Job Summary
The Senior Business Analyst (Sr. BA), IT-DMO performs a hands-on role in the IT department that includes analysis of existing business processes and information, collaboration with internal and external customers and development of new and improved business processes.
The Sr. BA also acts as a liaison between the IT department and internal business units, clients, external vendors and technical organizations regarding solution analysis, requirements elicitation and documentation, design, testing, implementation, as well as trouble-shooting.
The position requires a high degree of business focus with the ability to ensure that the functional requirements and the solution design support the business requirements.
The position will also partner with other technology resources to ensure that the testing strategy, plan, and scenarios are adequate to thoroughly test the business requirements.
The position operates under minimal supervision with much latitude for independent judgment on assigned projects, which typically are larger, more complex initiatives.
The position must also understand business problems and opportunities within the context of the requirements and recommend solutions which will help achieve the goals of the business.
The position may lead, mentor or direct the work of other team members or analysts.
The position, as required, will also represent the IT DMO’s BA Team at both tactical and strategic meetings, including, but not limited to Change Management and Prioritization sessions, as well as serve as back-up to either or both the IT DMO BA Team Lead and/or IT DMO BA Manager.
The position will also be an active contributor to IT DMO BA process reviews to ensure focus on streamlining work flow and continuous improvement for optimal productivity and successful delivery.
Essential Duties
Clarify and validate the business need and intent of the initiative, defining why the effort is being undertaken and what criteria will make it a success.
Drive and facilitate the elicitation of business requirements using a variety of techniques such as: interviews, document analysis, requirements workshops, JAD (Joint Application Design) sessions, surveys, site visits, business process models, use cases, scenarios, business analysis, task analysis and workflow analysis.
Critically evaluate information and analyze data gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true business needs.
Develop requirements specifications according to standard templates, using natural language, and communicating requirements at multiple levels of detail to multiple audiences, which may include: Use Cases, User Interface (UI) flow diagrams and optionally, Activity and State diagrams for each high-level function.
Document and facilitate resolution of issues/actions that impact the development of business requirements.
Transition detailed requirements and business value/intent to the Systems Analyst (SA)/design teams, and partner with them as required during documentation of system requirements.
Work independently with users to define concepts, as well as under direction of project managers, and BA Team Leads.
Challenge face-value of requirements and drill-down to core business needs.
Proactively be an agent of change, facilitating and collaborating aspects of the impact of business change on the groups being impacted, and recommend modifications to existing business processes and/or software functionality to improve operational efficiencies.
Collaborate with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs.
Collaborate with project managers, other business analysts, subject matter experts and end users on assigned projects, and attend planning and status meetings as necessary.
Assist with Quality Assurance Testing and coordination of User Acceptance Testing. Review test cases and collaborate with QA resources to ensure test cases match the intent of the business requirements. Collaborate to prioritize test cases and understanding of business context with QA team. Facilitate internal and external customers in executing UAT to ensure business requirements are tested to their acceptance criteria.
Assist users with ad-hoc reports and queries for state reporting and other needs via the use of native SQL querying, SSRS (SQL-Server Reporting Services), or similar tool sets.
Facilitate the review and validation of requirements with various stakeholder groups (technical development, internal users, vendors, etc.) and perform final review to obtain sign off on detailed business requirements.
Assist with sizing solution(s) in terms of IT resources and capital using a cost estimation model such as function points.
Participate in all related system detail design walkthroughs; ensure that all detailed business requirements are included in the designs.
Continue to support the project as questions arise, which are associated with the detailed business requirements.
Successfully engage in multiple initiatives simultaneously, which at times, may require assuming additional project roles/functions (i.e.: Systems Analyst, IT Project Coordinator, and IT Project Manager).
Required Knowledge, Skills, and Abilities
Strong analytical skills required, including a thorough understanding of how to interpret customer business needs and translate them into solution requirements in natural language.
Understanding of how to document and translate requirements that use technology and design without crossing into design, free from tech-language and, focusing on the “what” vs. “how.”
Ability to understand and capture ALL requirements types (Functionality, Usability, Reliability, Performance, and Security).
Demonstrated ability to elicit requirements from a variety of stakeholders (internal, external) for solutions that include business process and technology components using a variety of techniques and for technologies you are not experienced in.
Demonstrated proficiency in effectively recommending and successfully implementing appropriate business process improvement plans (includes knowledge, understanding and utilization of business process flow techniques).
Demonstrated proficiency facilitating requirements workshops and JAD sessions.
Demonstrated proficiency to manage business analyst responsibilities for multiple, parallel projects.
Demonstrated ability to analyze needs of business requirements development and determine priorities.
Demonstrated proficiency with Microsoft Office applications (including MS Visio) for requirements analysis and documentation, presentations, data analysis, and modeling (or a similar productivity toolset).
Ability to quickly assimilate new business and technical concepts.
Ability to understand, document and clearly articulate business requirements.
Ability to present complex business and technical concepts to a diverse audience of technical and managerial resources.
Ability to create conceptual visuals of technical and business concepts, abstracting complexity and details into simple visual models.
Ability to work both independently and collaboratively.
Ability to look across the entire organization and understand the “big picture”.
Strong project and time-management skills to ensure timely delivery of assigned tasks, and ability to work under pressure and meet goals.
Adept at problem-solving, conflict resolution, and negotiation.
Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, including executives, managers, and subject matter experts, as well as vendors and customers; altering communication style and levels of detail for the appropriate audience
Knowledge of all phases of system development life cycle, preferably several different methods including Agile, RUP, and waterfall.
Knowledge of standard business analysis practices and techniques (i.e.: IIBA BABOK).
Willingness to travel on occasion to remote offices.
Willingness to work outside business hours on occasion.
Willingness to take on additional project roles/functions if required: Systems Analysis, IT Project Coordination, and IT Project Management.
Preferred Qualifications
Four-year college degree in business, information systems, or a related field or a combination of technical and business education, training and experience that provides the necessary knowledge, skills, and abilities to perform the essential duties of the position.
Proven track record in successfully gathering, analyzing and documenting the requirements on projects/solutions of varying scope and complexities.
A minimum of 5 years in an IT Business Analysis role.
Experience in formal SDLC methodologies, CMM, or commonly used BA practices as defined by the IIBA BABOK.
Healthcare administration claims processing, and related software system experience desired.
