<p>NALAS member associations across the Western Balkans have launched open calls for municipalities interested in participating in a Capacitation Programme&nbsp;for Municipalities&nbsp;to&nbsp;Improve&nbsp;the&nbsp;Socioeconomic Participation&nbsp;of Women from Vulnerable Groups and Youth&nbsp;and Children&nbsp;at Risk.</p>



<p>The comprehensive 14-month programme will support selected municipalities in Albania, Bosnia and Herzegovina, Montenegro and North Macedonia to better understand local needs and develop practical, inclusive measures that support vulnerable groups facing socio-economic disadvantages.</p>



<p>Interested municipalities are invited to follow the announcements published by their respective local government associations on their official websites and social media channels, particularly those of:</p>

<p>The calls will remain open from 8<sup>th</sup> &nbsp;to 26<sup>th</sup> of June 2026.</p>



<p>The announcements provide detailed information about the programme, eligibility criteria, application procedures and deadlines. &nbsp;</p>



<p>By strengthening municipal capacities and supporting locally driven solutions, NALAS and its member associations continue working towards more inclusive communities in which no one is left behind.</p>



<p>The capacity-building programme is organised within the “Bridges for Inclusion” project, implemented by NALAS and its member associations from the Western Balkans. The initiative forms part of the regional project “Enhancing Socio-Economic Inclusion in Western Balkan Municipalities” (SPARK), implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).</p>

<p>The newly adopted NALAS policy position on <em>Strengthening the Role of Local Government Associations in Sustainable Urban Mobility Planning in South-East Europe</em> marks an important step toward more coordinated and effective sustainable urban mobility governance across the region.</p>



<p>It provides a clear roadmap and a set of recommendations for Local Government Associations in policy dialogue and cooperation with national institutions, supporting the development of National Sustainable Urban Mobility Support Programmes, strengthened local government capacities, peer exchange, improved data collection, and enhanced monitoring and reporting systems.</p>



<p>The<em> NALAS Thematic Expert Group on Climate Resilience and Sustainable Urban Mobility</em> played an active role in developing the NALAS policy position and its recommendations. The document was developed in parallel with the <em>Policy Framework and Roadmap for Integrated Sustainable Urban Mobility in the Western Balkans</em>, a joint effort by the Transport Community, GIZ, NALAS, and CIVINET Slovenia–Croatia–SEE, which focuses on National SUMP Support Programmes as the key mechanism for enabling local governments to prepare and implement high-quality Sustainable Urban Mobility Plans.</p>

<p>The NALAS Expert Group met within the framework of the <em>United for Climate Conference</em> in Tirana (5–7 May 2026) to discuss next steps for operationalising the NALAS policy position and the Western Balkans framework. Members exchanged views on key recommendations and practical steps for advancing SUMP development, including financing options and methodological tools.</p>



<p>NALAS and its member associations also actively participated in discussions and panels of the <em>United for Climate: Regional Cooperation for a Resilient Future </em>conferenc<em>e</em>, contributing to sessions dedicated to Sustainable Urban Mobility for Climate Adaptation.</p>

<p>In addition, over recent months, representatives of the NALAS Expert Group participated in capacity development activities under the WB Adapt project, including the second module of the Climate-Resilient Sustainable Urban Mobility Academy in Skopje (17–18 March 2026), with expert trainers from ODRAZ (CIVINET Slovenia–Croatia–SEE), as well as the Clean Bus Platform study visit to Île-de-France Mobilités in Paris on 22 April 2026, organized by the Transport Community.</p>

<p>NALAS is pleased to launch the e-course <em>“Youth, Peace and Security at Local Level”</em> in Albanian, Bosnian-Croatian-Serbian-Montenegrin (BCSM) and Macedonian language, within the regional project <em>Youth 4 Inclusion, Equality &amp; Trust</em>, implemented by UNDP, UNFPA, UNESCO and UN Women in partnership with NALAS.</p>



<p>The courses will officially start with introductory webinars on<strong> 1 June 2026</strong>.</p>



<p>The programme aims to strengthen the capacities of local authorities, youth councils, youth organizations and other local stakeholders to better understand and apply the Youth, Peace and Security (YPS) agenda at the local level through practical and participatory approaches.</p>



<h3>The course is tailored for:</h3>



<ul>
<li>youth officers and relevant staff in local authorities,</li>



<li>members of local youth councils and consultative bodies,</li>



<li>youth CSOs and youth leaders working with local authorities,</li>



<li>elected local representatives involved in youth/social policy,</li>



<li>other local stakeholders engaged in participation and cohesion.</li>
</ul>



<p>The e-course is delivered through the NALAS e-Academy platform and combines interactive learning methods, practical examples and moderated discussions led by certified YPS trainers.</p>

<p>From 27 to 30 April 2026, NALAS delivered a training on <strong>“EU Fundraising and Project Development”</strong> in Rzeszów, Poland, bringing together representatives of <strong>13 Ukrainian municipalities</strong>, as part of the U-LEAD with Europe &#8211; <strong>Pathways of Partnership</strong> Project.</p>



<p>The training aimed to strengthen the capacities of Ukrainian municipalities to design quality projects, build partnerships, and access EU funding opportunities. It followed <strong>a preparatory online session, held on 08 April 2026</strong>, during which participants explored EU funding opportunities, and open and upcoming calls.</p>



<p>Over the four days in Rzeszów, participants worked hands-on on transforming local needs and ideas into project proposals. Through practical group exercises and trainer-led sessions, they analysed local contexts and stakeholders, identified problems and objectives, and developed early drafts of project proposals using the logical framework matrix approach. The training also introduced participants to the key tips for successful applications and the way EU-funded projects are evaluated. Particular attention was given to the CERV Programme and its related calls.</p>

<p>As a next step, the participating municipalities will continue developing their project proposals with the mentorship support of NALAS experts. This follow-up process will help municipalities further refine their ideas, strengthen the quality of their applications, and move closer to accessing EU funding  opportunities for projects that respond to local needs.</p>

This activity is part of NALAS’ continued efforts in supporting local governments and EU integration through knowledge exchange, peer learning, and partnership-building.</p>

<p><strong>As part of the NALAS 21st General Assembly held in Sibiu, Romania, from 20 to 22 April, the 2026 Green Champions Award was organised, implemented under the Covenant of Mayors Office for South-East Europe and managed by NALAS.</strong></p>



<p>On Monday 20 April, the NALAS General Assembly opened with the&nbsp;<strong>Green Champions Award Ceremony, celebrating outstanding green initiatives implemented by municipalities across South-East Europe</strong>.</p>



<p>This initiative recognises&nbsp;<strong>outstanding local green actions, promotes peer learning and regional exchange, showcases replicable solutions, and strengthens the visibility of local leadership in sustainability.</strong></p>

<li><strong>Climate Action &amp; Energy: City of Kragujevac, Serbia,</strong> for implementing a comprehensive programme that integrates energy efficiency, renewable energy, and air quality improvement measures.<br><br>The initiative RENEW-KG focuses on improving energy efficiency and reducing air pollution through the renovation of public buildings, installation of solar panels on schools, replacement of heating systems, LED public lighting, and subsidies for households to switch to cleaner heating solutions. The programme also supports reforestation and the development of the city’s SECAP, contributing to long-term climate resilience and lower greenhouse gas emissions.</li>
</ul>



<ul>
<li><strong>Circular Economy: Bursa Metropolitan Municipality, Türkiye</strong>, for transforming an abandoned pepper-drying facility into a plant producing drip irrigation pipes from recycled plastic waste.<br><br>The initiative combines sustainable agriculture and circular economy principles by producing pipes from municipal and agricultural plastic waste, distributing them free of charge to farmers, and collecting used pipes for recycling and reintroduction into production. This closed-loop model supports water efficiency, reduces plastic pollution, and strengthens local agricultural resilience.</li>
</ul>



<ul>
<li><strong>Green &amp; Inclusive Urban Development: Municipality of Lezhë, Albania</strong>, for the rehabilitation of the Drin River basin, improving public spaces and enhancing urban greenery while promoting social inclusion and community engagement.<br><br>Lezhë’s initiative focuses on the rehabilitation of the Drin River basin through the improvement of promenades, public gardens, pedestrian bridges, playgrounds, and sports areas. By creating safer, greener and more accessible public spaces, the municipality enhanced urban biodiversity, promoted sustainable mobility, strengthened social inclusion, and improved quality of life for residents, especially children, families, and vulnerable groups.</li>
</ul>

<p><strong>As part of the NALAS 21st General Assemblyheld in Sibiu, Romania, from 20 to 22 April, local government associations (LGAs) from South-East Europe and the Eastern Partnership gathered for a roundtable discussion on how LGAs are adapting to growing demands on local governments and strengthening their role in EU integration, reform processes, and multilevel governance.</strong></p>



<p>Participants discussed the evolving role of associations, which is <strong>no longer limited to representation and advocacy, but increasingly includes direct support and service delivery to municipalities.</strong></p>



<p><strong>Mr Nikola Tarbuk, Secretary General of the Standing Conference of Towns and Municipalities of Serbia</strong>, highlighted that one of their main priorities is helping municipalities implement EU projects.</p>



<p>When it comes to EU projects and initiatives implemented locally, criteria are increasingly defined at national level, creating a risk of centralisation and fewer guaranteed resources for local governments. He stressed the need to strengthen local capacities, including gaining local expertise in EU applications, so municipalities can better access EU opportunities.</p>



<p><strong>Mr Cemil Arslan, Secretary General of Marmara Municipalities Union,</strong> shared how their association has moved from a traditional representation role toward providing more direct services to municipalities. Capacity development, professional training and sharing successful local practices have become key priorities, helping municipalities improve transport, housing, and public services. He stressed that associations must guide municipalities on how to better serve their citizens.</p>

<p><strong>Mr Sergiu Tara, Executive President of ACoR</strong>, underlined the importance of strengthening local administration and protecting local autonomy. He highlighted efforts to improve the position of civil servants through the creation of a trade union for civil servants and stressed that in addition to the European Charter of Local Self-Government, local autonomy should be protected within European legislation and governance processes.</p>



<p><strong>Representatives from Ukraine and Moldova also shared their experiences.</strong> The Association of Ukrainian Cities continues to play a key role in advocating for the interests of Ukrainian municipalities and building stronger links with the EU accession process. <br>In Moldova, where territorial and administrative reforms are ongoing, associations face increasing expectations while also dealing with challenges related to capacity and financial sustainability.</p>



<p>The <strong>discussion concluded with an agreement on the need for strategic planning among all associations, with a generic roadmap enabling greater flexibility</strong> in responding to rapid political and financial changes and supporting the future role of local government associations.</p>

<p>Speakers stressed that l<strong>ocal governments are the closest level of governance to citizens</strong> and play a key role in<strong> building trust in democratic institutions.</strong> They underlined that action taken at the local level keeps democracy on the right path, while mayors remain the main contact point for citizens.</p>

<p>Participants also highlighted that <strong>local economy, infrastructure, health and education are essential</strong> for stronger and more resilient communities, together with <strong>strong cooperation among municipalities and associations such as NALAS.</strong></p>



<p>Special attention was also given to<strong> inclusion and equal opportunities, especially for women and girls,</strong> since evidence shows that progress does not benefit everyone equally. The important role of local governments in ensuring that no one is left behind was also underlined.</p>



<p>From their video addresses, available below, <strong>Congress Secretary General Mr. Mathieu Mori</strong> highlighted the 20 years of cooperation between NALAS and the Congress through joint initiatives, capacity building, and political dialogue.</p>



<p><strong>HE Ms. Ruth Huber, Ambassador of Switzerland to Albania</strong>, underlined the importance of NALAS and LGAs’ work in decentralisation and regional cooperation, recalling NALAS’ role as a trusted voice for local governments.</p>

<p>During the Statutory Session, NALAS members adopted the agenda, approved the 2025 activity and financial reports and adopted the 2026 NALAS workplan and budget. The Executive Director, Mr. Kelmend Zajazi, presented the main achievements of 2025, describing it as a very intensive year for the network.</p>

<p>Among the highlights were strengthened <strong>knowledge management and peer exchange</strong>, capacity building for associations and municipalities, the <strong>development of training units through the RCDN project</strong>, <strong>strengthened relations with EU and international institutions, support for better delivery of social services, youth engagement for peace and stability</strong>, and <strong>increased cooperation with Ukrainian municipalities and associations</strong>. More than 3,200 mayors, local officials, and local administration representatives were involved in NALAS activities in 2025.</p>

<p>During the session, the General Assembly delegates also adopted the <strong>Policy Position </strong>on <strong>collaboration and communication between Local Governments and their Public Utility Companies in the provision of Water Supply and Sanitation (WSS) services, developed within the Regional Capacity Development Network for Water and Sanitation Services (RCDN)</strong> and through the work of the NALAS Task Force on Water Management. This policy position aims to <strong>strengthen cooperation and improve service delivery</strong> for citizens across the region.</p>



<p>The <strong>second Policy Position adopted was the one on “Strengthening the Role of Local Government Associations in Sustainable Urban Mobility Planning in South-East Europe&#8221;</strong>, providing a <strong>clear roadmap for the Local Government Associations in policy dialogue and cooperation with national institutions,</strong> supporting in development and implementation of national sustainable urban mobility support programs, local government capacity development, peer exchange, data collection monitoring and reporting and more.</p>

<p>A<strong> key moment of the General Assembly was the rotation of the NALAS Presidency</strong>. Following the NALAS presidency system, <strong>Mr. Emil DRĂGHICI, President of ACoR and Mayor of Vulcana-Băi, Romania, was elected as the new President of NALAS.</strong></p>



<p><strong>Mr. DRĂGHICI will be supported by three Vice-Presidents: Mr. Agim ALIU, Mayor of Ferizaj, Mr. Irfan ČENGIĆ, Mayor of Stari Grad Sarajevo and Mr. Tadej BEOČANIN, Mayor of Ajdovscina.</strong></p>

<p>In his first address as President, <strong>Mr. Emil DRĂGHICI thanked Mr Dubravko BILIĆ for his successful leadership and expressed his commitment to continue strengthening cooperation among members and partners</strong>. He emphasised that the <strong>future must be built in villages and cities where tradition meets innovatio</strong>n and that stronger local governments are essential for stronger democracies.</p>

<p>On the suggestion of the newly elected NALAS President, the General Assembly acknowledged the presence and welcomed <strong>the Chinese International Friendship Cities Association, </strong>opening possibilities to renew cooperation and strengthen exchange of experiences in local public services provision.</p>



<p>In the afternoon, the discussions continued with several sessions focused on the most pressing issues and challenges faced by local governments.</p>



<p>The <strong>session EU–EaP-SEE Local Leaders Forum: From EU Reforms to Local Results &#8211; Delivering Change Where It Matters, </strong>organised in collaboration with NALAS long-time partner CEMR, focused on how local governments SEE and EaP countries translate EU reforms into real improvements for citizens. Mayors from Romania, Slovenia, Moldova, Ukraine, and Montenegro shared concrete examples and strong messages, stressing that “the power is here, in us, in all associations”, and calling for stronger cooperation and stronger local voices in European processes.</p>

<p>Speakers highlighted the importance of EU funds, territorial development, revitalisation of industrial zones, and equal access to opportunities for all municipalities.</p>



<p>Ukrainian representatives shared the challenges of decentralisation during wartime, stressing the need for stronger support mechanisms, co-financing, and pre-financing for municipalities participating in EU programmes.</p>



<p>The <strong>General Assembly also included an exchange of good practices among local elected leaders on youth and women empowerment and engendering circular economy in South-East Europe</strong>. The session highlighted how municipalities are turning these priorities into practical drivers of local economic development through concrete initiatives, partnerships, and policies that create more opportunities for young people and women while supporting sustainable resource management and local innovation.</p>



<p><strong>The LGAs’ Peer Exchange on Territorial Reforms in Europe </strong>focused on lessons learned from reforms across the region and how future changes can better balance efficiency, local autonomy, and service delivery. Participants agreed that territorial reforms should not focus only on numbers, but also on the real needs of communities and citizens.</p>



<p>NALAS President Draghici stressed that even small municipalities with fewer inhabitants remain equally important, especially when they cover large territories, and that reforms should respect people’s will and not be implemented at the expense of citizens.</p>
