KUALA LUMPUR, Dec 12 ― Lynas Corp has not submitted its plans for a permanent disposal facility (PDF) for the possible wastes it will produce at its controversial rare earth refinery in Kuantan, says the Atomic Energy Licensing Board (AELB) An AELB spokesman told The Malaysian Insider that submission of the PDF plans is a legally binding condition of the Temporary Operating Licence (TOL) issued to Lynas, but noted that the stipulation has not been breached.

The spokesman, who declined to be named, confirmed that failure to submit the PDF plans within 10 months of the TOL being issued could lead to the Australian miner’s licence for the multi-billion ringgit refinery being suspended or revoked. “If they don’t submit to AELB, we will use the power and authority that we have,” he said, pointing to Section 22 of the Atomic Energy Licensing Act 1984 (Act 304)

If Lynas violates any condition in the TOL, AELB’s options under Section 22 include the suspension and revocation of the licence. When asked whether AELB would need to pay compensation to Lynas in the event of a suspension or revocation of the TOL, the spokesman referred to Section 22 (3) of the same law.

Section 22 (3) states that the licensee, in this case Lynas, would not have any claim or be entitled to compensation for losses suffered due to the licence being cancelled, suspended or not renewed. Save Malaysia Stop Lynas (SMSL) chairman Tan Bun Teet has said Lynas was yet to identify the site of its PDF and submit plans on treating the waste, despite the AELB’s condition of 10 month-period from the date of the TOL’s issuance.

“It’s been 10 months exactly and Lynas has said it will not be exporting its waste. What’s the permanent solution?” the environmental activist asked yesterday. Kuantan MP Fuziah Salleh, who has actively campaigned against the Lynas plant, claimed in a statement today that the Australian miner had breached the PDF clause.

“From the above conditions it is very clear that Lynas has breached the conditions of the TOL since it is more than 10 months since the TOL was issued on 1st February 2012,” Fuziah alleged, referring to the conditions in a February 22 statement jointly made by four Cabinet ministers.

But the AELB spokesman clarified that the 10-month period starts from the date of issuance of TOL by AELB, not its date of approval. AELB had approved the TOL this February 1, but only issued it this September 5, which means the deadline for the 10-month period is likely to fall on July next year.

The spokesman said that the 10-month period is “more complicated now”, pointing out that the local courts had previously suspended Lynas’s operations here for several months. He suggested that it was possible that Lynas would use the court’s previous suspension of its operations to argue the actual deadline of the 10-month period.

But he said a five-man AELB board will decide on all the implementation of the Act, including the TOL’s conditions and the start of the 10-month period. The spokesman said that Lynas will still have to apply for a full licence, pointing out that the firm now only possessed a TOL.

A statement by AELB on February 1 and the February 22 joint ministerial statement, which have similar content, explicitly states five conditions, with three relating to the PDF. The February 22 statement, written in the English language, said that Lynas has to submit details of the plans and location of a proposed PDF to AELB, and the submission must be made within 10 months of the date that the TOL is issued.

The third condition states: “This requirement must be complied with regardless of any alternative proposal Lynas may make for the management or disposal of the factory residue (eg. recycling, conversion into products that can be sold, etc)”.

Sydney-based Lynas Corp had on Monday repeated that it is committed to following the rules and regulations set by Malaysian regulators, including a condition to export residues produced out of Malaysia. Unprecedented public anger towards the Lynas plant has turned it into campaign fodder for the general election that must be called by next April when the BN’s mandate expires.

Despite widespread opposition owing to environmental and health concerns, the government granted the Australian miner a temporary operating licence that allowed it to carry out a trial run earlier this month.

Anti-Lynas groups are still seeking to halt the project and have taken their case to court. Their challenge will be next heard on December 21. LAMP is touted to be the world’s biggest rare earth plant outside China and aims to break the eastern giant’s 90 per cent chokehold on the material crucial to the manufacture of high-technology products like smartphones.

What is the Apple iPhone 5?

The Apple iPhone 5 is the latest smartphone released by Apple as a successor to the very successful iPhone 4S. The announcement was made on 12 September 2012 (13th for us in Malaysia) by the boys at Cupertino, California and the initial batch of countries will be getting it on the 21st September 2012. Some new features of this new iPhone are:

Aluminium back, glass front
New Lightning connector (smaller than the previous 30-pin)
compatible with nano-SIMs
New faster A6 chip with the latest iOS 6
4G LTE Connectivity (but LTE services probably not yet ready in Malaysia)
8MP rear-facing camera (1080p); 1.2MP front-facing camera (720p)

How much will it cost in Malaysia?

No word yet, but judging by previous releases again, the prices in other countries look to be similar to the prices of the iPhone 4S when it launched last year, so we can expect the RRP in Malaysia to be something like RM2,190 – RM2,290 with most of the networks offering similar levels of discounts as of right now (early September 2012).

Will the Apple iPhone 5 work in Malaysia?

While the phone has not yet launched in Malaysia, we tested a working model on hand to work with the major local network carriers micro-SIMs (Maxis, DiGi, Celcom, U Mobile) reduced-by-us to nano-SIMs. Maxis and DiGi are the only ones that have announced they will issue nano-SIMs for a small fee, but based on our initial tests, if you are willing to do something fiddly with your Mini-SIM or Micro-SIM then any provider should work.

I can’t wait for the Malaysian release date, how do I get an Apple iPhone 5 now?

We’ll we would probably say you could pick it up next weekend from one of the first batch of countries, and we’re pretty sure some ‘grey’ market models (ie. bought overseas and sold here for an unsavoury amount of money!) will be available in places like Low Yat, Queensbay and Digital Mall.

Keep in mind that you may have to do something fiddly with your local network SIM card (except Maxis) as the iPhone 5 is only compatible with nano-SIMs (iPhone 4/4S used micro-SIMs, iPhone 3G used regular Mini-SIMs).

HELSINKI — Nokia Corp. said Wednesday that it is suing Research In Motion, the maker of the BlackBerry, for breach of contract in Britain, the United States and Canada over cellular patents the two companies agreed on nine years ago.

The struggling Finnish cellphone maker agreed with RIM in 2003 on a license that covers patents on “standards-essential” technologies for mobile devices. RIM has since claimed the license should also have covered patents for non-essential parts and it filed arbitration proceedings with the Stockholm Chamber of Commerce in March 2011.

Earlier this month, the Arbitration Institute of Stockholm Chamber of Commerce ruled against RIM’s claims. Nokia said it filed a suit earlier this week to enforce the tribunal’s ruling, which says that the Canadian company is “not entitled to manufacture or sell products compatible with the WLAN Standard without first agreeing with Nokia on the royalty to be paid.”

RIM said it “will respond to Nokia’s petitions in due course.” “Research In Motion has worked hard to develop its leading-edge BlackBerry technology and has built an industry-leading intellectual property portfolio of its own,” said RIM spokeswoman Crystal Roberts.

Peter Misek, an analyst at Jefferies in New York, said Nokia’s filings mean that RIM likely will end up paying royalties of $2 to $5 per phone.

Nokia is among leading patent holders in the wireless industry. Major manufacturers of phones and wireless equipment are increasingly turning to patent litigation as they jockey for an edge to expand their share of the rapidly growing smartphone market. Last year, Nokia received a $565 million royalty payment from Apple Inc. to settle long-standing patent disputes. It also has filed claims in the United States and Germany alleging that products from HTC Corp. and Viewsonic Corp. infringe a number of its patents. Nokia shares closed down 1 percent at €2.53 in Helsinki on Wednesday.

SHAH ALAM, Nov 9 — Nurul Izzah Anwar, who has been accused by Umno of supporting apostasy for Muslims, met with Selangor religious officials today and submitted her a transcript of a speech she made to clarify her statement on religious freedom.

The PKR vice-president’s statement, at a public forum on “Islamic State: Which version, whose responsibility?” in Subang Jaya last Saturday, has resulted in attacks from several religious hawks and Umno politicians suggesting that her remarks meant she supported Muslims renouncing Islam and turning “murtad” or apostate.

“I have lodged a report which tells the real story to JAIS director Datuk Marzuki,” she said, after meeting with the Selangor Islamic Religious Department. “Thank God, JAIS had given good co-operation.”

Nurul Izzah was accompanied by her lawyer Fadlina Sidek while meeting the director and three officers of JAIS to lend her co-operation on the matter. Fadlina told reporters that the legal action against Umno-owned Utusan Malaysia, Berita Harian and a number of blogs for allegedly twisting her statement in the recent forum will go ahead.

Nurul Izzah also confirmed that she had lodged complaints against the publications to JAIS.

Datuk Zulkifli Noordin, vice-president of Malay right-wing group Perkasa, was quoted yesterday as being willing to provide a lawyer to Utusan Malaysia if Nurul Izzah decides to go ahead with her suit.

In a forum organised by Perkasa last night, Zulkifli said that he was willing to defend the daily pro-bono, “We’re not defending Utusan Malaysia, we’re defending the Malay race, Islam,” he said. Race and religion issues are inseparable in Malaysia, where the Malays — who make up 60 per cent of the 28 million population — are constitutionally defined to also be Muslims.

A small group is holding a vigil at Dataran Merdeka to call for the release of Ahmad Abd Jalil, who has been remanded for three days until tomorrow on a fresh charge under the Malaysian Communications and Multimedia Act.

KUALA LUMPUR, Nov 5 ― The police today rearrested Ahmad Abd Jalil after a Johor magistrate freed him from a three-day remand order for allegedly insulting the state Ruler, allegedly telling the youth’s family that they were acting on orders from “orang atas” (higher-ups), a family member has said.

Ahmad, who was detained last Friday for a sedition probe over his alleged Facebook insult against the Johor Sultan, was immediately taken away by police after he was uncuffed in court this evening, despite protests from his lawyers and family.

“Legally, Ahmad has been FREED by d magistrate. But d POLIS wants 2take him back to IPK. We are insisting that Ahmad follow us. Police still...?” said Ahmad’s father Abd Jalil Abd Rahman in a text message to The Malaysian Insider at around 4.30pm today.

IPK refers to “ibu pejabat polis kontinjen” or the Johor police contingent headquarters, where the 27-year-old Ahmad has been held for the past few days. In his next text message at 5.25pm, Abd Jalil said, “Majestret dah LEPAS Ahmad tapi inspector Nazri dan 2 anggota tak pakai uniform dah bawa balik Ahmad ke IPK. Sekarang dia ‘under arrest’ dgn charge lain pula (Multimedia Act).”

[Translation: The magistrate has freed Ahmad but inspector Nazri and two plainclothes police officers have brought Ahmad back to the Johor police contingent headquarters. Now, he is ‘under arrest’ for a different charge (Multimedia Act).] In a phone call to The Malaysian Insider later, another family member of Ahmad’s who declined to be named alleged that the police have admitted that they were keeping the youth in their custody due to orders from above.

“Ahmad was released because the magistrate said they failed to get statement from him in the three days they held him. “They opened his cuffs but then did not release him... saying that this is an instruction from ‘orang atas’. So tomorrow, they will bring him again to the court to seek another remand order. “Who is this ‘orang atas’?” the family member said.

According to Ahmad’s lawyer on Saturday, the police had informed the youth that he was being investigated under Section 4(1) of the Sedition Act 1948 over a Facebook post that allegedly insulted the Johor Sultan.

English daily The Star had today quoted acting Johor CID chief ACP Abd Aziz Ahmad as saying in a statement that the posts were published on October 21 and had implied that Sultan Ibrahim was unfit to be the state ruler. According to the news report, Ahmad is also being investigated under the Communications and Multimedia Act.

Speaking to The Malaysian Insider later tonight, Abd Jalil said he still feared for his son’s safety, complaining that he was in the dark as to what would happen next. He pointed out that since the magistrate had freed Ahmad from remand, the police should not have carted his son back to a lock-up.

“As it is, they made us wait in court this morning from 8.30am until about 4pm before Ahmad was brought to see us,” he said. Abd Jalil explained that even then, the youth was brought to court by three men, only one of which was dressed in full police uniform. The others, he said, were in plainclothes.

“When Ahmad was freed, the driver ― a big guy dressed in a red shirt ― looked particularly unhappy. “He pulled aside the inspector and they had a discussion for a while before they took Ahmad back to their car, instead of releasing him to us

“That was when we were told that they were acting on orders from above,” Abd Jalil said.

“Who is that guy in the red shirt? Why was he so unhappy that Ahmad was freed?” he continued. WASHINGTON — President Barack Obama won re-election Tuesday night despite a fierce challenge from Republican Mitt Romney, prevailing in the face of a weak economy and high unemployment that encumbered his first term and crimped the middle class dreams of millions.

“This happened because of you. Thank you” Obama tweeted to supporters as he secured four more years in the White House. The president sealed his victory in Ohio, Iowa, New Hampshire and Colorado, four of the nine battleground states where the two rivals and their allies spent nearly $1 billion on dueling television commercials.

Ultimately, the result of the brawl of an election campaign appeared likely to be the political status quo. Democrats won two more years of control of the Senate, and Republicans were on track to do likewise in the House. Romney was in Massachusetts, his long and grueling bid for the presidency at an unsuccessful end.

The two rivals were close in the popular vote.

Romney had 45.2 million votes, or 49 per cent. Obama had 45 million, also 49 per cent, with 65 per cent of precincts tallied. But Obama’s laser-like focus on battleground states gave him the majority in the electoral vote, where it mattered most. He had 284, or 14 more than needed for victory. Romney had 200. Yet to be settled were battlegrounds in Florida, Virginia and Nevada.

The election emerged as a choice between two very different visions of government — whether it occupies a major, front-row place in American lives or is in the background as a less-obtrusive facilitator for private enterprise and entrepreneurship. The economy was rated the top issue by about 60 per cent of voters surveyed as they left their polling places. But more said former President George W. Bush bore responsibility for current circumstances than Obama did after nearly four years in office.

About 4 in 10 said the economy is on the mend, but more than that said it was stagnant or getting worse more than four years after the near-collapse of 2008. The survey was conducted for The Associated Press and a group of television networks. Democrats got off to a quick start in their bid to renew their Senate majority, capturing seats in Indiana and Massachusetts now in Republican hands.

In a race where the two men disagreed often, one of the principal fault lines was over taxes. Obama campaigned for the renewal of income tax cuts set to expire on Dec. 31 at all income levels except above $200,000 for individuals and $250,000 for couples.

Romney said no one’s taxes should go up in uncertain economic times. In addition, he proposed a 20 per cent cut across the board in income tax rates but said he would end or curtail a variety of tax breaks to make sure federal deficits didn’t rise.

PUTRAJAYA: Oil has been discovered off the shores of Pahang, bringing the estimated Bertam reserves to 64 million barrels. Datuk Seri Najib Tun Razak said Petronas Carigali Sdn Bhd and Lundin Oil jointly made the discovery under a production sharing contract at Block PM 307 of the Bertam oilfield.

The Prime Minister added that the new oilfield lay 160km off the shores of Peninsular Malaysia, opposite Pahang, at a depth of 76m. PM 307 PSC is operated by Lundin Malaysia, which has a 75% interest, with Petronas holding the remaining equity.

Bernama quoted Najib as saying: “This (find) is very significant because we have never discovered oil in a commercial quantity at the Penyu Basin. This is a major breakthrough.

“With the discovery, the Bertam oilfield is estimated to have oil reserves of 64 million barrels,” he said after chairing the Biotechnology Implementation Council meeting here.

Based on the findings of commercial and technical feasibility studies, Najib said, crude oil production would begin at the oilfield in the third quarter of 2014 with a projected output of between 17,500 and 20,000 barrels per day. He added: “This discovery proves there is oil and gas at the southern region of the Malay Basin towards the Penyu Basin.

“The oilfield is located on the continental shelf which is under the jurisdiction of the Federal Government.” Najib said Pahang was expected to receive a special payment of RM100mil a year once production begins.

“This is our policy to distribute oil wealth with 5% cash payment to Pahang,” he added.

Meanwhile, Ramlan A. Malek, Petronas vice-president for exploration and production and petroleum management, said the commercial and technical feasibility studies were expected to be completed in the second quarter of next year. He also said this was the first oil discovery in Pahang.

In KUANTAN, Mentri Besar Datuk Seri Adnan Yaakob said the RM100mil special payment would be used strictly for development to benefit the people. “We will use it (the money) to fund small projects for the rakyat and to help needy folk,” Adnan added.

Units of the Indian Army and the Indo-Tibetan Border Police Force (ITBP) reportedly sighted over 100 Unidentified Flying Object (UFO) on the skyline of Jammu and Kashmir between August 1 and October 15 this year.

According to a report published in India Today, ITBP has mentioned the details of UFO sightings in a report sent to the Delhi headquarters and to the Prime Minister’s Office (PMO). The report described the mysterious object as “Unidentified Luminous Objects” and ruled out the possibility of saying it as aerial vehicles (UAVS), drones or even low earth-orbiting satellites.

“These were not unmanned aerial vehicles (UAVS), drones or even low earth-orbiting satellites, say Army officials who have studied the hazy photographs taken by ITBP,” the India Today report cited.

The army, which recorded the sightings of drones separately, had made several efforts to identify the airborne objects. UFO sightings have been reported from the region of Ladakh in the past too. But the continual sighting of the celestial object made the army to conduct detailed study of it in order to understand the phenomena. The team tried to detect the object in early September with a mobile ground-based radar unit and a spectrum analyzer, but the effort ended in vain as the Radar failed to identify the object.

Later in the same month, a group of astronomers from Indian Astronomical Observatory, who observed the phenomena for three days, asserted the flying objects were “non celestial”. The India Today report quoted a senior Army official saying as “Something is clearly wrong, if our combined scientific resources can’t explain the phenomena.”

In 2003, 14 Corps from the same region reported the sighting of non-celestial objects but the report was rejected by the then army chief, General N C Vij calling it as hallucinations.

Though there were reports of UFO sightings in India, in most of the cases the sightings did not lead to further expedition. In 2004, an expedition led by Anil Kulkarni of the ISRO’s Space Applications Centre in Ahmadabad captured a robot like object from the Lahaul-Spiti region of Himachal Pradesh. This too remained as mystery like any other.

The next question was how do you train for an all uphill half marathon in only 2 ½ weeks? Here’s what I did to prepare (after finishing out the week with my normal runs and workouts).

a. 13 days before – Did 20 minutes of my WOW using strength portions only, then ran for 3 miles with some hills.

b. 12 days before – Ran 12 miles, one-way, mostly flat with a lunch at the end. (This is my favorite approach to a long run.)

c. 11 days before – No running. Strength and Jump Rope workout from WOWs.

d. 10 days before – 6 mile run with 3 good sized hills to climb

e. 9 days before – 7 mile run with 4 pretty long, steep hills.

f. 8 days before – Went on 4 hour hike

g. 7 days before – Active Rest

h. 6 days before – 10.2 mile run with only mild hills. Hydration focus: 1 extra glass of water everyday. For my friend Laura G., break time from beer begins.

i. 5 days before – Do strength portion of the WOWs for the day for 20 minutes then an easy 4 mile run. Recovery was the aim.

j. 4 days before – No running. Did strength exercises from WOW along with exercises to strengthen hips and legs.

k. 3 days before – 6 mile run, mostly flat. Negative splits – run the second half faster than the first.

l. 2 days before – Do strength exercises from WOWs and same easy 4 mile run.

m. 1 day before – Though I planned on doing yoga and maybe some stand up paddling, I ended up going on an easy 2 hour hike. Stop the extra hydrating.

(Reuters) - Hurricane Sandy, a mammoth storm menacing the East Coast, took aim at the most densely populated U.S. region on Monday, forcing hundreds of thousands to seek higher ground, halting public transport and closing schools, businesses and government departments.

About 50 million people from the Mid-Atlantic to Canada were in the path of the storm, which forecasters say could be the largest ever to hit the U.S. mainland. It is expected to topple trees, damage buildings and cause widespread power outages over the next few days.

Sandy, which killed 66 people in the Caribbean and has brought lashing rains to coastal areas and snow at higher elevations, will cause extensive flooding when it moves inland, forecasters said.

The websites of forecasting services indicated early Monday the storm will strike the New Jersey shore near Atlantic City Monday night. While Sandy does not pack the punch of Hurricane Katrina, which devastated New Orleans in 2005, its winds stretch some 520 miles (835 km) from its eye, meteorologists said.

New York and other cities and towns closed their transit systems and schools and ordered mass evacuations from low-lying areas ahead of a storm surge that could reach as high as 11 feet (3.4 meters). All U.S. stock markets will be closed on Monday and possibly Tuesday, the operator of the New York Stock Exchange said late on Sunday, reversing an earlier plan that would have kept electronic trading going on Monday.

Sandy forced President Barack Obama and Republican challenger Mitt Romney to cancel some campaign stops and fuelled fears that it could disrupt early voting - encouraged by the candidates this year more than ever - before the November 6 election. The United Nations, Broadway theatres, New Jersey casinos, schools up and down the Eastern Seaboard, and myriad corporate events are also being shut down.

'DON'T BE STUPID'

Officials ordered people in coastal towns and low-lying areas to evacuate, often telling them they would put emergency workers' lives at risk if they stayed. "Don't be stupid, get out, and go to higher, safer ground," New Jersey Governor Chris Christie told a news conference.

Forecasters said Sandy was a rare, hybrid "super storm" created by an Arctic jet stream wrapping itself around a tropical storm, possibly causing up to 12 inches (30 cm) of rain in some areas, as well as up to 3 feet (90 cm) of snowfall in the Appalachian Mountains from West Virginia to Kentucky.

At 2 a.m. (0600 GMT), the National Hurricane Center said Sandy was centred about 425 miles (685 km) south southeast of New York City. The storm was turning toward the coast and moving at 14 mph (22 kph) and would bring a "life-threatening" surge, hurricane-force winds and heavy snows in the Appalachian mountains. Worried residents in the hurricane's path packed stores, searching for generators, flashlights, batteries, food and other supplies in anticipation of power outages. Nearly 284,000 residential properties valued at $88 billion are at risk for damage, risk analysts at CoreLogic said.

Transportation is grinding to a halt, with airlines cancelling flights, bridges and tunnels closing, and Amtrak scrapping nearly all of its passenger rail service on the East Coast. The federal government told non-emergency workers in Washington D.C. to stay home.

"This is a serious and big storm," Obama said after a briefing at the federal government's storm response center in Washington. "We don't yet know where it's going to hit, where we're going to see the biggest impacts.

Utilities from the Carolinas to Maine reported late Sunday that a combined 14,000 customers were already without power. The second-largest oil refinery on the East Coast, Phillips 66's 238,000 barrel per day (bpd) Bayway plant in Linden, New Jersey, was shutting down and three other plants cut output as the storm affected operations at two-thirds of the region's plants.

Oil prices slipped on Monday, with Brent near $109 a barrel. "With refineries cutting runs, we're likely to see a build-up in crude stocks which could be driving bearish prices at the moment," said Michael Creed, an economist at National Australia Bank in Melbourne.

EVACUATION ORDERS

New York Mayor Michael Bloomberg ordered the evacuation of some 375,000 people from low-lying areas of the city, from upscale parts of lower Manhattan to waterfront housing projects in the outer boroughs. While Sandy's 75 mph (120 kph) winds were not overwhelming for a hurricane, its exceptional size means the winds will last as long as two days, bringing down trees and damaging buildings.

"This is not a typical storm," said Pennsylvania Governor Tom Corbett. "It could very well be historic in nature and in scope, and in magnitude because of the widespread anticipated power outages, and the potential major wind damage." Even with all the warnings, some people tried to carry on with their plans.

"I just don't buy into the hype," said Kate Sullivan, a 40-year-old computer specialist from Alexandria, Virginia, who was headed to Baltimore-Washington International airport for a planned flight to Los Angeles. "I'm pretty sure I'm going to end up in LA by the end of the night."

The display is responsive, colours are vivid and rich, and sunlight legibility is sound too – giving the device everything a user could want from a phablet. The iPad Mini sports a 7.9-inch LED-backlit IPS display which operates at a resolution of 768 x 1024 and sports a pixel density of 163PPI. In demonstrations the display appears to be very bright and responsive, with nice contrast - though how it performs in real-time remains to be seen.

The iPad Mini features a 5-megapixel primary camera and a VGA front-facing camera which is fine for FaceTime and video-calling use, but lacks the ability to do much besides. The device also features a secondary 1.9-megapixel camera for video calling.

iPad Mini Preview

Introduction

So the iPad mini has been revealed, finally putting to bed long held rumours of a new smaller sibling to the iPad 3.

The new tablet was unveiled alongside a new iPad 4, a new Mac mini and a stunning new 13in MacBook pro Retina display, and will be arriving well in time for Christmas and Thanksgiving thanks to an iPad mini release date of 2 November.

As we expected, the new tablet is essentially a smaller version of the iPad 2, with the same screen resolution and A5 processor, and a slightly tweaked, flatter design. Plus of course it is cheaper. So is the new iPad mini a Kindle Fire HD or Google Nexus 7 killer and king of the budget tablets? Let’s take a closer look.

iPad mini - Screen

7.85in, 1,024 x 768 pixels, IPS panel

If you expect to see a screen as dazzling as the iPad 3's in the iPad mini, you may be a teeny bit disappointed. It'll use a 1,024 x 768 pixel panel, which is the same number that featured in the iPad 2 and the original iPad. Of course, sharpness will be significantly better than those old timers because the iPad mini screen is around 2in smaller - 7.85in across rather than 9.7in.

This means the iPad mini pixel density is 163dpi, which will be more than enough to keep text and images looking pretty sharp at normal viewing distances, but isn't a patch on the 264dpi of the iPad 3. The iPad 2, meanwhile is 148ppi.

This pixel density is also lower than the most obvious Android rival, the Google Nexus 7, which packs 1,280 x 800 pixels into a 7in screen. All told, it should make for a good compromise of readability and sharpness, though.

The benefit of using the familiar 1,024 x 768 resolution is that the iPad mini should have no problems running any iPad apps that aren't made exclusively for the Retina display iPad. You should be able to run just about any iPad app with no problems.

iPad mini - Body and design

Anodised aluminium, iPhone 5-like black anodised option

As you’d expect the iPad mini back is hewn from aluminium giving it the same premium feel as its bigger brother. But, it has a slightly different style. It’s flatter and squarer, making it more akin to a large iPod touch – sadly there’s no Loop though. It also has either a plain sandblasted finish or a black anodised one like the iPhone 5.

As with all previous iPads the glass of the screen runs right to the edge of the device with a choice of black or white for the bezel, which is much thinner than on the full size tablet. We’d suggest it looks like the nicest mini tablet on the market, trumping the Google Nexus 7 and Kindle Fire HD.

It’s light too at just 308g (0.68lkbs) – less than half the weight of the iPad 3 - and with a thickness of 7.2mm it’s mighty thin too.

iPad mini Connectivity

Lightning connector, headphone jack, Wi-Fi, 4G and Bluetooth 4.0

A key feature of this new tiny tablet is that it sports Apple’s new Lightning connector which debuted on the iPhone 5. This is much smaller than the 30-pin connector as used on all previous iPads and iPhones but there has been much gnashing and wailing over the fact it requires investing in either new docks, cables and other accessories. In particular there’s uproar that the iPhone 5 doesn’t include the £25 adapter that converts Lightning back to the old connector type, and so it is here. But, at least with the iPad mini and newly updated iPad 3 Lightning the new connectors will start to become more common, so finding a spare in an emergency will be easier.

Elsewhere the iPad mini sports the standard headphone jack on its top edge while on the inside you’ve got Wi-Fi and 4G options, as well as Bluetooth 4.0.

iPad mini - Battery Life
10 hour battery life

Apple has managed quite a feet of engineering by giving the iPad mini an impressive 10-hr battery life, which trumps its nearest rivals by a couple of hours. This despite the tablet being so thin. Impressive stuff.

iPad mini - Software

iOS 6

The iPad mini will use iOS 6, the version of Apple's mobile software that was released alongside the iPhone 5. It hasn't received too much love yet, though.

The main offender is iOS 6 Maps, which is so bad that Apple CEO Tim Cook has actually apologised for it. So bad that it has put some people off upgrading their iPhones to the new software.

However, it's not as big a problem for the iPad mini as the iPhone. Larger devices like iPads are rarely used as on-the-go navigation tools, and unless you're going to opt for the 3G/4G model, Maps won't be of much use at all.

iOS 6 does offer some worthwhile changes, though. It features proper Facebook and Twitter integration, letting you post directly from the pull-down notifications bar.

The App Store has been redesigned too, making it look a bit better. Yes, iOS 6 isn't world-changing (aside from Maps, which makes some decidedly dodgy changes to the world), but it's not bad. For more, check out our iOS 6 review.

Apple also unveiled a new iBooks app that includes support for 40 languages - including right to left page turning - as well as a new continuous scrolling mode for those that don't like to turn pages.

iPad mini - Processor

Dual-core A5 chip

As mentioned earlier, the iPad mini is essentially the same as a shrunk iPad 2 and sure enough it uses the same A5 processor. This should keep the tablet zipping along quickly.

iPad mini - Memory

16/32/64GB, non expandable

As the first real "budget-focused" iPad, there was much speculation that the iPad mini would come in an 8GB flavour but no, the options are the same as the full size iPad with 16, 32 and 64GB versions on offer.

iPad mini Camera

Dual cameras

The iPad mini has both FaceTime and iSight cameras, or - to put that in normal speak - front and rear cameras. The rear one offers 5 megapixel stills and 1080p video recording while the front one support 720p video.

iPad mini Release Date and Price

2 November launch, starting at £269 for 16GB version

Apple has revealed you'll be able to buy a Wi-Fi only iPad mini from 2 November but you'll have to wait another couple of weeks for 4G versions to become available.

Prices start at a reasonable £269 for the 16GB Wi-Fi only version, rising to £429 for the 64GB Wi-Fi version. Meanwhile the 4G iPad mini 16GB will be £369 and the 64GB version £529.

First Impressions

The iPad mini is actually better than we expected thanks to good cameras, high capacities and 4G all on offer, but, with only an A5 chip on offer and prices starting at £269, the low cost tablet competition certainly hasn't been blown aside.

Foxconn chief Terry Gou is urging customers out to get the very best smartphone to wait for the release of the iPhone 5. The manufacturer of Apple's new iPhone told China Times: "The new model will put Samsung's Galaxy S III to Shame."

During the annual shareholder's meeting of the Hon Hai Precision Industry Co (trading as Foxconn), Gou suggested that with his company's marketing and manufacturing expertise combined with Sharp's key technologies - namely in the display arena - they will be able to completely defeat Samsung in the next three to five years.

And specifically he called for smartphone buyers to hold on at least until later this year, calling on "consumers to wait for the launch of the iPhone 5". There is no love lost between Hon Hai and Samsung, with Gou previously accusing the Korean company of "snitching on its competitors". Samsung is claimed to have given up the names of four Taiwanese manufacturers in a flat panel display price-fixing investigation, itself being made exempt from any further action as a "tainted witness".

Therefore, you can probably take what Gou says with a pinch of salt. However, he also stated during the shareholder's meeting that his company had an exclusivity agreement with Gorilla Glass maker Corning Inc, and that "his competitors will not be able to secure any such material if they wished to". That gives the iPhone 5 (and other products made by Foxconn) at least one advantage over competitors.

"Fearless" Felix Baumgartner's supersonic skydive from 24 miles above the New Mexico desert was a rousing success, and the Austrian daredevil has described his speed of sound shattering descent as "like swimming without touching the water."

For a terror-inducing 4 minutes and 20 seconds Baumgartner freefalls, his body plummeting toward the earth at 833 miles an hour. Baumgartner finally managed to regain control, and deploy his parachute. He somehow managed to land perfectly on his feet in the New Mexico desert.

Baumgartner, whose Sunday freefall was watched around the world, was at one point traveling at 833 mph or Mach 1.24, and he shattered the speed of sound during his 4 minute 20 second freefall. He is the only human to do so without the aid of a supersonic jet or space shuttle.

"It's like swimming without touching the water, and it's hard because every time it turns you around you have to figure out what to do. So I was sticking my arm out then it became worse," he said. "I had a lot of pressure in my head. But I didn't feel like I was passing out. I was still feeling ok, I -- I thought, 'I can handle the situation.' And I did."

Dangling from a 55-story balloon with a capsule beneath, which took two and a half hours to reach the edge of space, the skydiver and B.A.S.E. jumper leapt after getting the okay from the only voice he heard during his ascent – that of 84-year-old Joe Kittinger, a former air force pilot who in 1960 set the record for longest skydive.

"There it is the world is out there," Kittinger said to Felix as he looked down at Earth below. "Our guardian angel will take care of you." Baumgartner, 43, then disconnected himself from the capsule, put his hands on the capsule's railing – and then took the leap. He began his fall from 24 miles above -- four times higher than most passenger jets fly.

During the fee fall, Baumgartner was plummeting so fast he was barely a speck on the infrared camera tracking him. For 35 seconds of the fall, he was spinning out of control -- something his team feared could cause him to lose consciousness.

"It started pretty good because my exit was perfect. I did exactly what I was supposed to do, and then I was falling over," Baumgartner said, once safely on the ground. "It looked like for a second that I was going to tumble two more times, and have it under control. But for some reason, that spin became so violent over all axis, and it was hard to know how to get out of that spin."

Display

It’s a David vs Goliath story here. The iPhone 5 display’s (while a bit larger than the previous generations) it’s still just four inches, which for many (me included) is simply too small. The Note 2 dwarfs the iPhone, with a 5.5-inch display that brings it close to tablet territory.

What the iPhone 5 lacks in size, it makes up in quality. The Retina display (326 ppi) is super-crisp, accurately calibrated, and bright, while the contrast levels are probably the best in class. If you spend lots of time outside, the iPhone 5 is a good choice, thanks to that high contrast rating for ambient light.

But the Note 2’s display is equally impressive.

At 1280 x 720 resolution, the massive HD Super AMOLED panel has a lower pixel density than the iPhone, but it still maintains its crispness. Unlike the Galaxy S3, the Note 2 features a true RGB stripe sub-pixel pattern, albeit an unusual one, with oversized blue sub-pixels. Samsung opted for this unique pattern to prolong the lifespan of the display, because blue sub-pixels generally burn out faster than the other colors.

If you are fan of the super saturated colors rendered by AMOLED displays, you will love the Note 2, while the iPhone 5 has a much better color reproduction. I would say that (unless you love AMOLED) the iPhone has the better display overall, but the experience is marred by its diminutive size.

Build quality and design

Another tough department to compare, because people either like or dislike a design. For me, the aluminum and glass iPhone 5 looks better than the Galaxy Note 2, but some of you might disagree.

In spite of its massive size, the Note 2 is thin enough (thinner than the original Note) to feel smaller than it actually is. Yes, it’s still somehow cumbersome to use as an actual phone, but that’s the price you have to pay if you want a tiny tablet in your pocket.

Both the iPhone 5 and the Note 2 passed our drop tests with flying colors (unlike the GS3), even if the iPhone 5 boasts an almost indestructible metal case, while the innards of the Note 2 are protected by a thin plastic cover that is prone to popping out. Using a case is still a good idea.

The iPhone 5 loses durability points due to its anodized aluminum cover being prone to scuffing. If you use it without protection, you will eventually end up with nicks and scratches on it.

Hardware

If we were to judge the two phones solely by their specs, the Galaxy Note 2 would certainly be the winner. It features 2GB of RAM versus 1GB on the iPhone 5; the Exynos 4 Quad processor on the Note 2 is on par with or better than the iPhone’s A6 chip (see the benchmarks in the video). Plus, the Note 2 has some features that are absent altogether from the iPhone 5, such as removable battery, microSD card slot, and NFC.

With that being said, we don’t recommend that you buy your phone based on spec sheets alone. User experience often depends on the integration between software and hardware, and that is where the iPhone 5 excels. Apple’s smartphone also shines in the camera department, which takes nicer pictures than most other phones currently on the market.

If however, you want to be able to use SD cards, or swap batteries, or use NFC, the Note 2 is the way to go. In addition to all this, the Note 2 totes the S Pen, a capacitive stylus that really adds a new level of usability to the device, and allows you to take full advantage of its massive screen.

Note: in the video, we mistakenly tested the iPhone 5 camera in HDR mode. The camera is faster when HDR is off.

Buy the Note 2 outright or with a Postpaid Plan?

The Samsung Galaxy Note 2 will be initially sold outright for an RRP of RM2,299, which is at the top end of the smartphone market in Malaysia.

You might struggle to pick up the Note 2 with the full Samsung warranty from resellers for the first couple of weeks or so from launch, so if you’re not the type to wait those extra weeks then you may have no choice but to pick up a phone with a long term contract from either DiGi, Maxis, Celcom or U Mobile.

DiGi are the only ones who have come out with their prices for the Note 2 with their Postpaid

THE ongoing 'spat' between Parti Keadilan Rakyat deputy president Azmin Ali and Selangor Menteri Besar Tan Sri Abdul Khalid Ibrahim proves that the former wants "total control" over the administration of the state. Former private secretary to PKR de facto leader Datuk Seri Anwar Ibrahim, Anuar Shaari said this became evident when Azmin took over Khalid's position as the state's PKR liaison chairman two years ago.

"Therefore, I am not surprised with this infighting that has been going on in the Selangor PKR. This is no longer a secret," he said in a statement. "How could they govern the country when even at the state level they are already fighting over positions? The 'people's supremacy' they claim to champion is a slogan of hypocrisy."

The controversy first started when a Malay daily reported Azmin as saying that the Selangor menteri besar could be replaced and Khalid would be appointed as federal minister if opposition coalition won the next general election. The war of words then escalated when Khalid's political secretary, Faekah Husin made a statement in an online portal, saying that Azmin did not have the authority to decide on Khalid's post.

"Who is Azmin to make such a deduction? I don't know what drove him to come up with that statement," she was reported as saying. Azmin, who is said to be vying for the position of Selangor menteri besar, however accused the Malay daily of "misreporting", but this was later denied by the newspaper.

However, the focus was shifted to Faekah, when Selangor National Leadership Council deputy president Zuraida Kamaruddin criticised Faekah for her "disparaging" comments against Azmin. Zuraidah, who is a known Azmin ally was reported last Saturday to have said that she was "very disappointed" over the "unnecessary comments" and suggested that Faekah break the communication wall between her and Azmin over the matter.

"As an effective political secretary to the MB, Faekah should concentrate on improving the political relationship between the MB and party leaders and not cause instability by unnecessarily jumping the gun," said Zuraidah. However, former PKR leader Zamil Ibrahim was of the opinion that Faekah was made a "scapegoat" and that she should not be blamed for making such a statement.

He claimed that the clash had always been between Azmin and PKR president Datin Seri Dr Wan Azizah Wan Ismail, instead of Khalid. He explained that it was Wan Azizah who positioned Faekah as the political secretary to "spy" on Azmin as the Gombak member of parliament "never received the blessings from the party president"."Faekah used to work with Wan Azizah, and she was put there for a purpose as the president didn't want Azmin to have control over the state."

Zamil added that it was known within the party that Khalid would not be in the PKR's election candidates list as he held no top position in PKR Selangor, except as a Kuala Selangor division chief. He also said Zuraida should not question Faekah over her statement as it was akin to questioning the president's choices.

NEW YORK/SAN FRANCISCO: Facebook Inc passed the 1 billion user mark in September, a level of global penetration that is a remarkable achievement for an 8-year-old social network and a heightened challenge to its quest for sustained growth. Facebook, which has endured a bruising four months in the stock market since a haphazard May 18 initial public offering, has acknowledged that a slowdown in new-user acquisition is inevitable as its worldwide reach expands.

But doubts over whether the company can squeeze more and more dollars out of each network member - given well-publicized struggles to monetize the growing ranks of users who access Facebook from mobile devices - have shaved more than 40 percent off Facebook's value since its IPO, although shares still trade at a lofty 45 times projected 2012 earnings. Thursday's announcement that Facebook crossed the billion threshold on September 14 confirmed expectations on Wall Street that growth is actually trailing off.

The latest quarter's growth appeared likely to come in lower in raw numbers, let alone by percentage, than the April-June quarter's 54 million new users.
