There are a bunch of issues here that will have to be resolved, whether the stop was warranted, whether the escalation of force was warranted and the misuse of the taser--you don't taser somebody touching somebody or something else, and definitely not something metal. Most of it within the 2nd precinct. I sent an email quite a while ago asking what happened to the report and never heard back. John Schulte, the author of the email report has finally checked in to report:

Many of you have been wondering why you have not been getting crime news emails this summer. The fact is I've had surgery that set me behind on getting these out. However, most of you know that www.EastsideDefender.com has been updated with crime news all along.

I'm hoping to get the crime emails back in place very soon, but I wanted to take this time today to remind everyone to vote tomorrow. The city council can have a drastic effect on our fight against blight and crime in NE.

Please take a close look at each candidate's record on helping out with our crime fighting in NE. We need a true fighter that has NE as a first priority when it comes to our basic need for safety. Without a clean and safe NE, all other good intentions cannot happen.

In alphabetical order, here are the candidate's web sites.

Tom Alessi: http://tomalessi4ward1.com
Mark Fox: http://electmarkfox.us
Susan Howitz Hanna: I could not find a website for Susan
Larry Ranallo: http://ranallo4neward1.com
Kevin Reich http://www.kevinreich.com

Remember that this is the first year for run off voting. Not good for the stats.
-----------------
Please see below for information on purse snatches and thefts from motor vehicles in sector one, primarily in Stevens Square, Whittier and Lowry Hill East neighborhoods. There is no further information on any of these crimes at this time.

Purse Snatches

There have been three reported purse snatches within the last week in 5th Precinct Sector 1. In all three cases, the female victim was walking alone when someone ran up from behind, grabbed her purse and ran. In one case, two males approached; in the other two cases, it was one male. None of the victims reported injuries.

In two cases, the purses were recovered. In one case, credit cards from the purse were used at a gas station.

25xx Harriet Av S, Monday 10/26/09, about 8 pm
Victim was approaching her apartment building. 3 juvenile males were arrested.
29xx Hennepin Av S, Wednesday 10/28/09, about 1:30 pm
Victim was walking on Lake Street.
26th St & Stevens Av, Wednesday 10/28/09, about 11:45 pm
Victim was walking on the street.

Remember:

· Be aware of your surroundings and trust your instincts

· Walk in well-lit areas when possible

· Avoid walking alone down alleys or isolated streets, especially in the dark

· Have a cell phone with you so you can call 911

· Carry your keys in your hand so you can more quickly get into your front door

· Carry the minimum amount of cash and credit cards with you that you can

· If you must carry a lot of cash, carry a small amount in an obvious place (like your purse, wallet, or pockets) and hide the rest in a less obvious place (like a shoe)

For more personal safety tips, please visit http://www.ci.minneapolis.mn.us/police/crime-prevention/docs/KEYSPS.pdf for the direct link to a flyer with several safety tips.

Theft From Motor Vehicles

In addition, we continue to see thefts from motor vehicles. This week (10/20-10/26/09) there were 35 reported thefts from motor vehicles in 5th Precinct. 15 of those occurred north of Lake Street. 9 of the cases were in or on the border of Lowry Hill East.

In most cases, a window was broken to access valuables inside. In 6 of the 15 cases, a GPS unit was stolen. 2 cases included stolen laptops and 2 included stolen iPods.

This is a reminder to remove valuables from your vehicle, including GPS, wallets, purses, laptops, iPods, and so on. Remember that even a gym bag could be attractive to a thief because he or she will not know what is inside.

If you must keep valuables in your vehicle, it’s best to place them in your trunk before reaching your destination.

--

If you are interested in seeing weekly precinct-wide crime maps, please visit http://www.ci.minneapolis.mn.us/police/crime-statistics/codefor/index.asp. I did this because posts often get comments from people doing research or just curious about old incidents, sometimes as many as 4 years old. Rather than write a new post every time somebody adds interesting info or a question, I thought it would be good if casual readers to the blog could see these otherwise buried comments.

The downside is that comments are sometimes not family friendly or SFW and in the past, if you don't read the comments, you could avoid all that. Angry people calling out perps don't generally have a filter on their emotions and their language reflects that. Having that on the front page of the blog is a risk, I realize, but unless things get really out of hand, I'll let it pass. If somebody does step over the line with threats and abuse, to anybody, I will edit or delete comments, just as I have in the past. I have only had to do that a handful of times in the past and I hope that that will continue.

Longtime readers will notice that I have not been posting as frequently of late, and unfortunately my contributors have been scarce as well. I can't speak for them but I know I've been very busy in the last few months and have had limited time to devote to the crime blog. I will renew my pitch for new contributors, especially for people from south Minneapolis since I don't live there and have only limited sources of information from that area. If you don't want to post, even under a pseudo, I'd be happy to post for you.

Postscript: Awhile back, I implemented comment moderation for comments on posts over 2 weeks old. Which means I have to approve them before they are published. I did this mainly to keep spam comments at bay. Although blogger is pretty good at screening spam, it only took one episode of 50 spam comments being posted overnight on old posts everywhere on the blog to make me do this.

Crime alert below.

-------------------------
Business Robberies October 14, 2009

Facts:

Since September 16, there have been ten robberies in the Third and Fifth Precincts. Targeted locations have been small boutiques or service businesses (gift shops, jewelry stores, dry cleaners), with a single female working behind the register. The suspect was armed with a knife or Leatherman-type utility tool in all but one of the incidents. In two of the cases, the suspect mentioned a gun; no gun was seen. One employee sustained injuries during a struggle with the suspect. In most of these incidents, the suspect took cash and merchandise after ordering the victim to lie down on the floor.

Suspect description:

Black male, 25-40 years old, 5’6"-5’10”, medium to heavy build, brown eyes, short black natural hair, medium to dark complexion, wearing a white t-shirt with a flowered print or button-down short-sleeved shirt, different colored baseball caps, and black jeans or tan pants.

Or

Black male, 25-40 years old, 5’6”-5’10”, thin to medium build, brown eyes, short black natural hair, light complexion possibly with scattered freckles, beard and/or mustache, wearing a skullcap or baseball cap, black or navy blue t-shirts, blue jeans.

The suspect was seen leaving the area in a vehicle after one of these instances. The vehicle was described as an older model, boxy, full-size van with two windows and doors on the rear. The vehicle was dull maroon with a red or orange painted near the lower portion and the right, rear door had a circular pattern, possibly where a spare tire was kept. The vehicle had Minnesota license plates.

If you have any information or may have seen something related to these robberies, please contact the Robbery Unit at 612/673-2941.

What store owners can do:

· Remove any window obstructions. Large signs in the windows block the view of what is happening inside and outside the store.

· Maintain a list of emergency contact telephone numbers near the telephone. Have witness and vehicle description forms available for employees and witnesses to complete after a robbery has occurred.

· Employees should be trained to watch for and report suspicious actions of people inside and immediately outside the premises. Don’t hesitate to call the police when worried about a potential risk. Should the person leave before the officer’s arrival, write down the description of the suspect and their vehicle for possible police use. A suspicious person that is seen today may turn out to be the robber who returns tomorrow.

· Give every customer entering the business a friendly greeting. Look each customer directly in the eyes. A robber does not want to be identified and such human contact may deter some would-be robbers.

· The counter or work area should be cleaned regularly to remove old fingerprints. This increases the possibilities that a robber may leave a readable print behind. Oil or wax-based cleaners should not be used.

· Try to have at least two employees on duty at all times. Employing two clerks is a form of “target hardening” because it may make a robbery more difficult to complete and, therefore, more unsuitable to a potential robber.

· Publicize the fact that the business uses good cash protection techniques and good protection equipment. Let potential robbers know their profits will be small and their risks high by using signs to convey this message. These visual deterrents (decals, placards, signs, etc.) should explain what safe method is used (dual key, drop or time delay safe) in hopes of deterring a potential robber or explaining the method should a robbery occur.

What to do if you are robbed:

· Do not resist! Cooperate with the robber. Do whatever he asks but don’t volunteer to do anything else.

· Remain calm. You will be able to give police a better description. Observe the robber’s physical appearance, mannerisms, scars or marks, peculiarities, clothing, jewelry.

· Try to give the robber marked money.

· Try to determine, from inside the store, direction of travel, accomplices, vehicle description.

· Lock the door. Don’t let anyone in or out.

· Call 911. As someone who has had this happen twice, once from a garage with a faulty lock and once off the street, I would say that the damage to the car is often more expensive than whatever was stolen. Don't leave valuables in your car is common sense but clearly people forget or are in a hurry or their definition of "valuable" isn't the same as a criminal's.
-------------------------
CRIME ALERT

Residential Burglary & Theft from Auto

October 13, 2009

Facts:

The Bryn Mawr neighborhood has experienced an unusual spike in residential burglaries and thefts from autos. Between September 1 and October 8, there have been 11 residential burglaries and 11 thefts from autos in the neighborhood. The burglaries are happening at various times throughout the day; most are at night. Entry methods include forcing doors and cutting screens to unlocked windows. Losses include cash, laptops, bicycles, and home electronics.

In at least one case, the burglar entered the victim’s garage by taking the garage door opener from the victim’s car and opening the garage door.

Thefts from automobiles are mostly happening at night. Most vehicles are parked on the street or in driveways. In most cases the targeted vehicles are unlocked. Losses include GPS units, cash, laptops, etc.

There is no suspect information available at this time.

What you can do:

Please be alert to suspicious activity and don’t hesitate to call 911 to report it. Please call the 4th Precinct Property Crimes Unit at (612) 673-5714 if you have any information about these burglaries or thefts.

· Always lock your car when leaving it unattended.

· Never leave items of value in the passenger compartment of your vehicle.

· Do not leave your garage door opener in plain view in your car.

· Park your car in a secured garage whenever possible.

· Never leave your home or personal property unsecured. Always lock all doors and windows when you leave home. Always keep your garage secured and locked.

· Don’t leave your back door unlocked while doing yard work in the front and vice versa. Do not leave valuables on porches or other unsecured areas of the home.

· Use double-cylinder deadbolt locks with 6" strike plates and 3" screws on all exterior doors. Deadbolts should have at least a 1" throw.

· Pin your double-hung windows, or add auxiliary locks to them.

· Alert your neighbors and block club members to the problem. Be sure to watch out for each other. Remember, the majority of burglars who are caught in the act are caught because a neighbor reported seeing something suspicious.

· Call 911 to report suspicious activity. This includes strangers walking down your alley and looking in garages, loitering, or vehicles with occupants you don’t recognize circling the block.

· Ask your crime prevention specialist to conduct a free Home Security Survey. He will give you many tips and ideas for making your home more secure and less vulnerable. Please call Crime Prevention Specialist Tim Hammett at (612) 673-2866.

Tim Hammett, Crime Prevention Specialist
Minneapolis Police Department - 4th Precinct
1925 Plymouth Ave N
Minneapolis, MN 55411
(612) 673-2866
timothy.hammett@ci.minneapolis.mn.us

H/T Johnny Northside. The writer notes that Eaton, the victim had extensive contacts with police prior to the incident but the story makes it sound as if the drama played out with him as a bystander, not actively engaged in the dispute. The shooter even sounds like he was peripheral to the dispute, which was between a guy and his ex-girlfriend. What's the moral of the story here? Run away from angry people taking their business out in the street? There are 88 comments on that post to date.

I don't have much to say about that except that whenever somebody is gunned down under complicated circumstances, and had a past history with police, there are a few predictable responses. One is that the victim deserved it, for leading a life of crime or on the periphery of crime (having known criminal associates) and the other is something along the lines of "shut up, have respect for the dead and besides he was my relative and was a "good" person." These views often talk past each other. Sometimes it is true that X was a bad dude and his trajectory was headed where it ended up for a long time. But people are seldom all bad. I am frequently surprised by comments on posts even 2 or 3 years old about some apparent lowlife who met his end in a dark alley during a drug deal. The posts proport to be from kids, siblings or parents of said lowlife who still miss this person, remember them with great affection and wish he were still in this world.

The victim in #14, Haywood Eaton was *not* some hardened criminal. He was only 18 and had, I believe, about 10 CAPRs, which is to say about 10 contacts with police. This doesn't mean that he was arrested 10 times, it means that he was present at 10 police incidents. At least 2 of them were as a witness or victim. He had a non-violent juvenile record. None of this has any bearing on his death because he wasn't engaging in criminal activity at the time. He was just going to burger king with his girlfriend. His death has more to do with who he associated with and where he was. He had a girlfriend with a violent ex. That can happen anywhere to any person, any race or class. And the North Minneapolis angle is important too. A crowd estimated to number about 100 people gathered at the site of the fight BEFORE the shooting occurred. And nobody called the police until it was well underway. After it was probably too late. That's the hood for you. Keep your head down, don't call the cops. The police memo that came out after the incident reflects on that fact and urges, particularly business owners to call the cops if they see a crowd assemble like that.

Things are changing for the better in North. But this is the most important thing that has to change: people have to start reporting crime and suspected crime every time. Right away. Quicker action could have saved this young man's life.

Also this week: a home invasion robbery.

---------------------------

4TH PRECINCT HIGHLIGHTS - WEEK 609 – Sept. 22 to Sept. 28, 2009

MPD provides this public safety information as a public service.
