A $480,000-a-Year Pill Reflects a New Normal for Cancer Drugs

“Rasonque, the new pancreatic cancer treatment from Revolution Medicines, illustrates the huge inflation in cancer drug prices over the past two decades.

Revolution Medicines set a sticker price of about $480,000 a year, or $663 a tablet, for its new pancreatic cancer drug — a cost that would have once been unthinkably high.

Today, such prices are routine for cancer drugs.

One cutting-edge CAR-T therapy now goes for $600,000 for a one-time infusion. A competitor, given the same way, is listed at $550,000. A daily pill for gastrointestinal cancer has a sticker price of $520,000 a year. A twice-daily pill for leukemia? It’s $430,000 a year.

In 2024 alone, nine cancer drugs were approved and then introduced with sticker prices above $400,000 annually, according to a tally by the Institute for Clinical and Economic Review, which evaluates the value of medicines.

That these prices have become commonplace would have been hard to imagine two decades ago, when even the prospect of a $100,000-a-year cancer drug evoked fierce criticism.

But since then, cancer drug prices have steadily increased, with few constraints beyond what a company thinks the market will bear. The expense is borne by government programs like Medicare, employers, patients and Americans who pay taxes and health insurance premiums.

A spokesman for Revolution Medicines, Brian Crawford, said the price of its new drug, Rasonque, “reflects its differentiation and the meaningful benefit it provides for patients.”

As is typical with other cancer drugs, the vast majority of the cost of Rasonque is expected to be covered through insurance, with varying out-of-pocket costs for patients. Mr. Crawford said uninsured and underinsured patients who met certain financial and medical criteria would receive the drug for free. The drug, also known as daraxonrasib, is taken as two pills a day.

In the medical world, much of the anger over cancer drug prices has been directed at pricey medicines that either failed or did not undergo clinical trials assessing whether they extend lives. Those drugs won approval because they could shrink tumors or delay their growth.

Revolution Medicines’ drug is not a cure, but it has shown that it can prolong life expectancy. In a key clinical trial, patients with advanced pancreatic cancer who got the pill lived for a median of 13.2 months, compared with 6.7 months for those who got chemotherapy.

Those results have electrified pancreatic cancer specialists and patients because they occurred in people who had no good treatment options and little time left to live.

In that context, it’s hard to say whether Revolution Medicines’ price is fair, said Stacie Dusetzina, a health policy professor at Vanderbilt University who studies drug pricing. “This drug does have substantial clinical benefits over existing treatment, which isn’t always the case for high-priced cancer drugs,” she said.

Cancer patients often stay on a drug for only a matter of months, stopping because it has become too toxic or their cancer has progressed. For example, in the clinical trial that won approval for Rasonque, patients were on the drug for a median of six months. But even over several months, the costs can pile up, and some patients who respond well can stay on a cancer drug for years.

Over the years, the public and lawmakers have expressed outrage at the high costs of insulin and drugs for H.I.V., hepatitis C and, most recently, obesity. One-time therapies for rare genetic diseases now routinely carry price tags of a few million dollars.

But cancer holds a unique place in the system, because care and drugs are so expensive and affect so many people.

For the past five years, employers have said cancer is the top disease category driving their medical expenses, according to a survey published in late August by the Business Group on Health, which represents large employers that provide health insurance to their workers.

Compounding the rising costs is that in some cancers, like multiple myeloma, patients are now routinely given three or four therapies at once.

The high prices aren’t limited to drugs that treat small numbers of patients. Oncology’s biggest blockbuster is Keytruda, which has a sticker price of $213,000 a year. It is given as an infusion or an injection every few weeks and has been used to treat several million patients.

For many older drugs, generic competition and government negotiations have sharply driven down costs. But there are hardly any limits on manufacturers’ ability to set high prices for newly approved medications.

“We allow pharmaceutical companies to charge whatever they want, and without any clear rationale, other than how much they think they can get,” said Dr. Aaron Kesselheim, a professor of medicine at Harvard and Brigham and Women’s Hospital who studies drug pricing.

A drug’s sticker price is not the real price paid by patients or their insurers — it’s just the starting point for negotiations that lower the final price for the employer or the government. But while that dynamic sharply reduces the true prices of diabetes and autoimmune drugs, the final price for cancer drugs is typically only slightly lower than the sticker price.

Cancer drugmakers and their defenders say the prices reflect a boom in innovation that has transformed deadly diseases into chronic ones and even produced cures.

And particularly in the case of smaller companies, they say, there’s a need to recoup considerable investments in clinical trials.

Revolution Medicines, based near San Francisco, has registered $4 billion in losses since its founding in 2014. That is largely because of the $3.3 billion the company has reported spending on research and development this decade. Buoyed by high investor hopes that Rasonque, the company’s first approved product, will become a blockbuster, Revolution has surged to a market valuation of $45 billion.

The company set up an expanded access program that, over the past few months, granted more than 2,000 patients free, early access to the drug. Now, with its drug approved, the company is shifting participants to getting the drug covered through insurance.

Pharmacy benefit managers play a key role in determining whether new pills like Rasonque are broadly covered, by recommending to their employer clients whether to pay for them.

Two of the largest benefit managers, CVS Health’s Caremark and UnitedHealth Group’s Optum Rx, said they had begun a review process for Rasonque.

David Whitrap, a spokesman for CVS, said Rasonque appeared to be a breakthrough. “At the same time,” he said, “it is critical that drugmakers realize that break-the-bank prices can severely limit the number of patients who are able to access these breakthroughs.”

Experts said they expected that most insurance plans would cover Rasonque, even at such a high price, because of the strong evidence that it benefits patients and the lack of alternative options.

Still, the experts said, plans could aggressively seek to limit coverage to people who meet the criteria tested in the clinical trial and approved by regulators: those with advanced pancreatic cancer who have already tried or can’t try chemotherapy. That could shut out many patients seeking it and cause battles over whether a patient is really eligible.

To make sure that ineligible patients aren’t getting the drug, experts predict, plans will use levers like prior authorization, an often cumbersome review that has been criticized for dangerously delaying care.

Revolution Medicines said it would give patients experiencing insurance delays free access to a few weeks’ supply of pills to get them started on treatment while any coverage issues were being sorted out.

Still, commercially insured patients with high deductibles could face huge sticker shock this January, when their deductible resets and they fill their first Rasonque prescription of the year. (The company said such patients might be eligible for assistance with their out-of-pocket costs.)

Commercially insured people typically have an upper limit on their annual out-of-pocket drug and medical costs. But that maximum can be high — in some cases, more than $6,000.

“It will be really a tragedy if this price makes it hard for patients to get it,” Dr. Kesselheim said.

Pancreatic cancer disproportionately affects older people, so many of the patients who will take it are covered under Medicare. Federal law should require Medicare drug plans to cover Rasonque because cancer is a protected class.

The drug offers a vivid example of how Medicare patients benefit from an annual cap on out-of-pocket drug costs created by the Inflation Reduction Act, which was passed in 2022 by Democrats without any Republican votes. That cap, which was $2,100 this year, will rise to $2,400 next year. It covers the pills and injections that patients get from a pharmacy — including Rasonque.

That means that a patient on Medicare who takes several other pricey prescription drugs may pay only a few hundred dollars a year, or even nothing at all, by starting Rasonque.

Had the drug arrived before the law went into effect, many patients would have been on the hook for over $25,000 a year for Rasonque, Dr. Dusetzina calculated.” [1]

“The implosion of the submersible *Titan* off the coast of Newfoundland, which claimed the lives of five people in June 2023, could have been prevented through hull inspections.

As the Transportation Safety Board of Canada (TSB) summarized in its final report on the disaster, the outer hull of the approximately seven-meter-long submersible had suffered wear and tear from previous expeditions. Furthermore, the operator—the American company OceanGate—failed to adhere to technical specifications during the *Titan’s* construction.

Shortly after the implosion, engineers had already criticized the use of materials such as carbon fiber and titanium for the hull instead of steel.

The TSB report also highlighted tensions between OceanGate operator Richard Stockton Rush and certain employees. "Because risk management was compromised by social and psychological factors, the company did not know how long the hull would remain safe," the report concluded.

The submersible, which was intended to carry Rush and four paying passengers to the wreck of the RMS Titanic on June 18, 2023, lost contact with its support vessel, the *Polar Prince*, about 45 minutes into its descent. Assisted by French and British forces, the US and Canadian Coast Guards spent days searching for the *Titan* approximately 600 kilometers off the coast of Newfoundland. On June 22, 2023—four days after the last sign of life—a Canadian remotely operated vehicle (ROV) discovered wreckage. Authorities later confirmed that human remains had also been found at a depth of approximately 3,800 meters. In addition to Rush, those who lost their lives in the *Titan* implosion included French deep-sea expert Paul-Henri Nargeolet, British adventurer Hamish Harding, and Pakistani businessman Shahzada Dawood along with his 19-year-old son, Sulaiman.

In its final report, the Transportation Safety Board of Canada also pointed to a lack of regulatory oversight. Regarding the operation of the *Titan* out of St. John's—the capital of the Canadian province of Newfoundland and Labrador—the country's authorities failed to certify the submersible or verify safety precautions.

Inspections of ships and boats are not standard practice in Canada.

The report also criticized the lack of coordination among various federal agencies. OceanGate had been in contact with the Department of Fisheries and Oceans, border authorities, and Parks Canada; however, the information gathered by these individual bodies was not passed on to the transport authority. "There was no one to put two and two together," said TSB Chair Yoan Marier.

To avoid further endangering lives "due to overlooked safety gaps," the Transportation Safety Board (TSB) has now presented a list of recommendations.

It proposed that the Department of Transport develop a catalog of potential hazards that would allow for the inspection of commercial vessels—even those lacking mandatory certification.

The TSB also plans to improve coordination between the Department of Transport and other government agencies. „Kai CŽV netikėtai užsuko į Steve'o Jobso naujos kompiuterių kompanijos „NeXT“ būstinę, Šaltasis karas buvo pačiame įkarštyje.

1986-ieji metai buvo prezidentas Ronaldas Reaganas, kuris Pentagonui siuntė milijardus dolerių, daugiausia naujų technologijų, įskaitant raketinę gynybą ir šnipų palydovus, finansavimui. Pritaikymo, kurį Romello turėjo omenyje, Jobsas ar „NeXT“ neatliko. Nuo linijos išriedantys kompiuteriai buvo pakraunami į nepažymėtus sunkvežimius, kurie anksti ryte atvykdavo į „NeXT“ sandėlį, ir gabenami į CŽV fiktyvią įmonę, kur buvo sumontuoti modifikuoti lustai ir vaizdo procesoriai. Surinkti įrenginiai buvo grąžinami į sunkvežimius, važiuojančius į „Moffett Field“ – karinį objektą, kur jie buvo pakrauti į gremėzdiškus C-5 transporto lėktuvus ir nuskraidinti į galutines – įslaptintas – paskirties vietas.

Kompiuteriai atiteko Nacionalinės žvalgybos tarnybos (NRO) analitikams, kurie naudojo didelės skiriamosios gebos „NeXT“ ekranus ir specializuotus lustus palydoviniams vaizdams nuskaityti – kad nustatytų, ar šalis, tarkime, perkėlė savo kariuomenę, ar stato raketų silosą. Darbo stotys taip pat leido analitikams kurti ir dalytis informaciniais pranešimais, skirtais tiek įstatymų leidėjams, tiek prezidentui, įtraukiant įgarsinimą, nejudančius vaizdus ir anotacijas.

Pasaulinis tinklas dar tik žengė pirmuosius žingsnius, tačiau „NeXT“ dėka žvalgybos bendruomenė iš esmės turėjo savo veikiantį internetą. „Tada nevartojome žodžio „internetas“, o vadinome jį tiesiog „plačiajuosčiu tinklu“ ar panašiai“, – sakė Romello.

Vis daugiau kariškių patys matydami vaizdus, jiems nebereikėjo pasikliauti vien žvalgybos agentūrų analize. „NeXT“ perdavė neapdorotą žvalgybą mūšio lauko vadams bazėse visame pasaulyje, vaizdus, kuriuos jie galėjo interpretuoti „savo akimis beveik realiuoju laiku“, sakė Romello.

Tai kėlė iššūkį ilgalaikei CŽV centralizuotos žvalgybos kultūrai. Romello teigimu, tai buvo „didžiausia nenumatyta naujųjų kompiuterių pasekmė“.

Chinese Cars Could Be Huge in U.S., and That’s the Problem, Officials Say

“The Times test-drove a stunning crossover from Geely that would cost under half of what its rivals charge. Two senators and many experts point to security and economic concerns as reasons for a ban.

For car shoppers looking for a luxury three-row crossover S.U.V., the Galaxy M9 checks all the boxes: It has heated and massaging leather seats throughout, a 30-inch highly customizable video display and dual phone chargers.

A plug-in hybrid, the M9 can drive about 110 miles on battery alone. Combine that with the gasoline engine and the M9 can cover a whopping 660 miles.

That’s the hope of the U.S. auto industry as well as the U.S. military and intelligence establishment. And it’s the goal of two senators who represent states with a heavy industry presence: Bernie Moreno, Republican of Ohio, and Elissa Slotkin, Democrat of Michigan, who have sponsored a bill to permanently ban internet-connected vehicles from China from being sold in this country. (For good measure, it lumps in cars from Iran, North Korea and Russia.)

An existing 100 percent tariff and 2027 Commerce Department restrictions on connected vehicles from China make it impractical to import Chinese vehicles today. As a result, Polestar, owned by Geely, will stop selling vehicles here in 2027. The Senate bill, which has bipartisan support and has been unanimously voted out of committee, would codify that exclusion.

And it’s wide-ranging: Under the terms of the Connected Vehicle Security Act of 2026, any vehicle manufacturer that is more than 15 percent owned by a Chinese company would not be able to sell cars in the United States. Chinese software would be banned next year, and hardware in 2030.

Mercedes-Benz, which has close to 20 percent Chinese ownership, will be unable to sell its vehicles if the bill passes, unless the company reduces that percentage, the bill’s ownership limits are changed or the company receives a waiver from the Commerce Department.

Even Canadian or Mexican residents who have legally bought a Chinese vehicle in their own country would not be allowed to drive them across the border, even for a day trip.

The senators say the bill is needed for two reasons: economic and security. Chinese vehicles cost much less, they argue, because the Chinese government gives companies cash subsidies, free land, cheap electricity and low-paid workers.

“These vehicles are massively subsidized,” said Mr. Moreno, who made his fortune building an auto dealership empire in Ohio. “Our auto jobs are good jobs; in China they’re poor jobs.”

But just as important, internet-connected vehicles present serious security concerns, the senators and auto industry officials say.

To achieve self-driving capability, the vehicles take dozens of photos per second, although few of them are uploaded.

With today’s cars and trucks sporting a wide array of cameras, sensors and internet connectivity, they can capture extensive data, like identifying drivers, their location and their habits, or recording in-vehicle conversations or gaining access to phone data, among other risks.

“These are surveillance tools on wheels,” said John Bozzella, chief executive of the Alliance for Automotive Innovation, the trade group representing most of the nation’s automakers and sellers. “They know where you’re going, where you’ve been and who’s in the car.”

Ms. Slotkin, a former C.I.A. agent, agreed. “All the data that these cars are collecting from our military bases, from our infrastructure sites, individual information on a senior leader and where they are, all of that is being sent back to Beijing,” she said.

A high-ranking Geely executive, who spoke on the condition of anonymity owing to the political sensitivities involved, insisted the company would work within U.S. laws. “We will strictly comply with the laws and regulations in each market,” the executive said. “Not only safety and quality but also data privacy. Everything.”

The senators also insist that Chinese companies have unreasonable advantages. China “is subsidizing their cars for the specific intent of underselling all the other vehicles in a market to put them out of business,” Ms. Slotkin said.

“That’s 450,000 workers in my state alone who are connected to the auto industry,” she added. “So it’s a huge economic security issue.”

RJ Scaringe, chief of the American E.V. company Rivian Automotive, backs this up. “There’s a very real difference in the input costs necessary to build vehicles in China,” he said. “There’s no way for us to easily have that input cost structure.”

The current 100 percent tariff on Chinese vehicles vastly overestimates the unfair practices contributing to their price advantage, said Gregor Williams, associate director of the Rhodium Group research firm and author of a report on why Chinese vehicles cost less. A more appropriate tariff would be in the 30 to 50 percent range, he said.

Direct government subsidies for E.V.s are minimal, according to the Rhodium report. For Geely, it amounts to $64 per vehicle; for BYD, it’s $292.

Rather, as the report notes, Chinese car companies can keep prices low because of “deeper vertical integration, greater scale and lower overhead costs, including significantly cheaper R&D.”

Yet industry observers and Geely executives themselves argue that the truth is much more complex and not insidious.

“It’s not fair to say we only have subsidies,” the Geely executive said.

“We have software-defined vehicles and full automation,” the executive said. “We went from 4,000 workers in one plant to 1,500. Only our final assembly plants need blue-collar workers.”

The Chinese companies own their own parts suppliers, avoiding paying profit markups. And those companies typically pay the external suppliers they do use much more slowly than Western companies: 155 days for BYD and 149 days for Geely, allowing the companies to use the cash as no-interest loans to finance operations.

By contrast, Volkswagen’s standard payment terms are 30 days, with an average 53 days to pay across all its divisions. And Rivian, the American E.V. company, pays its suppliers in 30 to 60 days, Mr. Scaringe said.

Research and development and administrative costs are also lower on a per-vehicle basis, the report noted, as they can be spread out across a larger number of vehicles.

The result is a $4,700 price advantage for BYD compared with Teslas made in China and a $2,700 advantage for Geely.

“The ecosystem the Chinese created is what’s really powerful,” said John Helveston, associate professor of engineering management and systems engineering at George Washington University. “They have supply chain efficiencies. They built new factories from scratch, and their parts have very few rejects.”

The ride is smooth and controlled; acceleration is rapid, typical of an E.V. Sensors anticipate road conditions ahead and automatically adjust the suspension.

None of this would matter if the vehicles China produced were undesirable. Based on a lengthy test-drive of the only Geely vehicle in the United States, it is clear that Chinese cars, if ever sold in the United States, would give the competition a frightening run for its money. (Its competition would be approaching the luxury tier, like the Mercedes-Benz EQS SUV; its price is more in line with a fully equipped Honda Civic.)

Which raises a question: If you were in the market for this type of vehicle, why wouldn’t you buy it?

It’s no wonder that Bill Ford, Ford’s executive chairman, said in July of Chinese vehicles, “we can’t expect to keep them out forever, and we have to be able to beat them at their own game.”

Ignore the costs, and the security issues remain.

Rather than ban Chinese connected vehicles outright, Israel, Poland and Britain (nations with small domestic auto industries) allow their sale but don’t allow them on military bases.

In 2025, Israeli military officers who leased Chinese vehicles were ordered to turn them in.

“With the right tariffs, I wouldn’t be so concerned about selling Chinese cars to ordinary consumers,” said David Barzilai, chief executive of Karamba Security, an automotive cybersecurity company. “The average citizen is not the problem.”

But what the Chinese government might be able to do with the technology is unknown.

“It’s in our hands to force the Chinese manufacturers to meet our requirements,” Professor Helveston said. “And they’ll do it. They’ll jump through hoops to be here.

“Americans are not used to not having access to the best technology in the world. The cat’s out of the bag.”” [1]

“When the CIA dropped in unannounced at the headquarters of Steve Jobs's new computer company, NeXT, the Cold War was in full swing.

The year was 1986, and President Ronald Reagan was sending billions of dollars to the Pentagon, much of it to fund new technology, including missile defense and spy satellites. Within the national security community, some people understood the importance of the computing revolution unfolding in Silicon Valley -- and why they needed to tap into it.

Joe Romello and Jeff Harris were two of those people. Working for what was known as the CIA's "Program B," a classified initiative to develop satellite reconnaissance, they believed Jobs, who had formed his new company in 1985 after being pushed out of Apple, could help supply crucial technology for the intelligence community.

Romello and Harris said they wanted to speak with him directly about "defense-related issues, specifically intelligence." They couldn't provide details, since it was classified, but they wanted to know if Jobs could find time to meet with them.

But why would Jobs, a child of the counterculture who had practiced Buddhism under a Zen master and cited taking LSD as a formative experience, tether his company's future to spies?

Today, as Silicon Valley and the Pentagon forge renewed ties, with tens of billions of venture dollars going into hundreds of new defense startups, many tech leaders cite patriotism and national renewal in their quest for military contracts, but mutual self-interest is what drove cooperation in the past. This little-known episode of Jobs's connections to American spycraft is worth revisiting precisely because it shows the deep roots of the relationship -- and the role it played in allowing Apple's operating system to come into existence.

Jobs would not have been totally surprised to learn that the CIA was asking to speak to him.

In addition to starting NeXT, in February 1986, he had acquired the computer graphics division of George Lucas's Lucasfilms, which made the Pixar Image Computer. Jobs's controlling interest in the newly spun-out company came with an unexpected piece of technology: Pixar had been working with ESL, a Silicon Valley defense company, and had custom-built a computer for intelligence analysts to assess satellite images.

When Jobs eventually met with ESL's president, Robert Kohler, the two men hit it off, recalled Garry Fuller, who worked for ESL at the time and later joined NeXT. Kohler, a former senior CIA official, told Jobs that what the NeXT computer had been designed to do "for college students and professors and researchers, that's what the intelligence community does behind the door."

Romello and Harris never got a meeting with Jobs at NeXT headquarters during that first visit. When Romello eventually met up with Jobs in New York City, he didn't say precisely what the CIA had in mind.

Jobs didn't want to hear it anyway. "Don't tell me anything that I'm not supposed to know because I won't remember to forget," Jobs told Romello.

That wasn't a problem for Romello, who laid out what he wanted: to buy NeXT's workstations for an undisclosed customer.

"How many units are you prepared to deliver on an annual basis?" Romello asked.

"That's privileged information," Jobs shot back.

"Is it more than 20,000? That's what I want to buy: 20,000 units," Romello said. "And I want 'em this year, but I want 'em with two modifications."

The customization Romello had in mind wouldn't be handled by Jobs or NeXT. The intelligence customer wanted a faster chip, supplied by Motorola, and a special graphics card, from Intel. "We never told him what we were really after," Romello said. "We didn't give him a copy of the chip. They were done aftermarket by us, by our proxies."

He may not have known exactly what the CIA was planning to do with his computers, but Jobs was eventually granted a top-secret security clearance so he could visit classified facilities.

The truth was that NeXT desperately needed the sales. The company was beset by problems, most of them linked to Jobs's perfectionism -- which, let loose in a company that he now owned and controlled, was in danger of driving the entire enterprise into the ground. NeXT workstations were expensive and out of financial reach for most individuals. Sales to universities, which Jobs hoped would be major customers, never materialized in large numbers.

That left primarily the contract with the CIA, which almost no one knew existed. Publicly, NeXT said it had a contract with the federal government as part of a partnership with ESL. Even inside the government, the CIA's involvement was shielded; the National Security Agency was the official buyer, according to Dain Ehring, who worked with Romello on the NeXT contract.

Only a few people at NeXT knew what was going on when mysterious visitors from Washington showed up at the office, and those employees knew better than to ask too many questions. Dan'l Lewin, whom Jobs had recruited to NeXT from Apple, recalled a half-dozen different groups showing up at the office, all looking like "off-the-shelf plain-clothes agents."

"They came in, said, 'Hi, my name's Sally.' 'My name's Bill.' 'My name's Sanjay,' whatever," Lewin recalled. "And nobody had business cards. They all smiled and we gave them demonstrations and there were people from ESL in the room because ESL was going to shepherd the whole thing. And they all left and smiled and nodded and didn't say a word."

The CIA brought in a team from Sun Microsystems, which had already had dealings with the spy agency, to help Jobs ramp up manufacturing. The first month of production yielded a hundred workstations. Then NeXT boosted output to 1,500 machines a month -- then 5,000.

The computers rolling off the line were loaded on unmarked trucks arriving at NeXT's warehouse in the early morning and transported to a CIA front company where the modified chips and visual processors were installed. Once assembled, the units went back on trucks bound for Moffett Field, a military installation, where they were loaded into hulking C-5 transport planes and flown to their final -- classified -- destinations.

Jobs still didn't know precisely where his NeXT Computers were going, or why, at least according to those on the intelligence side. The truth was that even the people responsible for buying them -- including Romello himself -- didn't fully anticipate how the computers would end up being used.

The computers went to analysts at the National Reconnaissance Office, or NRO, who used NeXT's high-resolution screens and specialized chips to scan satellite imagery -- to detect whether a country had moved its military, say, or if it was building a missile silo. The workstations also allowed analysts to create and share briefings, whether for lawmakers or the president, incorporating voice-over-video, still images and annotations.

Equally important, the NeXTcubes, as they were called, allowed data to be shared across intelligence networks, putting freshly collected images in the hands of military personnel around the world, thus allowing them to do analysis in real time. The World Wide Web was still in its infancy, but thanks to the NeXT, the intelligence community essentially had its own functioning internet. "We didn't use the word internet back then, but we called it just a 'wide area network,' or what have you," Romello said.

As more members of the military started seeing the images themselves they no longer had to rely solely on analysis from intelligence agencies. NeXT put raw intelligence into the hands of battlefield commanders at bases around the world, images they could interpret "though their eyes in near real time," Romello said.

The effect was to challenge the CIA's longstanding culture of centralized intelligence. This, Romello said, was "the biggest unintended consequence" of the new computers.

NeXT was integrated into the spy agencies just as their mission was about to change. The Soviet Union collapsed in 1991, and the U.S. went from being one of two superpowers to being the sole dominant hegemon in a world of new threats: rogue states, the rise of China, terrorism.

Jobs, however, wasn't destined to play a role for very long in that new era; he had his eye on something beyond the Pentagon and CIA. Harris, who had accompanied Romello to NeXT headquarters, recalled a meeting with Jobs in the mid-1990s when the entrepreneur told him: "I'm going to redefine the music industry."

Harris, who at that point was the head of NRO, had no idea what Jobs was talking about, but he eventually understood.

In 1996, Apple announced that it was buying NeXT, and Jobs returned to the company he had co-founded. A few years later, Jobs regained control of the entire company, putting it on a trajectory to become the world's most valuable brand -- and, as promised, redefining the music industry with the advent of the iPod and iTunes.

Although NeXT's presence in popular culture was overshadowed by Apple, the DNA of its operating system, NEXTSTEP, became the foundation for Apple's products, from Macs to iPhones.

Apple never became a major military contractor the way NeXT had been. After the Cold War ended, defense spending plummeted, dropping nearly 30% by the end of the 1990s, just as the commercial market for personal computers was exploding.

When the interests of Silicon Valley diverged from those of the military and intelligence worlds, the connection withered. Now, as the Pentagon aims to spend more than a trillion and a half dollars next year and invests in new technologies like artificial intelligence, Silicon Valley is rebooting the relationship.

The most lasting impact of Jobs's brief convergence with national security is simply that it allowed Silicon Valley's most iconic entrepreneur to make his way back to Apple.

The work with spy agencies gave Jobs "another five-year runway to harden and grow the business; to prove himself to shareholders and the market that he was a legitimate business leader, not just a kid who got lucky and could sell," said Ehring, who left the intelligence world in 1990 to work with Jobs at NeXT.

"So, without the NRO enabling Steve's maturity, he wouldn't have returned to run Apple as a turnaround CEO."”

High diesel prices push up inflation and borrowing costs. This speeds up deindustrialization of Germany, suffocating under high cost of energy already. The West is ending up with no industry needed to scale production of drone and missile swarms for survival in a heating up and therefore turbulent world.

The intersection of high diesel prices, structural energy crises, and aggressive trade policies poses a severe risk to Western industrial capacity at a time when military manufacturing needs to scale rapidly.

Diesel fuel prices jumped to a record high on Friday in the United States, as the war in Iran continued to restrict the supply of energy worldwide, further squeezing businesses that rely on diesel to run their factories and equipment.

The national average price of a gallon of diesel reached $5.85 per gallon, according to the AAA motor club, up more than 55 percent since the war started. That surpassed the previous peak, set four years ago during the global energy crunch caused by events in Ukraine.

Other refined petroleum products, like gasoline and jet fuel, have also soared. Gasoline cost $4.15 a gallon on Friday, on average, up nearly 40 percent since the war began, according to AAA.

Over the past six months, “global prices of all main refined products have increased more than crude prices ,” analysts at Goldman Sachs wrote in a research note.

The price of Brent crude oil, the international benchmark, traded at around $96 a barrel on Friday, up about 30 percent since the start of the war.

Diesel fuels are used by many commercial vehicles, including farm equipment and freight trucks. Higher fuel costs make it more expensive for business owners to run factories and ship products. Some businesses have passed on the higher costs to customers through fuel surcharges, and UBS recently cited higher diesel prices as a growing risk for homebuilders.

Fuel costs began rising after the United States and Israel began attacking Iran on Feb. 28. Tehran retaliated by effectively closing the Strait of Hormuz, the narrow Persian Gulf passageway through which about a fifth of the world’s oil and large amounts of related fuels are normally transported.

The turmoil in the supply of crude has spread to refineries, where oil is processed, or cracked, into fuels like diesel and gasoline. Missile strikes have damaged refineries in the Middle East.

In addition, Ukraine has attacked and damaged many Russian refineries. That has forced Russia to ban the export of refined fuels until the end of September.

“With little spare refining capacity, meaningful relief requires a recovery in Persian Gulf and/or Russian flows,” Warren Patterson, the head of commodities strategy at ING, wrote in a research note.

U.S. refineries are producing more fuels to take advantage of the “crack spread,” or the difference between the price of crude and refined petroleum products, which has reached record highs, Mr. Patterson said. A widening spread has helped companies like Marathon and Valero earn record profits.

Experts say the higher fuel costs will linger even if the war in the Middle East is resolved and the price of crude oil falls.

How to invest in robotics: Humanoid robots give the impression of playful science fiction. Yet the industry could grow to rival the automotive sector. Here is how investors can profit.

“He’s got a dangerous left hook.” At the end of his trip to China in February, Chancellor Friedrich Merz was treated to a boxing match in Hangzhou—performed by robots from the company Unitree Robotics. What might seem like a mere curiosity is actually a signal: China is demonstrating robotics not just as a laboratory concept, but as an industrial product. For investors, the question is no longer whether humanoid robots will arrive, but rather how quickly they will evolve from a spectacle into a profitable business model.

Humanoid robots are machines with a physique modeled on the human form—featuring a torso, arms, and usually legs—enabling them to navigate environments designed for humans. And they are smart. While they cannot think like a human—meaning they lack intent and consciousness—they possess a combination of sensor-based perception, interpretation models, and control software that translates a goal into concrete movements. For instance: “Knock him out!”

“The market for humanoid robots is still in the prototype phase,” writes the management consultancy Roland Berger in a study. To date, the technology has been deployed in the dozens rather than the thousands. However, if current trends continue, the economic impact could be substantial. Roland Berger forecasts that the market for humanoid robots could grow to as much as $750 billion by 2035. Experts even anticipate a market value of $4 trillion by 2050—a scale comparable to the automotive industry. Consequently, humanoid robots represent a significant growth opportunity for industrial, automotive, and electronics companies; with projected operating costs of just two dollars per hour, they could become a key driver of major efficiency gains.

So far, the financial impact of this sector remains modest on the balance sheets of the companies entering the field. “But this year, humanoid robotics is entering the phase of productive application,” says Daniel Sailer, head of sustainable investments within the asset management division of Bankhaus Metzler in an interview with the F.A.Z. He and his team have analyzed the market, noting that the disappearance of jobs due to new technology also has social implications. Robots are evolving from rigid capital goods into flexible, AI-driven workers capable of utilizing existing infrastructure without requiring costly factory retooling. But which companies are poised to benefit from this trend in the long run?

While robotics start-ups dominate in the US and China, they exist in Germany as well. For instance, the Metzingen-based start-up Neura Robotics focuses on cognitive robots that use AI to effectively see, hear, and learn. However, major corporations are also looking to tap into this business sector.

"Automakers such as BMW, Mercedes, and Hyundai—the latter via a majority stake in Boston Dynamics—are already testing humanoid fleets in mass production," says Sailer. According to Metzler Asset Management, however, the greatest potential lies outside industrial applications and within the service sector. In elderly and medical care, for example, robots assist with lifting patients. They could also perform simple cleaning tasks. Pilot projects in care facilities and hospitals across Germany, France, and Canada have shown that while robots do not replace caregivers, they can assist with repetitive tasks. This frees up more time for human caregivers to focus on empathetic care.

According to Daniel Körner, however, the robotics industry still has a long, difficult road ahead before it reaches the scale of the automotive sector. "The data is missing," says the technology fund manager at the asset management firm DWS during a press briefing. If a humanoid robot is to unload a dishwasher, developers need precise knowledge of how humans move while performing this task. Such data must be collected. Furthermore, "the hand is the major challenge," says Kröger. Anyone slicing an avocado needs a delicate touch to avoid crushing it beforehand. Additionally, according to the study authors at Roland Berger, robotic hands often last less than a year when used in high-volume operations. Test labs already exist. And according to Sailer from Metzler, Tesla CEO Elon Musk has already halted two vehicle production lines in favor of robotics. Tesla’s website is currently recruiting deep learning and motion planning engineers for "Optimus"—the name given to the company's first robot. "Your task is to create a general-purpose, autonomous, bipedal humanoid robot capable of performing tasks that are unsafe, repetitive, or boring," the site states. There are currently no publicly traded companies that manufacture exclusively humanoid robots. However, the Chinese robot manufacturer Unitree is aiming for an IPO this year. Private investors can gain exposure to this theme through thematic ETFs and funds—such as the Euro iShares Automation & Robotics UCITS ETF, the largest of its kind with assets of nearly four billion euros, or the L&G Robo Global Robotics and Automation UCITS ETF, which has a fund volume of just over one billion euros.

However, purchasing such baskets of stocks means investing not only in humanoid robots but in a broad ecosystem comprising automation, software, sensor technology, and computing power. Consequently, the humanoid theme usually enters an investor's portfolio only indirectly—if at all—through suppliers and key technology providers. In the BlackRock iShares ETF, for instance, which charges an annual total expense ratio of 0.4 percent, the ten largest companies account for nearly 40 percent of the total value.

As of the end of March 2026, the largest single holding is Advantest, a Japanese manufacturer of semiconductor test systems. It is followed by the US semiconductor corporation Intel and KLA, a US specialist in process control and metrology for semiconductor manufacturing. Nvidia also ranks among the top ten. For the L&G ETF, the annual total expense ratio is 0.8 percent. The largest single holding is Teradyne, a US corporation specializing in semiconductor test systems. Next in line are the Canadian electronics manufacturing services provider Celestica and the US company Intuitive Surgical, which specializes in surgical robotics.

In Germany, alongside automakers currently building up this business segment, automotive supplier Schaeffler and semiconductor manufacturer Infineon are also pivoting toward this new technology. "In our view, Infineon is the furthest along," says Sailer, noting that the company has established a strategic partnership with chip designer Nvidia. Even the world's most valuable company by market capitalization plans to offer its own robotic solutions.

Infineon could earn around $500 per robot. According to Sailer, the market potential is vast if—as estimates suggest—there is eventually one robot for every eight people. Schaeffler has set a target of generating around one billion euros in additional revenue in this segment. The business unit does not yet show any revenue in the 2025 financial statements. Most recently, the company announced a partnership with China’s Leju Robotics, supplying key components to the robot manufacturer.

According to Metzler Asset Management, the robot's body accounts for 40 percent of the costs, which vary significantly depending on production volume. Sensors represent a major cost component at 37 percent, followed by the battery at around one-fifth. The "brain"—or AI—accounts for only about four percent of the cost. Roland Berger estimates that a robot could cost just $20,000 to $30,000 by 2035 if it enters mass production.

Sailer advises private investors to exercise great caution when investing in this sector. "We would never buy a company solely because of its 'humanoid robotics' business segment." There is a risk that visionary corporations will invest heavily in this new segment without anyone knowing when—or if—it will actually pay off. Furthermore, are there even enough raw materials to produce a billion robots?

Many questions remain unanswered. However, the Metzler study establishes that the development of humanoid robots is driven by more than just technological curiosity; the primary drivers are fundamental economic realities: the global labor shortage and demographic change. Data from the World Bank and the UN Population Division indicate that the European Union, for instance, is facing a population decline after decades of growth. By 2050, it is expected to become the oldest region in the world, with a median age of 48.2 years. Among emerging economies, India is set to overtake China as the world's most populous nation. China’s population is already shrinking and aging rapidly.

The boxing match in Hangzhou was a spectacle. The real test begins when robots are no longer meant merely to impress, but must provide reliable assistance. "From science fiction to reality," writes Roland Berger. Whether this evolves into a viable business model will depend on how reliably they function in everyday life—and at what price.” [1]

“I woke up on a recent morning to three different AI alerts: My sleep had been pretty good, if light on REM; I urgently needed to review the cover of a foreign-language translation of my book; and I really ought to consider a weekend sea-kayaking expedition with the family.

People throw around the idea of "AI as a personal assistant" a lot, but this was the first time it hit me that artificial intelligence really has become my personal assistant. Specifically, Google's AI.

I've long been a skeptic of personal AI -- my privacy paranoia has made me one of those people who always rejects cookies and app-tracking requests -- but my experiences with it lately have me turning into one of those AI guys. Pretty soon, you might be one, too.

With my permission, Google's Personal Intelligence tool can access all my activity in almost every Google service. It has turned out to be an enabler of a handful of killer apps.

Daily Brief is an agenda for the day that Google's Gemini AI app generates for me every morning. It tells me what I have on tap for the next 24 hours and any pertinent future events, highlighting both items already on my calendar and things still stuck in my Gmail inbox. It has become indispensable for organizing my waking hours, prioritizing critical tasks and remembering important obligations.

Then there's Dreambeans, the company's newer, experimental Personal Intelligence app. If Daily Brief is the no-nonsense helper, Dreambeans is its slightly deranged hippie brother. It suggests things I might want to learn about, experience or share with my family. I'm drawn to the uncanny specificity of its suggestions, each one paired with an AI-generated sketch of myself and my loved ones actually doing those things.

For now, accessing Daily Brief costs as little as $5 a month, through the Google AI Plus plan, while Dreambeans requires a $20-a-month Google AI Pro plan.

My third morning alert is from Google Health Coach, which draws data from my Fitbit Air band, which we've previously reviewed. It doesn't use Personal Intelligence, but it does use Gemini AI, and comes in either a separate subscription plan or a higher-priced Google AI bundle. I've shared so much with this chatbot -- from my workouts and health goals to the data from my fitness band -- I feel like it gets me.

For years, we've been promised proactive AI that eases our burdens, rather than reactive AI that just waits for our prompts. Early adopters who use so-called agentic AI for work know how powerful it can be to hand AI a task and then ignore it until it's done. But, until now, this functionality has been mostly absent from consumer apps.

Google made Personal Intelligence accessible to all users in the U.S. in March for Gemini chatbot queries. Google launched the Daily Brief in May, and I've been testing both since their earliest days.

It has taken months for these services to demonstrate real utility for me, but now I wouldn't want to be without them.

A recent example: My daily brief included a note about an upcoming interview with an automotive expert, pulled from my email correspondence with him. It also included a one-tap option to use Gemini's deep-research capabilities to gather some recent developments at this firm and formulate questions based on them. On a whim, I tapped it, and the results were so good they helped inform that conversation.

Adding this kind of proactive help to the Daily Brief is what product manager Lawren Tilney's team at Google DeepMind is trying to do. "We really think this can be kind of your life partner, your proactive ally for your day," she says.

Both ChatGPT and Claude can generate a daily briefing like Google's, but it requires mastering several of their features at once. First, a user must grant these AI tools access to Google services like email and calendar, and then create a regular task that will fire off every morning, using a prompt that tells the AI to scan these sources and prioritize their contents.

Setting those up isn't just considerably more complicated, it also means giving these third-party AI platforms access to all of my Google-stored information. That feels like a much bigger leap of faith, privacy-wise, than allowing Google to use data it already has in a new way.

For those who already pay for Google's Gemini AI, switching on all this functionality is as straightforward as turning on Personal Intelligence and then adjusting some of its settings in Gemini.

"Daily Brief operates under the same strict privacy protections as our other consumer apps," Tilney says.

If you're worried about your data being used to train AI, Google says that while general prompts and responses may be used, your emails, photos or any other personal information won't be, even if they appear in prompts and responses.

Google's Personal Intelligence feature isn't currently available for business Google accounts, although some companies are starting to use Gemini Enterprise, which can perform similar tasks.

There is a huge gap between what today's AI tools are capable of and what we actually use them for. Many of their abilities are, for now, locked behind a level of complexity that only die-hard geeks can get past.

Google's Daily Brief, Dreambeans and the integration of Personal Intelligence into Gemini all win on simplicity. I wrote an entire book about AI, and yet I've been too lazy to leverage its full power in my personal life.

I didn't set out to leverage AI, beavering away in the background while I sleep, to set my priorities every morning, and even help me regulate my physical and mental health. But now I get it, because these proactive features more or less fell into my lap and made themselves useful.

Apple is also betting that personal AI will explode once it's built into the devices and services already in our hands. Like Google, Apple already has access to its users' digital lives.

As my colleague Nicole Nguyen wrote of Apple's upgraded Apple Intelligence, built into the versions of its device operating systems due out next month, "To win people over, Apple's AI doesn't have to be powerful, it just has to be available and easy to use."

Kam reikalingas nepopuliarus pilietybės atiminėjimas iš lietuvių, sunkiai dirbusių ir prasigyvenusių užsienyje? Kad sumažinti konkurenciją klanų nariams, naudojantis gimtinės gėrybėmis. Aiškina absurdiškai, kad tie, kas gimė, šio elito tėvų ir senelių valdomoje, komunistinėje Lietuvoje, nėra lietuviai, nes negavo pilietybės gimimo metu, todėl neturi teisės išsaugti Lietuvos pilietybę, įgydami kitą pilietybę. Kam reikalingas visuotinis šaukimas į kariuomenę? Kad didesnę milijardų eurų per metus, skirtų gynybai, dalį išsidalinti tarp savų, neišleidžiant dronų ir raketų pirkimui.

Kas tiksliai yra mokslinis nusižengimas? Blogas mokslas nebūtinai yra nusižengimas. Tačiau riba tarp aplaidumo ir sąlyginio ketinimo yra neaiški.

„Universitetai ir neuniversitetinės mokslinių tyrimų įstaigos stengiasi užkirsti kelią moksliniams nusižengimams arba bent juos tirti, ir tam pavyksta įvairiai. Užklupti tik ledkalnio viršūnę tikrai geriau nei nepastebėti ar net visiškai ignoruoti ledkalnį. Daugybė „tūkstančio nusiskundimų jūros“ atplaišų patenka ant ombudsmeno stalų; nors jie yra pirmasis įtariamo nusižengimo kontaktinis asmuo, jie dažnai tampa bendra skundų saugykla. Kaip ir bet kurioje srityje, yra įkyrių skundų pateikėjų ir šarlatanų, kurie, desperatiškai siekdami bent kruopelės dėmesio, pernelyg nori garsiai kelti triukšmą dėl tariamo „mokslinio sukčiavimo“. Kiekviena administracija greičiausiai turi susidurti su tokia našta.

Tačiau kas tiksliai yra mokslinis nusižengimas? Dažnai dėl to kyla netikrumas. Mokslinis nusižengimas reiškia konkretų išpuolį prieš mokslinių tyrimų ir dėstymo sąžiningumą, esminį tikslumą ar patikimumą. Bendri teisiniai pažeidimai, kurie įvyksta tik mokslinės veiklos kontekste, nepatenka į šią kategoriją. Juk akademinis pasaulis susiduria su patyčiomis ir seksualiniu priekabiavimu darbo vietoje,“ lėšų pasisavinimas, vandalizmas, patentų pažeidimas ir klaidingas trumpų atostogų įvardijimas kaip komandiruočių.

Akademinė bendruomenė nėra geresnė už likusį pasaulį. Tai neabejotinai yra darbo įsipareigojimų pažeidimai, o kai kuriais atvejais – ir nusikalstama veika.

Tačiau jie laikomi moksliniu nusižengimu tik tuo atveju, jei sukelia funkcinius sutrikimus, būdingus mokslinei veiklai, tai yra, jei jie kenkia esminiam tikslumui arba tiksliam faktinių pasiekimų pateikimui.

Pavyzdžiui, kiekvienas, kuris suteikia bendraautorystę straipsniams mainais už seksualines paslaugas arba slopina nepageidaujamus tyrimų rezultatus priekabiavimu, daro mokslinį nusižengimą.

Ir atvirkščiai, asmuo, kuris tiesiog piktnaudžiauja valdžia siekdamas asmeninės naudos, paprastai yra pirmiausia darbo ir drausmės teisės problema.

Mokslinio sąžiningumo taisyklės saugo mokslinę autorystę, kuri turi būti teisingai priskirta pagal atitinkamą individualų indėlį į mokslinio tyrimo pasiekimą. Mokslinis sąžiningumas yra asmeninis; jis reikalauja ginti savo darbą. Visi įvardyti autoriai prisiima esminę atsakomybę už tyrimo, kuriuo grindžiamas leidinys, tikslumą. Be to, kiekvienas, kuris pateikė originalų mokslinį indėlį, turi būti matomas per autorystę, laikantis disciplinos konvencijų.

Kartą nustatyta, autorystės negalima nei atsisakyti, nei atšaukti. Priešingai nei mokslinės autorystės atveju, dažnai vartojama „intelektinės nuosavybės“ sąvoka neturi tokios apsaugos. Ši sąvoka apima privatinės teisės teises, kuriomis iš principo disponuoja teisių turėtojas. Universitetai negali priimti intelektinės nuosavybės apsaugos taisyklių vien dėl to, kad atitinkami teisės aktai priklauso išimtinei federalinės vyriausybės teisėkūros kompetencijai pagal Pagrindinio įstatymo 73 straipsnio 1 dalies 9 punktą. Federalinis Konstitucinis Teismas neseniai tai pabrėžtinai pabrėžė (2026 m. kovo 24 d. nutartis – 2 BvL 3/18).

Mokslinio nusižengimo nustatymas nereikalauja teigiamo darbo mokslinės vertės įvertinimo; ši užduotis išlieka mokslo sistemos institucijų prerogatyva. Administracinės institucijos ar teismai taip pat gali užsiimti vien klaidų nustatymu. Nors geros mokslinės praktikos reikalavimus formuluoja mokslo bendruomenė, nusižengimo apibrėžimai yra normatyvinės taisyklės. Pavyzdžiui, Federalinis darbo teismas neseniai atkreipė dėmesį (2026 m. kovo 19 d. nutartis – 2 AZN 536/25), kad „plagiatas“ yra teisinė sąvoka, kuriai taikoma teisminė kontrolė. Nors teismas gali nereikalauti eksperto nuomonės vertindamas faktinį klausimą, kuriam reikalingos specializuotos žinios, tik tuo atveju, jei pats turi tokią patirtį, teisinių klausimų sprendimas išlieka išimtinė teismų kompetencija. Plagiato patikrinimai gali būti techniškai sudėtingi, tačiau epistemologiškai jie pasižymi „skaitmeniniu piešiniu“. Norint nustatyti, ar kas nors [naudojo] duomenis klastodamas duomenis, sudėtingesniais atvejais gali prireikti techninės (teismo ekspertizės) patirties (pvz., manipuliuojant vaizdo duomenimis). Tačiau duomenų klastojimo pažeidimas išlieka apibrėžtas normatyviniu požiūriu. Faktų įtraukimas į šį apibrėžimą nereikalauja konkrečios disciplinos mokslinės patirties. Todėl pagal daugumą reglamentų daktaro laipsnius, kai tik atskleidžiama apgaulė, panaikina lygybės pagrindu atstovaujamos institucijos (pvz., fakulteto taryba), į kurias įeina studentai ir nariai, neturintys daktaro laipsnio.

Geros mokslinės praktikos taisyklės skirtos užtikrinti patikimą mokslą nustatant konkrečią profesinę etiką, suderintą su atitinkamos disciplinos praktika. Tačiau klaida nebūtinai yra netinkamas elgesys. Moksliniame procese klaidų pasitaiko kasdien; tai neišvengiama ir netgi gali skatinti įžvalgas. Todėl gerai mokslinei praktikai reikalinga kultūra, kurioje sąmoningai sprendžiamos ir nuolat tvarkomos klaidos.

Kita vertus, rimti taisyklių pažeidimai yra tai, kas laikoma netinkamu elgesiu moksliniu požiūriu.

Tai taikoma ne tik tyčiniams mokslinio sąžiningumo apsaugos standartų pažeidimams, bet – kaip plačiai pripažįstama – ir dideliam aplaidumui. Pasiskolinta iš teisinės terminijos, ši kategorija reiškia ypač sunkų neatsargumo, reikalaujamo tam tikrame kontekste, nesilaikymą. Atsargumo priemonės ar aplinkybės, kurios turėjo būti akivaizdžios visiems, yra nepaisomos arba ignoruojamos. Riba tarp to ir „sąlyginio ketinimo“ – kai profesinė klaida laikoma įmanoma ir priimtina – yra miglota. Pavyzdžiui, autorius, rašantis monografiją ir planuojantis vėliau pridėti išnašas, paprastai tyčia plagijuoja, nes prisiima riziką, kad kai kurios iš tūkstančio citatų gali būti praleistos.

Tačiau kurios taisyklės yra tokios esminės, kad kiekvienas, dirbantis mokslinį darbą, privalo jas žinoti, o kurių pažeidimas rodo didelį aplaidumą? Apskritai tai apima bent jau taisykles, kurias išsamiai ir aiškiai išdėstė Vokietijos mokslinių tyrimų fondas (DFG) savo kodekse „Geros mokslinės praktikos apsaugos gairės“. Prie jų pridedamos konkrečios atskirų profesinių draugijų nuostatos, kurių dauguma yra suformulavusios savo gaires. Kilus abejonių – o abejonės yra mokslinė dorybė – galima kreiptis patarimo. Būtent šiam tikslui egzistuoja vietos ombudsmenai arba Mokslo organizacijų aljanso Mokslinio sąžiningumo ombudsmeno komitetas. Tokių konfliktų dažnai galima išvengti nuo pat pradžių.

Atsakomybės už nerimą keliančiai plačiai paplitusį šių pagrindinių taisyklių žinių trūkumą negalima perkelti institucijai ar vadovui. Struktūriniai mokymo trūkumai ar neatsakingas vadovų elgesys neatleidžia asmenų nuo asmeninės atsakomybės, kuri išlieka svarbiausia nepriklausomame moksliniame darbe. Nors ydingos gairės – ir, žinoma, nurodymai pažeisti taisykles – savaime yra netinkamas elgesys, jos iš esmės neatleidžia tų, kurie užsiima akivaizdžiai nesąžininga praktika. Mokslinio sąžiningumo taisyklės saugo visą mokslo bendruomenę ir disciplinos sąžiningumą, o ne tik egzaminavimo procesą ar instituto vidaus darbo eigą. Todėl susitarimas dėl nesąžiningos veiklos yra netinkamas elgesys.

Vienas iš pavyzdžių yra „dovanos autorystės“ praktika, kuri iš esmės yra nesąžininga, nes užgožia atskaitomybę, net jei visos šalys sutinka su šiais nepelnytais įvertinimais. Kiekvienas, kuris (pakankamai) neprisidėjo prie tyrimo, kuriuo grindžiama publikacija, negali laiduoti už jos mokslinį tikslumą kaip autorius. Nepaisant to, disciplinose, kuriose publikacijų skaičius yra svarbus, kartais nutinka, kad kam nors skubiai „reikia“ publikacijos – pavyzdžiui, norint užbaigti doktorantūros ar habilitacijos procesą.

Instituto direktorius arba tyrimų grupės vadovas gali „geranoriškai“ suteikti bendraautorystę, kad padėtų, priskirdamas asmenis prie rankraščių, kuriuose jie neužsitarnavo vietos. Tai neabejotinai yra netinkamas elgesys – jį daro ne tik asmuo, suteikiantis įvertinimą, bet ir bendraautoriai, kurie tiesiog toleruoja gudrybę. Tas pats pasakytina ir apie atvejus, kai disertacija pateikiama nepaisant to, kad recenzentai žino apie plagijavimą ar duomenų klastojimą. Tokiais atvejais apgaudinėjama profesinė bendruomenė; toks apgaudinėjimas yra kolektyvinis veiksmas.

Tačiau ar netinkamo elgesio nustatymas taip pat reikalauja kaltės? Kaltė reiškia asmens kaltumą už normų pažeidimą. Pagal baudžiamąją teisę kaltė gali būti atmesta tokiais atvejais kaip psichozė ar sunkus sąmonės sutrikimas. Priešingai, mokslinis nusižengimas nepriklauso nuo kaltės nustatymo. Tyrimo procedūros nėra skirtos nustatyti kaltę, o palengvinti savikoregavimą mokslo sistemoje. Vien nusižengimo nustatymas nėra sankcijos skyrimas.

Sankcijos skiriamos vėlesnėms priemonėms, tokioms kaip drausminės procedūros, kai taikomas kaltės principas. Priešingai, tyrimo procedūros tik nustato nusižengimą kaip tokį. Administracinės priemonės padeda sumažinti nesąžiningo mokslinio darbo išplitimo riziką. Jei kas nors suklastoja duomenis būdamas stipriai apsvaigęs arba padaro plagijavimą sirgdamas šizofrenija, pataisos poreikis išlieka nepriklausomai nuo asmens kaltės. Gali būti imtasi administracinių priemonių siekiant apsaugoti trečiąsias šalis (pavyzdžiui, nuo priekabiavimo); plagijuota disertacija gali būti „pažymėta“ arba publikacija atšaukta.

Yra didelis suinteresuotumas užkirsti kelią disfunkcijai, kurią sukelia nesąžininga mokslinė praktika. Nesąžiningumas kenkia moksliniam vientisumui ir, kartu, mokslo žinių patikimumui. Pasitikėjimas griauna. Pavyzdžiui, tokiose srityse kaip farmakologija duomenų klastojimas gali kainuoti net gyvybes. Todėl veiksmingos atsakomosios priemonės yra būtinos. Nors konceptualus tikslumas padeda, jis negali pakeisti profesinės etikos.

„Italijos įvaizdžiai“

Viena niūriausių kultūros istorijų yra trumpalaikis Rusijos Renesansas. Maždaug 1890 m. prasidėjęs judėjimas buvo sumanytas kaip humanistinis atgimimas ir kultūrinis regeneravimas pasaulyje, kurį nualino pramonė ir technologijos. Vėliau pavadintas Rusijos sidabro amžiumi, judėjimas jo dalyvių buvo vadinamas „mūsų Renesansu“. Deja, po trumpų 30 metų bolševikai pasmaugė besiformuojantį Renesansą jo lopšyje. Kas būtų buvę, jei šis judėjimas būtų tęsęsis?

Rašytojai ir menininkai, kurie savo judėjimą pavadino Rusijos Renesansu, tai darė paveikti Italijos. Beveik kiekvienas iki 1917 m. gyvenęs Rusijos menininkas ir intelektualas, nepaisant jų išteklių, leidosi į kelionę po Sandro Botticelli ir Dante Alighieri žemę. Juos padrąsino Pavelas Pavlovičius Muratovas, rusų meno istorikas ir produktyvus eseistas. „Italijos įvaizdžiai“ (1911–1916 m.), jo puikiai parengtas trijų tomų Italijos meno, istorijos ir geografijos vadovas, tapo iškalbingiausia rusų meilės Italijos renesansui išraiška.

Niekas Muratovo jaunystėje negalėjo numatyti jo aistros menui. Jis gimė 1881 m., karo gydytojo sūnus. Jis buvo išsiųstas į kadetų korpusą ir kovojo Rusijos ir Japonijos kare 1904–1905 m. Netrukus po to jis paliko kariuomenę, kad siektų savo tikrosios meilės – italų kultūros. Iki 1908 m. jis sutiko ir vedė rusų-italų šokėją Evgeniją Paganuzzi ir kartu su ja išvyko į savo pirmąjį turą po Italijos miestus. Taip prasidėjo kelionės, kurios aprašytos „Evokacijose“.

Muratovas nukeliauja mylias kelių ir šimtmečius kultūros. Tris tomus, kurie sudaro „Evokacijas“, nepaprastai sunku suskirstyti į kategorijas. Jie yra ir memuarai, ir vadovai, ir esė apie meną. Muratovas skaitė tų, kurie prieš jį keliavo Didžiuoju Italijos turu, kūrinius: Johanno Wolfgango von Goethe, Walterio Pater, Vernon Lee. „Evokacijos“ iš dalies yra duoklė jiems visiems.

Skaitytojai lydi Muratovą, kai jis tyrinėja muziejus ir koplyčias, aikštes ir pasažus dideliuose ir mažuose Italijos miestuose. Kiekvienas aprašymas yra poetiškas. Klajojant Venecijos gatvių „labirintu“ reikia kantrybės, jis mums sako: „Elgiantis kaip riteris šachmatų partijoje, jūs braižote stačių kampų trasą.“ Tai tinkamas Muratovo rašymo stiliaus aprašymas. Jis trumpai pakomentuoja Giovanni Bellini ir Tintoretto darbus, bet tada stabteli ir išsamiai nagrinėja XVIII amžiaus menininko Pietro Longhi darbus. Longhi paveiksluose Muratovą žavi Venecijos kaukių kultūra: miesto „niūrios prabangos“ išraiška. Kaukėti venecijiečiai yra tarsi „fantastiški ir grėsmingi naktiniai paukščiai“, ir, spėja Muratovas, tarp jų pasitaiko ir viena malonumų ieškanti vienuolė.

Florencija ir jos apylinkės Muratovą giliai sujaudina, ypač todėl, kad šis regionas geriausiai išreiškia XV amžiaus Renesansą, arba „Quattrocento“, kuriame jis jaučia „didžios širdies, pulsuojančios tyru ir kilniu krauju“, plakimą. Šio laikotarpio kulminacija yra Botticelli, humanisto tapytojo, kuris įsimintinai vaizdavo „prarastą“ dangų ir pasiūlė „naują žmoniją, pasmerktą gyventi po abejingu dangumi ant nuniokotos žemės, nusėtos sudužusių įsitikinimų fragmentais“, menas. Šis jautrumas grindžia liūdną jo „Veneros gimimo“ (apie 1485 m.) nuotaiką, kurį Muratovas vadina „gražiausiu paveikslu žemėje“. Muratovas panašiai pagerbia Dantę, prašydamas mūsų užlipti stačiais Florencijos laiptais, vedančiais į San Miniato baziliką, iš kurios galime žvelgti į miestą, už kurį Dantė „statymą skyrė savo griežtai ir švelniai sielai“.

Tomai nėra vien menas ir kultūra – Muratovas mielai įtraukia ilgus nukrypimus nuo XVIII amžiaus laisvamanio Giacomo Casanova ir mažiau žinomos, bet ne mažiau nepaprastos Kristinos Aleksandros, Švedijos karalienės, palikusios sostą, gyvenimo ir nuotykių. XVII a. vidurio, ieškodamas juslinio ir intelektualinio malonumo gyvenimo Romoje.

Tai gali atrodyti kaip įspūdžių sūkurys, tačiau Muratovo tomai skaitomi lėtai ir apgalvotai, tarsi kontrastuodami su jo paties laikmečio triukšmu ir greičiu. Skaitytojų pojūčiai įtraukiami, kai Muratovas stabteli vienoje ar kitoje vietoje, pavyzdžiui, Campagna gyvenvietėje Romos pakraštyje. Ten, Almonės pakrantėje, jis randa Bosco Sacro – „šventąją giraitę“, sudarytą iš „kelių senovinių akmeninių pušų, išdėstytų tobulu ratu“ aplink tai, kas kadaise turėjo būti pagoniškas altorius. Jis kviečia skaitytojus išsitiesti ant žemės šalia jo: „Gulėdamas Šventojo miško pavėsyje, pradedi jausti silpną dirvožemio, ką tik išdygusios žolės, visžalių augalų kvapą. Gamta alsuoja pavasario laukimu, ir vis dėlto staiga apima liūdesys.“ Kodėl ši akimirka negali tęstis amžinai?

Lenos Lencek „Evocations“ vertimas į anglų kalbą atliktas nepriekaištingai, o storas popierius, ant kurio atspausdintas tekstas, yra prabangaus tankumo. Tik vienas pasirinkimas pasirinkimas gadina visumą – originalias meno kūrinių reprodukcijas, esančias originaliuose rusų leidimuose, pakeitė gražūs, bet abstraktūs Gideono Boskerio vaizdai (kairėje), skirti tekstui priminti. Taigi skaitytojas praranda galimybę pamatyti, ką Muratovas kruopščiai aprašo.

Trečiojo tomo paskutiniuose puslapiuose pasakojimą pradeda Pirmasis pasaulinis karas. Muratovas yra Venecijoje ir klausosi laikraščių kioskų pranešimų apie Austrijos erchercogo nužudymą. Iki trečiojo tomo išleidimo karas jau buvo prasidėjęs. Muratovas metė meną ir grįžo į armiją, o po 1917 m. revoliucijos savo įgūdžius skyrė bado padarinių palengvinimui. Už savo tarnybą Muratovas tik sukėlė įtarimų: buvo suimtas ir įkalintas. 1922 m. jis visam laikui pabėgo iš Sovietų Sąjungos.

Būdamas tremtiniu Italijoje, Muratovas toliau stengėsi palaikyti Rusijos ir Italijos ryšį ir siekė atkurti išsibarsčiusį Rusijos Renesansą. Jis organizavo renginius ir konferencijas, o rusai antradieniais Romoje lankydavosi jo kultūros vakarėliuose. Tremtinė rusų rašytoja Nina Berberova su ekstaze prisiminė kelionę po Romą su Muratovu kaip savo gidu: „Jis mylėjo Italiją ir išmokė mane ją mylėti.“ Nepaisant Muratovo pastangų, Rusijos Renesansas nunyko, o Rusijos ryšys su italų kultūra išblėso. Muratovas mirė kaip užmirštas žmogus 1950 m. „Evokacijų“ pakartotinis leidimas yra seniai laukta duoklė trumpam Rusijos kultūrinio atgimimo spindesiui, kažko, kas niekada neturėjo būti prarasta, atradimui iš naujo.

Nvidia Uses Deep Pockets To Keep AI Boom Rolling

“Nvidia was closing in on a landmark agreement to help OpenAI secure one of the world's largest planned data-center projects when Colette Kress, the chips firm's chief financial officer, pumped the brakes.

Concerned about negative investor reaction to a Wall Street Journal report that Nvidia was in talks to financially guarantee a project expected to cost more than $500 billion, Kress pushed for a scaled-back deal, according to people familiar with the matter. In the end, Nvidia agreed to backstop less than half of the original amount discussed.

It was a tactical retreat -- but on the broader strategy of using its balance sheet to bolster the AI boom, Nvidia shows no signs of giving ground.

On Wednesday, the world's only $5 trillion company reported its second-quarter earnings, which included the blockbuster mic drop that the company expects its revenue to grow much faster than Wall Street analysts had been expecting. Shares climbed in after-hours trading en route to a $442 billion gain Thursday. The company's shares retreated nearly 4.6% on Friday.

Nvidia executives seized on the positive vibes created by the revenue news to offer a full-throated, affirmative argument for the company's growing use of financial guarantees, equity investments and other mechanisms to help its customers buy artificial-intelligence chips in ever greater quantities.

Kress name-checked some of Nvidia's biggest recent actions, including the data-center project, located on federal land in Ohio; an initiative with six major Wall Street investment firms to provide $500 billion in financing for chip purchases; a deal to provide "selective credit enhancement" to enable an unnamed AI lab to buy 2 gigawatts of computing power; and credit support for neo-cloud companies that agree to share some revenue with Nvidia. (Some of the revenue-sharing agreements have been paused, the Journal reported.)

Kress also said that Nvidia has invested nearly $50 billion in frontier AI labs.

"We recognize the scale of this support, and we know some will call this circular financing. We see it differently," she said.

How does Nvidia see it?

OpenAI, Anthropic and other so-called frontier labs, Kress said, are "growing faster than what their balance sheets and credit profiles can support." They are juicing revenues at unprecedented rates, but the growth can only continue as long as they can secure ever-greater amounts of computing power, which they will have trouble doing on their own as long as they lack the ability to borrow huge sums of money at competitive rates.

Until they can do so, Kress said, "Nvidia is needed to help power this flywheel."

In contrast to the 5% share-price slide that followed news of Nvidia's planned Ohio backstop, investors greeted Kress's Wednesday remarks with an 8.7% jump -- good for the second-largest one-day market cap gain in history.

John Belton, a portfolio manager at Gabelli Funds, said the financing initiatives are geared toward accelerating the AI data center build-out and reducing borrowing costs for smaller cloud companies, but called them "polarizing for the stock" because of ongoing market concerns about circular financing. Still, helping customers afford data centers probably makes good sense, he said.

"It is unlikely that this debate will be resolved anytime soon," Belton said. "But for now, they should support revenue and earnings upside both near- and medium-term."

The ultimate expression of Nvidia's flywheel strategy might be the data-center project in Portsmouth, Ohio. At its planned size of 10 gigawatts, it would be the largest such facility in the world -- with Nvidia providing financial support to each of the major players involved, in some cases at multiple levels.

To help SoftBank's SB Energy raise debt to build the campus, Nvidia agreed to backstop a portion of the completed value of the site, up to $105 billion. In return, it has the exclusive right to provide chips for the first half of the project. Nvidia is expected to provide financing for the chips OpenAI will need to buy, with purchases expected to total $350 billion for the full build-out.

The day of that announcement Chief Executive Jensen Huang put it plainly in an X post. "Is this circular financing?" he wrote, before answering, "No."

Huang compared the financial guarantee to the same strategy Nvidia applies to managing its supply chain. "We secure critical inputs when we have visibility into customer demand and when doing so enables long-term productive capacity," he said.

With Anthropic planning an IPO as soon as September and OpenAI expected to follow next year, the need for credit backstops on their chip buys should lessen over time. Immediately after SpaceX went public, it was able to raise $25 billion in a bond sale.

Other bottlenecks remain. Looming large among them is electricity. There, too, Nvidia is deploying its balance sheet to make sure customers have somewhere to plug in servers.

Nvidia has picked up its pace of investment in this area, with up to billions invested across several different firms. Nvidia's incentive is clear: The more power developers it works with, the more data centers that are specially built for its chips versus its competitors.” [1]

This is why drowning most of his money into closed models of OpenAI and Anthropic is risky for Nvidia. “Evocations of Italy

One of the most melancholy cultural histories is that of the short-lived Russian Renaissance. Beginning in approximately 1890, it was intended as a humanist revival and a cultural regeneration in a world rendered barren by industry and technology. Later named the Russian Silver Age, the movement was called "our Renaissance" by its participants. Alas, after a brief 30 years, the Bolsheviks strangled the infant renaissance in its cradle. What might have been if this movement had lasted?

The writers and artists who named their movement the Russian Renaissance did so under the spell of Italy. Almost every pre-1917 Russian artist and intellectual, regardless of means, took a Grand Tour to the land of Sandro Botticelli and Dante Alighieri. They were encouraged by Pavel Pavlovich Muratov, a Russian art historian and prolific essayist. "Evocations of Italy" (1911-16), his beautifully produced three-volume guide to Italian art, history and geography, became the most eloquent Russian expression of love for the Italian Renaissance.

Nothing in Muratov's youth predicted his passion for art. He was born in 1881, the son of a military doctor. He was sent to the cadet corps and fought in the Russo-Japanese War of 1904-05. Shortly thereafter, he left the military to pursue his true love, Italian culture. By 1908 he had met and married Evgenia Paganuzzi, a Russian-Italian dancer, and together with her embarked on his first tour of Italian cities. So began the travels that are depicted in "Evocations."

Muratov traverses miles of road and centuries of culture. The three volumes that constitute "Evocations" are extraordinarily difficult to categorize. They are at once memoirs, guidebooks and essays on art. Muratov read the works of those who had traveled on the Italian Grand Tour before him: Johann Wolfgang von Goethe, Walter Pater, Vernon Lee. "Evocations" is, in part, a tribute to all of them.

Readers accompany Muratov as he explores museums and chapels, squares and passageways in Italian cities both large and small. Every description is poetic. Wandering the "maze" of streets in Venice takes patience, he tells us: "Proceeding like the knight in a game of chess, you chart a course of right angles." This is an apt description of Muratov's writing style. He briefly comments on the works of Giovanni Bellini and Tintoretto, but then pauses to examine at length the work of the 18th-century artist Pietro Longhi. In Longhi's paintings, Muratov is fascinated by the Venetian culture of the mask: an expression of the city's "gloomy opulence." Masked Venetians are like "fantastic and sinister night birds," and include, Muratov speculates, an occasional nun seeking pleasure.

Florence and its surroundings move Muratov profoundly, especially because this region best expresses the 15th-century Renaissance, or Quattrocento, in which he senses "the beating of a great heart pulsing with pure and noble blood." The culmination of this period is the art of Botticelli, a humanist painter who hauntingly depicted a "lost" heaven, and who proposed a "new mankind, doomed to live beneath an indifferent sky on a ravaged earth strewn with the fragments of shattered beliefs." This sensibility undergirds the mournful mood of his "Birth of Venus" (ca. 1485), which Muratov declares "the most beautiful painting on earth." Muratov pays similar homage to Dante, asking us to climb the steep Florentine stairs leading to the basilica of San Miniato, from which we can gaze at the city on which Dante had "wagered his stern and gentle soul."

The volumes are not all art and culture -- Muratov happily includes long digressions on the life and adventures of the 18th-century libertine Giacomo Casanova and the less well-known but no less remarkable Christina Alexandra, the Swedish queen who left her throne in the mid-17th century to seek a life of sensual and intellectual pleasure in Rome.

This may seem like a whirlwind of impressions, but Muratov's volumes have a slow and deliberate pace, one meant to contrast with the noise and speed of his own time. Readers' senses are engaged as Muratov pauses in one place or another, such as in the Campagna on the outskirts of Rome. There, on the banks of the Almone, he finds the Bosco Sacro, a "sacred grove" composed of "several ancient holm pines arranged in a perfect circle" around what must once have been a pagan altar. He invites readers to stretch out on the ground next to him: "Lying in the shade of the Sacred Wood, you begin to notice the faint smell of soil, newly sprouted grass, evergreens. . . . Nature is filled with the anticipation of spring. . . . And yet, a sudden sorrow takes hold of you. Why can this moment not last forever?"

The translation of "Evocations" into English by Lena Lencek is done flawlessly, and the thick paper on which the text is printed has a luxurious density. Only one unfortunate choice mars the whole -- the original reproductions of artwork that appear in the original Russian editions are replaced by lovely but abstract images (at left) by Gideon Bosker designed to evoke the text. The reader thus misses the ability to see what Muratov painstakingly describes.

In the final pages of the third volume, World War I breaks into the narrative. Muratov is in Venice, listening to newsboys announce the assassination of the Austrian archduke. By the time Volume 3 was published, war had begun. Muratov abandoned art and returned to the army, and then, after the 1917 Revolution, devoted his skills to famine relief. For his service, Muratov only garnered suspicion: He was arrested and imprisoned. He fled the Soviet Union for good in 1922.

As an exile in Italy, Muratov continued his endeavors to keep the Russian-Italian connection alive and sought to reconnect the scattered Russian Renaissance. He organized events and conferences, and Russians attended his cultural soirees in Rome on Tuesdays. The exiled Russian writer Nina Berberova ecstatically recalled touring Rome with Muratov as her guide: "He loved Italy and taught me to love it." Despite Muratov's efforts, the Russian Renaissance withered, and Russia's connection to Italian culture dissipated. Muratov died a forgotten man in 1950. The republication of "Evocations" is a long-overdue tribute to the brief brilliance of Russia's cultural revival, a rediscovery of something that should never have been lost.

The World’s Breadbaskets Are Getting Pounded by War, Weather and Trade Spats

“Bad harvests and attacks on trade passages threaten to drive food prices higher.

Instant noodles. Hot chapatis. Sliced bread.

Wheat is at the heart of the modern diet, and this year, it is facing an accumulation of modern dangers. The breadbaskets of the world are getting pummeled by drone strikes and devilish weather, nudging prices higher amid already soaring food costs in the wake of the Iran war.

Heat and drought have diminished harvests in some of the biggest wheat-producing countries, including the United States, which is expected to have its worst wheat harvest in a half-century, spiking prices. Poor countries that agreed to buy American wheat under the threat of Trump tariffs could be stuck paying abnormally high prices.

The Black Sea, a crucial passage for the global wheat trade, is an active theater of the Russia-Ukraine conflict, while the Houthi militia’s attacks on shipping in the Red Sea have already forced grain shipments to take a longer, more expensive route around South Africa.

Beyond that, a supercharged El Niño further threatens water levels in the Panama Canal, while drought has reduced water levels to perilously low levels in transit routes like the Rhine and Danube rivers in Europe, raising transportation costs.

All this at a time when the global atmosphere is hotter than normal because of a century of fossil fuel burning, threatening the livelihoods of small farmers in poor countries.

The simultaneous troubles reveal the risks inherent in the global food system today. Only a few crops, like wheat, provide most of the world’s calories. Relatively few governments dominate the export of wheat, including Russia, Canada, the United States, Ukraine, and the European Union. Their customers are mainly low-income countries that no longer grow much of the food their people eat.

“The system we currently have in place depends on three things: seamless trade, cheap energy, stable climate,” said Evan Fraser, a professor who studies the global food system at the University of Guelph, in Ontario. “Today, it seems none of these assumptions are met.”

Few things are as politically potent as the price of bread, and wheat prices were already at a three-year high in July, according to the Food and Agriculture Organization. The U.N. agency has warned of higher prices later this year.

The saving grace is that the world had a bumper crop of wheat last year, and global stocks remain strong. The risk, said Monika Tothova, an economist who specializes in commodities at the Food and Agriculture Organization, is that “several sources of uncertainty begin to reinforce one another.”

“A combination of El Niño-related weather impacts across major exporters, renewed constraints on Black Sea exports and further disruptions to key shipping routes would have implications far beyond wheat production itself,” she said.

Conflict Hits the Black Sea, a Grain Choke Point

Russia and Ukraine together account for nearly a third of the wheat that the world buys. This year, just as harvests began, their grain shipments have nearly ground to a halt.

In recent weeks, both Russia and Ukraine have stepped up their attacks on each other’s grain export terminals and ships in the Black Sea, a waterway they share to get their goods out to the world.

In the critical Russian Black Sea port city of Novorossiysk, grain terminals suspended operations after a drone attack in early August.

There was also a Russian bombing campaign against the Ukrainian port city of Odesa, which Ukraine relies on to get its grain out. A potential alternative, the Danube River, is far more difficult to begin with — and this year, the Danube’s water levels have plummeted because of drought. When events started in Ukraine and blocked its Black Sea grain trade in 2022, the sharp increase in global food prices put tens of millions of people at increased risk of acute food insecurity.

This time, the Ukrainian Agri Council, a trade group, has warned of a potential wave of bankruptcies amid the blockade, saying that “the challenges currently facing the agricultural sector are significantly more dangerous and severe in their consequences than even those of 2022.”

Weather Is Scrambling Harvests

Wildfires this summer spared the wheat belt of France, the European Union’s largest wheat producer. But the heat has not.

France expects lower yields because of record heat this summer, according to government projections. Germany’s main farmers group said on Tuesday that yields were down for several crops, including wheat, because of drought and heat. In July, the European trade group for agricultural commodities, Coceral, issued a special bulletin, estimating lower grain yields of 286.6 million metric tons this year, compared with 310 million metric tons in 2025, for the continent and for Britain.

Australia, also a major wheat exporter, planted fewer acres of wheat because of high fertilizer costs, stemming from the Strait of Hormuz closure.

The United States is about to have its worst wheat harvest since 1970, largely because of a terrible drought in the Great Plains, the U.S. Department of Agriculture estimated in its latest report this month. American farmers had devoted fewer acres to wheat, and yields per acre were also down.

Currently, there is enough grain stored in the silos of farmers, traders and government reserves globally.

But the smaller harvests are raising prices on the world market. Prices of U.S. soft red wheat have jumped by nearly 25 percent in the first seven months of the year, according to an analysis by Joseph Glauber, an economist with the International Food Policy Research Institute. Prices of hard red wheat have soared even more sharply. U.S. wheat stocks are down too.

“It’s not a question of availability. It’s a question of affordability,” Mr. Glauber said. “Anybody who is selling wheat will profit from the higher price.”

Importing Countries Feel the Pinch

Rising prices of imported wheat puts enormous pressure on governments that are forced to buy high and then help subsidize the costs to keep bread prices within the reach of its people.

Egypt, which buys most of its wheat from abroad, including from Russia and Ukraine, has tried to bolster wheat production at home, with the government offering higher prices to farmers. Still, Egypt remains far from reaching anything close to self-sufficiency. There is simply not enough water to produce what the country needs.

Then there are President Trump’s tariffs. To try to avoid additional higher rates, some wheat-importing emerging economies, such as Bangladesh, agreed to buy substantial amounts of U.S. wheat.

That means they are obliged to pay whatever price U.S. wheat goes for this year, even it is substantially higher than what other countries are offering.

Analysts in Bangladesh have denounced the deal as unfair.

History’s Grim Lessons

The perils facing the world’s breadbaskets come at a time when an El Niño, a naturally recurring weather pattern, is raising the risks of extreme weather for farmers in many parts of the world, including in countries like Ethiopia and Guatemala, where millions of small farmers subsist on what they grow on their own land.

The last major El Niño event, in 2015 and 2016, worsened food insecurity for an estimated 60 million to 100 million people, the World Food Program estimated.

This time, the W.F.P. says, it could expand the ranks of those who are unable to meet their daily food needs to 274 million, up from 225 million today. The biggest effects are expected in Central America and southern Africa.

“It is naïve to think we can rely on a food system built for a different era,” Mr. Fraser said. “And so we need to reimagine how to feed ourselves.”” [1]

Prieš renginį kalbėdamas žurnalistams jis teigė, kad siekiant paruošti ligonines veikti ekstremalių situacijų metu į jų požeminę infrastruktūrą iki 2030 m. planuojama investuoti apie 300 mln. Eur.

„Kauno klinikos, Santaros klinikos, Respublikinė universitetinė Vilniaus ligoninė netrukus pradės inicijuoti savo projektus, kurie susiję su mūsų gynyba“, – sakė jis.

100 naujų darbo vietų

Centre veiks 20 viena nuo kitos nepriklausomų, geros gamybos praktikos (GGP) reikalavimus atitinkančių gamybos linijų. Jose bus kuriamos ir gaminamos naujos kartos ląstelių terapijos, personalizuotos terapinės vakcinos ir regeneracinės medicinos produktai, taip pat vystomos 3D žmogaus audinių spausdinimo technologijos.

„Šiuolaikinė farmacija pasiekė tokį lygį, kad pati ląstelė gali tapti vaistu. Pavyzdžiui, kraujo vėžio ląstelės geba apsimesti sveikomis, todėl mūsų limfocitai jų neatpažįsta. Šiame centre iš paciento paimtus limfocitus šiek tiek modifikuosime, kad jie gebėtų atpažinti ir sunaikinti vėžines ląsteles. Taip jie padės gydyti šią sunkią ligą ir gelbėti žmonių gyvybes“, – ceremonijos metu kalbėjo V. A. Bumelis.

Gamybos linijos turės atskiras kokybės kontrolės laboratorijas, švariųjų patalpų sistemas ir itin jautrioms ląstelių terapijoms pritaikytą infrastruktūrą. Tai leis vienu metu gaminti individualizuotus preparatus skirtingiems pacientams, kontroliuoti kryžminės taršos riziką ir užtikrinti viso gamybos proceso atsekamumą.

„Bio City III“ numatoma sukurti apie 100 aukštos kvalifikacijos darbo vietų biotechnologijų, bioinžinerijos, molekulinės biologijos ir kitų gyvybės mokslų sričių specialistams.

Kaip anksčiau rašė „Verslo žinios“, viena svarbiausių naujojo centro veiklos krypčių bus individualizuotų ląstelių terapijų kontraktinė gamyba. Tokių gydymo metodų kaip CAR-T terapija jau taikoma universitetinėse ligoninėse, tačiau jų gamybos mastas tebėra ribotas.

Universitetinės ligoninės šias terapijas dažniausiai gamina nedideliais kiekiais savo pacientams. „Northway“ siekia pasiūlyti didesnio masto gamybos infrastruktūrą ligoninėms, tarptautinėms biotechnologijų ir farmacijos bendrovėms bei mokslinių tyrimų centrams.

Centras taip pat plėtos regeneracinės medicinos technologijas, skirtas pažeistiems audiniams atkurti ir sveiko gyvenimo trukmei ilginti.

Plėtra tęsis iki 2028 m.

Naujasis centras bus integruotas su netoliese, „Bio City II“ komplekse, nuo 2024 m. veikiančiu genų terapijos centru „Celltechna“. Grupės vertinimu, toks artumas leis sutrumpinti gamybos grandinę – nuo terapijoms reikalingos genetinės medžiagos paruošimo iki galutinio ląstelių terapijos produkto.

„Northway“ taip pat yra pastačiusi biotechnologijų gamybos pastatus „Bio City I“ komplekse. Pritraukus reikiamą finansavimą, į visą projektą numatoma investuoti iki 200 mln. Eur, o Vismaliukų teritorijoje visiškai įsikurti planuojama iki 2028 m. pabaigos.

The technology of recombinant proteins was created by the Americans, not by the team of Vladas Algirdas Bumelis. What have we, Lithuanians, created? Silence, only crickets can be heard.

“Under the control of scientist and businessman Vladas Algirdas Bumelis, the “Northway Biotech” group of companies opened a 61 million euros Innovative Cell Therapy and Personalized Medicine Center in Vilnius.

A 3,500 sq. m. m area is the third development phase of the biotechnology ecosystem “Bio City” developed by “Northway” – “Bio City III”.

The national development bank ILTE provided a loan of 48 million euros for the project, and the remaining part of the investment was allocated by “Northway”.

“This is Lithuania’s path to the future,” President Gitanas Nausėda said at the event. “We need all industries, including traditional manufacturing sectors. However, the 21st and 22nd centuries will belong to technologically innovative sectors, which, without a doubt, create huge added value.”

Prime Minister Mindaugas Sinkevičius said that the project is another reminder that in the global economy, Lithuania is not just a consumer of technologies developed by others, but also a country that creates innovations.

Speaking to journalists before the event, he said that in order to prepare hospitals to operate in emergency situations, it is planned to invest about 300 million euros in their underground infrastructure by 2030.

“Kaunas Clinic, Santara Clinic, and the Vilnius University Hospital will soon begin initiating their projects related to our defense,” he said.

100 new jobs

The center will operate 20 production lines that are independent of each other and meet the requirements of good manufacturing practice (GMP). They will develop and manufacture new generation cell therapies, personalized therapeutic vaccines, and regenerative medicine products, as well as develop 3D human tissue printing technologies.

“Modern pharmacy has reached such a level that a cell itself can become a medicine. For example, blood cancer cells are able to pretend to be healthy, so our lymphocytes do not recognize them. In this center, we will slightly modify lymphocytes taken from a patient so that they can recognize and destroy cancer cells. In this way, they will help treat this serious disease and save people’s lives,” said V. A. Bumelis during the ceremony.

The production lines will have separate quality control laboratories, clean room systems and infrastructure adapted for highly sensitive cell therapies. This will allow for the simultaneous production of individualized preparations for different patients, control the risk of cross-contamination and ensure traceability of the entire production process.

Bio City III is expected to create about 100 highly qualified jobs for specialists in biotechnology, bioengineering, molecular biology and other life sciences.

As previously reported by Verslo Žinios, one of the most important areas of activity of the new center will be contract manufacturing of individualized cell therapies. Treatment methods such as CAR-T therapy are already used in university hospitals, but their production scale remains limited.

University hospitals usually produce these therapies in small quantities for their patients. Northway aims to offer larger-scale production infrastructure to hospitals, international biotechnology and pharmaceutical companies and research centers.

The center will also develop regenerative medicine technologies designed to restore damaged tissues and extend healthy lifespan.

The development will continue until 2028.

The new center will be integrated with the nearby Celltechna gene therapy center, operating in the Bio City II complex since 2024. According to the group, such proximity will allow shortening the production chain - from the preparation of genetic material required for therapies to the final cell therapy product.

Northway has also built biotechnology production buildings in the Bio City I complex. Once the necessary financing is attracted, it is planned to invest up to 200 million euros in the entire project, and it is planned to fully settle in the Vismaliukai territory by the end of 2028.

The Northway group consists of 17 companies operating in the fields of medicine, biotechnology, biopharmaceuticals, wellness and investment. The biotechnology cluster operating under the Northway Biotech brand includes seven companies – five in Lithuania and one each in the United Kingdom and the United States.”
