ATTEMPT BY GOVERNMENT OF INDIA IN CREATING HIGH ARCHING BODY IN PLACE OF MCI IS AN WRONG MOVE WHICH SHOULD NEVER BE ALLOWED TO TAKE PLACE. a distinction has to be made in respect of medical education as it is connected to the treatment of patients.YASPHAL COMMITTEE RECOMMENDED TREATING HIGHER EDUCATION AS A WHOLE. treatment of patients cannot be delinked from medical services being provided by the affiliated teaching hospital, which will not be the case with other higher areas of education.

A doctor is revered as somebody who can give the gift of life. However, we often read and hear news about doctors being attacked or killed by a patient’s family or friends, when there are alleged reports of negligence or just in case the patient dies. Various medical associations and groups of health care workers, including the Indian Medical Association, have stressed upon the need to prevent such incidents in the years. Doctors and hospital staff have cited their agitation and resentment by protesting against such incidents by holding strikes and processions.one thing is there are various method in which justice can be obtained.recentnews of one doctor being mercilessly beaten to death inside bihar jail when he did not act in favour of inmates malicious plans and postgraduate and crri students being beaten up even when patient dies.professional counselors should be made available in hospitals to counsel the family of terminally ill patients.

IIMA should work for optimal level of transparency+strong judicial system+quick prosecution of offenders+promoting good communication between doctors and patients+counseling of relatives.

WHILE INDIA IS THE SECOND LARGEST POPULATED COUNTRY AFTER CHINA AND SOON EXPECTED TO RISE TO FIRST POSITION INVESTMENT IN HEALTH IS LOW EVENACORDING TO GOVERNMET STANDARD.PRIVATEexpenditure on health in India is about 78% as compared to 14% in the Maldives, Bhutan(29%), Sri Lanka (53%), Thailand (31%) and China (61%).

The greatness and richness of Tamil Literature were respected by reputed foreign scholars like Fr. Beschi, G.U. Pope and others.

No doubt its classical merit too was very much understood and appreciated by academicians like George L. Hart.

An American george hart stole the hearts of the audience at the inaugural of the world classical Tamil conference with his unblemished use and pronunciation of Tamil verses during his speech. American Tamil professor George Hart was greeted with instant applause as he opened his speech with a few lines of Tamil poet Subramania Bharathi to illustrate how Tamil was indeed the most beautiful language of the world.
Even before the cheers could die down, Prof. Hart delved into Tamil Sangam literature Purananooru to underline how ancient Tamil society had organised itself and ran its business. Once again his chaste diction, with no dilution of Tamil’s unique syllable ‘zha’, was acknowledged by another round of applause.

Prof. Parpola made Tamils swell with pride when he said in his acceptance speech, “Tamil fully deserved the classical status accorded to it because of its antiquity and rich literature compared to many other classical traditions. Without studying Tamil, you cannot penetrate the roots of Indus script.”
Prof. Parpola, 69, has been stressing since 1968 that the Indus civilisation and its writings are Dravidian. “In my opinion, Tamils are entitled to some pride for having preserved so well the linguistic heritage of the Indus civilisation. At the same time, it must not be forgotten that though their language has shifted in the course of millennia, people of north India, too, have by far descended from the Harappan people, and have also preserved cultural heritage of the same civilisation,” he said.
Another Indus script expert and Tamil scholar, Mr Iravatham Mahadevan, said Prof. Parpola, as a Vedic scholar-turned-Dravidianist, had the best academic credentials to prove that the Indus civilisation was pre-Aryan and that its writing encoded a Dravidian language.

A substantial body of work exists on Jain and Buddhist beliefs as well as on Islam and Christianity. This is an illustrative example of different faiths co-existing and enriching each other through their interaction. For peace and harmony, we also need a world that does not discriminate and that does not tolerate inequality. A principal tenet of the Constitution of our country is to secure social, economic and political justice along with equality of status and opportunity to all. Universal Adult Franchise and our democratic framework have given a political voice to every adult citizen of the country. Fundamental rights ensure equality and prohibit discrimination on grounds of caste, creed, race and religion. The Ninth World Tamil Internet Conference, to be held here as part of the World Classical Tamil Conference, is expected to revive the process of standardising Tamil letters on a mobile keypad

Further, keypad layout standardisation is necessary to facilitate the development of tools and technology for the use of Tamil in mobile phones. Also it will help the manufacturers of mobile phones implement a common keypad layout.”

The committee consulted experts and conducted two levels of tests - using emulators in the first level and mobile phones in the second. It also sought the opinion of 80 students during the testing process.

Finally, the committee came up with a keypad after taking into account the current and future needs of keypad for various applications and factors like user friendliness, key position recall, over-all design, suitability for different type of input methods and key press efficiency.

On the suggestion made, the report says, “The suggested layout is suitable for implementing four different types of input methods – multi tap, the two-key tap and select, the alternating consonant-vowel method and the T9-like single tap method.” As per the committee report, the 18 consonants have been placed in nine pairs from one to nine on the keypad.

The vowels also come in pairs (short and long) except ‘i' and ‘ou' which are placed with ‘5' and ‘7' respectively.

The ‘pulli' or dot is the first choice in ‘#' key as it is often used in Tamil. Letter ‘sri' is also incorporated in ‘#' key. Other special letters follow ‘sri'. These suggestions in the report are yet to see the light of the day, as the government is yet to act on the same.

To make computers easier and friendlier to the Tamil populace, a list of Tamil equivalents of computer terms has been placed at the Tamil Internet Exhibition at the CODISSIA complex here.

There are more than 200 terms which have been classified into six categories. The first is General or podhu, the second Office Applications or aluvalaga payanpaadugal, the third Internet or inaiyam, the fourth Network or pinaiyam, the fifth Database or tharavuththalam and the last Programming or niralakkam.

INTRODUCTION:
The greatness of this men who wandered this soil can be never forgotten.
“We are responsible for what we are and whatever we wish ourselves to be, we have the power to make ourselves. If what we are now has been the result of our own past action, it certainly follows that whatever we wish to be in future can be produced by our present actions; so we have to know how to act”
This great means have cautioned the humankind of various dangers that is ahead and has prescribed measures that are quite applicable in this globalization era. Let us see them one by one.
KAUTILYA:

Kautilya’s Arthasastra (Science of material gain) belonged to the tradition of Dandusastra. Arthasastra deals with political economy. The task of the king was to give protection to land as well people as well as to increase the wealth of Rashtra. According to Kautalya state originated when people were tired of ‘Matsya Nyaya’ (Big fish eating small fish). Saptanga theory says that whole is prior to parts, yet whole depends on parts. This mean king is central yet king requires assistance to successfully run the state. Today if we see, even if the prime minister or president is good intentioned his or her welfare schemes do not reach the people due to the corrupt administrative machinery for Kautilya king has to behave like father at the time of natural disasters, king has to play important role in building of bridges, trade routes, mines. Kautilya’s king is not above morality, he is found by Rajdharma. Thus welfare of the people is more important. In post globalization period we see government’s reducing the role in providing welfare to people. According to Kautilya, king should protect agriculture from oppressive, lines and tarces. While in the developed countries agriculture are highly subsidized, developing countries are not subsidized to that extent and face numerous difficulties. Globalization gave importance only to MNC’S, TNC’S and others Kautilya said king must protect his citizens and peasants in particular who are the source of prosperity. In India, still more than 70% of the people depend on agriculture but the GDP contribution is less which shows the disguised unemployment present. Kautilya stress on the importance of forests, pasture lands. We see the failure of land refoms in India but Kautilya advised agricultural superidentents to confiscate land from those who do not cultivate them and give to others.
He says “the destruction of crops is worse them distraction of handfuls, since it is the labour that is destroyed thereby, absence of rain is worse than too much rain.
Kautalya also speaks about various social evils and advise the state to adopt orphans and make them science etc., He asks the king to provide the orphans, the aged, the infirm, the afflicted and the helpless with maintenance and also to provide subsistence to helpless women. Today we see governments around the world reluctant to take many welfare measures for the people due to strong lobbying groups. This governments can take a leaf out of Mautilya to implement welfare measures. According to Kautilya, four sources of law should be sacred cannon or tarts, current laws, usage and reasoning.
SRIRAMAKRISHNA:

In Sriramakrishna we can learn the pluralism. As an spiritual man, with his un quenchable thirst of god, Sri Ramakrishna broke the frontiers of Hinduism, glided through paths of Islam, Christianity and attired the highest realization through each of them in a short span of time. He looked upon Jesus and Buddha as incarnations of good and venerated the ten sikh Gurus. His teaching on harmony of religions attracted people belonging to different denominations and Dakshineswar became a veritable parliament of religions. Sri Ramakrishna did not write any book, nor did he deliver public lectures. Instead, he chose to speak in a simple language. His messages continues to be increasingly popular to this day on account of its universal appeal and relevance.
Sri Ramakrishna pointed out that denying the operation of faith is like denying the existence of stars because they are not visible in the sky during daytime. He created disciples like Swami Vivekanda who carried his messages.
SWAMI VIVEKANANDA:

Swami Vivekanada’s message to the youth, especially in man making, nation building and religious harmony are as essential as our advances in science & technology and industrial development. Being one of the brightest stars in the galaxy among the socio-cultural and religious. Philosophical thinkers of modern day India, his impact is going to be always felt. Swami Vivekananda wanted a man making education by which character is formed, strength of mind is increased, the intellect is formed, strength of mind is increased, the intellect is expanded and by which one can stand on one’s feet. According to him, teacher should not fill the mind with information and knowledge only. Instead he should attempt to unfold the creativity within by stimulating and strengthening the mind. Swami Vivekananda enlightened that human peace and happiness depends not on the wealth they posses or the power they wield or the scholarship they have acquired, but by living a life of renunciation and having the awareness that they are part of the entire universe and that all constitute one family Vasudev Kutumbakam.
Swami Vivekananda also told the students must be educated about the social world the nature of society he lives in, the laws that guide it and the culture it has involved. In era of globalization people are becoming closer together. Dogmatism and bigotry have replaced in globalized world. The pluralistic attitude that is necessary to day can be learned from Swami Vivekananda.

The above are the quotes of Swami Vivekananda that reflects his essence today. He spoke about the supreme value of youth period. He advised youth to skillfully mould their character. The central meaning of successful life is not positions attained but what sort of character we became said Swami Vivekananda. His quote that if the superstition enters the brains is gone is highly relevant to day.
MAHATMA GANDHI:

Gandhi’s concept of ahimsa tried to purify and reform both individual as well as society. According to him, Ahimsa is not a weapon of weak it is a weapon of morally strong, Ahimsa is a source of morality & requires purity. Gandhi said Ahimsa appeals not to reason but to consciousness. In today’s violence torn world Ahimsa needs to be replicated everywhere. He told society should not be exploitative but based on the spirit of love & brotherhood since no one can claim final truth, no one has right to punish others. The purpose of life according to him is to conquer evils and move towards good. He was influenced by Jainism, Buddhism, Christianity as well as Quran, Geeta Gandhi suggested non-violence. Gandhi belived that ethical state which is non-exploitative or immoral can’t be established through violent and non-ethical means. He was clear on his view ends does not justify means coups, plots over throwing democratically elected governments and sudden revolutions cannot be justified. Gandhi bridged gap between ends and means and ethics and politics. He advocated satyagraha comprising of truth, ahimsa and self-sacrifice. According to him satyagraha is not a means to avoid conflict it is a means to uproot evil.
Satyagraha includes fasting, mass strike, non-cooperation and civil disobedience devoid of any violence.
According to him Satyagraha should be used as last resort. It should be used when other peaceful means failed. Satyagraha is directed against evil and not against evil does.
Gandhi’s views on Swaraj and Modernity:
Gandhi defined swaraj as sum total of individual self rule. Swaraj at individual level means moral upliftment of self and not to be a slave of his desire at cultural level having faith and respect to one’s own culture without disrespecting culture of others at economic level Swaraj means end of untouchability & communal hatred. At political level swaraj meant democratic decentralization, spiritualism of politics and ability of man to resist unjust laws.
He criticized modernity for the dichotorny it created between ends and means, excessive indiuvialism, utilitarianism itpromoted, consumerism which leads to over exploitation of resources.
He also criticized industrial production leading to mass production instead of production by masses. He also criticized power politics & excessive nationalism which leads to imperialism.
Every view of his is relevant today in the globalized world. We can see every problem he criticized today but we are still in the process of understanding his valuable suggestions.
AUROBINDOGHOSH :

Aurobindo’s political philosophy ends with the concept of ideals of brotherhood. According to him the realization of universal transcendental spiritual reality will make man realize the idea of integral humanity. According to him, perfect community exists by perfection of its individuals. Aurobindo told unity of mankind is the ultimate end of all our action. He wished a new religion of humanity should emerge from inner laws of human life. He disagrees that terror in response to terror can abolish war (or) violence only if a man regard others not only as his brothers but also as a part of himself.

CONCLUSION:
This great men’s thoughts were not only of concern to India but were dealing with world problems like materialism, feudalism, consumerism and issues like world peace, freedom as well as violence against environment. This leader’s thought are comprehensive as it dealt with various issues of human life. This great man appealed to humanity as a whole. We should understand the relevance and implement their ideas to solve various problems.

INTRODUCTION:
When writing about terrorism in the middle of 1970’s the political historian walter lacquer threw upon his hands: he thought that providing a comprehensive Definition was virtually impossible because of great variety of circumstances in which this type of violence has appeared and the numerous and competing political causes whose advocates had used it.
One of the difficulties is that terrorism is hardly a ‘value–neutral’ term. Few groups, organizations (or) states these days are willing to accept the label. They typically respond to an attempt at such labelling by denial and by making what amounts to counter accusation.
Another problem derives from the statement that,
“One man’s terrorist is another man’s freedom fighter”
The point is that choosing the label ‘terrorist’ or freedom fighter depends on the point of view, the political sympathies of the observer.
When we say terrorism today it is likely associated with the activities of private groups like Alqaeda and its affiliates, Jemmah Islamiyah (Indonesia), Sendera Luminoso (Peru), people’s revolutionary armed forces (Colombia) & Lakshar.
TYPES OF TERRORISTS ORGANIZATIONS:
Terrorism can be defined as the deliberate and creations exploitation of fear through violence or the threat of violence in pursuit of political change.
Many western nations has its own definition of terrorism. For ex: German federal republic defines terrorism as an enduringly conducted struggle for political goals. Which are intended to be achieved by means of assaults on the life & property of other persons, especially by means of severe crimes U.S. defines it as premeditated politically motivated violence perpetrated against non-combatant targets of sub-national groups (or) clandestine agents, usually intended to influence an audience. Terrorism Goals may be Revolution (Ex: Italian red brigades, west Germany’s Red army faction & Japanese United red army) or Nationalist (Ex: Khalistan Movement, Spain’s E.T.A. (Basque homeland sliterty), Irish republican army Edetach Northern Ireland from Britain. Terrorism is also caused as reaction (Ex: restore racial systems of racial supremacy Slogan by org such as Klu Klux Khan. In Northern Ireland loyalist paramilitary organization have repeatedly carried out terrorist attacks with the goal of maintaining region’s link with U.K. Groups claiming inspiration from religious ideas always play an leading role in terrorist drams around the world. Some terrorist organizations claim to act on behalf of some broad political goal (or) set of goals. The legally protected ability of women to obtain abortions performed by licensed physicians, in U.S. has caused backlash a ‘right to life’ movement has emerged which is committed to ending this practice.
ETHNIC TERRORISM:- WORLD SCENARIO :
Ethnicity as a term denotes the concept of race. Ethnicity as a term came to include various types of identity like culture, religion (or) region also. Some scholars contend that communal mobilization will also come under ethnicity.
In practical sense of the term we can include various movements like caste, regional (or) cultural movements as ethnic movements. Ethnicity has always been an major factor in politics. This factor is not limited to third world societies. Even the western world has witnessed ethnic movements. After the end of cold war, ethnic politics has gained central stage at the global level.
The ethnic minority within states like tamilans in Srilanka as well as ethnic groups like Kurds challenge the authority of state.
Ethnic nationalism today is the strongest challenge to national integrity. Ethnic movements develops transnational linkages. According to him the world has became more dangerous place because of the size of such movements.
Indian Scenario :
India has been one of the worst suffers of ethnic politics. India has to pay the price in the form of its partition. The troubles of India did not stop with creation of Pak. Indian state had to face numerous ethnic challenges and some of them are still existing & new movements are emerging. In India, several cultural markers like language, race, tribe, caste, religion & region serve as identity actors for ethnic groups. Indian ethnic groups represent multi – layered & multi – dimensional identity. Indian ethnic groups keep on reshuffling their cultural markers according to the need of their objectives.
Religious:
In India muslims are the largest religious minorities. Among other religious groups are the Sikhs, Christians, Buddhist, Jains, Parsis & Jews. Hindus are the religious majority. However, hindus themselves are divided on various lines in terms of thousands of caste, sub-caste (or) religious sects. India represents the composite culture. India followed the policy of national integration thus India allows the existence of various religious (or) linguistic minorities. It also gives special rights to minorities to conserve their culture.
MAJOR ETHNIC MOVEMENTS IN INDIA:
One of the earliest movement was the movement of Nagas in North east, Nagas did not accept the Sovergnity of Indian nation status. They have boycotted the fist general election and decided to set up their own Soverign state in excile (Federal republic of Nagaland). Naga movement was primarily led by NSCN. Today NSCN (ISSAC MUVIAH) has emerged as the most powerful groups as there are other groups such as NSCN (K) & NSCN (HOJO).
NSCN provided ideological leadership as well as training to other terrorist groups in North – East. The prominent resurgent group in Nort-East are ULFA, NDFB, UPDS namely United people democratic solidarity, United liberation Front of Assam, National democratic front of Bodoland & DAO (G) Dima Halan Daogah (Garlosa). Different ethnic groups exist in this area. The nature of ethnic movements ranged from movement for greater autonomy to that of separation from India. In Assam, the movement against foreigners is becoming, volatile. The primary reason associated with most ethnic groups is separation from Indian mainland geographically as only a narrow corridor joins with the mainland. The difficult topographic features hamper the steady development of the areas. The rise of Muslim fundamentalism in Bangladesh & emergence of trans – national linkages b/w tribal association in North – East with other terrorist groups in Bangladesh.
CASE – STUDY OF J & K :
Jammu & Kashmir is the only Indian state with muslim majority. J & K is very important for secular character of India. It is one of the biggest challenge for Jinnah’s two-nation theory. The origin of problem goes back to 1947. Later on the way the centre has dealt with the aspiration of people of Kashmir has created problems. Kashmir is an place where still street wars happen with stone-throwing mobs fighting troops but there is difference in the situation in areas such as Jammu and Ladakh as it is contains Hindu & Buddist population respectively.
Another issue in India is the organization of states on linguistic basis which provides framework for expanded political participation. Problem of ethnic management shows that whenever centre imposes an outcome on a group (or) region problems tend to became worse. Separatist tendency can be better held by dialogue & accommodation.
DEMESTIC TERRORISM:
Domestic terrorism is the use of violence by nationals of a particular state, within the territorial limit of the state, with the aim of changing the political (or) social order of that state.
Ex: Naxalites in India and economic backwardness are the main causes of domestic terrorism. They include in hijacking, kidnapping, shooting, arson etc., Naxalite (or) Naksalvadis from the village of Naxalbari in the Indian state of West Bengal is where the movement originated. Naxalites are group of left radical communists, supportive of Maoism political sentiment sidedly. Their origin can be traced to the split in 1967 of Communist party India (Marxist), leading to formation of communist party India (Marxist – Leninist). Today Naxalites have formed red corridor containing many states. Communist party of India (Maoist) lead the Naxalite – Maoist insurgency. Naxalites are active across 200 districts in the country. Red corridor is estimated to be 92/000 Sq. Km with 20,000 armed cadre naxalites P.M.ManmohanSingh declared Naxalism as the most common threat to India’s National Security.
The inequality propogated by liberalisation & globalization also proved an advantage to the naxal organizations for recruiting more member.
The fact is that terrorism of every type and of every origin must be stamped out of its origin and stopped in its tracks. Terrorism has become endemic in India since 1980.
Naxalite war constitutes an asymmetric war that demands unconvential wisdom and responses. Corruption at different levels of govn, insensitivity of political class, common instances of high handedness and harassment that many poor people face at the hands of people set the stage. SIMI, Indian Muhajideen Religious cause can also be included.

Domestic Terrorism – World view:
The concept of terrorism may itself be controversial as it is often used by state authorities to delegitmize political (or) other opponents and potentially legitimize the state’s own use of armed force against opponents. (Such use of force may be described as terror by opposition). Violent Non-state action is another term used for terrorism. Terrorism has been practiced by a group of political organizations for furthering their objectives. It has been practiced by both right & left wing parties nationalistic groups, religious groups & revolutionaries & ruling governments. One form is the use of violence against noncombatants for publicity. Economic development, education & religion are the main causes of domestic terrorism in Iraq & Afghanistan apart from political freedom. It also occurs due to the flights between two groups and due to civil war like situation. Ex : ‘Lord’ resistance army (Uganda).
FOREIGN TERROISM:
Terrorist group that does not originate in the home country but from some other territory are designated as foreign terrorists. Afghanistan & Iraq are the places where there are many foreign terrorists. For U.S., foreign terrorist groups which are banned are Abunidal, Abu Siyyaf, Al-Aqusa Martyrs brigade, HAMAS, Palestinian Liberation Front extra, Palestine movements terrorist activities & LTTE’s suicide bombing have been widely copied by other terrorist groups. Harakat – VL. Mujahideen, Jaish-e-Mohammed, Lashkar-e-Toiba are foreign terrorist organizations operating in Kashmir.

CONCLUSION:
We should not forget that along with this types of terrorism there is state sponsored terrorism where various countries have used terrorist organizations to promote state interest in international domain. The patron state provides its beneficiary terrorist organization with political support, financial assistance and the sponsorship necessary to maintain & expand its struggle. State-sponsored terrorism should be ended by Mutual talks between countries. Increasing security apparatus, vigilant citizens, reducing economic inequality, Justice, Maintaining peace are the ways by which we can reduce terrorism. Promoting the values of humanity and brotherhood helps in tackling terrorism. Terrorists have also used the technology growth to their advantage thereby throwing new challenges to the security establishment. Philosophy of humanity as one should be spread. In the modern world, was between nations on one side and fragmented terrorist groups without marked territories on other side. This needs three pronged strategy of addressing economic inequality, reducing religious differences & fighting armed groups not willing to come to table for peaceful talks.

2.)in annmalai university ..bihari&jharkand in chidambaram students number ing 500 violently attacked and damaged cars&ambulances over the death of their friend in accident...and on seeing police arrive at the scene quickly (not in cinematic style)they were surprised by swift action which led topanic among them and as they tried to escape into the darknesss.unfortunately three studentd drowned in pond rising concerns of bihar c.m nitishkumar who raised his concern about his states students safety in tamilnadu.y this happen??

1.)due to the rise in self-financing colleges in tamilnadu,there are number of seats falling vacant unfilled..raising concerns every year(even engineering seats 35,000 vacancy)
2.)so deemed universties here send their agents to north india who bring student here ..and this universties do not have any programmes to make understand the tamil culture or southindain to this students

3.)number of students admitted is so large like in annmalai university north indian students are more then tamil students,and clashes erupt between groups of northindians apart from with tamil students.it ios not healthy development.it make persons like me worried.wat is the government doing??it should frame rules regarding admission...universities should conduct programmes therefore breaking mob mentality,
group formations on the line of states

4.)do not forget that even in the peak of anti hindhi agitation there was no violence against northindians here and in chennai even now 30%population are north indians who are prosperous and peacedully living a&do not forget hindi movies run for even an year in some tamilanadu theatres.generally tamilians are peace loving people..
5.)universties like annamalai university should be conscious about the differnce in culture among students and promote healthy interaction rather then sitting idle for the sake of money..and state govnt should too intiate steps..otherwise soon trouble is in store for tamilnadu
