Mizoram University Campus Photo Tour

It was my privilege to visit Mizoram University during the break between Christmass and New Year during my holidays, My cousin Esther Hnamte who is working with Mizoram University took me around for which I am very grateful to her. Even though I am not an alumini of Mizoram University, I have always taken keen interest in developments within Mizoram University as it is the heart and centre of Mizoram's development, the University campus was much bigger than I expected and I could also see a lot of developments, the photos of which I will share below.

I was also fortunate to be able to meet the Vice Chancellor, Professor Lalthantluanga who is also a family friend of ours, he was kind enough to take me to his home for tea from his office, being a courtesy visit, I did not quiz him much of what I really wanted to ask him but he did tell me that he visited Yale University, an Ivy league university in the US in 2011 to study effective functioning of University , he also mentioned that Mizoram University is on it's way to having solar panels installed for each department for which the central government is going to bear 90% of the cost, he also mentioned that law department is not yet in the pipeline but they are interested in Architecture department but they could not get qualified candidates. He did mention that very bright Phd Mizo students were recently recruited in the University as Faculty.

Mizoram University Bus Stand 24.Examination Centre I know it's already a very long post but I would like to suggest a few suggestion for Mizoram University.
1. A Department for BIMTEC Studies be started - BIMTEC being Bangladesh, India, Myanmar, Thailand & China.

2. Mizoram University could try to have student/ faculty exchange with neighboring Universities as well as more developed countries.

3. Emphasis be given to further education in technical fields and start new departments for following a) Medical Education both Medicine & Dental. b) Engineering with emphasis on need and requirment of the state c) Legal education so that it could prepare Mizoram better once it gets its own high court d) Tourism Management to showcase beauty and provide employment to youth of Mizoram .

4. Promote local business to contribute in building departments/ dormitories in the University and reserve naming rights after Donor.

5. Negotiate with Mizoram State Government to use the underutilized Tribal arts centre near AICS for sports department of Mizoram University. Photo here

6. There is also a urban alleviation project which was discontinued by the state government due to concern for local cultural dynamics, these buildings were erected to house the poor people, but after protest from community, it was discontinued as it was felt that this would promote slum areas within Aizawl, however lot of money has been invested for construction of this buildings, my suggestion is that these building could be either handed over or sold to Mizoram University to house it's students at subsidized cost. 7. Have Undergraduate students also in the campus, this would help the students develop goal, vision as well. The undergraduate students could be taught by phd and post doctorate students with assistance of professors.

8. Mizoram University already has IIMC (Indian Institute of Mass Communication), Mizoram govt & MZU could promote the area around Mizoram University to be an education hub and promote other National Institutions with specific line or trade to open within or nearby Mizoram University campus, these could be NIFT (National Institution of Fashion Technology, IIM (Indian Institute of Management), IIT (Indian Institute of Technology), NLS (National law School), NIHM (National Institute of Hotel Management) etc

9. If you closely look at the map of Mizoram University from google map, you can see that the road to airport is roundabout the city , in order to have better transportation and communication it would be advisable if there was a direct and shorter route with good road from Mizoram University campus to Lengpui Airport without going around Aizawl city. 10. Set up a software technology park or special economy zone near Mizoram University where tax holiday of atleast 5 years is given with Infrastructure facilities like good buildings, water & electricity so that budding graduates from University can start business from incubation units which can later generate employment for the state.

On the way to Mizoram University, I thought I would just have a peep at AICS aka Academy of Integrated Christian Studies. AICS is a college of theology operated and owned by the Baptist Church of Mizoram affliated to Serampore University next door to Mizoram University.

Right next door to it was Tribal Arts Centre, I could not connect how a tribal arts center resembled more of a outdoor stadium.

Christmass Celebration in Mizoram

Just a few photos of Christmass Celebrations in Aizawl. Normally 24th to 26th is the Christmas festivity period. 24th is basically the preparation day, people have dinner with families, go out and visit friends, 26th is what we call Thingpui Ruai or Tea Festival, the day is usually spent at Church by major protestant denomination, 26th is the day for festival, where either pork or beef is the main course. Below are a few of photos I took during the Christmass festivity.

Unfortunately, this Christmass was not a moment of happiness and joy as we would have wanted because I lost two person very close to our family, one of them is my Aunty's husband (Lalthanzika) and the other is my Mother's sister (Lalawmpuii), so Christmas was more a time of recollection of happy times and also a time of tears. I lost my mom nearly 9 years back, I still recollect the first christmas, my first kid, my marriage, joyful moments also become tearful moments, below you can see my two and a half year old son kissing his mother's tombstone, he has never seen his grandmother, but just like me I am sure he would miss her love, care & affection were she still around. As I get older, I undertand how precious my mother was and also feel sad that my cousins will be following in the same path.

Finally reached Aizawl and have got a chance to spend Christmas here after a long time, the air is clear, crisp and cold, christmass music of the Jim Reeves type as well as local Mizo Christmas carols are in the air everywhere, there's an air of tension among the visitors trying to do last minute shopping. Tax Investments Planning in India

It is again the time of the year when you have to make your investments or else your 2 months salary is going to be deducted. I thought I will just share how I have planned for my tax saving & some of the investing options that we have. I am giving it a ranking based on 5 stars. You can add your thoughts on how you invested below, the opinions given below are personal and investing plans may differ from person to person, you are free to comment below if you agree or disagree with my ratings.

National Saving Certificate - I think post office is a stable investment plan but then the lock in period is a bit too long, 6 years and the Interest earned is 8 % with half yearly compounding. You can opt for premature encashment after 3 years but you will not get much. Tax saving under 80 C My rating **
Fixed Deposit- Fixed deposit has a minimum lock in period of 5 years, it gives a return of only upto 8%, with half yearly compounding, the rate of returns can be even less if adjusted to inflation, but I think it’s a good idea to have a flexible fixed deposit linked to your saving account so that some of your cash in hand gives a better return on interest than saving bank interest of 3%. Tax saving is under 80 C. My Ratings ***
ULIP (Unit Linked Insurance Plan) – ULIP is a popular insurance scheme followed by many people as it is being promoted by LIC agents, I guess it’s great that it’s providing employment to lots of people, but then the loading charge for ULIP linked plans are upto 12% and 5-7% for subsequent years, it also has a lock in period of 3 -10 years. If you take a insurance investment plan of three years, you would have hardly recovered your amount of investment, besides the amount of Insurance on your life is very less as it is usually about only 5 times the Premium amount. It is difficult to have your cake and eat it too with this investment plan, I would prefer other options rather than invest in ULIP. Tax saving under 80 C. My ratings for ULIP plans *.
ELSS (Equity Linked Saving Scheme) - Equity linked saving scheme is a pure investment in Mutual funds and stock market without any insurance unlike ULIP but is not much promoted by investment agents as commission is low, about 2-3% of investment amount. For tax purposes, it’s a minimum of three year investment and return back of your investment depending on the fund. If it’s a good mutual fund, you could get upto 30-50% of your investment, if the market goes down, you lose your investment. In case you are investing for pure investment purpose and not for tax saving, you also have the option of investing by SIP (Systematic Investment Plan), which means you invest a small amount every month and you can with draw it anytime you like. It is a good idea to mix your equity investment with debt and equity so that you can prevent yourself from huge losses in market. Tax saving is under 80 C .My ratings ***
Pure Term Insurance- Pure term insurance is another insurance product which is not much promoted but then again, I think it is a good insurance plan. With the case of Pure term insurance, with an investment of Rs3,000- Rs 4,000 depending on your age, you can have an insurance cover of upto Rs 50 lakhs, the only downside being that your premiums are not refundable. Tax savings under 80 C. My ratings ***
Medical Insurance - Medical Insurance I feel are a must, as no one can for see when one will fall ill or need hospitalization. It is advisable to check if there are riders and opt for them dpending on what riders they have. Also make sure you check the claim history of health insurance and empanelled hospitals by the Health insurance company before investing. You can claim upto Rs 15,000 for Insurance. Tax saving under 80 D, in case of disability tax saving under 80 DD. My rating is ****
Real Estate- Real Estate is also one of the best investment options around but then not everyone is rich enough to buy property or flat as property prices are high and so is the Equity Monthly Installment payment. But you can also think of it in this way, if you can afford to pay the down payment, you could be paying for your own house instead of renting a house for say Rs 10,000 or any amount. Besides, Real estate also gives us the privision for tax saving, so I would say real estate is a good investment option. Tax saving is under Section 24(b) .My ratings ****
EPF (Employee Provident Fund) – If you are a salried person, you don’t have much option with PPF, a small amount of your earnings are deducted for provident fund and an equal amount is contributed by the organization or company that you work for, it’s a very good investment option but you can only invest a limited amount. Tax saving is under 80C. My Ratings ****
PPF ( Public Provident fund ) One of the oldest investment options, PPF scores on all grounds as it is one of the very few investment options that fall under EEE (exemptexempt-exempt) tax regime. This implies that not only the investor can enjoy deduction on the amount invested in this scheme but the interest received on maturity is also exempt from tax. PPF offers an interest rate of 8% compounded annually, with the maximum investment restricted to Rs 70,000 a year and mandatory investment tenure of 15 years. Tax saving is under 80 C. My ratings ****
Rent – If you have a House Rent allowance, you will be able to claim for tax deduction upto the amount that is allowed in your salary slip. Tax saving is under 80 C. My ratings **
Charity - You can make donations to charity on the condition that your donations to charity is less than 10% of your income. But make sure you make donations to well known charity and trust so that you can follow it up. There are options for donations to charities to help orphans, help people in disaster’s etc. You can availl of tax saving under 80 G of Income tax. My ratings ***
Education - You can avail of Income tax exemption for your children's education from School to College. You can also avail for coaching fees for competitive exam upto 2 children. You can avail of this tax saving under 80 G of Income tax. My ratings **

Now, I have shown above the various investment options, you could be investing on this different options but I would say, one of the best options would be to invest in Pure Term Insurance + Equity Linked Saving Scheme+ Real Estate. But then, that’s my personal choice. Investment decisions depends a lot on these following factors – your age, your monthly income & your future plans.

It is also advisable that if you are still young, 30-40’s , you could invest more with risky instruments like Equity linked saving scheme , real estate etc as you are expected to have better future income at your disposal as well as the time to wait for investments to mature, but if you are older, it’s better to invest in less risky investment instruments like post office, fixed deposts etc

Also, as pointed out earlier, if you are not investing for purely income tax saving purpose, it’s not necessary to invest for lock in period and you can adjust accordingly. Also, it’s always best to take the advise of your financial advisor and Chartered accountant to advise you on the best options. All the best on your income tax saving decisions.

I could not follow the match as closely as I do on TV with all the festive atmosphere but a brief report of the Match- Mohun Bagun got off to a good start, Bareto created lot of chances, Sunil chhetri created a penalty which was converted by Odafa Okolie. Alan Gow and Robin Singh of East Bengal seemed to be missing the Presence of Tolgay, even though East Bengal players seemed to have a lot of chances, they failed to convert any goals. The lowlight of the evening was the 20 minutes powercut 5 minutes before the game ended.

People started lining up for the 6:30 match at 1:30 already, there was an air of excitement and anticipation among the fans, Obviously 2 separate gates for Mohun Bagan & East Bengal fans, even inside the stadium, the middle block between Mohun Bagan & East Bengal was kept empty to prevent voilence between the fans, never the less, there was still a lot of teasing and taunting among both fans at each other with lewd gestures. 7. I estimated that the total number of fans inside the stadium to be anywhere between 90,000 to 120,000 with all 3 tiers of stands inside Salt lake stadium, I was wondering about the logistics and I found it outside the stadium, people packed in the back of big trucks, the other popular means of transporation Tata Ace, Tata Sumo & Maruti Van were parked all around the stadium. 2009- 4Review -( One observation that I have made here is that in last year’s India Today Issue, they had mentioned Mizoram was No.1 among the small states, whereas in this year’s edition it mentions that last year’s ranking was 4^th. I have my own doubts how reliable this ranking is and doubts remain wheather rankings can be manipulated due to some interest.)

2010 – Visiting USA

2011 – 8 – I still remain sceptical of the India today ranking of the states. The two economist who are doing the ranking Bibek Debroy and Laveesh Bhandari say that the format of ranking has been changed. Instead of showing the actual ranking of state based on development indicators, they say that they are now doing ranking based on Improvement over the past years, unlike previous years, they would want us to believe the improvements in ranking without showing us thenumbers and source of information for their ranking. The India today ranking of the states seems to me more like a paid news wherein rankings are adjusted based on the whims of the editor. Let’s look below at Mizoram’s ranking compared to the previous years, Mizoram has never been ranked lower- 8^th among the small states.

2011 – MIZORAM AGRICULTURE – 1^st

The Ranking for Agriculture was 6^th in 2004,8^th in 2005, 6^th in 2006 and 8^th in 2007 ,7^th in 2008, 1^st in 2011

Mizoram has drastically improved in Agriculture, this could be due to the Dynamic & experienced leadership of the Agriculture Minister- H Liansailova, a former bureaucrat who know the state government system well. Due to his good work, he has also been given additional charge of the Finance Ministry. Due credit must be given to the Agricultural department who has a Director who has done his Phd on research of rice cultivation in Mizoram. The New Land Use Policy of eradicating jhum is making some progress with the 1 lakh amount paid in trenches and training given to farmers. As 70% of people in Mizoram are farmers, stress is being given to NLUP, the flagship program for agricultural growth with inputs from Academics from University, Central government and others.

MIZORAM PRIMARY HEALTH – 3^rd

The Ranking for Health in Mizoram for 2004 and 2005 was 1^st but 6^th in 2006 and 5^th in 2007 & 2008 , 3^rd in 2009, 1^st in 2011

The health Ministry has progressed a lot under the present Health Minister, unlike the previous MNF ministry who used ADB bank loan for a private sector Insurance (Bajaj Allianz) for people of Mizoram, instead the present government has utilized the Rashtriya SwasthyaBima Yojna (RSBY) scheme for BPL and asked the people above poverty line to pay a subsidised premium which makes much better fiscal sense than the previous MNFgovernment. It must also be noted that so far there has been no allegations of corruption against the present Health Minister Lalrinliana Sailo unlike the previous Health Minister under MNF government.

As stated in the Magazine, Malaria deaths are down from 119 to 31 in 2010, a lot of Doctors (including my friends) have been posted in rural areas, efforts are being made to improve infrastructure in Falkawn referral hospital and shift majority offunctioning of Civil hospital in Dawrpui(centre of city) to the suburb in Falkawn Referral Hospital area, Hospital’s with nursing college are being built in Champhai and other districts, however a Medical college still eludes the state of Mizoram.

MIZORAM INVESTMENT ENVIRONMENT – 10^th

The ranking for Investmentin 2004 was 1^st, 3^rd in 2005, 7^th in 2006 and 6^th in 2007, 1^st in 2008, 8^th in 2009, 10^th in 2011

First of all, it’s a bit funny that Mizoram was ranked first in 2008 and now in 2011, it has been ranked last among the small states.

Even though Mizoram has no major private sector investment, it must be noted that compared to previous years, major investments have taken place due to the look east policy as well as state government intiatives like:
1.Kolodyne Multi Modal Transport Transit Project estimated at Rs 545 crores- more details of the project by Rochamliana can be read by clicking here
2. Kolodyne 460-MW hydel power Project worth 2500 crore under progress by National Thermal Power according to the Hindu.
3. Tuirial 60 MW Hydel project worth 913 crore is also under progress at Economic times.
4. Lawngtlai Sittwe Highway spanning 99.82km between Lawngtlai town in south Mizoram to Sittwe port worth 600 crore according to the telegraph.
5. Rajiv Gandhi Stadium at Mualpui budgetted at Rs 132.78 crores according to The Zozam times
6. National Institute of Technology campus planned at Thenzawl- Rs 250 crores sanctioned by Times of India.
7. The Aizawl Thenzawl Lunglei world banking funded road which reduced distance from Aizawl, state capital to Lunglei from 235 to 154 km costing Rs 534 crores according to Eastern Panorama.
8. Railway line of 51 km from Bairabi to Sairang that will consist of 204 bridges, 24 tunnels and four stations is also under progress and is estimated to cost 2384 crores according to Vanglaini & CNN IBN.

MIZORAM PRIMARY EDUCATION – 7^th

From 2004 -2006 Mizoram has consistently ranked 2^nd but in 2007 it has ranked first, but has gone down to 2^nd in 2008, the ranking has further reduced to 3^rd in 2009 and now 7^th in overall rankings.

Mizoram now tops Literacy level in the whole country with 82.9% literacy, 83 per cent of children over 10 years of age have completed their education. Progress has been made in elementary education with a different system of education with deemphasise rote learning among elementary school schildren.

But sadly enough there’s very bad scope for good higher technical quality education in Mizoram at higher level's as it does not even have a Dental or Medical College in the whole state.

On a brighter note, NIT (National Institute of Technology) and IIMC ( Indian Institute of Mass Communication) have been started in Mizoram Mizoram University is also making good progress but needs to start new departments like Medical science, Architecture & Law departments which can be further utilized within the state.

MIZORAM INFRASTRUCTURE – 3^rd

In terms of Infrastructure, Mizoram has consistently ranked 4^th from 2004 till 2008, from 2009 it’s ranking has been 3^rd position.

Infrastructure projects leave a lot to be desired in Mizoram, specially roads as the road conditions are very bad, some people allege that road conditions are not in a good condition due to the fact that the state government is placing to much financial resources on the flagship NLUP Program and diverting money needed for road construction for Agricultural purposes.

Nevertheless, infrastructure is being built across the state due to the Central’s Look east policy, the plan to link Sittwe in Myanmar to Kolodyne river, the Bairabi- Sairang railway construction, the Rajiv Gandhi Stadium and Tuirial Hydel project, the Kolodyne Hydel Project & NIT construction are the major infrastructural project in the state at present.

MIZORAM CONSUMER MARKET - 9^TH

Again a consistent 5^th from 2004 till 2008 , it’s ranking has climbed to 4^th in 2009 and in 2011 is 9^th . Basically a parameter for measuring Per capita ownership of TV, 2 wheeler. Telephone. On the whole, per capita ownership of consumer material is high in Mizoram. According to Times of India 89% of the Mizoram population is believed to have mobile telephones. The Consumer market ranking has come down to 9^th but compared to previous years, the consumer market seems to be going up – various retail outlets like addidas, Nike, Reebok, Sony, Nikon and Samsung have set up their own retail outlets. Private Banks like HDFC have been setting up branches even in district head quarters like Saiha, Lunglei and Champhai. ICICI, Canara bank, IDBI, Axis, Punjab national bank and many others have been setting up branches in Mizoram. The vehicles in Aizawl city are also filled with the latest Chevrolet beat and I 10’s so it’s a bit hard to understand the recent dip in ranking.

MIZORAM LAW AND ORDER – 2^nd

2^nd Consistently from 2004 to 2006 but has fallen to 4th had gone up to 1^st in 2008, again 2^nd in 2009 and 10^th in 2011.

The India today ranking is more of a joke, Mizoram a state which was ranked 1^st in 2008 is 10^th in 2011, unbelievable, let me illustrate, there was a kidnapping in 2008 where it was alleged that ransom money was paid, this year the Mizoram police did commendable job in that they caught up with the kidnappers and rescued the hostage but then you could say the ranking is based on improvement, but I still find it hard to digest that Manipur is 1^st among the small states in law and order with a road blockade running now for more than 100 days due to the Sadar hill district agitation by kuki people, which is protested by the Naga People. having been to Manipur, I can confidently say that the cops are not in control, especially in the hill areas inhabited by the Naga like Ukhurl and in the Kuki dominated hill district. Manipur also has a very high rate of corruption and you can buy almost anything- driving licence, high school leaving certificates etc,so I have difficulty in believing that Manipur has the most improved Law and Order among the small states.

A very consistent ranking of 5^th from 2004 till 2007 had gone up to 4^th in 2008, the ranking comes down to 5^th again 2009 and further down to 8^th in 2011 – basically measuring urbanization and GDP of state. I cannot comment how they have come down to a ranking of 8^th as they have not shown the database and parameters for selection.

Pachhunga University is a college which according to me can be said to be the Harvard of Mizoram, it's one of the topmost college in Mizoram with most of the Politicians, Church Leaders, Bureaucrats, Journalists, Sports people, famous singers alumini of this college. I do hope that one day this college does become a full fledged university with strong support from it's alumini & Mizoram University. As PUC has a very big green campus, I do hope someday that college's in unsuitable location with no parking and playground eg- T Romana College, will be unified with PUC. Even though I never attended this college, my aunt- Nu Awmpuii (RIP) worked in the principal's office and it was for this reason that I went down to the campus.

Pachhunga University College is the Constituent College of Mizoram University. Pachhunga University College was awarded Grade ‘B’ with CGPA 0f 2.78 by National Assessment and Accreditation Council(NAAC). The college caters courses up to Honours level in 19 subject areas of Arts, Science and Commerce streams. The academic programme include, apart from effective class room teaching, two terminal exams, periodic class tests, seminars, assignments, remedial courses, field studies etc. One of the distinctive features of the college is its unique setting – a couple of kilometers down the hill away from the hub of the Aizawl Town is the sprawling 760 acres campus. During my recent visit, went for a walk from Khatla to new Secreriat area, most of which used to be occupied by Assam rifles, a lot of Offices were under construction for several departments, I just took photos of a few building I saw during my walk, I do hope that more departments would be shifted here to reduce the traffic congestion in downtown Aizawl city.

Durga Puja, the biggest festival for Bengali Hindu's was held with gusto from 4th - 7th Oct with Gusto in Kolkata , lots of colorful Pandals adorned all the localities and clubs and they had competition among each other to outdo each other in terms of safety, decoration, theme etc. I must also mention that the early morning prayers made getting up late very difficult.

There was a sense of community among the people of Kolkata for those few days, also I noticed there were less beggers on the street, probably an outcome of free food in the Pandals. I just hope that they have this sense of community outreach, specially for weaker sections of society once a week to ease the ruthless life here in Kolkata.
