विसर्जित हो जाने की सलाह दी। क्योंकि स्वतंत्रता सेनानी जब स्वतन्त्र भारत में चुनाव लड़ेंगे, तो स्वाभाविक ही है की जनता का समर्थन उन्हें ही मिलने के चलते वे ही जीतेंगे।और जीतने के बाद देश निर्माण के स्थान पर वे स्वतंत्रता संग्राम के दौरान झेले व्यक्तिगत कष्ट के एवज में आराम अधिक पसंद करेंगे। इस नेगेटिव स्पाइरल का आगे जाकर हश्र ये होगा की व्यवस्था की प्राथमिकता खुद का फलना फूलना हो जाएगा और जनता को राज्य द्वारा दिए जाने वाले सुरक्षा, न्याय और सुविधाएं गौण होती चली जाएंगी।

हम सबने देखा है की कहीं कोई एक्सीडेंट हो जाने पर तीन तरह के प्रत्यक्षदर्शी होते हैं। 95% मुंह फेर कर चल देते हैं की हमने ये किया नहीं, तो व्यर्थ पचड़े में क्यों पड़ें ? ऐसे लोग असामाजिक होते हैं। 3% ऐसे होते हैं की घायल की मदद को दौड़ते हैं. ये सामाजिक होते हैं। 2% धूर्त भी होते हैं जो घायल की मदद के बहाने उसकी घड़ी पर्स चुरा लेते हैं। तो कालान्तर में ये 2 प्रतिशत धूर्त लोग, 3 प्रतिशत सामाजिक लोगों से साँठ गाँठ करके अपने आप को सज्जन के रूप में पेश करते हुए 95 प्रतिशत सज्जन लोगों के सामने स्वयं को सामाजिक, शांतिप्रिय पेश करते हैं ताकि उन 95 प्रतिशत के समर्थन से वे सत्ता पर काबू कर सकें। तो संक्षेप में कहें तो सत्ता अर्थात् पाखण्ड, -होना कुछ, किन्तु दिखना कुछ और -का छलावा। आदि शंकाराचार्य के शब्दों में ‘मिथ्या’।

तो 1947 के बाद के भारत में हुआ ये की सहस्त्राब्दियों से चली आ रही सत्ता के प्रति जनता की उदासीनता ने सत्ता के प्रति मोह पैदा कर दिया। आज 21 वीं सदी के पूर्वार्ध आते आते हम ऐसे भारत में जी रहे हैं जो करीब सौ वर्षों से, करीब सात पीढ़ियों से सत्ता और सत्ता संघर्ष को जायज मानने लगा है। हजारों वर्षों की सत्य पर आधारित संस्कृति पिछले सात आठ पीढ़ियों से मिथ्या को अधिक मानने लगी है।

इसके चलते हुआ ये की हजारों वर्षों तक विश्वभर को शून्य, पाई जैसे मौलिक विचारों का विशुद्ध निर्यातक भारत, अपनी मौलिकता खोने के बाद, सत्ता को बुद्धि से अधिक ताकतवर मानना शुरू करने के बाद से, पिछले सौ वर्षों में दुनिया भर के चीजों और विचारों का विशुद्ध आयातक बन गया है।

बुद्धि और सत्य के स्थान पर सत्ता और मिथ्या को महत्त्व देने के चलते आज भारतीय राजनीति इस दौर में आ पहुंची है की करीब एक तिहाई जनता को इसमें कोई पाखण्ड नहीं दिखता की राष्ट्रीय सुरक्षा के नाम पर आई हुई सरकार के कार्यकाल में चीन ने 4000 भारतीय भूमि पर लाल झंडा गाड़ रखा है। की चाल चरित्र चेहरा के नाम पर सत्ता में आनेवालों के साथ ऐसे लोग हैं जिन्होंने 3000 महिलाओं की अश्लील वीडियो बना रखी है। या की कृषि प्रधान भारतीय संस्कृति में कृषक को अपनी फसल का उचित दाम सत्ता नहीं दे रही है। या की सनातन संस्कृति के नाम पर सत्ता में आने वाले गोवा के मांस बेचने वाले होटलों के मालिक हैं। या की किसी मंदिर की प्राण प्रतिष्ठा शंकराचार्यों के रहते हुए कोई विवाहित राजनेता अपत्नीक कर लेता है। यही पाखण्ड आज हम औसत भारतीय का हस्ताक्षर बन गया है।

तो अंत में सवाल उठता है की पाखण्ड और मिथ्या से छुटकारा कैसे प्राप्त हो, कैसे भारत अपनी प्राचीन सत्य एवं मौलिकता को पुनः प्राप्त हो ?

उत्तर आसान भी है, स्वाभाविक भी। प्राचीन भारतीय संस्कृति विकेन्द्रित थी, इसीलिए सत्ता अप्रासंगिक थी, अतः सत्ता के प्रति अनावश्यक आदर/मोह अनुपस्थित था। वर्तमान भारत में सत्ता केंद्रित है, इसीलिए सत्ता के प्रति अति आकर्षण भी है और सत्ता पाने या बचाये रखने के लिए पाखण्ड को जायज भी माना जा रहा है। सौभाग्य से वर्तमान भारतीय संविधान में ही इसका समाधान भी है। 74 वे संशोधन के बाद जो स्थानीय इकाइयां बनीं हैं उसमे ग्राम सभा से लेकर शहरी मोहल्लों तक करीब 31 लाख चुने हुए प्रतिनिधि आते हैं। केवल उन 31 लाख चुने हुए लोगों को संविधान की सातवीं अनुसूची में इकाईगत विधायी अधिकार देने का काम लंबित है। आज उस सूची में जो केंद्र और राज्यों के विधाई अधिकार स्पष्ट हैं उसीमें स्थानीय इकाइयों की सूची जुड़ते ही भारत की सत्ता विकेन्द्रित हो जाएगी और सत्ता के विकेन्द्रीकरण के साथ ही औसत भारतीय का सत्ता के प्रति मोह के चलते पाखण्ड को मान्यता देने का प्रचलन भी -बंद हो जाएगा।

सत्ता विकेन्द्रित होते ही मिथ्या और पाखण्ड के स्थान पर सत्य और मौलिकता स्वयं सहज स्थापित हो जाएगी और भारत अपनी प्राचीन गरिमा पुनः प्राप्त कर लेगा।

हिंदुत्व बनाम संविधान ?

दुनिया के जितने भी बडे धर्म बने वो या तो मध्य पूर्व में बने या भारत चीन में। मध्य पूर्व के धर्मों में एक ईश्वर, एक पुस्तक, एक उपासना पद्धति अनिवार्य है। भारत चीन के कुछ धर्म जैसे जैन, बौद्ध, कन्फ्यूशियस, हिंदुत्व का सांख्य आदि निरीश्वरवादी भी है, किसी एक पुस्तक या उपासना पद्धति पर अनिवार्यता नहीं है।

तो जब आप यूनिफार्मिटि चाहते हैं, तो वहां अनुशासन, दबाव और संगठन की अनिवार्यता आ जाती है। क्योंकि संगठन ही लोगों में एक ईश्वर, एक पुस्तक, एक उपासना पद्धति को लागू कर सकता है। संगठन मतलब संख्या बल। इसीलिए मध्य पूर्व के सभी धर्म संगठन प्रधान हैं।

दूसरी तरफ सनातन धर्म संख्या प्रधान न होकर विचार प्रधान है। यहां एकं सत् विप्रा बहुधा वदंति भी मान्य है,जाकी रही भावना जैसी भी मान्य है, शंकराचार्य का अद्वैत भी है तो माध्वाचार्य का द्वैत भी है तो कपिल का निरीश्वरवाद भी है। हिन्दू धर्म के दस लक्षणों में भगवान् या उपासना पद्धति अनुपस्थित हैं।

तो सनातन को कभी संगठन की जरूरत नहीं पडी, क्योंकि उसे कोई पद्धति किसी पर लागू नहीं करनी थी। संगठन की उपेक्षा करने का हिंदुत्व को हानि कम और लाभ अधिक हुआ। प्राचीन काल से ही दुनिया भर में एक सभ्यता का दूसरी सभ्यता पर हमला करना इतिहास में सैकडों बार दर्ज है। तो जब एक संगठित सभ्यता दूसरी सभ्यता पर चढाई करती है तो दूसरी अपना बचाव भी अकसर अपने संगठन से ही करती है । ऐसे युद्धों में अंत में जीत किसी एक की होती है और जीतने वाली सभ्यता हारी हुई सभ्यता को पूरी तरह से कुचल कर अपनी सभ्यता थोप देती है।

मिस्र की पिरामिड की सभ्यता आज गायब है, अमेरिका के रेड इंडियन् या माया सभ्यता आज गायब है, ऑस्ट्रेलिया के एब्रॉजिनि सभ्यता आज गायब है। जैसे इन सभ्यताओं पर आक्रमण हुआ, वैसे ही हिंदुस्तान की सभ्यता पर भी हजारों साल से कई आक्रमण हुए। पहले मंगोलों ने किया, फिर सिकंदर ने किया, फिर मुगलों ने किया, फिर यूरोपियन ने किया।

तो हिंदुस्तान में ऐसा क्या है जो अन्य सभ्यताएं बाहरी आक्रमण के बाद बर्बाद हो गई, पर हिंदू सभ्यता आज भी जीवित है ? अंतर एक ही है। हिंदू धर्म क्योंकि विचारों की हवा की तरह चारों ओर फैला है, इसीलिए किसी वस्तु की तरह एक डब्बे में संगठित रूप से बंद नहीं रहा। डब्बे में बंद वस्तु तो डब्बा नष्ट होते ही खुद नाश हो जाती है, पर बहती हवा में फैली हुई खुशबू कभी नाश नहीं की जा सकती। वो अविनाशी है, नित्य नूतन है, इसीलिए सनातन है।

अपनत्व प्रधान होना संगठन निर्माण के लिए अनिवार्य होता है जबकि न्याय प्रधान होना समाज निर्माण के लिया अनिवार्य। तो पहले के लिए गण महत्वपूर्ण है तो दुसरे के लिए गुण, मध्यपूर्व के धर्मों में क्वांटिटी पर जोर है तो भारत के धर्मों में क्वालिटी पर।

तो हुआ ये की जब जब भी भारतीय सभ्यता पर बाहरी आक्रमण हुआ, तब तब भारतीयों ने संगठित होकर लड़ने के बदले बीज जैसे बिखर कर अपना अस्तित्व बचा लिया। पौराणिक भारत के दो सबसे बड़े युद्ध रामायण और महाभारत हुए। न तो रामायण में राम की अपनी खुद की कोई संगठित सेना थी, न ही महाभारत में पांडवों की। दोनों युद्धों में समकालीन परिस्थिति की आवश्यकता के अनुसार दो समूह बने जो लड़े, और लड़ाई की समाप्ति के बाद अपने अपने घर को लौट गए।

हिन्दू धर्म में संख्या के स्थान पर विचार इतने महत्वपूर्ण हुए की आर्यभट्ट का शून्य हो या उपनिषद का अद्वैतवाद, पूरी दुनिया में फ़ैल पसर गया। और प्राचीन भारत दुनिया को विचारों का विशुद्ध निर्यातक भी बन गया, और विश्वभर में आदरणीय भी। इसीलिए यूरोपीय मार्को पोलो हो या मध्यपूर्व के इब्न बतूता हो या चीनी ह्वेनसांग, दुनिया भर से विद्वान भारत आये।

पर पिछले सौ वर्षों से पाश्चात्य विज्ञान, तकनीक और प्रचार का असर भारतीय जनमानस पर कुछ ऐसा पड़ा की हिन्दू धर्म में एक अल्पमत उभरा जिसने ये तर्क दिया की भारत की गुलामी का कारण हिन्दुओं का संगठित न रहना है । प्रथम दृष्टा ये यकीन करने लायक भी लगे तो ये तर्क प्राचीन भारतीय दर्शन और भारत के इतिहास, दोनों के विपरीत भी है और मध्य पूर्व के धर्मों का मिरर इमेज जैसा भी।

हर धर्म, सभ्यता लम्बे समय तक तब टिकती है जब वो मौलिक विचारों पर खडी हो, न की उधार से ली हुई दूसरों की बैसाखी पर। हिन्दू धर्म अपने मौलिक दार्शनिक विचारों के चलते आज सबसे प्राचीन होते हुए भी नए धर्मों के सामने टिका हुआ है, भले संख्या कम हो, जैसे चींटियों के सामने हाथी की संख्या। पर वजन ज्यादा होने के चलते हमेशा अकेला हाथी लाखों चींटियों से भारी भी रहेगा और लंबा भी जियेगा।

इसीलिए जो भी ये मानता है की हिन्दू खतरे में है, हिन्दू संख्या में कम है, हिन्दुओं को संगठित होना चाहिए आदि, वो जाने अनजाने प्राचीन भारत की मौलिक विरासत कम और मध्यपूर्व की मध्ययुगीन सभ्यता का प्रतिबिम्ब अधिक हो जाएगा।

इसीलिए आजाद भारत की संविधान सभा ने तीन साल तक की चार सौ सदस्यों द्वारा चर्चा करने के बाद भारत का जो संविधान अपनाया, उसमें मध्यपूर्व के धर्मों की रूढ़िवादिता और अपनत्व प्रधान संगठन के बनिस्पत प्राचीन भारत की मौलिक प्रगतिशील न्याय प्रधान प्रणाली प्रस्तावित की। इसीलिए भारत के मूल संविधान में संगठन शब्द नहीं है, राजनैतिक दल शब्द नहीं है, चुनाव में वोटर के सामने बैलेट पर किसी राजनैतिक दल का नाम नहीं होता है, पर उसी संविधान के मूल अधिकारों में ही समूह शब्द है। क्योंकि सगठन में संख्या की प्रधानता होती है, समूह में विचारों की।

उपरोक्त तथ्यों से प्रमाणित हो जाता है की भारत में आरएसएस या अन्य संख्या पर जोर देने वाले संगठनों का -सनातन प्राचीन भारतीय सभ्यता तथा अर्वाचीन भारतीय संविधान में- कितना बड़ा विरोधाभास है।

दक्षिण भारत हिंदी प्रचार सभा, एक ऐसा स्थान है, जहां 1934 में मुंशी प्रेमचंद ने दीक्षांत भाषण दिया था। 90 वर्ष बाद उसी भवन में मंचासीन, डॉ दुर्गाप्रसाद श्रीवास्तव, मुंशी प्रेमचंद परिवार के चौथी पीढ़ी के साहित्यकार ने भी श्रोताओं को उद्बोधन दिया।

साहित्य किसी मौलिक विचार की कलात्मक अभिव्यक्ति होती है और मीडिया किसी विषय को व्यापक रूप देता है। साहित्य विचार प्रधान होता है और मीडिया विषय प्रधान। साहित्य व्यापक न भी हो तो साहित्य ही रहता है, जैसे कालिदास का रघुवंश ज्यादा लोग न भी पढे हों, तो भी वो साहित्य ही रहेगा, पर यदि कोई अखबार 50 लोग भी न पढें तो वो मीडिया नहीं माना जाएगा।मीडिया में विचार की गुणवत्ता कम और विषय को गणना में अधिक लोगों तक पहुंचाना महत्वपूर्ण होता है, साहित्य में किसी मौलिक विचार को सार्वजनिक भर कर देना पर्याप्त होता है। साधारण भाषा में कहें तो मीडिया = प्रचार का तंत्र, और साहित्य = विचार का मंत्र।

प्राचीन भारत की परंपरा हो या वर्तमान एडवान्स्ड साइंस की विधा हो, दोनों में विचार के आधार पर ही निष्कर्ष पर पहुंचना अनिवार्य रहा। परन्तु वर्तमान में भारत हो या विश्व भर की मास साइकोलॉजी, दोनों में आज प्रचार के आधार पर ही निष्कर्ष निर्माण किये जा रहे हैं। कारण है की साहित्य की मौलिकता थोड़ी कठिन होती है, समझने में जटिल होती है, इसीलिए विचारों की व्यापक पहुँच कम होती है। विषय आसान होते है, रोज नए होते है, इसीलिए मीडिया का प्रचार बहुत व्यापक होता है।

हाथी और पांच अंधों की कहानी सब जानते हैं। किसी ने हाथी को सूप मना, किसी ने सांप, तो किसी ने खंबा। ऐसा इसीलिए, की यदि परिभाषाएँ गलत होंगी, तो निष्कर्ष भी गलत ही होंगे । जैसे लोकतंत्र की परिभाषा = लोक का तंत्र या लोक को नियंत्रित करने का तंत्र ? मीडिया = सूचना का बड़े पैमाने पर प्रसार या पीत पत्रकारिता ? जैसे सिर्फ चुनाव = लोकतंत्र नहीं होता क्योंकि उत्तर कोरिया, रूस और चीन में भी चुनाव होते हैं, पर कोई उन्हें लोकतंत्र नहीं मानता। लोकतंत्र की सही परिभाषा = जहां नियंत्रण और संतुलन हो, स्वतंत्र मीडिया हो, स्वतंत्र न्यायालय हों, स्वतंत्र विश्वविद्यालय हों, स्वतंत्र अभिव्यक्ति हो, सत्ता का विकेंद्रीकरण हो, राष्ट्र से लेकर मोहल्ले/गाँव तक की अलग अलग इकाइयों को इकाईगत स्वतंत्रता हो। तो सही निष्कर्ष पर पहुँचने के लिए परिभाषाओं का सही होना अनिवार्य है।

आदि शंकराचार्य ने हजार साल पहले कहा कि प्रत्येक चैतन्य में 5 लक्षण होते हैं: सत् चित आनंद, मुमुक्षा (स्वतंत्रता) और ईषना (दूसरों को प्रभावित करना) | तो दूसरों को प्रभावित करने की इच्छा ही मीडिया के उद्भव का कारण है। यहां आकर सवाल उठा की अन्य को प्रभावित कैसे करें ? दुनियाभर के दुसरे चैतन्य जीवों से भिन्न आदि मानव ने भाषा प्राप्त करते ही समझ लिया की कहानियाँ गढ़कर दूसरों को प्रभावित करना सबसे सरल मार्ग है। तो, तबसे ही मानव सभ्यता ने कहानियां गढ़ना शुरू कर दिया, और यही बात मनुष्य को अन्य जानवरों से अलग भी करती है। कहानियों में अज्ञात लोगों को एक साथ लाने और सामूहिक रूप से काम करने की शक्ति होती है। उदाहरण के लिए भगवान, पैसा, धर्म, राजनीति आदि ऎसी ही काल्पनिक कहानियां हैं जिन्हें एक दूसरे से अपरिचित लोग भी सामान रूप से मानकर एक ही काम करने लगते हैं। तो, संपूर्ण मानव विकास और सभ्यताएं कहानियां गढ़ने पर ही आधारित हैं।

तो प्रश्न उठता है की कहानी = ? उत्तर है की कहानी सुनाना कुछ और नहीं बल्कि कुछ सूचनाओं को व्यापक रूप से प्रसारित करना है। क्योंकि पहले सूचना की अधिकतम पहुंच सीमित थी, इसलिए चर्चा भी सीमित थी, तो यदि किसी कहानी में लोकतंत्र नामक कोई नई इकाई लोगों में लोकप्रिय हुई भी तो सीमित भौगोलिक क्षेत्रों में। इसलिए लोकतंत्र वैशाली जैसे ग्राम गणराज्य हों या प्राचीन यूनानी लोकतांत्रिक नगर, ये सर्व व्याप्त नहीं हो सके। तो हजारों साल तक ऐसा ही चला। फिर यूरोप में औद्योगिक क्रान्ति आई। और फिर गुटेनबर्ग द्वारा प्रिंटिंग प्रेस का आविष्कार करने के बाद यह सब बदल गया। अब सूचना बड़े पैमाने पर बहुत लोगों तक पहुंचने लगी, तो उपकरण भी सर्वव्यापी होते गए, अर्थव्यवस्था भी और लोकतंत्र भी दुनियाभर में फैलने लगा।

मगर सूचना उछाल के साथ, बुरी सूचना का दौर भी आना स्वाभाविक ही था। अच्छी और सही सूचना को बुरी और गलत सूचना से छांटने की लिए, फ़िल्टर करने के लिए विशेषज्ञों को नियुक्त किया गया । तो वे संपादक बन गए। तो संपादकों ने सुनिश्चित किया कि बुरी सूचनाओं को नजरअंदाज किया जाए, फेक न्यूज को फिल्टर किया जाए और नफरत भरी खबरों पर प्रतिबंध लगाया जाय। बुरी के स्थान पर केवल अच्छी सूचना, सत्यापित समाचार और सामंजस्यपूर्ण समाचार प्रसारित होने शुरू हुए। भले ही कल 1000 लोग किसी स्थापित अखबार के कार्यालय पर आकर कहें कि पृथ्वी चपटी है, पर कोई सम्पादक इसे अपने अखबार के शीर्षक के रूप में प्रकाशित नहीं करेंगे। दुनियाभर में जितने भी सामाजिक सरोकार वाले महत्वपूर्ण लोग हुए, चाहे अच्छे या बुरे, कहीं न कहीं वे सम्पादक ही थे। चाहे इतालवी बेनिटो मुसोलिनी हों या रूसी लेनिन, दोनों अखबार के सम्पादक ही थे। भारत में भी गांधीजी, लोकमान्य तिलक, अरविन्द घोष, यहां तक कि अटल बिहारी वाजपेयी भी सार्वजनिक जीवन में उतरने से पहले संपादक ही थे। तो ये मीडिया का विकास था।

अब आते है वर्तमान में। 2011 में अचानक विंडोज़ ने पहला व्यावसायिक रूप से प्रयोग करने योग्य AI speech recognition लाँच किया जिसे Roomba कहा जाता था। रूम्बा नाम के इस कृत्रिम बुद्धि (AI) ने आकर पूरे मीडिया के मापदंडों में उलटफेर कर दिया। ध्यान रहे, संपादक एजेंट या प्रतिनिधि होते हैं, मशीनें उपकरण या टूल होती हैं, पर AI स्वतंत्र है, स्वछंद है। संपादकों को दंडित किया जा सकता है, मशीनें बंद की जा सकती हैं, पर AI मानव हस्तक्षेप के बिना चलता रहता है। AI को न सांस के लिए ऑक्सीजन चाहिए, न पानी चाहिए, न रेस्ट चाहिए, न नींद चाहिए। AI -24 घंटे, 365 दिन, दिन दूनी रात चौगुनी बढ़ते ही रहता है। इसीलिए आज हमारे फोन पर जो इंटरनेट है, उसका 63% कंटेंट, विषयवस्तु मानव निर्मित न होकर AI निर्मित है।

कई विशेषज्ञों का मानना है की AI से बेरोजगारी बढ़ेगी। ड्राइवर, शिक्षक, बैंक क्लर्क आदि बेरोजगार हो जाएंगे। ये सब बाद में बेरोजगार होंगे। AI ने तो सबसे पहले संपादकों को अप्रासंगिक बना दिया है। भारत में सर्वाधिक पाठकों वाले समाचार पत्र की संख्या 35 लाख है, एक टीवी समाचार चैनल की उच्चतम दर्शक संख्या 25 लाख है, लेकिन रूपल चौधरी नामक किसी व्यक्ति के पास 5 बिलियन यूट्यूब व्यूज हैं। एक ऐसा नाम जिसे हम नहीं जानते हुए भी कहीं न कहीं उनके वीडियो किसी न किसी बहाने हमारे फोन स्क्रीन पर चल चुके हैं, इसीलिए तो 8 अरब मानव जनसंख्या के लगभग दो तिहाई मानवता ने उन्हें देखा है। किसने रूपल चौधरी को इतनी व्यापकता दी ? किसी दुसरे मनुष्य ने तो निश्चित नहीं दी होगी। ये व्यापकता दी algorithm, AI की विशिष्ट गणना विधा ने।

आज ChatGPT या हमारे WhatsApp का AI हमारे फोन पर लगभग कुछ भी कर सकता है। फेसबुक की नागरिकता 300 करोड़ है, Whatsapp पर 295 करोड़ लोग हैं, यूट्यूब के 270 करोड़ ग्राहक हैं। तो ये हैं दुनिया के सबसे बड़े देश और विश्व के सबसे बड़े मीडिया हाउस। इनकी पहुँच इतनी व्यापक है की जब कुछ वर्षों पहले म्यांमार में एक फेसबुक पोस्ट के चलते उद्वेलित भीड़ ने कई सौ रोहिंग्याओं का नरसंहार कर दिया तब फेसबुक को तलब किया गया। जवाब में फेसबुक ने साबित कर दिया की इसमें उसका कोई दोष नहीं है। हुआ बस ये की म्यांमार के फेसबुक पर कोई सेल्फी, तो कोई गाना, तो कोई खाना, तो कोई उन्मादी पोस्ट डाल रहा था। फेसबुक के AI ने देखा की उन्मादी पोस्ट ज्यादा लोग देख हैं, तो एल्गोरिथम ने उसी पोस्ट को ज्यादा ज्यादा लोगों के टाइमलाइन पर दिखाना शुरू कर दिया। देखते ही देखते एक गलत चीज वायरल हो गई और सैकड़ों लोग मर गए। ऐसा कैसे हुआ ? ऐसा हुआ क्योंकि AI के लिए दर्शक जुड़ाव ही एकमात्र मापदंड है, खबर के सत्यापन या गुणवत्ता की जांच करना AI का काम नहीं।

ये सब तो समस्या हुई। इसका समाधान क्या हो ? ऐसा नहीं है की AI से सिर्फ विध्वंसात्मक काम ही होते हैं। पिछले महीने ही भारत पुरष एवं महिला दोनों में विश्व शतरंज चैंपियन बन गया। अचानक भारत शतरंज में कैसे इतने सारे विश्व चैंपियन तैयार कर रहा है? क्योंकि लॉकडाउन के दौरान, घर पर रहने के कारण हजारों युवाओं ने AI के साथ ऑनलाइन शतरंज खेला और अपने खेल में आश्चर्यजनक सुधार कर लिया। तो फिलहाल, जबतक AI को मानव सभ्यता ठीक ठाक समझ नहीं लेती, तब तक दुनियाभर की सरकारों को तुरंत नकली मुद्रा की तरह, और जैसे बन्दूक रखना वर्जित है, वैसे ही इंसान के भेष में AI बॉट्स पर प्रतिबंध लगाना चाहिए। भले BOTS रहें, जैसे बच्चों के खेलने के नोट, या दिवाली में खिलौना बन्दूक जैसे, पर BOTS मनुष्य बनकर मनुष्यों के साथ व्यवहार न करें। जैसे ही हमको हमारे फोन की स्क्रीन पर आनेवाले कंटेंट के साथ ये मालूम पड़ जाने लगेगा की फलां विषयवस्तु कृत्रिम बुद्धि AI द्वारा प्रेषित है और फलां विषयवस्तु मानव निर्मित है, मनुष्य में निहित विवेक सही गलत को छान लेगा और सही सूचना पर प्रतिक्रया और गलत सूचना पर उदासीनता की नैसर्गिक क्रिया होने लगेगी।

A paradox. Why? How?

In present western society, Democracy is also referred to as "rule of law". That should ideally mean everyone is equal without exceptions. However, the etymology of democracy from ancient Greek is Demos & Kratia, which literally means -People's Rule. So over time, western society changed the definition of democracy from people's rule to rule of law.

From this definition, most democracies world over today frame laws for common people while those in power are exempted from it. A System OF people becomes a system FOR people.

Be it personal security, traffic, free food, free housing, free electricity, free travel...those in power get special privileges aka exemption while citizens are not exempt & have to follow rules & spend on it. This creates a disenchantment with the system which perennially seems to people as pro elite & anti people. An average citizen of any democracy starts to feel that the entire system is rigged against him. Once this plimsoll line is crossed, other issues like economy, global warming, corruption, jobs etc do not matter to voter since he has lost faith that the system will solve it for him.

Any courageous disruptor then is seen as deliverance, someone brave enough to endure a bloody nose to game the system. Because in people's eyes, if democracy itself is oppressive towards them, it is better to support someone who is battling such a system of oppression rather than nurturing such a wrongful system. The average citizenry's appreciation of the rebel is entirely emotional, reactive & not rooted by any logic or facts. This emotional outpouring towards the rebel gamer can even lead to subverting democracy since the winner sees this voter endorsement as a license to dictatorship.

Human evolution has now entered a phase where -unless the meaning of democracy is redefined from "rule of law" to "decentralization of power" -representative democracies will in all likelihood, keep evaporating into plutocracies.

The sensible way forward is to redefine democracy as "participatory" -from present definition of "representative".

And for democracies world over to start giving complete unitary freedom (autonomy) of their respective domains to all units -from individual, to family, to neighborhood, to village, to counties, to cities, to states, to nations, to world.

Till this course correction is made by intelligentsia, Trumps will keep trumping.

बढ़ रहे बलात्कार-जिम्मेदार कौन ?

कोलकाता हो या कल्याण हो या बेंगलूरु तक, महिलाओं पर यौन उत्पीड़न की घटनाएं बेतहाशा बढ़ रही हैं । कभी चलती कार में, कहीं अस्पताल में, कहीं स्कूल में, कभी पहलवानों के साथ -लगातार ऐसी घटनाएं बढ़ ही रही हैं । चाहे 6 वर्ष की शहरी अबोध कन्या हो या अंतर्राष्ट्रीय ख्याति प्राप्त ग्रामीण महिला खिलाड़ी, इन सब के साथ क्रूरतापूर्ण दुष्कर्म की घटनाएँ भारत सहित विश्वभर में खबर बन रही है।

इतनी की, बड़े बड़े राजनेता भी कह रहे हैं की समाज को आत्ममंथन की जरूरत है । ये लोग यह भी कह रहे हैं की सरकार ने अपराधों से और प्रभावी ढंग से निपटने के लिए कानून को मजबूत बनाने के कार्य को तेजी से आगे बढ़ाया है । पर दूसरी तरफ सर्वोच्च अदालत ने तो आज ये कह दिया की महिला सुरक्षा सुनिश्चित करना अब किसी सरकार से संभव नहीं हो रहा है, तो इसीलिए न्यायपालिका ने स्वयं डाक्टरों की सुरक्षा हेतु एक राष्ट्रीय टास्क फ़ोर्स बना डाला।

मीडिया में चल रही लगातार बहस के दौरान भी भारत के बुद्धिजीवी कुछ ऐसी ही बातें करते हैं तथा कड़ी से कड़ी सजा के हिमायती दिख रहे हैं । टीवी एंकरों, राजनेताओं की मानें तो पूरा समाज दोषी है, और बुद्धिजीवियों की माने तो हर दोषी को फांसी होनी चाहिए । इन दोनों की राय लागू हो जाय तो भारत से मनुष्य प्रजाति डायनोसार के सामान लुप्त हो जायेगी ।

आश्चर्य है की भारत के जिम्मेदार लोग यह भी नहीं जानते की समाज में अपराधियों की संख्या 1 % से भी कम होती है, तथा ऐसे अपराधी तत्वों से शेष 99% सज्जनों को सुरक्षा प्रदान करने हेतु ही पुलिस होती है । राष्‍ट्रीय अपराध रिकार्ड ब्‍यूरो के वर्ष 2023 के आंकड़े बताते हैं की भारत में कुल संज्ञेय अपराधों की संख्या 5824946 है । तो 0.50 प्रतिशत विकृत लोगों के कृत्यों की जिम्मेदारी शेष 99.95 शरीफों पर डालना कहाँ की समझदारी है ? यह तो चर्चा हुई समस्या की । अब देखें की भारत के ये मूर्धन्य इसका समाधान क्या बता रहे हैं ।

ऐसे समय में प्रधानमंत्री से लेकर टीवी पर सभी विशेषज्ञ फांसी जैसी कड़ी से कड़ी सजा की वकालत करते दिख रहे है । असाधारण कृत्यों हेतु फांसी का पक्षधर होना स्वाभाविक होते हुए भी सच्चाई यह है सुरक्षा और न्याय भिन्न-भिन्न विषय हैं । जब किसी व्यक्ति के साथ अन्याय घटित हो जाता है तब जाकर कहीं न्यायालय उस व्यक्ति को उसके मूल अधिकारों के हनन के नैतिक एवज में 'मुआवजे' के रूप में न्याय देता है । कानूनों को कडा करने से न्यायालयों को ऐसे 'मुआवजे' दने में अधिक सुविधा तो अवश्य होगी, पर ऐसी घटनाएं रोकने का काम न्यायालय नहीं कर सकते । किसी व्यक्ति के मूल अधिकारों के हनन को रोकने का काम तो सुरक्षा एजेंसियों का है । भारत में उस एजेंसी को पुलिस कहते है ।

भारत के कर्णधारों को दुनिया के अन्य लोकतन्त्रों में ऐसी ही समस्या का क्या समाधान खोजा गया, इसका अध्ययन करने की फुर्सत निकालनी चाहिए । 1990 के दशक में अमरीका एवं यूरोप में घटती अपराध संख्या पर अलग-अलग शोध स्टीवन पिंकर तथा स्टीवन लेविट ने किये जिसके आश्चर्यजनक परिणाम लेविट ने 2004 के अपने शोध-पत्र में कही । इसमें कहा गया की केवल कुछ अपराधों में कमी की बाट जोहना अव्यावहारिक है । किसी समाज में कुल अपराध या तो घटते हैं या बढ़ते हैं । यूरोप एवं अमरीका के अपराध दर सार्वत्रिक रूप से घटे, चाहे वह भौगोलिक दृष्टि से हो, आर्थिक सम्पन्नता की दृष्टि से हो, या शैक्षणिक योग्यता की दृष्टि से । इससे भी महत्वपूर्ण तथ्य यह प्रकट हुआ की इस घटती अपराध दर में बुद्धिजीवियों द्वारा बहुप्रचलित सिद्धांत, जैसे 'पुलिस सुधार', 'फांसी की सजा', 'कड़े क़ानून', 'जनसंख्या नियंत्रण', 'शिक्षा', 'संस्कृति' आदि का कोई स्थान नहीं था । घटती अपराध दर का एकमात्र ठोस कारण था पुलिस स्टाफ की संख्या में इजाफा । यहाँ तक की बढे हुए पुलिस दल की गुणवता भी अप्रासंगिक रही । केवलमात्र पुलिसवालों की संख्या की बढ़ोतरी से दो महाद्वीपों में अपराध दर में ठोस गिरावट देखी गयी है ।

भारत में भी कई सामान्य नागरिकों से लेकर सामाजिक सरोकार वाले समूह वर्षों से यही समाधान देते आये है की क़ानून से चरित्र न कभी बना है न बनेगा, यह सच्चाई राजनेताओं एवं बुद्धिजीवियों को समझनी चाहिए । यदि वे न समझें तो आम आदमी उन्हें समझाए । अपराधियों से समाज की सुरक्षा राज्य का दायित्व है, अन्य किसी से यह संभव नहीं, यह बात आम आदमी को समझनी पड़ेगी ।

भारत में पुलिस की स्थिति यह है की प्रति एक लाख नागरिक केवल 145 पुलिसवाले तैनात हैं, वहीं महज 19467 वीआइपी की सुरक्षा में 66000 पुलिसवाले नियुक्त हैं । और सरकारी सूत्रों के अनुसार 6 लाख यानी 22% पुलिस पद रिक्त हैं । इसी कारण राष्‍ट्रीय अपराध रिकार्ड ब्‍यूरो के अनुसार वर्ष 2003 में भारत में कुल अपराध जहां 17 लाख से कम थे, वहीँ वे 2023 में 58 लाख से ऊपर पहुँच गए । यानी केवल 20 साल में 3 गुना से अधिक की खतरनाक वृद्धि ।

उदाहरण के लिए भारत से सटे श्रीलंका की अपराध दर 2.26 अपराध प्रति एक लाख नागरिक है तो भारत का अपराध दर 446 अपराध प्रति एक लाख नागरिक है। भारत में एक लाख नागरिकों पर 145 पुलिस है तो श्रीलंका में 424 पुलिसवाले तैनात हैं।

सबसे महत्वपूर्ण प्रश्न यह है की यदि चरित्र निर्माण ही सारी समस्याओं का समाधान है तो इतनी भारी-भरकम राज्य व्यवस्था की आवश्यकता ही क्या है ? क्यों न सभी सरकारी महकमों को बंद कर सकल घरेलू उत्पाद को चरित्र निर्माण में झोंक दिया जाय ! समय आ गया है की हम भारत के लोग अपने स्वतन्त्र चिंतन से कुछ नतीजों पर पहुंचें, क्योंकि रोगी को समय से दवा न मिलने से जितना खतरा होता है, उससे कहीं ज्यादा खतरा गलत दवा के सेवन से होता है ।

समाधान अब एक ही है, जिसे पाश्चात्य विकसित राष्ट्रों ने बहुत पहले ही अपना लिया है। राज्य अपनी सारी शक्ति नागरिकों की सुरक्षा पर लगा दे। सुरक्षा और न्याय के अतिरिक्त सारे काम राज्य समाज को सौंप दे। सौ प्रतिशत सुरक्षित समाज में स्वतः ही महिलाएं, बुजुर्ग, बच्चे आदि चौबीसों घंटे अपने अपने घरों से बाहर जाने में जब सहज महसूस करेंगे तो आर्थिक सामाजिक विकास स्वयं होने लगेगा। ऊपर से सरकार को भी अधिक टैक्स मिलने लगेगा। राज्य के शक्ति विकेन्द्रीकरण से ही विकसित भारत संभव है, वर्तमान जैसे राज्य के नागरिक सुरक्षा की कीमत पर अन्य अनेकानेक विषयों में इन्वाल्व होकर ओवरलोड होने में नहीं।

स्वतन्त्र भारत में तंत्र लोक पर हावी कैसे ?

वर्तमान काल बड़ा रोमांचक है | जब चारों ओर विरोधाभास प्रतीत होने लगें तो ऐसा ही होता है | लोकतंत्र में भी ऐसा ही होता है जब आर्थिक सत्ता विकेन्द्रित हो किन्तु तंत्र की सता विकेन्द्रित नहीं होती | ऎसी स्थिति में उसके कुछ स्वाभाविक दुष्परिणाम होते है, जैसा आज के भारत में है | जब समाज को आर्थिक आजादी तो मिले पर राजनैतिक गुलामी बनी रहे तब पूँजी राज्यशक्ति के साथ भ्रष्ट समझौते कर अपनी शक्ति बढ़ा लेती है | साधारण नियम होता है कि केवल श्रम, मनुष्य को श्रमिक तथा केवल पूँजी व्यक्ति को वणिक बनाती है | अगर वणिक श्रम को खरीद ले तो वही उद्योगपति बन जाता है और अगर वो बुद्धि भी खरीद ले तो पूरी सत्ता ही हाथ लग जाती है | पूँजी+श्रम+बुद्धि = सत्ता |

भारत एक लोकतंत्र है | भारत के संविधान की उद्देशिका का प्रारम्भ ही "हम भारत के लोग" से होता है | 1946 से 1949 तक चली संविधान सभा ने भी इस बात पर जोर दिया था | उनके अनुसार संविधान 'लोक' की स्वतंत्रता का दस्तावेज होता है | उन्होंने उसी समय यह आशंका भी जताई थी कि 'तंत्र' इस दस्तावेज का भविष्य में बेजा इस्तेमाल भी कर सकता है | साथ ही उन्होंने भारतीय जनता का, विशेषकर ग्रामीण समाज पर पूरा भरोसा भी जताया और कहा कि इस संविधान की बची-खुची त्रुटियों को 'लोक' समय-समय पर परिष्कार भी कर लेगा |

आश्चर्य है कि "हमारे" संविधान को संसद नाम की एक छोटी सी इकाई में बैठे मुट्ठी भर लोग आमूलचूल बदलते रहते हैं | कहने को तो हम भारत के लोग संविधान से बद्ध हैं, पर वास्तव में संसद के हम कैदी हैं | संसद ने निर्णय के हमारे सारे अधिकार हम से छीनकर अपने पास बंधुआ रख लिए हैं | और संसद का यह एकपक्षीय शक्तिशाली होना ही आजाद भारत के सभी समस्याओं की जड़ है |

वर्तमान प्रणाली, वोटर रूपी शाकाहारी के सामने विभिन्न पशु-पक्षी-मत्स्य के स्वादिष्ट मांस परोसकर उनमें से एक को खाने की बाध्यता जैसा है | ऊपर से उसे वमन करने की भी मनाही है | उदहारण के लिए संविधान की धारा 243 ग्रामसभा/नगरपालिका के गठन को आवश्यक ठहराती है | पर इसी धारा के उपबंध 'क' तथा 'ब' इन संवैधानिक इकाइयों को विधानसभा द्वारा शक्ति न प्रदान करने की छूट भी देतें है | इसीलिए आज स्थानीय निकाय वन्ध्यापुत्र बनकर रह गए हैं | यह विडम्बना तभी दूर होगी जब सातवीं अनुसूची में संघ, राज्य, समवर्ती सूची के साथ साथ स्थानीय निकाय सूची भी स्पष्ट हो।

आज संविधान, तंत्र का बंधक बनकर रह गया है | तंत्र अपने सभी गलत काम संविधान को ढाल बनाकर ही करता है | पहले संविधान को संशोधित कर उसे मन-मुताबिक़ बनाता है, फिर उसी संविधान की दुहाई देकर अनाप-शनाप क़ानून जनता पर ठोक देता है | आज विश्वभर में शायद भारत एकमात्र राष्ट्र है, जहां का संविधान उसके नागरिकों की सहमति के बिना ही संशोधित होता हो | संसद से संविधान की मुक्ति होने पर ही हम "प्रतिनिधि लोकतंत्र" रूपी रावण से मुक्त हो, "सहभागी लोकतंत्र" रूपी रामराज्य को पाएंगे |
