The social issue that these ads try to tackle is a very important one and something we must take seriously as a society. And if this is what it takes to bring the issue to the forefront, then so be it.

Violence against women in India is an issue rooted in societal norms and economic dependence. Discriminatory practices are underlined by laws favoring men. Inadequate policing and judicial practices deny female victims proper protection and justice. Although female participation in public life is increasing and laws have been amended, India still has a long way to go to make Indian women equal citizens in their own country.

Introduction

The issue of violence against women in India was brought to the forefront after the brutal gang-rape of a 23-year-old woman in Delhi on 16 December 2012. The December incident led to a sudden outpouring of anger and frustration about the situation that allowed such attacks to take place. People took to the streets in large numbers calling for change. But the issues involved are complex and deeply rooted. The challenges Indian women face include an often misogynistic society outdated and sometimes repressive governance structures, an inefficient legal justice system, a weak rule of law and social and political structures that are heavily male-centric.

Violence against Women Begins at Home

Copyright by FNF It is difficult and potentially misleading to make a culture-based argument about the problems that women face in India because of the size and diversity of the country. There is no one culture that is either exclusively Indian, or covers the whole population residing within its borders. Generalizations that ignore even one percent of the population leave more than ten million people out of the calculation. Thus the situation of women varies within India. Especially women from the north-eastern provinces as well as in the south tend to be in a better position. Their share of the female work force, especially in the service sector seems to be quite high. Moreover, they are considered to be more visible and active in the public sphere. Moreover regressive social codes that disproportionately penalize women are not unique to India, and have been a social hurdle in all countries when it came to extending political, legal, and economic rights to women.

Nevertheless some numbers clearly indicate a large problem in Indian society’s attitude of women at the macro level. According to the 2011 census the sex ratio between men and women indicates 940 women to a 1000 men which is a definite improvement over the 2001 census where the ratio was 933:1000. However, India still has one of the lowest sex ratios on the world with approximately 35 million women "missing". The highest number of missing women at birth is in the north-western states of Punjab, Rajasthan and Haryana, etc. Research indicates that 12% of this gap is found at birth which increased to 25% in childhood¹.

Some of the widely regarded key explanations for this missing number are sex-selective abortion and possible neglect of young girls during infancy indicating a high preference for male children rather than female children².

This preference for boys is also evident in the gender gap in the literacy rate in the 2011 census which shows that 82% of males and 65% of females are literate. The difference of 17% indicates that many Indian parents still believe that educating the sons takes precedence over daughters while allocating family resources. Nevertheless, it is considerable improvement over previous census data where the gap was 27% (1981), 25% (1991), and 22% (2001).

Much of the violence against Indian women is in the form of domestic violence, dowry deaths, acid attacks, honor killings, rape, abduction, and cruelty by husbands and in-laws. One of the key challenges is dowry – a practice of the bride’s family giving gifts of cash and kind to the groom and his family. In some cases the groom’s family mistreats the bride if such demands are not met. To protect women against this threat the Indian government had enacted the Dowry Prohibition Act and the Protection of Women from Domestic Violence Act and cruelty under Sec 498A of the Indian Penal Code. In 2012, according to the National Crime Records Bureau (NCRB), dowry deaths – or murders of women by the groom or in-laws because of unmet high dowry expectations – constituted 3.4% of all crimes against women. In other words, last year in India on average 22 women were killed per day because their families could not meet dowry demands.

The NCRB statistics indicate that an Indian woman is most unsafe in her marital home with 43.6% of all crimes against women being "cruelty" inflicted by her husband and relatives. These numbers do not include incidences of marital rape, as India does not recognize marital rape as an offence³. Of the 24,923 rape incidences in India in 2012, 98% of the offenders were known to the victim⁴, which is higher than the global average of approximately 90%. This may also mean that children – boys and girls – in India grow up in a situation where they see violence against women as the norm.

An Upsurge in Crime or Upsurge in Reporting on Crime?

The distribution pattern of crimes against women has not changed much in the last few years, but between 2001 and 2011 the overall number of incidents of crime against women rose steadily, and was 59% higher than in 2001.

Rape and violence against women are among the most under-reported crimes worldwide because of the social stigma attached to the nature of the crime. The UN Office on Drugs and Crimes records that in 2010 there were only 1.8 cases of rape⁵ reported per thousand people in India; in Germany it was 9.4, in Norway the figure was 19.2, in the United States it was 27.3 and in Sweden it was 63.5 per thousand. It is legitimate to question whether these figures represent the number of crimes, or how easy it is for women in these countries to report them to the police.

In India, where the culprits are largely known to the victim, the social and economic "costs" of reporting such crimes are high. General economic dependence on their families and fear of social ostracization act as significant disincentives for a woman to report any kind of sexual violence or abuse. Therefore the actual incidence of violence against women in India is probably much higher than the data suggests.

Another barrier to reporting is the unwillingness of police officials to register complaints. If the case is lodged, sub-standard investigative procedures and low conviction rates strengthen the impression that there is little benefit in reporting the crime. Moreover, most police in India function within the framework of the Police Act of 1861 which emphasizes enforcing order rather than upholding rights. Therefore, if a police station registers many crimes within its jurisdiction, it is considered to be incapable of enforcing law and order. This perception is a severe disincentive for a police officer to record a crime in his jurisdiction, especially if the crime is seen as "less important".

The presence of more women police officers might help in dealing with the problems most women encounter in reporting cases of rape, violence or harassment. Unfortunately there are only 84,479 women police personnel in India, constituting only 5.33% of the total police force. Nevertheless the one positive note is that the NCRB noted that 72.2% of the total registered cases of crimes against women in 2010 were investigated by 2011, making for a strong argument that if a case is registered by the police it is likely to be investigated and disposed of.

The Nirbhaya⁶ effect

On 23 December 2011 the Indian Government set up the Justice Verma Committee to propose amendments to criminal law dealing with sexual offences. A month later, Justice Verma submitted its report recommending wider inclusion to the definition of rape, changes to the medico-legal examination procedures of the rape victim and the prosecution of members of armed forces/uniformed personnel under ordinary criminal law in the case of rape.

In response the Parliament passed the Criminal Law (Amendment) Act 2013 which provides for amendment of the Indian Penal Code, Indian Evidence Act and the Code of Criminal Procedure. It also enacted the Sexual Harassment of Women at Workplace (Prohibition, Prevention and Redressal) Act 2013, 16 years after the Supreme Court directed the Indian Government to provide legal framework to deal with the issue of sexual harassment.⁷

Some of the positive measures in these amendments included recognizing acid attacks, sexual harassment, voyeurism, stalking and trafficking of persons as criminal acts under the amendments to the Indian Penal Code, 1860. Five exclusive fast track courts were set up to deal with cases of sexual violence against women. Additionally a women’s distress helpline number, 1091 was launched in various Indian cities.

Unfortunately the incorporation of the majority of Justice Verma recommendations into the criminal law amendments is not enough to change the fundamentals that drive anti-women discrimination. Stories of harassment, the rape of women – including of children as young as five or six years of age – and governmental incompetence or apathy continue to make their way into the front pages of Indian newspapers on a regular basis.

Laws on paper give little protection, if they are not enforced effectively.

यहां मिली जानकारी के मुताबिक चीन ने नए टेंट लद्दाख में बुर्त्से से 70 किलोमीटर दक्षिण में गाड़े हैं। इन टेंटों पर चीनी सेना ने अंग्रेजी में लिखा है कि आप चीन के इलाके में हैं। सूत्रों ने बताया कि चीनी सैनिक ए के एसॉल्ट राइफ लों से लैस हैं। सूत्रों के मुताबिक चीनी सेना ने ये अतिरिक्त टेंट दो फ्लैग मीटिंग के बेनतीजा होने के बाद लगाए हैं।

सूत्रों के मुताबिक भारत तिब्बत सीमा पुलिस के जवानों द्वारा देखे जाने की वजह से चीनी सैनिकों ने कुछ पीछे हट कर अपने टेंट लगाए, जो कि वास्तविक नियंत्रण रेखा से 19 किलोमीटर पीछे है।

Granting sanction to prosecute 21 social networking websites, including Facebook and Google, the Union government on Friday said there was sufficient material to proceed against them for offences of promoting enmity between different groups of people.

They are “doing acts prejudicial to the maintenance of harmony” and hosting content that is “provocative, assertive and propagates prejudicial to national integration (sic),” it said.

The Department of Information Technology placed its report before a Delhi court, after which the court directed the Ministry of External Affairs to get summons served on over 10 companies that are based abroad, after summons issued on December 23 remained unserved.

The court, on that date, observed that offences punishable under Sections 292 (sale of obscene books, etc.), 293 (sale of obscene objects to young person, etc.) and 120-B (criminal conspiracy) of the IPC could be made out against the accused.

It also directed the Union government to take appropriate steps and file a report after it received a complaint that these websites were hosting content considered objectionable.

“The sanctioning authority has personally gone through the entire records and materials produced before him and, after considering and examining the same, he is satisfied that there is sufficient material to proceed against the accused persons under various Sections.

These are Sections 153-A (Promoting enmity between different groups… on grounds of religion, race…and doing acts prejudicial to maintenance of harmony), 153-B (Imputations, assertions prejudicial to national-integration), and 295-A (Deliberate and malicious acts, intended to outrage religious feelings of any class by insulting its religion or religious beliefs) of the Indian Penal Code,” the DIT report placed before Metropolitan Magistrate Sudesh Kumar said.

Uttar Pradesh

In Hindu Mythology this is the first of the big bathing days. Over two million people gather at their respective sacred places for this holy bathing such as Allahabad, Haridwar(Haridwar is now in another state called 'Uttarakhand) and Varanasi in Uttar Pradesh.

Kite flying is an inevitable part of the festival in Uttar Pradesh, as with many states of India such as Gujarat and Maharashtra. Like other places in India, the references to Til (Sesame seeds) and Gud (Jaggery) are also found in the songs sung on this day

Rajasthan

This is one of the major festivals in the state of Rajasthan. It is known as "Makar Sakrat" in the Rajasthani language. This day is celebrated with sweets like Ghevar, Til-paati, Gajak, kheer etc.. Although traditionally flying kites is observed as a part of this festival.On this occasion the sky in Jaipur is filled with kites. People invite friends and relatives to their home for special festival meals (called as "Sakrat Bhoj"). If we cut someone's kite in rajasthani we called that "vo kate".

Kerala

Makara Sankranti is celebrated in Kerala at Sabarimala where the Makara Jyothi is visible followed by the Makara Vilakku celebrations. The 40 days anushthana by the devotees of Ayyappan ends on this day in Sabarimala with a big festival.

In Maharashtra on the Makar Sankranti (मकर संक्रान्ति) day people exchange multi-colored halwa (sugar granules coated in sugar syrup) and til-gul ladoos (sweetmeats made from sesame seeds and jaggery). Gul-polis (flat bread stuffed with jaggery) are offered for lunch. While exchanging tilguls as tokens of goodwill people greet each other with the words, "Til-gul ghya, god god bola" meaning ‘Accept these tilguls and speak sweet words’. The under-lying thought in the exchange of tilguls is to forget the past ill-feelings and hostilities and resolve to speak sweetly and remain friends.

This is a special day for the women in Maharashtra when married women are invited for a get-together called ‘Haldi-Kunku’ (literally meaning turmeric and vermillion) and given gifts such as utensil, clothes etc. Typically, women wear black sarees or black coloured outfits on this occasion. The significance of wearing black is that Sankranti comes at the peak of the winter season and black colour retains and absorbs heat, helping keep warm.

Karnataka

This is the Suggi or harvest festival for farmers of Kaveri basin of Karnataka. On this auspicious day, young females (kids & teenagers) wear new clothes to visit near and dear ones with a Sankranti offering in a plate, and exchange the same with other families. This ritual is called "Ellu Birodhu." Here the plate would normally contain "Ellu" (white sesame seeds) mixed with fried groundnuts, neatly cut dry coconut & fine cut bella (Jaggery). The mixture is called "Ellu-Bella" (ಎಳ್ಳು ಬೆಲ್ಲ). The plate will also contain sugar candy molds of various shapes (Sakkare Acchu, ಸಕ್ಕರೆ ಅಚ್ಚು) with a piece of sugarcane.^] There is a saying in Kannada "ellu bella thindu olle maathadi" which translates to 'eat the mixture of sesame seeds and jaggery and speak only good.' This festival signifies the harvest of the season, since sugarcane is predominant in these parts.

In some parts of Karnataka, a newly married woman is required to give away bananas for a period of five years to married women (muthaidhe) from the first year of her marriage, but increase the number of bananas in multiples of five. There is also a tradition of some households giving away red berries "Yalchi Kai" along with the above. In North Karnataka, kite flying with community members is also a tradition. Drawing rangole in groups is another popular event among women during Sankranti.

An important ritual is display of cows and cattle in colourful costumes in an open field. Cows are decorated for the occasion and taken on a procession. They are also made to cross a pyre. This ritual is common in rural Karnataka and is called "Kichchu Haisodhu.

Goa

Celebrations in Goa closely resemble to that in Maharashtra. The men hardly take part in the celebrations but it is the women folk who celebrate 'haldi-kumkum'

Gujarat

Uttarayan, as Makar Sankranti is called in Gujarati, is a major festival in the state of Gujarat which lasts for two days.

Gujarati people keenly await this festival to fly kites, called 'patang' in Gujarati. Kites for Uttarayan are made of special light-weight paper and bamboo and are mostly rhombus shaped with central spine and a single bow. The string often contains abrasives in order to cut down other people's kites.

In Gujarat, from December through to Makar Sankranti, people start enjoying Uttarayan. Undhiyu (spicy, baked mix of winter vegetables) and chikkis (made from til (sesame seeds), peanuts and jaggery) are the special festival recipes savoured on this day.

In the major cities of Vadodara, Surat and Ahemdabad, the skies appear filled with thousands upon thousands of kites as people enjoy two full days of Uttarayan up on their terraces.

Bihar

In 'Bihar' , the festival is celebrated on 14–15 January.

On 14 January, it is celebrated as Makar Sankranti or Sakraat or KHICHDI (in local dialects).As in other parts of country, people take bath in rivers and ponds and feast upon seasonal delicacies as a celebration of good harvest. The delicacies include Chura, Gur(jaggery), various sweets made of til (Sesame seeds) such as Tilkut, Tilwa, Maska, etc., curd , milk and seasonal vegetables. Kite flying festivals are also organized, albeit on a small scale.

On 15 January, it is celebrated as Makraat (in some parts of the state) when people relish special Khichri (Dal-Rice replete with cauliflower, peas and potatoes).

This festival is considered to be one of the most important festival. People start their day by worshiping and putting til (sesame seeds) into fire followed by eating "Dahi-chuda"(remember dahi-chuda is different than chuda-dahi, as in former dahi,i.e curd predominates over chuda,i.e. beaten rice or avalakki in Kannada in amount) along with Tilkut and Lai.

Generally in morning people eat chuda-dahi ( dahi-chuda is favorite of Brahmins ) with KOHADA(red pumpkin) ka bhujiya which is made specially with sugar and salt combination without adding water in it, with lots of LAI, i.e. laddus made of til, chuda, chawal(rice). After such heavy diet it becomes next to impossible to eat lunch in afternoon, so people spend time in greeting others, playing with kites. In night special KHICHDI is made. "khichdi ke 4 yaar, chokha, papad, ghee, achaar" some prefer to add many more side dishes with khichdi like chatni, tilauri etc. Name of this festival is Khichdi, because such grand and rich Khichdi is made only once in a year on this occasion. in year 2012 ,it is observe that makar sakranti ,in bihar will celibrate on 15th jan

Microsoft closes 2011 with an emergency Windows Update

Microsoft has issued a rare out-of-band update to plug a vulnerability in the .NET Framwork. The bulletin (MS11-100) comes several weeks before the next regularly scheduled Patch Tuesday in mid-January and addresses a flaw that could allow attackers to exploit hash tables to perform a denial-of-service (DoS) attack against a website built with Microsoft's ASP.NET application framework.
Usually, DoS attacks require thousands of computers (often malware-controlled systems in a botnet) to overwhelm a site with requests. However, this opening would allow an attacker to cripple a vulnerable site by sending a certain type of HTTP request. Each request sent would consume 100% of one CPU core. Sending several of such requests could easily devour all of a server's processing resources.
"Attacks targeting this type of vulnerability are generically known as hash collision attacks," the company said, adding that the hole is not specific to Microsoft's Web services as it affects PHP 5, Java, .NET, v8 and to some extent PHP 4, Ruby and Python. The folks behind those platforms are expected to issue similar updates in the near future, but the holidays will undoubtedly delay that process.
It's worth noting that this vulnerability isn't new. It was discovered as far back as 2003, around which time Pearl and CRuby made some changes to thwart such attacks. Microsoft's patch has already rolled out on Windows Update for Windows XP, Server 2003, Vista, Server 2008, 7, and Server 2008 R2. On the bright side, the company's Security Bulletin page doesn't mention a mandatory reboot.

Facebook is cited in a third of all 2011 UK divorce cases, a rise of 13% since 2009, according to a survey by Divorce-Online website.
33% of all behaviour petitions cite Facebook with inappropriate behaviour relating to the opposite sex as the most common complaint.
The top three reasons for listing Facebook in behaviour petitions include "inappropriate messages to members of the opposite sex", "separated spouses posting comments about each other", and "Facebook friends reporting spouse’s behaviour".
Twitter was only mentioned in 20 petitions out of the 5,000 surveyed, accounting for 0.4%.

Datawind, which produces Aakash Tablet, is planning to set up two more factories in Cochin and Noida to meet the demand.

Aakash Tablet, available for sale online on December 15, was supposed to be delivered within a week of its booking.

Two days ago the manufacturer, DataWind, announced that Aakash was sold out. Now the latest update from the company is that people who booked Aakash Tablet online will have to wait for the delivery till January 2012. However, the reason behind the delay is not mentioned.

All the students and other people who have been waiting excitingly to have the first touch of their dream tablet, Aakash, have to wait till next month. Those who are disappointed for Aakash being sold out still have a chance to pre-book UbiSlate, upgraded version of Aakash, through its official website at Rs 2,999 which is just Rs 499 more than the original version.
