<br><br>I attended the 2010 economic outlook hosted by the BCREA British Columbia Real estate Association. Professional economist Bryan Yu gave a great talk about the real estate outlook for Squamish. the short story is that things are going to improve in the future, but nothing big will happen right away. Squamish saw an over build occur between 2005 - 2007. We are still selling this over supply of real estate. Squamish will see population growth over the long term and the recent highway improvement will be a benificial factor for us. There are some negative factors such as HST for new home purchasers and the new mortgage qualification rules will have a negative impact on affordability for people because for some people less money will be available to them for a mortgage. In general the future looks strong for Squamish as property values seem to have stabilized and wont move for most likely the next 6 months and then will begin to creep upward.<br><br>Squamish Real Estate REALTOR]]></description>

<p><strong>In many places across the province, the spring market is expected to be hotter than usual, with the housing sector continuing its upward trajectory from 2009's lows. <h3>Home sales activity strong through Olympic period</h3>
<p>The Greater Vancouver housing market continued to experience strong demand from homebuyers and an increase in total property listings in a month where the eyes of the world were focused on the region.</p>
<p>The Real Estate Board of Greater Vancouver (REBGV) reports that residential property sales in Greater Vancouver totalled 2,473 in February 2010, an increase of 67.1 per cent compared to February 2009 when 1,480 sales were recorded and a 28.6 per cent increase compared to the 1,923 sales recorded in January 2010. </p>
<p>More broadly, last month&rsquo;s sales totals marked a 7.6 per cent decline compared to the 2,676 sales recorded in February 2008 and were 13.5 per cent behind February 2007 when 2,859 residential sales were recorded on the Multiple Listing Service (MLS&reg;) in Greater Vancouver. </p>
<p>Over the last 12 months, the MLSLink&reg; Housing Price Index (HPI) benchmark price for all residential properties in Greater Vancouver increased 19.7 per cent to $581,911 from $486,054 in February 2009. This price is 2.4 per cent above the previous high point in the market in May 2008 when the residential benchmark price sat at $568,411.</p>
<p>&nbsp;&ldquo;We don&rsquo;t know at this point what long-term impact the Olympics will have on our housing market, but we do know that activity in our market remained steady through all of the excitement and distraction of the last few weeks,&rdquo; Scott Russell, REBGV president said.</p>
<p>&ldquo;In February, for example, 110 sales were recorded on the MLS&reg; in downtown Vancouver. That&rsquo;s higher than 2009 and slightly lower than the mid-2000s, which is consistent with data from the overall market. It&rsquo;s too soon to say whether that&rsquo;s an Olympic effect,&rdquo; Russell said.</p>
<p>New listings for detached, attached and apartment properties in Greater Vancouver totalled 4,606 in February 2010. This represents a 17.6 per cent increase compared to February 2009 when 3,916 new units were listed, and a 10.5 per cent decrease compared to January 2010 when 5,147 properties were listed on the MLS&reg; in Greater Vancouver.</p>
<p>At 11,346, the total number of property listings on the MLS&reg; increased 11 per cent in February compared to last month and declined 21 per cent from this time last year.</p>
<p>&ldquo;Two months into 2010, we see the total number of homes listed for sale on the rise and demand in the market strong, but less frenzied than we saw in the latter part of 2009,&rdquo; Russell said.</p>
<p>Sales of detached properties increased 67.5 per cent in February 2010 to 983 from the 587 detached sales recorded during the same period in 2009. The benchmark price, as calculated by the MLSLink Housing Price Index&reg;, for detached properties increased 22.5 per cent from February 2009 to $800,796.</p>
<p>Sales of apartment properties in February 2010 increased 65.2 per cent to 1,074 compared to 650 sales in February 2009. The benchmark price of an apartment property increased 17.3 per cent from February 2009 to $390,899.</p>
<p>Attached property sales in February 2010 are up 71.2 per cent to 416, compared with the 243 sales in February 2009. The benchmark price of an attached unit increased 16.2 per cent between Februarys 2009 and 2010 to $495,496.</p>

<p style="text-align: left;">Existing home prices in British</p>
<p style="text-align: left;">Columbia increased sharply during the</p>
<p style="text-align: left;">second half of 2009. The momentum</p>
<p style="text-align: left;">in resale prices is not expected to</p>
<p style="text-align: left;">be sustained in 2010 as the supply</p>
<p style="text-align: left;">of listings increases relative to sales.</p>
<p style="text-align: left;">Resale prices will see only modest</p>
<p style="text-align: left;">growth in 2011.</p>
<p style="text-align: left;">The number of single-detached</p>
<p style="text-align: left;">home starts will rise in response to</p>
<p style="text-align: left;">growing homeownership demand. The</p>
<p style="text-align: left;">introduction of the Harmonized Sales</p>
<p style="text-align: left;">Tax (HST) may move forward some</p>
<p style="text-align: left;">home starts, offsetting starts that</p>
<p style="text-align: left;">would have occurred in the second</p>
<p style="text-align: left;">half of the year. Expect 10,150 singledetached</p>
<p style="text-align: left;">home starts in 2010, and</p>
<p style="text-align: left;">11,000 in 2011.</p>
<p style="text-align: left;">Growing housing demand, combined</p>
<p style="text-align: left;">with low and declining inventories of</p>
<p style="text-align: left;">new and existing multiple-unit homes,</p>
<p style="text-align: left;">will encourage more multiple-unit</p>
<p style="text-align: left;">projects. Builders will focus on phased</p>
<p style="text-align: left;">projects, brought to the market as</p>
<p style="text-align: left;">demand picks up. Expect an increase</p>
<p style="text-align: left;">in the number of larger multiple-unit</p>

All other areas have regained their prices which suggests that Squamish will also regain its property values. <p><br><strong><span style="font-size: small;">In December, 2009, the British Columbia government made a very significant amendment to the Strata Property Act. This amendment gives developers the ability to create strata projects where all owners of residential units, regardless of when they purchase their units, have the unrestricted right to rent out their units.</span></strong> <strong>Let me explain.<br></strong><br><span style="font-size: small;">The Strata Property Act provides that, if a developer wishes to rent any of the residential strata lots in the project, the developer must file a document called "Rental Disclosure Statement" with the Superintendent of Real Estate.</span> <strong>This document requires the developer to do two things: (i) specify the residential units that the developer intends to rent out, and (ii) specify the length of time the developer is to be entitled to rent out those units. In order to ensure that they have the ability to rent out residential units should they wish to do so, most developers do file a Rental Disclosure Statement (RDS) with the Superintendent of Real Estate. <br></strong><br><span style="font-size: small;">The December, 2009 amendment to the Strata Property Act does not change the law regarding rental restrictions for projects where the developer filed a RDS before January 1, 2010.</span> <strong>For these projects, the legal effect of the RDS is that only (i) the developer, and (ii) "first purchasers" (these are owners who purchased their units directly from the developer) are exempt from any rental restriction bylaws passed by the owners until the date the RDS expires. All purchasers subsequent to the "first purchasers" are subject to any rental restriction bylaws passed by the owners from time to time.<br></strong><br><w:wrap></w:wrap><span style="font-size: small;">The December, 2009 amendment to the Strata Property Act changes the scope of the exemption that a RDS can provide. </span><strong>The amendment states in effect that, for a RDS filed after December 31, 2009, any rental restriction bylaws passed by the owners do not apply to any of the strata lots specified in the RDS until the date it expires.</strong> <br><strong><span style="font-size: small;"><br>In other words, if a developer files a RDS indicating the developer intends to rent all of the residential units in the project, and that the RDS expires in 100 years, the practical effect of the RDS will be that, for the entire life of the building, all owners of residential units, regardless of when they purchased their units, will be entitled to rent their units as they see fit, free of any rental restrictions.<br></span></strong><br>Legal update provided by:<br><br><b>David A. <p align="left">Residential units sales through the Multiple Listing Service&reg; (MLS&reg;) in BC are forecast to increase six per cent to 90,100 units in 2010, before edging back three per cent to 87,500 units in 2011.</p>
<p align="left"><img width="350" src="http://members.rebgv.org/realtorlink/rebgv/publications/RLzine/RL_feb122010/images/forecast_table1.gif" height="325" class="fltrt">MLS&reg; residential unit sales sprinted from an annualized rate of 50,000 units during the first quarter of 2009 to 112,000 units during the fourth quarter. However, waning pent-up demand and eroding affordability is expected to moderate the pace of home sales going forward, particularly on the South Coast. </p>
<p align="left">While market performance in Victoria, Vancouver and the Fraser Valley markets were largely responsible for pulling the provincial aggregate significantly higher last year, MLS&reg; residential sales are expected to grow more rapidly outside these major markets in 2010, as the full impact of low mortgage rates, attractive home prices and improved consumer confidence are just now taking hold. </p>
<p align="left">In 2011, BC residential sales will be constrained by higher home prices, especially on the South Coast, and rising mortgage interest rates. In addition, relatively sluggish economic and employment growth is not expected to propel household incomes high enough to offset the rising carrying cost of housing. </p>
<p align="left">The average annual BC MLS&reg; residential price is forecast to climb five per cent to $490,900 this year, and remain relatively unchanged in 2011, albeit up one per cent to $494,800. Most of the increase will likely occur by the end of the first quarter this year. Home prices are expected to experience relatively less upward pressure as the year unfolds. </p>
<p align="left">In Victoria, Vancouver and the Fraser Valley, moderating consumer demand (compared to Q4 2009) combined with a larger number of homes for sale is expected to level market conditions from a sellers&rsquo; market to a balanced market this year. Housing markets in the rest of the province are expected to exhibit a relative balance between buyers and sellers through the next two years.</p>

<h2>Housing supply and demand reach closer alignment in January</h2>
<p><strong>Diverse selection and favourable interest rates continue to drive demand in the Greater Vancouver housing market.</strong></p>
<p><strong>The Real Estate Board of Greater Vancouver (REBGV) reports that residential property sales in Greater Vancouver totalled 1,923 in January 2010, an increase of 152.4 per cent compared to January 2009 when 762 sales were recorded and a 23.5 per cent decline compared to the 2,515 sales recorded in December 2009.</strong></p>
<p><strong>In terms of historical perspective, January ranked as an average month for number of residential housing sales over the past decade, with higher sales in January 2002, 2003, 2004, and 2006.</strong></p>
<p><strong>Over the last 12 months, the MLSLink&reg; Housing Price Index (HPI) benchmark price for all residential properties in Greater Vancouver increased 17.2 per cent to $573,241 from $489,007 in January 2009. This price is 0.8 per cent above the previous high point in the market in May 2008 when the residential benchmark price sat at $568,411.</strong></p>
<p><strong>&nbsp;&ldquo;Although home prices in the region have largely returned to their previous peaks, we still see a significant number of first-time and move-up buyers in the market, thanks to low interest rates and the diverse range of properties available today,&rdquo; Jake Moldowan, REBGV president-elect said.</strong></p>
<p><strong>&ldquo;There is also closer alignment between supply and demand in today&rsquo;s housing market. At 18 per cent, the sales-to-active listings ratio in January is approximately 10 per cent lower than we&rsquo;ve seen in our market over the last six months,&rdquo; Moldowan said.</strong></p>
<p><strong>New listings for detached, attached and apartment properties in Greater Vancouver totalled 5,147 in January 2010. This represents a 39.1 per cent increase compared to January 2009 when 3,700 new units were listed, and a 139.1 per cent increase compared to December 2009 when 2,153 properties were listed on the Multiple Listing Service&reg; (MLS&reg;) in Greater Vancouver.</strong></p>
<p><strong>At 10,218, the total number of property listings on the MLS&reg; increased 14 per cent in January compared to last month and declined 26 per cent from this time last year.</strong></p>
<p><strong>&ldquo;Looking ahead, it&rsquo;s difficult to know exactly what the Olympic effect will be on our market in February, although I think it&rsquo;s fair to say it should be a quieter period for home buyers and sellers and so, in fact, may be a good time for motivated buyers to search for properties,&rdquo; Moldowan said.</strong></p>
<p><strong>In January, sales of detached properties increased 141.4 per cent to 705 from the 292 detached sales recorded during the same period in 2009. The benchmark price, as calculated by the MLSLink&reg; Housing Price Index, for detached properties increased 19.5 per cent from January 2009 to $788,499.</strong></p>
<p><strong>Sales of apartment properties in January 2010 increased 146.8 per cent to 891 compared to 361 sales in January 2009. The benchmark price of an apartment property increased 15.2 per cent from January 2009 to $385,487.</strong></p>
<p><strong>Attached property sales in January 2010 are up 200 per cent to 327, compared with the 109 sales in January 2009. <p><strong>In British Columbia, Foreclosure occurs when a borrower defaults on the payment of a mortgage. Mortgagee can apply for a judicial sale, also known as a court ordered sale. The sale will be approved by a judge.</strong></p>
<p><strong>Once an accepted offer has been made and the purchaser removes their subjects, the offer will be presented to the court. The sale will now get a court date for the judge's approval. There is still a possibility that, when the offer is presented to the judge, the offer may go to a sealed bid process by other purchasers.</strong></p>
<h3><span style="text-decoration: underline;">In the courtroom:</span></h3>
<p><strong>Mortgage companies lawyer presents the purchasers' offer to the Judge,</strong></p>
<p><strong>(in foreclosure proceedings the judges are referred to as Masters.)</strong></p>
<p><strong>The Master asks if there are any other offers in the courtroom. If there is not,&nbsp; the Master will approve the sale. If there are competing offers the Master will instruct all parties, including the original purchaser to leave the courtroom and resubmit&nbsp; a sealed envelope to the vendors lawyer.</strong></p>
<p><strong>The Master reviews the offers and approves what they consider to be the best offer. The Property is SOLD.</strong></p>
