როგორ ვუწყობთ ხელს ჰომოფობიას

ნოდარ მელაძის გადაცემაზე - ‘100 გრადუსი ცელსიუსით’ უკვე საკმარისად დაიწერა და სოციალურ ქსელებში თემამაც თითქოს თავი ამოწურა. შესაბამისად გადაცემის და მისი სტუმრების შეფასებებით თავს დიდად არ შეგაწყენთ. გადაცემა სკანდალზე ორიენტირებულია და გასულ პარასკევს ეს მისია ნოდარიკო მელაძემ შეიძლება ითქვას გადაჭარბებითაც შეასრულა. დაუთმო რა დრო/სივრცე გადაცემის პირველ ბლოკში მონაწილე ადამიანებს, ტელე იმედმა მოახერხა ის, რომ ნახევარმა საქართველომ დიდი ალბათობით პარასკევი საღამო იმედთან ერთად გაატარა.

იმის გათვალისწინებით, რომ აღნიშნულ გადაცემაში მონაწილეობისგან საქართველოში მოქმედმა უკლებლივ ყველა ლგბტ/ლბტ ორგანიზაციამ უარი განაცხადა, ჩემთვის საინტერესო იყო პოსტ ფაქტუმ შემეფასებინა უარის საფუძვლიანობა. ამ შემთხვევაში მიწვეული ადამიანების არგუმენტი ემყარებოდა გადაცემის ‘100 გრადუსი ცელსიუსით’ სკანდალურობას. უარს ზურგს უმაგრებდა ორგანიზაცია ‘იდენტობას’ იმედთან თანამშრომლობის არცთუ ისე სასიამოვნო გამოცდილებაც და საბოლოოდ ‘ექსპერტად’ მიწვეული ლგბტ ორგანიზაციების წარმომადგენლების დიდმა ნაწილმა გადაცემაში მონაწილეობაზე უარი განაცხადა. ორი ორგანიზაციის პოზიცია და მოწოდება იმის თაობაზე, რომ ნოდარ მელაძის შოუში მონაწილეობა ირაციონალური იქნებოდა, გაზიარებულ იქნა ყველა დანარჩენი პირის მიერ. მათ შორის მეც და ორგანიზაცია ‘ლგბტ საქართველოც’ შეურთდა საერთო ლგბტ სოლიდარობას. თუმცა დღევანდელი გადასახედიდან მიჭირს მიღებული გადაწყვეტილების გამართლება.

ვიზიარებ გარკვეული ადამიანების მოსაზრებას იმის თაობაზე, რომ ნოდარიკო მელაძის გადაცემა არ არის საუკეთესო პლატფორმა ლგბტ საკითხებზე სასაუბროდ. თუმცა, როცა გადაცემა რეიტინგულია და იგი გიქმნის საშუალებას პირდაპირ მიაწვდინო ხმა საქართველოს მოსახლეობის ძალიან დიდ ნაწილს, ამ შესაძლებლობის არ გამოყენება როგორც მინიმუმ არაპრაგმატულია, რომ არაფერი ვთქვათ იმ კითხვის ნიშანზე, რომელიც აუცილებლად უნდა დაესვას აღნიშნული ორგანიზაციების საქმიანობის ეფექტურობას. ამას ემატება ის პრობლემაც, რომ ყოველ ასეთ შესაძლებლობაზე უარის თქმა ხელს უწყობს იმ ადამიანების ხილვადობის კიდევ უფრო გაზრდას, ვინც სწორედ რომ არ უნდა წარმოადგენდნენ ლგბტ პირების ერთადერთ (!) სახეს საქართველოში.

რეალურად ქართული ტელეარხები ლგბტ საკითხებს ყურადღებას ნაკლებად უთმობენ, რთულია გავიხსენოთ თუნდაც 2-3 გადაცემა, სადაც ამ თემაზე მეტ-ნაკლებად სერიოზული მსჯელობა გაიმართა. თითქმის ყველა მათგანს თან სდევს სკანდალი და მეორე დღეს სრულიად საქართველო საუბრობს თუ რა ამაზრზენები არიან ლგბტ პირები. ამაში კი წვლილი არა მხოლოდ გადაცემის უშუალო მონაწილეებს მიუძღვით.

არ გამოიყენო ყველაზე რეიტინგული გადაცემები უშუალოდ ლგბტ თემის და ზოგადად მოსახლეობის ცნობიერების ასამაღლებლად, ჩემი აზრით ირიბად უწყობს ხელს არსებული სტიგმის და ჰომოფობიის კიდევ უფრო გაძლიერებას. პირველ რიგში მსგავსი გადაცემები აზარალებს ლგბტ თემს და ტრანსგენდერები პარასკევის გადაცემის შემდეგ ყველაზე მეტად დაზარალდნენ. ამაზე კი პასუხისმგებლობა თანაბრად უნდა განაწილდეს ჩემი ჩათვლით იმ ადამიანებზეც, ვისაც პრეტენზია აქვთ, რომ არიან ლგბტ აქტივისტები.

ადრეც დავწერე ამ თემაზე და ვთვლი, რომ აუცილებელია მსგავსი პლატფორმის სათანადოდ გამოყენება იქნება ეს ნანუკას შოუ, პროფილი, აუდიტორია თუ სხვა რეიტინგული გადაცემები. სხვა შემთხვევაში ნაწილობრივ აზრი ეკარგება ყველა იმ პროექტსა თუ ცალკეულ აქტივობას რომელიც მიმართულია ქვეყანაში ჰომოფობიის შემცირებისა და ლგბტ თემის/მოსახლეობის ცნობიერების ასამაღლებლად. ცხადია ყველა ორგანიზაციას თავისი სამუშაო სტრატეგია აქვს (თუ არ აქვს, ალბათ სასურველია ჰქონდეს) თუმცა, ლგბტ აქტივიზმი ალბათ მოითხოვს უფრო მეტ სითამამეს და გამბედაობას, ვიდრე უსუსური არგუმენტებით რაიმე ნაბიჯის არგადაგმის გამართლება შეიძლება იყოს.

Exactly twenty years ago, on 7th of February, in 1992 the leaders of Germany, Belgium, Denmark, Spain, Greece, France, Ireland, Italy, Luxembourg, The Netherlands, Portugal and Britain gathered in a small Dutch city of Maastricht and by signing the treaty, they started building up what is now called the European Union.

As the result of ratification, Maastricht Treaty led to the creation of Euro and established the three pillars of the EU. Worth mentioning that once Margaret Tatcher called the treaty "A recipe for national suicide'. In fact, the past twenty years were the most successful in the EU's history and I'd further wish deeper integration, widening and less nationalistic interests within the Member States..

80 per cent of citizens of Georgia favour EU membership

Caucasus Research Resources Center (CRRC) has recently published another research about the attitude of Georgian people towards the European Union. Actually the research is rather comprehensive itself, as it covers wide range of issues, but I will draw your attention to the results that regard to the EU in particular.

As the research shows, general perception of Georgian citizens towards the EU is positive and there is even slight growth in this aspect comparing to the results shown in 2009. 52% of citizens have positive perception of the EU, while negative is just 5 %.

On the question “I’m Georgian, therefore I’m European” 59 % of citizens responded with YES, which has grown with 5 % since 2009. This is very crucial aspect of the research as the matter of identity and belonging in Georgia is rather vague due to various important aspects.

The most important result of the research, which looks very promising to me is that, quite high number of Georgian citizens are ready to express their support through voting. On the question 'Would you vote for or against Georgia's membership of the EU', 80 % of citizens favoured EU membership, which is if not mistaken the highest number I recall throughout all Central and Eastern European countries. Worth underlining that only 3 % of citizens are against of the EU Membership.

The only alarming result is related to the question whether Georgia is a member of the EU. 15 % of citizens think that Georgia is already part of the European Union, which is in fact less than in other South Caucasus countries, but still leaves some unanswered questions about the EU awareness in the country.

Do Georgians really understand the EU to a level to realize what are they supporting? Indeed, they might be aware of certain benefits EU integration can bring, but it is not supplemented by the knowledge of the EU itself. Thus, we should not be surprised about the lack of knowledge among ordinary citizens. Especially in a situation when EU awareness campaign in Georgia (and same applies to all the ENP countries) is extremely ineffective. Despite the fact that government of Georgia still declares integration to the EU as one of the key policy priorities, and ironically enough, Georgia probably outnumbers any EU Member State in waving EU flags all over the country, unfortunately that doesn’t change much yet in respect of citizen's awareness about the EU.

ქართული ლგბტ აქტივიზმის პრობლემა

არ ვიცი რამდენად იმსახურებს ეს ადამიანი თუნდაც მასზე დახარჯულ რამდენიმე წუთს, მაგრამ თემის სენსიტიურობის და სამწუხარო რეალობის გათვალისწინებით, რომელიც მის სამსახურეობრივ პოზიციას უკავშირდება არ შემიძლია მორიგ ჯერზე უბრალოდ ინდიფერენტული დავრჩე მის გამოხტომებზე.

ამ პოსტის წამკითხველი ადამიანების დიდი ნაწილი ალბათ უკვე მიხვდა ვისზეც არის საუბარი.. რთულია გაიხსენო სხვა სოციალურად აქტიური ადამიანი, რომელიც მსგავსი არაადეკვატურობით და გაუწონასწორებელი საქციელით დაამახსოვრებს თავს საზოგადოებას, როგორც ამას უკვე მინიმუმ ერთი წელია აკეთებს ორგანიზაცია “იდენტობას” დირექტორი - ირაკლი ვაჭარაძე.

როგორც გარეშე პირს, რომელსაც უშუალო შეხება ნაკლებად ჰქონია აღნიშნული ორგანიზაციის შიდა სამზარეულოსთან, გამიჭირდება ზედმიწევნით კარგად აღვწერო ის ვითარება, რაც დღეს სუფევს იდენტობაში, სამაგიეროდ ვიცნობ ირაკლი ვაჭარაძესთან კონფლიქტში მყოფი ადამიანების საკმაოდ დიდ რაოდენობას, ვინც სხვადასხვა დროს მასთან ერთად საქმიანობდა ორგანიზაციაში. ჩემი სურვილის საწინააღმდეგოდ მასთან დაპირისპირებული ადამიანების სიას, უკვე რამდენიმე თვეა მეც შევუერთდი, ერთი საკმაოდ აბსურდული ვითარება საკმარისი გახდა იმისათვის, რომ თავზე დამტყდომოდა ირაკლი ვაჭარაძის ისტერია, ბრალდებები და მუქარა.

ეს იმ ყველაფრის ფონზე, როცა რეალურად ვცდილობდი ნაკლებად გამეზიარებიანა ჩემს გარემოცვაში ამ ადამიანზე მკაცრად ჩამოყალიბებული შეხედულებები და მეტ-ნაკლებად კოლეგიალურ მდგომარეობაში გამეგრძელებინა ურთიერთობა საერთო ინტერესებიდან გამომდინარე, რომელსაც ორივე ჩვენგანი სხვადასხვა ფორმით ვემსახურებით. თუმცა ესეც შეუძლებელი აღმოჩნდა..

უნდა ვაღიარო, რომ ჩემი მხრიდან ალბათ ‘ნაივური’ იყო იმის დაჯერება, რომ შეიძლებოდა საქმიანი ურთიერთობა მქონოდა ადამიანთან რომელმაც, ლგბტ ორგანიზაციაში მოღვაწეობის ერთწლიან პერიოდში მოასწრო და გადაიმტერა თემის წევრების საკმაოდ სოლიდური ნაწილი. ამას გარდა მოახერხა ისიც, რომ წარმატებით გაართვა თავი და ეჩხუბა სოციალურად აქტიურ და ლგბტ მეგობრულ ადამიანებს. ერთი ნინია კაკაბაძესთან დაკავშირებული ინციდენტიც საკმარისია იმის ასახსნელად თუ ვისზეა საუბარი.. (ამ შემთხვევაში მისი ნაძალადევი და არაგულწრფელი ბოდიში ნაკლებად ღირებულია). იმ პირობებში, როცა უაღრესად მნიშვნელოვანია ქართულ საზოგადოებაში ლგბტ პირებისადმი შემწყნარებლობის კონსტრუირება, ეს ადამიანი თავისი საქმიანობით აკეთებს სრულიად საპირისპიროს.

შესაბამისად ამ ადამიანის ქმედება იმთავითვე არაეფექტურს ხდის ორგანიზაცია იდენტობის საქმიანობასაც, რომელიც სწორედ ირაკლი ვაჭარაძის გამო მიუღებელია ლგბტ თემის საკმაოდ მასშტაბური ნაწილისთვის და ამას მოწმობს ისიც, რომ ორგანიზაცია ცალსხად განიცდის აქტიური და კვალიფიციური ლგბტ პირების ნაკლებობას. ამის გათვალისწინებით არგუმენტი იმის თაობაზე, რომ რესურსების ნაკლებობაა ცალსახად უსუსურია. იმ პირობებში, როცა ფართოდ არის ცნობილი ვაჭარაძის სამუშაო ეთიკის და მოსალოდნელი საფრთხეების შესახებ, ცხადია, რომ მცირე იქნება იმ ადამიანების რიცხვი, ვინც აღნიშნულ ორგანიზაციასთან რაიმე სახით აფილირებას მოახდენს.

უშუალოდ ორგანიზაციის შიდა სამზარეულოზე ჩემმა მსჯელობამ შეიძლება არაობიექტური ხასიათი მიიღოს, მაგრამ შოთა ხინჩაგაშვილის განცხადება, საკმარისია იმისთვის რომ წარმოდგენა შევიქმნათ რა რესურსებზეა იდენტობა დაფუძნებული და რა მიმართულებით ვითარდება. “როდესაც ორგანიზაციას არ აქვს სტრატეგიული განვითარების გეგმა და ორიენტირებულია მხოლოდ საგრანტო პროგრამებზე, როდესაც არ აქვს ჩატარებული არსებული რისკების ანალიზი, მინიმალურ ყურადრებას უთმობს თემის ახალი წევრების მოზიდვას და მათ გადაწყვეტილებების პროცესში ჩართვას და ამ ყველაფერზე უფრო მნიშვნელოვანია, მთელი რესურსი მხოლოდ ერთი პიროვნების მოჩვენებითი ისტერიკების დაშოშმინებას მოხმარდეს, მაშინ პატარ-პატარა კარგი და სასარგებლო საქმეები მხოლოდ აურიდებელი დისკრედიტაციის გადავადებაა, დაზარალებული თემი აღმოჩნდება.”

შოთას მიერ ჩამოთვლილ პუნქტებს დავუმატებდი ორგანიზაციის გამგეობის არაეფექტურობას, რომელიც იმთავითვე არ ასრულებს “ checking” -ის ფუნქციას და პოსტზე ამყოფებს ადამიანს, რომელიც რეალურ პრობლემას წარმოადგენს არა მხოლოდ ორგანიზაციისთვის, არამედ ქართული ლგბტ აქტივიზმისთვის. ამას ემატება ის საკითხიც, რომ გრძელვადიან პერსპექტივაში ორგანიზაციას არ აქვს საშუალება რეალურად განახორციელოს ცვლილებები. იმის გათვალისწინებით, რომ იდენტობა არ ახდენს ახალი ადამიანების მოზიდვას და შემოიფარგლება მხოლოდ ასოცირებული წევრებით. რასაც ლოგიკურად მივყავართ იმ დასკვნამდე, რომ ორგანიზაციის წესდებით გათვალისწინებულ ვადებში იდენტობას უბრალოდ ფიზიკურად არ ეყოლება (და არც ყოლია აქამდე) ნამდვილი წევრები, ვისაც ექნებათ ხმის და შესაბამისად გადაწყვეტილების მიღებაში პირდაპირი მონაწილეობის უფლება. ამ ყველაფრის ფონზე რთულია ისაუბრო ქართული ლგბტ აქტივიზმის პერსპექტივებზე, როცა ფინანსურად ყველაზე მძლავრი ორგანიზაცია, მასთან აფილირებული ადამიანის გამო სრულიად არამიმზიდველი და შესაბამისად არაეფექტურია თემის დანარჩენი წევრებისთვის.

დასარულს მინდა მივმართო აღნიშნულ ორგანიზაციაში დასაქმებულ თუ რაიმე სახით ჩართულ ადამიანებს, რომ კიდევ ერთხელ გადახედონ თავიანთ ღირებულებებს და დაფიქრდნენ რამდენად მოდის ეს თანხვედრაში ირაკლი ვაჭარაძის ფიგურასთან. ეს ის შემთხვევაა, როცა გაჩუმება და ამ ყველაფერთან არშეწინააღმდეგება ისეთივე ბოროტებაა, როგორიც ირაკლი ვაჭარაძის საქმიანობა ლგბტ ორგანიზაციაში.

უსაქმური გრანტიჭამიები და სოროსის ძუძუ

დილით სამსახურშიმისულს, ოფისში მხიარული განწყობა დამხვდა. ინტერნიუს-საქართველოს მიერგანხორციელებულ მედია-მონიტორინგისშუალედურ შედეგებს, ყოველკვირეულიგამოცემა ასავალ-დასავალი გამოეხმაურა. თანგამოეხმაურა ისე, როგორც ამას ველოდით. აღნიშნულ გამოცემაზე/სტატიაზე ღიმილისგარდა რთულია სხვა რეაქცია გქონდეს, თუმცა როცა იცი, რომ გაზეთი საქართველოში არსებულისტანდარტებით საკმაოდ მაღალიტირაჟით იბეჭდება დაშესაბამისად მოქალაქეთა დიდინაწილი კითხულობს სასაცილოდნამდვილად არ არის საქმე.

შეგახსენებთ, რომმედია კვლევის შუალედურიშედეგების თანახმად, ასავალ-დასავალი საქართველოშიარსებულ ბეჭვდურ გამოცემებსშორის განსაკუთრებით გამოირჩევასიძულვილის ენის ტირაჟირებით. ამიტომ სტატიის ავტორისპათოსი არ გამკვირვებია, და არცმის მიერმორიგი ქსენოფობიურ-ჰომოფობიურიგანცხადებების მთელი კრებული წარმოადგენდა სიურპრიზს.

უბრალოდ აღნიშნულმასტატიამ კიდევ ერთხელ დამარწმუნა, რომცალკეული მედია სახლების ჟურნალისტები კრიტიკასნაკლებად ექვემდებარებიან. იმაზეცრთულია საუბარი თურა ცვლილებებიშეიძლება მოახდინოს მსგავსიტიპის კვლევამ, თუის ადამიანებივისთვისაც პროექტია განკუთვნილიარათუ მიიღებენ კრიტიკას/გადახედავენ თავიანთსარედაქციო პოლიტიკას, არამედგაორმაგებული ძალით გააგრძელებენუმცირესობების დისკრიმინაციას.

გთავაზობთ რამდენიმეამონარიდს სტატიიდან " 11712 კვ.სმ"

„თუ ფიქრობდა ხმამაღლა ამბობ, რომ საქართველოში მამათმავლებისაღლუმი არ უნდაჩატარდეს და პომადიანმადა საყურეებიანმა პედერასტებმარუსთაველის პროსპექტზე შიშველიმარში არ უნდამოაწყონ, მაშინ სიძულვილისენით მოლაპარაკე ჰომოფობიყოფილხარ!“

"თუ ფიქრობდა ხმამაღლა ამბობ, რომ საქართველოს ხელისუფლებაგვარგადაკეთებული და ეროვნებაუარყოფილისომხებით არ უნდაიყოს სავსე, მაშინსიძულვილის ენით მოლაპარაკექსენოფობი ხარ"

"რომ გაზომეთ, "ასავალ-დასავალმა" უმცირესობებისშესახებ სტატიებს საგაზეთოფართის 11712 კვ.სმ. დაუთმოო, იმით თუდაინტერესებულხართ და შეწუხებულხართ, საქართველოს ფართობიდან დღესრამდენი კვადრატული მეტრიდაკარგა და გაყიდასააკაშვილის ხელისუფლებამ?"  "ოღონდ სოროსისძუძუ არ გადმოგივარდეთპირიდან და დანარჩენიყველაფერი სახაზავზე გკიდიათ!"

საქართველოს საუკეთესო უნივერსიტეტი

ილიას სახელმწიფო უნივერსიტეტი Ranking Web of World Universities თანახმად პირველ ადგილზეა საქართველოში. თუმცა, საქართველოში პირველობა რომ დიდი ვერაფერი ბედენაა ამას მოწმობს ის ადგილი, რომელსაც საქართველოს "საუკეთესო" უნივერსიტეტი იკავებს - 5915!

აღნიშნულ უნივერსიტეტთან შეხება არასოდეს მქონია. სამწუხაროდ თუ საბედნიეროდ ბაკალავრიატი თბილისის სახელმწიფო უნივერსიტეტში დავამთავრე, თუმცა ბოლო წლების განმავლობაში მუდმივად მესმოდა საუბრები ილიაუნის პროგრესზე, იქ მოღვაწე აკადემიურ წრეებზე და საქმისადმი სწორ დამოკიდებულებაზე. ზემოჩამოთვლილი მიზეზები საკმარისი გახდა ჩემთვის, რომ საქართველოში არსებული ვარიანტებიდან არჩევანი სწორედ ამ უნივერსიტეტზე შემეჩერებინა. ჰოდა ვებ-გვერდის შემოწმების შემდეგ გადავწყვიტე დოქტურანტურაზე საბუთების გაგზავნა. საბუთების პირობითად, თორემ მოთხოვნილ დოკუმენტებს რთულია საბუთები უწოდო. CV, დიპლომი და ელექტრონული რეგისტრაციის ფორმა - ეს არის იმ დოკუმენტების სრული ჩამონათვალი, რასაც ილიას უნივერსიტეტი დოქტურანტურის (!) აპლიკანტებისგან ითხოვს! შეგახსენებთ, რომ მოთხოვნილი არ ყოფილა მოტივაციის წერილი, არც რეკომენდაცია და რაც ალბათ ყველაზე მნიშვნელოვანია, თუნდაც მოკლე აღწერა იმ კვლევითი გეგმის, რომელსაც სტუდენტმა აკადემიური 3 წელი უნდა დაუთმოს!

მართალა ცოტა გამიკვირდა მინიმალური მოთხოვნების გამო, მაგრამ ჩავთვალე რომ ინგლისურის გამოცდა და შემდეგ გასაუბრება საკმარისი იქნებოდა აპლიკანტის კვალიფიკაციის/მოტივაციის შესამოწმებლად. მაგრამ რეალობა ასეთი აღმოჩნდა:

უნივერსიტეტს არ დაუდასტურებია საბუთების მიღება ელექტრონული ფოსტით, მოგვიანებით არაერთი მცდელობის შედეგად გავარკვიე, რომ თურმე ვებ-გვერდზე დადებენ ინფორმაციას შემდეგი ეტაპების შესახებ!
ინგლისური გამოცდა ვინც გაიარა/ვერ გაიარა ყველა მათგანის დაშვება მოხდა გასაუბრებაზე, იმ პირობით, რომ ერთი წლის განმავლობაში წარადგენენ ინგლისურის ცოდნის დამადასტურებელ შესაბამის სერთიფიკატს;
მას შემდეგ, რაც ვებ-გვერდზე ინფორმაცია განახლდა გასაუბრების შესახებ, აღმოვაჩინე რომ აპლიკანტებთან ინტერვიუსთვის გათვალისწინებული იყო მხოლოდ 5 (!) წუთი, რაც ცხადია ვერ დავიჯერე და ჩავთვალე, რომ უბრალოდ დროის არასწორ დაგეგმვასთან მქონდა საქმე. თუმცა არა...

ალბათ შევცდი, რომ ზემოთნახსენები გამოცდილების შემდეგ გასაუბრებაზე მივედი, თუმცა ეს უკვე ინტერესის საგანი გახდა. მაინტერესებდა როგორ დააგვირგვინებდა ამ საოცარი სელექციის პროცესს საქართველოს საუკეთესო უნივერსიტეტი. მოკლედ, ბევრი რომ არ გავაგრძელო გასაუბრებაზე ილიაუნის თითქმის ყველა ცნობადი სახე იყო წარმოდგენილი, უნივერსიტეტის რექტორის ჩათვლით (რომელიც ინტერვიუს პროცესს წარუძღვა). თუმცა, 'იყო წარმოდგენილი' ცოტა გადაჭარბებული ნათქვამია, თუ გავითვალისწინებთ იმას, რომ ხუთწუთიანი ინტერვიუს განმავლობაში ერთ გამსაუბრებლებს Ipad-დან არ ამოუხედავს (ალბათ მიხვდებით ვისაც ვგულისხმობ), ერთიც ინტერვიუს დროს ტელეფონზე საუბრით დაკავდა და ოთახი ამის ნიადაგზე დატოვა, დანარჩენი ორი ზუსტად არ მახსოვს რით იყო დაკავებული, მაგრამ სტატისტის როლი კარგად შეასრულეს და ფიზიკურად დაფიქსირდნენ ინტერვიუზე.

კიდევ ერთი მნიშვნელოვანი დეტალი, რომელიც აღნიშვნას იმსახურებს არის ის, რომ გამსაუბრებლებს არ ჰქონდათ ჩემი CV და იმის გათვალისწინებით, რომ სხვა დოკუმენტებს უბრალოდ არ ითხოვენ, ინტერვიუერი (ამ შემთხვევაში უნივერსიტეტის რექტორი) თითქმის არ ფლობდა ინფორმაციას ჩემს შესახებ :). როგორც ჩანს პრინტერი მწყობრიდან გამოვიდა ან გარემოსთან მეგობრობის ნიშნად ფურცლებზე არ ბეჭდავენ...

მოკლედ გამიგრძელდა... შეიძლება ცხელ გულზეც ვწერ, მაგრამ მირჩევნია საბოლოო შედეგების გამოცხადებამდე ვთქვა სათქმელი, რომ მერე ამას გაბრაზებულის სარჩული არ მიკეროს. ალბათ დავით აფრასიძეს, ისევე როგორც ალბათ სხვა აღნიშნულ უნივერსიტეტში დასაქმებულ ადამიანებს უნახავთ თუ რა სიტუაციაა თუნდაც ნორმალურ (!) და არა საუკეთესო უნივერსიტეტებში. სამწუხაროდ დღეს ილიას სახელმწიფო უნივერსიტეტში არსებული ვითარება და საქმისადმი დამოკიდებულება ვერანაირ კრიტიკას ვერ უძლებს!

Can we really laugh at Russia?

Vladimir Putin has now officially expressed his readiness to take over presidency after incumbent Dmirty Medvedev will finish his term. Hot news of the day indeed, which finally unveiled the mis(t)ery of the future of the Russian Federation. As a consequence, speculations about who is gonna be elected, whether the rivalry exists between Russia's two nominal leaders and what is going to happen during the next elections is over. As well as the result of the forthcoming elections is known far in advanced. After today's announcement Russia can wisely save the possible election related expenditures and declare Putin directly as a president. Or simply change the constitution and grant Putin the right to preside till death.

Ironic but I already conceive Georgian TV channels broadcasting with sarcasm how undemocratic Russia is, while forgetting/ignoring the possibility of having similar situation for the next elections in Georgia. Hence, as a citizen of Georgia I do not yet have 'right' to laugh at ridiculous Russian politics, as we might face the same in near future. All I can do is to hope, that Mikheil Saakashvili, the current president of Georgia will be wise enough to make the first ever precedent (!), and the leader of the country will change in compliance of the constitution. Otherwise we can 'proudly' join the club of Russia and Central Asian countries and stay in the same swamp!

Great Minds Think Alike: EUROPE IS THE SOLUTION, NOT THE PROBLEM

Statement by the Council for the Future of Europe:

This statement is the result of a consensus. All the members of the committee support it. Having in common the ambition of a unanimous position it is therefore approved by every member without implying that each member totally agrees on every individual point. What we do share without reservation is a vision that the solution to Europe’s crisis is more integration based on the Community method, not less.

EUROPE AT A CROSSROADS. Europe is at a crossroads. It is a moment of choice for both the 17 countries of the Eurozone and the 27 countries of the European Union. The Eurozone needs to decide whether it will move in the direction of a more comprehensive fiscal and economic union or risk a breakup that would put in danger the whole European integration.

The European Union needs to decide whether to promote growth, speak with a common voice on global issues and play a significant global role in the 21st century or accept that the world will move on without us. Not making a decision and taking action on these fundamental questions will weaken Europe as a whole and its member states individually, including the larger ones.

EUROPEAN PROJECT A HISTORICAL SUCCESS. It is important to emphasize that, despite the recent difficulties; the European project has been a tremendous historical success. European integration has brought peace and stability to the continent to an extent unimaginable only a generation ago. It has been an economic win-win all across Europe. For all countries membership in the European Union has meant dramatic rises in the standards of living, while countries in the core have equally benefited from an enlarged and integrated market. Today the European Union, with more than 500 million people, is the largest common market on the planet and a model for other regions. It is for the sake of preserving and furthering this historically successful project that we must deal boldly with our current challenges.

FORWARD-LOOKING LEADERSHIP. Several members of this group were present at the creation of the European Union and its single currency. They have joined together with the rest of us as Europeans first and foremost to send a message that a revitalized vision of a truly integrated Europe is the best way out of the present crisis of governance. Nothing can be resolved by a north vs. south, us vs. them mentality.

Meanwhile, our preoccupation with the fiscal crisis comes at the expense of the broader EU agenda. Whether it be foreign policy, energy, immigration or plans to stimulate growth and employment, many priorities are largely left ignored.

ENGAGE EUROPEAN CITIZENS. There is no greater task for forward- looking European leadership than honestly engaging the doubts and anxieties of European citizens who feel disconnected and alienated from the abstract processes in Brussels. The vision of Europe that will succeed is that which

INSPIRE CONFIDENCE. A forward-looking approach that inspires confidence instead of doubt must include short-term steps as well as mid-term and long- term goals. The necessary short-term steps will only be credible if there is every assurance that the medium and long-term steps will also be implemented.

1. A EUROPEAN FUND. In the short-term further market contagion needs to be avoided. Therefore, rapid implementation of the July 21st decision to allow the stabilization facilities to intervene with precautionary measures, is of critical importance. In addition, the size of the existing facilities needs to be expanded. By 2012, these facilities should be transformed into a full-fledged European Fund.

2. APPROPRIATE FINANCIAL SECTOR CAPITALIZATION. The Eurozone must practically ensure that the banks which need it are properly capitalized, including through private sector participation.

3. A RESPONSIBLE FISCAL UNION. It has become clear that a monetary union without some form of fiscal federalism and coordinated economic policy will not work. Nation states will need to share certain dimensions of sovereignty to a central European entity that would have the capacity to source revenue at the federal level in order to provide European-wide public goods. Furthermore, a common European debt facility, Eurobonds, should be developed. Eurobonds need effective control mechanisms to avoid systematically large fiscal deficits. The existing stability and growth pact has proven insufficient. To ensure fiscal discipline that protects the public from irresponsible policies on the part of any government, the Eurozone requires an effective and enforceable control system. While standards must be strict the diversity of conditions across the Eurozone requires flexibility in how those standards are met.

4. ORDERLY DEBT RESOLUTION. Mechanisms for orderly debt resolution must be established for both public and private liabilities if lasting and unmanageable insolvencies arise.

5. In pursuing the necessary fiscal austerity and structural reforms to restore growth in the medium and long run, we must be careful not to undermine the present fragile recovery in the short-run. Adequate macro-economic policies must be employed to avoid this.

6. GROWTH AND EMPLOYMENT. Austerity is necessary but not sufficient. To compete in the globalized world, Europe needs to implement an ambitious “Agenda for Growth and Employment” to boost competitiveness (see EU 2020 Strategy).

A growth strategy should include efficient use of existing EU funds to stimulate growth and job creation in the periphery as well as programs to enhance research & development, professional skills and higher education. So far Europe has fallen far short of the goals set out in the Lisbon Agenda. Absent such a strategy, the temptation for economic nationalism will arise.

7. SOCIAL COMPACT. One of Europe’s key challenges will be an ongoing re-adjustment of the social compact in order to both recognize new realities and preserves this key pillar of the European social model. Social security systems must be prepared to accommodate the impact of an ageing population.

8. EUROPE AS A KEY GLOBAL PLAYER. The relevance and geopolitical strength of Europe is directly correlated with the strength of the European Union. Without a strong and integrated Union, European countries face the prospect of ever-decreasing geopolitical influence. It will be necessary to further lay out a vision of a Federation that goes beyond a fiscal and economic mandate to include a common security, energy, climate, immigration and foreign policy as well as develop a common narrative about the future of the union and its place in the world. This is a challenge for all the 27 nations of the Euro

9. ENGAGED CITIZENS. These steps toward further integration can only go hand in hand, step by step, with a broad and deep engagement of the public. The process of further integration must be led by a Parliament, a Commission and a Council that has the active support of European citizens. European citizens will become more engaged through democratic processes when the Parliament is further empowered.

Conclusion:

ENLIGHTENED SELF-INTEREST. The current crisis is a matter of the utmost urgency but at the same time an opportunity. Now European citizens expect their leaders to move from a day-to-day crisis management to taking charge and prepare the European Union for the challenges of the 21st century. Supporting European integration is not a matter of solidarity but of enlightened self-interest. It is time to address the big questions in order to preserve the unique European balance of individual freedoms, market economy and systems of social protection.

For us, Europe is the only solution.

სტუდია მონიტორმა დაასრულა ჟურნალისტური გამოძიება თბილისის სახელმწიფო უნივერსიტეტის სტუდენტური თვითმმართველობის საქმიანობის შესახებ. კადრებში კარგად არის ასახული აპრილში თსუ-ს მეხუთე კორპუსში მომხდარი გარჩევები და სახელებით და თანამდებობებით (J!) ნაჩვენებია ყველა ის ადამიანი, ვინც თავისუფალ აზრს და სტუდენტების/კურსდამთავრებულების კრიტიკას სიტყვიერი და ფიზიკური შეურაცხყოფით უპასუხა.

სამწუხაროდ საქმეში ჩართული გარკვეული ადამიანების უპასუხისმგებლო ქმედებების გამო, გამოძიება წინ ვერ წავიდა და მორიგ ჯერზე სტუდენტურ თვითმმართველობას ხახვივით შერჩა მუშტების ქნევა და ქურდული გარჩევები. ის რაც პრინციპში დღიდან აღნიშნული ინსტიტუციური დანამატის არსებობისა თან ახლდა მის საქმიანობას და თაობიდან თაობებს გადაეცემა. ვიდეოშიც ნახსენებია რამდენიმე ადამიანი ძველი თვითმმართველობებიდან, თუმცა სამწუხაროდ გამოძიება სრულად არ ასახავს იმ შემზარავ რეალობას, რაც უნივერსიტეტს და კერძოდ სტუდენტურ თვითმმართველობას უკავშირდება.

ნებისმიერ შემთხვევაში ეს თვითმმართველობის საქმიანობის გამოძიების პირველი მეტ-ნაკლებად სერიოზული მცდელობაა და მცირე, მაგრამ პოზიტიური ნაბიჯი გადაიდგა აღნიშნული ინსტიტუციის მარგინალიზაციისკენ.

Old school vocal mixed on beatbox, original, melodic, catchy and different from other songs we usually listen on Eurovision.

Witloof Bay, truly Belgian vocal band (group members come both from Wallonia and Flanders, as well as Brussels), which won the right to represent Belgium with the song – “With Love Baby”. Haven’t listen other songs so far, but this one really deserves top places on the coming contest.

ძველი თბილისის კიდევ ერთი არქიტექტურული შედევრი

ბოლო წლების განმავლობაში თბილისში იმდენი ეკლესია-მონასტერი აიგო, რომ უკვე ჩემში რამდენიმე წლის წინ თონეში გახსნილი სასწავლებლების ასოციაციას იწვევს. ეკლესიები შენდება სამშობიაროებში, ბაღებში, გზატკეცილებზე, ციხეებში და ყველგან სადაც საპატრიარქოს ფანტაზია გაწვდება. მაგრამ აღნიშნული ადგილები Thanks to USSR ისედაც საკმარისად დამახინჯებულია და რაიმე განსაკუთრებულ არქიტექტურულ ქმნილებას აღნიშულ სივრცეში არავინ ითხოვს.

მაგრამ არ შეიძლება იგივე დამოკიდებულება გვქონდეს ქალაქის ისტორიულ ნაწილზე, რომელიც ბოლო თვეების განმავლობაში თბილისის მერიის და საპატრიარქოს მიერ ერთობლივი ძალით მახინჯდება. ბოლოს როდის გაიარეთ აბანოთუბანში? მიმდინარე მშენებლობისთვის თვალი მოგიკრავთ? თუ არა გირჩევთ მოინახულოთ ის არქიტექტურული საოცრება რომელიც უჩვეულოდ სწრაფ ტემპში წამოჭიმეს ქალაქის ერთ-ერთ ყველაზე ლამაზ ნაწილში...

ეს ტერიტორია, როგორც ჩანს ბრძოლის ველია თბილისის მერიასა და საპატრიარქოს შორის. ამოცანა: ვინ უფრო მეტად დაამახინჯებს ქალაქის იერსახეს! იქ სადაც საქართველოს ხელისუფლებამ აბანოთუბანში ჯერ კიდევ შევარდნაძის დროს აშენებულ სასტუმრო ტიფლის ვერანდას, აზერბაიჯანის "დემოკრატიის მამა" ჰეიდარ ალიევის სკულპტურით დაუმშვენა გვერდი, საპატრიარქოც არ ჩამორჩა და იმავე უბანში მორიგი, არქიტექტურულად კონტექსტიდან სრულიად ამოვარდნილი ეკლესია მიაშენა.

არავის რელიგიურ მრწამს შეურაცხყოფას არ ვაყენებ, მაგრამ ეს ეკლესია არის მორიგი არაფრით გამორჩეული კონსტრუქცია, რომელიც ძველი თბილისის რამდენიმე გამორჩეულად ლამაზ სახლს უმოწყალოდ გადაეფარა. შესაბამისად მიჩნდება კითხვა თუ რა საჭირო იყო ისედაც ეკლესია-მონასტრებით საკმაოდ დატვირთულ უბანში ახალი ეკლესიის აშენება?! სიონის საკათედრო ტაძარი ორი ფეხის ნაბიჯზეა და იქვეა ნარიყალაც.. არ შეიძლება ყველაფერი აშენდეს მხოლოდ იმ მიზეზით, რომ ეკლესიაა და წმინდა ადგილად იქცევა აშენების შემდგომ. არ შეიძლება თბილისის არქიტექტურის სამსახურმა ყველაფრის აშენების უფლება მისცეს საპატრიარქოს, რომელსაც ისედაც დიდი წვლილი მიუძღვის ქალაქის ხედის გამოუსწორებელ დამახინჯებაში (თაბორის მთაზე წამოჭიმული ფერისცვალების მამათა მონასტერი).. რამდენი რამ არ შეიძლება!

განდევნე კირკიტაძე-ვარძელაშვილი უნივერსიტეტიდან!

მეგონა რაღაც შეიცვალა... 4 წელია თბილისის სახელმწიფო უნივერსიტეტთან შეხება აღარ მქონია და როგორც მინიმუმ იმის მოლოდინი მქონდა, რომ განათლების არათანმიმდევრული, მაგრამ მეტ-ნაკლებად მაინც განხორციელებული რეფორმის შედეგად სტუდენტების სხვა კატეგორია მოხვდა „ცოდნის ტაძარში“. არ მინდა განვაზოგადო, დარწმუნებული ვარ თსუ-ში ძალიან ბევრი კარგი სტუდენტი სწავლობს, თუმცა 15 აპრილს თსუ-ს მეხუთე კორპუსში მიღებული გამოცდილების შემდეგ ძალიან რთულია პროგრესზე ან აზროვნებაში მიზერულ გარდატეხაზე საუბარი.

ადამიანები, რომელთა მზერაში მხოლოდ სიავე გამოსჭვივის; პატარა პოლიტიკანები, რომლებიც მზად არიან ყველაზე იოლი გზით აფოფხდნენ ქართული პოლიტიკის კვარცხლბეკზე; ქუჩის ბიჭები, რომლებიც ვერ იტანენ განსხვავებულ აზრს და მზად არიან მუშტი-კრივით გაუმკლავდნენ ადამიანებს, ვისაც მათზე კრიტიკული აზრი დასცდება - მხოლოდ მსგავსი შეფასებები შეიძლება გავიმეტო იმ ადამიანების მიმართ ვინც გუშინ უნივერსიტეტში გამოხატულ განსხვავებულ აზრს მუშტი, მუქარა და გინება დაუპირისპირა.

შევარდნაძის დროსაც უნივერსიტეტი სავსე იყო ზემოთაღწერილი ტიპის „სტუდენტებით“, მაგრამ მაშინ ეს როგორც წესი კვოტურ სისტემას ბრალდებოდა და ისედაც იმ პერიოდში ქვეყანაში არსებული ვითარება არც ტოვებდა უკეთესი მოლოდინის საფუძველს. გულწრფელად მეგონა რომ აღნიშნული სისტემის გაუქმებისა და ერთიანი ეროვნული გამოცდების შედეგად როგორც მინიმუმ ქუჩური გარჩევები და დანების ტრიალი წარსულს ჩაბარდა,

სამწუხარო რეალობაა, მაგრამ პოსტ რევოლუციურ საქართველოში ფესვებგადგმული კირკიტაძე/ვარძელაშვილის თანამოაზრეები და ნაციონალური მოძრაობის „უმცროსი“ მხარდამჭერები, უნივერსიტეტის კონტროლის შემდეგ ძალინ მარტივად ინაცვლებენ წამყვან პოზიციებზე სპორტისა და ახალგაზრდობის საქმეთა სამინისტროში, თბილისის მერიასა თუ სხვა სამთავრობო დაწესებულებებში. ეს ის ინსტიტუციებია, სადაც თსუ-ს „ცხოვრებისეულად ოროსანი“ ყოფილი თვითმმართველობა მასიურადაა წარმოდგენილი. თუმცა, ამ ადამიანებს აღმოაჩნდათ საკამრისი ჭკუა იმისთვის, რომ შეექმნათ მყარი სისტემა, რომელიც თაობიდან-თაობებს გადასცემს თვითმმართველობის სულისჩამდგმელთა და მათი სამეგობრო კლანის დანატოვარს.

არ გადავაჭარბებ თუ ვიტყვი, რომ თსუ-ს ვერცერთი პროფესორ მასწავლებელი ვერ რისკავს ღიად დაუპირისპირდეს თვითმმართველობას, რისი მაგალითიც გუშინ სახეზე იყო. მაშინ როცა მეხუთე კორპუსში წარმოდგენილი თვითთმართველობა (საუბარია დაახლოებით ოცამდე ყმაწვილზე) მუშტი-კრივით საქმეებს აგვარებდა, დამსწრე პროფესორ-მასწავლებლები მშვიდად ადევნებდნენ თვალს ამ ყველაფერს და არაფერი იღონეს ვითარების განსამუხტად. ანალოგიური უნდა ვთქვა თსუ-ს ადმინისტრაციის წარმომადგენელზეც, რომელიც თავისი ქმედებით არ შეიძლება თვითმმართველობისგან განცალკევებით იყოს განხილული. ამ ჯგუფს ჰქონდა გავლენა ყოფილ რექტორ გიორგი ხუბუაზე და კირკიტაძე-ვარძელაშვილის მხარდაჭერის პირობებში დიდია ალბათობა იმისა, რომ იგივე ვითარება იყოს კვიტაშვილთან მიმართებაშიც.

შეგახსენებთ, რომ თსუ-ს სტუდენტური თვითმმართველობის დებულების II თავის მეშვიდე მუხლის გ) პუნქტი აღნიშნავს, რომ სტუდენტური თვითმმართველობის მიზანია „დაეხმაროს სტუდენტებს მაღალკვალიფიციური განათლების მიღებაში, თვითრეალიზებასა და დამოუკიდებელი აზროვნების ჩამოყალიბებაში“; ისევე როგორც სტუდენტების მიერ არჩეული წარმომადგენლობითი ორგანო დებულების თანახმად ვალდებულია დაიცვას და წარმოადგინოს სტუდენტური უფლებები როგორც უნივერსიტეტში, ასევე მის ფარგლებს გარეთ. აღნიშნული დოკუმენტი სავსეა ამ და სხვა ფიქციური პუნქტებით, რეალობა კი გუშინ კარგად იქნა აღწერილი თვითმმართველობის ბანდის მთავარი მსხვერპლის მიერ, რომელმაც თვითმმართველობას ტაშ-ფანდურასა და ექსკურსიებზე ორიენტირებული წარმონაქმნი უწოდა. რთულია არ დავეთანხმო აღნიშნულ მოსაზრებას, იმის ნაცვლად, რომ თვითმმართველობა სტუდენტური პრობლემების მოგვარებით იყოს დაკავებული ხარჯების ალოკაცია ძირითადად პრივილირეგირებული სტუდენტების ვოიაჟებს და სხვადასხვა გასართობ ღონისძიებებს ხმარდება. მაშინ როცა “თარგმნე“-ს ინიციატორ ახალგაზრდებს და სხვა სტუდენტებს ქართულ ენაზე რიდერების არარსებობის პრობლემა აწუხებს და ამავე დროს ერიდება/ეშინია თვითმმართველობასთან კონფრონტაციას უკვე სრულიად გასაგები მიზეზების გამო. თუმცა, აუცილებლად უნდა აღვნიშნო სტუდენტების ზოგადი ინდიფერენტულობა აღნიშნული ორგანოს მიმართ, რაც ლოგიკურ ასხვას ჰპოვებს მის საბოლოო დაკომპლექტებაზეც. ე.წ. „ნერდი“ და უნივერსიტეტში განათლების მისაღებად მისული სტუდენტები როგორც წესი არ ინტერესდებიან თვითმმართველობის მსგავსი აქტივობებით, რაც განაპირობებს იმას რომ არ ხდება მათივე ინტერესების გათვალისწინება. სტუდენტების მეორე კატეგორია კი რომელსაც არ მოსწონს თვითმმართველობის საქმიანობა, თვალს ხუჭავს ყველაფერზე დროებითი პირადი სარგებელის ან ზედმეტი პრობლემების თავიდან აცილების მიზნით.

ალბათ დროა ამას წერტილი დაესვას და 15-16 აპრილის ცემის ფაქტებს (დღეს თვითმმართველობის მაგარმა ბიჭებმა მუქარა შეასრულეს შეხვედრის ორ მონაწილეზე) მოჰყვეს ადეკვატური რეაქცია, როგორც უნივერსიტეტის ადმინისტრაციის მხრიდან, ასევე განათლების სამინისტროდან. აუცილებელია გადაიხედოს უმაღლესი განათლების შესახებ საქართველოს კანონი, უნივერსიტეტის წესდება და შეუჩერდეს უფლებამოსილება ამ არაფრისმომცემ ორგანოს, რომელიც 21-ე საუკუნის კომსომოლებით და კირკიტაძე-ვარძელაშვილის ორეულებით არის დაკომპლექტებული.

I'm a little obsessed with the Baltic States (Estonia in particular), but I'd like to share interesting article that has been published in The Moscow Times. Brief comparative analysis of economic development of the Republic of Estonia and the Russian Federation. Both countries, once part of the USSR show significant difference in terms of development, and small Nordic republic outperforms "Big Neighbour" in almost every important aspect of state development. Though, it is not a surprise, since Estonia is doing well enough even within the EU Member States. Hence, while contemplating the future of this country, goal of Andrus Ansip (Prime Minister of Estonia) to make Estonia within the five richest EU states by 2022, doesn't leave a room for irony.

Of all the post-Communist countries, none has been more successful in its reforms than Estonia. Today, it is difficult to imagine that only 20 years ago, Estonia and Russia were republics in the same state. A comparison between the two shows what really matters for social and economic development.

The least remarkable difference lies in gross domestic product. Estonia’s GDP per capita is about 20 percent higher than Russia’s at current exchange rates. This difference was about the same when both states belonged to the Soviet Union. In these terms, both have been successful. Estonia’s strong growth performance shows how limited Russia’s advantage is from its vast oil revenues, even when the oil price is close to an all-time high. The predicted growth rates for the next few years are similar at about 4 percent a year, though Estonia is more likely to outperform than Russia.

The contrast between Estonia and Russia becomes all the more striking when we turn to qualitative indicators. In the recent survey of math skills of school pupils by the Organization for Economic Cooperation and Development, Estonia ended up in 17th place, far higher than the Western average, while Russia fell significantly below the average in 38th place. More obscure comparisons of health care point in the same direction. The Estonian public sector functions very well by the standards of the European Union, while Russia’s social sector is neither effective nor efficient.

The largest difference is corruption. Out of the 178 countries on the Corruption Perception Index of Transparency International, Estonia ranks 26, while Russia is No. 154. Estonia was perceived as somewhat more honest in Soviet days, but not much. This discrepancy has largely arisen after the end of the Soviet Union. Estonia has grown more honest, and Russia far more corrupt.

The direct cause of this huge chasm is the business environment. On the World Bank index for the ease of doing business, Estonia ranks steadily 17 out of 183 countries, while Russia is 123rd and falling. Estonia is simply a much more livable society. Estonia is a leader in e-government, while Russia’s red tape remains oppressive.

These few observations show two different things. On the one hand, the level of economic development as measured in GDP is usually rather inert and economic convergence with the West requires decades. In terms of purchasing-power parity, Estonia has reached about half of the GDP per capita of the original 15 members of the European Union.

At the same time, however, in most qualitative regards, Estonia ranks higher than the original EU members, showing that the functioning of the state and the public sector can change much faster than people usually think.

Corruption is often blamed on ingrained traditions and institutions of the Soviet Union or the Russian Empire, but both Estonia and Russia were part of those states. Arguments of religion and culture have proved wrong so often that we may ignore them.

The rising gap between Estonia and Russia shows how important government policy is and how fast corruption and the state can actually change. No government can get away with blaming history or tradition for its failure to control corruption.

Nor is it sufficient to be a market economy or maintain good fiscal policy. Before the global financial crisis, Russia and Estonia had similarly limited public expenditures as a share of GDP, and both enjoyed persistent fiscal surpluses and had virtually no public debts. Both countries have flat income taxes and generally low or moderate tax rates.

From the USSR to Internet Voting

“Just voted with my mobile phone on Estonian elections. That is so awesome. Two minutes and I am done!” a tweet, posted by colleague of mine has become an inspiration for me to once again think of the country which is truly full of surprises. Yeah, the author of the tweet post quoted above, is a girl who is studying in the Netherlands and she has voted straight from Amsterdam through her mobile phone (!).

Sounds a bit unrealistic for most of the countries in the world, but Estonia can always "E'stonish" you by its achievements.

It is indeed amazing to follow the development of this country after the restoration of independence from the USSR back in 1991. Since then, tiny and beautiful republic has become one of the Baltic Tigers due to the economic boom started in the beginning of the 21^st century and logically ended up with the membership of the EU and NATO (Worth mentioning that EU/NATO membership has been the major Foreign Policy goal of the country). One of the major inventions of the ongoing century – Skype, has also been developed in Estonia and all these small high tech miracles logically led to the brand - "e-Stonia."

Estonia is completely covered with wireless Internet access and it is even possible to travel between cities by trains/busses and keep Wi-Fi Internet access. Above all, much of this access comes virtually free and users do not pay any access charges in most locations.

Because of its high tech population, actually Estonia is the first country in the world (!) wherein the voters casted their votes through internet back in 2005. Around two percent of registered voters participated online in elections across the country and the usage of this voting method is increasing steadily. I won’t go through the details with all the voting methods used in Estonia as you can find more information here, but it is all truly extraordinary for a country, which has spent 40 years in basically non election friendly atmosphere under Soviet Occupation and managed to transform in a way to outdo many western democracies in various fields.

EU-Georgia Visa Facilitation Agreement

Finally the Council of the EU concluded the agreement on Visa facilitation with Georgia. The agreement goes together with the Readmission Agreements, which set out certain responsibilities to the EU Member States and third countries to mutually deal with the illegal residents within the EU territories.

The process was long and citizens of Georgia were probably impatient about the final agreement. Even though the category of citizens who are applicable for the Visa Facilitation, could anyways travel easily within the Schengen area, though lifting additional procedures and setting cheaper fees will be a good incentive for travelers to easily pack and go.

Both agreements will come into force in March 2011. But I'm still looking forward to the news...

How to apply for a scholarship

So you have decided to apply for a scholarship lasting one year or longer. This implies a long, difficult and exhausting process. We have put together a time schedule that should help you work your way through the application jungle. Your preparation should start more than one year in advance than the date when you actually want to start your studies. When building this schedule, we have taken into account for reference a university that starts in the autumn (August - October), but many universities around the world admit students also in January and April. In case you are going for one of these dates, please take into account the intervals explained below rather than then the dates provided in this schedule.

Summer, one year in advance

Since you want to study at a university, the first and earliest step should be deciding where you want to study. In some cases, you have friends that went abroad earlier and from the info you have gathered from them and other sources you are certain about the place where you want to study. Happy you. You just saved a lot of work. Let's see what happens if you don't get so lucky. First, you should figure out what subject you want to study, like anthropology, mathematics, etc. It should have some connection with the subject you have studies so far, or have a good argumentation for the change of direction you intend. Also decide the kind of program you want to follow: undergraduate, master's, PhD, etc. If you don't have a master, you still can apply for a PhD directly, but usually your first years of study will be a master. In US, Master's programs (MA - Master of Arts, MSc - Master of Science, differs according to the subject) typically last for two years, while in the UK the program lasts for twelve full months, with the summer reserved for writing your thesis. You will of course meet exceptions from this classification. In both cases you will have to write a thesis as part of the graduation requirements. The MPhil is a degree strongly oriented towards research, usually done as the first part of PhD studies. The MBA - Master of Business Administration - is a graduate business studies program with a strong practical orientation. A few years of job experience are normally required when applying for an MBA.

Once you have identified the subject and the kind of program you want to go to, you can start searching for universities. It will be relatively easy to find on the Internet a ranking of those programs at universities in the US or UK. Such a ranking is useful for two reasons: first, you can use it as an index that directs you to the websites of the programs/universities listed. Second, it gives you a fair idea about how competitive those programs are. The logic is simple: the more competitive those programs are, the more prestigious your title will be. Famous universities are rich, so more money is available for financial aid. On the other hand, competition for admission and financing is tough. You will make the decision that suits you best, but we suggest you a few tips on how to make that choice. Choose more universities, it means more work with the application papers, but it increases your chances. We know cases when students handled up to 20 applications, but over 10 it usually gets tough. Split the ranking in top 10/15 and what's under, and choose universities from both categories. Your scores at the standardized tests should influence the final proportion of universities from each category. Compare your results with those listed as average by the respective programs.

Read carefully the information posted on the websites and application booklets. You will find a lot of reasons to influence your options there. Identify the financial aid possibilities - make sure you are eligible for a number of scholarships that can give you full financing. Check the applications/admitted ration and the scores at the standardised tests to get an idea about competition. Check the classes offered and the research interests of faculty in order to make sure they match your own interests. Last but not least, read about the living conditions in the universities. It might seem this doesn't make much difference when you're applying, but you're applying to get admitted, don't you? Remember, you're going to spend a year or more in that place. You might end up in a campus or in a city-center skyscraper, in the desert or at the ocean, amid corn fields, in a cosmopolitan city or in a rural area. You should chose in such a way the destination that you won't get bored to death in the environment where you are going to study.

A section you should read with special attention is that containing admission information. Find out whether you meet the conditions that make you eligible for the program, and read until you have understood well the admission process. Write on a sheet of paper the deadlines and the tests required, plus any unconventional requirements. In the end, when you have decided upon the programs, make a list with them, the deadlines and application documents. It will help you meet the deadlines and not miss any application documents. You should have this list ready by October, one year in advance from the proposed date of starting the study.

September, one year in advance

Once you have the list with the programs of your choice, you have completed a long, resource-consuming and more difficult than usually considered phase of your application process. Somewhat simultaneously, you should take care of another one: the standardised tests (TOEFL, SAT, GRE, GMAT, etc.). Universities use such widely acknowledged tests in order to assess your potential and knowledge in different areas. Tests cost (TEOFL - USD 100, GRE general - USD 125, and so on), and is practically impossible to avoid them. See what tests you need, go on the websites related to those tests, and read about costs, scheduling, scores interpretation, etc. Try a few sample questions, or even mini-tests. If the results don't look to well, it is a good idea to schedule one of the tests in spring, one and a half years in advance of your proposed course of study, in order to have enough time for preparation. Tests tend to be difficult and preparation in advance is strongly recommended. You should start as early as two months before the testing date and dedicate 2-3 hours daily to practice in order to be well-prepared for the test. A good knowledge of English language is required for any of them. Plus, each of the tests will present you with a few types of problems. The main goal of the preparation is to familiarize you with that kind of problems. Some preparation material is available on the Internet, while books tend to be expensive, but generally unavoidable. Essays are part of most of the tests, so practice on writing them as well, and take a look at our guide about how to write a structured essay. After taking the tests, about a month is needed in order to have the scores reported to universities. This means you should have taken the tests until the end of November, since the first big round of deadlines comes in January. The ETS, the organisation running those tests, reports your scores for free at 4 or 5 universities, depending on the test. That is, on the condition that you are ready to specify those universities on the day you are taking the test, so be ready! Attention at TOEFL, universities in US are arranged according to the state, so do some research before taking the exam, unless you want to spend endless time on the computer after taking the test, checking your geography knowledge. Any score reporting after that day costs. You can try to avoid the extra costs, by attaching a copy of your own score reports to the application, and explaining that you cannot afford to pay to have the scores officially reported. Still, in some cases, you will have to do that, eventually.

Scheduling the tests takes time, unless you have a card in international currency. When you apply by mail and use a check to pay, you can't even fix the date, but you only can write a number of dates when you would like to take the test, and the final option will be made by ETS. Allow, therefore, some time for the processing of your request. If you want to take the tests in November, as we recommend, send your check and application around mid-September, at best.

October and November

Once you're done choosing universities, and while you are preparing for the tests, start working on you application essays, including the statement of purpose. They are difficult to write, and almost for sure some intensive re-writing will be needed until you get a good final draft. November

In November, close to taking your tests, talk to the professors about letters of recommendation. Allow them 2-3 weeks to write those letters, but not more, since they might forget. You ask for ten days, but be ready if it takes more. See our guide on how to handle this delicate proceeding.

December

In December, with your essays almost written in final draft, your tests taken, and the forms for the letters of recommendation given to professors, start filling in the application forms and request transcripts from your current school. Make copies of the application forms and fill those in first, to avoid mistakes. Use a computer, if possible, or write in block capitals. When attaching transcripts, or any other documents originally issued in another language than English, you need to have them translated by an authorized translator and that translation authenticated by a notary. A few tips on this: make the translations yourself, if you feel confident. It will save you time and allow you to try to negotiate a price deduction with translator. Give him/her the original and a floppy disk with the translated document to allow any modifications needed. You can ask the translator to seal the documents with "true and certified translation", and avoid the notary, also saving time and money. Don't do that if the University expressly requires "authenticated translation at a notary". We know one case where the home university accepted to sign transcripts in the English language, making them documents originally issued by the university and which did not need translation. Try your chance with the dean and see if it works. If it does, have each transcript signed and sealed, put in an A4 envelope sealed and signed over the seal, in a way similar to recommendation letters. In case you attach translations after any document, have the translator put the seal on a copy of the original document in your language, and attach this copy to the translation. It will increase the credibility of your application. Pay attention to the number of copies in which the university requests each document and attach the right number of copies.

January

At the end of December you should have your application ready for those programs which have deadlines in January. Be careful with the way in which the deadline is specified: if it is the date of postage, your application has to be sent by the specified date. In other words, it needs a post seal with the date prior or equal to the date of the deadline. If it is the date if arrival, your application should have arrived at the university until that date and if you are sending it from Eastern Europe to the US, this may last as long as three weeks. Send the package in due time and prepare to restart the cycle for recommendations, essays and application forms for programs with later deadlines.

Spring

Once you have the application put together and sent, you might think there isn't much left to do than wait. You still should know what and when to wait. For programs with the deadline in early January, answers can come as early as March. In some cases you will receive a place and financial aid offer, in other the financial aid comes later. Universities send offer letters in waves, so don't get scared if the answer comes later for you than for your friend who applied for exactly the same thing. This does not mean a no, automatically, you can receive offer letters until early summer.

If you get more offers and have to make a decision, first look carefully at the financial aid offer, in order to make sure there are no hidden costs that are not covered, like flight, medical insurance, etc. Or even if they are, that you will be able to cover them somehow. Then, just choose what you would love most to do. Even for when you have received the offers and made a decision we have a suggestion: start your fight with the bureaucracy early. Apply for a visa well ahead of your date of departure, search a place to stay on or off campus, fill in and send quickly any other documents the university asks you to. And, good flight!

აღნიშნულ გადაცემაზე უკვე ბევრი შეფასება გაკეთდა და ამ მიმართულებით ახალს ალბათ ვერაფერს ვიტყვი, თუმცა ყველაზე მნიშვნელოვანი, რაც გუშინდელ გადაცემის შემდეგ შეიძლება ითქვას არის ის, რომ ყინული დაიძრა! და კონტექსტის მიუხედავად კარგია, რომ ამ თემაზე გადაცემა გაკეთდა. ვერ ვიტყვით, რომ ლგბტ თემებს საქართველოში ტაბუ ადევს, თუმცა მოსახლეობის ზოგადი ცნობიერება აღნიშნულ საკითხებზე იმდენად დაბალია, რომ ნებისმიერ კონტექსტში მისი განხილვა ერთმნიშვნელოვნად პოზიტიური მომენტია საზოგადოებისთვის.

This time they are "Back for good". Two best friends, who went through difficulties during past decade, have finally overcome their problems. Newly married Robbie Williams was thrilled to be back in Britain and as a new start he recorded an amazing song "Shame" with his “Take That” buddy - Gary Barlow. This was indeed a very good news for every Take That “lover” and I simply cannot stop listening that song.

As presumably everyone knows the story of Robbie and Gary Barlow I won’t go through the details of their past feuds, but the lyrics of the songs say enough.

Wikileaks reveals the details of Russo-Georgian War

As almost everyone, I got lost in Wikileaks as well... Despite the interest, certainly I am not able to go through all the information, but the leaked data about the Russo-Georgian War is indeed worthy to delve into.

The information is interesting as much as it proves, that triggering war in 2008 was NOT Georgia's original intention!

"All the evidence available to the country team supports Saakashvili ’s statement that this fight was not Georgia’s original intention. Key Georgian officials who would have had responsibility for an attack on South Ossetia have been on leave, and the Georgians only began mobilizing August 7 once the attack was well underway. As late as 2230 last night Georgian MOD and MFA officials were still hopeful that the unilateral cease-fire announced by PresidentSaakashvili would hold. Only when the South Ossetians opened up with artillery on Georgian villages, did the offensive to take Tskhinvali begin. Post has eyes on the ground at the Ministry of Interior command post in Tbilisi and will continue to provide updates. The Embassy held an EAC and will hold another to reasses the situation by COB. We have issued a warden message and are looking at the situation very carefully. If the Georgians are right, and the fighting is mainly over, the real unknown is what the Russian role will be and whether there is potential for the conflict to expand".

Begin Summary: Intense fighting began in South Ossetia the evening of August 6 and continued into the daylight hours August 7.

Intense fighting broke out west of Tskhinvali at approximiately 1800 in Avnevi and Nuli and continued until 2100, when explosions were noted northeast of Tskhinvali in Dmenisi and Sarabuki.

By 0600 August 7, firefighting continued to the southwest in and around Erevneti.

At 1600 local time, Deputy FM Grigory Vashadze called the Ambassador to report that a full-scale South Ossetian attack against a Georgian village was underway, resulting in the death of one Georgian peacekeeper and injuries to several others. There were reports of light arms fire, RPGs, and use of heavy artillery fire August 6-7, but the latter cannot be confirmed.

Local Georgian authorities assisted by a JPFK escort evacuated approximately 40 children and women from Nuli after daybreak on August 7. Georgian authorities report that the South Ossetians are moving heavy military equipment from a base in J ava, located north of the conflict zone. OSCE observers indicated that Georgian forces along with GRAD artillery are on the move, either as part of a show of force or readiness, or both. 2. (C) Deputy Defense Minister Kutelia said that Georgian military troops are not massing in response to overnight’s events and are taking great pains to respond proportionately.

Minister of Foreign Affairs Eka Tkeshelashvili said that a proposed meeting between the State Minister for Re-integration Yakobashvili and de facto Representative Chochiev did not take place, and opined that de facto South Ossetian President Kokoity had blocked the meeting. However, OSCE reported that late in the day August 7, Yakobashvili was in the Russian peacekeepers compound in Tskhinvali meeting with Russian Envoy Yuri Popov along with the OSCE representative. Ambassador urged the Foreign Minister and the Deputy Minister of Defense to remain calm, not overreact, and to de-escalate the situation.

3. (C) Comment. The fighting which began well before dusk on August 6 and which continued into the early daylight hours of August 7, is atypical, given that these events usually end by daybreak. From evidence available to us it appears the South Ossetians started today’s fighting. The Georgians are now reacting by calling up more forces and assessing their next move. It is unclear to the Georgians, and to us, what the Russian angle is and whether they are supporting the South Ossetians or actively trying to help control the situation. The Embassy is reviewing security procedures and will hold an EAC on August 8. End Summary and Comment.

Begin Summary: Intense fighting began in South Ossetia the evening of August 6 and continued into the daylight hours August 7. Intense fighting broke out west of Tskhinvali at approximiately 1800 in Avnevi and Nuli and continued until 2100, when explosions were noted northeast of Tskhinvali in Dmenisi and Sarabuki. By 0600 August 7, firefighting continued to the southwest in and around Erevneti. At 1600 local time, Deputy FM Grigory Vashadze called the Ambassador to report that a full-scale South Ossetian attack against a Georgian village was underway, resulting in the death of one Georgian peacekeeper and injuries to several others. There were reports of light arms fire, RPGs, and use of heavy artillery fire August 6-7, but the latter cannot be confirmed. Local Georgian authorities assisted by a JPFK escort evacuated approximately 40 children and women from Nuli after daybreak on August 7. Georgian authorities report that the South Ossetians are moving heavy military equipment from a base in J ava, located north of the conflict zone. It is unclear to the Georgians, and to us, what the Russian angle is and whether they are supporting the South Ossetians or actively trying to help control the situation. Summary: President Saakashvili in an August 8 conversation with the Ambassador, and Foreign Minister Eka Tkeshelashvili in a briefing to the diplomatic corps, claimed that Georgia now controlled most of South Ossetia, including Tskhinvali, although fighting was continuing near the northern town of Dzhava. They also reported that Russian aircraft had dropped bombs on several targets in Georgia, outside of the conflict zone, at two locations in the center of Gori and dropped ordnance on a radar installation near Gori and a police station in Kareli. There are uncofirmed Georgian claims that they downed a Russian aircraft; in a statement, the Russian MFA denied this. Fighting had continued throughout the night of August 7, resuming four hours after President Saakashvili unilaterally declared a cease-fire at 1900. In a second address August 8, he called on the international community to help repel this “open Russian aggression” and announced a general mobilization of reserves. Meanwhile, Russian statements have accused the Georgians of targeting Russian peacekeepers; the Georgians argue that the South Ossetians are firing on the Russian peacekeepers as a provocation. The Georgians have announced that a safe corridor and ceasefire will be established from 3 to 6 pm local time for all civilians interested in leaving Tskhinvali to do so. During the night of August 8, four short range ballistic missiles were fired from within Russia toward Tskhinvali.

2. (C) We understand that at this point the Georgians control 75 percent of Tskhinvali and 11 villages around it. Journalists report that Georgian forces are moving toward the Roki tunnel. That road has been cratered by Georgian aircraft to make it difficult. We are told fighting continues with Russian fighters north of Tskhinvali; it is not clear if they are regular army or North Caucasian irregulars. Saakashvili has said that Georgia had no intention of getting into this fight, but was provoked by the South Ossetians and had to respond to protect Georgian citizens and territory. Meanwhile, the Georgian National Security Council (NSC) has formally requested 1,000 of its combat troops in Iraq be returned to Georgia within 72 hours. End Summary.

3. (C) Comment: All the evidence available to the country team supports Saakashvili ’s statement that this fight was not Georgia’s original intention.

Key Georgian officials who would have had responsibility for an attack on South Ossetia have been on leave, and the Georgians only began mobilizing August 7 once the attack was well underway. As late as 2230 last night Georgian MOD and MFA officials were still hopeful that the unilateral cease-fire announced by PresidentSaakashvili would hold. Only when the South Ossetians opened up with artillery on Georgian villages, did the offensive to take Tskhinvali begin. Post has eyes on the ground at the Ministry of Interior command post in Tbilisi and will continue to provide updates. The Embassy held an EAC and will hold another to reasses the situation by COB. We have issued a warden message and are looking at the situation very carefully. If the Georgians are right, and the fighting is mainly over, the real unknown is what the Russian role will be and whether there is potential for the conflict to expand. End comment.

Current Situation —————– 4. (C) Saakashvili , who told the Ambassador that he was in Gori when a Russian bomb fell in the city center, confirmed that the Georgians had not decided to move ahead until the shelling intensified and the Russians were seen to be amassing forces on the northern side of the Roki Tunnel. He said that the Georgian military action had been successful, Tskhinvali was mainly under Georgian control and that reservists would be brought in to defend the city while armed forces were moved further north to continue the fighting. According to Saakashvili , the EU was sending in Carl Bildt and the Lithuanian Foreign Minister to Tbilisi . Although most in the Georgian government believed that the fighting had started as a ploy of de facto leader Kokoity, Saakashvili was now concerned that this might have been a Russian pretext and a further attack could be expected. The Foreign Minister briefed the diplomatic corps on the situation, noting that “all red lines had been crossed,” but expressing hope that negotiations could take place and noting that a full amnesty would be offered to anyone involved in the fighting. Reports indicate many casualties, but none are reliably accurate. State Minister of Conflict Settlement and Reintegration Temuri Yakobashvili said again on August 8 that Georgia will grant amnesty to all Ossetian fighters.

Chronology of Events ——————– 6. (C) On August 7 at 1925 Yakobashvili returned from the conflict zone and the Ambassador that the South Ossetians continued to shoot at the Georgian villages despite the announcement of the cease-fire. Yakobashvili said that he waited with General Kulakhmetov, the Head of the Russian peacekeepers in Tskhinvali for some time for the South Ossetians to show up. Kulakhmetov tried to call Chochiev, and other South Ossetians to get them together with Yakobashvili, but they did not respond. Kulakhmetov said, he “does not control anything” and that the South Ossetians were “shooting at the Georgians behind my back.” Yakobashvili said that the Russians originally agreed to host a bilateral meeting with the Ossetians and the Georgians outside the JCC. Popov came to Georgia for this purpose and announced publicly it was his intention to do so. Then, the Russians flipped and said the meeting should be under the JCC. Yakobashvili said it was the JCC system that had caused the mess and it was time for real face to face talks.

7. (C) OSCE observers on the ground in Tskhinvali told Poloff that Georgia’s attack on Tskhinvali began at 2335 on August 7 despite the cease-fire declared at 1900. The shelling intensified at 2345, with the Georgians possibly using large caliber mortars and GRAD artillery, with impacts every 15-20 seconds, and the South Ossetians returning fire. By observers’ calculations, by 0035 there were at least 100 hits on the city of Tskhinvali, some of them damaging the OSCE field office there. Currently, the OSCE has electricity, but part of the building has sustained damage and the internet is down. There was a lull in the activity between 0145 and 0415, when the situation began to re-intensify, and by 0615 loud explosions could be heard. The number of casualties are unknown as emergency services are unable to move freely on the ground due to firing. Most local residents are confined to cellars and basements waiting for calm to return.

8. (C) At approximately 0400 on August 8, the Georgian National Security Council asked the U.S. for the return of 1,000 of its troops from Iraq, 500 within the next 24 hours, and the remainder within 48 hours. A regularly scheduled rotator flight may return up to 250 troops to Georgia by this afternoon. (Note: USG agreement with the GOG provides for emergency return of 1,000 troops within 96 hours. End note.) Later,Saakashvili announced a general mobilization of all reserves. In a second address, he called Russia’s actions “open aggression” and called on the international community to help repel it.

9. (C) Conversely, the Russians have said they believe Georgian forces are targeting Russian peacekeepers. They have told the Georgians that in view of these attacks Georgia bears responsibility for anything that might follow. The Georgians have replied that they are avoiding any conflict with the peacekeepers as well as civilians. The Georgians believe the South Ossetians are targeting the Russians to provoke a bigger Georgian-Russian conflict.

10. (C) The South Ossetians are reportedly now accusing the Russians of betraying them. One plausible explanation for all this is that de facto leader Kokoity decided to roll the dice and stimulate a conflict with the Georgians in hopes of bringing in the Russians and thereby saving himself or enhancing his position. Reports that Kokoity has left Tskhinvali remain unconfirmed.

The Secretary General calls on all sides for an immediate end of the armed clashes and direct talks between the parties.” End text of statement.

2. The SYG also approved contingency guidance for NATO staff to use when fielding calls from the press: — If asked: Is the NATO Secretary General in contact with the Georgian side? Yesterday the SecGen spoke to the Georgian President and both discussed the tensions in the area. They called on all parties to exert restraint and engage in direct talks between the parties. The SecGen will be in touch again with the Georgia President again today and they will call for all parties to end the violence. — If asked: Will the NAC visit to Georgia take place? The NAC had previously decided to visit Georgia in September. The dates have not been set. At the moment our focus is on the current situation. — If asked: Russian air strikes? Turkish negotiator has criticized the EU for being unfair towards the Turkish bid of the EU Membership. “We want justice, we should be treated fairly”- stated Egemen Bagis, who is also a Minister of the EU Affairs of

Turkey

. Turkish issue, which has moved to somewhat different level after the recent referendum, is becoming even more trickier.

Although the EU has been reluctant to open accession negotiations with

Turkey

, it has long been anxious to maintain good relations with her. Accordingly, the strategy of dealing with

Turkey

’s desire for membership has until recently been to establish as close relations with it as possible - short of opening accession negotiations. A base to conduct relations in this way existed from 1963, when an association agreement was contracted between the EEC and

Turkey

. The agreement included a range of trade, aid, and cultural and political cooperation provisions. It also contained a membership perspective but country, which has applied for membership in 1987 (!) still remains outside the bloc. And if we glimpse the attitude of the Turkish population, seems like they are not as keen on wasting energy on the matter which has very ambiguous solutions, especially after the recent developments in the country.

In the first quarter of 2010 the Turkish economy grew by 11.8 percent and it is indeed a significant number if we take into account the overall situation in the EU/world. Deriving from this numbers, Turkish government became confident and stresses on the assets of the Turkish membership. Turkish Minister on the EU Affairs also cautioned the EU that “If the EU decides to freeze the accession talks with

Turkey

, it will be a serious mistake.” Will it be? There should be an end of this long story and neither prolonging the negotiations, nor offering the privileged partnership are solution Turkey needs to hear from the EU.

Turkey seeks for the full-fledged membership and apparently have some tangible arguments to criticize the EU for using double standards. Turkish government can always use an example of the last enlargement wave, when

Romania

and

Bulgaria

were granted the full membership. Everyone knew that these countries were not ready for the EU, but the mistake has been made and

Turkey

can always imply on that. But is the EU ready to make another mistake? Is it time for another enlargement? It’s true that

Turkey

is developing rapidly, but there are too many risks to venture Turkish accession.

The other day, I was debating with my friends on the question of Turkish interest, and still for many people it is not clear why the country which is developing so rapidly want to get a ticket on a sinking boat? There are many answers on that question which covers the privileges of the EU membership (especially 4 freedoms) but from my standpoint the main issue is related to the identity matter. Country which is on the border of two artificial continents endeavours to become truly European. The EU membership could end up questions about the identity; even though there is no doubt over the

Turkey

’s geographical belonging (97% of the territory is in Asia). Apart from the geographical difference, we often hear explicit implications on the religious matter and even though it is sort of tabooed issue, more and more people in Europe talk about the cultural differences. Some of them were/are even radicals and openly oppose Turkish accession because of the cultural difference. For example, Valery Giscard D’Estaing, once warned that Turkish accession would be ‘the end of Europe and would change the nature of the European project.’ Former President of France, Chirac attempted to campaign for a privileged partnership between the EU and Turkey rather than Turkish EU membership - an idea that was also floated by Giscard D’Estaing and incumbent French President also supports the idea. Though it doesn’t really coincide with the

Turkey

’s EU ambitions.

As regard to the matter, Noam Chomski recently accused Europeans and especially Germans in Racism! "Europe can claim with some justification that Turkey has not satisfied all of the human rights conditions. On the other hand, I don't really think this is the reason. ... I think it is plain racism," Mr Chomsky told Zaman, a right-leaning Turkish newspaper. It is true that

Germany

is one of the few countries, furiously opposing the Turkish membership, but apart from the purely power-sharing related matter (with current voting system, Turkey could become a key player of the EU), one shouldn’t forget that

Germany

is the country with the biggest Turkish representation. And nothing new to say that this particular group is not the most integrated one in

Germany

. Concerning the same subject

to integrate and to send their children to school, reminding them that they are the "ambassadors" of

Correct! But a bit late to change situation significantly.

თითქოს, არაფერი განსაკუთრებული, ყოველშემთხვევაში ის, რაც საპატრიარქოსგან გამიკვირდებოდა. პირველ ნაწილში შეიძლება დავეთანხმო კიდეც, თუმცა თვისობრივად განსხვავებული არგუმენტებით და არა საქართველოში არსებულ ფესვებსა და ღვთის მადლზე აქცენტირებით. ფაქტია, რომ ქვეყნიდან გადახვეწილ მოქალაქეთა უმრავლესობა დაბალი კვალიფიკაციის სამსახურზეც თანახმაა და მოსახლეობის დიდი ნაწილი, რომელთაც სხვადასხვა მიზეზით ვერ შეძლეს ქვეყნიდან გაღწევა მზად არიან დამლაგებლებად, მომვლელებად თუ ბეიბისითერებად იმუშაონ. მაგრამ მაშინ, როცა ქვეყანაში არსებული სოციალური მდგომარეობა კრიტიკულია და მოქალაქეს არ აქვს სტაბილურობის შეგრძნება, რთულია გააკრიტიკო ის ადამიანი, რომელიც ცხოვრების აწყობას ევროპაში არალეგალური შრომით აპირებს.

რაც შეეხება, პატრიარქის განცხადების მეორე ნაწილს, სადაც მცირეწლოვანი შვილების საღვარგარეთ გაგზავნაზეა საუბარი, უბრალოდ აბსურდია და იმ მახინჯი ტრადიციის საწყისია, რომელიც 40 წლის დედიკოს ბიჭებით ამარაგებს ქვეყანას. აუცილებელია, რომ ადამიანი ადრეულ ასაკშივე მიეჩვიოს დამოუკიდებელ ცხოვრებას და მიიღოს ის აუცილებელი გამოცდილება, რომელიც ბევრვად უფრო ამარტივებს წინააღმდეგობების გადალახვის პროცესს. სხვა შემთხვევაში მივიღებთ ზრდასრულ ადამიანებს, რომლებიც მშობლების ხარჯზე ქმნიან ოჯახს.

The following event occurs in Bratislava, Slovakia 13-14th of September. GLOBSEC is the annual high-level leading international foreign policy and security conference in Central Europe. Since 2005, this forum has been gathering the most influential governmental, nongovernmental, corporate leaders and opinion builders, including journalists and security experts. GLOBSEC annually creates an unparalleled venue for international and domestic security community to discuss solutions to key transatlantic and global security challenges in Central Europe. Barroso in his first State of Union address

President,

Honourable Members,

It is a great privilege to deliver the first State of the Union address before this House.

From now on the State of the Union address will be the occasion when we will chart our work for the next 12 months. Many of the decisions we will take this year will have long-term implications. They will define the kind of Europe we want. They will define a Europe of opportunity where those that aspire are elevated and those in need are not neglected. A Europe that is open to the world and open to its people. A Europe that delivers economic, social and territorial cohesion.

Over the last year, the economic and financial crisis has put our Union before one of its greatest challenge ever. Our interdependence was highlighted and our solidarity was tested like never before.

As I look back at how we have reacted, I believe that we have withstood the test. We have provided many of the answers needed – on financial assistance to Member States facing exceptional circumstances, on economic governance, on financial regulation, on growth and jobs. And we have been able to build a base camp from which to modernise our economies. Europe has shown it will stand up and be counted. Those who predicted the demise of the European Union were proved wrong. The European institutions and the Member States have demonstrated leadership. My message to each and every European is that you can trust the European Union to do what it takes to secure your future.

The economic outlook in the European Union today is better than one year ago, not in the least as a result of our determined action. The recovery is gathering pace, albeit unevenly within the Union. Growth this year will be higher than initially forecast. The unemployment rate, whilst still much too high, has stopped increasing. Clearly, uncertainties and risks remain, not least outside the European Union.

We should be under no illusions. Our work is far from finished. There is no room for complacency. Budgetary expansion played its role to counter the decline in economic activity. But it is now time to exit. Without structural reforms, we will not create sustainable growth. We must use the next 12 months to accelerate our reform agenda. Now is the time to modernise our social market economy so that it can compete globally and respond to the challenge of demography. Now is the time to make the right investments for our future.

This is Europe’s moment of truth. Europe must show it is more than 27 different national solutions. We either swim together, or sink separately. We will only succeed if, whether acting nationally, regionally or locally we think European.

Today, I will set out what I see as the priorities for our work together over the coming year. I cannot now cover every issue of European policy or initiative we will take. I am sending you through President Buzek a more complete programme document.

Essentially, I see five major challenges for the Union over the next year:

dealing with the economic crisis and governance;
restoring growth for jobs by accelerating the Europe 2020 reform agenda;
building an area of freedom, justice and security;
launching negotiations for a modern EU budget, and
pulling our weight on the global stage.

Let me start with the economic crisis and governance. Earlier this year, we acted decisively when euro area members and the euro itself needed our help.

We have learned hard lessons. Now we are making important progress on economic governance. The Commission has put its ideas on the table in May and in June. They have been well received, in this Parliament, and in the Task Force chaired by President of the European Council. They are the basis around which a consensus is being developed. We will present the most urgent legislative proposals on 29 September, so as not to lose the momentum.

Unsustainable budgets make us vulnerable. Debt and deficit lead to boom and bust. And they unravel the social safety net. Money that's spent on servicing debt is money that cannot be spent on the social good. Nor to prepare ourselves for the costs of an ageing population. A debt generation makes an unsustainable nation. Our proposals will strengthen the Stability and Growth Pact through increased surveillance and enforcement.

And we need to tackle severe macro-economic imbalances, especially in the Euro area. That is why we have made proposals early on to detect asset bubbles, lack of competitiveness and other sources of imbalances.

I now see a willingness of governments to accept stronger monitoring, backed up by incentives for compliance and earlier sanctions. The Commission will strengthen its role as independent referee and enforcer of the new rules.

We will match monetary union with true economic union.

If implemented as we propose, these reforms will also guarantee the long-term stability of the euro. It is key to our economic success.

For the economy to grow, we also need a strong and sound financial sector. A sector that serves the real economy. A sector that prides itself on proper regulation and proper supervision.

We took action to increase bank transparency. Today we are better than one year ago. With the publication of the stress test results, banks should now be able to lend to each other, so that credit can flow to Europe's citizens and companies.

We have proposed to protect people's savings up to €100,000. We will propose to ban abusive naked short selling. We will tackle credit default swaps. The days of betting on someone else’s house burning down are over. We continue to insist that banks, not taxpayers, must pay up front to cover the costs of their own risks of failure. We are legislating to outlaw bonuses for quick-wins today that become big losses tomorrow. As part of this approach, I am also defending taxes on financial activities and we will come with proposals this autumn.

The political deal on the financial supervision package just concluded is very good news. The Commission proposals based on the de Larosière report will give us an effective European supervision system. I want to thank the Parliament for the constructive role it has played and I hope it will give its final agreement this month.

We will also go further on regulation. Initiatives on derivatives, further measures on credit rating agencies and a framework for bank resolution and crisis management will soon be before you. Our goal is to have a reformed financial sector in place by the end of 2011.

Sound government finances and responsible financial markets give us the confidence and economic strength for sustainable growth. We need to move beyond the debate between fiscal consolidation and growth. We can have both.

Honourable Members,

Sound public finances are a means to an end: growth for jobs. Our goal is growth, sustainable growth, inclusive growth. This is our overarching priority. This is where we need to invest.

Europe 2020 starts now. We must frontload and accelerate the most growth-promoting reforms of our agenda. This could raise growth levels by over a third by 2020.

This means concentrating on three priorities: getting more people in jobs, boosting our companies' competitiveness and deepening the single market.

Let me start with people and jobs.

Over 6.3 million people have lost their jobs since 2008. Each one of them should have the chance to get back into employment. Europe's employment rates are at 69% on average for those aged between 20 and 64. We have agreed these should rise to 75% by 2020, bringing in particular more women and older workers into the work force.

Most of the competences for employment policy remain with Member States. But we won't stand on the sidelines. I want a European Union that helps its people to seize new opportunities; and I want a Union that is social and inclusive. This is the Europe we will build if Member States, the European institutions and the social partners move ahead on our common reform agenda.

It should be centred on skills and jobs and investment in life-long learning.

And it should focus on unlocking the growth potential of the single market, to build a stronger single market for jobs.

The opportunities exist. We have very high levels of unemployment but Europe has now 4 million job vacancies. The Commission will propose later this year a "European Vacancy Monitor". It will show people where the jobs are in Europe and which skills are needed. We will also come forward with plans for a European skills passport.

We must also tackle problems of poverty and exclusion. We must make sure that the most vulnerable are not left behind. This is the focus of our "Platform Against Poverty". It will bring together European action for vulnerable groups such as children and old people.

As more and more people travel, study or work abroad, we will also strengthen citizens' rights as they move across borders. The Commission will address persisting obstacles as early as this autumn.

Honourable Members,

Growth must be based on our companies' competitiveness.

We should continue to make life easier for our Small and Medium-Sized Enterprises. They provide two out of every three private sector jobs. Among their main concerns are innovation and red tape. We are working on both.

Just before the summer, the Commission has announced the biggest ever package from the Seventh Research Framework Programme, worth €6.4 billion. This money will go to SMEs as well as to scientists.

Investing in innovation also means promoting world class universities in Europe. I want to see them attracting the brightest and the best, from Europe and the rest of the world. We will take an initiative on the modernisation of European universities. I want to see a Europe that is strong in science, education and culture.

We need to improve Europe's innovation performance not only in universities. Along the whole chain, from research to retail, notably through innovation partnerships. We need an Innovation Union. Next month, the Commission will set out how to achieve this.

Another key test will be whether Member States are ready to make a breakthrough on a patent valid across the whole European Union. Our innovators are often paying ten times the price faced by their competitors in the United States or in Japan. Our proposal is on the table. It would reduce the cost fundamentally and double the coverage. After decades of discussion, it is time to decide.

We will also act further on red tape. SMEs are being strangled in regulatory knots. 71% of CEOs say that the biggest barrier to their success is bureaucracy. The Commission has put proposals on the table to generate annual savings of €38 billion for European companies.

Stimulating innovation, cutting red tape and developing a highly-skilled workforce: these are ways to ensure that European manufacturing continues to be world class. A thriving industrial base in Europe is of paramount importance for our future. Next month, the Commission will present a new industrial policy for the globalisation era.

We have the people, we have the companies. What they both need is an open and modern single market.

The internal market is Europe's greatest asset, and we are not using it enough. We need to deepen it urgently.

Only 8% of Europe's 20 million SMEs engage in cross-border trade, still fewer in cross-border investment. And even with the internet, over a third of consumers lack the confidence to make cross-border purchases.

At my request, Mario Monti presented an expert report and has identified 150 missing links and bottlenecks in the internal market.

Next month we will set out how to deepen the Single Market in a comprehensive and ambitious Single Market Act.

Energy is a key driver for growth and a central priority for action: we need to complete the internal market of energy, build and interconnect energy grids, and ensure energy security and solidarity. We need to do for energy what we have done for mobile phones: real choice for consumers in one European marketplace.

This will give us a real energy community in Europe.

We need to make frontiers irrelevant for pipelines or power cables.

To have the infrastructure for solar and wind energy.

To ensure that across the whole of Europe, we have a common standard so that charging electric car batteries becomes as natural as filling up the tank.

Over the next year, we will bring forward an energy action plan, an infrastructure package and an energy efficiency action plan to put this vision in place. I myself will travel to the Caspian region later this year to promote the Southern Corridor as a means of enhancing our security of supply.

To build a resource-efficient Europe, we need to look beyond energy. In the 20th century the world enjoyed phenomenal resource-intensive growth. We saw in the 20th century globally a four-fold growth in population accompanied by a 40-fold growth in economic output. But in the same period we also increased our use of fossil fuels 16 times, our fishing catches 35 times, our water use 9 times. And our carbon emissions increased 17 times.

That means we have to deliver on our climate and energy package, as a core driver for change. This means integrating the different strands of policy on climate change, energy, transport and environment into a coherent approach on resource efficiency and a low carbon future.

A forward-looking agricultural sector will play a major role in European measures to address some of the biggest challenges ahead, such as global food security, biodiversity loss and the sustainable management of natural resources. So will our maritime policy.

All of this will not only strengthen our economy tomorrow: it will provide new openings today. Jobs in the eco-industry have been increasing by 7% a year since 2000. I want to see 3 million "green jobs" by 2020, 3 million green collar workers that complement our blue and white collar workers.

We need sustainable growth, and we need smart growth. Half of European productivity growth over the last 15 years was driven by information and communication technologies. This trend is set to intensify. Our European Digital Agenda will deliver a single digital market worth 4% of EU GDP by 2020.

Honourable Members,

Everything we do is for the citizens of Europe. A fundamental dimension of our European project is precisely building an area of freedom, security and justice.

We are working hard to implement the Stockholm action plan. We will make a real push on asylum and migration.

Legal migrants will find in Europe a place where human values are respected and enforced. At the same time, we will crack down on the exploitation of illegal immigrants within Europe and at our borders. The Commission will make new proposals on policing our external borders.

And we will bring forward an internal security strategy to tackle threats of organised crime and terrorism.

Europeans will find that their fundamental rights and obligations exist wherever they go. Everyone in Europe must respect the law, and the governments must respect human rights, including those of minorities. Racism and xenophobia have no place in Europe. On such sensitive issues, when a problem arises, we must all act with responsibility. I make a strong appeal not to re-awaken the ghosts of Europe's past.

An area of freedom, liberty and security, will create a place where Europeans can prosper.

Honourable Members,

Another challenge is sorting out the future budget of the European Union.

Next month, we will come forward with the Commission's first ideas for the budget review. It shall launch an open debate without taboos to prepare our legislative proposals that will be presented in the second quarter of next year.

We need to spend our money where we get most value for it. And we should invest it where it leverages growth and delivers on our European agenda. The quality of spending should be the yardstick for us all.

So it is not only important to discuss the quantity, but also the quality of spending and investment.

I believe Europe offers real added value. That is why I will be pushing for an ambitious post-2013 budget for Europe.

I believe we should pool our means to back our policy priorities.

The issue is not about spending more or less, but spending more intelligently, by looking at European and national budgets together. The EU budget is not for Brussels – it is for the people that you represent: for the unemployed workers being retrained by the Social Fund; for the students that participate in the Erasmus programme; for the regions that benefit from the Cohesion Fund.

Energy interconnections, research, and development aid are obvious examples where a Euro spent at European level gets you more than a Euro spent at national level. Some Member States are seeing this logic even in areas of core national competence, like defence. They recognize that huge savings could be made if they pool some of their means and activities. Pooling money at the European level allows Member States to cut their costs, avoid overlaps and get a better return on their investment.

That's why we should also explore new sources of financing for major European infrastructure projects. For instance, I will propose the establishment of EU project bonds, together with the European Investment Bank. We will also further develop Public Private Partnerships.

As this Parliament has made clear, we must also address the issue of own resources. The present system is stretched to its limits – propped up by a byzantine set of corrections. Our citizens deserve a fairer and more efficient and transparent system. Some will not agree with all the ideas we will raise; I find it extraordinary that some are already rejecting them, even before knowing what they will be.

I know that one issue of interest to this Parliament is the duration of the next budget. Various options exist. I would like to look at a 10-year framework, with a mid-term review of the financial dimension after five years – a "five plus five" option. This will give us longer term planning and a clearer link with the mandates of both our institutions.

Of course, part of a credible European budget is the rigorous pursuit of savings. I am looking at the administrative costs within the Commission and other Community bodies like Agencies. We need to eliminate all pockets of inefficiency. We will build on recommendations from the Court of Auditors to improve financial management.

Honourable Members,

The final challenge I want to address today is how we pull our weight on the global stage.

When we deal with our every day problems, we sometimes lose perspective and forget our achievements. A peaceful and successful transition to a European Union that has doubled in size and is negotiating further accessions. A sound currency, the euro, that is a major currency of the world. A strong partnership with our neighbourhood that strengthens us all. If we act decisively, then we have nothing to fear from the 21st century.

As the strategic partnerships of the 21st century emerge, Europe should seize the chance to define its future. I am impatient to see the Union play the role in global affairs that matches its economic weight. Our partners are watching and are expecting us to engage as Europe, not just as 27 individual countries. If we don't act together, Europe will not be a force in the world, and they will move on without us: without the European Union but also without its Member States. This is why, in my political guidelines, I called for Europe to be a global player, a global leader – a key task and test for our generation.

Together with High Representative and Vice-President Ashton, I will present our vision of how we can maximise Europe's role in the world. With the European External Action Service, we have the means to match our aspirations.

In our globalized world, the relationships we build with strategic partners determine our prosperity. To be effective on the international stage, we need the weight of the European Union. Size matters, now more than ever.

A good example is the fight against climate change. Copenhagen showed that, while others did not match our ambition, we did not help ourselves by not speaking with one voice. Negotiations may have stalled but climate change has not. I want us to intensify our engagement with international partners to turn their press releases into credible commitments to cut emissions and push forward with fast-start funding.

The next two months will see crucial Summits with strategic partners. The more we are able to establish a common agenda with a clearly defined European interest, the more we will achieve. For example, I see huge potential in developing a transatlantic agenda for growth and jobs.

Where we are already punching our weight is the G20, the forum where the key economic global players address common challenges. When President Van Rompuy and I go to Seoul in November and represent the European Union, we want to see concrete results:

Further progress in global economic coordination.

More stable and responsible financial markets and agreement on reform of international financial institutions.

More effective global financial safety nets.

More progress on a G20 development agenda.

We will continue to show leadership in this forum and work closely with the French G8/G20 Presidency next year.

We also want to see support for the Doha Round. Trade boosts growth and prosperity. We will also pursue bilateral and regional Free Trade Agreements. In October, the Commission will present a renewed trade policy to drive new benefits for Europe.

Being open to the world also means standing side by side with developing countries, especially with Africa. When I go to the Millennium Development Goals High-Level Event in New York in 2 weeks' time, I intend to commit, with your support and on behalf of the European Union, an extra €1 billion to the Millennium Development Goals.

Being a global player also means standing up for our values. Human rights are not negotiable. I am shocked about how the rights of women are being infringed in many countries. I am appalled when I hear that Sakineh Mohammadi Ashtiani is sentenced to death by stoning. This is barbaric beyond words. In Europe we condemn such acts which have no justification under any moral or religious code.

Our values also mean that we must come to the aid of those facing a crisis situation, anywhere around the world.

Our humanitarian aid to Pakistan is the latest example of Europe's solidarity in action. It is a striking example of the need to present the different contributions of the Commission and the Member States as a truly European aid package. The Member States have the helicopters; they have the civil protection teams. We now need to pool them to create a real European crisis response capacity. This is what the Commission will propose in October. And I urge the Member States to show they are serious about the Union punching its weight in this area.

We are making progress on a common foreign policy. But let's be under no illusions: we will not have the weight we need in the world without a common defence policy. I believe now is the moment to address this challenge.

Honourable Members,

We are still bedding down the new institutional set-up of Europe created by the Lisbon Treaty.

What really matters is what the institutions deliver to the people. What matters is the difference Europe makes in their daily lives.

The secret of Europe's success is its unique Community model. More than ever, the Commission must drive the political agenda with its vision and proposals.

I have called for a special relationship between the Commission and Parliament, the two Community institutions par excellence. I am intensifying my political cooperation with you.

Europe is not only Brussels or Strasbourg. It is our regions. It is the cities, towns and villages you come from. When you walk round your constituencies, you can point to the European projects that are so important for their prosperity.

At the end of the day, we are all in the same boat, the European institutions, the Member states, the regions. The Union will not achieve its objectives in Europe without the Member States. And the Member States will not achieve their objectives in the world without the European Union.

Honourable Members,

The citizens of Europe expect us to take the action needed to get out of this crisis.

We must show them that the common efforts we are making today will lead to new jobs, new investments, and a Europe fit for the future.

I am confident that Europe has what it takes. We will get the results we are reaching for.

One thing is certain, it is not with pessimism that we will win this battle. It is with confidence, with a strong common will.

Today, I have outlined how I see the European Union doing that.

I have committed to deliver the proposals to build our economic union.

I have made the case to fast-track our reform agenda.

I have set out how to modernise our social market economy to deliver growth and jobs in a smart, sustainable and inclusive economy through our Europe 2020 flagship initiatives.

I have set out how to achieve a common energy policy in Europe.

I have defended the need for an area of freedom, security and justice, where Europeans will find that their fundamental rights and obligations exist wherever they go.

I have made clear that the Commission will strive for an ambitious budget.

I have proposed to develop EU project bonds to finance major European projects.

I have announced our reinforced commitment to the Millennium Development Goals.

I have made the case clear of why we need a common crisis response capacity and a also a common foreign and a common defence policy.

And I have urged European leaders to act together if they want Europe to be a global player and defend the European interest.

It is indeed a transformational, an ambitious and challenging agenda.

For Europe to succeed, the Commission needs your support for a stronger, a fairer Europe for the benefits of our citizens

EU as a Scapegoat

Since the first signs of crisis emerged in 2008, public opinion inside the European Union started to shift steadily, and the last report which has been recently revealed by EUROBAROMETER shows that people tend to become more and more ungrateful towards the benefits of the EU membership of their countries.

"The latest results show that support for EU membership has fallen to 49% (-4 points since autumn 2009), which is close to the lowest levels recorded in the last decade. The proportion of Europeans who consider their country’s membership a bad thing now stands at 18% up from 15% in autumn 2009." It’s ironic, but despite the 750 billions of bailout, the most significant decline occurred in Greece (-17%) and apparently Icelanders are also reluctant to accede to the European Union (only 19 percent of respondents think that EU membership will be a good thing).

But what does this data imply to? Not much! As even if public support declines to its roughly the lowest level, it cannot have much influence on the EU functioning as such. Basically only time when public opinion really matters is the EP election and even that time, we experience ignorance or maybe distrust to the only elected EU institution. Then why should we draw attention to the 6% decline? First of all it already dropped bellow middle line and in a long run we might experience more profound changes if the crisis persists. But thing is not merely the EP elections and explicitly growing anti-EU approach among the EU citizens might end up in pushing governments to more nationalistic policies, which is going to have catastrophic consequences to the overall stance of the European Union.

As time passes by, people fail to remember the pre EU Europe and majority of the EU citizens do not indeed remember the post World War Europe. They’ve got Welfare System granted as well as many other pros, which has become everyday life for each and every EU citizen. Unlike national governments, when people can easily re-elect, in EU’s case circumstances are different and it’s always the EU ends up being a scapegoat. It’s always the EU to blame when something goes wrong and it is always national government to praise if something works out.
