FAQ - Sanchay Post 6.6.1

1.	After entering the details in SB >> ECS Debits & Credits form, the transactions are not reflected in LOT.
	After entering the details in the COUNTER login, the transaction should be authorized by the Supervisor. Only after the transaction is authorized by the supervisor, it will be reflected in the LOT.
2.	Cleared RD PRSS/agent cheques are not shown in ‘RD PRSS Post Entries’ form for selection.
	While preparing the cheque list, select the scheme as ‘RDPRSS’ in case of agent’s providing softcopy of the list created through ‘RD Customer Package 3.0’ provided by SDC with version 6.6.1 . These RD PRSS cheques will be displayed in ‘Post RD PRSS Entries’ form for selection after clearance.
3.	RD Bulk cheques are not shown in ‘RD Bulk Acceptance’ form.
	While preparing the cheque list, select the scheme as ‘RDBULK’ if the list is to be entered manually through ‘Bulk Posting’ form. RD Bulk cheques will be displayed in ‘RD Bulk Acceptance’ form after clearance.
4.	An error message ‘Total amount does not tally’ is received when the cheque is selected for RDPRSS posting/RD bulk acceptance. What is the procedure for calculating cheque amount in case of RD PRSS/RD agents?
	RD cheques collected from customers / agents should be for amount payable after deduction of rebate and inclusive of default fee, if applicable. A separate cheque should be collected for each list.
5.	We are unable to enter transactions for BPL accounts.
	For entering transactions in BPL accounts use the SB >> ECS - Debit and credit form (1310) >> Select manual and category as BPL. You will have to select category as INDP for INDP accounts, INWP for INWP accounts and so on.
6.	While performing discharge in 'Encashment of other office KVP / NSC', an error 'To select type of discharge' is displayed.
	Download Discharge_661.zip, unzip and run the patch from DBAnalyzer folder.
7.	Can Interest Calculation be done after 1st of April?
	For PPF - on any day after completion of transactions on the 31st of March For SB & NSS - on any day after day begin has been performed for the 1st of April. Interest is posted (inserted) in the ledger with transaction date as per rules.
8.	While posting the transactions through 'RD >> Post PRSS Entries' form (Form no.1123) using the file generated through RD Customer Package, error message 'The application has failed to start because MFC30.dll was not found. Re-installing the application may fix this problem' is displayed.
	Download MFCDLL.zip, unzip and copy the files to 'SP5 >> Comm' Folder.
9.	In 'Reports >> NSC Reports >> Certificates Purchased through Agent' form, an error message 'No transactions available for this day' is displayed even when transactions are available for the day.
	Download Reports2008.zip, unzip and copy the file to DBAnalyzer folder and run it once from the same location.
10.	While doing PPF maturity closure in SOSB online module, CYI (Current Year Interest) is not shown / calculated.
	Check whether all the patches for Version 6.6.1 available in our website are downloaded and copied to the respective folders (after unzipping) in all the clients running Sanchay Post. Also ensure that previous financial year annual interest entry is available for that account.

A patch is now available in SDC Website for incorporating the changes in rate of interest with effect from 01/04/2012. This patch includes changes in respect of PPF, MIS, SCSS & TD only. For changes in maturity value of NSC VIII, NSC IX & RD instructions are awaited from the Directorate; patch will be provided later.

Sanchay post version 6.6.1 is to be released on the 19^th of March 2012. It is imperative for all HOs to upgrade immediately to facilitate interest calculation for the financial year 2012-2013.

Preparation for upgradation to Sanchaypost version 6.6.1

Download the latest DBAnalyzer exe from our website. Run DBAnalyzer software.
In ‘Check Databases’ option ensure that upgradation to previous versions is successful using ‘version 6.5’ and ‘version 6.5R2’. Also check the option ‘MoF Patch’ to ensure interest rate updation.
In case of any error in the above, contact SDC for solution.

Also ensure the following:

Run DBAnalyzer. Select ‘Database Discrepancies’ (SB,PPF and NSS).

1) Ensure that previous financial year Interest Entry (2010-2011) is made for all accounts. (‘Ledger entries without previous year interest entry’ option will list the accounts without interest entry).

Login to Data Entry Module as Data Entry Supervisor and insert the interest transaction for the previous financial year (i.e. for 2010-2011) with the transaction date as '01/04/2011' and transaction type as 'interest'.

2) Ensure that account type is available for all accounts. (‘Account numbers with blank account type’ option) In online module, login as Supervisor. Use 'Common -> Account type Conversion' form. Select the correct account type and save.

3) Ensure that ledger entries with Cleared Date as ‘01/01/1900’ are not available. (‘Ledger entries with LOT / Cleared Date as 01/01/1900’ option)

4) Ensure that account status is updated for all accounts. (‘Account numbers with blank account status' option) Select 'Database Discrepancies >> SB >> Account numbers with blank account status' option in DBAnalyzer and update the account status.

The patch is released for providing the solution for the following problems.

1. While fetching POS Articles , Insured Registers Parcels also are getting fetched into SpeedNet.
2. While Login to Speednet error - "There is already an object named versionxmonitor"

Steps to update the patch:-

1. Take Full Backup of PSOPCC
2. Execute the Patch1 Exl file through Script Tool.exe
3. Confirm that script is executed succesfully.

Patch for Revision of Interest Rates and Various Changes in SB Rulings (w.e.f. 01/12/2011)

IMPORTANT INFORMATION

• The patch can be executed only after day-end of 30/11/2011

• It can be executed on the server or on any one of the client systems running a 32 bit Operating system in which DBAnalyzer is installed

• The patch does not require SQL ‘SA’ password for execution and hence can be run by any official working on systems or by the supervisor

• Supervisor has to ensure the execution of the patch before commencing counter operations on 01/12/2011.

The patch does NOT incorporate the following points, and hence and in cases where it becomes applicable the changed rule has to be implemented manually.

• The maturity period for Monthly Income Scheme (MIS) and National Savings Certificate (NSC) will be reduced from 6 years to 5 years – problem will not arise at present.

• New NSC instrument, with maturity period of 10 years introduced is to be handled manually.

• The change in rate of interest in case of TD premature closure will have to be done manually till the requisite changes are made.

INSTRUCTIONS FOR RUNNING THE PATCH

• Download the ‘MoF_RateChange.zip’, unzip and copy it to the DBAnalyzer folder

• Run ‘MoF_RateChange.exe’ from the DBAnalyzer folder itself.

• Enter the name of the SB Server and click ‘OK’.

• A message will be displayed for each scheme.

• Continue clicking on ‘OK’ until the message ‘Interest rates updation completed successfully’ is displayed.

• In case any other message or error code is displayed, email the error code to SDC for solution.

Points to remember for Cheque Deposits:

Investment in KVP through Cheque should not be accepted w.e.f. 28.11.2011. If any cheque presented before 28.11.2011 is cleared after 30.11.2011, the amount should be refunded to depositor.
After 25.11.2011 while accepting cheques for opening MIS, rubber stamp should be affixed on counterfoil “No Bonus shall be payable if cheque is credited to Govt. Account after 30.11.2011

Patch for Removal of ceiling for maximum balance in SB accounts, is
now available in the SBLAN website. (SB Order No.20/2011) The order
comes into effect from 1st October 2011. The downloaded file should be
unzipped and executed from the DBAnalyzer folder. The patch can be run
today itself.

Point Of Sale Pincode Updation Version2

The Requirement

Offices already using Point Of Sale are not able to update their PIN Code Database whenever a new version is released. In the process of upgradation it was not possible to upgrade the PIN Code database due to the size of the database. Hence the latest pincodes were not available for doing transactions in Point Of Sale. Having the latest PIN Codes in Point of Sale is very important, especially after the introduction of eMO. Those who have done upgradation can get the latest pincodes by using the PointOfSale Pincode Updation exe.

How to use

Run the setup.exe in the machine where Point Of Sale Server component is installed to install the application. After the installation, Point of sale Pincode Updation will be available under Start –>Programs. Run the Point of Sale Pincode Updation exe. Point Of Sale application should be closed in all the machines before doing this. Enter the path in which Point Of Sale Server component is installed and click on Update Pincode to update the pincodes.

Those who are using Point Of Sale Pincode Updation Version 1.0 can copy the pincode.txt file available under Upgrade folder to the application installation folder of Point Of Sale Pincode Updation. Then the Point Of Sale Pincode Updation.exe can be run to update the latest pincodes.

Future Updation

Whenever the Pincode details are updated a revised file will be kept in the ftp site (ftp.ptcinfo.org). The text file can be downloaded and it should be copied to the application installation folder of Point Of Sale Pincode Updation. Then the Point Of Sale Pincode Updation.exe can be run to update the latest pincodes.

Subject:- Removal of ceiling of maximum balance to be retained in a post office savings account- amendment to Rule-4 of the Post Office Savings Account Rules 1981 regarding.

Sir / Madam,

The undersigned is directed to say that issue of removal of ceiling of Rs.1 lac in single savings account and Rs.2 Lac in Joint Savings Account fixed in the year 2000 was under consideration in the Min. of Finance (DEA). This issue was linked to the benefit of exemption in Income Tax on the interest earned in Post Office Savings Account under Section10(15) (i) of Income Tax Act, 1961 by the CBDT and Min. of Finance (DEA). After sustained efforts on the part of this Directorate, Min. of Finance (DEA) has now amended Rule-4 of the Post Office Savings Account Rules 1981 vide G.S.R.681(E) F.No.2/5/2006-NS-II dated 15.9.2011 (copy enclosed). Some major benefits of this amendment are given below:

(i) From 1.10.2011, there will be no limit for retaining balance in single as well as joint savings account.

(ii) A depositor or depositor(s) can deposit any amount into single as well as joint savings account.

(iii) Maturity value of any savings instrument can be credited into savings account of the depositor standing in the same post office irrespective of the balance in the account.

(i) Any cheque either issued by Postmaster or any other authority irrespective of any amount can be credited into post office savings account irrespective of the balance in the account.

(ii) From the Financial year 2011-12, Interest income of Rs.3500/- in the case of single account and Rs.7000/- in case of Joint account will be exempted from Income Tax. (Section 10(15) (i) of Income Tax Act, 1961 amended vide Notification No. 32/2010 {F.No. 173/13/2011-IT A.I}/S.O.1296(E) dated 03.06.2011)

(iii) It is the duty of the depositor(s) to show the interest income earned from Post Office Savings Account(s) beyond the limit prescribed above in the Income Tax return and pay due Income Tax.

1. It is requested that all field units may be directed to give wide publicity to these changes in the shape of Public Notice and printing of leaflets.

2. This issues with the approval of DDG(FS).
