Buffalo police arrested a 38 year old Buffalo woman in connection with a call concerning the health and welfare of four children.
Central District officers responded to the call just after 10pm Sunday night at a residence in the 300 block of Northampton Street. ...
Officers say they observed four children living without proper clothing and food supply. Police say the house also didn't have any hot water at the time.
Police arrested 38 year old Cycleta Stallworth and charged her with failing to exercise control of minors. The children were taken to a relatives home.

Buffalo police are investigating the armed robbery of the Buzz-N-Bee convenience store located in the 2000 block of Seneca Street. The incident happened at 1:15am this morning.
South District officers say that the suspect entered the store with a large knife, causing the clerk to flee from the counter area. The suspect, described as a black male about 6'tall and approximately 200lbs., and wearing black clothing and ski mask made off with an undisclosed amount of money. Anyone with information is asked to call the Confidential TIPCALL Line at ( 716 ) 847 - 2255.

NATIONAL: Click fraud botnet operators release new version of Rambo click-fraud malware. According to a newly released whitepaper from Dell Secure Works™ and data from Palo Alto Networks. This information has also been distributed by the United States Department of Homeland Security.

Individuals within the cyber-security community should already be familiar with Rambo, also known as Redyms. Basically, once a PC or network of PCs are infected the computers silently in the background, click on, or accumulate traffic for online advertising. These clicks, cause an income stream to form for the publishers of websites that the advertising appears on. Usually this form of advertising offers a very small amount of income per click or “x” number of clicks, depending on the advertising platform and agreement. The typical profit from pay per click (PPC) advertising is a few cents but when multiplied by thousands or tens of thousands of computers this can result in a much higher amount over time.

Some advertising agencies will automatically send checks, or deliver funds to a checking, or PayPal account once a pre-set payment threshold has been reached.

Once this software infects a computer usually through kits like RIG, Magnitude or Angler, Rambo will look for sandboxes and virtual machines. So, what exactly is a “Sandbox” A sandbox is an area on a machine where software can be worked on safely.

Unfortunately, in a Java programming language and development environment, the sandbox is a program writing and development area and a specialized set of rules IT programmers need to use when creating code. This is typically called an applet, that is sent as part of a page. Since Java applet is sent automatically as part of the page and the page can be executed as soon as it arrives at its destination, the applet can easily do harm. This can be deliberate or accidental, f the page is allowed unlimited access to memory and operating system services. The sandbox, or development area, provides strict limitations on access to system resources the applet can request and access. Another way to describe it is if you get a new dog (applet) and let it into your house, you may want to lock doors to rooms with wooden furniture or nice rugs. Same general principal. You are confining the limits of access to a new organism on your network.

Rambo then remote calls back to the command and control (C&C) server and acts like a pay loader and downloads a copy of Chromium Extended Framework. This allows users to embed Chromium-based browsers. It is the open-source browser that is used to navigate pages containing advertisements.

Chromium is not developed as a malware tool. It is an open-source browser developed to actually make the internet safer.

Pay per click advertising is not a fraud and not harmful to your computer, it is advertising and should be clicked on with care as the destination may have different security and privacy policies then the page iot is placed on.

Those whom are exploiting the software, according to experts, are doing so through a search function, to throw off analytics to attempt to resemble casual surfing and not the actions of a bot.

The experts at Palo Alto and Dell have determined that while the software is not overly complex, there may be room for the programmers to improve and shield from further identification in the future.

ROCHESTER MAN PLEADS GUILTY TO GUN CHARGE

ROCHESTER, N.Y. -- U.S. Attorney William J. Hochul, Jr. announced today that Edwin Murray, 51 of Rochester, NY, pleaded guilty before U.S. District Judge Elizabeth A. Wolford to possession with intent to distribute cocaine and possession of a firearm in the furtherance of a drug trafficking crime. The charges carry a mandatory minimum penalty of five years in prison, a maximum of 20 years, and a fine of $1,000,000 or both.

Assistant U.S. Attorney Charles E. Moynihan, who is handling the case, stated on August 20, 2014, members of Rochester Police Department executed a search warrant in the downstairs apartment at 54 Miller Street in Rochester. During the execution of the search warrant, an investigator encountered Murray, who was the only person in the house at the time, in a bedroom. Under a bed, investigators found a black shoe box. Inside they found a clear plastic bag that contained 84 smaller ziplock baggies. Each baggie contained a white rocky material which was later identified as crack cocaine. Officers also located a wallet which contained $346.00 in United States Currency and marijuana. Officers also found a Ruko-Armscor Model M14 .22 caliber long rifle and a magazine for the rifle, which contained six rounds of .22 caliber ammunition.

The plea is the culmination of an investigation on the part of Rochester Police Department, under the direction of Rochester Police Department Chief Michael Ciminelli, and the Bureau of Alcohol, Tobacco, Firearms and Explosives, under the direction of Special Agent in Charge Delano A. Reid.

Sentencing is scheduled for July 14, 2016, at 2:00 p.m. before Judge Wolford.

WHEATFIELD NY - On March 16, 2016 at 2231 hours the Niagara County Sheriff's Office responded to 2536 Stoelting Street in the Town of Wheatfield for an assault in progress complaint. On patrol arrival, it was discovered that two victims had suffered stab wounds after an altercation with individuals who had shown up at their residence to allegedly settle a personal dispute that had started during Facebook messaging.

The first victim was a teenage male who suffered lacerations to his left arm and was treated at the scene. The second victim, who is the stepfather of first victim, was stabbed in the abdomen and airlifted by Mercy Flight to Erie County Medical Center. Both injuries are non life threatening. After the assault, the suspects fled the scene in a green Jeep with a broken rear window. An observant patrol deputy located the vehicle unoccupied in the WalMart parking lot on Military Road in the City of Niagara Falls. The suspects were located inside the store by Sheriff's Deputies, State Troopers, and several other assisting local agencies.

After investigation, two males, Kim Bradley, 17, and Eduardo Martinez, 19, both of Niagara Falls were charged with Assault 2nd degree. They were arraigned in Wheatfield Town Court on the above charges and bail was placed at $20,0000 on both subjects. Return date is March 23, 2016 at 1300 hours in Wheatfield Court. Additional charges may be pending.

Buffalo Police Change Date for Overdose Response Class

Training session has been rescheduled for April 27 at 6pm-8pm.

Buffalo, N.Y. – The Buffalo Police Department will hold four community Narcan training sessions. The sessions, which are free and open to the public, will focus on how to administer the life-saving overdose antidote. Attendees will receive a free Narcan kit, containing two doses of Narcan, upon completion of the training session.

“As the epidemic of heroin and opioid drug overdose deaths continues in our city, our region and cities across the country, we believe it’s time to train and equip community members to aid in the rescue effort. While having our police officers carry Narcan is making a difference and saving lives, we need the help of our community to further address this important health issue,” said Buffalo Police Department Commissioner Daniel Derenda.

The free Narcan training sessions will be held at the following locations:

In the first 10 days of March, there were 10 overdose deaths in the City of Buffalo, with at least 25 deaths in the city since the beginning of the year.

The most recent national data from the Centers for Disease Control and Prevention (CDC) shows that opioids—a class of drugs that include prescription pain medications and heroin—were involved in 28,648 deaths in 2014. Anecdotal information from medical and law enforcement sources around the U.S. indicates that number is trending sharply upward.

The drug naloxone, commonly known as Narcan, temporarily reverses the effects of opioids, allowing someone who has suffered an overdose to resume breathing. Administration of Narcan to an overdose victim increases the life-saving window of time for treatment by first responders.

The Free Community Narcan Training Sessions are part of Mayor Byron Brown’s continued commitment to addressing the growing epidemic of prescription opioid drug and heroin abuse in our community which also included the following:
• A recent Town Hall Meeting on heroin and opioid drug overdose abuse, co-sponsored by the “Save the Michaels of the World, Inc., Mayor Brown, North District Council Member Joel Feroleto, and US Attorney William Hochul
• Reducing access to drugs through drug enforcement, part of Mayor Brown’s Zero Tolerance policing policy which has resulted in an overall crime rate reduction of 32 percent since 2006

Stranger Danger Alert: 14 Year Old Girl Approached, Injured near Bailey and Dingens

Buffalo Police are reporting that a14 year old female student recently was approached as she walked from her home at Bailey and Dingens at 0640 hrs.

She was near the Bowling Alley (Bowl Inn- 727 Bailey) and did notice a black male walking north on Bailey (from Clinton). He was about 34 years old, 5'8" tall, 230 lbs, wearing dirty blue jeans and a black hoody.As he passed her-he stopped and asked "Do you want to do something?" He then pushed her up against a fence, bruising her cheek and stopped when a passing car blew its horn and yelled out of the window. The suspect continued walking north on Bailey.

ORLEANS COUNTY MAN PLEADS GUILTY TO DISTRIBUTING METHYLONE

BUFFALO, N.Y.-U.S. Attorney William J. Hochul Jr. announced today that Allen M. Young, 39, of Barker, NY, pleaded guilty to possession with intent to distribute methylone, before Chief U.S. District Judge Frank P. Geraci, Jr. The charge carries a maximum penalty of 30 years in prison and a $2,000,000 fine.

Assistant U.S. Attorney Frank T. Pimentel, who is handling the case, stated that between October 21, 2011, and December 13, 2012, the defendant conspired with Peter Viera to obtain methylone from China, which Young then distributed. On December 13, 2012, while members of the Orleans County Major Felony Crime Task Force were attempting to execute a search warrant on Young and his car, he fled at a high rate of speed before crashing the car in Ridgeway, NY. Young fled the scene on foot. Nine rounds of .50 caliber ammunition were found in the car. As he fled, the defendant discarded a backpack near the scene of the crash which contained 1.8 pounds of methylone and just over one pound of marijuana.

Young was subsequently arrested in Erie, Pennsylvania on February 14, 2013, and has been in custody ever since. On April 5, 2013, officers executed a search warrant at his residence and seized seven firearms belonging to the defendant.

Peter Viera has also been convicted and will be sentenced on May 5, 2016.

The plea is the result of an investigation on the part of the Orleans County Major Felony Crime Task Force, under the direction of District Attorney Joseph V. Cardone and Sheriff Randall Bower, and the Drug Enforcement Administration, under the direction of James J. Hunt, Special Agent in Charge, New York Field Division.

Sentencing is scheduled for June 17, 2016, at 10:30 a.m. before Chief Judge Geraci.

Buffalo Male, Possession Intent to Distribute Heroin

BUFFALO, N.Y.– U.S. Attorney William J. Hochul, Jr. announced today that Damien Hicks-Bailey, 21, of Buffalo, NY, was arrested and charged by criminal complaint with possession with intent to distribute and distribution of heroin. The charge carries a maximum penalty of 20 years in prison and a $1,000,000 fine.

Assistant U.S. Attorney Edward H. White, who is handling the case, stated that according to the complaint, on July 1, 2015, the defendant exchanged heroin for cash with a man at a 7-11 store in West Seneca, NY. Later that day, the man was discovered deceased at his apartment in West Seneca. A plastic baggy with a white powdery substance was discovered in the man's bedroom. The substance later tested positive for heroin. Subsequent investigation uncovered store security video which captured the interaction between the defendant and the adult male.

The defendant made an initial appearance before U.S. Magistrate Judge Michael J. Roemer and is being held pending a detention hearing on March 18, 2016 at 12:00 p.m.

The criminal complaint is the culmination of an investigation on the part of Special Agents of the Drug Enforcement Administration, under the direction of Special Agent in Charge James J. Hunt, New York Field Division and the West Seneca Police Department, under the direction of Chief Daniel Denz.

BUFFALO MAN INDICTED ON GUN CHARGE

BUFFALO, N.Y. – U.S. Attorney William J. Hochul, Jr. announced today that a federal grand jury has returned an indictment charging Aaron Lucas, aka B-Wise, 38, of Buffalo, NY, with being a felon in possession of a firearm. The charge carries a maximum penalty of 10 years in prison.

Assistant U.S. Attorney Meghan A. Tokash, who is handling the case, stated that according to the indictment, between October 25 and October 28, 2015, the defendant possessed a .22 caliber semi-automatic rifle. Lucas was convicted in 2003 of a felony charge in state court and as a result is prohibited from legally possessing a firearm.

The defendant will be arraigned on March 30, 2016 at 10:00 a.m. before U.S. Magistrate Judge Michael J. Roemer.
