The son of the ruler of Dubai died of a heart attack Saturday morning, state-run WAM news agency reported. Sheikh Rashid bin Mohammed bin Rashid Al Maktoum was 33.

Al Maktoum's funeral will be held Saturday, when a three-day mourning period will start in Dubai.

He was the eldest son of Sheikh Mohammed bin Rashid Al Maktoum, who is the ruler of Dubai and also the Vice President and Prime Minister of the United Arab Emirates.

Chemical Safety Symbols

A guide to meanings of common chemical safety/hazard symbols (a.k.a. warning labels, Danger symbols, Chemical safety labels...). These are the European/international standard; I originaly put them online as they didn't seem to be anywhere else; they seem to still be popular judging by the number of people who read this so I've carried them over to blogger as a bit of a public service... Poisonous

The poison symbol is self-explanatory. Whereas most chemicals are fairly dangerous if ingested or inhaled, many of these are dangerous even on contact.

Environmental hazard
Relatively rare with laboratory chemicals (most of which pose some environmental hazard if not got rid of correctly), these require particular care to be taken on disposal.

Corrosive

Will destroy or irreversibly damage another substance with which it comes in contact. The main hazards include damage to eyes, skin and tissue under the skin, but inhalation or ingestion are also very risky. Avoid contact, and bear in mind that these can (under some ciurcumstances) rust chemical cupboards.

Explosive
Again, fairly self-explanatory, though fairly seldom seen in the average lab. Bear in mind that noise and movement can also trigger explosion (not just sparks/flames!).

Flammable or extremely flammable
Chemicals to be stored in flame-resistant cupboards. Volatile solvents can be a particular problem as they are prone to spread around from unsealed containers. This also covers pyrophoric materials (that catch fire spontaneously on exposure to air).

Irritant or HarmfulThis symbol covers a wide range of (sometimes relatively minor) hazards - with precautions such as avoid contact with the skin, do not breathe, etc. - best to refer to relevant data sheet for details.

Oxidising chemical
Oxidising chemicals are materials that spontaneously evolve oxygen at room temperature or with slight heating, or that promote combustion. To be kept away from flammable chemicals at all costs!

Whereas the square symbols above (which tend to be the most familiar ones) will be found on bottles & jars, diamond shaped symbols are used in transport (mainly as they can be slotted into holders on the backs of trucks & tankers to identify what the mess is (and how dangerous it is) in the event of a leak.

Poisonous Gas
Used for transport of a poisonous gas - on gas cylinders, or sometimes as an indicator on vehicles.

Miscellaneous danger

Catch-all symbol for all other dangers (usually specified in the space).

Poison
More general symbol for the transport of poisonous materials (not necessarily a gas).

Flammable Solid
Flammable solid.

Stow away from foodstuffs
Harmful material to be kept away from edible material.

Dangerous when wet
This generally means that it will react fairly violently with water...

Flammable Gas
Safety symbol used for the transport or storage of a flammable gas.

Non flammable gas
Safety symbol used in the transport of non flammable (and hence often non hazardous, at least out in the open) gases.

Organic Peroxide
Chemical safety symbol used in the transport and storage of organic peroxides.

Corrosive
The corrosive symbol is used in the transport of corrosive materials - again, avoid contact with the skin.

Inhalation Hazard
Inhalation hazard transport/storage symbol.

Marine Pollutant
Marine pollutant - do not dispose of in sewer system.

Explosive
Used in the transport of explosive materials.

Spontaneously Combustible

Spontaneously combustible material (treat with great caution!...).

Flammable Liquid
Used in the transport of flammable liquids.

Other good sources for these are the HSE website, which is very complete and also explains the precise meaning of these symbols and where they should be used, as well as including common workplace safety signs. In the US, the NIOSH website includes full safety information for many chemicals and chemical families. Try also the HSE leaflets, which explain some of the issues relating to chemical transportation and various aspects of laboratory safety. Above all, remember that this explanation is for curiosity only - there's no guarantee that any of this is correct!

162 passengers feared dead after AirAsia flight QZ8501 goes missing

An AirAsia plane with 162 people aboard went missing en route from Indonesia to Singapore on Sunday morning shortly after the pilots requested a change of flight plan because of weather, the third major aviation incident this year involving a Malaysian carrier.

AirAsia Flight QZ8501 with 155 people on board -- including one British, one Malaysian, one Singaporean, three Koreans, -- and seven crew members lost contact with air traffic control at 07.24 am local time Indonesia.

Sixteen children and one infant were among the passengers on board the AirAsia Airbus A320-200 that went missing on the flight from Surabaya, Indonesia, to Singapore.

At a press conference this morning, Indonesian officials said the plane was several hours past the time when its fuel would have been exhausted.

There were unconfirmed media reports that a aircraft crashed in the waters of East Belitung, off the east coast of Sumatra.

The exact location of the crash site has not been identified, media reports said.

The aircraft was in the Indonesian flight information region, more than 200 nm southeast of the Singapore -- Jakarta FIR boundary, when contact was lost, civil aviation authority of Singapore said.

Contact with the plane was lost 42 minutes after takeoff. There were no Indian nationals on board.

The plane took off from Surabaya (Indonesia) at 5:20 am local time and was scheduled to land at Singapore's ChangiAirport at 8.30 am.

A statement on AirAsia's Facebook page said: "AirAsia Indonesia regrets to confirm that flight QZ8501 from Surabaya to Singapore has lost contact with air traffic control at 07.24 am."

"At the present time we unfortunately have no further information regarding the status of the passengers and crew members on board, but we will keep all parties informed as more information becomes available," the Malaysia-based carrier said in a statement.

The aircraft was an Airbus A320-200 with the registration number PK-AXC.

"At this time, search and rescue operations are in progress and AirAsia is cooperating fully and assisting the rescue service," the statement said.

Indonesian Transport Ministry official Hadi Mustofa said the plane had asked for an unusual route before it lost contact, local media reported.

Air Asia said the pilot had requested "deviation" from its flight plan because of bad weather.

"The aircraft... was requesting deviation due to en route weather," it said.

Indonesia's national search and rescue agency bangka belitung said it has dispatched one vessel to search for AirAsia flight QZ8501.

"We received information from Basarnas in Jakarta that contact had been lost with an AirAsia flight over Bangka Belitung waters...We then dispatched a vessel with a search and rescue team of 22 members to check the information," Febi Imam Saputra, an information official at Basarnas Bangka Belitung, was quoted as saying by the Indonesian Antara news agency.

"If we look at the map, these coordinates refer to an area around 20 nautical miles from East Belitung," said Febi.

Search and rescue operations have been activated by the Indonesian authorities from the Pangkal Pinang Search and Rescue office.

Indonesian authorities have mobilised search and rescue operation near BelitungIsland, deploying five ships and a surveillance aircraft carrying 15 Indonesian Air Force personnel.

The Civil Aviation Authority of Singapore has confirmed that it is linking up with Indonesian authorities to help locate the missing plane. Australia and Malaysia have also offered assistance.

A massive search is underway for the missing plane. The last detected position of the missing AirAsia Indonesia Flight QZ8501 is believed to be between Tanjung Pandan on BelitungIsland and Kalimantan, Indonesia, according to Indonesia's Director of Air Transport, Djoko Murjatmodjo.

"The position where contact was lost was between Tanjung Pandan and Pontianak, about 100 nautical miles south-east of Tanjung Pandan," said Djoko.

The pilot Captain Iriyanto has an experience of 6,100 flying hours.

AirAsia Group CEO Tony Fernandes has asked his company to stay strong. "Thank you for all your thoughts and prayers. We must stay strong," tweeted Fernandes, an ethnic Indian, who set up the budget airlines which now flies to several countries.

Fernandes has said that he is heading to Indonesia.

Malaysia has also offered assistance in the search operation.

AirAsia is popular in the region as a budget carrier. It has about 100 destinations, with subsidiaries in several Asian countries.

The loss of contact with the AirAsia plane comes nearly 10 months after the disappearance of Malaysia Airlines Flight MH370, which went missing on March 8.

Searchers are yet to find any debris from Flight MH370, which officials believe crashed in the southern Indian Ocean.

Another Malaysia Airlines plane MH17 was shot down over Ukraine in July, killing all 298 on board.

Cricket united in grief as Australian batsman passes away following blow to the head

The cricket community worldwide is in mourning today following the death of Phillip Joel Hughes, aged 25.

Cricket Australia announced the news with a statement from team doctor Peter Brukner.

"It is my sad duty to inform you that a short time ago Phillip Hughes passed away," Dr Brukner's statement read. "He never regained consciousness following his injury on Tuesday.

"He was not in pain before he passed and was surrounded by his family and close friends."

Australia captain Michael Clarke, who was commended for his efforts in supporting the Hughes family since Tuesday's incident, read out a brief statement on behalf of parents Greg and Virginia and siblings Jason and Megan Hughes.

"We're devastated by loss of our much-loved son and brother Phillip," Clarke read.

"It's been very a difficult few days and we appreciate all the support we have received from family, friends, players, Cricket Australia and the general public.

"Cricket was Phillip's life and we as family share that love of game with him.

"We would like to thank all medical and nursing staff at St Vincent's Hospital and Cricket NSW medical staff for their great efforts with Phillip.

"We love you."

Clarke bowed his head momentarily to compose himself before exiting.

Hughes was struck on the head while batting for South Australia during a Sheffield Shield game at the SCG on Tuesday, and underwent emergency surgery shortly after being rushed to St Vincent's Hospital in Sydney.

He had since been in an induced coma in the hospital’s intensive care unit.

Australia captain Michael Clarke, a long-time teammate and friend, was among the many from within Australian cricket to visit Hughes and his family at the hospital, offering support and well wishes.

The Australian team was due to assemble in Brisbane this weekend for next Thursday's first Test against India. Instead players from around the country flew into Sydney as the cricket family drew strength from the company of one another.

Hughes, who hailed from Macksville on the New South Wales mid north coast, was struck by a ball below the helmet while attempting to play a hook shot to a short-pitched delivery at 2.23pm Tuesday, the opening day of his team's match against NSW.

He was 63 not out at the time and pushing his case for a recall to the Australian Test team.

Rohit Sharma's first ODI in 10-weeks began with a touch of nerves. He was even kept scoreless in one Angelo Mathews maiden. By the end of the innings, there was no shot he had not played. No part of the ground he had not exploited. No bowler who escaped his brutality. Rohit amassed 45 more runs than any ODI batsman had ever managed in an innings, finishing on 264 from 173 balls when he was finally caught off the last ball of the innings. India, almost incidentally, had moved to 404 for 5, despite having traveled at a run rate of less than six for the first 32 overs.

Rohit's innings was so outrageous that the first 100 runs, which were hit at a run-a-ball, seem achingly humdrum in comparison to the 164 that followed. The surge had actually begun before he reached his century, when he plundered 14 runs in four balls, in Nuwan Kulasekara's 30th over. Soon after that, the ball would be leaping off the middle of his bat with almost every stroke he offered.

There were many incredible shots, from among his 33 fours and nine sixes, but the most gobsmacking was the six off Kulasekara at the end of the 48th over, when he walked across to off stump, took a half volley from about a foot and half away from him and flicked it high over the midwicket boundary. It was the kind of shot, and innings, that seemed in open defiance of physics.

Sri Lanka had played a tour match against Mumbai to warm-up for the series, but little did they know Rohit was warming-up against them. He hit 142 from 111 in that match - his first competitive game since fracturing a finger in August - and he has now re-embedded himself at the top of the India batting order in the most resounding fashion imaginable.

The most dispiriting aspect of the flogging for Sri Lanka was their complicity in it. Shaminda Eranga had extracted a thick outside edge from Rohit in the fifth over, and though the ball carried comfortably to Thisara Perera at third man, he shelled the chance. Having been dropped on four, Rohit would become the third India centurion this series, to have been reprieved early in his innings. It makes sense, then, that since he hit a double-century, he should be dropped twice. Seekkuge Prasanna obliged him, when he shelled another straightforward chance off Rohit in the 46th over, with the batsman on 201 this time.

Nuwan Kulasekara had strayed too straight to Rahane, in particular, who picked him off for a spate of legside fours to kick the India innings into gear, in a 14-run first over. Angelo Mathews and Eranga delivered more disciplined new-ball spells, claiming a wicket each inside the first 15 overs, but that is as good as the visitors' bowling effort got. Sri Lanka's lines and lengths worsened gradually from the 20th over onwards, until they had become almost farcically bad by the 35th.

Another beautifully orchestrated batting Powerplay from India - between the 29th and 34th overs - brought them 67 runs, and was enough to hammer the Sri Lanka bowlers off their rhythm for the rest of the innings. Short, wide deliveries, thigh-high full tosses and rank long hops were presented with alarming regularity, and the fielding was almost as woeful. Sri Lanka had not expected to begin the series strongly, given their lack of preparation, but in these two disciplines, they have actually worsened significantly through the tour.

Having been joined at 59 for 2, Kohli and Rohit put on 202 brisk runs together, before miscommunication between the wickets saw Kohli run out for 66. That wasn't even the most astounding partnership of the India innings. When Rohit and Robin Uthappa came together in the 41st over, the score was 276 for 4. They would put on 128 runs in 58 balls together. Out of that, Uthappa's contribution was a run-a-ball 16.

By the time Rohit hit Kulasekara down Mahela Jayawardene's throat at long off, the record for most fours struck in an innings had also tumbled, and Rohit was in possession of half the ODI scores over 200. One record he missed out on by one delivery, was Sunil Gavaskar's record for most balls faced. Gavaskar had made 36 not out.

A 6.3 earthquake has been registered early Saturday off Japan’s northern coast by the US Geological Survey. The quake comes as the world’s biggest super-typhoon this year, Vongfong, is striking the south of the country.

The tremor occurred at 02:36 GMT, the Japan Meteorological Agency reported. There have been no reports of damage, casualties or a tsunami alert.

The epicenter of the quake was located 154 kilometers away from the southeastern city of Hachinohe, in Japan’s southeast Aomori Prefecture, at a depth of 13 kilometers.

The epicenter of the latest earthquake is situated relatively far away, about 400 kilometers, from the Fukushima nuclear power plant, which was severely damaged by an earthquake and a tsunami in March 2011.
Officials from the Tokyo Electric Power Company (TEPCO), operator of the crippled Fukushima nuclear plant, reported a week ago that the tsunami projectile height at Fukushima NPP has been raised and that now it would take a 26-meter wave to damage the facility and cause radioactive leakage.

Last time the city of Hachinohe was struck with a quake was in 2011, when a 5.2 tremor struck off the eastern coast of Japan’s Honshu Island on September 18. The epicenter of the earthquake was located at a depth of 24.1 kilometers and in about the same place, 147 kilometers east of the city of Hachinohe.

In the meantime super-typhoon Vongfong, the world’s biggest storm this year, has reached Japan’s southern Okinawa prefecture, causing a blackout in more than 17,000 households.
It is expected to head further to the north towards the Honshu Island. On Tuesday it could reach the capital, Tokyo, bringing with it pouring rain and gusts of wind exceeding 230 kilometers an hour, creating waves up to 15 meters high.

Another powerful typhoon, Phanfone, which struck Japan on Oct. 5, and a day later left six people dead and four missing. The storm left thousands of households without power, the cancelation of more than 600 flights and the planned evacuation of 1.9 million people in affected areas.

The Australian agency leading the search for missing Malaysia Airlines flight MH370 believes that the jet would be found in the southern Indian Ocean.

The Australian Transport Safety Bureau, working in conjunction with a team of international investigators, said further analysis of the satellite data available on the flight's path "confirms that MH370 will be found in close proximity" to a specific corridor identified as the "7th arc", CBS reports.

The ATSB, on Friday, said in a statement that the plane is considered to have exhausted its fuel and to have been descending at the time it reached this specific arc.

Earlier, the ATSB said that the new data analysis would be useful in narrowing down the search in the coming weeks.

The Australian authorities have said that the chosen contractor will be allocated no more than 300 days time to find the missing Malaysia Airline flight MH370.

With the search for the ill-fated jet about to enter its third month, no trace of the missing plane has been found yet.

Snowstorm knocks out power for thousands across north-east US

A huge winter storm has lashed America's north-east, bringing major snow fall, icy conditions and high winds to a vast swathe of the most populous region of the United States.

The powerful weather system created chaos on the region's roads with several states banning motorists from travel and saw more than 650,000 people left without power.

Thousands of flights were also cancelled, and governors of six states – New York, Massachusetts, Rhode Island, Connecticut, New Hampshire and Maine – declared emergencies.

The storm packed hurricane force winds at times as it pummelled its way through the area, striking most fiercely in Massachusetts, Connecticut and Rhode Island. However, it largely spared New York from any major impact, as the worst of the system passed by just to the north of the city.

The storm is believed to have caused at least four deaths so far, with three people being killed in Canada and one in upstate New York. In southern Ontario, an 80-year-old woman collapsed while shovelling snow from her driveway, and two men died in car crashes. In New York, a 74-year-old pedestrian died after he was struck by a car in Poughkeepsie when the driver lost control in the snowy conditions.

The heaviest snow appeared to strike Connecticut where 28in (71cm) had fallen on central parts of the state by early Saturday morning. At its height snow was falling there at a rate of up to five inches an hour. Elsewhere areas of south-eastern Massachusetts, Rhode Island and New Hampshire notched 2ft (60cm) or more of snow – with more still falling on Saturday.

High winds built up huge drifts, and major cities like Boston, Hartford and Providence ground to a halt. Falling tree branches and gusts brought down power lines and in Massachusetts alone some 400,000 people were without power. The snow also knocked out electricity to the Pilgrim Nuclear Power Plant in Plymouth which shut down Friday night. Authorities say there is no threat to public safety and backup generators immediately kicked in.

Airlines cancelled more than 5,300 flights through Saturday, and Boston's Logan Airport closed completely. As the storm passed by Saturday morning New York's three main airports had re-opened, though with a schedule devastated by changes.

Blizzard conditions also brought wreckage to the roads. There was a 19-car pileup in Cumberland, Maine, that caused minor injuries to some of the passengers. Meanwhile on the Long Island Expressway in New York hundreds of cars got stuck on Friday evening, forcing police to work to free them.

But in New York City, parts of which got 11in (28cm) of snow, the storm had little major impact. Underground public transport was working smoothly, and many citizens heeded mayor Michael Bloomberg's warnings to stay indoors. By Saturday morning much Manhattan was back to normal, while other boroughs were still digging out.

After striking the region the storm was headed mostly out to sea, rather than barrelling inland. That course of direction was seen as sparing much of the region further damage unlike in previous recent big weather systems – such as superstorm Sandy – which had marched inland.

Forecasters say Sandy is no longer a hurricane but is still a dangerous system taking dead aim at New Jersey and Delaware.

The National Hurricane Center said Monday evening that Sandy is a post-tropical storm and losing strength but still has sustained winds at 85 mph. The eye has almost made landfall.

The center says storm surge has reached heights of 12.4 feet at Kings Point, N.Y

Gaining speed and power through the day, the storm knocked out electricity to more than 1.5 million people and figured to upend life for tens of millions more. It clobbered the boarded-up big cities of the Northeast corridor, from Washington and Baltimore to Philadelphia, New York and Boston, with stinging rain and gusts of more than 85 mph.

Hurricane Sandy: Early damage reports

Flooding will be a huge threat, with many areas potentially seeing rainfall amounts between 5 and 8 inches over a 48-hour period.

The full moon will make storm surges worse, as high tides along the Eastern Seaboard will rise about 20 percent higher than normal.

Correspondent Chip Reid reports from Ocean City, Md., that sea levels could rise 8 feet above normal - enough to flood much of the city.

In addition to rains and flooding, about 2 to 3 feet of snow is forecast for mountainous parts of West Virginia.

The tempest could endanger up to 50 million people for days. "This is the worst-case scenario," said Louis Uccellini, environmental prediction chief for the National Oceanic and Atmospheric Administration.

President Barack Obama delivered a sober warning to millions in the path of the storm on Monday, appealing to those who have not evacuated to do so.

"Please listen to what your state and local officials are saying. When they tell you to evacuate, you need to evacuate. Don't delay, don't pause, don't question the instructions that are being given, because this is a powerful storm."

From Washington to Boston, big cities and small towns were buttoned up against the onslaught of Sandy, with forecasters warning that the New York area could get the worst of it -- an 11-foot wall of water.

"There's a lot of people that are going to be under the impacts of this," Federal Emergency Management Administrator Craig Fugate said on "CBS This Morning" Monday.

"You know, we've got blizzard warnings as far west as West Virginia, Appalachian Mountains, but I think the biggest concern right now are the people in the evacuation areas. They're going to face the most immediate threats with the storm surge."

"The biggest challenge is going to be not knowing exactly where the heaviest-hit areas are going to be," said Fugate, "and the fact the storm's going to take several days to move through the area with heavy rain and wind, so that's going to slow down recovery activities like utility crews getting out and putting power back up."

Off North Carolina, a replica of the 18th-century sailing ship HMS Bounty that was built for the 1962 Marlon Brando movie "Mutiny on the Bounty" went down in the storm, and 14 crew members were rescued by helicopter from rubber lifeboats bobbing in 18-foot seas. The Coast Guard said it found one of the missing crew members but she is unresponsive. The Coast Guard is still searching for the captain.

Hurricane Sandy slams Northeast

Forecasters said the hurricane could blow ashore Monday night along the New Jersey coast, then cut across into Pennsylvania and travel up through New York State on Wednesday. As the storm closed in, a crane dangled precariously in the wind off a 65-story luxury building in New York City, and the streets were cleared as a precaution.

Forecasters said the combination of Sandy with the storm from the west and the cold air from the Arctic could bring close to a foot of rain in places, a potentially lethal storm surge of 4 to 11 feet across much of the region, and punishing winds that could cause widespread power outages that last for days. The storm could also dump up to 2 feet of snow in Kentucky, North Carolina and West Virginia.

With Hurricane Sandy still churning several hundred miles off the Eastern Seaboard, its impact was already being felt in mid-Atlantic states late Sunday night.

There were reports of roadways flooding, and Gov. Jack Markell of Delaware ordered that no one would be allowed on Delaware roads after 5 a.m. on Monday.

Along the Maryland, Virginia and Delaware coasts, winds began to pick up intensity, and bands of rain whipped coastal towns.

Near the Norfolk Naval Station, there were reports of sustained winds of 45 miles per hour and gusts topping 53 miles per hour.

The latest forecast from the National Hurricane Center, issued at 11 p.m., said that the storm was still 470 miles from New York City and moving northward at 14 miles per hour.

It was not losing steam as it plowed forward. Hurricane force winds over 75 miles per hour were measured by monitors on ocean buoys 170 miles from the storm’s center. Tropical force winds extended 520 miles from the heart of the giant weather system.

The computer tracking models showed the storm still likely to make landfall somewhere in the vicinity of southern New Jersey by late Monday evening.

In Ocean City, Md., where residents were evacuated earlier in the day, live-streaming Web cams – now disabled – showed the storm surge already reaching up to the boardwalk.

As mammoth storm system Hurricane Sandy conspired to assault the most populous part of the United States, hundreds of thousands of people moved to higher ground and cities announced shutdowns that typically occur after several feet of snow.

The Washington region’s entire public transit system — Metro, Virginia Railway Express and the Maryland Transportation System — ceased operations. Schools, colleges and universities closed Monday, and some have already announced they’ll close Tuesday and Wednesday as well.

Cities north along the Eastern Seaboard took similar action. New York Mayor Michael R. Bloomberg (I) ordered the evacuation of Coney Island and Lower Manhattan, and authorities shut down the city’s schools and its subway system, effectively bringing the nation’s largest city to a near halt. More than 60 miles inland, Philadelphia Mayor Michael Nutter (D) urged people to leave low-lying neighborhoods.

Even the New York Stock Exchange will close floor trading on Monday and move to an electronic-only system.

Thousands of flights in and out of eastern cities were canceled, and utility crews were summoned from distant states after it was predicted that 10 million people might lose electricity.

In the Washington area, utilities used robo-calls to warn residents to prepare to be without power for days or weeks. But there was hope that local power systems rebuilt after the intense windstorm known as the “derecho” in June might better stand up to Sandy.

“Pepco has committed all its resources to Hurricane Sandy,” said Thomas H. Graham, the company’s regional president. “Because of the magnitude of the storm, we will not be issuing estimated restoration times until the storm has passed and a preliminary damage assessment has been conducted. At that time, a global estimated restoration time will be released indicating when we expect to have 90 percent of customers restored.”

High winds — including hurricane-force gusts of 60 mph to 70 mph — should continue to hit the D.C. region through Tuesday evening, according to the National Weather Service. Sustained winds of 30 mph to 40 mph starting at 8 a.m. Monday are expected to increase to 45 mph around noon.

Hurricane Sandy and its co-conspirators — a jet stream barricade to the west, a strong nor’easter and a full moon that drives tides to abnormal heights — were not be be trifled with, forecasters warned. The full moon on Monday will add 2 to 3 inches to the storm surge in New York, said Weather Underground meteorologist Jeff Masters.

“This storm is a killer storm that will likely take more lives as she makes landfall,” said Maryland Gov. Martin O’Malley (D). “This is a very large and unprecedented storm. It will be a couple of days before it will be even safe to get linemen out on the streets [and] up in the bucket trucks and reconnecting people to power.”

Salim Changu was hacked to death in the coastal town of Kwale, police say.His death comes shortly after Mombasa Republican Council (MRC) Oscar Mwamnuadzi was arrested during a gunfight at his home in the town, in which two people were killed.

Tension has been rising in Kenya ahead of general elections due in March 2013. More than 100 people have been killed in ethnic clashes in the south-east Tana River area since August, in the bloodiest violence since the disputed 2007 presidential election.

Police spokesman Aggrey Adoli said Changu, the assistant chief for the Kombani area, was probably killed by MRC members who viewed him as a traitor, Kenya's Daily Nation newspaper reports. Earlier, police launched an operation against the MRC following accusations that it planned to disrupt school examinations.

Two of Mwamnuadzi's bodyguards were killed during the raid on his home in Kwale and 38 people were arrested, the Daily Nation reported.In July, Kenya's High Court lifted a ban on the MRC, which the government had outlawed in 2010 after accusing it of being a criminal gang.The MRC accuses the government of marginalising the ethnic groups living along the coast, which is the centre of the country's tourism sector.Calls for the secession of the coastal region tend to intensify in the run-up to general elections, analysts say. President Obama left a riverside golf resort in Williamsburg, Va., Tuesday morning for the short flight to New York for his second televised debate with Republican Mitt Romney, scheduled for 9 p.m. at Hofstra University on Long Island.

Before he left Kingsmill Resort, Obama made a brief public appearance for the cameras and reporters. On a warm, sunny morning overlooking the James River, the president took a walk with advisers Anita Dunn and David Plouffe.

Obama was asked by a reporter,”How are you feeling about tonight?” He smiled and replied: “I feel fabulous. Look at this beautiful day.”A reporter then asked: “Are you aware Michelle voted for you yesterday?” Obama’s reply: “Thank goodness!”

A MAGNITUDE 7.3 earthquake has struck wide areas of northern and north-eastern Japan, the Meteorological Agency says.

No immediate casualties or damage were reported and no tsunami warning was issued. The quake occurred at 12:01pm (1.01pm AEST) today with its epicentre in the Sea of Okhotsk, off Japan's northern island of Hokkaido at a depth of 590km, the agency said. On March 11, 2011, a magnitude 9.0 quake and tsunami hit north-eastern Japan, leaving nearly 19,000 people dead or missing.

The biggest battle in India’s auto industry is being fought right at the top. At a time when sales of small cars has been on a decline, and SUVs and MUVs are turning out to be the new crowd-pullers, the luxury car segment is doing what it does best—race ahead.

The competition between the top three luxury car makers—BMW, Audi and Mercedes—has never been this close, and the margin is only coming down with each passing month. This has led to a slew of launches over the year, and the latest in the list will be the BMW F30 series, the sixth generation of the famed 3 Series, which will be launched on July 27. The car was launched in Europe last October. The vehicle will compete with the Audi A4 and the Mercedes C-Class in the Indian market. While the new 3 Series scores over its predecessor on most fronts, the most noticeable feature is the headlamps which extend right up to the split kidney grille. The latest version is also slightly bigger in size and offers more head room and leg room. Multiple engine options are offered in Europe—both petrol and diesel—but there is no clarity on the number of options that will be available in India. There are reports, however, which state that the car will come in two petrol and two diesel variants. The vehicle will first be launched in Mumbai, followed by subsequent launches throughout the country. This will be the second big launch for BMW in India, the first being the Mini, which came in April. BMW currently leads the luxury market segment in the country, but has seen sales decline this year, while German rival Audi is fast catching up. According to figures released by the Society of Indian Automobile Manufacturers (SIAM) earlier this month, Audi's sales in the first three months of the fiscal have jumped by 52.15 per cent to 1,908 units from 1,254 units in the year-ago period. On the other hand, sales of BMW declined by 12.16 per cent to 2,088 units as against 2,377 units in the same period last year. Africa: New Drug to Prevent HIV/Aids Approved By United States Fda

Scientists and pharmacists have continued to research into how humanity can be saved from the killer scourge called HIV/AIDS.

Several efforts in the past have not only been partially successful, they have also been profoundly controversial. But Monday, the Food and Drugs Administration (FDA) in the United States of America (USA) approved a new drug that could be used by adults to reduce their chances of contacting the dreaded disease.

Such persons who do not already have the infection could reduce their chances of contacting the virus if they take the new drug once a day. It would be the first time the FDA would be approving a drug for the ailment.

The drug is called Truvada, an antiretroviral medication made by Gilead Sciences, Inc., which was already approved by the FDA in 2004 to help control the HIV infection. Truvada is a combination of two HIV medications - emtricitabine (Emtriva) and tenofovir (Viread) - rolled into one pill that is taken once a day. Its efficacy is said to be better enhanced when taken with other HIV drugs, when treating the HIV infection.

More significantly, the drug presents an opportunity for Africa and Asia, which have been ravaged by the ailment. The National Agency for the Control of AIDS (NACA) has been in the forefront of providing drugs, education and support to those living with the pandemic in Nigeria.

In confirming the preventive effect of the drug, the manufacturers proved that pre-exposure prophylaxis or PrEP can reduce transmission of the virus significantly - up to 96 per cent - when uninfected partners of people infected with HIV took Truvada. But the manufacturers have sounded a note of warning that the drug is no licence for reckless sexual life, neither is it a Teflon that can insulate an infection, adding that those who already have the infection must observe sexual discipline as well as combine the new drug with others to achieve greater results.

Director of the Division of Antiviral Products, Center for Drug Evaluation and Research at the FDA, Dr. Debra Birnkrant, stressed that Truvada alone should not be used to prevent the HIV infection. It should be used in combination with other safe sex practices.

"Practising safer sex and good health practices must be part of the treatment," Birnkrant said. "We will be putting a box warning to let those using Truvada know that it is part of the therapy with combination of safer sex practices, and that doing this will reduce the risk of the development of AIDS/HIV."

Director of the National Institute for Allergy and Infectious Diseases at the National Institute of Health, Dr. Anthony Fauci, agrees. "The approval of Truvada to prevent HIV infection in uninfected individuals who are at high risk of the sexually acquired HIV infection is a significant development, providing an important addition to our toolkit of HIV prevention interventions," Fauci said.

"However, it is critical to stress that Truvada as 'pre-exposure prophylaxis' should not be considered a stand-alone method, but should be used in conjunction with other proven HIV prevention strategies such as condom use, risk-reduction counselling, and frequent HIV testing."

Birnkrant said she hopes the right message would get out, and that Truvada is used properly. "We have the box warning that a negative HIV test must be reported before Truvada is prescribed," she said.

According to Gilead, Truvada is the most-prescribed antiretroviral in the United States. "Today's decision is the culmination of almost 20 years of research involving investigators, academic and medical institutions, funding agencies and nearly 20,000 trial participants around the world, and Gilead is proud to have been a partner in this effort," said the Executive Vice-President, Research and Development and Chief Scientific Officer, Gilead Sciences, Norbert Bischofberger.

The lead investigator of the iPrEx trialat at the University of California, San Francisco, Dr. Robert Grant, who looked at Truvada as a prevention treatment among high-risk men who have sex with men (MSM), said the approval is a major milestone in the 30-year fight against AIDS. "The use of PrEP alongside routine HIV testing gives us a tremendous opportunity to reduce the rate of new HIV infections in this country and around the world," he said.

At the University of Washington, another PrEP study proved very successful in reducing infection rates in couples where one partner is infected and the other is not (called serodiscordant). "The data clearly demonstrate that Truvada as pre-exposure prophylaxis is effective at reducing the risk of HIV infection acquired through sexual exposure," said Professor of Global Health and Medicine at the University of Washington and lead investigator of the Partners PrEP trial, Dr. Connie Celum.

"It is exciting to consider the potential impact of this new HIV prevention tool, which could contribute to significantly reducing new HIV infections as part of a combination HIV prevention strategy. Although the implementation of PrEP will bring challenges, they can be anticipated and systems developed to address these challenges," he said.

Yet, the new drug has its critics: "The FDA's approval of Gilead's Truvada as a form of HIV prevention today, without any requirement for HIV testing is completely reckless and a move that will ultimately set back years of HIV prevention efforts," said AHF's President, Michael Weinstein. "From the beginning, we believe there was a rush to judgment by government officials and others in favour of such approval despite decidedly mixed studies offered in support.
